六、開(kai)展(zhan)執法監管攻(gong)堅行動

加(jia)強(qiang)聯合(he)(he)(he)(he)執法(fa)(fa)監管。按(an)照《寧夏回族自治區生(sheng)態(tai)(tai)環境聯合(he)(he)(he)(he)執法(fa)(fa)工(gong)作規程(試行(xing))》,持續改善區域(yu)(yu)環境聯合(he)(he)(he)(he)執法(fa)(fa)工(gong)作制度,實現環境執法(fa)(fa)聯動,形成有部(bu)(bu)署(shu)、有行(xing)動、有標準,共同配合(he)(he)(he)(he)的(de)環境監察執法(fa)(fa)局面。健全(quan)區域(yu)(yu)聯合(he)(he)(he)(he)執法(fa)(fa)信息共享平(ping)臺,實現區域(yu)(yu)監管數(shu)據互聯互通。在鍋爐爐窯綜(zong)合(he)(he)(he)(he)治理、煤炭質量、柴油(you)車(機(ji))、油(you)品質量、揚塵管控(kong)等領域(yu)(yu)開(kai)展(zhan)多部(bu)(bu)門聯合(he)(he)(he)(he)執法(fa)(fa),嚴厲打擊(ji)違法(fa)(fa)排污(wu)行(xing)為。加(jia)強(qiang)執法(fa)(fa)監測聯動,重(zhong)點查(cha)處無證(zheng)(zheng)排污(wu)或(huo)不(bu)按(an)證(zheng)(zheng)排污(wu)、旁路偷排、未(wei)安裝或(huo)不(bu)正常運行(xing)治污(wu)設(she)施、超(chao)標排放(fang)、弄虛作假等行(xing)為。督促(cu)相關問(wen)題整改到位,并舉一反三加(jia)強(qiang)監管;違法(fa)(fa)情節嚴重(zhong)的(de),依法(fa)(fa)嚴厲查(cha)處,典型案例(li)公開(kai)曝(pu)光。(自治區生(sheng)態(tai)(tai)環境廳(ting)、住房和城(cheng)鄉(xiang)建設(she)廳(ting)、公安廳(ting)、市場(chang)監督管理廳(ting)等按(an)職責(ze)分工(gong)負責(ze))

寧夏回族自(zi)治區臭氧污染防治攻堅行(xing)動實施(shi)方案

一、總體要求

(一)攻堅目標(biao)。到(dao)2025年(nian),細(xi)顆粒物(PM2.5)和臭氧(yang)協(xie)同控制取得積極成效,全區臭氧(yang)濃度穩中有降,全區地級城市空氣(qi)質量優良(liang)天數比率達到(dao)85.5%,揮發性(xing)有機物(VOCs)、氮氧(yang)化物排放總量削減比例完成國(guo)家(jia)要求任(ren)務。

(二)攻堅(jian)思(si)路。堅(jian)持協同減排(pai)、源(yuan)頭防控(kong),聚焦(jiao)(jiao)臭(chou)氧(yang)(yang)前體物(wu)(wu)VOCs和氮氧(yang)(yang)化(hua)(hua)(hua)(hua)物(wu)(wu),加快推進(jin)含(han)VOCs原(yuan)輔材料源(yuan)頭替代,實施(shi)清潔能源(yuan)替代,強(qiang)化(hua)(hua)(hua)(hua)石(shi)油煉(lian)制(zhi)、石(shi)油化(hua)(hua)(hua)(hua)工、焦(jiao)(jiao)化(hua)(hua)(hua)(hua)(含(han)半焦(jiao)(jiao))、現代煤化(hua)(hua)(hua)(hua)工、原(yuan)料藥制(zhi)造(zao)、農(nong)藥制(zhi)造(zao)、化(hua)(hua)(hua)(hua)學(xue)(xue)原(yuan)料和化(hua)(hua)(hua)(hua)學(xue)(xue)品制(zhi)造(zao)、工業涂裝、包裝印刷等重(zhong)點行業及油品儲(chu)運銷VOCs深度治理,加大(da)鍋爐、爐窯(yao)、移動源(yuan)氮氧(yang)(yang)化(hua)(hua)(hua)(hua)物(wu)(wu)減排(pai)力度。堅(jian)持突出(chu)重(zhong)點、分區(qu)施(shi)策,以5-9月為重(zhong)點時段,以銀川市(shi)、石(shi)嘴山市(shi)、吳(wu)忠(zhong)市(shi)和寧東基地為重(zhong)點區(qu)域,建立區(qu)域聯(lian)防聯(lian)控(kong)、齊抓共(gong)管(guan)(guan)的長效(xiao)機(ji)制(zhi)。堅(jian)持科學(xue)(xue)監管(guan)(guan)、提升能力,強(qiang)化(hua)(hua)(hua)(hua)臭(chou)氧(yang)(yang)污(wu)染防治科技支撐,完善臭(chou)氧(yang)(yang)和VOCs監測體系,提高治理設施(shi)運維管(guan)(guan)理水(shui)平,精準有效(xiao)開展臭(chou)氧(yang)(yang)污(wu)染防治監督幫扶,提升執法監管(guan)(guan)能力。

