為貫徹落實《中華(hua)人民(min)共(gong)和(he)國(guo)固(gu)體廢(fei)物(wu)(wu)(wu)污(wu)染環境(jing)防治法》《強(qiang)化(hua)危(wei)險廢(fei)物(wu)(wu)(wu)監管(guan)和(he)利用處(chu)置能力(li)改革實施方案》,深(shen)化(hua)危(wei)險廢(fei)物(wu)(wu)(wu)規(gui)范(fan)化(hua)環境(jing)管(guan)理(li)評(ping)(ping)估(gu)(以下簡稱規(gui)范(fan)化(hua)評(ping)(ping)估(gu)),強(qiang)化(hua)危(wei)險廢(fei)物(wu)(wu)(wu)全(quan)過程信息化(hua)環境(jing)管(guan)理(li),全(quan)面提升危(wei)險廢(fei)物(wu)(wu)(wu)規(gui)范(fan)化(hua)環境(jing)管(guan)理(li)水平,嚴(yan)密防控(kong)危(wei)險廢(fei)物(wu)(wu)(wu)環境(jing)風(feng)險,助力(li)建設人與自然(ran)和(he)諧共(gong)生的美麗中國(guo),現(xian)就進一(yi)步(bu)加強(qiang)危(wei)險廢(fei)物(wu)(wu)(wu)規(gui)范(fan)化(hua)環境(jing)管(guan)理(li)有(you)關(guan)工作通知如下。

一、持續深化(hua)危險廢物規范(fan)化(hua)環境(jing)管理評估工作

規范化評估是推動(dong)地方(fang)政府和相關部門落實危險(xian)廢(fei)(fei)物(wu)(wu)監(jian)管職責(ze)、強(qiang)化危險(xian)廢(fei)(fei)物(wu)(wu)監(jian)管和利用(yong)處置能力(li)、壓實危險(xian)廢(fei)(fei)物(wu)(wu)相關單位污染(ran)防治主體責(ze)任、防范危險(xian)廢(fei)(fei)物(wu)(wu)環(huan)境風險(xian)的有(you)力(li)抓手。地方(fang)各級生態環(huan)境部門要堅持問題(ti)導向和底線思維,嚴格對(dui)照《“十四(si)五(wu)”全國危險(xian)廢(fei)(fei)物(wu)(wu)規范化環(huan)境管理評估工作方(fang)案(an)》(以下簡稱《工作方(fang)案(an)》)開展工作。

