三、進一步完善節能減排政策(ce)機(ji)制

(二(er))健全(quan)污染物排放總量控制(zhi)制(zhi)度。堅持精(jing)準(zhun)治(zhi)(zhi)污(wu)(wu)、科學治(zhi)(zhi)污(wu)(wu)、依法治(zhi)(zhi)污(wu)(wu),把污(wu)(wu)染物排(pai)(pai)(pai)(pai)放總(zong)量(liang)控制(zhi)(zhi)制(zhi)(zhi)度(du)作(zuo)為加快(kuai)綠色低(di)碳(tan)發展(zhan)、推動結構(gou)優化調整、提升環境治(zhi)(zhi)理水平的(de)重(zhong)要抓手,推進(jin)實施重(zhong)點(dian)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)工(gong)(gong)程(cheng),形成有效(xiao)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)能(neng)力。優化總(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)指標分(fen)解方式,按照可(ke)監測、可(ke)核(he)(he)查(cha)、可(ke)考核(he)(he)的(de)原(yuan)則,將重(zhong)點(dian)工(gong)(gong)程(cheng)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)量(liang)下達各市(區),污(wu)(wu)染治(zhi)(zhi)理任務較(jiao)重(zhong)的(de)地方承(cheng)擔相對較(jiao)多的(de)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)任務。改進(jin)總(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)核(he)(he)算(suan)方法,落實好國家核(he)(he)算(suan)技術指南,加強與(yu)排(pai)(pai)(pai)(pai)污(wu)(wu)許(xu)可(ke)、環境影響評價審批等制(zhi)(zhi)度(du)銜接,提升總(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)核(he)(he)算(suan)信息化水平。完善總(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)考核(he)(he)體(ti)系,健全激勵約束機制(zhi)(zhi),強化總(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)(pai)監督管理,重(zhong)點(dian)核(he)(he)查(cha)重(zhong)復計(ji)算(suan)、弄虛作(zuo)假特別(bie)是不如實填報削減(jian)(jian)(jian)量(liang)和削減(jian)(jian)(jian)來源等問題。(省生態環境廳負(fu)責)

(三)堅決遏制高耗能高排放項目(mu)盲目(mu)發展。根(gen)據(ju)國(guo)(guo)家產(chan)業(ye)規(gui)劃、產(chan)業(ye)政(zheng)(zheng)策、節能(neng)審(shen)查(cha)、環境影(ying)(ying)響評(ping)(ping)價審(shen)批等政(zheng)(zheng)策規(gui)定,對在建(jian)、擬(ni)建(jian)、建(jian)成的(de)高(gao)耗能(neng)高(gao)排放項(xiang)目(mu)(以下(xia)(xia)稱“兩(liang)高(gao)”項(xiang)目(mu))開展評(ping)(ping)估檢查(cha),建(jian)立工(gong)作(zuo)(zuo)清單(dan),明確處(chu)置(zhi)意見,嚴禁違規(gui)“兩(liang)高(gao)”項(xiang)目(mu)建(jian)設、運行,堅(jian)決拿(na)下(xia)(xia)不符(fu)合(he)要求的(de)“兩(liang)高(gao)”項(xiang)目(mu)。加強對“兩(liang)高(gao)”項(xiang)目(mu)節能(neng)審(shen)查(cha)、環境影(ying)(ying)響評(ping)(ping)價審(shen)批程序和結果執行的(de)監(jian)督評(ping)(ping)估,對審(shen)批能(neng)力不適應的(de)依(yi)法依(yi)規(gui)調整上(shang)收(shou)審(shen)批權。落實國(guo)(guo)家對年(nian)綜合(he)能(neng)耗5萬噸標準煤及以上(shang)的(de)“兩(liang)高(gao)”項(xiang)目(mu)加強工(gong)作(zuo)(zuo)指導的(de)要求。嚴肅財經紀(ji)律,落實好金融(rong)機構關于“兩(liang)高(gao)”項(xiang)目(mu)的(de)融(rong)資政(zheng)(zheng)策。(省(sheng)(sheng)(sheng)發展改(gai)革(ge)委、省(sheng)(sheng)(sheng)工(gong)業(ye)和信息(xi)化廳(ting)(ting)、省(sheng)(sheng)(sheng)生態環境廳(ting)(ting)牽頭,人民銀行西安分(fen)行、省(sheng)(sheng)(sheng)市場監(jian)管局、陜西銀保監(jian)局、省(sheng)(sheng)(sheng)能(neng)源局等按職責分(fen)工(gong)負責)

