各省(sheng)、自治(zhi)區、直轄市人民政府(fu),國(guo)務院各部委(wei)、各直屬機構(gou):

深(shen)化電子(zi)(zi)電器(qi)行(xing)業管理(li)制(zhi)(zhi)度改革,進一步破(po)除制(zhi)(zhi)約(yue)行(xing)業高(gao)質量發(fa)(fa)展的體制(zhi)(zhi)機(ji)制(zhi)(zhi)障礙,提高(gao)政府監(jian)管效能,對于更好激(ji)發(fa)(fa)市場主體活(huo)力、促(cu)進產業轉型(xing)升級和技術創新、培育壯大經濟發(fa)(fa)展新動能具有重要意(yi)義。為進一步優化電子(zi)(zi)電器(qi)行(xing)業管理(li)制(zhi)(zhi)度,促(cu)進電子(zi)(zi)電器(qi)行(xing)業高(gao)質量發(fa)(fa)展,經國(guo)務院同意(yi),現提出以下意(yi)見。


一、指(zhi)導(dao)思想

堅持以習近(jin)平新(xin)時代中(zhong)國特色社(she)會主義思(si)想為(wei)指導,全(quan)面貫徹黨(dang)的(de)十九(jiu)大和十九(jiu)屆歷次全(quan)會精神,認真(zhen)落(luo)實黨(dang)中(zhong)央(yang)、國務院關于深化(hua)(hua)“放管(guan)(guan)服”改(gai)革優化(hua)(hua)營商環境的(de)決策(ce)部署(shu),完(wan)整、準(zhun)確、全(quan)面貫徹新(xin)發(fa)(fa)展理(li)念(nian),加快構建新(xin)發(fa)(fa)展格局,全(quan)流程優化(hua)(hua)電(dian)子(zi)電(dian)器(qi)行業(ye)生(sheng)產準(zhun)入和流通(tong)管(guan)(guan)理(li),加強事(shi)前事(shi)中(zhong)事(shi)后全(quan)鏈(lian)(lian)條全(quan)領域(yu)監(jian)管(guan)(guan),大幅降低制度性(xing)交(jiao)易成(cheng)本(ben),激發(fa)(fa)企業(ye)創新(xin)動(dong)力和發(fa)(fa)展活(huo)力,促進(jin)技術產品研(yan)發(fa)(fa)創新(xin)和市場公平競爭,切實維護(hu)電(dian)子(zi)電(dian)器(qi)相關產業(ye)鏈(lian)(lian)供應鏈(lian)(lian)安全(quan)穩定(ding),加快推動(dong)電(dian)子(zi)電(dian)器(qi)行業(ye)高質量發(fa)(fa)展。


二、優化電子電器產(chan)品準入管理制度

(一)改革完(wan)善(shan)電子電器產(chan)品(pin)(pin)強(qiang)制(zhi)(zhi)性(xing)(xing)認(ren)(ren)證(zheng)(zheng)制(zhi)(zhi)度。根據技術(shu)和產(chan)品(pin)(pin)發(fa)展實際情(qing)況(kuang)(kuang),動態調整強(qiang)制(zhi)(zhi)性(xing)(xing)產(chan)品(pin)(pin)認(ren)(ren)證(zheng)(zheng)目錄。將安全風(feng)險(xian)較(jiao)高的(de)鋰離子電池、電源適配器/充電器納入強(qiang)制(zhi)(zhi)性(xing)(xing)認(ren)(ren)證(zheng)(zheng)管(guan)理(li),對(dui)安全風(feng)險(xian)較(jiao)低(di)、技術(shu)較(jiao)為成熟的(de)數據終端、多媒體終端等(deng)9種產(chan)品(pin)(pin)不(bu)(bu)再實行強(qiang)制(zhi)(zhi)性(xing)(xing)認(ren)(ren)證(zheng)(zheng)管(guan)理(li)(見(jian)附件1)。調整優化強(qiang)制(zhi)(zhi)性(xing)(xing)認(ren)(ren)證(zheng)(zheng)程序,按“雙隨機、一公開”方式開展獲證(zheng)(zheng)前工廠檢(jian)查(cha),結合企業信用狀況(kuang)(kuang)、產(chan)品(pin)(pin)質量國家監(jian)(jian)督(du)抽查(cha)情(qing)況(kuang)(kuang)等(deng)因素科學(xue)合理(li)確定獲證(zheng)(zheng)后的(de)監(jian)(jian)督(du)檢(jian)查(cha)頻次,加強(qiang)產(chan)品(pin)(pin)一致性(xing)(xing)監(jian)(jian)督(du)檢(jian)查(cha),不(bu)(bu)斷提升監(jian)(jian)管(guan)效能。(市場監(jian)(jian)管(guan)總(zong)局負責)

