(三)推(tui)動城鄉(xiang)建設碳(tan)達峰

強化(hua)規劃引(yin)領,調整優化(hua)用能結構,著力提升建筑能效,推進城鄉建設(she)綠色(se)(se)低(di)碳(tan)發(fa)展,城市更新和鄉村振興都要落實綠色(se)(se)低(di)碳(tan)要求。

1.推動(dong)(dong)城(cheng)(cheng)鄉(xiang)建(jian)(jian)(jian)(jian)設綠(lv)色(se)低碳轉型(xing)。科學規(gui)劃城(cheng)(cheng)鄉(xiang)建(jian)(jian)(jian)(jian)設發展,強(qiang)化(hua)土地節約集約利(li)用,合理(li)確(que)定城(cheng)(cheng)鎮開發邊界范圍上限,嚴控縣(xian)城(cheng)(cheng)建(jian)(jian)(jian)(jian)設密度(du)和強(qiang)度(du)。建(jian)(jian)(jian)(jian)設生(sheng)態綠(lv)色(se)廊道,留足城(cheng)(cheng)鄉(xiang)發展生(sheng)態空(kong)間(jian),推動(dong)(dong)城(cheng)(cheng)市多中心、組團式發展。有序實施城(cheng)(cheng)市有機更(geng)新,禁(jin)止“大(da)拆大(da)建(jian)(jian)(jian)(jian)”。推廣綠(lv)色(se)設計和綠(lv)色(se)建(jian)(jian)(jian)(jian)造(zao),大(da)力發展裝配式建(jian)(jian)(jian)(jian)筑(zhu),推廣鋼結(jie)構住(zhu)宅,推動(dong)(dong)建(jian)(jian)(jian)(jian)筑(zhu)業綠(lv)色(se)低碳轉型(xing)升級。到(dao)2025年(nian),裝配式建(jian)(jian)(jian)(jian)筑(zhu)占新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)比例達到(dao)30%。

2.提升建(jian)(jian)(jian)(jian)筑(zhu)能(neng)(neng)(neng)效水平(ping)。完善(shan)建(jian)(jian)(jian)(jian)筑(zhu)節(jie)(jie)能(neng)(neng)(neng)標準,加快發(fa)展(zhan)超低能(neng)(neng)(neng)耗建(jian)(jian)(jian)(jian)筑(zhu)和(he)低碳建(jian)(jian)(jian)(jian)筑(zhu)。加快推進(jin)居(ju)住(zhu)建(jian)(jian)(jian)(jian)筑(zhu)和(he)公(gong)共(gong)建(jian)(jian)(jian)(jian)筑(zhu)節(jie)(jie)能(neng)(neng)(neng)改造,開展(zhan)既有建(jian)(jian)(jian)(jian)筑(zhu)節(jie)(jie)能(neng)(neng)(neng)排查摸底(di),開展(zhan)節(jie)(jie)能(neng)(neng)(neng)診斷和(he)改造技(ji)術研發(fa),推廣圍護結(jie)構保溫結(jie)構一體化(hua)技(ji)術。提高城(cheng)鎮建(jian)(jian)(jian)(jian)筑(zhu)和(he)基礎設施運(yun)行管理智能(neng)(neng)(neng)化(hua)水平(ping),加快推廣合同能(neng)(neng)(neng)源(yuan)管理,逐步開展(zhan)公(gong)共(gong)建(jian)(jian)(jian)(jian)筑(zhu)能(neng)(neng)(neng)耗限(xian)額管理,建(jian)(jian)(jian)(jian)立數據共(gong)享(xiang)機制。到2025年(nian),城(cheng)鎮新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)全(quan)面執(zhi)行綠色建(jian)(jian)(jian)(jian)筑(zhu)標準。

