威(wei)海(hai):發展新能源房車、特種車,純電(dian)動空港地面(mian)設備,鉀電(dian)池(chi)添加劑(ji)、正負極材料,儲氫(qing)瓶、氫(qing)氣壓(ya)縮機等(deng)氫(qing)能配(pei)套產品。
日(ri)照:發展新能源乘用車、載貨車,變速箱、制(zhi)動器、懸(xuan)架、轉向節、安(an)全氣囊、汽車電(dian)(dian)(dian)子等零部件產品(pin),鯉電(dian)(dian)(dian)池(chi)負極材料,復合隔膜(mo)、電(dian)(dian)(dian)解槽等氫能配套產品(pin)。
臨沂:發(fa)展換電(dian)(dian)重卡、純電(dian)(dian)動商用車(che)、專用車(che),新能(neng)源動力總成,燃料電(dian)(dian)池動力系統及關(guan)鍵零部件(jian)的研發(fa)和生產。
德州:發(fa)展新能(neng)源乘用(yong)車(che)、房車(che),剎車(che)片(pian)《盤)、軸(zhou)承(cheng)、汽(qi)車(che)線束等零部件產品,氫燃料(liao)電(dian)池電(dian)堆,電(dian)解液。
聊城:發展(zhan)純(chun)電(dian)(dian)(dian)動(dong)及燃料電(dian)(dian)(dian)池(chi)客車、智能客車、物流車,動(dong)力電(dian)(dian)(dian)池(chi)、電(dian)(dian)(dian)驅動(dong)系統、輪毅電(dian)(dian)(dian)機(ji)等關鍵零部件產(chan)品,高端(duan)軸承。
濱州(zhou):發展鉀電(dian)池正負極材料、電(dian)解液(ye),輕量化車(che)身(shen),鋁(lv)合(he)金輪毅,混動(dong)車(che)用活(huo)塞,高(gao)端制動(dong)盤、剎車(che)片(pian)等配套產品。
菏(he)澤:發(fa)展(zhan)三(san)合(he)一電驅(qu)動(dong)系統、電機(ji)、電控(kong)等核心(xin)零部件,動(dong)力電池(chi)、鯉電池(chi)正極材料、電池(chi)電解液,充電運營(ying)服務等。
2.加強汽(qi)車產能(neng)統(tong)籌利(li)用(yong)。定期(qi)開展(zhan)產(chan)能(neng)調查,摸清(qing)產(chan)能(neng)利用(yong)情況,對列入(ru)國家特別(bie)監管的企(qi)(qi)業實(shi)行跟蹤管理(li),夯實(shi)屬(shu)地(di)責任,督促地(di)方在(zai)落(luo)實(shi)產(chan)業政策的基礎(chu)上通(tong)過兼并重組、代(dai)工合作(zuo)等方式(shi)盤活(huo)產(chan)能(neng)資(zi)源。探(tan)索省(sheng)內整車企(qi)(qi)業與國內一流(liu)企(qi)(qi)業合作(zuo)新模式(shi),共同開發海外市(shi)場,提升總體產(chan)能(neng)利用(yong)水(shui)平(ping)。(牽頭單位(wei):省(sheng)發展(zhan)改革委,責任單位(wei):省(sheng)工業和(he)信息化廳)

(四)實施市場(chang)拓展“全(quan)域(yu)應用”行動
1.推動(dong)新(xin)能(neng)源汽(qi)車下鄉。堅(jian)持省(sheng)市(shi)縣協同,統(tong)籌制定(ding)(ding)新能(neng)源(yuan)汽車促消費(fei)工作方案,每年舉辦60場以(yi)上促消費(fei)活動,其中下鄉展(zhan)(zhan)銷不少(shao)于30場;將每年10月(yue)確(que)定(ding)(ding)為“新能(neng)源(yuan)汽車消費(fei)促進月(yue)”。定(ding)(ding)期發(fa)(fa)布下鄉車型目錄,支持企業(ye)開(kai)展(zhan)(zhan)品(pin)牌聯展(zhan)(zhan),推動新能(neng)源(yuan)乘(cheng)用車、微卡、輕卡、皮卡等(deng)適(shi)銷車型下鄉。(牽頭單位(wei):省(sheng)工業(ye)和信息(xi)化廳、省(sheng)商務廳,責任單位(wei):省(sheng)發(fa)(fa)展(zhan)(zhan)改革委、省(sheng)農業(ye)農村廳)

