生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)分區管(guan)(guan)控(kong)是(shi)(shi)以保(bao)障生(sheng)態(tai)功能和改善環(huan)(huan)境(jing)(jing)(jing)質(zhi)量(liang)為目標,實施分區域(yu)差異化(hua)精準管(guan)(guan)控(kong)的(de)環(huan)(huan)境(jing)(jing)(jing)管(guan)(guan)理(li)制度,是(shi)(shi)提升生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)治理(li)現(xian)代(dai)化(hua)水平(ping)的(de)重要舉措。實施生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)分區管(guan)(guan)控(kong),嚴守生(sheng)態(tai)保(bao)護紅線、環(huan)(huan)境(jing)(jing)(jing)質(zhi)量(liang)底線、資源利(li)用上線,科(ke)學指導各類開發保(bao)護建設(she)活動,對于推動高(gao)質(zhi)量(liang)發展,建設(she)人(ren)與自然和諧共生(sheng)的(de)現(xian)代(dai)化(hua)具有(you)重要意(yi)義。為加強生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)分區管(guan)(guan)控(kong),經黨(dang)中央、國務院同(tong)意(yi),現(xian)提出(chu)如下意(yi)見。

一、總(zong)體要求

加強生(sheng)態環(huan)境(jing)分(fen)區(qu)管控,要堅持以習近平新(xin)時代中國(guo)特色社會(hui)主(zhu)義思想(xiang)特別是(shi)習近平生(sheng)態文明思想(xiang)為指導,深入貫徹(che)黨(dang)的(de)二十大(da)精神,落(luo)實全(quan)國(guo)生(sheng)態環(huan)境(jing)保護(hu)大(da)會(hui)部署,完整、準確、全(quan)面貫徹(che)新(xin)發展(zhan)理念(nian),加快構建新(xin)發展(zhan)格(ge)局(ju),協同推(tui)進降碳、減污、擴綠、增長,充分(fen)尊重自然(ran)規律和區(qu)域差異,全(quan)面落(luo)實主(zhu)體(ti)功(gong)能(neng)區(qu)戰略,充分(fen)銜接國(guo)土空間規劃和用途管制,以高水平保護(hu)推(tui)動高質量(liang)發展(zhan)、創造高品質生(sheng)活,努(nu)力(li)建設人與(yu)自然(ran)和諧共生(sheng)的(de)美麗中國(guo)。

——生(sheng)態優(you)先,綠色發展。堅持尊(zun)重自(zi)(zi)然(ran)(ran)、順應自(zi)(zi)然(ran)(ran)、保護(hu)自(zi)(zi)然(ran)(ran),守住自(zi)(zi)然(ran)(ran)生(sheng)態安全邊界和環境質量底(di)線,落實自(zi)(zi)然(ran)(ran)生(sheng)態安全責任,推(tui)進綠色低碳發展。

——源(yuan)(yuan)頭預(yu)防,系(xi)(xi)(xi)統(tong)保(bao)(bao)護(hu)。健(jian)全生態(tai)環境源(yuan)(yuan)頭預(yu)防體系(xi)(xi)(xi),統(tong)籌山(shan)水林田湖草沙(sha)一(yi)體化保(bao)(bao)護(hu)和系(xi)(xi)(xi)統(tong)治理(li),加(jia)強生物(wu)多(duo)樣性保(bao)(bao)護(hu),強化多(duo)污染物(wu)協同(tong)控制和區域協同(tong)治理(li)。

——精(jing)(jing)準科學,依(yi)法管(guan)控。聚焦區域性、流域性突出(chu)生態環境問題,精(jing)(jing)準科學施策,依(yi)法依(yi)規(gui)建立從問題識別到解(jie)決(jue)方案的分(fen)區分(fen)類管(guan)控策略。