3.優化(hua)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)用能(neng)(neng)結構(gou)。積(ji)極推(tui)進(jin)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)光(guang)(guang)伏(fu)一體(ti)(ti)化(hua)技(ji)術應(ying)用,大力(li)推(tui)廣建(jian)(jian)(jian)(jian)筑(zhu)(zhu)屋頂、庭院分布式(shi)太陽(yang)(yang)能(neng)(neng)光(guang)(guang)伏(fu)設(she)(she)施建(jian)(jian)(jian)(jian)設(she)(she),在項(xiang)(xiang)目立項(xiang)(xiang)條(tiao)件中(zhong)明確(que)新(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)應(ying)安裝太陽(yang)(yang)能(neng)(neng)系統。積(ji)極推(tui)進(jin)城鄉(xiang)熱網改造、熱電聯(lian)產供(gong)暖(nuan)、工業余熱供(gong)暖(nuan),因地(di)制(zhi)宜(yi)推(tui)行(xing)熱泵(beng)、生(sheng)物質能(neng)(neng)、地(di)熱能(neng)(neng)、太陽(yang)(yang)能(neng)(neng)等清潔供(gong)暖(nuan)。提升建(jian)(jian)(jian)(jian)筑(zhu)(zhu)終端電氣化(hua)水平,推(tui)動(dong)建(jian)(jian)(jian)(jian)設(she)(she)集光(guang)(guang)伏(fu)發電、儲能(neng)(neng)、直(zhi)流配電、柔性(xing)用電于一體(ti)(ti)的“光(guang)(guang)儲直(zhi)柔”建(jian)(jian)(jian)(jian)筑(zhu)(zhu)。到(dao)2025年,城鎮建(jian)(jian)(jian)(jian)筑(zhu)(zhu)可再(zai)生(sheng)能(neng)(neng)源替代率達到(dao)8%,新(xin)建(jian)(jian)(jian)(jian)公共機(ji)構(gou)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)、新(xin)建(jian)(jian)(jian)(jian)廠房(fang)屋頂光(guang)(guang)伏(fu)覆蓋率力(li)爭達到(dao)50%。

4.推進(jin)(jin)(jin)農(nong)(nong)(nong)(nong)村建設(she)(she)和(he)(he)低(di)碳(tan)用(yong)能(neng)(neng)(neng)(neng)轉型。因地(di)(di)制宜(yi)推進(jin)(jin)(jin)農(nong)(nong)(nong)(nong)房(fang)節能(neng)(neng)(neng)(neng)改造和(he)(he)綠色(se)農(nong)(nong)(nong)(nong)房(fang)建設(she)(she)。研究出(chu)臺(tai)農(nong)(nong)(nong)(nong)村地(di)(di)區清(qing)潔取暖補貼政策,引導(dao)農(nong)(nong)(nong)(nong)村地(di)(di)區優(you)先利用(yong)生物質、太陽能(neng)(neng)(neng)(neng)等清(qing)潔能(neng)(neng)(neng)(neng)源取暖,鼓勵建設(she)(she)規模化(hua)(hua)節能(neng)(neng)(neng)(neng)低(di)碳(tan)農(nong)(nong)(nong)(nong)業(ye)大棚。引導(dao)農(nong)(nong)(nong)(nong)村居(ju)民(min)使(shi)用(yong)節能(neng)(neng)(neng)(neng)低(di)碳(tan)環保灶具(ju)(ju)和(he)(he)產品,重(zhong)點推進(jin)(jin)(jin)農(nong)(nong)(nong)(nong)機、農(nong)(nong)(nong)(nong)具(ju)(ju)、農(nong)(nong)(nong)(nong)用(yong)車輛電(dian)(dian)氣化(hua)(hua)。統(tong)籌(chou)推進(jin)(jin)(jin)農(nong)(nong)(nong)(nong)村地(di)(di)區電(dian)(dian)力基礎設(she)(she)施建設(she)(she),提升農(nong)(nong)(nong)(nong)村建筑用(yong)能(neng)(neng)(neng)(neng)電(dian)(dian)氣化(hua)(hua)水平。

