12.加強重點用能(neng)單位節能(neng)降碳。實(shi)施(shi)(shi)城市節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)降碳(tan)(tan)工(gong)程,開展建(jian)(jian)(jian)(jian)筑(zhu)(zhu)、交通、照明(ming)、供熱(re)等基礎設(she)施(shi)(shi)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)升(sheng)級改(gai)造(zao),推(tui)(tui)進先(xian)(xian)進綠(lv)色建(jian)(jian)(jian)(jian)筑(zhu)(zhu)技術示范應用,推(tui)(tui)動城市綜合(he)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)提升(sheng)。以高(gao)(gao)耗(hao)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)高(gao)(gao)排放項(xiang)目(mu)聚集度高(gao)(gao)的(de)園區為(wei)重點(dian),實(shi)施(shi)(shi)園區節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)降碳(tan)(tan)改(gai)造(zao),推(tui)(tui)進能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源系統優化(hua)和(he)梯級利用。實(shi)施(shi)(shi)鋼(gang)鐵(tie)、水泥、煉油、乙烯(xi)等高(gao)(gao)耗(hao)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)行(xing)業和(he)數據中心提效(xiao)(xiao)達(da)標(biao)改(gai)造(zao)工(gong)程,對(dui)擬建(jian)(jian)(jian)(jian)、在(zai)建(jian)(jian)(jian)(jian)項(xiang)目(mu)力(li)爭全面(mian)達(da)到國(guo)家(jia)標(biao)桿水平,對(dui)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)低于行(xing)業基準水平的(de)存量項(xiang)目(mu),限期分批改(gai)造(zao)升(sheng)級和(he)淘汰。在(zai)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)、交通等領域實(shi)施(shi)(shi)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)降碳(tan)(tan)重點(dian)工(gong)程,對(dui)標(biao)國(guo)際先(xian)(xian)進標(biao)準,引導重點(dian)用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)單位深(shen)入挖(wa)掘節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)降碳(tan)(tan)潛力(li)。建(jian)(jian)(jian)(jian)立以能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)為(wei)導向的(de)激勵約束機制(zhi),推(tui)(tui)廣先(xian)(xian)進高(gao)(gao)效(xiao)(xiao)產(chan)品(pin)設(she)備,加快淘汰落后低效(xiao)(xiao)設(she)備。推(tui)(tui)進重點(dian)用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)單位能(neng)(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)在(zai)線監(jian)測系統建(jian)(jian)(jian)(jian)設(she),強化(hua)對(dui)重點(dian)用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)設(she)備的(de)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)監(jian)測,嚴(yan)厲打擊(ji)違法違規用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)行(xing)為(wei)。