——明(ming)確責(ze)(ze)任,協(xie)調(diao)聯(lian)動。國家層(ceng)面(mian)做好頂層(ceng)設計(ji),地(di)方黨委(wei)和政府落(luo)實主體(ti)責(ze)(ze)任,有(you)關部門(men)加強溝通協(xie)調(diao),建立分工(gong)協(xie)作(zuo)(zuo)工(gong)作(zuo)(zuo)機制,提高政策統一性(xing)、規則一致性(xing)、執行協(xie)同(tong)性(xing)。

到(dao)2025年,生(sheng)態(tai)(tai)環(huan)境(jing)(jing)分區(qu)(qu)管控(kong)(kong)制(zhi)度基本建立(li)(li),全域(yu)覆(fu)蓋、精準科學的生(sheng)態(tai)(tai)環(huan)境(jing)(jing)分區(qu)(qu)管控(kong)(kong)體(ti)系初(chu)步形成。到(dao)2035年,體(ti)系健全、機(ji)制(zhi)順暢、運行高效(xiao)的生(sheng)態(tai)(tai)環(huan)境(jing)(jing)分區(qu)(qu)管控(kong)(kong)制(zhi)度全面建立(li)(li),為生(sheng)態(tai)(tai)環(huan)境(jing)(jing)根本好轉、美麗中(zhong)國目標基本實現提供有(you)力支撐。

二、全面(mian)推進生態環境分區管控

(一(yi))制(zhi)定生(sheng)態環境分區管控方案。深入(ru)實(shi)施主(zhu)體功能區(qu)(qu)戰略(lve),全面(mian)落(luo)實(shi)《全國(guo)國(guo)土(tu)空間規劃(hua)綱要(yao)(2021-2035年)》,制(zhi)定以落(luo)實(shi)生(sheng)態(tai)(tai)保護紅線(xian)、環(huan)(huan)境(jing)(jing)(jing)(jing)質量底(di)線(xian)、資源利用(yong)上(shang)線(xian)硬約束(shu)為(wei)(wei)重點,以生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)管(guan)控(kong)單元為(wei)(wei)基礎,以生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)準入(ru)清單為(wei)(wei)手(shou)段,以信息平(ping)臺為(wei)(wei)支撐(cheng)的生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)管(guan)控(kong)方案。堅持國(guo)家指導(dao)、省(sheng)級(ji)(ji)統(tong)籌、市級(ji)(ji)落(luo)地的原(yuan)則,分(fen)(fen)級(ji)(ji)編制(zhi)發布(bu)本行政區(qu)(qu)域內(nei)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)管(guan)控(kong)方案。省(sheng)級(ji)(ji)、市級(ji)(ji)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)管(guan)控(kong)方案由同級(ji)(ji)政府組織編制(zhi),充分(fen)(fen)做好與國(guo)土(tu)空間規劃(hua)“一張圖”系統(tong)的銜接,報上(shang)一級(ji)(ji)生(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)主(zhu)管(guan)部門(men)備案后(hou)發布(bu)實(shi)施。

(二(er))確定生態環境管(guan)控單(dan)元。基于生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)境結構(gou)、功能(neng)、質(zhi)量等區域(yu)特征,通過環(huan)境評價,在大(da)氣(qi)、水、土壤、生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)、聲、海洋等各生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)境要素管理分區的(de)(de)基礎上,落實“三(san)區三(san)線(xian)”劃(hua)定(ding)成(cheng)果,以(yi)(yi)生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)保(bao)護(hu)(hu)紅線(xian)為(wei)基礎,把(ba)該保(bao)護(hu)(hu)的(de)(de)區域(yu)劃(hua)出來,確定(ding)生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)境優先保(bao)護(hu)(hu)單(dan)(dan)元(yuan)(yuan);以(yi)(yi)生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)境質(zhi)量改善(shan)壓力大(da)、資源(yuan)(yuan)能(neng)源(yuan)(yuan)消(xiao)耗強度高、污染物排(pai)放集中、生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)破壞嚴重(zhong)(zhong)、環(huan)境風險高的(de)(de)區域(yu)為(wei)主體,把(ba)發展同保(bao)護(hu)(hu)矛盾(dun)突出的(de)(de)區域(yu)識別出來,確定(ding)生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)境重(zhong)(zhong)點(dian)管控單(dan)(dan)元(yuan)(yuan);生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)境優先保(bao)護(hu)(hu)單(dan)(dan)元(yuan)(yuan)和生(sheng)(sheng)態(tai)(tai)(tai)(tai)(tai)環(huan)境重(zhong)(zhong)點(dian)管控單(dan)(dan)元(yuan)(yuan)以(yi)(yi)外(wai)的(de)(de)其他區域(yu)實施(shi)一般管控。