(四(si))加快交通運輸綠色(se)低碳轉型

優化交通運輸結(jie)構,積極推(tui)廣(guang)節能低碳型交通工具(ju),推(tui)動(dong)形成綠色低碳運輸方式,確保(bao)交通運輸領域碳排放增長保(bao)持在合(he)理區間。

1.優化(hua)交通運(yun)(yun)輸(shu)(shu)結構(gou)。發展多式(shi)聯運(yun)(yun)和(he)智能(neng)交通,強(qiang)化(hua)多種運(yun)(yun)輸(shu)(shu)方式(shi)有機融合。加快調整貨物(wu)(wu)運(yun)(yun)輸(shu)(shu)結構(gou),推(tui)進(jin)工礦企業、港口、物(wu)(wu)流園(yuan)區(qu)等鐵(tie)(tie)路專(zhuan)用線(xian)建設,提升鐵(tie)(tie)路、水路在大宗貨物(wu)(wu)中長距離運(yun)(yun)輸(shu)(shu)中的(de)(de)骨干作用,加快大宗貨物(wu)(wu)和(he)中長距離貨物(wu)(wu)運(yun)(yun)輸(shu)(shu)“公轉(zhuan)鐵(tie)(tie)”、“公轉(zhuan)水”,完(wan)成規劃管(guan)(guan)網(wang)建設和(he)老舊(jiu)管(guan)(guan)道增(zeng)(zeng)輸(shu)(shu)改造,實現全(quan)省主要煉油(you)(you)廠、儲氣站(zhan)、終端市(shi)場的(de)(de)高效(xiao)連通,推(tui)動油(you)(you)氣“公轉(zhuan)管(guan)(guan)”運(yun)(yun)輸(shu)(shu)。完(wan)善城(cheng)鄉物(wu)(wu)流配送體系建設,創新(xin)綠(lv)色(se)低(di)碳、集(ji)約高效(xiao)的(de)(de)配送模式(shi)。打造智能(neng)化(hua)高效(xiao)綠(lv)色(se)的(de)(de)公共(gong)交通服務體系,堅持(chi)(chi)公交優先發展,積極推(tui)進(jin)沈(shen)陽現代化(hua)都(dou)市(shi)圈建設公交都(dou)市(shi),加強(qiang)自(zi)行(xing)車(che)專(zhuan)用道和(he)行(xing)人(ren)步道等城(cheng)市(shi)慢行(xing)系統建設。“十四五”期(qi)間,集(ji)裝箱(xiang)(xiang)海鐵(tie)(tie)聯運(yun)(yun)年(nian)均增(zeng)(zeng)長10%以(yi)上。到2025年(nian),集(ji)裝箱(xiang)(xiang)海鐵(tie)(tie)聯運(yun)(yun)量(liang)占港口集(ji)裝箱(xiang)(xiang)吞吐量(liang)比例達到15%,繼續保持(chi)(chi)全(quan)國領先水平。到2030年(nian),城(cheng)區(qu)常住人(ren)口100萬以(yi)上的(de)(de)城(cheng)市(shi)綠(lv)色(se)出行(xing)比例不低(di)于70%。

