進一步加(jia)(jia)快工(gong)業(ye)(ye)領域綠色低(di)碳(tan)轉(zhuan)型和高質量發展(zhan),穩步提升制造業(ye)(ye)比(bi)(bi)(bi)重(zhong),筑牢實體經濟根基,打造先進制造業(ye)(ye)強市,確保工(gong)業(ye)(ye)增(zeng)加(jia)(jia)值(zhi)持續(xu)增(zeng)長(chang)的同(tong)時實現碳(tan)排放穩中有(you)降。到(dao)2025年(nian)(nian)(nian),單位工(gong)業(ye)(ye)增(zeng)加(jia)(jia)值(zhi)二氧(yang)化碳(tan)排放比(bi)(bi)(bi)2020年(nian)(nian)(nian)下降16%以上;到(dao)2030年(nian)(nian)(nian),單位工(gong)業(ye)(ye)增(zeng)加(jia)(jia)值(zhi)二氧(yang)化碳(tan)排放比(bi)(bi)(bi)2020年(nian)(nian)(nian)下降30%以上。
10.推(tui)動工業(ye)產業(ye)結構(gou)優化升級。優化(hua)產(chan)(chan)業(ye)(ye)(ye)(ye)空(kong)間布局(ju)(ju),做強做優做大先進制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)、戰(zhan)略性新(xin)(xin)(xin)(xin)興產(chan)(chan)業(ye)(ye)(ye)(ye)。推(tui)動工(gong)業(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)集(ji)聚集(ji)群集(ji)約(yue)發展(zhan),重(zhong)點打(da)造(zao)(zao)智能(neng)(neng)(neng)(neng)(neng)網(wang)聯與(yu)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)汽(qi)車、綠(lv)(lv)色(se)(se)石化(hua)和新(xin)(xin)(xin)(xin)材料(liao)、現代高(gao)(gao)端裝備、半導體(ti)和集(ji)成電(dian)路、生(sheng)物(wu)醫藥及高(gao)(gao)端醫療器(qi)械等產(chan)(chan)業(ye)(ye)(ye)(ye)集(ji)群。全面推(tui)進綠(lv)(lv)色(se)(se)制(zhi)造(zao)(zao),大力(li)推(tui)行(xing)清潔生(sheng)產(chan)(chan)。推(tui)動汽(qi)車、電(dian)子、石化(hua)等傳統優勢產(chan)(chan)業(ye)(ye)(ye)(ye)智能(neng)(neng)(neng)(neng)(neng)化(hua)、高(gao)(gao)端化(hua)、綠(lv)(lv)色(se)(se)化(hua)發展(zhan),向智能(neng)(neng)(neng)(neng)(neng)網(wang)聯與(yu)新(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)汽(qi)車、新(xin)(xin)(xin)(xin)一代信息技(ji)(ji)術、新(xin)(xin)(xin)(xin)材料(liao)與(yu)精(jing)細化(hua)工(gong)等戰(zhan)略性新(xin)(xin)(xin)(xin)興產(chan)(chan)業(ye)(ye)(ye)(ye)、高(gao)(gao)技(ji)(ji)術制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)迭代升級。依托黃(huang)埔氫(qing)能(neng)(neng)(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)(xin)(xin)核(he)心區(qu)、南(nan)沙(sha)氫(qing)能(neng)(neng)(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)(ye)(ye)樞紐(niu)、從化(hua)氫(qing)能(neng)(neng)(neng)(neng)(neng)產(chan)(chan)業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)(xin)(xin)示范(fan)園區(qu)、白云燃料(liao)電(dian)池(chi)環衛專用車生(sheng)產(chan)(chan)基地等平臺(tai),布局(ju)(ju)一批有特色(se)(se)的電(dian)氫(qing)融(rong)合示范(fan)項目(mu),著力(li)構(gou)建氫(qing)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)全產(chan)(chan)業(ye)(ye)(ye)(ye)鏈集(ji)群,打(da)造(zao)(zao)南(nan)方氫(qing)能(neng)(neng)(neng)(neng)(neng)樞紐(niu)。