重慶(qing)市強化危險(xian)廢(fei)物監(jian)管和(he)利用處置能力改革工作方案(an)
為(wei)貫徹(che)落實(shi)《國務院辦公廳關(guan)于印(yin)發強(qiang)化危(wei)險(xian)(xian)廢(fei)物(wu)監管(guan)和利用(yong)處置(zhi)能力改革實(shi)施(shi)方案的通知》(國辦函〔2021〕47號)要求,強(qiang)化危(wei)險(xian)(xian)廢(fei)物(wu)監管(guan)和利用(yong)處置(zhi)能力,有(you)效(xiao)防控危(wei)險(xian)(xian)廢(fei)物(wu)環境與安全風險(xian)(xian),結合我(wo)市實(shi)際,制定本工(gong)作方案。
一(yi)、總(zong)體要(yao)求(qiu)
以(yi)習(xi)(xi)近平(ping)新時代(dai)中(zhong)國特色社會(hui)主義思想(xiang)為指導(dao),全(quan)面貫徹黨的十(shi)(shi)九大和十(shi)(shi)九屆歷次全(quan)會(hui)精(jing)神,深學篤用(yong)(yong)習(xi)(xi)近平(ping)生(sheng)態(tai)文明思想(xiang),深化(hua)(hua)落實習(xi)(xi)近平(ping)總(zong)書(shu)記(ji)對(dui)重慶提(ti)出的營造(zao)良好政(zheng)治(zhi)生(sheng)態(tai),堅(jian)(jian)(jian)持(chi)“兩點”定位(wei)、“兩地”“兩高”目(mu)標(biao),發(fa)揮(hui)“三個作用(yong)(yong)”和推(tui)動成渝地區(qu)(qu)雙城(cheng)(cheng)經濟圈建(jian)設(she)等重要指示要求,堅(jian)(jian)(jian)持(chi)精(jing)準(zhun)治(zhi)污(wu)、科學治(zhi)污(wu)、依法治(zhi)污(wu),以(yi)有效防(fang)控危(wei)險廢(fei)(fei)物(wu)環境風險為目(mu)標(biao),深化(hua)(hua)體(ti)制機制改革,著力(li)(li)提(ti)升危(wei)險廢(fei)(fei)物(wu)減(jian)量化(hua)(hua)、資源化(hua)(hua)、無(wu)害化(hua)(hua)水平(ping)。緊(jin)緊(jin)圍繞“無(wu)廢(fei)(fei)城(cheng)(cheng)市”建(jian)設(she),深入打好污(wu)染防(fang)治(zhi)攻堅(jian)(jian)(jian)戰(zhan),切(qie)實維(wei)護人民群眾身體(ti)健康和生(sheng)態(tai)環境安全(quan)。到2022年(nian)底,基本(ben)(ben)補齊醫(yi)療廢(fei)(fei)物(wu)收集處(chu)理設(she)施短(duan)板,各區(qu)(qu)縣(自治(zhi)縣)和兩江新區(qu)(qu)、重慶高新區(qu)(qu)、萬盛經開區(qu)(qu)(以(yi)下統(tong)稱區(qu)(qu)縣)城(cheng)(cheng)市建(jian)成區(qu)(qu)醫(yi)療廢(fei)(fei)物(wu)全(quan)部實現無(wu)害化(hua)(hua)處(chu)置(zhi)(zhi),危(wei)險廢(fei)(fei)物(wu)利用(yong)(yong)處(chu)置(zhi)(zhi)能(neng)力(li)(li)基本(ben)(ben)滿足(zu)實際處(chu)置(zhi)(zhi)需求,川渝地區(qu)(qu)危(wei)險廢(fei)(fei)物(wu)聯(lian)防(fang)聯(lian)控機制初步(bu)形成。到2025年(nian)底,建(jian)立健全(quan)源頭嚴防(fang)、過程嚴管、后果嚴懲(cheng)的危(wei)險廢(fei)(fei)物(wu)監管體(ti)系,危(wei)險廢(fei)(fei)物(wu)利用(yong)(yong)處(chu)置(zhi)(zhi)能(neng)力(li)(li)充分保障(zhang),覆(fu)蓋危(wei)險廢(fei)(fei)物(wu)全(quan)生(sheng)命周期的污(wu)染防(fang)治(zhi)大數據(ju)平(ping)臺基本(ben)(ben)形成。
二、進一步(bu)完(wan)善(shan)危險廢物管理制度
