2.推動煤化工高端化多元化低碳(tan)化發展(zhan)。提高(gao)煤(mei)(mei)化(hua)(hua)工(gong)(gong)(gong)項(xiang)目(mu)準(zhun)入門檻,新(xin)建(jian)煤(mei)(mei)化(hua)(hua)工(gong)(gong)(gong)項(xiang)目(mu)在(zai)符合國(guo)(guo)家相關(guan)規劃、滿足能(neng)耗(hao)強度和碳排放強度控制要求的前提下,工(gong)(gong)(gong)藝技(ji)術裝備、能(neng)效水平(ping)須達到國(guo)(guo)內國(guo)(guo)際(ji)先進(jin)水平(ping)。加(jia)大煤(mei)(mei)化(hua)(hua)工(gong)(gong)(gong)領(ling)域關(guan)鍵(jian)技(ji)術研發示范,突破粉煤(mei)(mei)連(lian)續熱(re)解大型工(gong)(gong)(gong)程化(hua)(hua)、煤(mei)(mei)制芳烴等技(ji)術瓶(ping)頸,著力推動榆神現(xian)代煤(mei)(mei)化(hua)(hua)工(gong)(gong)(gong)產(chan)(chan)業(ye)示范區成為現(xian)代煤(mei)(mei)化(hua)(hua)工(gong)(gong)(gong)產(chan)(chan)業(ye)高(gao)端化(hua)(hua)發展(zhan)集聚(ju)區、多元(yuan)化(hua)(hua)發展(zhan)增值區、低(di)碳化(hua)(hua)發展(zhan)先行區,布(bu)局一批(pi)煤(mei)(mei)基特(te)種燃料、煤(mei)(mei)基生物可降解塑料、聚(ju)酯等系列合成材料精細(xi)化(hua)(hua)工(gong)(gong)(gong)產(chan)(chan)品鏈(lian)條,全面提升煤(mei)(mei)化(hua)(hua)工(gong)(gong)(gong)產(chan)(chan)業(ye)鏈(lian)現(xian)代化(hua)(hua)水平(ping)。嚴(yan)控新(xin)增蘭炭產(chan)(chan)能(neng),優化(hua)(hua)甲醇等存量項(xiang)目(mu)產(chan)(chan)業(ye)布(bu)局。
3.強化石油化工集(ji)約化發(fa)展。落實國家石化(hua)(hua)產業(ye)布局規劃,推(tui)動石油(you)化(hua)(hua)工(gong)煉油(you)項目向“油(you)化(hua)(hua)一體(ti)(ti)化(hua)(hua)”轉型發(fa)(fa)展(zhan),推(tui)進全球首套(tao)無汞(gong)催化(hua)(hua)氯乙烯節能(neng)減排(pai)高(gao)(gao)效(xiao)一體(ti)(ti)化(hua)(hua)示(shi)范項目建(jian)設,延(yan)伸石化(hua)(hua)下(xia)游精細化(hua)(hua)工(gong)、化(hua)(hua)工(gong)新材料領(ling)域,帶動高(gao)(gao)性能(neng)樹脂、醫藥中間體(ti)(ti)、高(gao)(gao)性能(neng)纖維(wei)及(ji)其復合(he)材料、氟(fu)硅材料、顯示(shi)材料、電(dian)子化(hua)(hua)學(xue)品等(deng)領(ling)域一體(ti)(ti)化(hua)(hua)發(fa)(fa)展(zhan)。強化(hua)(hua)過(guo)程減碳,開(kai)展(zhan)節能(neng)改造與工(gong)藝(yi)提(ti)升,推(tui)廣(guang)應(ying)用清潔高(gao)(gao)效(xiao)催化(hua)(hua)、廢鍋氣化(hua)(hua)爐、節能(neng)精餾、熱泵以及(ji)能(neng)量梯(ti)級(ji)利用、固廢深加工(gong)創新等(deng)技術,促進行(xing)業(ye)間耦合(he)共生發(fa)(fa)展(zhan),提(ti)升石油(you)化(hua)(hua)工(gong)產業(ye)綜(zong)合(he)能(neng)效(xiao)。