(二)改革完善電(dian)信(xin)(xin)(xin)(xin)設(she)備(bei)(bei)(bei)(bei)(bei)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)制度。動(dong)態調整實行(xing)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)制度的電(dian)信(xin)(xin)(xin)(xin)設(she)備(bei)(bei)(bei)(bei)(bei)目錄(lu)。將衛星互聯網(wang)(wang)(wang)(wang)設(she)備(bei)(bei)(bei)(bei)(bei)、功(gong)能(neng)虛(xu)擬化(hua)設(she)備(bei)(bei)(bei)(bei)(bei)納入進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)管(guan)理,對(dui)與電(dian)信(xin)(xin)(xin)(xin)安全關聯較(jiao)小、技術較(jiao)為成熟的固定電(dian)話終(zhong)端、傳真機等11種電(dian)信(xin)(xin)(xin)(xin)設(she)備(bei)(bei)(bei)(bei)(bei)不(bu)再(zai)實行(xing)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)管(guan)理(見附(fu)件(jian)2)。精簡優化(hua)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)檢(jian)測(ce)(ce)項目,相應降(jiang)低檢(jian)測(ce)(ce)收(shou)費標準。將進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)的審批承諾時限壓減至15個工(gong)作日。將進(jin)網(wang)(wang)(wang)(wang)試(shi)用(yong)批文的有(you)效期(qi)由1年延長至2年。推行(xing)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)標志(zhi)電(dian)子化(hua),逐步替代紙質標志(zhi)貼(tie)簽,不(bu)再(zai)要求(qiu)(qiu)電(dian)信(xin)(xin)(xin)(xin)設(she)備(bei)(bei)(bei)(bei)(bei)產(chan)(chan)(chan)品(pin)包裝、內置信(xin)(xin)(xin)(xin)息、廣告等處(chu)標注進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)證編號,便利(li)產(chan)(chan)(chan)品(pin)取得(de)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)后盡快上市(shi),但(dan)產(chan)(chan)(chan)品(pin)取得(de)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)前不(bu)得(de)銷(xiao)售或者使用(yong)。實行(xing)電(dian)信(xin)(xin)(xin)(xin)設(she)備(bei)(bei)(bei)(bei)(bei)產(chan)(chan)(chan)品(pin)系族管(guan)理,對(dui)取得(de)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)的產(chan)(chan)(chan)品(pin),持證企業(ye)新增(zeng)、變更委托生產(chan)(chan)(chan)企業(ye),或者進(jin)行(xing)不(bu)改變主要功(gong)能(neng)、核心元器件(jian)的技術和(he)(he)外型改動(dong)的,無(wu)需(xu)重新辦理檢(jian)測(ce)(ce)和(he)(he)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)。(工(gong)業(ye)和(he)(he)信(xin)(xin)(xin)(xin)息化(hua)部負責)統(tong)一電(dian)信(xin)(xin)(xin)(xin)設(she)備(bei)(bei)(bei)(bei)(bei)進(jin)網(wang)(wang)(wang)(wang)許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)和(he)(he)強制性認證電(dian)磁兼容(EMC)檢(jian)測(ce)(ce)要求(qiu)(qiu),企業(ye)申辦許(xu)(xu)(xu)(xu)可(ke)(ke)(ke)(ke)(ke)(ke)(ke)和(he)(he)認證時只需(xu)進(jin)行(xing)一次檢(jian)測(ce)(ce),檢(jian)測(ce)(ce)報(bao)告相互承認。(工(gong)業(ye)和(he)(he)信(xin)(xin)(xin)(xin)息化(hua)部、市(shi)場監管(guan)總局按職(zhi)責分工(gong)負責)