(三(san))編制生態環(huan)境準入清單。落實市場準入負面清單(dan)(dan),根據生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)功(gong)(gong)能定位(wei)和(he)(he)國土空間用途管(guan)制(zhi)(zhi)要(yao)(yao)求(qiu),聚焦解決突出(chu)(chu)生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)問(wen)題(ti),系(xi)統集(ji)成(cheng)現有(you)生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)管(guan)理(li)(li)規定,精準編制(zhi)(zhi)差別化生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)準入清單(dan)(dan),提出(chu)(chu)管(guan)控(kong)(kong)污(wu)染物(wu)排放、防控(kong)(kong)環(huan)(huan)境(jing)(jing)(jing)風險(xian)、提高資源(yuan)能源(yuan)利(li)用效率等要(yao)(yao)求(qiu)。因地(di)(di)制(zhi)(zhi)宜實施(shi)“一單(dan)(dan)元一策略”的精細(xi)化管(guan)理(li)(li),生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)優先保護(hu)單(dan)(dan)元要(yao)(yao)加強生(sheng)態(tai)(tai)(tai)系(xi)統保護(hu)和(he)(he)功(gong)(gong)能維護(hu),生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)重點管(guan)控(kong)(kong)單(dan)(dan)元要(yao)(yao)針(zhen)對突出(chu)(chu)生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)問(wen)題(ti)強化污(wu)染物(wu)排放管(guan)控(kong)(kong)和(he)(he)環(huan)(huan)境(jing)(jing)(jing)風險(xian)防控(kong)(kong),其他(ta)區域(yu)要(yao)(yao)保持生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)質量(liang)基本穩定。生(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)質量(liang)改善壓力(li)大(da)、問(wen)題(ti)和(he)(he)風險(xian)突出(chu)(chu)的地(di)(di)方,要(yao)(yao)制(zhi)(zhi)定更為精準的管(guan)控(kong)(kong)要(yao)(yao)求(qiu)。

(四(si))加強生(sheng)態環境(jing)分區管控信(xin)息共享。推進國家和省級生態(tai)環(huan)境(jing)分區(qu)管控系(xi)統與(yu)其他(ta)業務(wu)系(xi)統的(de)(de)信(xin)息共享(xiang)、業務(wu)協同(tong),強化對數據(ju)管理、調整(zheng)更新、實施應用、跟蹤評(ping)估、監督管理的(de)(de)支(zhi)撐作(zuo)用。推進新一(yi)代信(xin)息技術、人工智能等與(yu)生態(tai)環(huan)境(jing)分區(qu)管控融合創新,完善在線政務(wu)服(fu)務(wu)和智慧決策功能,提升服(fu)務(wu)效能。