二、實(shi)施含VOCs原輔材料(liao)源頭替代行動(dong)

深入(ru)推進(jin)低(di)(di)VOCs含量(liang)原輔(fu)材料替(ti)代。對溶(rong)劑型涂(tu)(tu)料、油墨、膠(jiao)粘劑、清洗劑使(shi)(shi)(shi)用(yong)企業(ye)(ye)制(zhi)定(ding)低(di)(di)VOCs含量(liang)原輔(fu)材料替(ti)代計劃。汽車(che)(che)整車(che)(che)制(zhi)造(zao)底漆、中涂(tu)(tu)、色漆及(ji)室外構筑物防護和(he)(he)道路交通標志全部(bu)使(shi)(shi)(shi)用(yong);汽車(che)(che)零部(bu)件(jian)、工(gong)(gong)程(cheng)機械使(shi)(shi)(shi)用(yong)比例(li)(li)達到50%以(yi)上;木質家具制(zhi)造(zao)、鋼結構制(zhi)造(zao)使(shi)(shi)(shi)用(yong)比例(li)(li)達到30%以(yi)上。推廣使(shi)(shi)(shi)用(yong)水性(xing)、輻射(she)固化(hua)等(deng)(deng)低(di)(di)VOCs含量(liang)油墨,塑料軟(ruan)包裝印(yin)刷(shua)(shua)、印(yin)鐵制(zhi)罐、平(ping)板紙包裝印(yin)刷(shua)(shua)的使(shi)(shi)(shi)用(yong)比例(li)(li)分別達到30%、80%、90%以(yi)上。推廣使(shi)(shi)(shi)用(yong)水基(ji)、本體型等(deng)(deng)低(di)(di)VOCs含量(liang)膠(jiao)粘劑,塑料軟(ruan)包裝印(yin)刷(shua)(shua)使(shi)(shi)(shi)用(yong)比例(li)(li)達到75%,家具制(zhi)造(zao)全面使(shi)(shi)(shi)用(yong)水性(xing)膠(jiao)粘劑。在房屋建(jian)筑和(he)(he)市(shi)(shi)政工(gong)(gong)程(cheng)中,全面推廣使(shi)(shi)(shi)用(yong)低(di)(di)VOCs含量(liang)涂(tu)(tu)料和(he)(he)膠(jiao)粘劑。(自(zi)治(zhi)區生態環境廳、工(gong)(gong)業(ye)(ye)和(he)(he)信息(xi)化(hua)廳、市(shi)(shi)場監(jian)督(du)管理廳、住房和(he)(he)城鄉建(jian)設(she)廳等(deng)(deng)按職責(ze)分工(gong)(gong)負(fu)責(ze),地(di)方(fang)各級人(ren)民(min)政府、寧東基(ji)地(di)管委(wei)會負(fu)責(ze)落實(shi)。以(yi)下均需地(di)方(fang)各級人(ren)民(min)政府、寧東基(ji)地(di)管委(wei)會負(fu)責(ze)落實(shi),不再列出)