(三)優(you)化(hua)無(wu)(wu)線電(dian)發(fa)射設備型號(hao)核準制(zhi)(zhi)度。將(jiang)無(wu)(wu)線電(dian)發(fa)射設備型號(hao)核準的審(shen)批(pi)承諾時(shi)限(xian)壓減至15個工(gong)作日。除受限(xian)于(yu)無(wu)(wu)線電(dian)頻(pin)率規劃(hua)調整和頻(pin)率使用許可期限(xian)要求外(wai),將(jiang)《無(wu)(wu)線電(dian)發(fa)射設備型號(hao)核準證(zheng)》有效期限(xian)短于(yu)2年的延(yan)長至2年以上(shang)。優(you)化(hua)無(wu)(wu)線電(dian)發(fa)射設備型號(hao)核準代碼編(bian)碼模(mo)式,工(gong)業和信息化(hua)部(bu)制(zhi)(zhi)定發(fa)布編(bian)碼規則,由(you)企(qi)業自主按照編(bian)碼規則編(bian)制(zhi)(zhi)核準代碼,便利(li)企(qi)業安排生產計劃(hua),但產品取得型號(hao)核準前不得銷售或者使用。(工(gong)業和信息化(hua)部(bu)負責)

(四)推動電(dian)(dian)子電(dian)(dian)器(qi)產(chan)品準入自(zi)檢(jian)自(zi)證(zheng)(zheng)。2022年底前(qian)確(que)定一批條件完(wan)備、具有良好質量(liang)管理水平和(he)信(xin)(xin)用的(de)(de)電(dian)(dian)信(xin)(xin)設(she)備、無線電(dian)(dian)發射設(she)備、信(xin)(xin)息技(ji)術設(she)備和(he)家用電(dian)(dian)器(qi)生產(chan)企(qi)(qi)業(ye)(ye)開(kai)展自(zi)檢(jian)自(zi)證(zheng)(zheng)試點(dian)(dian)(dian)。試點(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)申請辦(ban)理電(dian)(dian)信(xin)(xin)設(she)備進(jin)網(wang)許可、無線電(dian)(dian)發射設(she)備型號核(he)準、強制(zhi)性認證(zheng)(zheng)時,除網(wang)絡安全等特殊檢(jian)測(ce)項目外,可以(yi)采用本企(qi)(qi)業(ye)(ye)檢(jian)測(ce)報告替(ti)代(dai)第三方(fang)檢(jian)測(ce)報告;可以(yi)在作(zuo)出相關承諾的(de)(de)前(qian)提下,免于(yu)提交本企(qi)(qi)業(ye)(ye)或(huo)者其委(wei)托生產(chan)企(qi)(qi)業(ye)(ye)的(de)(de)生產(chan)能力(li)、技(ji)術力(li)量(liang)、質量(liang)保(bao)證(zheng)(zheng)體(ti)系方(fang)面的(de)(de)申請材料(liao)。自(zi)檢(jian)自(zi)證(zheng)(zheng)開(kai)展情況向社會公示,接受社會和(he)行業(ye)(ye)監(jian)督(du)。根據(ju)試點(dian)(dian)(dian)效果,逐(zhu)步(bu)推廣(guang)電(dian)(dian)子電(dian)(dian)器(qi)產(chan)品準入自(zi)檢(jian)自(zi)證(zheng)(zheng)制(zhi)度。(工(gong)業(ye)(ye)和(he)信(xin)(xin)息化部、市場(chang)監(jian)管總局按職責分工(gong)負責)

(五)深化廣播電(dian)(dian)視設(she)(she)備(bei)器材(cai)入網(wang)認(ren)定(ding)(ding)(ding)制(zhi)度改革。動(dong)態調整廣播電(dian)(dian)視設(she)(she)備(bei)器材(cai)入網(wang)認(ren)定(ding)(ding)(ding)品種,逐步減少(shao)線纜、分配網(wang)絡器材(cai)等品種入網(wang)認(ren)定(ding)(ding)(ding)管理,對標清類設(she)(she)備(bei)等不再實(shi)行入網(wang)認(ren)定(ding)(ding)(ding)管理。全(quan)面推行入網(wang)認(ren)定(ding)(ding)(ding)電(dian)(dian)子(zi)證(zheng)(zheng)件,取代(dai)入網(wang)認(ren)定(ding)(ding)(ding)紙質證(zheng)(zheng)書。(廣電(dian)(dian)總局負責)