(一)突出評估重點,嚴(yan)格指標要求。地方各(ge)級(ji)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)部(bu)門要(yao)按(an)照(zhao)“突出重點、覆(fu)蓋(gai)全面(mian)”原(yuan)則(ze),重點評估(gu)危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)環(huan)(huan)(huan)(huan)境(jing)重點監管(guan)(guan)單(dan)(dan)(dan)位(wei)(wei)、重點行(xing)業和廢(fei)(fei)(fei)物(wu)(wu)相關(guan)(guan)單(dan)(dan)(dan)位(wei)(wei),兼顧(gu)其他危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)產生(sheng)(sheng)單(dan)(dan)(dan)位(wei)(wei)、小微企業危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)收(shou)集單(dan)(dan)(dan)位(wei)(wei)等(deng),確(que)保(bao)評估(gu)單(dan)(dan)(dan)位(wei)(wei)類型覆(fu)蓋(gai)全面(mian)、數量符合要(yao)求。要(yao)結合實際細化規(gui)(gui)范(fan)化評估(gu)指標技術要(yao)求,著重評估(gu)危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)產生(sheng)(sheng)情(qing)(qing)況(kuang)在(zai)線(xian)申報、管(guan)(guan)理(li)計劃在(zai)線(xian)備案(an)、轉(zhuan)移聯單(dan)(dan)(dan)在(zai)線(xian)運行(xing)、利(li)用處(chu)(chu)置情(qing)(qing)況(kuang)在(zai)線(xian)報告情(qing)(qing)況(kuang),近年(nian)來(lai)新發布實施的危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)污染防治相關(guan)(guan)法(fa)規(gui)(gui)標準(zhun)落(luo)實情(qing)(qing)況(kuang),以(yi)(yi)及(ji)貯存、利(li)用、處(chu)(chu)置設施(特(te)別是自(zi)行(xing)利(li)用處(chu)(chu)置設施)運行(xing)情(qing)(qing)況(kuang)等(deng),持(chi)續提升評估(gu)工作(zuo)質量。2024年(nian)1月(yue)1日起(qi),地方各(ge)級(ji)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)部(bu)門應(ying)通過全國(guo)固體(ti)廢(fei)(fei)(fei)物(wu)(wu)管(guan)(guan)理(li)信息系(xi)統(tong)(以(yi)(yi)下簡稱(cheng)國(guo)家固廢(fei)(fei)(fei)系(xi)統(tong))危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)規(gui)(gui)范(fan)化環(huan)(huan)(huan)(huan)境(jing)管(guan)(guan)理(li)評估(gu)模塊(以(yi)(yi)下簡稱(cheng)規(gui)(gui)范(fan)化評估(gu)模塊)開展規(gui)(gui)范(fan)化評估(gu)相關(guan)(guan)工作(zuo)。生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)部(bu)將(jiang)嚴格審核省(sheng)級(ji)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)(huan)(huan)境(jing)部(bu)門自(zi)評結果(guo),并按(an)季度(du)參照(zhao)《工作(zuo)方案(an)》對危(wei)(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)環(huan)(huan)(huan)(huan)境(jing)管(guan)(guan)理(li)信息化應(ying)用情(qing)(qing)況(kuang)進行(xing)評估(gu)。

(二)強化改革(ge)創新,完善評(ping)估體(ti)系。地(di)方各級生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)部(bu)(bu)(bu)門(men)(men)要(yao)(yao)堅(jian)持守正創新(xin),以規范(fan)化評估為抓手推動(dong)(dong)強化危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)監(jian)管(guan)和利(li)用處(chu)置能(neng)力改革,健全(quan)危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)環(huan)境(jing)(jing)治理(li)體系(xi)。鼓勵地(di)方各級生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)部(bu)(bu)(bu)門(men)(men)開展規范(fan)化評估實(shi)戰比(bi)武等(deng)加(jia)強隊伍建設(she)活(huo)動(dong)(dong)、定期發布危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)利(li)用處(chu)置能(neng)力建設(she)引導性公告(gao)等(deng)優化能(neng)力結構政(zheng)策(ce)、推行小微企業危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)收集(ji)等(deng)改革試點措施(shi)、參與建設(she)區域性特殊危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)集(ji)中(zhong)處(chu)置中(zhong)心(xin)等(deng)重大工(gong)程項目,鼓勵危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)相(xiang)關(guan)單位采用視頻監(jian)控(kong)、電(dian)子地(di)磅等(deng)集(ji)成(cheng)智能(neng)監(jian)控(kong)手段加(jia)強對危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)全(quan)過程跟蹤管(guan)理(li)。省(sheng)級生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)部(bu)(bu)(bu)門(men)(men)可按(an)照(zhao)《工(gong)作(zuo)方案》“加(jia)分項”有(you)關(guan)要(yao)(yao)求,將上(shang)述相(xiang)關(guan)工(gong)作(zuo)的(de)相(xiang)關(guan)佐證材(cai)料隨(sui)年度總結報告(gao)同步報送生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)部(bu)(bu)(bu)固(gu)(gu)體廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)與化學品(pin)管(guan)理(li)技術中(zhong)心(xin)(以下簡稱(cheng)固(gu)(gu)管(guan)中(zhong)心(xin))。對于地(di)方生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)部(bu)(bu)(bu)門(men)(men)通過增設(she)危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)管(guan)理(li)計劃(hua)審核、接收單位申請程序(xu)等(deng)不(bu)合理(li)方式設(she)置危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)轉移行政(zheng)壁(bi)壘(lei),未(wei)按(an)要(yao)(yao)求及(ji)時(shi)、準確、全(quan)面報送上(shang)一年度危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)產生(sheng)(sheng)、轉移、利(li)用處(chu)置等(deng)情況,未(wei)按(an)時(shi)完成(cheng)危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)經營(ying)許可證電(dian)子證照(zhao)制發工(gong)作(zuo)等(deng)情形(xing),將按(an)照(zhao)《工(gong)作(zuo)方案》“扣分項”相(xiang)關(guan)要(yao)(yao)求予以扣分,推動(dong)(dong)清理(li)不(bu)利(li)于提升危(wei)險(xian)(xian)(xian)(xian)廢(fei)(fei)(fei)(fei)(fei)(fei)物(wu)(wu)環(huan)境(jing)(jing)監(jian)管(guan)效能(neng)的(de)相(xiang)關(guan)措施(shi)。