積極推(tui)進太陽能(neng)(neng)(neng)(neng)(neng)、核(he)能(neng)(neng)(neng)(neng)(neng)、儲(chu)能(neng)(neng)(neng)(neng)(neng)、智能(neng)(neng)(neng)(neng)(neng)電(dian)網(wang)、節能(neng)(neng)(neng)(neng)(neng)環保等裝備產(chan)(chan)業(ye)(ye)(ye)(ye)發展(zhan)。到2025年,高(gao)(gao)技(ji)(ji)術制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)增(zeng)加(jia)(jia)值、先進制(zhi)造(zao)(zao)業(ye)(ye)(ye)(ye)增(zeng)加(jia)(jia)值占規模(mo)以上(shang)工(gong)業(ye)(ye)(ye)(ye)增(zeng)加(jia)(jia)值比(bi)重(zhong)分別達到18%和65%;到2030年,分別達到20%以上(shang)和70%以上(shang)。
11.推(tui)進(jin)工業(ye)領域新電氣化工程。大(da)力(li)推(tui)(tui)進(jin)電(dian)(dian)(dian)氣化(hua)關(guan)鍵技(ji)術(shu)裝備(bei)攻關(guan),重(zhong)點推(tui)(tui)動(dong)(dong)高(gao)效節能(neng)(neng)輸配電(dian)(dian)(dian)設備(bei)、變頻調速(su)電(dian)(dian)(dian)機等裝備(bei)制造,積極(ji)推(tui)(tui)廣(guang)應用自動(dong)(dong)控制系統及新型用電(dian)(dian)(dian)技(ji)術(shu),提高(gao)工(gong)業領域電(dian)(dian)(dian)氣化(hua)水(shui)平(ping)。健全終端電(dian)(dian)(dian)氣化(hua)技(ji)術(shu)標準和行業準入(ru)機制,依法加強產品質(zhi)量監管,提高(gao)產品質(zhi)量水(shui)平(ping)。支持(chi)電(dian)(dian)(dian)能(neng)(neng)替代(dai)技(ji)術(shu)研發,實施電(dian)(dian)(dian)能(neng)(neng)替代(dai)項目,大(da)力(li)推(tui)(tui)動(dong)(dong)電(dian)(dian)(dian)氣化(hua)改造,在(zai)條(tiao)件成(cheng)熟的區(qu)域建設電(dian)(dian)(dian)氣化(hua)示(shi)范區(qu),構建以電(dian)(dian)(dian)為中(zhong)心的終端能(neng)(neng)源(yuan)消費格(ge)局。
12.加快制造業數字化轉型(xing)。推動工業互(hu)聯網、云計(ji)算、大(da)數(shu)據(ju)、人工智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)、5G等新一(yi)代信(xin)息技術與制(zhi)(zhi)(zhi)造業深度融合,圍繞產(chan)業鏈關鍵環節,構建(jian)面向生產(chan)全過程(cheng)、全業務(wu)鏈的智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)制(zhi)(zhi)(zhi)造協同創新體系,加快制(zhi)(zhi)(zhi)造業數(shu)字化(hua)轉型(xing),實(shi)(shi)現智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)化(hua)變革。大(da)力推動智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)制(zhi)(zhi)(zhi)造裝(zhuang)備與智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)制(zhi)(zhi)(zhi)造工業軟件研(yan)發應(ying)(ying)用,提升(sheng)國產(chan)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)技術及產(chan)品的質量,培育智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)制(zhi)(zhi)(zhi)造系統解決方案(an)供應(ying)(ying)商。開展(zhan)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)制(zhi)(zhi)(zhi)造新模(mo)式(shi)推廣示范,大(da)力實(shi)(shi)施(shi)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)化(hua)改(gai)造。