3.激(ji)發消費市(shi)場(chang)活力。鼓(gu)勵(li)新(xin)能源(yuan)商用(yong)(yong)車(che)、專(zhuan)用(yong)(yong)車(che)等(deng)生產企業(ye)通過長期租賃、聯(lian)營線路、共建(jian)共營等(deng)方式,開展(zhan)經營模式創新(xin),帶動(dong)車(che)輛銷售,降(jiang)低(di)購車(che)維(wei)保成本,提高利用(yong)(yong)率。豐富新(xin)能源(yuan)車(che)型供(gong)應(ying),完(wan)善銷售服務網絡,舉辦多種形(xing)式的展(zhan)會(hui)和(he)體(ti)驗活動(dong),提高市場滲(shen)透率。研究出臺新(xin)能源(yuan)汽車(che)停車(che)優惠措施,降(jiang)低(di)使用(yong)(yong)成本,提高使用(yong)(yong)積極(ji)性。(牽頭單位(wei):省(sheng)(sheng)商務廳(ting)、省(sheng)(sheng)工業(ye)和(he)信息(xi)化廳(ting),責任單位(wei):省(sheng)(sheng)發(fa)展(zhan)改革委(wei)、省(sheng)(sheng)公(gong)安廳(ting)、省(sheng)(sheng)財政廳(ting))
(五(wu))實施創新能力“協作(zuo)聯動”行動
1.實施核心技術攻(gong)關。聚焦車用(yong)芯片(pian)、基礎軟件(jian)(jian)、關(guan)鍵(jian)材(cai)料、高(gao)端制(zhi)造與檢(jian)測裝備等(deng)(deng)先(xian)進共性技術(shu)(shu),新(xin)(xin)體(ti)系動(dong)力(li)電池、電驅動(dong)系統、燃料電池系統等(deng)(deng)核心部件(jian)(jian),以(yi)及動(dong)力(li)電池正負極(ji)材(cai)料、電解液(ye)、隔膜、全固態電池和智(zhi)能駕駛操作系統等(deng)(deng)重點領(ling)域(yu)創(chuang)新(xin)(xin)需(xu)求,通過“揭榜掛帥(shuai)”“賽馬制(zhi)”等(deng)(deng)方式,每年實施一批重大關(guan)鍵(jian)技術(shu)(shu)攻關(guan)任(ren)務,支持(chi)產業鏈(lian)上下游企業和科研院所(suo),組建創(chuang)新(xin)(xin)聯合體(ti)開(kai)展協(xie)同攻關(guan),培育牽引性的重大技術(shu)(shu)和產品(pin)。(牽頭單(dan)位:省科技廳,責任(ren)單(dan)位:省工(gong)業和信息化(hua)廳)
2.打造(zao)研(yan)發(fa)創新平(ping)臺。推動商(shang)用(yong)車研究院(yuan)、全球(qiu)未(wei)來科技研發中心(xin)(xin)和(he)高端新(xin)(xin)(xin)能(neng)源(yuan)商(shang)用(yong)車創(chuang)(chuang)新(xin)(xin)(xin)孵化中心(xin)(xin)建(jian)設。加快建(jian)設封裝測試(shi)公共服(fu)務平(ping)臺(tai),支持具備條件的(de)市爭創(chuang)(chuang)國(guo)家新(xin)(xin)(xin)能(neng)源(yuan)車輛質(zhi)量監督檢驗(yan)中心(xin)(xin),打造集計量、標準、認證、檢測、測試(shi)評價、技術(shu)服(fu)務等一體的(de)全價值鏈“一站式”綜(zong)合公共服(fu)務平(ping)臺(tai)。依托雙創(chuang)(chuang)示范基地(di)、企業技術(shu)中心(xin)(xin)等創(chuang)(chuang)新(xin)(xin)(xin)平(ping)臺(tai),建(jian)設一批(pi)科創(chuang)(chuang)基地(di),建(jian)立開放共享的(de)創(chuang)(chuang)新(xin)(xin)(xin)生態(tai)。(牽頭單位:省(sheng)(sheng)工業和(he)信息化廳(ting)、省(sheng)(sheng)市場監管(guan)局、省(sheng)(sheng)科技廳(ting))