(三)加(jia)強指(zhi)導幫扶,提升評估效能(neng)。地方各級生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)部門(men)要充分發揮規(gui)(gui)范(fan)化(hua)評(ping)(ping)估(gu)(gu)的(de)“體(ti)(ti)檢”作(zuo)用,建(jian)(jian)立(li)相關單(dan)位自行(xing)評(ping)(ping)估(gu)(gu)和生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)部門(men)抽(chou)查評(ping)(ping)估(gu)(gu)相結合(he)的(de)常態(tai)化(hua)評(ping)(ping)估(gu)(gu)機制(zhi),支持第(di)三方機構參與評(ping)(ping)估(gu)(gu)工(gong)作(zuo)。建(jian)(jian)立(li)指(zhi)導幫扶(fu)(fu)機制(zhi),通過駐場幫扶(fu)(fu)、聘請專(zhuan)家(jia)等方式逐(zhu)工(gong)藝、逐(zhu)環(huan)(huan)(huan)(huan)節、逐(zhu)設(she)施排查整改危(wei)險(xian)廢(fei)物環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風險(xian)隱患(huan)。建(jian)(jian)立(li)“一(yi)企一(yi)檔”的(de)規(gui)(gui)范(fan)化(hua)評(ping)(ping)估(gu)(gu)檔案,詳細記錄(lu)評(ping)(ping)估(gu)(gu)情(qing)況、問題(ti)清(qing)單(dan)和整改臺賬,做(zuo)到問題(ti)清(qing)、措施清(qing)、責任清(qing)、時限清(qing)。省(sheng)級生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)部門(men)加(jia)大對市級生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)部門(men)規(gui)(gui)范(fan)化(hua)評(ping)(ping)估(gu)(gu)工(gong)作(zuo)組織實施、環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)監管能力建(jian)(jian)設(she)、利(li)用處置能力保障等的(de)指(zhi)導。充分發揮危(wei)險(xian)廢(fei)物鑒(jian)別(bie)專(zhuan)家(jia)委員(yuan)會專(zhuan)業特長,加(jia)強(qiang)對相關單(dan)位固體(ti)(ti)廢(fei)物屬性鑒(jian)別(bie)的(de)技(ji)術指(zhi)導與幫扶(fu)(fu)。生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)部將結合(he)規(gui)(gui)范(fan)化(hua)評(ping)(ping)估(gu)(gu)國家(jia)抽(chou)查、業務培訓等,指(zhi)導督促地方生(sheng)態(tai)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)部門(men)提升規(gui)(gui)范(fan)化(hua)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)管理水平。