(一)落(luo)實危險廢(fei)物(wu)(wu)監(jian)(jian)管(guan)職責(ze)。加(jia)快推動(dong)重慶市固(gu)體(ti)廢(fei)物(wu)(wu)污染環(huan)境(jing)防治地(di)方立法。健(jian)全(quan)全(quan)市各級政府負總責(ze),有(you)關(guan)(guan)部(bu)(bu)門對危險廢(fei)物(wu)(wu)污染防治、安(an)全(quan)生(sheng)(sheng)產、運輸安(an)全(quan)以及(ji)衛生(sheng)(sheng)防疫等方面(mian)牽頭負責(ze)的(de)監(jian)(jian)管(guan)機制,形成市、區(qu)縣(xian)、部(bu)(bu)門“縱向到底、橫向到邊(bian)、協同(tong)聯(lian)動(dong)”的(de)危險廢(fei)物(wu)(wu)聯(lian)合監(jian)(jian)管(guan)格局。(市生(sheng)(sheng)態(tai)環(huan)境(jing)局、市發展改革(ge)委(wei)、市經濟信息委(wei)、市公安(an)局、市住房城(cheng)鄉建委(wei)、市城(cheng)市管(guan)理(li)局、市交通局、市衛生(sheng)(sheng)健(jian)康委(wei)、市應急局、市司法局、重慶海(hai)關(guan)(guan)等部(bu)(bu)門及(ji)各區(qu)縣(xian)政府按職責(ze)分工負責(ze)。以下均需區(qu)縣(xian)政府負責(ze),不(bu)再列出)
(二)壓(ya)實(shi)(shi)企(qi)業(ye)主(zhu)體(ti)責(ze)(ze)任。危險(xian)廢(fei)(fei)物產(chan)(chan)生、收集、貯存、運輸(shu)、利用、處置企(qi)業(ye)(以下(xia)統稱危險(xian)廢(fei)(fei)物相關企(qi)業(ye))是危險(xian)廢(fei)(fei)物污(wu)(wu)染環(huan)(huan)境防(fang)治的責(ze)(ze)任主(zhu)體(ti),要(yao)嚴格落實(shi)(shi)危險(xian)廢(fei)(fei)物污(wu)(wu)染環(huan)(huan)境防(fang)治和安全(quan)生產(chan)(chan)法(fa)律(lv)法(fa)規制度,落實(shi)(shi)主(zhu)要(yao)負責(ze)(ze)人(法(fa)定代表人、實(shi)(shi)際(ji)控制人)危險(xian)廢(fei)(fei)物污(wu)(wu)染環(huan)(huan)境防(fang)治和安全(quan)生產(chan)(chan)第一責(ze)(ze)任人責(ze)(ze)任以及直接(jie)負責(ze)(ze)的主(zhu)管人員、其他直接(jie)人員污(wu)(wu)染防(fang)治責(ze)(ze)任。(市生態環(huan)(huan)境局(ju)、市公安局(ju)、市交通局(ju)、市應急局(ju)等按職責(ze)(ze)分工負責(ze)(ze))
危(wei)險(xian)(xian)廢(fei)(fei)物相關企業應(ying)依法(fa)及時(shi)公開危(wei)險(xian)(xian)廢(fei)(fei)物污染環境防(fang)治信息(xi)。重點推動危(wei)險(xian)(xian)廢(fei)(fei)物經(jing)營單位投(tou)保環境污染責任保險(xian)(xian)。(市生態環境局、重慶銀保監局等按職(zhi)責分工負責)
強化對危(wei)險廢物經(jing)營單位(wei)及從業人員管理,建(jian)立健全危(wei)險廢物經(jing)營單位(wei)及從業人員退出機制。(市生態環(huan)境局負(fu)責)
(三)建設危險(xian)(xian)廢(fei)(fei)(fei)物(wu)信(xin)息(xi)(xi)平臺。建立基礎信(xin)息(xi)(xi)“一張(zhang)表(biao)”、管(guan)(guan)(guan)控(kong)流程(cheng)“一幅(fu)圖”、突出問題(ti)“一本賬”,完善危險(xian)(xian)廢(fei)(fei)(fei)物(wu)產生(sheng)單(dan)位、自行利用(yong)處(chu)(chu)置(zhi)設施、經營單(dan)位、重(zhong)點監管(guan)(guan)(guan)單(dan)位以(yi)及重(zhong)點單(dan)位貯存(cun)設施“五(wu)個清單(dan)”,強化對危險(xian)(xian)廢(fei)(fei)(fei)物(wu)產生(sheng)、收集、貯存(cun)、運輸、利用(yong)、處(chu)(chu)置(zhi)各環(huan)節(jie)的(de)全(quan)程(cheng)跟(gen)蹤和信(xin)息(xi)(xi)追溯。整合、共(gong)享各部門危險(xian)(xian)廢(fei)(fei)(fei)物(wu)管(guan)(guan)(guan)理信(xin)息(xi)(xi),不斷優化危險(xian)(xian)廢(fei)(fei)(fei)物(wu)管(guan)(guan)(guan)理信(xin)息(xi)(xi)系統,建立危險(xian)(xian)廢(fei)(fei)(fei)物(wu)宣(xuan)傳貫徹、互訪(fang)交(jiao)流、問題(ti)反饋、技術合作(zuo)渠(qu)道(dao)。