3.培育創新型企(qi)業。積極(ji)爭取國(guo)內外頭(tou)部企業(ye)(ye)(ye)在我省布局研發(fa)設計業(ye)(ye)(ye)務(wu),合作打(da)造創新平臺(tai),提升我省新能源汽(qi)車(che)產(chan)業(ye)(ye)(ye)研發(fa)創新能力(li)。著力(li)培育處于重點產(chan)業(ye)(ye)(ye)鏈關鍵環(huan)節、能夠發(fa)揮(hui)“補短板”“鍛長板”“填空白”等重要作用的中小企業(ye)(ye)(ye),力(li)爭到2025年(nian),新能源汽(qi)車(che)領域國(guo)家級專(zhuan)精(jing)特新“小巨人”企業(ye)(ye)(ye)達(da)到100家左右、省級專(zhuan)精(jing)特新企業(ye)(ye)(ye)500家左右。(牽頭(tou)單位:省工業(ye)(ye)(ye)和信息(xi)化(hua)廳,責(ze)任單位:省財政(zheng)廳、省科技廳)
(六)實(shi)施(shi)基礎設施(shi)“提速提效(xiao)”行動

2.有序完善加氫設施。堅持“車(che)(che)站聯動、適度超前(qian)”原(yuan)則,支持各(ge)市引導企業(ye)結合氫(qing)(qing)(qing)能(neng)供給(gei)、燃料(liao)電池汽車(che)(che)應用場(chang)景需(xu)求,利用現有場(chang)地和(he)設(she)(she)施,合理規劃布局(ju)建(jian)設(she)(she)加氫(qing)(qing)(qing)站,積極探索“油氣(qi)電氫(qing)(qing)(qing)服(fu)”綜合能(neng)源站模式。抓住“氫(qing)(qing)(qing)進(jin)萬家”科技(ji)示范工程實施機遇,鼓勵企業(ye)探索建(jian)設(she)(she)氫(qing)(qing)(qing)燃料(liao)運(yun)(yun)輸管道(dao),逐步降低(di)儲運(yun)(yun)成本(ben),滿足氫(qing)(qing)(qing)燃料(liao)電池汽車(che)(che)推廣應用需(xu)求。(牽頭單位:省(sheng)(sheng)發展改革委(wei)、省(sheng)(sheng)科技(ji)廳、省(sheng)(sheng)工業(ye)和(he)信(xin)息化廳、省(sheng)(sheng)住房城鄉(xiang)建(jian)設(she)(she)廳、省(sheng)(sheng)能(neng)源局(ju))

(七(qi))實施自動駕駛“示(shi)范應用”行動
1.拓展試點示范應用場景。支持濟南(nan)、青(qing)島、淄博市(shi)在人口密集(ji)度較低且基(ji)礎設(she)施條件(jian)較好的路(lu)(lu)段或區(qu)域,開(kai)展自(zi)(zi)動駕(jia)駛、智能網聯車(che)輛道路(lu)(lu)測試(shi)和(he)示范(fan)應(ying)(ying)用(yong),鼓(gu)勵新能源車(che)企與互聯網等企業合作推進自(zi)(zi)動駕(jia)駛規(gui)模化商業應(ying)(ying)用(yong)。打造港口、礦山、鋼(gang)廠等新能源自(zi)(zi)動駕(jia)駛重(zhong)卡典型應(ying)(ying)用(yong)場景(jing)。(牽頭(tou)單(dan)位:省工業和(he)信息(xi)化廳(ting)(ting)、省住房城(cheng)鄉建設(she)廳(ting)(ting),責(ze)任單(dan)位:省交(jiao)通運輸廳(ting)(ting))