推進智(zhi)(zhi)(zhi)(zhi)(zhi)慧(hui)園區、智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)工廠和(he)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)車間建(jian)設(she),提升(sheng)資(zi)源配置(zhi)、工藝優化(hua)和(he)過程(cheng)控制(zhi)(zhi)(zhi)等的智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)化(hua)水平。推動建(jian)設(she)企業碳排(pai)放(fang)監(jian)測大(da)數(shu)據(ju)平臺,匯聚(ju)和(he)分析碳排(pai)放(fang)數(shu)據(ju),提升(sheng)碳排(pai)放(fang)管理信(xin)息化(hua)水平。
13.加(jia)強高(gao)耗能高(gao)排放低水平項目管控(kong)。全(quan)面(mian)梳(shu)理(li)擬建(jian)(jian)(jian)、在建(jian)(jian)(jian)、存量高(gao)耗能高(gao)排(pai)放(fang)項目(mu)(mu)清單,實行(xing)臺賬式管理(li)。嚴格高(gao)耗能高(gao)排(pai)放(fang)低(di)水平(ping)(ping)項目(mu)(mu)的節能審查和環(huan)(huan)評審批,全(quan)市(shi)禁止(zhi)新建(jian)(jian)(jian)、擴建(jian)(jian)(jian)水泥、平(ping)(ping)板玻璃、化(hua)學(xue)制漿、生皮(pi)制革以及國家規劃外的鋼(gang)鐵、原油加工等項目(mu)(mu)。動(dong)態監(jian)測(ce)高(gao)耗能高(gao)排(pai)放(fang)項目(mu)(mu)報批、用能、產能、環(huan)(huan)境(jing)影響等情況,強化(hua)事(shi)中(zhong)事(shi)后監(jian)管,實行(xing)閉環(huan)(huan)管理(li)。科學(xue)評估擬建(jian)(jian)(jian)項目(mu)(mu),加強在建(jian)(jian)(jian)項目(mu)(mu)檢查督(du)導,推(tui)進存量項目(mu)(mu)能效(xiao)提升,建(jian)(jian)(jian)立常(chang)態化(hua)監(jian)管機制。積極推(tui)動(dong)石(shi)(shi)化(hua)化(hua)工、鋼(gang)鐵、水泥等行(xing)業采(cai)用先進工藝和技術進行(xing)節能改造,加快綠色低(di)碳轉型,推(tui)動(dong)石(shi)(shi)化(hua)等行(xing)業盡早(zao)達峰。
(四)城鄉建設(she)綠色高質(zhi)量發展行(xing)動。
城鄉建(jian)設領域(yu)是全(quan)市碳(tan)排放(fang)重點領域(yu)之(zhi)一,必須(xu)加(jia)快推進城鄉建(jian)設綠色低碳(tan)發展,全(quan)方位落實綠色低碳(tan)要求。
14.推動城(cheng)鄉(xiang)建設綠色(se)轉(zhuan)型。優(you)化(hua)(hua)國(guo)土(tu)(tu)(tu)空(kong)(kong)間(jian)格局(ju),倡導綠色低碳(tan)規(gui)(gui)(gui)劃設(she)計理(li)(li)念,科學配置國(guo)土(tu)(tu)(tu)空(kong)(kong)間(jian)資源,推(tui)動(dong)多中心、組團式發(fa)(fa)展,構建(jian)(jian)適應廣州(zhou)發(fa)(fa)展的美(mei)麗國(guo)土(tu)(tu)(tu)空(kong)(kong)間(jian)格局(ju)。探(tan)索(suo)建(jian)(jian)立(li)土(tu)(tu)(tu)地(di)與能源一體化(hua)(hua)規(gui)(gui)(gui)劃選址與布局(ju)制度(du)。嚴格控制新增建(jian)(jian)設(she)用地(di)規(gui)(gui)(gui)模,推(tui)進存量用地(di)盤(pan)活利用,在(zai)規(gui)(gui)(gui)劃前(qian)端落實綠色建(jian)(jian)筑(zhu)(zhu)(zhu)和(he)裝配式建(jian)(jian)筑(zhu)(zhu)(zhu)要求。高標(biao)準高質量推(tui)進海綿城市(shi)建(jian)(jian)設(she),增強(qiang)廣州(zhou)城市(shi)韌性。堅持保(bao)老(lao)城和(he)建(jian)(jian)新城相得益彰,科學有(you)序推(tui)進城市(shi)更(geng)新工作,強(qiang)化(hua)(hua)事(shi)中事(shi)后(hou)監管,加強(qiang)城市(shi)精(jing)細化(hua)(hua)品質化(hua)(hua)管理(li)(li)。制定(ding)建(jian)(jian)筑(zhu)(zhu)(zhu)拆除(chu)管理(li)(li)辦法,杜絕大拆大建(jian)(jian)、破壞歷史(shi)文化(hua)(hua)風貌及過度(du)房地(di)產化(hua)(hua)開發(fa)(fa)建(jian)(jian)設(she)。
