北京市“十四五(wu)”時期交通(tong)發展建(jian)設規劃
前(qian)言
“十四五(wu)(wu)”時(shi)期是我國全(quan)(quan)面建(jian)成(cheng)小(xiao)康社會、實(shi)(shi)現第(di)一個(ge)百年(nian)奮(fen)斗(dou)目標(biao)(biao)之后,乘勢(shi)而上開(kai)啟全(quan)(quan)面建(jian)設(she)社會主義現代化國家(jia)新(xin)征程、向第(di)二個(ge)百年(nian)奮(fen)斗(dou)目標(biao)(biao)進軍的第(di)一個(ge)五(wu)(wu)年(nian)。交通(tong)(tong)發(fa)展將向更(geng)(geng)加(jia)注(zhu)重(zhong)質量效益(yi)轉(zhuan)變(bian)、向更(geng)(geng)加(jia)注(zhu)重(zhong)各種交通(tong)(tong)方(fang)式一體(ti)化融合發(fa)展轉(zhuan)變(bian)、向更(geng)(geng)加(jia)注(zhu)重(zhong)創新(xin)驅動轉(zhuan)變(bian)。《北京市(shi)“十四五(wu)(wu)”時(shi)期交通(tong)(tong)發(fa)展建(jian)設(she)規劃》是全(quan)(quan)面落實(shi)(shi)《交通(tong)(tong)強國建(jian)設(she)綱要》的第(di)一個(ge)五(wu)(wu)年(nian)規劃。未來五(wu)(wu)年(nian),新(xin)一輪(lun)技(ji)術(shu)革命將帶來行業的深刻變(bian)革,國家(jia)系統布局“新(xin)基建(jian)”,北京建(jian)設(she)全(quan)(quan)球數(shu)字經濟標(biao)(biao)桿城(cheng)市(shi),將加(jia)快交通(tong)(tong)數(shu)字化轉(zhuan)型和智(zhi)能化升級(ji),構(gou)建(jian)綜(zong)合、綠色、安全(quan)(quan)、智(zhi)能的立體(ti)化現代化城(cheng)市(shi)交通(tong)(tong)系統。
本(ben)規劃(hua)依據(ju)《京(jing)津冀協同(tong)發(fa)展(zhan)規劃(hua)綱要(yao)》《北(bei)(bei)京(jing)城市(shi)總體(ti)(ti)規劃(hua)(2016年(nian)-2035年(nian))》《交(jiao)(jiao)通(tong)(tong)強國建(jian)設綱要(yao)》《國家(jia)綜(zong)合立體(ti)(ti)交(jiao)(jiao)通(tong)(tong)網(wang)規劃(hua)綱要(yao)》《“十(shi)四五”現代綜(zong)合交(jiao)(jiao)通(tong)(tong)運(yun)輸(shu)體(ti)(ti)系發(fa)展(zhan)規劃(hua)》和《北(bei)(bei)京(jing)市(shi)國民(min)經濟和社會發(fa)展(zhan)第十(shi)四個五年(nian)規劃(hua)和二〇三五年(nian)遠(yuan)景目(mu)標綱要(yao)》等(deng)制定,明(ming)確了“十(shi)四五”時(shi)期(qi)北(bei)(bei)京(jing)交(jiao)(jiao)通(tong)(tong)發(fa)展(zhan)建(jian)設的(de)總體(ti)(ti)要(yao)求(qiu)、具(ju)體(ti)(ti)指(zhi)標和主要(yao)任務,是指(zhi)導“十(shi)四五”時(shi)期(qi)北(bei)(bei)京(jing)交(jiao)(jiao)通(tong)(tong)發(fa)展(zhan)建(jian)設的(de)行動綱領。
一、發展基礎
“十三五”時(shi)期(qi)是北京(jing)發展(zhan)史上具有重要里程碑意義(yi)的五年,北京(jing)交(jiao)通(tong)(tong)事業發展(zhan)成效顯著。京(jing)津冀(ji)核心區(qu)1小時(shi)交(jiao)通(tong)(tong)圈、相(xiang)鄰城(cheng)市(shi)間1.5小時(shi)交(jiao)通(tong)(tong)圈基本形成,中(zhong)(zhong)心城(cheng)區(qu)綠(lv)色出行(xing)比例提升至73.1%,高峰時(shi)段(duan)平均(jun)道(dao)路交(jiao)通(tong)(tong)指數降(jiang)低至5.48(2019年數據),“慢(man)行(xing)優先(xian)、公交(jiao)優先(xian)、綠(lv)色優先(xian)”理念深入人(ren)心,道(dao)路交(jiao)通(tong)(tong)擁(yong)堵態勢得到有效控(kong)制(zhi),為實(shi)施(shi)京(jing)津冀(ji)協同發展(zhan)戰(zhan)略(lve)、落(luo)實(shi)首都城(cheng)市(shi)戰(zhan)略(lve)定(ding)位(wei)、加強(qiang)“四(si)個中(zhong)(zhong)心”功能建設、提高“四(si)個服務”水平奠(dian)定(ding)了(le)堅實(shi)基礎。