(五)統籌開展定期調(diao)整與動態更新。生(sheng)態(tai)環(huan)境(jing)分區管控方(fang)案原(yuan)則上保持(chi)穩定(ding),每5年(nian)結合國(guo)(guo)民(min)經(jing)濟和(he)社(she)會發展(zhan)規(gui)劃(hua)、國(guo)(guo)土空間規(gui)劃(hua)評估情況定(ding)期調整。5年(nian)內(nei)確需更新的(de),按照“誰(shui)發布、誰(shui)更新”的(de)原(yuan)則,在充(chong)分銜接(jie)國(guo)(guo)民(min)經(jing)濟和(he)社(she)會發展(zhan)規(gui)劃(hua)、國(guo)(guo)土空間規(gui)劃(hua)的(de)基礎上,開展(zhan)動態(tai)更新,同(tong)時(shi)報上一級(ji)生(sheng)態(tai)環(huan)境(jing)主(zhu)管部門備案。因(yin)重大(da)戰略、生(sheng)態(tai)環(huan)境(jing)保護(hu)(hu)目標(biao)等發生(sheng)變化而更新的(de),應組織科學論證;生(sheng)態(tai)保護(hu)(hu)紅線、飲用(yong)水水源(yuan)保護(hu)(hu)區、自然(ran)保護(hu)(hu)地等法(fa)定(ding)保護(hu)(hu)區域依法(fa)依規(gui)設立、調整或撤(che)并以及法(fa)律法(fa)規(gui)有新規(gui)定(ding)的(de),相應進行(xing)同(tong)步更新。

三、助推經濟社會高質量(liang)發展

(六)服(fu)務國家重大戰(zhan)略。通(tong)過生(sheng)態環境(jing)(jing)分區管(guan)控(kong),加強整體(ti)性保(bao)(bao)護(hu)和系統性治理,支撐優化(hua)(hua)(hua)(hua)重(zhong)(zhong)大生(sheng)產力(li)布局(ju)(ju),服務國(guo)家(jia)重(zhong)(zhong)大基礎設(she)施(shi)建設(she),保(bao)(bao)障國(guo)家(jia)重(zhong)(zhong)大戰(zhan)略實(shi)施(shi)。落實(shi)長江(jiang)經濟帶發展戰(zhan)略,推動長江(jiang)全流(liu)域按單元精細(xi)化(hua)(hua)(hua)(hua)分區管(guan)控(kong),加強沿江(jiang)重(zhong)(zhong)化(hua)(hua)(hua)(hua)工(gong)業(ye)(ye)水(shui)污染防(fang)治和環境(jing)(jing)風險防(fang)控(kong),防(fang)止重(zhong)(zhong)污染企(qi)業(ye)(ye)和項目向長江(jiang)中(zhong)(zhong)上(shang)游(you)轉移。落實(shi)黃河流(liu)域生(sheng)態保(bao)(bao)護(hu)和高質量發展戰(zhan)略,實(shi)施(shi)上(shang)中(zhong)(zhong)下游(you)地(di)區差異化(hua)(hua)(hua)(hua)分區管(guan)控(kong),優化(hua)(hua)(hua)(hua)黃河中(zhong)(zhong)上(shang)游(you)能(neng)(neng)源化(hua)(hua)(hua)(hua)工(gong)和新(xin)能(neng)(neng)源產業(ye)(ye)布局(ju)(ju),促進(jin)中(zhong)(zhong)下游(you)產業(ye)(ye)綠(lv)色低碳循環發展。強化(hua)(hua)(hua)(hua)生(sheng)態環境(jing)(jing)分區管(guan)控(kong)在(zai)京津(jin)冀、長三角、粵港澳大灣區產業(ye)(ye)、能(neng)(neng)源和交通(tong)運輸結構調整中(zhong)(zhong)的應用,建立陸岸海聯動、區域一(yi)體(ti)化(hua)(hua)(hua)(hua)的生(sheng)態環境(jing)(jing)管(guan)控(kong)機(ji)制,引導傳(chuan)統制造業(ye)(ye)綠(lv)色低碳轉型(xing)升級及戰(zhan)略性新(xin)興產業(ye)(ye)合理布局(ju)(ju)。