15.提升新建建筑節能水平。研究編制(zhi)低碳目標(biao)(biao)下我市民用(yong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)節能(neng)(neng)設(she)(she)(she)計(ji)指南或導則(ze),加快新(xin)(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)能(neng)(neng)效提升進程。落實綠(lv)(lv)色(se)低碳設(she)(she)(she)計(ji)理念,制(zhi)定廣州市綠(lv)(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)專項規(gui)劃,持續推進綠(lv)(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)高質量發(fa)展(zhan),城(cheng)鎮新(xin)(xin)建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)全部執行綠(lv)(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)標(biao)(biao)準,引導新(xin)(xin)建(jian)(jian)(jian)(jian)農房參照綠(lv)(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)標(biao)(biao)準進行設(she)(she)(she)計(ji)。大力推廣超(chao)低能(neng)(neng)耗、近零(ling)能(neng)(neng)耗建(jian)(jian)(jian)(jian)筑(zhu)(zhu),發(fa)展(zhan)零(ling)碳建(jian)(jian)(jian)(jian)筑(zhu)(zhu)。到2025年,新(xin)(xin)建(jian)(jian)(jian)(jian)民用(yong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)全面執行綠(lv)(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)標(biao)(biao)準。到2030年,新(xin)(xin)建(jian)(jian)(jian)(jian)民用(yong)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)全面按照綠(lv)(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)一星級及(ji)以上標(biao)(biao)準建(jian)(jian)(jian)(jian)設(she)(she)(she),實現超(chao)低能(neng)(neng)耗建(jian)(jian)(jian)(jian)筑(zhu)(zhu)規(gui)模化發(fa)展(zhan)。
16.推行綠色建造方(fang)式。開展建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)施(shi)(shi)工(gong)節能降(jiang)碳技術研(yan)究,推(tui)廣綠(lv)色施(shi)(shi)工(gong)管理。加大裝(zhuang)(zhuang)配式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)等綠(lv)色建(jian)(jian)(jian)(jian)(jian)造方式的(de)(de)推(tui)廣力度,推(tui)廣鋼(gang)結構建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。提升綠(lv)色建(jian)(jian)(jian)(jian)(jian)材(cai)(cai)、可再(zai)循環材(cai)(cai)料(liao)和(he)可再(zai)利(li)用(yong)材(cai)(cai)料(liao)在房(fang)屋建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和(he)市政基礎設施(shi)(shi)中的(de)(de)應用(yong)比(bi)例,降(jiang)低(di)(di)(di)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)材(cai)(cai)料(liao)消耗(hao)。