31.加強受污(wu)(wu)染(ran)土(tu)壤治(zhi)理(li)。深入推(tui)進(jin)工業用(yong)地和農(nong)用(yong)地土(tu)壤污(wu)(wu)染(ran)防治(zhi)和安全利(li)用(yong),根(gen)據土(tu)壤污(wu)(wu)染(ran)狀況(kuang)和風險(xian)合理(li)規劃(hua)污(wu)(wu)染(ran)地塊土(tu)地用(yong)途,探(tan)索農(nong)藥、化(hua)工等(deng)(deng)行業中(zhong)重(zhong)(zhong)度污(wu)(wu)染(ran)地塊優先規劃(hua)用(yong)于拓展生態(tai)空間,降低(di)(di)修(xiu)復能耗(hao)。鼓勵綠(lv)色低(di)(di)碳(tan)修(xiu)復,優化(hua)土(tu)壤污(wu)(wu)染(ran)風險(xian)管(guan)控和修(xiu)復技術(shu)路線。聚(ju)焦鉛、鎘、汞污(wu)(wu)染(ran),對黔(qian)東(dong)南州、畢節市、銅仁市等(deng)(deng)地區相關開(kai)發區和企業實(shi)(shi)施重(zhong)(zhong)金屬污(wu)(wu)染(ran)治(zhi)理(li)。鼓勵土(tu)壤污(wu)(wu)染(ran)重(zhong)(zhong)點(dian)監(jian)管(guan)單位實(shi)(shi)施提標改造。在盤州、鐘山、金沙、福泉、息烽、凱里、沿河(he)、赫章等(deng)(deng)地歷史遺留廢棄礦山以及(ji)磷石(shi)膏、電解錳渣(zha)、電石(shi)渣(zha)、赤泥、魚洞河(he)流域煤矸(gan)石(shi)等(deng)(deng)堆場(chang)探(tan)索建設光伏發電、風力發電等(deng)(deng)新能源項目。(省(sheng)生態(tai)環境廳、省(sheng)農(nong)業農(nong)村廳、省(sheng)自然資源廳、省(sheng)能源局等(deng)(deng)按職(zhi)責分工負責)

32.強化(hua)資(zi)源回收(shou)和綜(zong)(zong)合利(li)用(yong)(yong)(yong)。因地制宜穩步推(tui)進生物(wu)(wu)(wu)質(zhi)能(neng)多元化(hua)開發(fa)利(li)用(yong)(yong)(yong)。禁止國際公約嚴禁的含持久性有(you)機污染(ran)物(wu)(wu)(wu)和添汞產(chan)品非法生產(chan),從(cong)源頭(tou)減少含有(you)毒有(you)害化(hua)學物(wu)(wu)(wu)質(zhi)的固(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)產(chan)生。推(tui)進貴陽市(shi)、安順市(shi)“無廢(fei)(fei)城市(shi)”建設。以粉煤灰、磷石(shi)膏(gao)、脫硫石(shi)膏(gao)、煤矸石(shi)、尾(wei)礦(kuang)、赤(chi)泥、冶煉廢(fei)(fei)渣、電解錳渣、酒糟等工(gong)(gong)業(ye)(ye)固(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)為重(zhong)點,分區域、分行(xing)業(ye)(ye)推(tui)進工(gong)(gong)業(ye)(ye)固(gu)廢(fei)(fei)的綜(zong)(zong)合處置和循環(huan)利(li)用(yong)(yong)(yong)。到2025年,全省(sheng)大(da)宗(zong)工(gong)(gong)業(ye)(ye)固(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)綜(zong)(zong)合利(li)用(yong)(yong)(yong)能(neng)力(li)顯著提(ti)升(sheng),利(li)用(yong)(yong)(yong)規模不斷擴大(da),力(li)爭(zheng)大(da)宗(zong)工(gong)(gong)業(ye)(ye)固(gu)體(ti)廢(fei)(fei)物(wu)(wu)(wu)綜(zong)(zong)合利(li)用(yong)(yong)(yong)率達到70%。推(tui)進退役動(dong)力(li)電池、光伏組件、風電機組葉片等新型廢(fei)(fei)棄物(wu)(wu)(wu)安全處置和回收(shou)利(li)用(yong)(yong)(yong)。(省(sheng)生態環(huan)境廳(ting)、省(sheng)工(gong)(gong)業(ye)(ye)和信息化(hua)廳(ting)、省(sheng)發(fa)展改革委、省(sheng)住房(fang)城鄉建設廳(ting)、省(sheng)商務廳(ting)、省(sheng)市(shi)場監管(guan)局等按職(zhi)責(ze)分工(gong)(gong)負(fu)責(ze))

33.加強生(sheng)(sheng)活垃(la)圾(ji)分(fen)類處(chu)(chu)置。加強生(sheng)(sheng)活垃(la)圾(ji)減量(liang)化、資(zi)源化和(he)無害(hai)化處(chu)(chu)理(li),推行生(sheng)(sheng)活垃(la)圾(ji)分(fen)類,優化生(sheng)(sheng)活垃(la)圾(ji)處(chu)(chu)理(li)處(chu)(chu)置方式。加快構建可回收物和(he)廚余(yu)垃(la)圾(ji)資(zi)源化利用體系,減少有(you)機垃(la)圾(ji)填埋(mai)。全面(mian)推進以焚燒為(wei)主的城鄉生(sheng)(sheng)活垃(la)圾(ji)處(chu)(chu)理(li)體系,不再新建生(sheng)(sheng)活垃(la)圾(ji)填埋(mai)場。到(dao)2025年,全省基(ji)本實現原生(sheng)(sheng)生(sheng)(sheng)活垃(la)圾(ji)“零填埋(mai)”,城市生(sheng)(sheng)活垃(la)圾(ji)資(zi)源化利用率達到(dao)60%。(省住房城鄉建設廳、省發展改革委、省生(sheng)(sheng)態(tai)環境(jing)廳等按職責分(fen)工(gong)負責)