三、整(zheng)合綠色產品評定認證制(zhi)度

(六)精(jing)簡整合(he)節能(neng)(neng)評定(ding)(ding)(ding)認(ren)證(zheng)制(zhi)(zhi)度。持續規(gui)(gui)(gui)范(fan)能(neng)(neng)效標(biao)識制(zhi)(zhi)度,鼓(gu)勵(li)企業不斷提升產(chan)品能(neng)(neng)源效率。取消能(neng)(neng)效“領跑者(zhe)(zhe)”產(chan)品遴選制(zhi)(zhi)度、“能(neng)(neng)效之星(xing)”產(chan)品評價(jia)制(zhi)(zhi)度。將節能(neng)(neng)產(chan)品認(ren)證(zheng)制(zhi)(zhi)度、低(di)碳(tan)(tan)產(chan)品認(ren)證(zheng)制(zhi)(zhi)度整合(he)為節能(neng)(neng)低(di)碳(tan)(tan)產(chan)品認(ren)證(zheng)制(zhi)(zhi)度。節能(neng)(neng)低(di)碳(tan)(tan)產(chan)品標(biao)準(zhun)由有(you)關(guan)部(bu)(bu)門共同制(zhi)(zhi)定(ding)(ding)(ding),認(ren)證(zheng)規(gui)(gui)(gui)則(ze)由市場監管(guan)(guan)總(zong)局牽頭制(zhi)(zhi)定(ding)(ding)(ding)。通過節能(neng)(neng)低(di)碳(tan)(tan)產(chan)品認(ren)證(zheng)的(de)產(chan)品,在政(zheng)府采(cai)購中按規(gui)(gui)(gui)定(ding)(ding)(ding)享(xiang)受(shou)優先采(cai)購或(huo)者(zhe)(zhe)強制(zhi)(zhi)采(cai)購政(zheng)策,符合(he)相關(guan)地方獎補(bu)政(zheng)策的(de)按規(gui)(gui)(gui)定(ding)(ding)(ding)享(xiang)受(shou)。(國家發(fa)展改革委、工業和信息化部(bu)(bu)、財政(zheng)部(bu)(bu)、生態環境部(bu)(bu)、市場監管(guan)(guan)總(zong)局和各省級人民政(zheng)府按職責分工負責)

(七)加快構(gou)建統(tong)一的(de)綠色(se)(se)產(chan)(chan)品認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)與標(biao)識(shi)體系。統(tong)籌(chou)環(huan)境標(biao)志認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)、節能(neng)低(di)碳產(chan)(chan)品認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)、節水(shui)產(chan)(chan)品認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)、可再生(sheng)能(neng)源產(chan)(chan)品認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)和(he)綠色(se)(se)設計(ji)產(chan)(chan)品評(ping)(ping)價(jia)制度,納入(ru)綠色(se)(se)產(chan)(chan)品認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)與標(biao)識(shi)體系實行統(tong)一管理,實施(shi)(shi)綠色(se)(se)產(chan)(chan)品全項(xiang)認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)或(huo)者分項(xiang)認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)。市場監管總(zong)局會同國家(jia)發展(zhan)改革(ge)委、工(gong)(gong)業和(he)信息化部(bu)(bu)、生(sheng)態環(huan)境部(bu)(bu)等(deng)有(you)關(guan)部(bu)(bu)門統(tong)一發布綠色(se)(se)產(chan)(chan)品標(biao)識(shi)、評(ping)(ping)價(jia)標(biao)準清(qing)單和(he)認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)目錄。認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)機構(gou)應當根據(ju)(ju)企業需求,依據(ju)(ju)納入(ru)綠色(se)(se)產(chan)(chan)品評(ping)(ping)價(jia)標(biao)準清(qing)單的(de)標(biao)準開展(zhan)全項(xiang)認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng),并采信分項(xiang)認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)結(jie)果,避免重復(fu)檢測和(he)認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)。在具(ju)備(bei)條件的(de)領域,增加企業自我(wo)聲(sheng)明的(de)評(ping)(ping)價(jia)方式。在已(yi)開展(zhan)綠色(se)(se)產(chan)(chan)品認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)的(de)領域,政(zheng)府采購(gou)(gou)按(an)規定(ding)(ding)優先采購(gou)(gou)或(huo)者強(qiang)制采購(gou)(gou)具(ju)備(bei)綠色(se)(se)產(chan)(chan)品標(biao)識(shi)的(de)產(chan)(chan)品。(市場監管總(zong)局、國家(jia)發展(zhan)改革(ge)委、工(gong)(gong)業和(he)信息化部(bu)(bu)、財政(zheng)部(bu)(bu)、生(sheng)態環(huan)境部(bu)(bu)、水(shui)利部(bu)(bu)、商務部(bu)(bu)、國家(jia)能(neng)源局按(an)職責(ze)分工(gong)(gong)負(fu)責(ze))除法律、行政(zheng)法規、國務院決(jue)定(ding)(ding)明確規定(ding)(ding)外,各地區(qu)、各部(bu)(bu)門不得在綠色(se)(se)產(chan)(chan)品認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)與標(biao)識(shi)體系之外設定(ding)(ding)和(he)實施(shi)(shi)涉及產(chan)(chan)品節約(yue)能(neng)源、節約(yue)資源、環(huan)境保護(hu)、低(di)碳、綠色(se)(se)等(deng)方面(mian)的(de)認(ren)定(ding)(ding)、認(ren)證(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)、評(ping)(ping)比(bi)、評(ping)(ping)價(jia)、評(ping)(ping)選、標(biao)識(shi)等(deng)制度。(各地區(qu)、各部(bu)(bu)門負(fu)責(ze))