(一)京津冀交通一體化躍(yue)上新(xin)臺階
1.形成航空“雙樞紐”格局
2019年9月底(di)北京大興(xing)國(guo)際(ji)機場正式投運(yun),成(cheng)為國(guo)家發展(zhan)的(de)新動(dong)力源和面向世界的(de)新國(guo)門,國(guo)際(ji)交往服務功能明(ming)顯(xian)提升,“五縱兩橫”外(wai)圍綜合(he)交通體系同步(bu)實(shi)施,京津冀協同發展(zhan)取得明(ming)顯(xian)成(cheng)效。北京首都(dou)國(guo)際(ji)機場航線網絡結構(gou)與(yu)綜合(he)交通體系持續完善(shan)。航空“雙樞(shu)紐”格局初步(bu)形成(cheng),年旅客吞(tun)吐量超過一億人次(ci)。
2.構建“軌(gui)道上的(de)京(jing)津冀”
京(jing)雄(xiong)城(cheng)(cheng)際鐵(tie)(tie)(tie)路全(quan)線(xian)建(jian)成(cheng)通(tong)車,北(bei)京(jing)至(zhi)雄(xiong)安新區實現50分鐘快速(su)通(tong)達。京(jing)張(zhang)高鐵(tie)(tie)(tie)開通(tong)運(yun)營,增加北(bei)京(jing)至(zhi)西北(bei)方向(xiang)高鐵(tie)(tie)(tie)通(tong)道。城(cheng)(cheng)際鐵(tie)(tie)(tie)路聯絡線(xian)一期加快建(jian)設(she),京(jing)港(gang)臺高鐵(tie)(tie)(tie)、京(jing)哈高鐵(tie)(tie)(tie)、京(jing)唐(tang)城(cheng)(cheng)際、京(jing)濱(bin)城(cheng)(cheng)際鐵(tie)(tie)(tie)路建(jian)設(she)全(quan)面(mian)提速(su),區域城(cheng)(cheng)際鐵(tie)(tie)(tie)路網正在加速(su)形成(cheng)。截至(zhi)“十三五”期末,京(jing)津冀范圍(wei)(wei)內已規劃(hua)的7條國家干線(xian)鐵(tie)(tie)(tie)路建(jian)設(she)不斷推進,以北(bei)京(jing)、天津為核心樞(shu)紐,貫通(tong)連接河北(bei)各地市(shi)的全(quan)國性鐵(tie)(tie)(tie)路網已基(ji)本形成(cheng)。北(bei)京(jing)市(shi)域范圍(wei)(wei)鐵(tie)(tie)(tie)路運(yun)營總(zong)里(li)程達1351公(gong)里(li),完成(cheng)城(cheng)(cheng)市(shi)總(zong)體規劃(hua)2035年目標(1900公(gong)里(li))的71.1%。
3.推進(jin)綜合交通樞(shu)紐建設
建(jian)成京(jing)張高(gao)鐵配套清河火車站(zhan)(zhan)、北(bei)(bei)京(jing)朝陽站(zhan)(zhan)等(deng)鐵路(lu)(lu)樞紐,完(wan)成北(bei)(bei)京(jing)北(bei)(bei)站(zhan)(zhan)改(gai)(gai)造工程,開工建(jian)設北(bei)(bei)京(jing)城市(shi)副中心站(zhan)(zhan)和北(bei)(bei)京(jing)豐臺站(zhan)(zhan)改(gai)(gai)建(jian)工程。北(bei)(bei)京(jing)市(shi)域內規劃8座鐵路(lu)(lu)全(quan)國客運樞紐站(zhan)(zhan)全(quan)部進入(ru)加速完(wan)成期(qi),有(you)力支撐“軌道(dao)上的京(jing)津冀”多(duo)層級鐵路(lu)(lu)網絡銜接、融(rong)合(he)。路(lu)(lu)地聯動(dong)、綜合(he)施(shi)策,完(wan)成北(bei)(bei)京(jing)南站(zhan)(zhan)、北(bei)(bei)京(jing)西站(zhan)(zhan)和北(bei)(bei)京(jing)站(zhan)(zhan)交通綜合(he)治理任務,接駁交通保障能(neng)力和服(fu)務品(pin)質(zhi)持續改(gai)(gai)善。