(七(qi))促進(jin)綠色低碳發展。落實國(guo)家(jia)高耗能(neng)(neng)、高排放、低(di)水平項(xiang)(xiang)目管理有(you)關制度和(he)(he)(he)政策(ce)要求,引(yin)導(dao)重(zhong)(zhong)(zhong)點行業向(xiang)環(huan)境容(rong)量大、市(shi)(shi)場需求旺盛、市(shi)(shi)場保障條(tiao)件好的地區科學布局、有(you)序(xu)轉移。強化生(sheng)(sheng)(sheng)態環(huan)境重(zhong)(zhong)(zhong)點管控單元管理,推進(jin)石化化工、鋼(gang)鐵、建(jian)材等傳統產(chan)業綠色(se)低(di)碳(tan)轉型升級和(he)(he)(he)清(qing)潔生(sheng)(sheng)(sheng)產(chan)改造(zao)。完(wan)善產(chan)業園區環(huan)境基礎設(she)(she)施建(jian)設(she)(she),推動產(chan)業集(ji)聚發展和(he)(he)(he)集(ji)中治(zhi)污。銜接生(sheng)(sheng)(sheng)態環(huan)境準入清(qing)單,引(yin)導(dao)人口密度較高的中心(xin)城區傳統產(chan)業功能(neng)(neng)空間有(you)序(xu)騰退。優化生(sheng)(sheng)(sheng)態環(huan)境優先保護單元管理,鼓勵探索生(sheng)(sheng)(sheng)態產(chan)品價值(zhi)實現模(mo)式和(he)(he)(he)路徑(jing),提(ti)升生(sheng)(sheng)(sheng)態碳(tan)匯(hui)能(neng)(neng)力。在(zai)保證生(sheng)(sheng)(sheng)態系統多樣性、穩定(ding)性、持(chi)續性的前提(ti)下,支持(chi)國(guo)家(jia)重(zhong)(zhong)(zhong)大戰略(lve)、重(zhong)(zhong)(zhong)大基礎設(she)(she)施、民生(sheng)(sheng)(sheng)保障等項(xiang)(xiang)目建(jian)設(she)(she)。實施好沙漠、戈壁、荒漠地區大型風電和(he)(he)(he)光伏基地建(jian)設(she)(she)。

(八)支撐綜合(he)決策。加強生態(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)區管(guan)(guan)控(kong)成(cheng)果應用(yong),為(wei)地方黨(dang)委和政府提供決策支(zhi)撐(cheng)。把生態(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)區管(guan)(guan)控(kong)實施(shi)成(cheng)效評估作為(wei)優化環(huan)(huan)(huan)境(jing)(jing)影(ying)響評價管(guan)(guan)理的重要(yao)依(yi)(yi)(yi)據。加強生態(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)區管(guan)(guan)控(kong)對企業投資的引導,在生態(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)區管(guan)(guan)控(kong)信(xin)息(xi)平臺依(yi)(yi)(yi)法依(yi)(yi)(yi)規設(she)置公共(gong)查閱權限(xian),方便企業分(fen)析項(xiang)目(mu)與生態(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)區管(guan)(guan)控(kong)要(yao)求的符合性,激(ji)發(fa)經(jing)營主體發(fa)展活力。