建(jian)(jian)(jian)(jian)(jian)立施(shi)(shi)工(gong)能耗(hao)和(he)碳排放(fang)統計制度,研(yan)究建(jian)(jian)(jian)(jian)(jian)立建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)施(shi)(shi)工(gong)能耗(hao)限額管理制度。到(dao)2025年(nian),實(shi)(shi)現(xian)裝(zhuang)(zhuang)配式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)面(mian)(mian)積占新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)的(de)(de)面(mian)(mian)積比(bi)例不低(di)(di)(di)于(yu)50%;到(dao)2030年(nian),實(shi)(shi)現(xian)裝(zhuang)(zhuang)配式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)面(mian)(mian)積占新(xin)(xin)建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)的(de)(de)面(mian)(mian)積比(bi)例不低(di)(di)(di)于(yu)70%,星級綠(lv)色建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全面(mian)(mian)推(tui)廣綠(lv)色建(jian)(jian)(jian)(jian)(jian)材(cai)(cai),施(shi)(shi)工(gong)現(xian)場建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)材(cai)(cai)料(liao)損耗(hao)率比(bi)2020年(nian)降(jiang)低(di)(di)(di)20%以上。
17.強化建(jian)筑低碳(tan)運營管理。建(jian)(jian)立城(cheng)市建(jian)(jian)筑(zhu)(zhu)用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)數據共(gong)享機(ji)制(zhi),提(ti)(ti)升建(jian)(jian)筑(zhu)(zhu)能(neng)(neng)(neng)(neng)耗(hao)監測能(neng)(neng)(neng)(neng)力。以越(yue)秀(xiu)等區為重(zhong)點,對年(nian)(nian)用(yong)(yong)(yong)電(dian)量(liang)500萬千(qian)瓦時(shi)(含)以上的(de)大型公(gong)共(gong)建(jian)(jian)筑(zhu)(zhu)逐步實行能(neng)(neng)(neng)(neng)耗(hao)限額管(guan)理(li)。對能(neng)(neng)(neng)(neng)效水(shui)平較低(di)(di)的(de)公(gong)共(gong)建(jian)(jian)筑(zhu)(zhu)鼓勵以合(he)(he)同能(neng)(neng)(neng)(neng)源管(guan)理(li)等市場化模式開展節能(neng)(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)。提(ti)(ti)升社區物業節能(neng)(neng)(neng)(neng)管(guan)理(li)水(shui)平,倡導居民合(he)(he)理(li)用(yong)(yong)(yong)電(dian)、節約用(yong)(yong)(yong)電(dian),結合(he)(he)城(cheng)市更(geng)新和老舊小(xiao)區改(gai)(gai)(gai)造(zao)(zao),推動既有居住建(jian)(jian)筑(zhu)(zhu)綠(lv)色化改(gai)(gai)(gai)造(zao)(zao)。到2030年(nian)(nian),大型公(gong)共(gong)建(jian)(jian)筑(zhu)(zhu)制(zhi)冷能(neng)(neng)(neng)(neng)效比2020年(nian)(nian)提(ti)(ti)升20%,公(gong)共(gong)機(ji)構單(dan)位建(jian)(jian)筑(zhu)(zhu)面(mian)積(ji)能(neng)(neng)(neng)(neng)耗(hao)和人均綜合(he)(he)能(neng)(neng)(neng)(neng)耗(hao)分別(bie)比2020年(nian)(nian)降低(di)(di)8%左右,累計新增(zeng)建(jian)(jian)筑(zhu)(zhu)節能(neng)(neng)(neng)(neng)改(gai)(gai)(gai)造(zao)(zao)面(mian)積(ji)超(chao)過(guo)1000萬平方米。