4.路網通達性進(jin)一步提(ti)升
北京市域內國家高速公(gong)(gong)路(lu)(lu)(lu)(lu)網“斷頭(tou)路(lu)(lu)(lu)(lu)”清零(ling),冬(dong)奧(ao)會(hui)和冬(dong)殘奧(ao)會(hui)、世園(yuan)會(hui)保障(zhang)項目、北京大(da)興國際機場(chang)配套道(dao)(dao)路(lu)(lu)(lu)(lu)建(jian)(jian)成(cheng)通車(che)。“十三五”時期高速公(gong)(gong)路(lu)(lu)(lu)(lu)新增里(li)程(cheng)(cheng)191公(gong)(gong)里(li),總里(li)程(cheng)(cheng)達1173公(gong)(gong)里(li)。大(da)力推進普通國市道(dao)(dao)建(jian)(jian)設,區(qu)域路(lu)(lu)(lu)(lu)網持續完善,全市公(gong)(gong)路(lu)(lu)(lu)(lu)總里(li)程(cheng)(cheng)達22264公(gong)(gong)里(li),較“十二(er)五”期末增加379公(gong)(gong)里(li),完成(cheng)城市總體規劃2035年(nian)目標(23150公(gong)(gong)里(li))的96.2%,普通國市道(dao)(dao)二(er)級路(lu)(lu)(lu)(lu)以上比例達89.4%。完成(cheng)綜(zong)合檢(jian)查站規劃建(jian)(jian)設和運維管理頂層設計(ji),建(jian)(jian)成(cheng)京禮高速延崇(chong)站,實現異地(di)建(jian)(jian)站新突破。
5.促(cu)進京津(jin)冀運輸服(fu)務一(yi)體化
人流、物(wu)流、信息流一體(ti)化(hua)(hua)加(jia)快(kuai)(kuai)實(shi)現。38條(tiao)(tiao)跨(kua)(kua)省公交(jiao)(jiao)(jiao)(jiao)線(xian)路實(shi)現常態化(hua)(hua)運(yun)營,總里程達2700公里,日(ri)均客運(yun)量超過20萬(wan)人次。加(jia)快(kuai)(kuai)省際(ji)毗鄰地區道路客運(yun)班線(xian)公交(jiao)(jiao)(jiao)(jiao)化(hua)(hua)改造,完成平谷至遵化(hua)(hua)、寶坻、薊縣等5條(tiao)(tiao)客運(yun)班線(xian)的公交(jiao)(jiao)(jiao)(jiao)化(hua)(hua)改造,“省際(ji)公交(jiao)(jiao)(jiao)(jiao)化(hua)(hua)”成為常態,跨(kua)(kua)區域出(chu)行更(geng)加(jia)便(bian)捷。推(tui)進交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)一卡(ka)通(tong)(tong)(tong)(tong)跨(kua)(kua)區(市)域、跨(kua)(kua)運(yun)輸(shu)方式互(hu)通(tong)(tong)(tong)(tong),累計發行北(bei)京(jing)(jing)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)互(hu)聯互(hu)通(tong)(tong)(tong)(tong)卡(ka)700余萬(wan)張,實(shi)現與(yu)全國288個城市互(hu)聯互(hu)通(tong)(tong)(tong)(tong)。實(shi)現京(jing)(jing)杭大運(yun)河(he)(通(tong)(tong)(tong)(tong)州(zhou)城市段)游船通(tong)(tong)(tong)(tong)航。依托京(jing)(jing)津冀(ji)綜合交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)輸(shu)通(tong)(tong)(tong)(tong)道,實(shi)現部分區域性快(kuai)(kuai)遞分撥中心(xin)外遷,跨(kua)(kua)區域物(wu)流體(ti)系(xi)更(geng)加(jia)完善(shan)。推(tui)進京(jing)(jing)津冀(ji)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)領域立法協同。
