成都市(shi)人民政府辦(ban)公(gong)廳關于成都市(shi)促進新能源汽(qi)車產業(ye)發展的實施意(yi)見

為認(ren)真(zhen)貫徹落實《國(guo)務院辦公廳關(guan)于印(yin)發(fa)(fa)新能源汽(qi)車(che)產業發(fa)(fa)展(zhan)(zhan)規劃(2021—2035年)的(de)通知(zhi)》(國(guo)辦發(fa)(fa)〔2020〕39號(hao))和《四(si)(si)川(chuan)省(sheng)(sheng)人民政(zheng)府關(guan)于印(yin)發(fa)(fa)四(si)(si)川(chuan)省(sheng)(sheng)支持新能源與智(zhi)能汽(qi)車(che)產業發(fa)(fa)展(zhan)(zhan)若干政(zheng)策(ce)措施(shi)的(de)通知(zhi)》(川(chuan)府發(fa)(fa)〔2020〕16號(hao)),促進我市(shi)新能源汽(qi)車(che)產業發(fa)(fa)展(zhan)(zhan),經市(shi)政(zheng)府同意,制定(ding)本意見(jian)。
一(yi)、總體要求(qiu)
(一)基(ji)本思路。以習近平(ping)新時代中國特色社會主義(yi)思想為(wei)指(zhi)導,立足新發(fa)展階段(duan),完(wan)整、準確、全面貫徹新發(fa)展理念(nian),搶抓成渝地(di)區(qu)(qu)雙(shuang)城(cheng)經濟圈建(jian)設等重大機遇,以建(jian)設踐(jian)行(xing)新發(fa)展理念(nian)的公(gong)園城(cheng)市(shi)示范(fan)區(qu)(qu)為(wei)統領,以“三個(ge)做(zuo)優(you)做(zuo)強”、“四大結(jie)構”優(you)化調整為(wei)引領,堅持發(fa)揮政(zheng)府作用(yong)與(yu)激發(fa)市(shi)場活力相(xiang)結(jie)合、需求側牽引與(yu)供給側改革相(xiang)結(jie)合、激活存量(liang)(liang)與(yu)做(zuo)優(you)增量(liang)(liang)相(xiang)結(jie)合,聚焦(jiao)創新研發(fa)、生產(chan)制造、銷售使(shi)用(yong)、配套服務、老舊車(che)(che)退出(chu)等重點環節,按(an)照“公(gong)用(yong)先行(xing)、商用(yong)跟進、民用(yong)響應(ying)”原則,認真落實《“電(dian)動四川”行(xing)動計(ji)劃(2022-2025年)》,深入實施(shi)產(chan)業建(jian)圈強鏈行(xing)動,促進汽車(che)(che)產(chan)業轉型升級和高(gao)質量(liang)(liang)發(fa)展,建(jian)設公(gong)共領域車(che)(che)輛全面電(dian)動化先行(xing)區(qu)(qu)試點城(cheng)市(shi),加快打造全國重要的新能源(yuan)汽車(che)(che)研發(fa)制造基地(di)。
(二)主要目標。到(dao)(dao)2025年(nian),我市新能(neng)(neng)源汽車(che)產(chan)業(ye)競爭力明(ming)顯增強,產(chan)業(ye)規模(mo)突破1500億元(yuan),產(chan)量達(da)到(dao)(dao)25萬(wan)(wan)輛,產(chan)業(ye)整零(ling)比(bi)(bi)提(ti)高至1∶1,整車(che)產(chan)能(neng)(neng)利用率、企業(ye)本地配套率分別提(ti)升至70%、50%以上;力爭新能(neng)(neng)源汽車(che)保有(you)量達(da)到(dao)(dao)80萬(wan)(wan)輛,公共(gong)領域(yu)車(che)輛電動(dong)化比(bi)(bi)例達(da)到(dao)(dao)80%;建成各類充換(huan)電站3000座、充電樁16萬(wan)(wan)個。
二、重點任務
(一(yi))提升創新研(yan)發能力(li)。引導(dao)(dao)支(zhi)持整(zheng)(zheng)車(che)(che)(che)企業(ye)開展純電(dian)(dian)、氫燃(ran)料電(dian)(dian)池整(zheng)(zheng)車(che)(che)(che)集成技(ji)術(shu)創(chuang)(chuang)新(xin),優(you)化(hua)(hua)整(zheng)(zheng)車(che)(che)(che)研(yan)發設計流程,突破新(xin)能(neng)源汽車(che)(che)(che)多能(neng)源動力系統(tong)(tong)、純電(dian)(dian)動汽車(che)(che)(che)底盤一體化(hua)(hua)、車(che)(che)(che)身輕(qing)量化(hua)(hua)模(mo)塊化(hua)(hua)低摩阻等(deng)關鍵(jian)核心技(ji)術(shu),提高(gao)整(zheng)(zheng)車(che)(che)(che)綜合性能(neng)。