13.推(tui)動(dong)新型基礎(chu)設(she)施節(jie)能降(jiang)碳。優化新型(xing)基礎(chu)設(she)施(shi)空間布局,支持全國(guo)(guo)一(yi)體化算力(li)網(wang)絡粵港澳大灣區國(guo)(guo)家(jia)樞紐節(jie)點建設(she),推(tui)動(dong)全省(sheng)數(shu)(shu)據中心集(ji)約化、規模(mo)化、綠(lv)色(se)(se)化發展。對(dui)標國(guo)(guo)際先(xian)進水(shui)平,加(jia)快(kuai)完(wan)善(shan)通(tong)訊、運算、存儲、傳輸等(deng)設(she)備(bei)能(neng)(neng)(neng)效標準,提升準入門檻(jian)。推(tui)廣高(gao)效制冷、先(xian)進通(tong)風、余熱利(li)(li)用(yong)(yong)、智能(neng)(neng)(neng)化用(yong)(yong)能(neng)(neng)(neng)控制等(deng)綠(lv)色(se)(se)技術,有序推(tui)動(dong)老舊基站、“老舊小散”數(shu)(shu)據中心綠(lv)色(se)(se)技術改造(zao)。加(jia)強新型(xing)基礎(chu)設(she)施(shi)用(yong)(yong)能(neng)(neng)(neng)管(guan)理,將年綜合(he)能(neng)(neng)(neng)耗(hao)超過1萬(wan)噸標準煤的數(shu)(shu)據中心納入重(zhong)點用(yong)(yong)能(neng)(neng)(neng)單位能(neng)(neng)(neng)耗(hao)在(zai)線監測系(xi)統,開展能(neng)(neng)(neng)源計量審查(cha)。新建大型(xing)和超大型(xing)數(shu)(shu)據中心全部達到(dao)綠(lv)色(se)(se)數(shu)(shu)據中心要求,綠(lv)色(se)(se)低碳等(deng)級達到(dao)4A級以上,電能(neng)(neng)(neng)利(li)(li)用(yong)(yong)效率(PUE)不高(gao)于1.3,國(guo)(guo)家(jia)樞紐節(jie)點進一(yi)步(bu)降(jiang)到(dao)1.25以下(xia)。嚴禁利(li)(li)用(yong)(yong)數(shu)(shu)據中心開展虛擬貨幣“挖礦”活動(dong)。
(四(si))工(gong)業(ye)重點行(xing)(xing)業(ye)碳(tan)達峰(feng)行(xing)(xing)動。
工業(ye)(ye)(ye)是產(chan)生碳排放的主要(yao)領(ling)域(yu),要(yao)抓住重點行(xing)業(ye)(ye)(ye)和關(guan)鍵環節,積極推(tui)行(xing)綠色制造,深入推(tui)進清潔生產(chan),不斷(duan)提升行(xing)業(ye)(ye)(ye)整體(ti)能效水(shui)平,推(tui)動鋼鐵、石化化工、水(shui)泥、陶瓷、造紙等重點行(xing)業(ye)(ye)(ye)節能降碳,助推(tui)工業(ye)(ye)(ye)整體(ti)有序(xu)達峰。
14.推(tui)動鋼鐵行業(ye)碳達峰。以湛(zhan)江、韶關和陽江等(deng)產(chan)(chan)業(ye)集(ji)中地(di)區為(wei)重點,嚴格執行產(chan)(chan)能(neng)置(zhi)換,推進存量優化,提升“高(gao)(gao)、精、尖”鋼(gang)材生產(chan)(chan)能(neng)力(li)。優化工(gong)藝流程和燃(ran)料(liao)、原(yuan)料(liao)結構,有序引(yin)導(dao)短(duan)流程電爐煉鋼(gang)發展,開發優質、高(gao)(gao)強度、長(chang)壽命、可(ke)循(xun)環的低碳鋼(gang)鐵產(chan)(chan)品。推廣先(xian)進適用技(ji)術,降(jiang)(jiang)低化石能(neng)源(yuan)消耗,推動鋼(gang)鐵副產(chan)(chan)資源(yuan)能(neng)源(yuan)與石化、電力(li)、建材等(deng)行業(ye)協同聯動,探索(suo)開展非(fei)高(gao)(gao)爐煉鐵、氫能(neng)冶煉、二氧化碳捕集(ji)利用一體化等(deng)低碳冶金(jin)技(ji)術試點示范。到2030年,長(chang)流程粗(cu)鋼(gang)單位(wei)產(chan)(chan)品碳排放比2020年降(jiang)(jiang)低8%以上。