4.促(cu)進(jin)鋼鐵產業(ye)低碳化發展。從(cong)全(quan)產(chan)業鏈(lian)角度,系統(tong)性開(kai)展節能降碳(tan)工(gong)(gong)作,強(qiang)化(hua)產(chan)業鏈(lian)協(xie)同,構建(jian)全(quan)過程(cheng)碳(tan)管(guan)控體系。優化(hua)生產(chan)力布局(ju),推(tui)進鋼(gang)(gang)(gang)(gang)(gang)(gang)鐵(tie)企業兼并(bing)重組,提(ti)升韓城、勉縣(xian)鋼(gang)(gang)(gang)(gang)(gang)(gang)鐵(tie)產(chan)業集(ji)(ji)聚度,從(cong)能源利用(yong)(yong)(yong)、原料使用(yong)(yong)(yong)、工(gong)(gong)藝優化(hua)、裝備更(geng)新、運(yun)輸(shu)方(fang)式等全(quan)流(liu)程(cheng)推(tui)動碳(tan)減排。鼓(gu)勵鋼(gang)(gang)(gang)(gang)(gang)(gang)焦(jiao)聯(lian)產(chan),推(tui)動鋼(gang)(gang)(gang)(gang)(gang)(gang)焦(jiao)一體化(hua),提(ti)高(gao)鋼(gang)(gang)(gang)(gang)(gang)(gang)鐵(tie)副產(chan)利用(yong)(yong)(yong)效率(lv),構建(jian)鋼(gang)(gang)(gang)(gang)(gang)(gang)鐵(tie)循(xun)環經(jing)濟產(chan)業鏈(lian)。提(ti)升廢鋼(gang)(gang)(gang)(gang)(gang)(gang)原料占(zhan)比,鼓(gu)勵發展電爐(lu)短流(liu)程(cheng)工(gong)(gong)藝。推(tui)動鋼(gang)(gang)(gang)(gang)(gang)(gang)鐵(tie)產(chan)品(pin)結構轉型,大力發展高(gao)性能鋼(gang)(gang)(gang)(gang)(gang)(gang)材(cai)、優質板(ban)材(cai)(管(guan)材(cai))、特種鋼(gang)(gang)(gang)(gang)(gang)(gang)材(cai)等高(gao)端精(jing)深加工(gong)(gong)產(chan)品(pin)。鼓(gu)勵鋼(gang)(gang)(gang)(gang)(gang)(gang)化(hua)聯(lian)產(chan),探(tan)索(suo)開(kai)展氫冶(ye)金、二氧(yang)化(hua)碳(tan)捕(bu)集(ji)(ji)利用(yong)(yong)(yong)一體化(hua)試點(dian)示(shi)范,推(tui)動低(di)品(pin)位(wei)余(yu)熱供暖發展。嚴格(ge)執(zhi)行產(chan)能置換,嚴禁新增鋼(gang)(gang)(gang)(gang)(gang)(gang)鐵(tie)產(chan)能。
5.推動建材(cai)領域綠(lv)色化發展。加快水(shui)泥、陶(tao)瓷等(deng)低效產(chan)能(neng)(neng)(neng)退出(chu),嚴禁新(xin)增(zeng)水(shui)泥熟(shu)料、平板玻璃產(chan)能(neng)(neng)(neng),合理(li)縮短水(shui)泥熟(shu)料裝置運轉時間。鼓勵建材(cai)企業(ye)利用(yong)(yong)粉(fen)煤灰、工(gong)業(ye)廢渣、尾礦渣等(deng)大(da)宗固(gu)廢替代自然原(yuan)料。加快推(tui)進(jin)綠(lv)色(se)產(chan)品認(ren)證,完善省綠(lv)色(se)建材(cai)采信應(ying)用(yong)(yong)數據庫,引導工(gong)程項目使用(yong)(yong)綠(lv)色(se)建材(cai)。深(shen)入開展行業(ye)能(neng)(neng)(neng)效對標工(gong)作,推(tui)進(jin)重(zhong)點建材(cai)企業(ye)能(neng)(neng)(neng)源管控中心建設(she)。逐步提高可再生能(neng)(neng)(neng)源、天然氣(qi)應(ying)用(yong)(yong)比例。探索開展窯爐(lu)煙氣(qi)二(er)氧化碳捕(bu)集利用(yong)(yong)。
6.推(tui)動有(you)色金屬特色化發展。鞏固(gu)化(hua)(hua)(hua)解電解鋁(lv)過剩產(chan)(chan)能(neng)成果,嚴(yan)格執(zhi)行(xing)產(chan)(chan)能(neng)置換(huan),嚴(yan)控新增產(chan)(chan)能(neng)。積極(ji)開發和應用綠色(se)減(jian)碳技術,鼓勵冶煉企業使(shi)用非化(hua)(hua)(hua)石能(neng)源(yuan),提高(gao)清潔(jie)能(neng)源(yuan)使(shi)用比(bi)重。發展(zhan)再生有色(se)金(jin)屬產(chan)(chan)業。