2.推進運輸工具裝備低碳轉(zhuan)(zhuan)型。加快布局發(fa)展新(xin)能(neng)(neng)(neng)(neng)源(yuan)汽(qi)車(che)(che),重點發(fa)展純電(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)、插電(dian)式混合動(dong)(dong)(dong)力(含增(zeng)程式)、燃料電(dian)池汽(qi)車(che)(che)等(deng),積極(ji)支(zhi)持氫能(neng)(neng)(neng)(neng)在燃料電(dian)池汽(qi)車(che)(che)領域(yu)推廣(guang)應用,依法合規推動(dong)(dong)(dong)老(lao)舊(jiu)車(che)(che)輛注銷報廢。到(dao)2025年(nian),新(xin)增(zeng)城市(shi)公交、出租車(che)(che)新(xin)能(neng)(neng)(neng)(neng)源(yuan)或清潔能(neng)(neng)(neng)(neng)源(yuan)車(che)(che)輛比例(li)基本達(da)(da)到(dao)100%。提高(gao)鐵(tie)路(lu)(lu)電(dian)氣化(hua)率(lv),促(cu)進交通運輸“以電(dian)代油(you)”。協調推進鐵(tie)路(lu)(lu)“電(dian)氣化(hua)改(gai)造(zao)”,全面提升鐵(tie)路(lu)(lu)電(dian)氣化(hua)水(shui)平,加快推進溪田鐵(tie)路(lu)(lu)、沈丹線和遼溪線鐵(tie)路(lu)(lu)等(deng)實施“電(dian)氣化(hua)改(gai)造(zao)”。加快老(lao)舊(jiu)船(chuan)舶(bo)更新(xin)改(gai)造(zao),發(fa)展新(xin)能(neng)(neng)(neng)(neng)源(yuan)、液化(hua)天(tian)然氣動(dong)(dong)(dong)力船(chuan)舶(bo)。2030年(nian),當年(nian)新(xin)增(zeng)新(xin)能(neng)(neng)(neng)(neng)源(yuan)、清潔能(neng)(neng)(neng)(neng)源(yuan)動(dong)(dong)(dong)力的(de)交通工具比例(li)達(da)(da)到(dao)40%左右,營運交通工具單(dan)位換(huan)算(suan)(suan)周(zhou)轉(zhuan)(zhuan)量(liang)(liang)碳排放強度比2020年(nian)下(xia)降9.5%左右,鐵(tie)路(lu)(lu)單(dan)位換(huan)算(suan)(suan)周(zhou)轉(zhuan)(zhuan)量(liang)(liang)綜(zong)合能(neng)(neng)(neng)(neng)耗比2020年(nian)下(xia)降10%。陸路(lu)(lu)交通運輸石油(you)消費力爭2030年(nian)前達(da)(da)到(dao)峰(feng)值。

3.加(jia)快綠色交通(tong)基(ji)礎設(she)(she)(she)(she)(she)(she)施(shi)(shi)建設(she)(she)(she)(she)(she)(she)。將綠色低碳理念貫穿于交通(tong)基(ji)礎設(she)(she)(she)(she)(she)(she)施(shi)(shi)規劃、建設(she)(she)(she)(she)(she)(she)、運(yun)營和維(wei)護(hu)全過程(cheng),統籌(chou)利用(yong)綜(zong)(zong)合(he)運(yun)輸(shu)通(tong)道線(xian)位(wei)、土地、空域(yu)等(deng)資(zi)源(yuan),加(jia)大岸線(xian)、錨地等(deng)資(zi)源(yuan)整合(he)力度,提升利用(yong)效率(lv)。設(she)(she)(she)(she)(she)(she)區市要統籌(chou)安排城市功能和用(yong)地布局,科(ke)學制(zhi)定和實(shi)施(shi)(shi)城市綜(zong)(zong)合(he)交通(tong)體系(xi)(xi)規劃,加(jia)強(qiang)城市交通(tong)擁堵綜(zong)(zong)合(he)治理,合(he)理引導個體機動(dong)化(hua)(hua)出行(xing)。提升城市公共(gong)交通(tong)基(ji)礎設(she)(she)(she)(she)(she)(she)施(shi)(shi)水平,加(jia)快推(tui)進配套電(dian)(dian)(dian)網、加(jia)注(zhu)(氣)站、加(jia)氫站、充電(dian)(dian)(dian)樁(zhuang)等(deng)基(ji)礎設(she)(she)(she)(she)(she)(she)施(shi)(shi)建設(she)(she)(she)(she)(she)(she)。嚴格落(luo)實(shi)《港口和船舶(bo)岸電(dian)(dian)(dian)管理辦法》,加(jia)強(qiang)岸電(dian)(dian)(dian)使(shi)用(yong)監管,渤海灣省際客運(yun)實(shi)現常態化(hua)(hua)使(shi)用(yong)。支持沈陽桃仙(xian)國際機場(chang)(chang)(chang)、大連(lian)周水子國際機場(chang)(chang)(chang)等(deng)機場(chang)(chang)(chang)橋電(dian)(dian)(dian)系(xi)(xi)統用(yong)電(dian)(dian)(dian)接(jie)入。強(qiang)化(hua)(hua)交通(tong)基(ji)礎設(she)(she)(she)(she)(she)(she)施(shi)(shi)節能減碳科(ke)技(ji)研發和技(ji)術推(tui)廣,積極推(tui)動(dong)廢舊路面、瀝(li)青等(deng)材料再生利用(yong)。到(dao)2030年,民用(yong)運(yun)輸(shu)機場(chang)(chang)(chang)場(chang)(chang)(chang)內(nei)車輛(liang)裝(zhuang)備等(deng)力爭(zheng)全面實(shi)現電(dian)(dian)(dian)動(dong)化(hua)(hua)。