15.推動(dong)石化化工行(xing)業(ye)碳達峰。推進沿海石化(hua)產(chan)業(ye)帶(dai)集(ji)群建設,加快推動減油增化(hua),積極(ji)(ji)發展綠(lv)(lv)氫(qing)化(hua)工產(chan)業(ye)。調整燃料(liao)(liao)、原(yuan)料(liao)(liao)結構(gou),鼓(gu)勵以(yi)電力(li)、天(tian)然氣代(dai)替煤炭(tan)作為燃料(liao)(liao),推動烯(xi)烴原(yuan)料(liao)(liao)輕質化(hua)。優(you)(you)化(hua)產(chan)品(pin)結構(gou),積極(ji)(ji)開發優(you)(you)質、耐用(yong)、可(ke)循環的綠(lv)(lv)色石化(hua)產(chan)品(pin)。推廣應用(yong)原(yuan)料(liao)(liao)優(you)(you)化(hua)、能源梯級利(li)用(yong)、物料(liao)(liao)循環利(li)用(yong)、流程再造等工藝技術(shu)及裝備,探索開展綠(lv)(lv)色煉化(hua)和(he)(he)二(er)氧化(hua)碳捕集(ji)利(li)用(yong)等示范項目。到2030年,原(yuan)油加工和(he)(he)乙(yi)烯(xi)單位產(chan)品(pin)碳排放比2020年分別下降4%和(he)(he)5%以(yi)上。
16.推動水(shui)泥(ni)行業碳達峰。以(yi)清遠、肇慶、梅(mei)州、云浮和(he)惠州等(deng)(deng)產(chan)(chan)業集(ji)中地區為重(zhong)點,引(yin)導水(shui)(shui)(shui)泥(ni)行業向集(ji)約化、制(zhi)品化、低(di)(di)碳化轉型。完(wan)善(shan)水(shui)(shui)(shui)泥(ni)常態化錯(cuo)峰生產(chan)(chan)機制(zhi)。推廣應用第二代新(xin)型干法(fa)水(shui)(shui)(shui)泥(ni)技術(shu)與裝備,到(dao)2025年(nian),符合(he)二代技術(shu)標(biao)準的水(shui)(shui)(shui)泥(ni)生產(chan)(chan)線比(bi)重(zhong)達到(dao)50%左右。加(jia)強新(xin)型膠凝材料(liao)、低(di)(di)碳混凝土等(deng)(deng)低(di)(di)碳建(jian)材產(chan)(chan)品的研(yan)發應用。加(jia)強燃料(liao)、原料(liao)替代,鼓勵水(shui)(shui)(shui)泥(ni)窯(yao)協同處置(zhi)生活垃圾、工業廢渣等(deng)(deng)廢棄物。合(he)理(li)控制(zhi)生產(chan)(chan)過程碳排(pai)放,探索水(shui)(shui)(shui)泥(ni)窯(yao)尾氣二氧化碳捕集(ji)利用。到(dao)2030年(nian),全省單位(wei)水(shui)(shui)(shui)泥(ni)熟料(liao)碳排(pai)放比(bi)2020年(nian)降(jiang)低(di)(di)8%以(yi)上。
17.推動陶(tao)瓷行(xing)業碳(tan)達(da)峰。以佛山、肇慶、清(qing)遠、云浮、潮(chao)州和江(jiang)門(men)等產(chan)業集中地區為重點,發展高(gao)端建筑(zhu)陶瓷(ci)和電(dian)子陶瓷(ci)等先(xian)進材料產(chan)業。推(tui)廣應用電(dian)窯(yao)爐和噴(pen)霧塔(ta)燃煤替代工藝(yi),提(ti)高(gao)清(qing)潔(jie)能源消費比重。推(tui)廣隧(sui)道(dao)窯(yao)和輥道(dao)窯(yao)大型化(hua)、陶瓷(ci)生(sheng)產(chan)干法制粉、連續球(qiu)磨工藝(yi)等低碳節能技術,加(jia)強薄型建筑(zhu)陶瓷(ci)磚(板)、輕量化(hua)衛(wei)生(sheng)陶瓷(ci)、發泡陶瓷(ci)等低碳產(chan)品(pin)研發應用。
18.推動(dong)造紙(zhi)行業碳達(da)峰。以東莞、湛(zhan)江(jiang)和(he)江(jiang)門(men)等(deng)產業(ye)集(ji)中地區(qu)為(wei)重點,推動(dong)分(fen)散中小企業(ye)入園(yuan),實行(xing)統(tong)一供電供熱,提升造(zao)紙行(xing)業(ye)集(ji)約化、高端化、綠(lv)色化水平。探索開展電氣化改(gai)造(zao),充分(fen)利用太陽能以及造(zao)紙廢液廢渣等(deng)生物質(zhi)能源。推廣節能工藝技術,推進(jin)造(zao)紙行(xing)業(ye)林(lin)漿紙一體化。
(五)城鄉建設碳達峰行動。
城(cheng)鄉建設領域(yu)碳排放(fang)保持(chi)持(chi)續增長態勢,要(yao)將綠色低碳要(yao)求貫穿城(cheng)鄉規劃建設管理(li)各(ge)環節,結合城(cheng)市更新(xin)、新(xin)型城(cheng)鎮化和鄉村振興,加快(kuai)推進(jin)城(cheng)鄉建設綠色低碳發(fa)展。