鼓(gu)勵引導(dao)(dao)整(zheng)(zheng)車(che)(che)(che)企業(ye)與(yu)(yu)國(guo)內國(guo)際相關領(ling)域優(you)勢企業(ye)合作研(yan)制(zhi)新(xin)能(neng)源汽車(che)(che)(che)。鼓(gu)勵支(zhi)持企業(ye)、高(gao)校、科研(yan)院所(suo)匯(hui)聚創(chuang)(chuang)新(xin)資源,在動力電(dian)(dian)池與(yu)(yu)管(guan)理系統(tong)(tong)、驅(qu)動電(dian)(dian)機與(yu)(yu)電(dian)(dian)力電(dian)(dian)子、車(che)(che)(che)規級芯片與(yu)(yu)智能(neng)傳感器、軟件算法與(yu)(yu)操作系統(tong)(tong)、氫燃(ran)料電(dian)(dian)池等(deng)領(ling)域建(jian)設創(chuang)(chuang)新(xin)平臺和新(xin)型(xing)研(yan)發機構,提升自主創(chuang)(chuang)新(xin)和協同創(chuang)(chuang)新(xin)能(neng)力。引進高(gao)精尖(jian)人(ren)才團隊(dui),促進科技(ji)成果孵(fu)化(hua)(hua)應用(yong)(yong)(yong),加快建(jian)立以企業(ye)為主體、適應新(xin)能(neng)源汽車(che)(che)(che)與(yu)(yu)相關產業(ye)融合發展的人(ren)才培(pei)養使用(yong)(yong)(yong)機制(zhi),推進產學研(yan)用(yong)(yong)(yong)深度合作。[責任(ren)單(dan)位:市經信局市新(xin)經濟委、市科技(ji)局,市委組(zu)織部(市委人(ren)才辦)、相關區(市)縣(xian)政府(管(guan)委會);逗號(hao)前(qian)為牽頭單(dan)位,下(xia)同]
(二)擴大新能源汽車(che)產(chan)銷規模。鼓(gu)勵引導(dao)我市整(zheng)(zheng)車(che)企業(ye)緊(jin)跟市場(chang)趨勢,搶(qiang)抓(zhua)細分(fen)領(ling)域市場(chang)電(dian)動化(hua)機遇,調整(zheng)(zheng)產(chan)(chan)(chan)品結構,導(dao)入高性能整(zheng)(zheng)車(che)平(ping)臺,推出若干具(ju)有(you)市場(chang)競爭力的(de)新(xin)(xin)車(che)型(xing)(xing)(xing),充分(fen)利用(yong)(yong)現有(you)產(chan)(chan)(chan)能擴大(da)(da)新(xin)(xin)能源汽(qi)車(che)生產(chan)(chan)(chan)比例(li),提升產(chan)(chan)(chan)能利用(yong)(yong)率,擴大(da)(da)產(chan)(chan)(chan)銷規模和市場(chang)占有(you)率。支持具(ju)有(you)較(jiao)強資(zi)金(jin)實(shi)力、技術創新(xin)(xin)和經(jing)營管(guan)理能力的(de)優勢整(zheng)(zheng)車(che)企業(ye)在我市投(tou)資(zi)建設(she)新(xin)(xin)能源整(zheng)(zheng)車(che)項目。強化(hua)國有(you)平(ping)臺公司(si)戰略投(tou)入,探索通過并購重組、股權投(tou)資(zi)等方(fang)式組建本(ben)地大(da)(da)型(xing)(xing)(xing)汽(qi)車(che)集團(tuan)(tuan)。鼓(gu)勵支持產(chan)(chan)(chan)業(ye)聯盟組織整(zheng)(zheng)車(che)、動力電(dian)池、智能系統、充換電(dian)裝備、運營、金(jin)融等單(dan)位制定細分(fen)領(ling)域車(che)輛(liang)選型(xing)(xing)(xing)、換電(dian)模式應用(yong)(yong)等團(tuan)(tuan)體(ti)標準(zhun)。[責任單(dan)位:市經(jing)信局(ju)市新(xin)(xin)經(jing)濟(ji)委,市投(tou)促局(ju)、相關區(市)縣政府(管(guan)委會(hui))、成(cheng)都(dou)產(chan)(chan)(chan)業(ye)集團(tuan)(tuan)、成(cheng)都(dou)城投(tou)集團(tuan)(tuan)、成(cheng)都(dou)交投(tou)集團(tuan)(tuan)、成(cheng)都(dou)興城集團(tuan)(tuan)、市公交集團(tuan)(tuan)等市屬國企]