(五)推進節能(neng)降(jiang)碳提升能(neng)效

堅決落實節約優(you)先方針,全面提(ti)升節能管理水(shui)平,嚴(yan)格控制能耗(hao)強度,推(tui)動重(zhong)點領(ling)域能源高效利用。

1.全(quan)面提升節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)管(guan)理水(shui)平(ping)。嚴格落實國家能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗“雙控”制度,科學有(you)序(xu)推(tui)行用(yong)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)預算管(guan)理,強化固(gu)定資產投資項(xiang)(xiang)目(mu)(mu)(mu)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)審查,嚴控盲目(mu)(mu)(mu)新增(zeng)(zeng)高(gao)耗能(neng)(neng)(neng)(neng)(neng)(neng)(neng)、高(gao)排(pai)放(fang)、低水(shui)平(ping)項(xiang)(xiang)目(mu)(mu)(mu),新上項(xiang)(xiang)目(mu)(mu)(mu)必須符合(he)國家產業(ye)政策且能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效達到(dao)行業(ye)先進(jin)水(shui)平(ping)。修訂《遼(liao)寧(ning)省能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗限(xian)額(e)指導目(mu)(mu)(mu)錄(lu)》,適當提高(gao)重(zhong)(zhong)點行業(ye)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗限(xian)額(e)標準(zhun),實施(shi)項(xiang)(xiang)目(mu)(mu)(mu)用(yong)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)和(he)碳排(pai)放(fang)綜合(he)評價(jia)。貫徹落實節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)監(jian)察法律法規,加強節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)監(jian)察能(neng)(neng)(neng)(neng)(neng)(neng)(neng)力建設,健全(quan)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)監(jian)察體(ti)(ti)(ti)系(xi),建立跨部門聯動(dong)(dong)機制,增(zeng)(zeng)強節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)監(jian)察約束力。推(tui)動(dong)(dong)高(gao)耗能(neng)(neng)(neng)(neng)(neng)(neng)(neng)企(qi)業(ye)建立能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源管(guan)理中(zhong)心(xin),完(wan)善能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源計量管(guan)理體(ti)(ti)(ti)系(xi)和(he)重(zhong)(zhong)點用(yong)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)單位能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗在線(xian)監(jian)測系(xi)統,促(cu)(cu)進(jin)互(hu)聯網與節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)工(gong)作(zuo)深度融合(he),切實提高(gao)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)管(guan)理信息化水(shui)平(ping)。培育節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)低碳技術服務產業(ye),推(tui)動(dong)(dong)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源管(guan)理體(ti)(ti)(ti)系(xi)認證和(he)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)產品認證,通過市場(chang)機制鼓勵更多用(yong)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)企(qi)業(ye)自(zi)愿(yuan)接受節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)診斷等服務,鼓勵推(tui)廣(guang)合(he)同能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源管(guan)理等模式,利用(yong)社會資本(ben)參(can)與節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)改(gai)造和(he)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源管(guan)理,促(cu)(cu)進(jin)企(qi)業(ye)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)管(guan)理水(shui)平(ping)提升。