(六(liu))大力培育市場化機制(zhi)。探索(suo)開展(zhan)用能(neng)(neng)權有(you)償使用和(he)(he)交(jiao)(jiao)(jiao)易(yi)試(shi)點,推(tui)(tui)(tui)動(dong)能(neng)(neng)源(yuan)要(yao)素向優(you)質項目、企業(ye)、產(chan)業(ye)及經濟發展(zhan)條件好的(de)地(di)(di)區(qu)流動(dong)和(he)(he)集聚(ju)。積極(ji)參與全(quan)國(guo)碳(tan)排放權交(jiao)(jiao)(jiao)易(yi)。培育(yu)和(he)(he)發展(zhan)排污(wu)權交(jiao)(jiao)(jiao)易(yi)市場(chang),鼓勵有(you)條件的(de)地(di)(di)區(qu)擴大排污(wu)權交(jiao)(jiao)(jiao)易(yi)試(shi)點范圍(wei)。推(tui)(tui)(tui)廣(guang)(guang)綠色電力證書(shu)交(jiao)(jiao)(jiao)易(yi),全(quan)面推(tui)(tui)(tui)進(jin)電力需求側管(guan)理(li)。推(tui)(tui)(tui)行合(he)(he)同能(neng)(neng)源(yuan)管(guan)理(li),積極(ji)推(tui)(tui)(tui)廣(guang)(guang)節能(neng)(neng)咨詢、診斷、設(she)(she)計、融資、改造、托(tuo)管(guan)等(deng)“一站式(shi)(shi)”綜合(he)(he)服務(wu)模(mo)(mo)式(shi)(shi)。創新環(huan)(huan)境污(wu)染治理(li)模(mo)(mo)式(shi)(shi),推(tui)(tui)(tui)進(jin)工業(ye)園區(qu)環(huan)(huan)境污(wu)染第三方治理(li),探索(suo)推(tui)(tui)(tui)廣(guang)(guang)生態環(huan)(huan)境導向的(de)開發(EOD)、環(huan)(huan)境托(tuo)管(guan)服務(wu)等(deng)新模(mo)(mo)式(shi)(shi)。推(tui)(tui)(tui)進(jin)生態環(huan)(huan)境導向的(de)開發模(mo)(mo)式(shi)(shi)試(shi)點項目建設(she)(she),探索(suo)創新生態環(huan)(huan)境治理(li)項目組織實施方式(shi)(shi)。落實能(neng)(neng)效標識管(guan)理(li)制度,推(tui)(tui)(tui)動(dong)綠色產(chan)品認證、節能(neng)(neng)低(di)碳(tan)環(huan)(huan)保認證發展(zhan)。(省(sheng)(sheng)發展(zhan)改革(ge)委(wei)、省(sheng)(sheng)生態環(huan)(huan)境廳(ting)、省(sheng)(sheng)工業(ye)和(he)(he)信(xin)息化廳(ting)、省(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)市場(chang)監(jian)管(guan)局、省(sheng)(sheng)能(neng)(neng)源(yuan)局等(deng)按職責分工負責)

(七)加強統計監(jian)測能力建設。嚴格(ge)執行重點用能(neng)單(dan)位能(neng)源利(li)用狀(zhuang)況報(bao)告制(zhi)度,健全能(neng)源計(ji)量體系(xi),完(wan)善(shan)重點用能(neng)單(dan)位能(neng)耗在線(xian)監(jian)(jian)測(ce)系(xi)統(tong),持(chi)續提高數據(ju)質(zhi)量。完(wan)善(shan)工(gong)業、建筑、交通運輸(shu)等(deng)領(ling)域能(neng)源消費統(tong)計(ji)。優化污(wu)(wu)(wu)染(ran)源統(tong)計(ji)調查(cha)范圍(wei),調整污(wu)(wu)(wu)染(ran)物統(tong)計(ji)調查(cha)指標和排(pai)放計(ji)算方法。構建覆(fu)蓋排(pai)污(wu)(wu)(wu)許可(ke)持(chi)證單(dan)位的固定污(wu)(wu)(wu)染(ran)源監(jian)(jian)測(ce)體系(xi),加(jia)強(qiang)工(gong)業園(yuan)區污(wu)(wu)(wu)染(ran)源監(jian)(jian)測(ce),推(tui)動涉揮(hui)發(fa)性有(you)機物排(pai)放的重點排(pai)污(wu)(wu)(wu)單(dan)位安裝在線(xian)監(jian)(jian)控監(jian)(jian)測(ce)設(she)施(shi)。加(jia)強(qiang)統(tong)計(ji)基層(ceng)隊伍建設(she),強(qiang)化統(tong)計(ji)數據(ju)審(shen)核,防范統(tong)計(ji)造假、弄虛(xu)作假,提升統(tong)計(ji)數據(ju)質(zhi)量。(省(sheng)(sheng)統(tong)計(ji)局(ju)、省(sheng)(sheng)發(fa)展改(gai)革委(wei)、省(sheng)(sheng)生態環境(jing)廳(ting)(ting)、省(sheng)(sheng)工(gong)業和信息化廳(ting)(ting)、省(sheng)(sheng)住房城鄉建設(she)廳(ting)(ting)、省(sheng)(sheng)交通運輸(shu)廳(ting)(ting)、省(sheng)(sheng)市場監(jian)(jian)管(guan)局(ju)等(deng)按職責分工(gong)負責)