鼓(gu)勵有條件(jian)的(de)區縣和企業(ye)推行視頻監控(kong)、電子標簽、AI識別等危險(xian)(xian)廢(fei)(fei)(fei)物(wu)監管(guan)(guan)(guan)措(cuo)施,在(zai)具備條件(jian)的(de)區縣開展(zhan)(zhan)“固(gu)體廢(fei)(fei)(fei)物(wu)虛擬產業(ye)園”建設試點。(市(shi)生(sheng)態環(huan)境局(ju)(ju)(ju)牽頭,市(shi)發展(zhan)(zhan)改革委、市(shi)財政局(ju)(ju)(ju)、市(shi)交(jiao)通(tong)局(ju)(ju)(ju)、市(shi)衛生(sheng)健康委、市(shi)應急局(ju)(ju)(ju)、市(shi)大數據(ju)發展(zhan)(zhan)局(ju)(ju)(ju)等參與)
三(san)、進一步強化危險廢物(wu)源頭(tou)管控(kong)
(四)建立(li)危(wei)險廢(fei)物(wu)鑒(jian)(jian)別管理制度。制定《貫徹國家危(wei)險廢(fei)物(wu)鑒(jian)(jian)別管理辦法實施細則》,建立(li)危(wei)險廢(fei)物(wu)管理專家庫,規范鑒(jian)(jian)別單位(wei)和從(cong)業人員管理。(市(shi)(shi)生態環境局(ju)牽(qian)頭,市(shi)(shi)市(shi)(shi)場監管局(ju)等參與)
(五)嚴格(ge)環(huan)境(jing)(jing)準入。落實(shi)“三線一(yi)單(dan)”管(guan)控機制,新改擴建項目要依(yi)法開(kai)展環(huan)境(jing)(jing)影(ying)響(xiang)評價,嚴格(ge)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)污染環(huan)境(jing)(jing)防治設(she)(she)施“三同時(shi)(shi)”管(guan)理。危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)產(chan)生單(dan)位應在環(huan)境(jing)(jing)影(ying)響(xiang)評價中(zhong)明(ming)確(que)建設(she)(she)與(yu)產(chan)廢(fei)(fei)(fei)量(liang)(liang)匹配(pei)的危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)貯存設(she)(she)施。依(yi)法依(yi)規對重點(dian)行業(ye)建設(she)(she)項目環(huan)境(jing)(jing)影(ying)響(xiang)評價文件開(kai)展復核,因《國家危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)名錄》調整、生產(chan)工(gong)藝調整、建設(she)(she)自行利用處置(zhi)設(she)(she)施等導致危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)產(chan)生類別、產(chan)生量(liang)(liang)等發生重大變化(hua)的,應及時(shi)(shi)跟進開(kai)展環(huan)境(jing)(jing)影(ying)響(xiang)評價。依(yi)法落實(shi)工(gong)業(ye)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)排污許可制度。每年定期開(kai)展危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)(wu)規范化(hua)環(huan)境(jing)(jing)管(guan)理評估(gu),鼓(gu)勵各區縣委托第三方專(zhuan)業(ye)機構開(kai)展。(市生態環(huan)境(jing)(jing)局牽頭(tou),市級有關部(bu)門參與(yu))
(六)推動源頭(tou)減量化。推行綠色設(she)(she)計(ji),支持研發(fa)、推廣減少工業(ye)(ye)危(wei)險廢(fei)物產生量和降(jiang)低工業(ye)(ye)危(wei)險廢(fei)物危(wei)害(hai)性(xing)的生產工藝(yi)和設(she)(she)備,依法依規實(shi)施工業(ye)(ye)企業(ye)(ye)強制性(xing)清潔生產審核,鼓勵年產廢(fei)量1萬噸(dun)以上企業(ye)(ye)、工業(ye)(ye)園區,配套建設(she)(she)危(wei)險廢(fei)物利用(yong)處置設(she)(she)施。(市(shi)(shi)經濟信息(xi)委、市(shi)(shi)生態(tai)環(huan)境局牽頭(tou),市(shi)(shi)發(fa)展改革委、市(shi)(shi)科技局等參與)