(二(er))“四個中(zhong)心”保障(zhang)能力增強
1.持續優化交通出行結構
截至“十(shi)三五”期末(mo),北京市中心城區綠(lv)色出行比例達73.1%,較“十(shi)二五”期末(mo)增長2.4個(ge)百分點,進一(yi)步縮(suo)小與(yu)城市總體規(gui)劃(hua)2035年目(mu)標(80%)之間的差距。
軌(gui)道(dao)(dao)交(jiao)通網絡擴大覆蓋(gai),服務品(pin)質全面(mian)提升。“十(shi)三(san)五”時(shi)期(qi)8號線(xian)(三(san)期(qi)、四期(qi))、6號線(xian)西延、大興機場線(xian)等軌(gui)道(dao)(dao)交(jiao)通線(xian)路(lu)(段)通車(che)(che),新(xin)增運(yun)(yun)(yun)(yun)營(ying)(ying)里(li)(li)程172.9公(gong)里(li)(li)、達727公(gong)里(li)(li),工作日客運(yun)(yun)(yun)(yun)量(liang)最(zui)高(gao)突破1377萬(wan)人(ren)次(ci),居(ju)全國(guo)第一(yi)(yi)。市(shi)郊鐵路(lu)運(yun)(yun)(yun)(yun)營(ying)(ying)線(xian)路(lu)增至(zhi)4條(tiao)、市(shi)域(yu)內運(yun)(yun)(yun)(yun)營(ying)(ying)里(li)(li)程達364.7公(gong)里(li)(li)。截至(zhi)“十(shi)三(san)五”期(qi)末,軌(gui)道(dao)(dao)交(jiao)通(含市(shi)郊鐵路(lu))總里(li)(li)程達1091.7公(gong)里(li)(li)。軌(gui)道(dao)(dao)交(jiao)通運(yun)(yun)(yun)(yun)營(ying)(ying)組織(zhi)持續(xu)優化(hua),10條(tiao)線(xian)路(lu)發車(che)(che)間隔小于2分鐘,列車(che)(che)服務可(ke)靠度達3051.11萬(wan)車(che)(che)公(gong)里(li)(li)/次(ci),較“十(shi)二五”期(qi)末提升近7倍。適時(shi)采取超常超強網絡化(hua)運(yun)(yun)(yun)(yun)營(ying)(ying)措施,有效保(bao)障了(le)市(shi)民出行需求。實(shi)現(xian)全市(shi)軌(gui)道(dao)(dao)“一(yi)(yi)碼通乘(cheng)(cheng)”和移動支(zhi)付全覆蓋(gai),發布軌(gui)道(dao)(dao)列車(che)(che)時(shi)刻表,乘(cheng)(cheng)客出行更(geng)加便捷。2020年(nian)國(guo)際地鐵協會(CoMET)KPI對(dui)標中(zhong)北京地鐵排(pai)名第一(yi)(yi)。
努(nu)力優(you)化(hua)(hua)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)運輸服務(wu),服務(wu)水(shui)平持續改善。完(wan)成三(san)環(huan)路、京(jing)藏(zang)高速、京(jing)港澳高速、成府路等(deng)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)專用(yong)道(dao)施(shi)劃,新增公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)專用(yong)道(dao)里(li)程579.6車道(dao)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)里(li),總(zong)里(li)程達1005車道(dao)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)里(li),完(wan)成城市(shi)總(zong)體(ti)規劃2035年目標(1500車道(dao)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)里(li))的67%,公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)專用(yong)道(dao)基(ji)本成網,公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)路權得到進一步保障。