(八)壯(zhuang)大節能(neng)減排人才隊伍(wu)。加(jia)強(qiang)節能(neng)(neng)監察隊伍和基(ji)礎能(neng)(neng)力建設,建立(li)健(jian)全(quan)省、市、縣三級節能(neng)(neng)監察體系。重點用(yong)能(neng)(neng)單(dan)位(wei)按(an)要求設置能(neng)(neng)源管(guan)理崗位(wei)和負(fu)責(ze)(ze)人(ren)。加(jia)強(qiang)縣級及鄉鎮基(ji)層生態環境(jing)監管(guan)隊伍建設,重點排(pai)污單(dan)位(wei)設置專職環保人(ren)員。加(jia)大政府有(you)關部門(men)及監察執法機(ji)構(gou)、企(qi)業(ye)等(deng)(deng)節能(neng)(neng)減排(pai)工(gong)作人(ren)員培(pei)訓力度,通過業(ye)務培(pei)訓、比(bi)賽競賽、經驗(yan)交流等(deng)(deng)方式提高業(ye)務水平。(省發展改革委(wei)、省生態環境(jing)廳(ting)、省工(gong)業(ye)和信(xin)息化廳(ting)、省人(ren)力資(zi)源社(she)會(hui)保障廳(ting)等(deng)(deng)按(an)職責(ze)(ze)分工(gong)負(fu)責(ze)(ze))

四、加強組織(zhi)實施

(一)切(qie)實加強組(zu)織領導。各市(shi)(shi)(區(qu)(qu))、各部(bu)(bu)(bu)門和各有(you)關(guan)單(dan)位要(yao)充分認(ren)識(shi)節能(neng)減(jian)(jian)(jian)排(pai)(pai)工作的重(zhong)要(yao)性和緊迫性,把思想和行(xing)動(dong)統一(yi)到黨中央、國(guo)務院決(jue)策部(bu)(bu)(bu)署以及省(sheng)(sheng)(sheng)委、省(sheng)(sheng)(sheng)政(zheng)(zheng)府(fu)(fu)工作要(yao)求上(shang)來,立足經(jing)濟社會(hui)發(fa)(fa)展大局,堅持系(xi)統觀念,明確目標責(ze)任(ren),狠抓(zhua)工作落(luo)(luo)實(shi),確保完成“十四五”節能(neng)減(jian)(jian)(jian)排(pai)(pai)各項任(ren)務。各市(shi)(shi)(區(qu)(qu))政(zheng)(zheng)府(fu)(fu)對本行(xing)政(zheng)(zheng)區(qu)(qu)域節能(neng)減(jian)(jian)(jian)排(pai)(pai)工作負總責(ze),主要(yao)負責(ze)同(tong)志是第一(yi)責(ze)任(ren)人,要(yao)切實(shi)加強組織領導(dao)(dao)和部(bu)(bu)(bu)署推(tui)進,將(jiang)本區(qu)(qu)域節能(neng)減(jian)(jian)(jian)排(pai)(pai)目標與國(guo)民(min)經(jing)濟和社會(hui)發(fa)(fa)展五年規劃及年度計劃充分銜(xian)接,科(ke)學明確縣(市(shi)(shi)、區(qu)(qu))政(zheng)(zheng)府(fu)(fu)、園區(qu)(qu)(開(kai)發(fa)(fa)區(qu)(qu))管委會(hui)、有(you)關(guan)部(bu)(bu)(bu)門和重(zhong)點(dian)單(dan)位責(ze)任(ren),防(fang)止(zhi)簡單(dan)層(ceng)層(ceng)分解。國(guo)有(you)企業要(yao)帶頭(tou)落(luo)(luo)實(shi)節能(neng)減(jian)(jian)(jian)排(pai)(pai)目標責(ze)任(ren),鼓(gu)勵實(shi)行(xing)更嚴(yan)格的目標管理。省(sheng)(sheng)(sheng)發(fa)(fa)展改革(ge)委、生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境廳(ting)要(yao)加強統籌協(xie)調,做好工作指導(dao)(dao),推(tui)動(dong)任(ren)務有(you)序有(you)效落(luo)(luo)實(shi),及時防(fang)范化解風險(xian),重(zhong)要(yao)情況及時向省(sheng)(sheng)(sheng)政(zheng)(zheng)府(fu)(fu)報告。(省(sheng)(sheng)(sheng)發(fa)(fa)展改革(ge)委、省(sheng)(sheng)(sheng)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境廳(ting)牽頭(tou),各有(you)關(guan)部(bu)(bu)(bu)門按職責(ze)分工負責(ze))