開展含(han)VOCs原輔材料(liao)達標情(qing)況聯合(he)(he)檢查(cha)。嚴格(ge)執(zhi)行(xing)涂料(liao)、油墨、膠粘劑、清洗(xi)劑VOCs含(han)量限值(zhi)標準,建立(li)多部門聯合(he)(he)執(zhi)法機制。加強對相關產(chan)品(pin)生(sheng)產(chan)、銷售、使(shi)用(yong)環(huan)節VOCs含(han)量限值(zhi)執(zhi)行(xing)情(qing)況的監督檢查(cha),臭氧高發季節加大檢測頻(pin)次(ci),曝光不(bu)合(he)(he)格(ge)產(chan)品(pin)并追溯其生(sheng)產(chan)、銷售、進(jin)口、使(shi)用(yong)企業(ye),依(yi)法追究(jiu)責任(ren)。(自治區市場監督管理(li)廳(ting)、生(sheng)態(tai)環(huan)境廳(ting)、住房和城鄉建設(she)廳(ting)等(deng)按職(zhi)責分工(gong)負責)

三(san)、實施VOCs污染綜合整治(zhi)行(xing)動

全(quan)面(mian)提升(sheng)VOCs綜(zong)合(he)治(zhi)(zhi)(zhi)理成效。按照(zhao)重(zhong)(zhong)點(dian)行(xing)業VOCs治(zhi)(zhi)(zhi)理任務(wu)對(dui)照(zhao)表,持(chi)續推(tui)(tui)進石油煉制(zhi)、石油化(hua)(hua)工(gong)、現(xian)代(dai)煤化(hua)(hua)工(gong)、原料(liao)(liao)藥制(zhi)造(zao)、農藥制(zhi)造(zao)、合(he)成纖維制(zhi)造(zao)、化(hua)(hua)學(xue)原料(liao)(liao)和化(hua)(hua)學(xue)品制(zhi)造(zao)、包裝印刷、紡織印染(ran)、家具制(zhi)造(zao)、涂料(liao)(liao)使用及油品儲運銷等(deng)(deng)(deng)重(zhong)(zhong)點(dian)行(xing)業VOCs“一企一策”綜(zong)合(he)治(zhi)(zhi)(zhi)理行(xing)動。全(quan)面(mian)梳理VOCs治(zhi)(zhi)(zhi)理設(she)(she)施(shi)臺賬,分(fen)析治(zhi)(zhi)(zhi)理技術、處理能力與(yu)VOCs廢氣排(pai)放(fang)特征、組分(fen)等(deng)(deng)(deng)匹(pi)配性,開展簡(jian)易(yi)低效VOCs治(zhi)(zhi)(zhi)理設(she)(she)施(shi)清理整治(zhi)(zhi)(zhi),尤其是對(dui)采用單一低溫等(deng)(deng)(deng)離子、光氧(yang)化(hua)(hua)、光催化(hua)(hua)以及非水溶性VOCs廢氣采用單一噴淋吸收等(deng)(deng)(deng)治(zhi)(zhi)(zhi)理技術且無(wu)法穩(wen)定(ding)達標(biao)的,加(jia)快推(tui)(tui)進升(sheng)級(ji)改造(zao),確(que)保(bao)達標(biao)排(pai)放(fang)。對(dui)于(yu)采用單一活性炭吸附(fu)工(gong)藝(yi)的應(ying)強化(hua)(hua)活性炭品質及更(geng)換頻次管理要求,避免二次污染(ran),全(quan)面(mian)提升(sheng)揮發性有(you)機物排(pai)放(fang)廢氣收集率、治(zhi)(zhi)(zhi)理設(she)(she)施(shi)同步運行(xing)率和治(zhi)(zhi)(zhi)理設(she)(she)施(shi)去除率,確(que)保(bao)在2023年底(di)前完(wan)成既定(ding)整治(zhi)(zhi)(zhi)目標(biao)。(自治(zhi)(zhi)(zhi)區生態(tai)環境廳牽頭負責(ze))