提升(sheng)金(jin)屬鎂行(xing)業全球市場競爭優(you)勢,推進生產(chan)(chan)清潔(jie)化(hua)(hua)(hua)、產(chan)(chan)品(pin)(pin)(pin)高(gao)端(duan)化(hua)(hua)(hua),搶占“高(gao)強(qiang)、耐熱、超輕”鋁(lv)合(he)金(jin)、鎂合(he)金(jin)材料發展(zhan)制(zhi)高(gao)點(dian);強(qiang)化(hua)(hua)(hua)鈦(tai)、鉬等(deng)稀有金(jin)屬品(pin)(pin)(pin)種競爭優(you)勢,支(zhi)持拓展(zhan)高(gao)端(duan)鈦(tai)材、鈦(tai)制(zhi)品(pin)(pin)(pin)、鉬化(hua)(hua)(hua)工、鉬金(jin)屬產(chan)(chan)品(pin)(pin)(pin)深加(jia)工等(deng)領(ling)域(yu),推動單位產(chan)(chan)品(pin)(pin)(pin)能(neng)耗和工業增加(jia)值(zhi)能(neng)耗持續下降。
7.堅決遏制高(gao)耗(hao)能、高(gao)排放、低水(shui)平項目(mu)盲目(mu)發展。強(qiang)(qiang)化建(jian)(jian)設項(xiang)目(mu)用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)、用(yong)(yong)水(shui)(shui)(shui)、用(yong)(yong)地等資源強(qiang)(qiang)度管(guan)(guan)理(li)。以能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度、碳排(pai)(pai)放強(qiang)(qiang)度為引領(ling),以能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)為導向,完善高耗(hao)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)、高排(pai)(pai)放、低(di)水(shui)(shui)(shui)平(ping)項(xiang)目(mu)(以下簡稱“兩高一(yi)低(di)”項(xiang)目(mu))管(guan)(guan)理(li)機制(zhi),實行(xing)清單管(guan)(guan)理(li)、分(fen)類處置、動態監控。對(dui)在建(jian)(jian)項(xiang)目(mu),開(kai)展(zhan)(zhan)全(quan)(quan)面(mian)排(pai)(pai)查,能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)低(di)于本行(xing)業(ye)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)限(xian)額準入值的(de),按(an)(an)有關規定停工整(zheng)改,推動能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)應提(ti)(ti)盡提(ti)(ti),力爭(zheng)全(quan)(quan)面(mian)達(da)到國(guo)內乃至(zhi)國(guo)際先(xian)進水(shui)(shui)(shui)平(ping)。對(dui)擬建(jian)(jian)項(xiang)目(mu),開(kai)展(zhan)(zhan)項(xiang)目(mu)審批前評估工作(zuo),產能(neng)(neng)(neng)(neng)(neng)(neng)(neng)已飽(bao)(bao)和的(de)行(xing)業(ye)按(an)(an)照“減量(liang)替(ti)代”原則,壓減產能(neng)(neng)(neng)(neng)(neng)(neng)(neng);產能(neng)(neng)(neng)(neng)(neng)(neng)(neng)尚未飽(bao)(bao)和的(de)行(xing)業(ye)按(an)(an)照國(guo)家(jia)和省上(shang)布局以及審批備案等要求,對(dui)標國(guo)際先(xian)進水(shui)(shui)(shui)平(ping)提(ti)(ti)高準入門檻;耗(hao)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)量(liang)大(da)的(de)新興產業(ye),須(xu)應用(yong)(yong)綠色低(di)碳技術,提(ti)(ti)高能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)。對(dui)存(cun)量(liang)項(xiang)目(mu),組織開(kai)展(zhan)(zhan)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)審核,挖掘節(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)減排(pai)(pai)潛力,推動能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)水(shui)(shui)(shui)平(ping)應提(ti)(ti)盡提(ti)(ti)。強(qiang)(qiang)化常態化監管(guan)(guan),堅決拿下不符合要求的(de)“兩高一(yi)低(di)”項(xiang)目(mu)。