2.實(shi)施(shi)(shi)節能(neng)(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)重點工(gong)(gong)程。實(shi)施(shi)(shi)城市(shi)節能(neng)(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)工(gong)(gong)程,支(zhi)持(chi)(chi)(chi)沈(shen)陽(yang)現代化都(dou)市(shi)圈相關城市(shi)率先開展(zhan)建筑、交通、照明(ming)等基礎設施(shi)(shi)節能(neng)(neng)(neng)(neng)升級(ji)(ji)改(gai)造(zao)。實(shi)施(shi)(shi)園區(qu)(qu)節能(neng)(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)工(gong)(gong)程,支(zhi)持(chi)(chi)(chi)大(da)連(lian)經濟(ji)(ji)技(ji)術(shu)開發(fa)區(qu)(qu)、長興島經濟(ji)(ji)技(ji)術(shu)開發(fa)區(qu)(qu)、盤錦遼濱沿海經濟(ji)(ji)技(ji)術(shu)開發(fa)區(qu)(qu)等產業集聚度高(gao)的(de)園區(qu)(qu)進行能(neng)(neng)(neng)(neng)源系統優(you)化和梯(ti)級(ji)(ji)利用(yong),建設國際(ji)先進的(de)節能(neng)(neng)(neng)(neng)低碳(tan)(tan)(tan)園區(qu)(qu)。推動電力(li)、冶金、石化、建材等行業開展(zhan)節能(neng)(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)技(ji)術(shu)改(gai)造(zao)。實(shi)施(shi)(shi)重大(da)節能(neng)(neng)(neng)(neng)降(jiang)碳(tan)(tan)(tan)技(ji)術(shu)示范工(gong)(gong)程,支(zhi)持(chi)(chi)(chi)具備(bei)條件的(de)綠色低碳(tan)(tan)(tan)關鍵技(ji)術(shu)開展(zhan)產業化應用(yong)示范。

3.推(tui)(tui)進重(zhong)點(dian)用(yong)(yong)能(neng)(neng)設(she)(she)備(bei)(bei)節能(neng)(neng)增(zeng)效(xiao)(xiao)。建立(li)以能(neng)(neng)效(xiao)(xiao)為導向的激勵約束機制,以電機、風機、泵、壓(ya)縮機、變壓(ya)器、換(huan)熱器、工(gong)業鍋爐等設(she)(she)備(bei)(bei)為重(zhong)點(dian),對標(biao)國(guo)際國(guo)內(nei)先進能(neng)(neng)效(xiao)(xiao)水平,全面提(ti)升重(zhong)點(dian)用(yong)(yong)能(neng)(neng)設(she)(she)備(bei)(bei)能(neng)(neng)效(xiao)(xiao)標(biao)準。綜(zong)合運用(yong)(yong)市場、行政(zheng)、技術、價格等手(shou)段,依法依規(gui)推(tui)(tui)動低效(xiao)(xiao)落(luo)后(hou)產(chan)能(neng)(neng)有序(xu)退出,加(jia)速(su)設(she)(she)備(bei)(bei)更新迭代。加(jia)強(qiang)(qiang)重(zhong)點(dian)用(yong)(yong)能(neng)(neng)設(she)(she)備(bei)(bei)節能(neng)(neng)審查和日常監管,強(qiang)(qiang)化(hua)生產(chan)、經營、銷售、使用(yong)(yong)、報廢(fei)全鏈條管理,嚴厲打(da)擊違(wei)(wei)法違(wei)(wei)規(gui)行為,確保能(neng)(neng)效(xiao)(xiao)標(biao)準和節能(neng)(neng)要求全面落(luo)實。