四、進一步強化危險廢物收集(ji)轉運(yun)全過程監管
(七)推(tui)動(dong)收集(ji)轉(zhuan)運貯(zhu)存專業化(hua)。深入推(tui)進生(sheng)活(huo)垃圾分類,依托生(sheng)活(huo)垃圾中轉(zhuan)站建設有害(hai)垃圾集(ji)中貯(zhu)存點。加強有害(hai)垃圾源頭分類、規(gui)范投(tou)放,完善有害(hai)垃圾收集(ji)轉(zhuan)運體系(xi)。(市(shi)(shi)城市(shi)(shi)管理局牽頭,市(shi)(shi)級有關部門(men)參與)
優化(hua)危(wei)險(xian)廢(fei)物收集體系,支持在中(zhong)小微企業、科研機構、學(xue)校(xiao)等危(wei)險(xian)廢(fei)物產生(sheng)單位集中(zhong)區(qu)域建設危(wei)險(xian)廢(fei)物貯存設施,鼓勵(li)有(you)條(tiao)件的區(qu)縣建設專業化(hua)收集貯存示(shi)范項(xiang)目。(市(shi)(shi)生(sheng)態環(huan)境(jing)局、市(shi)(shi)衛生(sheng)健(jian)康(kang)委、市(shi)(shi)交通局、市(shi)(shi)教委、市(shi)(shi)科技局等按職責(ze)分工(gong)負責(ze))
(八)推進轉移(yi)運輸便捷化。完(wan)善危險廢物(wu)(wu)跨省轉移(yi)管理(li)制(zhi)度,深化拓展(zhan)跨省轉移(yi)“白(bai)名單”制(zhi)度,鼓(gu)勵危險廢物(wu)(wu)優先利用、就近(jin)就地(di)處(chu)置。落實(shi)危險廢物(wu)(wu)和(he)醫(yi)療(liao)廢物(wu)(wu)運輸車輛(liang)(liang)備案制(zhi)度,完(wan)善“點對點”常備通(tong)(tong)行路(lu)線和(he)通(tong)(tong)行時(shi)間(jian),鼓(gu)勵增設以新能源車為(wei)主(zhu)的小型(xing)危險廢物(wu)(wu)和(he)醫(yi)療(liao)廢物(wu)(wu)運輸車輛(liang)(liang)。(市(shi)公(gong)安局(ju)、市(shi)生(sheng)態環境局(ju)、市(shi)交通(tong)(tong)局(ju)、市(shi)衛(wei)生(sheng)健康委等按職責分工負責)
五、進一步強化廢(fei)棄危險化學品監(jian)管
(九)建立(li)監管(guan)聯動(dong)機制。結合(he)危險(xian)化(hua)學品安(an)全整(zheng)治(zhi)三(san)年(nian)行動(dong)、危險(xian)廢物專項整(zheng)治(zhi)三(san)年(nian)行動(dong),應急管(guan)理(li)部門和生態環(huan)(huan)境部門以及其(qi)他有(you)關部門建立(li)監管(guan)協作機制,加強協調配(pei)合(he),并建立(li)廢棄危險(xian)化(hua)學品領域(yu)環(huan)(huan)境風(feng)險(xian)和安(an)全風(feng)險(xian)專家庫,及時、有(you)效共享信息,形成工作合(he)力。(市生態環(huan)(huan)境局、市應急局等(deng)按職(zhi)責(ze)分(fen)工負責(ze))
六、進一步提升危險廢物集中處(chu)置基礎保(bao)障能力
(十)推動(dong)危(wei)(wei)險廢(fei)物(wu)(wu)處置(zhi)能(neng)力匹配。開展(zhan)(zhan)危(wei)(wei)險廢(fei)物(wu)(wu)產生(sheng)量與處置(zhi)能(neng)力匹配情(qing)況(kuang)評估及設施運行情(qing)況(kuang)調查(cha)評估,制定(ding)實施固(gu)體(ti)(ti)廢(fei)物(wu)(wu)處理處置(zhi)規劃。到2022年(nian)(nian)底(di),新(xin)增危(wei)(wei)險廢(fei)物(wu)(wu)處置(zhi)能(neng)力10萬(wan)噸(dun)/年(nian)(nian)以(yi)上,危(wei)(wei)險廢(fei)物(wu)(wu)利用(yong)處置(zhi)能(neng)力與產廢(fei)情(qing)況(kuang)總體(ti)(ti)匹配。到2025年(nian)(nian),新(xin)增危(wei)(wei)險廢(fei)物(wu)(wu)利用(yong)處置(zhi)能(neng)力50萬(wan)噸(dun)/年(nian)(nian)以(yi)上,危(wei)(wei)險廢(fei)物(wu)(wu)利用(yong)處置(zhi)能(neng)力得到充分保障。(市發(fa)展(zhan)(zhan)改革委、市財政局、市規劃自然資源局、市生(sheng)態環(huan)境局、市住房城鄉(xiang)建委、市城市管理局等按職責分工負責)