(四(si))加(jia)快推進城鄉建設綠色低碳發展。
1.開展城鎮綠色低碳更新。推動城(cheng)(cheng)市(shi)(shi)組團式發展,科(ke)學確定(ding)建(jian)(jian)(jian)設(she)(she)(she)(she)規模,控制(zhi)新增(zeng)建(jian)(jian)(jian)設(she)(she)(she)(she)用地過(guo)快增(zeng)長。以綠(lv)(lv)(lv)色(se)低碳(tan)設(she)(she)(she)(she)計理(li)念統籌城(cheng)(cheng)市(shi)(shi)規劃建(jian)(jian)(jian)設(she)(she)(she)(she)管理(li),建(jian)(jian)(jian)設(she)(she)(she)(she)城(cheng)(cheng)市(shi)(shi)生態和通風廊道,提升城(cheng)(cheng)市(shi)(shi)綠(lv)(lv)(lv)化(hua)水平,推廣綠(lv)(lv)(lv)色(se)建(jian)(jian)(jian)材和綠(lv)(lv)(lv)色(se)建(jian)(jian)(jian)造方式,強化(hua)綠(lv)(lv)(lv)色(se)設(she)(she)(she)(she)計和綠(lv)(lv)(lv)色(se)施工(gong)管理(li),促進(jin)資(zi)源節約集約利用,建(jian)(jian)(jian)設(she)(she)(she)(she)綠(lv)(lv)(lv)色(se)城(cheng)(cheng)鎮(zhen)、綠(lv)(lv)(lv)色(se)社區。加強縣城(cheng)(cheng)綠(lv)(lv)(lv)色(se)低碳(tan)建(jian)(jian)(jian)設(she)(she)(she)(she),推動建(jian)(jian)(jian)立以綠(lv)(lv)(lv)色(se)低碳(tan)為導向的(de)城(cheng)(cheng)市(shi)(shi)更新建(jian)(jian)(jian)設(she)(she)(she)(she)管理(li)機制(zhi),制(zhi)定(ding)建(jian)(jian)(jian)筑拆(chai)除管理(li)辦法,杜(du)絕大拆(chai)大建(jian)(jian)(jian)。實施西(xi)(xi)安市(shi)(shi)國家城(cheng)(cheng)市(shi)(shi)更新試點建(jian)(jian)(jian)設(she)(she)(she)(she),支持銅(tong)川(chuan)市(shi)(shi)、西(xi)(xi)咸新區灃西(xi)(xi)新城(cheng)(cheng)建(jian)(jian)(jian)設(she)(she)(she)(she)國家海綿(mian)城(cheng)(cheng)市(shi)(shi)示范(fan)試點。
2.全面推(tui)進(jin)城鎮建(jian)筑綠色化發展。推廣綠色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)技術,提升城(cheng)(cheng)鎮新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao),推動超低(di)能(neng)(neng)(neng)(neng)(neng)耗(hao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)規模化發(fa)(fa)(fa)(fa)展(zhan)(zhan),開(kai)展(zhan)(zhan)近(jin)零(ling)能(neng)(neng)(neng)(neng)(neng)耗(hao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)試點(dian)示(shi)(shi)范。提升裝配(pei)化建(jian)(jian)(jian)造(zao)水平,推進(jin)裝配(pei)式(shi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)產業化發(fa)(fa)(fa)(fa)展(zhan)(zhan)。