強化VOCs無組織(zhi)排(pai)放整治。對(dui)標(biao)《寧夏重(zhong)(zhong)點(dian)(dian)行(xing)業(ye)VOCs治理(li)任務對(dui)照表》,各地進(jin)一步排(pai)查含VOCs物料儲(chu)存、轉移和(he)輸送、設(she)備(bei)與管線組件(jian)、敞開(kai)液面以及(ji)工(gong)藝(yi)過程(cheng)等(deng)(deng)(deng)環節無組織(zhi)排(pai)放情(qing)況,對(dui)達不到相關標(biao)準(zhun)要求的開(kai)展整治。石化、現代煤化工(gong)、制(zhi)藥、農藥行(xing)業(ye)重(zhong)(zhong)點(dian)(dian)治理(li)儲(chu)罐配件(jian)失效、裝載(zai)和(he)污水(shui)(shui)(shui)處理(li)密(mi)(mi)閉(bi)(bi)收集(ji)效果差(cha)、裝置(zhi)區廢水(shui)(shui)(shui)預處理(li)池和(he)廢水(shui)(shui)(shui)儲(chu)罐廢氣(qi)未(wei)收集(ji)、LDAR不符合(he)標(biao)準(zhun)規范等(deng)(deng)(deng)問(wen)(wen)題;焦(jiao)化行(xing)業(ye)重(zhong)(zhong)點(dian)(dian)治理(li)酚(fen)氰廢水(shui)(shui)(shui)處理(li)未(wei)密(mi)(mi)閉(bi)(bi)、煤氣(qi)管線及(ji)焦(jiao)爐等(deng)(deng)(deng)裝置(zhi)泄漏等(deng)(deng)(deng)問(wen)(wen)題;碳素(su)、活(huo)性炭(tan)等(deng)(deng)(deng)行(xing)業(ye)重(zhong)(zhong)點(dian)(dian)治理(li)有機液體儲(chu)罐廢氣(qi)未(wei)有效收集(ji)、生(sheng)產工(gong)藝(yi)過程(cheng)的無組織(zhi)有機廢氣(qi)收集(ji)效率低(di)下甚至(zhi)無收集(ji)措施等(deng)(deng)(deng)問(wen)(wen)題;工(gong)業(ye)涂裝、包裝印刷等(deng)(deng)(deng)行(xing)業(ye)重(zhong)(zhong)點(dian)(dian)治理(li)集(ji)氣(qi)罩收集(ji)效果差(cha)、含VOCs原(yuan)輔(fu)材(cai)料和(he)廢料儲(chu)存環節無組織(zhi)排(pai)放等(deng)(deng)(deng)問(wen)(wen)題。無法實現低(di)VOCs原(yuan)輔(fu)材(cai)料替代的工(gong)序,宜在密(mi)(mi)閉(bi)(bi)設(she)備(bei)、密(mi)(mi)閉(bi)(bi)空(kong)間(jian)作業(ye)或安(an)裝二次(ci)密(mi)(mi)閉(bi)(bi)設(she)施。(自治區生(sheng)態環境廳牽頭負責(ze))

實施(shi)非正常(chang)工(gong)(gong)況廢(fei)(fei)氣排放(fang)有效(xiao)管(guan)控。石化、化工(gong)(gong)企業應(ying)提前向當(dang)地生態環境(jing)部(bu)門報(bao)告開(kai)停(ting)車、檢維修(xiu)計劃(hua);制定非正常(chang)工(gong)(gong)況VOCs管(guan)控規程,嚴格按規程操(cao)作。火炬、煤氣放(fang)散管(guan)須安裝引燃(ran)設施(shi),配套建設燃(ran)燒(shao)溫(wen)度監控、廢(fei)(fei)氣流量計、助燃(ran)氣體流量計等(deng),排放(fang)廢(fei)(fei)氣熱值(zhi)達(da)不到要(yao)求時(shi)應(ying)及時(shi)補(bu)充助燃(ran)氣體。引導石化、化工(gong)(gong)等(deng)行業企業合理(li)安排停(ting)檢修(xiu)計劃(hua),臭(chou)氧污染高發季節盡量不安排開(kai)停(ting)車、裝置停(ting)工(gong)(gong)檢修(xiu)、儲罐清洗和防腐防水防銹(xiu)涂裝作業等(deng)操(cao)作。(自治區(qu)生態環境(jing)廳牽頭負責)