(十一(yi))提(ti)升醫(yi)(yi)療廢(fei)物(wu)收集轉運處(chu)置能力。加快推(tui)動現有醫(yi)(yi)療廢(fei)物(wu)集中(zhong)處(chu)置設(she)施擴能或提(ti)質改造,全面建成醫(yi)(yi)療廢(fei)物(wu)收集轉運處(chu)置體系(xi)。加強醫(yi)(yi)療廢(fei)物(wu)分(fen)類(lei)管理,促進源頭分(fen)類(lei)、規范(fan)處(chu)置,推(tui)動具(ju)備條(tiao)件(jian)的區縣建設(she)“無廢(fei)醫(yi)(yi)院”。(市(shi)(shi)發展改革委、市(shi)(shi)生(sheng)態環境(jing)局、市(shi)(shi)衛生(sheng)健康(kang)委等按職責(ze)(ze)分(fen)工負責(ze)(ze))
七、進一(yi)步推動危險廢物利用處置(zhi)產業高質量發(fa)展
(十(shi)二)促(cu)進危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)(zhi)企業(ye)規模化(hua)(hua)(hua)發展(zhan)、專業(ye)化(hua)(hua)(hua)運(yun)(yun)營。市、區縣生態(tai)環(huan)境部門(men)定期發布(bu)危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)有(you)關信息,推動現有(you)危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)(zhi)企業(ye)管理和設(she)施提檔升(sheng)級(ji),科(ke)學引導、促(cu)進危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)(zhi)產業(ye)發展(zhan)。優(you)先(xian)支持高標準、高水平危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)(zhi)項(xiang)目建設(she),新(xin)建危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)集中焚(fen)燒(shao)處(chu)(chu)置(zhi)(zhi)(zhi)設(she)施處(chu)(chu)置(zhi)(zhi)(zhi)能力原則(ze)上應(ying)大(da)于100噸/天,控(kong)制新(xin)增危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)直接填(tian)埋(mai)量,適(shi)度發展(zhan)并優(you)化(hua)(hua)(hua)水泥窯協同處(chu)(chu)置(zhi)(zhi)(zhi)危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)。開展(zhan)危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)“產、學、研”合作,依托國家(jia)環(huan)境保護(hu)危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)處(chu)(chu)置(zhi)(zhi)(zhi)工程(cheng)技術(重慶)中心(xin)、國家(jia)環(huan)境保護(hu)垃圾焚(fen)燒(shao)處(chu)(chu)理與資源化(hua)(hua)(hua)工程(cheng)技術中心(xin)等開展(zhan)專業(ye)化(hua)(hua)(hua)建設(she)運(yun)(yun)營服務(wu),培育以解決本(ben)地危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)(zhi)關鍵問題為導向(xiang)的骨干企業(ye),打造一批國內領先(xian)的危(wei)(wei)(wei)(wei)險(xian)(xian)(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)(zhi)重點(dian)企業(ye)。(市發展(zhan)改革委、市生態(tai)環(huan)境局、市科(ke)技局等按職責分工負責)