(三)促進產業穩鏈(lian)(lian)補鏈(lian)(lian)強鏈(lian)(lian)。按照“六個一批(pi)”要求,圍繞產業(ye)(ye)鏈(lian)(lian)薄(bo)弱和核心器件(jian)缺(que)失(shi)環節,大(da)力(li)實施(shi)穩鏈(lian)(lian)補(bu)鏈(lian)(lian)強鏈(lian)(lian)行動。鼓(gu)勵(li)整車企(qi)業(ye)(ye)在蓉舉辦供應商大(da)會(hui),聯動引入零部(bu)件(jian)供應商,支持相關(guan)零部(bu)件(jian)企(qi)業(ye)(ye)進入其供應體(ti)(ti)系。充分發揮成渝地區雙城經(jing)濟圈汽(qi)車產業(ye)(ye)基礎優(you)勢,增強產業(ye)(ye)鏈(lian)(lian)供應鏈(lian)(lian)協(xie)同配(pei)套能力(li),促(cu)進產業(ye)(ye)鏈(lian)(lian)供應鏈(lian)(lian)互補(bu)互強和集群發展。鼓(gu)勵(li)支持產業(ye)(ye)聯盟(meng)建立(li)零部(bu)件(jian)推(tui)薦對接機制,鼓(gu)勵(li)企(qi)業(ye)(ye)就(jiu)近采購使用零部(bu)件(jian)。到(dao)2025年,推(tui)動公共領域電動化車輛本(ben)地配(pei)套率達(da)到(dao)70%,帶動產業(ye)(ye)整體(ti)(ti)配(pei)套率大(da)幅提升(sheng)。[責任單(dan)位:市經(jing)信局市新經(jing)濟委、市投促(cu)局,相關(guan)區(市)縣政府(管委會(hui))、市公交集團等市屬國企(qi)]
(四)推進執法(fa)執勤(qin)和公務用車(che)電(dian)動化。全(quan)市(shi)(shi)(shi)(shi)(shi)新(xin)增和更新(xin)的(de)執法執勤用(yong)車(che),新(xin)能(neng)(neng)源(yuan)汽(qi)車(che)(含插電式混合(he)動(dong)力汽(qi)車(che)、純電動(dong)汽(qi)車(che)、氫燃料(liao)電池(chi)汽(qi)車(che),下同)有(you)適(shi)配車(che)型(xing)的(de)全(quan)部采(cai)購新(xin)能(neng)(neng)源(yuan)汽(qi)車(che)(責任單(dan)(dan)位:市(shi)(shi)(shi)(shi)(shi)紀委(wei)(wei)監(jian)委(wei)(wei)機(ji)關(guan)、市(shi)(shi)(shi)(shi)(shi)法院、市(shi)(shi)(shi)(shi)(shi)檢(jian)察院、市(shi)(shi)(shi)(shi)(shi)公(gong)安局(ju)、市(shi)(shi)(shi)(shi)(shi)司法局(ju)、市(shi)(shi)(shi)(shi)(shi)農業(ye)農村局(ju)、市(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)(shi)場監(jian)管局(ju)、市(shi)(shi)(shi)(shi)(shi)交通運輸(shu)局(ju)、市(shi)(shi)(shi)(shi)(shi)公(gong)園城市(shi)(shi)(shi)(shi)(shi)局(ju),市(shi)(shi)(shi)(shi)(shi)財政局(ju)負責指導把關(guan))。全(quan)市(shi)(shi)(shi)(shi)(shi)黨(dang)政機(ji)關(guan)及國有(you)企(qi)事業(ye)單(dan)(dan)位(含國有(you)控股(gu)企(qi)業(ye))新(xin)增和更新(xin)的(de)公(gong)務(wu)用(yong)車(che),新(xin)能(neng)(neng)源(yuan)汽(qi)車(che)有(you)適(shi)配車(che)型(xing)的(de)全(quan)部采(cai)購新(xin)能(neng)(neng)源(yuan)汽(qi)車(che)(特(te)殊用(yong)途車(che)輛除外),公(gong)務(wu)出行優先使用(yong)新(xin)能(neng)(neng)源(yuan)汽(qi)車(che)[責任單(dan)(dan)位:市(shi)(shi)(shi)(shi)(shi)機(ji)關(guan)事務(wu)局(ju)、市(shi)(shi)(shi)(shi)(shi)國資委(wei)(wei),各區(市(shi)(shi)(shi)(shi)(shi))縣政府(fu)(管委(wei)(wei)會)]。