四、實施生態環境高水平保護

(九)維(wei)護生態(tai)安全格局。嚴格落(luo)實生(sheng)(sheng)(sheng)態(tai)(tai)保護紅線管(guan)控(kong)要(yao)求。以生(sheng)(sheng)(sheng)態(tai)(tai)保護紅線為重(zhong)點,改善生(sheng)(sheng)(sheng)態(tai)(tai)系統質(zhi)量,提升生(sheng)(sheng)(sheng)態(tai)(tai)系統穩(wen)定性和服務功能。強(qiang)化生(sheng)(sheng)(sheng)物(wu)多(duo)樣性保護,健(jian)全生(sheng)(sheng)(sheng)物(wu)多(duo)樣性保護網絡(luo)。加強(qiang)監測預警,主動適(shi)應氣候變(bian)化。對青藏高原(yuan)生(sheng)(sheng)(sheng)態(tai)(tai)屏(ping)障(zhang)區(qu)(qu)、黃(huang)河重(zhong)點生(sheng)(sheng)(sheng)態(tai)(tai)區(qu)(qu)、長江重(zhong)點生(sheng)(sheng)(sheng)態(tai)(tai)區(qu)(qu)和東北(bei)森林帶(dai)、北(bei)方防沙(sha)帶(dai)、南方丘陵(ling)山地帶(dai)、海岸(an)帶(dai)等重(zhong)點區(qu)(qu)域,分單元(yuan)識別突出環(huan)境(jing)問題,落(luo)實環(huan)境(jing)治理差異化管(guan)控(kong)要(yao)求。

(十)推動環境質量改(gai)善(shan)。強化(hua)生(sheng)態(tai)環(huan)境(jing)(jing)(jing)分(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)實施(shi),形成問(wen)題識別、精(jing)準(zhun)溯源(yuan)、分(fen)(fen)(fen)區(qu)(qu)施(shi)策的工作閉環(huan),推(tui)(tui)(tui)動解決(jue)突(tu)出生(sheng)態(tai)環(huan)境(jing)(jing)(jing)問(wen)題,防范(fan)結構(gou)性(xing)(xing)、布(bu)局(ju)(ju)性(xing)(xing)環(huan)境(jing)(jing)(jing)風險,為高(gao)質量發(fa)展(zhan)騰(teng)出容量、拓展(zhan)空間(jian)。深化(hua)流(liu)域(yu)水(shui)(shui)環(huan)境(jing)(jing)(jing)分(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong),統(tong)籌(chou)水(shui)(shui)資源(yuan)、水(shui)(shui)環(huan)境(jing)(jing)(jing)、水(shui)(shui)生(sheng)態(tai)治理(li),強化(hua)流(liu)域(yu)內水(shui)(shui)源(yuan)涵養區(qu)(qu)、河湖水(shui)(shui)域(yu)及其緩(huan)沖帶等(deng)重要水(shui)(shui)生(sheng)態(tai)空間(jian)管(guan)(guan)(guan)(guan)理(li),加(jia)強農業(ye)面源(yuan)污(wu)染(ran)防治。加(jia)強近岸海(hai)域(yu)生(sheng)態(tai)環(huan)境(jing)(jing)(jing)分(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong),陸海(hai)統(tong)籌(chou)推(tui)(tui)(tui)進重點(dian)河口海(hai)灣管(guan)(guan)(guan)(guan)理(li)。綜合考慮大(da)氣區(qu)(qu)域(yu)傳輸(shu)規(gui)律和空間(jian)布(bu)局(ju)(ju)敏感性(xing)(xing)等(deng),強化(hua)分(fen)(fen)(fen)區(qu)(qu)分(fen)(fen)(fen)類差異化(hua)協同管(guan)(guan)(guan)(guan)控(kong)(kong)。按照土壤污(wu)染(ran)程度和相關標準(zhun),實施(shi)農用地(di)(di)(di)分(fen)(fen)(fen)類管(guan)(guan)(guan)(guan)理(li)和建設(she)(she)用地(di)(di)(di)準(zhun)入管(guan)(guan)(guan)(guan)理(li)。加(jia)強聲環(huan)境(jing)(jing)(jing)管(guan)(guan)(guan)(guan)理(li),推(tui)(tui)(tui)動大(da)型交通基礎設(she)(she)施(shi)、工業(ye)集中(zhong)區(qu)(qu)等(deng)與噪(zao)聲敏感建筑物(wu)集中(zhong)區(qu)(qu)域(yu)用地(di)(di)(di)布(bu)局(ju)(ju)協調。探索(suo)開展(zhan)地(di)(di)(di)下水(shui)(shui)污(wu)染(ran)防治分(fen)(fen)(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)控(kong)(kong)模式,統(tong)籌(chou)地(di)(di)(di)上地(di)(di)(di)下,制(zhi)定差別化(hua)的生(sheng)態(tai)環(huan)境(jing)(jing)(jing)準(zhun)入和污(wu)染(ran)風險管(guan)(guan)(guan)(guan)控(kong)(kong)要求。