4.加(jia)強(qiang)新(xin)型基(ji)礎設(she)施(shi)節能(neng)降碳。優(you)化5G等(deng)新(xin)型基(ji)礎設(she)施(shi)空間布局,加(jia)強(qiang)新(xin)一代數(shu)字基(ji)礎節能(neng)管理,嚴格執行數(shu)據中心、5G通(tong)信基(ji)站(zhan)等(deng)關鍵(jian)設(she)備(bei)和(he)系統國家強(qiang)制性(xing)能(neng)效(xiao)標準(zhun)。推動既有新(xin)型基(ji)礎設(she)施(shi)綠(lv)(lv)色節能(neng)改造(zao),積極推廣(guang)使(shi)用高效(xiao)制冷(leng)、先進通(tong)風、余(yu)熱利用、智能(neng)化用能(neng)控制等(deng)技術,加(jia)快淘汰落(luo)后(hou)和(he)國家明令禁止(zhi)使(shi)用的(de)(de)用能(neng)產品、設(she)備(bei)和(he)生產工藝(yi)。優(you)化新(xin)型基(ji)礎設(she)施(shi)用能(neng)結構,積極采用自然冷(leng)源(yuan)、直流供電(dian)、氫燃料電(dian)池備(bei)用電(dian)源(yuan)等(deng)技術。加(jia)強(qiang)新(xin)型基(ji)礎設(she)施(shi)用能(neng)管理,將(jiang)年綜合能(neng)耗超過1萬噸標準(zhun)煤(mei)的(de)(de)數(shu)據中心全部(bu)納入重點(dian)用能(neng)單位能(neng)耗在線(xian)監測系統,開展能(neng)源(yuan)計量審查(cha),為高質量建設(she)“數(shu)字遼(liao)寧”提供綠(lv)(lv)色支撐。

(六)推動循環經(jing)濟助(zhu)力(li)降碳

大力發(fa)展循環經濟(ji),科學配置、全面節約、循環利(li)用,著(zhu)力提高資(zi)源(yuan)利(li)用效率,充分(fen)發(fa)揮(hui)減少資(zi)源(yuan)消耗和(he)降(jiang)碳的協(xie)同作用。

1.推(tui)(tui)進園(yuan)(yuan)區(qu)(qu)(qu)循(xun)(xun)環(huan)(huan)化(hua)發展(zhan)。推(tui)(tui)動企(qi)業(ye)(ye)循(xun)(xun)環(huan)(huan)式(shi)(shi)生產(chan)、產(chan)業(ye)(ye)循(xun)(xun)環(huan)(huan)式(shi)(shi)組合(he),按照“一園(yuan)(yuan)一策”原(yuan)則,大力推(tui)(tui)進省級(ji)以(yi)上產(chan)業(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)循(xun)(xun)環(huan)(huan)化(hua)改造(zao),優化(hua)產(chan)業(ye)(ye)布(bu)局,延(yan)伸產(chan)業(ye)(ye)鏈(lian)條,促(cu)(cu)進基礎設(she)施共建共享。組織園(yuan)(yuan)區(qu)(qu)(qu)企(qi)業(ye)(ye)實(shi)施清潔生產(chan)改造(zao),促(cu)(cu)進廢物綜合(he)利(li)用(yong)、能(neng)量梯級(ji)利(li)用(yong)、水資(zi)源(yuan)循(xun)(xun)環(huan)(huan)使(shi)用(yong),推(tui)(tui)進工業(ye)(ye)余(yu)(yu)壓余(yu)(yu)熱、廢氣(qi)廢液廢渣的資(zi)源(yuan)化(hua)利(li)用(yong),積極推(tui)(tui)廣(guang)集中(zhong)供氣(qi)供熱。深入開展(zhan)園(yuan)(yuan)區(qu)(qu)(qu)環(huan)(huan)境污染第三方治理,推(tui)(tui)進本(ben)溪(xi)、阜新等地國家試點建設(she)。到2025年(nian),省級(ji)以(yi)上產(chan)業(ye)(ye)園(yuan)(yuan)區(qu)(qu)(qu)全部實(shi)施循(xun)(xun)環(huan)(huan)化(hua)改造(zao)。