因地(di)(di)制(zhi)宜開展涉VOCs產業(ye)集(ji)(ji)(ji)(ji)群(qun)治(zhi)理。全面(mian)排查使用溶(rong)(rong)(rong)劑(ji)型涂(tu)(tu)料(liao)、油墨、膠粘劑(ji)、清洗劑(ji)以(yi)及涉及有機(ji)化工(gong)生產的(de)(de)產業(ye)集(ji)(ji)(ji)(ji)群(qun),研究制(zhi)定治(zhi)理提升計劃(hua),統一治(zhi)理標準和時(shi)限。因地(di)(di)制(zhi)宜建(jian)設(she)涉VOCs“綠島(dao)”項(xiang)目。同一類別工(gong)業(ye)涂(tu)(tu)裝企業(ye)聚集(ji)(ji)(ji)(ji)的(de)(de)園區(qu)和集(ji)(ji)(ji)(ji)群(qun),推進(jin)建(jian)設(she)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)(zhong)涂(tu)(tu)裝中(zhong)(zhong)(zhong)(zhong)心;吸附(fu)劑(ji)使用量大的(de)(de)地(di)(di)區(qu),建(jian)設(she)吸附(fu)劑(ji)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)(zhong)再(zai)(zai)生中(zhong)(zhong)(zhong)(zhong)心,同步完善(shan)吸附(fu)劑(ji)規(gui)范采購、統一收集(ji)(ji)(ji)(ji)、集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)(zhong)再(zai)(zai)生的(de)(de)管理體系;同類型有機(ji)溶(rong)(rong)(rong)劑(ji)使用量較大的(de)(de)園區(qu)和集(ji)(ji)(ji)(ji)群(qun),建(jian)設(she)有機(ji)溶(rong)(rong)(rong)劑(ji)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)(zhong)回收中(zhong)(zhong)(zhong)(zhong)心。推進(jin)各地(di)(di)建(jian)設(she)鈑(ban)噴(pen)(pen)共享(xiang)中(zhong)(zhong)(zhong)(zhong)心,配套建(jian)設(she)適(shi)宜高(gao)效VOCs治(zhi)理設(she)施,鈑(ban)噴(pen)(pen)共享(xiang)中(zhong)(zhong)(zhong)(zhong)心輻射服務范圍內逐步取消使用溶(rong)(rong)(rong)劑(ji)型涂(tu)(tu)料(liao)的(de)(de)鈑(ban)噴(pen)(pen)車(che)間。(自治(zhi)區(qu)生態環境廳牽(qian)頭(tou),相關部門(men)參與)

四、實施氮氧化物污(wu)染治理提升(sheng)行動

實施低效脫(tuo)(tuo)硝設施排查整(zheng)(zheng)治。各地(di)對采用(yong)脫(tuo)(tuo)硫脫(tuo)(tuo)硝一體化(hua)、濕法(fa)脫(tuo)(tuo)硝、微(wei)生(sheng)物法(fa)脫(tuo)(tuo)硝等(deng)治理工(gong)藝(yi)的鍋爐(lu)和(he)爐(lu)窯(yao)進(jin)行排查抽測,督促不(bu)能穩定達標的整(zheng)(zheng)改,推動(dong)達標無望或治理難(nan)度大的改用(yong)電鍋爐(lu)或電爐(lu)窯(yao)。鼓勵采用(yong)低氮燃燒(shao)、選(xuan)擇性催化(hua)還原(SCR)、選(xuan)擇性非(fei)催化(hua)還原(SNCR)、活性焦等(deng)成熟技術。(自(zi)治區(qu)生(sheng)態環(huan)境廳牽頭,自(zi)治區(qu)工(gong)業和(he)信息(xi)化(hua)廳等(deng)參(can)與(yu))