四、完善支(zhi)持基礎電子(zi)產業高質量發展的制度(du)體系

(八(ba))加大(da)(da)基(ji)礎(chu)電(dian)(dian)子(zi)(zi)產業(ye)研(yan)發(fa)創新支(zhi)持(chi)力度。統籌有(you)關(guan)政策(ce)資(zi)源(yuan),加大(da)(da)對(dui)基(ji)礎(chu)電(dian)(dian)子(zi)(zi)產業(ye)(電(dian)(dian)子(zi)(zi)材料、電(dian)(dian)子(zi)(zi)元(yuan)器件(jian)、電(dian)(dian)子(zi)(zi)專用(yong)設備(bei)、電(dian)(dian)子(zi)(zi)測量儀器等(deng)制造業(ye))升級(ji)及關(guan)鍵技(ji)(ji)術突破(po)的(de)支(zhi)持(chi)力度。通過實(shi)行(xing)“揭榜掛帥”等(deng)機制,鼓勵相關(guan)行(xing)業(ye)科研(yan)單(dan)位、基(ji)礎(chu)電(dian)(dian)子(zi)(zi)企(qi)(qi)業(ye)承擔(dan)國家(jia)重大(da)(da)研(yan)發(fa)任務。引導建立(li)以行(xing)業(ye)企(qi)(qi)業(ye)為主(zhu)體(ti)、上下游相關(guan)企(qi)(qi)業(ye)積極參與、科研(yan)院(yuan)所有(you)力支(zhi)撐的(de)研(yan)發(fa)體(ti)系,重點支(zhi)持(chi)發(fa)展(zhan)技(ji)(ji)術門檻(jian)高、應用(yong)場景多、市場前(qian)景廣的(de)前(qian)沿技(ji)(ji)術和(he)產品。(科技(ji)(ji)部(bu)、工業(ye)和(he)信息(xi)化部(bu)、國家(jia)發(fa)展(zhan)改革委按(an)職責(ze)分工負責(ze))

(十)完善基(ji)(ji)(ji)礎電子產(chan)(chan)業(ye)(ye)(ye)投融(rong)(rong)資(zi)(zi)制(zhi)度。發揮國家制(zhi)造業(ye)(ye)(ye)轉型(xing)升級(ji)基(ji)(ji)(ji)金、中小(xiao)企(qi)(qi)業(ye)(ye)(ye)發展(zhan)(zhan)基(ji)(ji)(ji)金等(deng)政府投資(zi)(zi)基(ji)(ji)(ji)金引導作用,按(an)照市場化原則(ze),對符(fu)合條件的(de)基(ji)(ji)(ji)礎電子企(qi)(qi)業(ye)(ye)(ye)加(jia)大支(zhi)(zhi)持(chi)力度,鼓(gu)勵有關(guan)地方投資(zi)(zi)基(ji)(ji)(ji)金和(he)社(she)會(hui)資(zi)(zi)本(ben)投資(zi)(zi),著力培育行(xing)業(ye)(ye)(ye)優(you)質(zhi)企(qi)(qi)業(ye)(ye)(ye),支(zhi)(zhi)持(chi)產(chan)(chan)業(ye)(ye)(ye)鏈“鏈主”企(qi)(qi)業(ye)(ye)(ye)、制(zhi)造業(ye)(ye)(ye)單項冠軍企(qi)(qi)業(ye)(ye)(ye)和(he)“專精特新(xin)(xin)”中小(xiao)企(qi)(qi)業(ye)(ye)(ye)發展(zhan)(zhan)。(工業(ye)(ye)(ye)和(he)信息化部(bu)、財(cai)政部(bu)、國家發展(zhan)(zhan)改革委按(an)職(zhi)責(ze)(ze)(ze)分工負責(ze)(ze)(ze))鼓(gu)勵各類(lei)金融(rong)(rong)機構創新(xin)(xin)金融(rong)(rong)產(chan)(chan)品和(he)服務(wu),加(jia)大對基(ji)(ji)(ji)礎電子產(chan)(chan)業(ye)(ye)(ye)的(de)金融(rong)(rong)支(zhi)(zhi)持(chi)力度。(人民銀(yin)行(xing)、銀(yin)保監會(hui)按(an)職(zhi)責(ze)(ze)(ze)分工負責(ze)(ze)(ze))支(zhi)(zhi)持(chi)符(fu)合條件的(de)基(ji)(ji)(ji)礎電子企(qi)(qi)業(ye)(ye)(ye)上市融(rong)(rong)資(zi)(zi)。(證(zheng)監會(hui)負責(ze)(ze)(ze))