19.推(tui)動(dong)城(cheng)鄉(xiang)建(jian)設綠色轉型(xing)。優化城(cheng)鄉空(kong)間布局(ju),推動城(cheng)市(shi)(shi)組團式發展(zhan)。合理規劃城(cheng)市(shi)(shi)建(jian)設(she)(she)面積發展(zhan)目(mu)標,控(kong)制新(xin)增建(jian)設(she)(she)用(yong)地過快(kuai)增長。統(tong)籌推進海綿城(cheng)市(shi)(shi)等(deng)“韌性城(cheng)市(shi)(shi)”建(jian)設(she)(she),大(da)力建(jian)設(she)(she)綠色(se)城(cheng)鎮、綠色(se)社區和美麗鄉村,增強城(cheng)鄉應對氣候變化能力。建(jian)立完善以(yi)綠色(se)低碳(tan)為突出導向的城(cheng)鄉規劃建(jian)設(she)(she)管理機制,杜絕大(da)拆大(da)建(jian)。
20.推廣綠(lv)色(se)建筑(zhu)設計。加快提升建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)能(neng)效水平,研究(jiu)制訂不同類型(xing)民用(yong)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)的綠(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)設計(ji)標(biao)(biao)準,鼓勵農民自建(jian)(jian)住房參(can)照(zhao)綠(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標(biao)(biao)準建(jian)(jian)設。編制實施超低(di)能(neng)耗建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)、近零碳建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)設計(ji)標(biao)(biao)準,在廣州、深圳(zhen)等地(di)區開展近零碳建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)試點示范。到2025年,城鎮新建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全(quan)面(mian)執(zhi)行(xing)綠(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標(biao)(biao)準,星級綠(lv)色建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)占比(bi)達(da)到30%以(yi)上,新建(jian)(jian)政府(fu)投資公益性建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)和大型(xing)公共建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)全(quan)部達(da)到星級以(yi)上。
21.全面推行綠色(se)施工。加快推(tui)(tui)進建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)工業化(hua),大力發展裝(zhuang)(zhuang)配(pei)式(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu),推(tui)(tui)廣鋼(gang)結構(gou)住宅(zhai),開展裝(zhuang)(zhuang)配(pei)式(shi)(shi)裝(zhuang)(zhuang)修(xiu)試點。推(tui)(tui)廣應用(yong)綠(lv)色(se)建(jian)(jian)(jian)材(cai),優先選用(yong)獲得綠(lv)色(se)建(jian)(jian)(jian)材(cai)認證標識的建(jian)(jian)(jian)材(cai)產品。鼓勵利用(yong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)廢(fei)棄(qi)物(wu)生(sheng)產建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)材(cai)料(liao)和再生(sheng)利用(yong),提高資源化(hua)利用(yong)水(shui)平(ping),降低建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)材(cai)料(liao)消耗。