(五(wu))推動公共領域(yu)車輛全(quan)面電動化(hua)。全市(shi)新(xin)增(zeng)和(he)(he)(he)更新(xin)的公交車(che)(che)(che)(che)(che)(che)(che)、巡(xun)游出租(zu)車(che)(che)(che)(che)(che)(che)(che)、網約車(che)(che)(che)(che)(che)(che)(che)、共享汽車(che)(che)(che)(che)(che)(che)(che)、小(xiao)型自(zi)動(dong)(dong)擋(dang)駕(jia)考駕(jia)培車(che)(che)(che)(che)(che)(che)(che)、環(huan)衛(wei)車(che)(che)(che)(che)(che)(che)(che)、城(cheng)市(shi)物(wu)(wu)流配(pei)送(song)車(che)(che)(che)(che)(che)(che)(che)原則上(shang)全部使(shi)(shi)(shi)用純(chun)(chun)電(dian)(dian)(dian)動(dong)(dong)汽車(che)(che)(che)(che)(che)(che)(che)(或氫燃料電(dian)(dian)(dian)池汽車(che)(che)(che)(che)(che)(che)(che),下(xia)同),鼓勵引導租(zu)賃車(che)(che)(che)(che)(che)(che)(che)領域使(shi)(shi)(shi)用新(xin)能(neng)源汽車(che)(che)(che)(che)(che)(che)(che),推動(dong)(dong)中短(duan)途客運(yun)、郵政(zheng)(zheng)快(kuai)遞、機(ji)場(chang)、城(cheng)建物(wu)(wu)流等(deng)領域車(che)(che)(che)(che)(che)(che)(che)輛(liang)(liang)電(dian)(dian)(dian)動(dong)(dong)化,推動(dong)(dong)A級旅(lv)游景區(qu)在新(xin)增(zeng)和(he)(he)(he)更新(xin)景區(qu)用車(che)(che)(che)(che)(che)(che)(che)時使(shi)(shi)(shi)用新(xin)能(neng)源汽車(che)(che)(che)(che)(che)(che)(che)。市(shi)、區(qu)(市(shi))縣兩級國(guo)有(you)(you)企業新(xin)購置的建筑(zhu)(zhu)垃(la)圾(ji)(ji)和(he)(he)(he)混(hun)凝(ning)土運(yun)輸(shu)(shu)車(che)(che)(che)(che)(che)(che)(che)全部使(shi)(shi)(shi)用純(chun)(chun)電(dian)(dian)(dian)動(dong)(dong)汽車(che)(che)(che)(che)(che)(che)(che),全市(shi)政(zheng)(zheng)府性工(gong)程帶頭使(shi)(shi)(shi)用純(chun)(chun)電(dian)(dian)(dian)動(dong)(dong)建筑(zhu)(zhu)垃(la)圾(ji)(ji)和(he)(he)(he)混(hun)凝(ning)土運(yun)輸(shu)(shu)車(che)(che)(che)(che)(che)(che)(che),并逐(zhu)年提高電(dian)(dian)(dian)動(dong)(dong)化使(shi)(shi)(shi)用率(lv),鼓勵本市(shi)范圍(wei)內新(xin)開工(gong)的其(qi)他工(gong)程優先(xian)使(shi)(shi)(shi)用純(chun)(chun)電(dian)(dian)(dian)動(dong)(dong)建筑(zhu)(zhu)垃(la)圾(ji)(ji)和(he)(he)(he)混(hun)凝(ning)土運(yun)輸(shu)(shu)車(che)(che)(che)(che)(che)(che)(che)。到2025年,巡(xun)游出租(zu)車(che)(che)(che)(che)(che)(che)(che)、共享汽車(che)(che)(che)(che)(che)(che)(che)、小(xiao)型自(zi)動(dong)(dong)擋(dang)駕(jia)考車(che)(che)(che)(che)(che)(che)(che)電(dian)(dian)(dian)動(dong)(dong)化比例達(da)100%,公交車(che)(che)(che)(che)(che)(che)(che)、城(cheng)市(shi)物(wu)(wu)流配(pei)送(song)車(che)(che)(che)(che)(che)(che)(che)、小(xiao)型自(zi)動(dong)(dong)擋(dang)駕(jia)培車(che)(che)(che)(che)(che)(che)(che)、環(huan)衛(wei)車(che)(che)(che)(che)(che)(che)(che)電(dian)(dian)(dian)動(dong)(dong)化比例分別達(da)到90%、80%、70%、60%,純(chun)(chun)電(dian)(dian)(dian)動(dong)(dong