二、運(yun)用(yong)信息化手段提升(sheng)危險廢物規范(fan)化環境管理(li)水平

危(wei)險(xian)(xian)廢(fei)(fei)物(wu)環境(jing)(jing)管理信息化(hua)(hua)應用情況是(shi)規范化(hua)(hua)評估的重(zhong)要(yao)指(zhi)標和(he)主要(yao)內容。加快提高危(wei)險(xian)(xian)廢(fei)(fei)物(wu)環境(jing)(jing)管理信息化(hua)(hua)水平和(he)能力,實現(xian)危(wei)險(xian)(xian)廢(fei)(fei)物(wu)全過程監(jian)控(kong)和(he)信息化(hua)(hua)追溯(su),將有效(xiao)提高危(wei)險(xian)(xian)廢(fei)(fei)物(wu)環境(jing)(jing)監(jian)管效(xiao)能和(he)履(lv)職能力,為危(wei)險(xian)(xian)廢(fei)(fei)物(wu)相關單位(wei)提供信息化(hua)(hua)便利服務,推動(dong)提升危(wei)險(xian)(xian)廢(fei)(fei)物(wu)規范化(hua)(hua)環境(jing)(jing)管理水平。

(四(si))實行電子標簽,規(gui)范源(yuan)頭管理(li)。危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)環境重點監管(guan)單(dan)(dan)位(wei)應通(tong)(tong)過國家固廢(fei)(fei)(fei)(fei)系統生(sheng)成并領(ling)取危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)電子(zi)(zi)標簽標志(zhi)二(er)維碼;通(tong)(tong)過國家固廢(fei)(fei)(fei)(fei)系統建立(li)危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)電子(zi)(zi)管(guan)理(li)臺(tai)賬,采用(yong)(yong)其(qi)他方式建立(li)電子(zi)(zi)管(guan)理(li)臺(tai)賬的應于 2023 年(nian)底前按要求(qiu)實(shi)現與(yu)國家固廢(fei)(fei)(fei)(fei)系統實(shi)時(shi)對(dui)接。鼓勵其(qi)他危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)產生(sheng)單(dan)(dan)位(wei)采用(yong)(yong)電子(zi)(zi)標簽、電子(zi)(zi)管(guan)理(li)臺(tai)賬等提(ti)升危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)信息(xi)化環境管(guan)理(li)水平。相關單(dan)(dan)位(wei)應按照《危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)管(guan)理(li)計劃和管(guan)理(li)臺(tai)賬制定技(ji)(ji)術(shu)導則》《危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)識別標志(zhi)設(she)置技(ji)(ji)術(shu)規范》及排污許(xu)可證等要求(qiu),通(tong)(tong)過國家固廢(fei)(fei)(fei)(fei)系統規范報送(song)危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)相關信息(xi),規范設(she)置危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)識別標志(zhi)。

各省級生(sheng)態環境(jing)(jing)部門應于(yu)每年 4 月底(di)前組(zu)織開展國家(jia)固廢系(xi)統(tong)(tong)相(xiang)關(guan)數據(ju)治理(li),指導(dao)相(xiang)關(guan)單(dan)(dan)位對相(xiang)關(guan)數據(ju)錯填、漏填等情況進行(xing)自查自糾(jiu);按要求報送(song)上(shang)一年度危(wei)(wei)險(xian)(xian)廢物產生(sheng)、轉(zhuan)移和(he)利(li)用處(chu)置等情況;根據(ju)《危(wei)(wei)險(xian)(xian)廢物管理(li)計劃(hua)和(he)管理(li)臺(tai)賬制定技術導(dao)則(ze)(ze)》分類原則(ze)(ze),組(zu)織市級生(sheng)態環境(jing)(jing)部門通過國家(jia)固廢系(xi)統(tong)(tong)審核確認行(xing)政區域內(nei)危(wei)(wei)險(xian)(xian)廢物環境(jing)(jing)重(zhong)點監管單(dan)(dan)位以及危(wei)(wei)險(xian)(xian)廢物簡化管理(li)單(dan)(dan)位、危(wei)(wei)險(xian)(xian)廢物登記管理(li)單(dan)(dan)位清單(dan)(dan)。