18.優化建筑終(zhong)端(duan)用能結構(gou)。提升電(dian)力(li)在(zai)建(jian)(jian)筑(zhu)能源消(xiao)費結構中的占比,逐步(bu)減(jian)少液化石(shi)油氣(qi)、天然(ran)氣(qi)等化石(shi)燃料在(zai)餐飲業、家庭炊事、生活熱(re)(re)水等領(ling)域(yu)的使用。積(ji)極推進光(guang)伏建(jian)(jian)筑(zhu)一(yi)體化建(jian)(jian)設(she),鼓勵使用太陽能熱(re)(re)水、空氣(qi)源熱(re)(re)泵等技術,探(tan)索地(di)熱(re)(re)能的開發(fa)和利用。到2025年(nian),新建(jian)(jian)公共(gong)機構建(jian)(jian)筑(zhu)、新建(jian)(jian)廠房屋頂(ding)光(guang)伏覆(fu)蓋率力(li)爭達(da)到50%;到2030年(nian),民用建(jian)(jian)筑(zhu)能源消(xiao)費中電(dian)力(li)消(xiao)耗占比達(da)到85%以上。
(五)交(jiao)通運(yun)輸(shu)綠色低碳(tan)發展行動。
交通(tong)運輸是全市(shi)碳(tan)(tan)排放(fang)主要(yao)(yao)領域(yu)(yu)之一,要(yao)(yao)加快建(jian)立綠色低碳(tan)(tan)運輸體系(xi),推(tui)動綜合交通(tong)樞紐功(gong)能持(chi)續(xu)增強,確保交通(tong)運輸領域(yu)(yu)碳(tan)(tan)排放(fang)增長保持(chi)在合理區間(jian)。
19.進(jin)一步(bu)優化交通運輸結(jie)構。大力發展多(duo)式(shi)聯(lian)運(yun)(yun),以(yi)海(hai)(hai)鐵(tie)(tie)聯(lian)運(yun)(yun)、江海(hai)(hai)聯(lian)運(yun)(yun)等(deng)為重點,推動實(shi)現鐵(tie)(tie)水(shui)(shui)、公(gong)水(shui)(shui)、空鐵(tie)(tie)多(duo)式(shi)聯(lian)運(yun)(yun)“一單制”和“一箱(xiang)到(dao)底(di)”。加快大宗貨物(wu)和中(zhong)長距離貨物(wu)運(yun)(yun)輸(shu)“公(gong)轉(zhuan)鐵(tie)(tie)”“公(gong)轉(zhuan)水(shui)(shui)”。引導(dao)航空企業加強智(zhi)慧運(yun)(yun)行(xing),優化(hua)航線布局,合理配置機(ji)型,推進系(xi)(xi)統化(hua)節能(neng)(neng)降碳。建設以(yi)高速(su)鐵(tie)(tie)路(lu)、城(cheng)際鐵(tie)(tie)路(lu)為主體(ti)的(de)大容量快速(su)低(di)碳客運(yun)(yun)服(fu)務體(ti)系(xi)(xi)。加快物(wu)流配送(song)綠(lv)色發展,推進集約高效、綠(lv)色智(zhi)能(neng)(neng)的(de)城(cheng)市(shi)物(wu)流配送(song)服(fu)務模式(shi)創(chuang)新(xin)。打造高效便捷舒適的(de)公(gong)共交通服(fu)務體(ti)系(xi)(xi),強化(hua)常規公(gong)交與軌道交通的(de)無縫銜接。“十四五”期間,廣州港集裝(zhuang)箱(xiang)海(hai)(hai)鐵(tie)(tie)聯(lian)運(yun)(yun)量年均增長22%以(yi)上。到(dao)2025年,中(zhong)心城(cheng)區(qu)軌道交通站點800米半徑服(fu)務覆蓋(gai)率達65%以(yi)上,中(zhong)心城(cheng)區(qu)綠(lv)色出行(xing)比例(li)不低(di)于80%。
20.推動交通運輸裝備低碳(tan)化(hua)。積極推(tui)(tui)(tui)動(dong)(dong)電(dian)(dian)(dian)(dian)(dian)力(li)(li)、氫(qing)(qing)(qing)能(neng)、天然氣(qi)、先進生(sheng)物液體燃(ran)料等新(xin)(xin)(xin)能(neng)源(yuan)、清潔(jie)(jie)(jie)能(neng)源(yuan)在(zai)交通(tong)運(yun)輸(shu)領(ling)域應(ying)用(yong)(yong)。大力(li)(li)發(fa)展(zhan)新(xin)(xin)(xin)能(neng)源(yuan)汽車(che),加快公務車(che)、出(chu)租車(che)、物流(liu)配(pei)送車(che)、環衛車(che)等城市公共服務車(che)輛的電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)化替(ti)代,積極推(tui)(tui)(tui)動(dong)(dong)氫(qing)(qing)(qing)燃(ran)料電(dian)(dian)(dian)(dian)(dian)池商(shang)用(yong)(yong)車(che)的示范運(yun)營,推(tui)(tui)(tui)廣電(dian)(dian)(dian)(dian)(dian)力(li)(li)、氫(qing)(qing)(qing)燃(ran)料、液化天然氣(qi)動(dong)(dong)力(li)(li)重型貨運(yun)車(che)輛,加快新(xin)(xin)(xin)能(neng)源(yuan)建(jian)筑廢棄物運(yun)輸(shu)車(che)輛推(tui)(tui)(tui)廣工(gong)作。