)網約車(che)(che)(che)(che)(che)(che)(che)保有(you)(you)量達(da)到9萬輛(liang)(liang),三環(huan)路以內純(chun)(chun)電(dian)(dian)(dian)動(dong)(dong)混(hun)凝(ning)土運(yun)輸(shu)(shu)車(che)(che)(che)(che)(che)(che)(che)使(shi)(shi)(shi)用比例達(da)到100%,成都繞城(cheng)高速(su)以內城(cheng)市(shi)冷鏈物(wu)(wu)流配(pei)送(song)車(che)(che)(che)(che)(che)(che)(che)和(he)(he)(he)建筑(zhu)(zhu)垃(la)圾(ji)(ji)運(yun)輸(shu)(shu)車(che)(che)(che)(che)(che)(che)(che)電(dian)(dian)(dian)動(dong)(dong)化比例達(da)到100%。[責(ze)任(ren)單位:市(shi)交通(tong)運(yun)輸(shu)(shu)局(ju)(ju)、市(shi)城(cheng)管(guan)委(wei)(wei)、市(shi)住(zhu)建局(ju)(ju)、市(shi)國(guo)資委(wei)(wei)、市(shi)經信局(ju)(ju)市(shi)新(xin)經濟委(wei)(wei)、市(shi)文(wen)廣(guang)旅(lv)局(ju)(ju)、市(shi)公安(an)局(ju)(ju)、市(shi)郵政(zheng)(zheng)管(guan)理(li)局(ju)(ju)、各區(qu)(市(shi))縣政(zheng)(zheng)府(管(guan)委(wei)(wei)會),省機(ji)場(chang)集團、四川航空(kong)公司、成都航空(kong)公司、市(shi)公交集團等(deng)國(guo)有(you)(you)企業]
(六)大力促進(jin)新(xin)能源汽車消(xiao)費。貫徹執(zhi)行(xing)延續免征新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)車(che)(che)(che)輛購置(zhi)稅政策(ce),持續開(kai)展新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)下鄉活(huo)動(dong),支持舉辦汽(qi)車(che)(che)(che)嘉(jia)年華(hua)等(deng)主(zhu)題車(che)(che)(che)展活(huo)動(dong),鼓勵(li)新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)生產(chan)(chan)企(qi)(qi)業抱團讓(rang)利,挖(wa)掘新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)消費潛(qian)力;支持新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)生產(chan)(chan)企(qi)(qi)業在(zai)蓉打造(zao)新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)直銷平臺(tai),推進重點領(ling)域(yu)市(shi)(shi)(shi)屬(shu)國(guo)資運營主(zhu)體與產(chan)(chan)業園區合作(zuo),在(zai)綠(lv)道、機(ji)場、軌道交通(tong)、車(che)(che)(che)站等(deng)展示平臺(tai)設立企(qi)(qi)業和產(chan)(chan)品形象展示窗口、消費體驗場景;加強(qiang)宣(xuan)傳(chuan)引導,提高市(shi)(shi)(shi)民和企(qi)(qi)業綠(lv)色(se)低碳意識,鼓勵(li)購買使用新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che);支持新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)生產(chan)(chan)企(qi)(qi)業聯動(dong)銷售(shou)企(qi)(qi)業在(zai)大型購物中心、特色(se)步行(xing)街、機(ji)關、場鎮等(deng)場景開(kai)展新能(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)展示促銷活(huo)動(dong)。[責任單位:市(shi)(shi)(shi)商務(wu)局(ju)、市(shi)(shi)(shi)經信局(ju)市(shi)(shi)(shi)新經濟委(wei)(wei),市(shi)(shi)(shi)總工會、市(shi)(shi)(shi)機(ji)關事務(wu)局(ju)、各區(市(shi)(shi)(shi))縣政府(管委(wei)(wei)會)]