(五)運行電(dian)子(zi)聯單,規范轉移跟蹤(zong)。轉(zhuan)(zhuan)移(yi)危(wei)險(xian)廢(fei)(fei)(fei)物的(de)(de)單(dan)位(wei)(wei),應當填寫、運行由國(guo)(guo)家固廢(fei)(fei)(fei)系統統一編號的(de)(de)危(wei)險(xian)廢(fei)(fei)(fei)物電子(zi)轉(zhuan)(zhuan)移(yi)聯單(dan);使用國(guo)(guo)家固廢(fei)(fei)(fei)系統移(yi)動端等(deng)實(shi)時記錄(lu)、上(shang)傳(chuan)轉(zhuan)(zhuan)移(yi)軌(gui)跡,采用其他方式記錄(lu)軌(gui)跡的(de)(de)應按要求(qiu)實(shi)現(xian)與(yu)國(guo)(guo)家固廢(fei)(fei)(fei)系統實(shi)時對接。鼓(gu)勵持(chi)有危(wei)險(xian)廢(fei)(fei)(fei)物經營許(xu)可證(zheng)單(dan)位(wei)(wei)(以下(xia)簡稱持(chi)證(zheng)單(dan)位(wei)(wei))在(zai)自有專用車輛安裝車載衛星定位(wei)(wei)、視(shi)頻(pin)監控等(deng)設備,相關數(shu)據信息實(shi)時上(shang)傳(chuan)至國(guo)(guo)家固廢(fei)(fei)(fei)系統,并與(yu)危(wei)險(xian)廢(fei)(fei)(fei)物電子(zi)轉(zhuan)(zhuan)移(yi)聯單(dan)關聯。全面(mian)實(shi)行危(wei)險(xian)廢(fei)(fei)(fei)物跨省轉(zhuan)(zhuan)移(yi)商請全流程無紙化(hua)運轉(zhuan)(zhuan),進一步提高轉(zhuan)(zhuan)移(yi)效率。各地不得(de)違規委托、下(xia)放(fang)危(wei)險(xian)廢(fei)(fei)(fei)物跨省轉(zhuan)(zhuan)移(yi)審(shen)批權限(xian),不得(de)違規限(xian)制(zhi)或禁止危(wei)險(xian)廢(fei)(fei)(fei)物轉(zhuan)(zhuan)移(yi)。

(六)推行電(dian)子證照,規范(fan)末端管理(li)。2023年(nian)(nian)10月(yue)1日(ri)起(qi),全(quan)面實(shi)行危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)出口核準通(tong)知單電子(zi)(zi)化(hua),相關(guan)申請(qing)單位可通(tong)過(guo)生(sheng)態環境部(bu)政(zheng)府網站政(zheng)務服務平(ping)臺查詢、下(xia)載使用危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)出口核準電子(zi)(zi)通(tong)知單;全(quan)面推行危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)經(jing)營(ying)(ying)(ying)許(xu)可證電子(zi)(zi)化(hua),許(xu)可證由(you)國(guo)家(jia)固(gu)(gu)廢(fei)(fei)(fei)系統統一(yi)格式、編號等(deng)信(xin)息(xi)。各省(sheng)級生(sheng)態環境部(bu)門應于 2023 年(nian)(nian)底前(qian)組織完成(cheng)行政(zheng)區域內(nei)尚在有(you)效(xiao)期(qi)內(nei)的危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)經(jing)營(ying)(ying)(ying)許(xu)可證電子(zi)(zi)證照制發工作,并(bing)(bing)于每年(nian)(nian)2月(yue)底前(qian)通(tong)過(guo)國(guo)家(jia)固(gu)(gu)廢(fei)(fei)(fei)系統確認(ren)行政(zheng)區域內(nei)上一(yi)年(nian)(nian)度危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)集中利用處置有(you)關(guan)情況。2024年(nian)(nian)1月(yue)1日(ri)起(qi),持證單位應使用電子(zi)(zi)地磅、視頻監(jian)控、電子(zi)(zi)標簽等(deng)集成(cheng)智能(neng)監(jian)控手段如實(shi)記錄(lu)危(wei)(wei)險廢(fei)(fei)(fei)物(wu)(wu)有(you)關(guan)信(xin)息(xi),建立與國(guo)家(jia)固(gu)(gu)廢(fei)(fei)(fei)系統實(shi)時對接的電子(zi)(zi)經(jing)營(ying)(ying)(ying)情況記錄(lu)簿,并(bing)(bing)分別(bie)于每月(yue)15日(ri)和每年(nian)(nian)1月(yue)31日(ri)前(qian)通(tong)過(guo)國(guo)家(jia)固(gu)(gu)廢(fei)(fei)(fei)系統匯總報(bao)告(gao)上月(yue)度和上年(nian)(nian)度經(jing)營(ying)(ying)(ying)情況。