(十一(yi))強(qiang)化生態環境保護政(zheng)策協同。發(fa)揮生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)在(zai)源頭預防體系(xi)(xi)中的基礎(chu)性作用,實現全(quan)域(yu)覆(fu)蓋、跨(kua)部(bu)門(men)協(xie)同(tong)、多要素(su)綜合的精細化(hua)管(guan)(guan)理。加(jia)強生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)與國土空間規劃的動態(tai)(tai)(tai)(tai)銜接,針對不同(tong)區(qu)(qu)域(yu)開(kai)發(fa)保(bao)護建(jian)設活動的特點(dian),聚(ju)焦(jiao)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)質量改善,實施分(fen)單元(yuan)差(cha)(cha)異化(hua)的生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)管(guan)(guan)理,生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)主管(guan)(guan)部(bu)門(men)和自(zi)然資源主管(guan)(guan)部(bu)門(men)要選擇典型地區(qu)(qu)開(kai)展試(shi)點(dian)、積(ji)累經驗、完善機(ji)制,形成政策(ce)合力。開(kai)展生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)減污降碳協(xie)同(tong)試(shi)點(dian),研究落實以(yi)碳排(pai)放(fang)、污染(ran)物排(pai)放(fang)等(deng)為依據的差(cha)(cha)別化(hua)調控(kong)(kong)政策(ce)。強化(hua)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)保(bao)護相關(guan)政策(ce)與生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)制度的協(xie)同(tong),將生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)要求納入生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)有關(guan)標準、政策(ce)等(deng)制定修訂中。鼓勵各地以(yi)產業園(yuan)區(qu)(qu)、自(zi)由貿易(yi)試(shi)驗區(qu)(qu)等(deng)為重點(dian),開(kai)展生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)分(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)與環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)影響(xiang)評價、排(pai)污許可、環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)監(jian)測(ce)、執法監(jian)管(guan)(guan)等(deng)協(xie)調聯動改革試(shi)點(dian),探索構建(jian)全(quan)鏈(lian)條生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)(jing)管(guan)(guan)理體系(xi)(xi)。

五、加(jia)強監督考核

(十(shi)二)強(qiang)化監(jian)督管(guan)理。有關部(bu)門要按照職責分工,依托相關監(jian)(jian)管平臺,充分利用大數(shu)據、衛星(xing)遙感、無人機等技(ji)術手段開(kai)展動(dong)態監(jian)(jian)控(kong),對發現(xian)的(de)(de)突(tu)出問(wen)題和風(feng)險隱患開(kai)展現(xian)場檢查(cha)并嚴格(ge)依法查(cha)處。對生(sheng)(sheng)態功能明顯降低的(de)(de)生(sheng)(sheng)態環境(jing)(jing)優先保護單(dan)元、生(sheng)(sheng)態環境(jing)(jing)問(wen)題突(tu)出的(de)(de)生(sheng)(sheng)態環境(jing)(jing)重點管控(kong)單(dan)元以及環境(jing)(jing)質量明顯下降的(de)(de)其他區域,加強監(jian)(jian)管執法,依法依規推動(dong)限期(qi)整改。將生(sheng)(sheng)態環境(jing)(jing)分區管控(kong)制度落實中存在的(de)(de)突(tu)出問(wen)題納(na)入中央和省(sheng)級(ji)生(sheng)(sheng)態環境(jing)(jing)保護督(du)察。