到(dao)2030年(nian),裝(zhuang)(zhuang)配(pei)式(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)占當年(nian)城鎮新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)的比例達(da)到(dao)40%,星(xing)級綠(lv)色(se)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全(quan)面推(tui)(tui)廣綠(lv)色(se)建(jian)(jian)(jian)材(cai),施工現場建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)材(cai)料(liao)損耗率(lv)比2020年(nian)降低20%以上,建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)廢(fei)棄(qi)物(wu)資源化(hua)利用(yong)率(lv)達(da)到(dao)55%。
22.加強綠色運(yun)營(ying)管理。強化公(gong)共建(jian)(jian)筑(zhu)節能(neng),重點抓好辦(ban)公(gong)樓、學校(xiao)、醫院、商場、酒店等能(neng)耗限(xian)額管(guan)理,提升物業(ye)節能(neng)降碳管(guan)理水平。編制綠(lv)色(se)(se)建(jian)(jian)筑(zhu)后(hou)評估(gu)技(ji)術指(zhi)南,建(jian)(jian)立綠(lv)色(se)(se)建(jian)(jian)筑(zhu)用(yong)戶評價(jia)和(he)(he)反饋機制,對星級綠(lv)色(se)(se)建(jian)(jian)筑(zhu)實行動態管(guan)理。到2030年,大型公(gong)共建(jian)(jian)筑(zhu)制冷能(neng)效比2020年提升20%,公(gong)共機構(gou)單位建(jian)(jian)筑(zhu)面(mian)積能(neng)耗和(he)(he)人均綜(zong)合(he)能(neng)耗分別(bie)比2020年降低7%和(he)(he)8%。
23.優化建筑用(yong)能結構。大力推(tui)(tui)進可再(zai)生能(neng)源建(jian)筑(zhu)應(ying)用(yong),積(ji)(ji)極(ji)推(tui)(tui)廣(guang)(guang)應(ying)用(yong)太陽能(neng)光伏(fu)、太陽能(neng)光熱(re)、空氣(qi)源熱(re)泵等技術,鼓(gu)勵光伏(fu)建(jian)筑(zhu)一體化(hua)(hua)建(jian)設。提(ti)高城(cheng)(cheng)鄉居民(min)生活電氣(qi)化(hua)(hua)水平,積(ji)(ji)極(ji)研發并推(tui)(tui)廣(guang)(guang)生活熱(re)水、炊事(shi)高效電氣(qi)化(hua)(hua)技術與(yu)設備。提(ti)升城(cheng)(cheng)鄉居民(min)管道天然氣(qi)普及率。到2025年,城(cheng)(cheng)鎮(zhen)建(jian)筑(zhu)可再(zai)生能(neng)源替代(dai)率達到8%,新建(jian)公共機(ji)構(gou)建(jian)筑(zhu)、新建(jian)廠(chang)房屋(wu)頂(ding)光伏(fu)覆蓋率力爭達到50%。
(六)交通(tong)運輸綠色低(di)碳行動(dong)。
交通運(yun)(yun)輸(shu)是碳排(pai)(pai)放(fang)的重點領域,要加快推進低(di)(di)碳交通運(yun)(yun)輸(shu)體系(xi)建(jian)設,推廣節能低(di)(di)碳型(xing)交通工具,優化交通運(yun)(yun)輸(shu)結構,完善(shan)基礎設施網絡,確保交通運(yun)(yun)輸(shu)領域碳排(pai)(pai)放(fang)增長保持在合(he)理區(qu)間。
24.推動運輸工具裝備(bei)低碳轉型。大力(li)推(tui)(tui)廣(guang)節能(neng)及(ji)新(xin)(xin)能(neng)源汽車(che)(che),研究(jiu)制(zhi)定補貼政策(ce),推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)(dong)城(cheng)市公(gong)共服(fu)務及(ji)貨運配(pei)送車(che)(che)輛電(dian)動(dong)(dong)(dong)(dong)(dong)(dong)化(hua)(hua)(hua)替代。逐步降低(di)傳統燃(ran)(ran)油(you)(you)(you)汽車(che)(che)占比(bi),促進私家車(che)(che)電(dian)動(dong)(dong)(dong)(dong)(dong)(dong)化(hua)(hua)(hua)。