(七)構建全國“一張網”,強化(hua)對接與應用(yong)。加快構建以國(guo)家固(gu)(gu)廢系(xi)統(tong)為主體、地(di)(di)方(fang)自建系(xi)統(tong)為補充(chong)的全國(guo)危(wei)險廢物(wu)環境(jing)管理“一張網”,國(guo)家固(gu)(gu)廢系(xi)統(tong)面向全國(guo)實現(xian)統(tong)籌(chou)監(jian)管,地(di)(di)方(fang)自建系(xi)統(tong)在與國(guo)家固(gu)(gu)廢系(xi)統(tong)有效銜接(jie)的基礎上,可(ke)結合本地(di)(di)實際(ji)建設(she)預警分(fen)析等特色(se)功(gong)能。地(di)(di)方(fang)各級(ji)生態環境(jing)部門應(ying)指導危(wei)險廢物(wu)相關(guan)單位優先使用(yong)國(guo)家固(gu)(gu)廢系(xi)統(tong)履(lv)行(xing)危(wei)險廢物(wu)環境(jing)管理信息化(hua)相關(guan)制度要(yao)求(qiu);暫不具(ju)備條件需使用(yong)地(di)(di)方(fang)自建系(xi)統(tong)的,應(ying)主動按要(yao)求(qiu)做好與國(guo)家固(gu)(gu)廢系(xi)統(tong)數據(ju)的實時對(dui)(dui)接(jie),確保對(dui)(dui)接(jie)數據(ju)的真實性、準確性和(he)完整性。

生態環(huan)境(jing)部(bu)委托固管中(zhong)(zhong)心開(kai)發規(gui)(gui)范(fan)化評估模塊,指導(dao)地方生態環(huan)境(jing)部(bu)門危(wei)險廢(fei)物規(gui)(gui)范(fan)化信息化環(huan)境(jing)管理(li)相關工作,制定智能設備(bei)使用對接規(gui)(gui)范(fan)并開(kai)展(zhan)相關試點,確保(bao)國家固廢(fei)系(xi)統穩定運(yun)行和網(wang)絡信息安(an)全。生態環(huan)境(jing)部(bu)信息中(zhong)(zhong)心配(pei)合固管中(zhong)(zhong)心做好(hao)國家固廢(fei)系(xi)統數據共享、回流等工作,避(bi)免(mian)企業重復填報。

三、強化危險廢物規范化環境管理(li)評估結果應用

堅持正面激勵與警示懲戒(jie)并重,切實發揮(hui)(hui)規范化(hua)評估“指(zhi)揮(hui)(hui)棒”“警示燈”作用,加強(qiang)規范化(hua)評估結果與生態環境領(ling)域試點示范、監督執(zhi)法、行政許可等(deng)工(gong)作統籌(chou)銜(xian)接,不斷提高危(wei)(wei)險(xian)廢物(wu)相關單位(wei)加強(qiang)危(wei)(wei)險(xian)廢物(wu)規范化(hua)環境管理的(de)主動性(xing)和自(zi)覺性(xing)。