加快(kuai)(kuai)優化建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)用能(neng)(neng)(neng)(neng)(neng)結構,提高建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)終(zhong)端(duan)電(dian)(dian)氣化水平,推動集(ji)光(guang)伏發(fa)(fa)(fa)(fa)電(dian)(dian)、儲能(neng)(neng)(neng)(neng)(neng)、直(zhi)流配(pei)電(dian)(dian)、柔性用電(dian)(dian)于(yu)一體(ti)的“光(guang)儲直(zhi)柔”建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)試點(dian)示(shi)(shi)范。大力推進(jin)關中(zhong)地區中(zhong)深(shen)層(ceng)(ceng)地熱能(neng)(neng)(neng)(neng)(neng)供熱、淺層(ceng)(ceng)地熱能(neng)(neng)(neng)(neng)(neng)供熱制(zhi)冷。推進(jin)工業余熱供暖。加快(kuai)(kuai)推進(jin)既有居住建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)和(he)公共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節能(neng)(neng)(neng)(neng)(neng)改造(zao),持(chi)續推動老舊供熱管網等市政基礎設施節能(neng)(neng)(neng)(neng)(neng)降碳改造(zao)。完善(shan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)源消費計(ji)量、統計(ji)和(he)監(jian)測(ce)制(zhi)度,逐步(bu)開(kai)展(zhan)(zhan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)耗(hao)限額管理。推行(xing)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)測(ce)評(ping)標識,開(kai)展(zhan)(zhan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)領域低(di)碳發(fa)(fa)(fa)(fa)展(zhan)(zhan)績效(xiao)(xiao)評(ping)估。到2025年,全省城(cheng)(cheng)鎮新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全面執(zhi)行(xing)綠色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標準。
3.加快建設低碳(tan)宜居村(cun)鎮(zhen)。傳承陜北窯洞、關中(zhong)廈子(zi)瓦房、陜南秦巴(ba)民居(ju)等(deng)特色風貌,推(tui)進低(di)碳型、宜居(ju)型示范農(nong)(nong)(nong)房建(jian)設(she)(she)。堅持以點帶面(mian)、經濟適用(yong)、安全綠色,開(kai)展(zhan)(zhan)農(nong)(nong)(nong)房節(jie)能(neng)(neng)(neng)(neng)(neng)改造,重點提升(sheng)門窗、墻體及屋(wu)面(mian)保溫性能(neng)(neng)(neng)(neng)(neng)。因(yin)地制宜、多能(neng)(neng)(neng)(neng)(neng)互補實施村鎮清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)建(jian)設(she)(she)行動,以縣為(wei)單位(wei)開(kai)展(zhan)(zhan)農(nong)(nong)(nong)村可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)取(qu)暖應用(yong)示范,推(tui)動太陽(yang)能(neng)(neng)(neng)(neng)(neng)清(qing)潔供熱(re)供暖與高(gao)效(xiao)溫室一(yi)體化示范試點項目建(jian)設(she)(she)。