發布《北(bei)(bei)京(jing)市(shi)地面(mian)(mian)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)線(xian)(xian)網總(zong)體(ti)規劃》并(bing)持續優(you)化(hua)(hua)地面(mian)(mian)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)線(xian)(xian)路,實(shi)(shi)現三(san)環(huan)內24小時公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)全(quan)(quan)覆(fu)蓋(gai)。豐富(fu)多樣化(hua)(hua)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)服務(wu)模式,新增開行(xing)(xing)(xing)定(ding)制班(ban)車線(xian)(xian)路、旅游公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)、高鐵快巴(ba)(北(bei)(bei)京(jing)南(nan)站(zhan)(zhan))、醫院專線(xian)(xian)等(deng)多樣化(hua)(hua)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)線(xian)(xian)路135條(tiao)(tiao),總(zong)數(shu)達455條(tiao)(tiao)。截(jie)至“十三(san)五”期(qi)末,中心城區建(jian)成區地面(mian)(mian)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)站(zhan)(zhan)點500米覆(fu)蓋(gai)率(lv)達100%,公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)線(xian)(xian)網密(mi)度達3.35公(gong)(gong)(gong)(gong)(gong)(gong)(gong)里(li)/平方公(gong)(gong)(gong)(gong)(gong)(gong)(gong)里(li)。天通(tong)(tong)(tong)苑北(bei)(bei)綜合交(jiao)(jiao)通(tong)(tong)(tong)樞紐投入(ru)運營,清河站(zhan)(zhan)配套交(jiao)(jiao)通(tong)(tong)(tong)樞紐主體(ti)完(wan)工(gong),望(wang)京(jing)西(xi)交(jiao)(jiao)通(tong)(tong)(tong)樞紐實(shi)(shi)現開工(gong),城市(shi)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)共交(jiao)(jiao)通(tong)(tong)(tong)銜(xian)接換(huan)乘效率(lv)得到提升(sheng)(sheng)。實(shi)(shi)現北(bei)(bei)京(jing)交(jiao)(jiao)通(tong)(tong)(tong)APP查詢公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)實(shi)(shi)時到站(zhan)(zhan)信息線(xian)(xian)路全(quan)(quan)覆(fu)蓋(gai),推進公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)二維碼支付,實(shi)(shi)現“一碼通(tong)(tong)(tong)行(xing)(xing)(xing)、互聯(lian)互通(tong)(tong)(tong)”,不斷提升(sheng)(sheng)乘客出行(xing)(xing)(xing)體(ti)驗(yan),使乘客出行(xing)(xing)(xing)可(ke)計劃、可(ke)預期(qi)。“公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)都市(shi)”建(jian)設(she)通(tong)(tong)(tong)過驗(yan)收,榮(rong)獲“國(guo)家公(gong)(gong)(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)都市(shi)建(jian)設(she)示范(fan)城市(shi)”稱號。