加大補貼力(li)(li)度,加快老舊機動(dong)(dong)車(che)淘汰,基本淘汰國三及以下(xia)排放(fang)標(biao)準車(che)輛。加快生(sheng)物燃(ran)料技術攻關,促進航空運(yun)輸(shu)燃(ran)油清潔(jie)(jie)(jie)化。加快老舊船(chuan)舶更(geng)新(xin)(xin)(xin)改造,發(fa)展(zhan)電(dian)(dian)(dian)(dian)(dian)動(dong)(dong)、液化天然氣(qi)動(dong)(dong)力(li)(li)船(chuan)舶,推(tui)(tui)(tui)動(dong)(dong)碼頭岸電(dian)(dian)(dian)(dian)(dian)設施(shi)應(ying)建(jian)全建(jian),促進船(chuan)舶靠港(gang)使(shi)用(yong)(yong)岸電(dian)(dian)(dian)(dian)(dian)常(chang)態(tai)化,鼓勵更(geng)新(xin)(xin)(xin)替(ti)代的港(gang)作車(che)輛、港(gang)作機械使(shi)用(yong)(yong)新(xin)(xin)(xin)能(neng)源(yuan)與清潔(jie)(jie)(jie)能(neng)源(yuan)。提(ti)升鐵路系統電(dian)(dian)(dian)(dian)(dian)氣(qi)化水(shui)平(ping)。到2025年(nian),新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)新(xin)(xin)(xin)車(che)銷(xiao)售(shou)量(liang)(liang)達到汽車(che)新(xin)(xin)(xin)車(che)銷(xiao)售(shou)總量(liang)(liang)的50%以上;到2030年(nian),當年(nian)新(xin)(xin)(xin)增新(xin)(xin)(xin)能(neng)源(yuan)、清潔(jie)(jie)(jie)能(neng)源(yuan)動(dong)(dong)力(li)(li)的交通(tong)工(gong)具比(bi)例達40%左右,營運(yun)交通(tong)工(gong)具單位換算周轉量(liang)(liang)碳排放(fang)強(qiang)度比(bi)2020年(nian)下(xia)降10%。
21.加強綠色交通(tong)基礎設施建設。開展交通(tong)基礎設施(shi)綠色化提升改造,推(tui)進節(jie)能低(di)碳交通(tong)樞(shu)紐(niu)站場(chang)建(jian)設。推(tui)動鐵路(lu)(lu)(lu)、公(gong)(gong)路(lu)(lu)(lu)和(he)市政(zheng)道(dao)路(lu)(lu)(lu)統籌集約利用線位(wei)、橋位(wei)等交通(tong)通(tong)道(dao)資(zi)源(yuan),推(tui)進珠江(jiang)口區域航道(dao)、錨地資(zi)源(yuan)的共享共用。加快布局公(gong)(gong)共充換電網絡,積極(ji)建(jian)設城際充電網絡和(he)高速公(gong)(gong)路(lu)(lu)(lu)服務區快充站配套設施(shi),有(you)序推(tui)進充電樁、配套電網、加注(氣)站、加氫站等基礎設施(shi)建(jian)設。推(tui)廣交通(tong)慢行(xing)區,完善(shan)自行(xing)車網絡和(he)停放設施(shi)。到(dao)2030年,廣州白(bai)云國際機場(chang)等民(min)用運輸(shu)機場(chang)場(chang)內(nei)車輛裝備等全面實(shi)現電動化,高速公(gong)(gong)路(lu)(lu)(lu)服務區充電設施(shi)實(shi)現100%覆蓋。
(六)綠色低碳科(ke)技創新行(xing)動。
堅持創(chuang)(chuang)新(xin)第一(yi)動力,進一(yi)步完善綠(lv)色低碳科(ke)技(ji)創(chuang)(chuang)新(xin)體制機制,持續提升創(chuang)(chuang)新(xin)能力,優化科(ke)技(ji)創(chuang)(chuang)新(xin)生態圈,加(jia)大低碳技(ji)術研(yan)發(fa)和(he)推(tui)廣力度(du),充分發(fa)揮科(ke)技(ji)創(chuang)(chuang)新(xin)支撐引領作(zuo)用(yong)。