推(tui)廣電動農(nong)(nong)(nong)用(yong)車輛(liang)、節(jie)能(neng)(neng)(neng)(neng)(neng)環(huan)保農(nong)(nong)(nong)機(ji)、節(jie)能(neng)(neng)(neng)(neng)(neng)環(huan)保灶(zao)具等(deng)低(di)碳節(jie)能(neng)(neng)(neng)(neng)(neng)的生(sheng)產生(sheng)活用(yong)具。加快(kuai)(kuai)生(sheng)物質(zhi)能(neng)(neng)(neng)(neng)(neng)、太陽(yang)能(neng)(neng)(neng)(neng)(neng)等(deng)可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)在農(nong)(nong)(nong)業生(sheng)產和(he)農(nong)(nong)(nong)村生(sheng)活中(zhong)的應用(yong)。加快(kuai)(kuai)推(tui)進鄉村電網智能(neng)(neng)(neng)(neng)(neng)化建(jian)設(she)(she)與鄉村電氣(qi)化工程。
(五)加快(kuai)形成綠色低(di)碳交通運輸方式。
1.優(you)化交通運輸(shu)工具裝備用能結構。擴大(da)電(dian)(dian)(dian)力、氫能(neng)(neng)、液化天(tian)然氣、生物液體燃(ran)(ran)料等(deng)新(xin)能(neng)(neng)源(yuan)、清潔(jie)能(neng)(neng)源(yuan)在交通運(yun)輸領域(yu)應(ying)用(yong),依(yi)法依(yi)規加大(da)柴(chai)油貨車(che)(che)(che)(che)淘汰報廢(fei)力度,推廣電(dian)(dian)(dian)力、氫燃(ran)(ran)料等(deng)重型(xing)貨運(yun)車(che)(che)(che)(che)輛(liang)(liang)。以城市公交、出租(zu)車(che)(che)(che)(che)、市政車(che)(che)(che)(che)輛(liang)(liang)為重點,加大(da)新(xin)能(neng)(neng)源(yuan)汽車(che)(che)(che)(che)推廣力度,鼓勵(li)私人領域(yu)推廣使用(yong)新(xin)能(neng)(neng)源(yuan)汽車(che)(che)(che)(che)。提升省內(nei)(nei)機場運(yun)行電(dian)(dian)(dian)動化智能(neng)(neng)化水平,到2030年,除(chu)消防(fang)、救護(hu)、加油、除(chu)冰雪(xue)、應(ying)急保障等(deng)車(che)(che)(che)(che)輛(liang)(liang)外(wai),機場場內(nei)(nei)車(che)(che)(che)(che)輛(liang)(liang)設備(bei)力爭全(quan)面實現電(dian)(dian)(dian)動化智能(neng)(neng)化。
2.完(wan)善綠色低碳(tan)型(xing)交通運輸網絡(luo)。大(da)力發展(zhan)以鐵(tie)路為主的(de)多式聯運(yun)(yun),推進工(gong)礦企業、物流園區等(deng)鐵(tie)路專用線建(jian)設(she),加快推動煤(mei)炭(tan)、礦產(chan)等(deng)大(da)宗物資“公轉鐵(tie)”,提升鐵(tie)路承擔貨運(yun)(yun)周(zhou)轉量比例。推廣甩掛運(yun)(yun)輸(shu),創新(xin)貨車租賃、掛車共(gong)享、定制(zhi)化等(deng)發展(zhan)模(mo)式。加快城(cheng)鄉物流配送體系建(jian)設(she),創新(xin)綠色低碳、集約高效的(de)配送模(mo)式。優先(xian)(xian)發展(zhan)公共(gong)交(jiao)通,打造西(xi)安、咸(xian)陽、西(xi)咸(xian)新(xin)區城(cheng)際公交(jiao)試(shi)點,推進全省(sheng)“城(cheng)鄉交(jiao)通運(yun)(yun)輸(shu)一體化”示范創建(jian)工(gong)作(zuo)。加強(qiang)先(xian)(xian)進適用技術應用,提升民航運(yun)(yun)行管理效率(lv)。