有序發展氫燃(ran)(ran)料電(dian)池汽車(che)(che),穩(wen)步推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)(dong)電(dian)力(li)、氫燃(ran)(ran)料車(che)(che)輛對燃(ran)(ran)油(you)(you)(you)商(shang)用、專用等車(che)(che)輛的替代。提升鐵路(lu)系統電(dian)氣化(hua)(hua)(hua)水平,推(tui)(tui)進內(nei)河航(hang)運船舶電(dian)氣化(hua)(hua)(hua)替代。加快生物(wu)燃(ran)(ran)油(you)(you)(you)技術攻關(guan),促進航(hang)空、水路(lu)運輸(shu)燃(ran)(ran)油(you)(you)(you)清(qing)潔(jie)化(hua)(hua)(hua)。加快運輸(shu)船舶LNG清(qing)潔(jie)動(dong)(dong)(dong)(dong)(dong)(dong)力(li)改造(zao)及(ji)加注站建設。加快推(tui)(tui)進碼頭岸(an)電(dian)設施建設,推(tui)(tui)進船舶靠岸(an)使(shi)用岸(an)電(dian)應接盡(jin)接。到(dao)2030年,當年新(xin)(xin)增(zeng)新(xin)(xin)能(neng)源、清(qing)潔(jie)能(neng)源動(dong)(dong)(dong)(dong)(dong)(dong)力(li)的交通工具(ju)比(bi)例達到(dao)40%左右,電(dian)動(dong)(dong)(dong)(dong)(dong)(dong)乘用車(che)(che)銷售(shou)量力(li)爭達到(dao)乘用車(che)(che)新(xin)(xin)車(che)(che)銷售(shou)量的30%以上,營運交通工具(ju)單位(wei)換算周轉量碳排放強度(du)比(bi)2020年下(xia)降10%,鐵路(lu)單位(wei)換算周轉量綜合能(neng)耗比(bi)2020年下(xia)降10%,陸路(lu)交通運輸(shu)石油(you)(you)(you)消費力(li)爭2030年前達到(dao)峰值。
25.構建綠色高效交通運輸體系。發展(zhan)智能交(jiao)通(tong)(tong),推(tui)(tui)(tui)動不同運輸方式(shi)的(de)(de)合理分工(gong)、有效銜接,降低(di)(di)空載率(lv)(lv)和不合理客(ke)貨(huo)運周轉量(liang)(liang),提升(sheng)綜合運輸效率(lv)(lv)。加快(kuai)(kuai)大宗貨(huo)物(wu)和中(zhong)長(chang)途(tu)貨(huo)運“公(gong)(gong)轉鐵(tie)”“公(gong)(gong)轉水(shui)”,積(ji)極(ji)推(tui)(tui)(tui)行(xing)公(gong)(gong)鐵(tie)、空鐵(tie)、鐵(tie)水(shui)、江海等多式(shi)聯(lian)運,推(tui)(tui)(tui)動發展(zhan)“一(yi)票式(shi)”“一(yi)單制”聯(lian)程客(ke)貨(huo)運服(fu)務。推(tui)(tui)(tui)進(jin)工(gong)礦(kuang)企業、港口(kou)、物(wu)流(liu)園(yuan)區(qu)等鐵(tie)路(lu)專(zhuan)用線建設,加快(kuai)(kuai)內河(he)高(gao)(gao)等級航道(dao)網建設。支持(chi)廣州、深圳、汕頭(tou)、湛江等建立(li)以鐵(tie)水(shui)聯(lian)運為重(zhong)點的(de)(de)多式(shi)聯(lian)運通(tong)(tong)道(dao)運營平臺。建設以高(gao)(gao)速(su)鐵(tie)路(lu)、城際鐵(tie)路(lu)、城市軌(gui)道(dao)交(jiao)通(tong)(tong)為主體(ti),多網融合的(de)(de)大容量(liang)(liang)快(kuai)(kuai)速(su)低(di)(di)碳客(ke)運服(fu)務體(ti)系(xi)(xi)。加快(kuai)(kuai)城鄉物(wu)流(liu)配送綠色(se)發展(zhan),推(tui)(tui)(tui)進(jin)綠色(se)低(di)(di)碳、集(ji)約高(gao)(gao)效的(de)(de)城市物(wu)流(liu)配送服(fu)務模式(shi)創(chuang)新。實(shi)施公(gong)(gong)交(jiao)優先戰略,強化城市公(gong)(gong)共(gong)交(jiao)通(tong)(tong)與城際客(ke)運的(de)(de)無縫(feng)銜接,打造(zao)高(gao)(gao)效銜接、快(kuai)(kuai)捷舒(shu)適的(de)(de)城市公(gong)(gong)共(gong)交(jiao)通(tong)(tong)服(fu)務體(ti)系(xi)(xi),積(ji)極(ji)引導綠色(se)出(chu)行(xing)。到2025年,港口(kou)集(ji)裝箱鐵(tie)水(shui)聯(lian)運量(liang)(liang)年均增長(chang)率(lv)(lv)達15%。到2030年,城區(qu)常住人口(kou)100萬以上的(de)(de)城市綠色(se)出(chu)行(xing)比例不低(di)(di)于70%。