(十一(yi))加大基礎電子產(chan)業研(yan)(yan)發(fa)制造(zao)用(yong)(yong)地支(zhi)持力度(du)。支(zhi)持基礎電子企業研(yan)(yan)發(fa)制造(zao)新(xin)型基礎電子產(chan)品,在符合國土(tu)空(kong)間規劃的前提下,允許在工業項目(mu)建設用(yong)(yong)地上通(tong)過調整(zheng)用(yong)(yong)地結構,增加配套研(yan)(yan)發(fa)、設計、測試、中(zhong)試設施(shi),建筑面積不(bu)超(chao)過總建筑面積15%的,可繼續按原用(yong)(yong)途使(shi)用(yong)(yong)土(tu)地。(自(zi)然資源部負(fu)責(ze))


五、優(you)化電子電器(qi)行業流通管理制度

(十(shi)二)完善電(dian)(dian)子(zi)電(dian)(dian)器(qi)行(xing)業(ye)(ye)相關(guan)進(jin)出(chu)(chu)口(kou)管理制度。深入落實出(chu)(chu)口(kou)退稅、出(chu)(chu)口(kou)信(xin)用保險(xian)等外(wai)貿(mao)政策,擴大出(chu)(chu)口(kou)信(xin)貸投放,鼓勵電(dian)(dian)子(zi)電(dian)(dian)器(qi)行(xing)業(ye)(ye)企業(ye)(ye)發展跨境電(dian)(dian)商(shang)(shang)。(財政部(bu)、商(shang)(shang)務(wu)部(bu)、人(ren)民銀(yin)(yin)行(xing)、稅務(wu)總(zong)局、銀(yin)(yin)保監(jian)會(hui)、進(jin)出(chu)(chu)口(kou)銀(yin)(yin)行(xing)、中國(guo)出(chu)(chu)口(kou)信(xin)用保險(xian)公司按職(zhi)責(ze)分工(gong)負責(ze))為(wei)支持電(dian)(dian)子(zi)電(dian)(dian)器(qi)行(xing)業(ye)(ye)企業(ye)(ye)配套出(chu)(chu)口(kou)項目(mu)相關(guan)設備、儀器(qi)暫時出(chu)(chu)境,工(gong)業(ye)(ye)和信(xin)息化(hua)部(bu)制定(ding)相關(guan)貨物(wu)清(qing)單,海(hai)關(guan)將(jiang)清(qing)單中貨物(wu)的復運進(jin)境期(qi)限由(you)最長2年改為(wei)5年。(海(hai)關(guan)總(zong)署、工(gong)業(ye)(ye)和信(xin)息化(hua)部(bu)按職(zhi)責(ze)分工(gong)負責(ze))加(jia)強電(dian)(dian)子(zi)電(dian)(dian)器(qi)產品質量安全風險(xian)監(jian)測評估(gu),進(jin)一步調(diao)整優化(hua)必須實施檢驗的進(jin)出(chu)(chu)口(kou)商(shang)(shang)品目(mu)錄。深化(hua)進(jin)出(chu)(chu)口(kou)貨物(wu)“提(ti)前申報”、“兩步申報”、“船邊(bian)直提(ti)”、“抵(di)港直裝”等改革,提(ti)升通關(guan)便利化(hua)水平(ping)。(海(hai)關(guan)總(zong)署負責(ze))