3.配套完善(shan)綠色交通基礎設施。合理規劃(hua)各種運輸(shu)方式空間布局,統籌利(li)用(yong)綜合運輸(shu)通(tong)道(dao)線位(wei)、土(tu)地等資(zi)源(yuan),提高(gao)通(tong)道(dao)運輸(shu)資(zi)源(yuan)利(li)用(yong)效(xiao)率(lv)(lv)。推動機場(chang)、鐵路、公路既有(you)設(she)施的(de)(de)信息化(hua)、綠色化(hua)改造,提高(gao)廢舊材(cai)料利(li)用(yong)率(lv)(lv)。加(jia)快公交(jiao)專用(yong)道(dao)、快速公交(jiao)系(xi)統、自行(xing)車(che)(che)專用(yong)道(dao)和行(xing)人步道(dao)等基礎設(she)施建設(she),推動特大(da)城市中心(xin)城區(qu)構建以軌道(dao)交(jiao)通(tong)為骨(gu)干的(de)(de)客運體(ti)系(xi),支持利(li)用(yong)既有(you)鐵路開(kai)行(xing)城際(ji)和市域(郊)列(lie)車(che)(che)。提升高(gao)速公路服務(wu)區(qu)、交(jiao)通(tong)樞紐充電(dian)設(she)施覆(fu)蓋率(lv)(lv),有(you)序推進加(jia)注(氣)站、加(jia)氫站等基礎設(she)施建設(she)。到(dao)2030年(nian),民用(yong)運輸(shu)機場(chang)場(chang)內車(che)(che)輛裝備力爭(zheng)全面(mian)實現(xian)電(dian)動化(hua)。
(六)大(da)力發(fa)展循環經濟(ji)。
1.深入推進園區循(xun)環低(di)碳發展。構建多層(ceng)次(ci)資源高效(xiao)循(xun)環利(li)用體(ti)系,全(quan)面推進全(quan)省(sheng)(sheng)產(chan)(chan)業(ye)園(yuan)區循(xun)環化改造(zao)和(he)清潔生產(chan)(chan),優化園(yuan)區產(chan)(chan)業(ye)布局,完善循(xun)環經(jing)濟產(chan)(chan)業(ye)鏈條,推廣能(neng)源互聯(lian)島新模式,搭建基礎設(she)施資源和(he)公共服務高效(xiao)的共享平臺,支持建設(she)集中供(gong)氣(qi)供(gong)熱、余壓余熱利(li)用、能(neng)量梯級利(li)用、水資源循(xun)環利(li)用、廢氣(qi)廢液廢渣資源化利(li)用等一批重(zhong)點項(xiang)目。進一步提升(sheng)神木錦界、銅(tong)川(chuan)董家河(he)工業(ye)園(yuan)區等國(guo)家級循(xun)環化改造(zao)示范(fan)試點綠色低碳發展水平,打(da)造(zao)“十四五”園(yuan)區循(xun)環化改造(zao)升(sheng)級版。到2030年,省(sheng)(sheng)級以上重(zhong)點產(chan)(chan)業(ye)園(yuan)區全(quan)部實施循(xun)環化改造(zao)。
2.深入開(kai)展產業廢棄物(wu)綜合(he)利用。加快(kuai)固廢綜合利(li)用(yong)和技術創新,推(tui)(tui)(tui)動冶煉廢渣(zha)、脫硫(liu)石膏、結(jie)晶雜鹽、金屬(shu)鎂渣(zha)、電石渣(zha)、氣化(hua)(hua)渣(zha)、尾礦等大宗工(gong)業固廢的(de)高水(shui)平(ping)利(li)用(yong),深入(ru)推(tui)(tui)(tui)進(jin)榆(yu)林、渭南、漢中(zhong)、韓城(cheng)等國(guo)家大宗(工(gong)業)固廢綜合利(li)用(yong)示(shi)范基地建(jian)設(she)。鼓勵從尾礦、冶煉渣(zha)、化(hua)(hua)工(gong)渣(zha)等廢棄(qi)物(wu)中(zhong)提取(qu)有價元素后生產建(jian)材(cai)產品(pin)。推(tui)(tui)(tui)進(jin)燃(ran)煤電廠、水(shui)泥(ni)窯與市(shi)政污泥(ni)、生活垃圾(ji)等的(de)協同處置。補齊醫廢處置設(she)施短板。探(tan)索利(li)用(yong)礦井水(shui)、中(zhong)水(shui)制氫(qing)。推(tui)(tui)(tui)進(jin)建(jian)筑垃圾(ji)資(zi)(zi)源(yuan)(yuan)化(hua)(hua)利(li)用(yong)。加快(kuai)推(tui)(tui)(tui)進(jin)秸稈高值化(hua)(hua)利(li)用(yong),建(jian)立完善收儲運體系(xi),嚴格禁燒管控。建(jian)立健(jian)全廢舊農膜、化(hua)(hua)肥及農藥包裝物(wu)回收網絡體系(xi)集中(zhong)處置利(li)用(yong)設(she)施。加快(kuai)畜禽糞污資(zi)(zi)源(yuan)(yuan)化(hua)(hua)利(li)用(yong),建(jian)設(she)規模化(hua)(hua)資(zi)(zi)源(yuan)(yuan)化(hua)(hua)處理中(zhong)心。