26.加快(kuai)綠色交通(tong)基礎設施(shi)建(jian)設。將(jiang)綠色節能(neng)(neng)低碳貫穿交(jiao)通(tong)(tong)基(ji)礎設(she)(she)(she)(she)施(shi)規(gui)劃(hua)、建設(she)(she)(she)(she)、運營和維護全(quan)過程(cheng),有效(xiao)降低交(jiao)通(tong)(tong)基(ji)礎設(she)(she)(she)(she)施(shi)建設(she)(she)(she)(she)全(quan)生(sheng)命周期能(neng)(neng)耗和碳排(pai)放。積極(ji)推(tui)廣可再(zai)生(sheng)能(neng)(neng)源(yuan)在(zai)交(jiao)通(tong)(tong)基(ji)礎設(she)(she)(she)(she)施(shi)建設(she)(she)(she)(she)運營中的應(ying)用(yong),構(gou)建綜合交(jiao)通(tong)(tong)樞紐場站(zhan)綠色能(neng)(neng)源(yuan)系統(tong)。加快(kuai)(kuai)布(bu)局城鄉公共充換電(dian)網絡,積極(ji)建設(she)(she)(she)(she)城際充電(dian)網絡和高速公路服(fu)務(wu)區快(kuai)(kuai)充站(zhan)配套設(she)(she)(she)(she)施(shi),加強與電(dian)網雙向(xiang)智(zhi)能(neng)(neng)互(hu)動,到(dao)2025年(nian),實(shi)(shi)現高速公路服(fu)務(wu)區快(kuai)(kuai)充站(zhan)全(quan)覆蓋。積極(ji)推(tui)動新材料、新技術、新工藝(yi)在(zai)交(jiao)通(tong)(tong)運輸領域(yu)的應(ying)用(yong),打造(zao)一批(pi)綠色交(jiao)通(tong)(tong)基(ji)礎設(she)(she)(she)(she)施(shi)工程(cheng)。到(dao)2030年(nian),民(min)用(yong)運輸機場場內(nei)車(che)輛裝備等力爭全(quan)面實(shi)(shi)現電(dian)動化。
(七)農業(ye)農村減排固碳(tan)行動(dong)。
大力(li)發展(zhan)綠(lv)色低碳(tan)循環農(nong)(nong)業(ye)(ye),加快農(nong)(nong)業(ye)(ye)農(nong)(nong)村用能方式轉變,提升農(nong)(nong)業(ye)(ye)生產效率和能效水平,提高農(nong)(nong)業(ye)(ye)減(jian)排固碳(tan)能力(li)。
27.提升(sheng)農(nong)業生產效(xiao)率和能效(xiao)水(shui)平。嚴守耕(geng)地保(bao)護紅(hong)線,全(quan)(quan)面(mian)落(luo)實(shi)永(yong)久(jiu)基本農(nong)(nong)(nong)田(tian)(tian)特殊保(bao)護政策(ce)措施(shi)(shi)。推(tui)(tui)進高(gao)標(biao)準農(nong)(nong)(nong)田(tian)(tian)建設(she),全(quan)(quan)面(mian)發展農(nong)(nong)(nong)業(ye)機(ji)(ji)械化。實(shi)施(shi)(shi)智慧農(nong)(nong)(nong)業(ye)工程(cheng),建設(she)農(nong)(nong)(nong)業(ye)大數據和廣東智慧農(nong)(nong)(nong)機(ji)(ji)裝備。實(shi)施(shi)(shi)化肥農(nong)(nong)(nong)藥(yao)減量增效行動(dong),合理控制化肥、農(nong)(nong)(nong)藥(yao)使用量,推(tui)(tui)廣商(shang)品有機(ji)(ji)肥施(shi)(shi)用、綠肥種植、秸(jie)稈還田(tian)(tian),開展農(nong)(nong)(nong)膜回(hui)收(shou)。