(十三)支持廢(fei)(fei)(fei)棄(qi)(qi)電(dian)(dian)(dian)子(zi)(zi)電(dian)(dian)(dian)器(qi)(qi)(qi)(qi)(qi)(qi)產(chan)品(pin)(pin)回收(shou)(shou)處(chu)(chu)理(li)行業(ye)健康發展。落實廢(fei)(fei)(fei)棄(qi)(qi)電(dian)(dian)(dian)子(zi)(zi)電(dian)(dian)(dian)器(qi)(qi)(qi)(qi)(qi)(qi)產(chan)品(pin)(pin)處(chu)(chu)理(li)稅收(shou)(shou)優惠政策。充分發揮現行資源(yuan)綜合利(li)(li)用稅收(shou)(shou)優惠政策的激勵引導作用,合理(li)降低廢(fei)(fei)(fei)棄(qi)(qi)電(dian)(dian)(dian)子(zi)(zi)電(dian)(dian)(dian)器(qi)(qi)(qi)(qi)(qi)(qi)產(chan)品(pin)(pin)處(chu)(chu)理(li)企業(ye)負擔。(財政部、稅務總局(ju)按職(zhi)責分工(gong)負責)著力優化廢(fei)(fei)(fei)棄(qi)(qi)電(dian)(dian)(dian)子(zi)(zi)電(dian)(dian)(dian)器(qi)(qi)(qi)(qi)(qi)(qi)產(chan)品(pin)(pin)回收(shou)(shou)處(chu)(chu)理(li)網絡(luo)布局(ju),持續提升廢(fei)(fei)(fei)棄(qi)(qi)電(dian)(dian)(dian)子(zi)(zi)電(dian)(dian)(dian)器(qi)(qi)(qi)(qi)(qi)(qi)產(chan)品(pin)(pin)資源(yuan)化利(li)(li)用和無害化處(chu)(chu)理(li)水(shui)平。支持有關企業(ye)建設回收(shou)(shou)網點、中轉倉庫(ku)。加(jia)強廢(fei)(fei)(fei)棄(qi)(qi)電(dian)(dian)(dian)子(zi)(zi)電(dian)(dian)(dian)器(qi)(qi)(qi)(qi)(qi)(qi)產(chan)品(pin)(pin)回收(shou)(shou)處(chu)(chu)理(li)監管(guan)工(gong)作,將廢(fei)(fei)(fei)棄(qi)(qi)電(dian)(dian)(dian)子(zi)(zi)電(dian)(dian)(dian)器(qi)(qi)(qi)(qi)(qi)(qi)產(chan)品(pin)(pin)違(wei)法拆(chai)解處(chu)(chu)理(li)活動(dong)作為監管(guan)重點,加(jia)大(da)執法處(chu)(chu)罰(fa)力度。(國家發展改(gai)革委、公(gong)安部、生態環境部、商務部按職(zhi)責分工(gong)負責)

(十(shi)四)規范管理(li)電子電器行(xing)業(ye)(ye)(ye)(ye)商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)測(ce)評活動(dong)。行(xing)業(ye)(ye)(ye)(ye)主(zhu)管部門要(yao)對商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)測(ce)評中存(cun)在的(de)利用行(xing)政機(ji)關和事業(ye)(ye)(ye)(ye)單位(wei)名義(yi)、濫(lan)設商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)測(ce)評名目、濫(lan)發商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)測(ce)評證書、“花錢買排名”、吃拿卡(ka)要(yao)等破壞市場(chang)公平競爭秩序(xu)的(de)行(xing)為進行(xing)清理(li)整頓,及(ji)時(shi)處理(li)有關商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)測(ce)評活動(dong)的(de)投訴舉報,并向社會公布結果。基礎(chu)電信運營商(shang)(shang)(shang)不得(de)組(zu)織開展(zhan)對電信設備產品的(de)商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)測(ce)評。嚴(yan)禁行(xing)政機(ji)關、事業(ye)(ye)(ye)(ye)單位(wei)及(ji)其工作(zuo)人員組(zu)織或者參與(yu)商(shang)(shang)(shang)業(ye)(ye)(ye)(ye)測(ce)評活動(dong)。(工業(ye)(ye)(ye)(ye)和信息化部、國務院(yuan)國資委、市場(chang)監管總局等有關部門按(an)職(zhi)責分工負責)