步(bu)行(xing)(xing)(xing)和自(zi)行(xing)(xing)(xing)車(che)重新回(hui)(hui)(hui)歸城市(shi),慢(man)行(xing)(xing)(xing)出(chu)(chu)行(xing)(xing)(xing)環(huan)境顯著(zhu)改(gai)善。編(bian)制完成十余項(xiang)規(gui)劃(hua)、標(biao)準和規(gui)范,完成《步(bu)行(xing)(xing)(xing)和自(zi)行(xing)(xing)(xing)車(che)交(jiao)(jiao)通設施(shi)改(gai)善技(ji)術指南》修訂(ding),出(chu)(chu)臺《步(bu)行(xing)(xing)(xing)和自(zi)行(xing)(xing)(xing)車(che)交(jiao)(jiao)通環(huan)境規(gui)劃(hua)設計(ji)標(biao)準》,推進行(xing)(xing)(xing)業標(biao)準化(hua)、規(gui)范化(hua)發(fa)展。建(jian)成全國(guo)第一條自(zi)行(xing)(xing)(xing)車(che)通勤專用路,全長6.5公里,日均通行(xing)(xing)(xing)量超4000輛次(ci),有效(xiao)提升回(hui)(hui)(hui)龍觀至上(shang)地(di)通勤出(chu)(chu)行(xing)(xing)(xing)效(xiao)率。實施(shi)慢(man)行(xing)(xing)(xing)系(xi)統品質提升行(xing)(xing)(xing)動,完成中心城區(qu)(qu)(qu)次(ci)干路及以上(shang)3218公里慢(man)行(xing)(xing)(xing)系(xi)統治理工作(zuo),慢(man)行(xing)(xing)(xing)系(xi)統逐步(bu)連片成網。完成CBD西北區(qu)(qu)(qu)、回(hui)(hui)(hui)龍觀等9處慢(man)行(xing)(xing)(xing)系(xi)統示范街區(qu)(qu)(qu)建(jian)設,以點帶(dai)面推動全市(shi)慢(man)行(xing)(xing)(xing)交(jiao)(jiao)通環(huan)境整體提升。
2.持續(xu)緩解交通擁堵
中心城區(qu)道路擁堵(du)狀況逐步緩解(jie),道路交通指數(shu)持續(xu)下降,“十三五”期末道路交通指數(shu)5.48(2019年數(shu)據(ju)),較“十二五”期末5.7下降了3.9%。

多措并舉調(diao)控(kong)擁車(che)(che)(che)(che)、用車(che)(che)(che)(che)。實(shi)施小客(ke)(ke)(ke)車(che)(che)(che)(che)指(zhi)標調(diao)控(kong)政策,制(zhi)定面向“無(wu)車(che)(che)(che)(che)家(jia)庭”指(zhi)標配置方(fang)案,2020年面向無(wu)車(che)(che)(che)(che)家(jia)庭一次性增(zeng)發(fa)2萬(wan)個新能(neng)源(yuan)小客(ke)(ke)(ke)車(che)(che)(che)(che)指(zhi)標。截至“十三五”期末,全市(shi)機(ji)動(dong)車(che)(che)(che)(che)保有(you)(you)量為656.95萬(wan)輛(其中小客(ke)(ke)(ke)車(che)(che)(che)(che)527.3萬(wan)輛),有(you)(you)效控(kong)制(zhi)了小客(ke)(ke)(ke)車(che)(che)(che)(che)過快、無(wu)序增(zeng)長(chang)態勢。制(zhi)定實(shi)施高排放(fang)貨車(che)(che)(che)(che)通行管理(li)措施,外埠進(jin)京(jing)貨車(che)(che)(che)(che)數量降低26%,國三排放(fang)標準柴油(you)貨車(che)(che)(che)(che)全市(shi)域禁行。加(jia)強外埠客(ke)(ke)(ke)車(che)(che)(che)(che)進(jin)京(jing)通行證(zheng)管理(li),限(xian)制(zhi)辦理(li)次數及有(you)(you)效時間,長(chang)期在京(jing)使用的外埠客(ke)(ke)(ke)車(che)(che)(che)(che)數量下降56%。持續加(jia)大對租售小客(ke)(ke)(ke)車(che)(che)(che)(che)指(zhi)標、輕微型(xing)貨車(che)(che)(che)(che)非(fei)法(fa)改裝(zhuang)和闖禁行等(deng)違法(fa)行為的打擊力(li)度。
