(十七)推動資源化利用和規模化發展。新建危(wei)險廢(fei)物(wu)集中焚燒處(chu)(chu)置(zhi)(zhi)設(she)施(工業園區配套(tao)處(chu)(chu)置(zhi)(zhi)設(she)施除(chu)外)處(chu)(chu)置(zhi)(zhi)能(neng)力原則上應大于3萬噸/年,全面推行國家鼓(gu)(gu)勵類利(li)用(yong)、處(chu)(chu)置(zhi)(zhi)先進(jin)技(ji)術,持續推動危(wei)險廢(fei)物(wu)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)技(ji)術水平提升,促(cu)進(jin)危(wei)險廢(fei)物(wu)專(zhuan)業化(hua)利(li)用(yong)處(chu)(chu)置(zhi)(zhi)。落實“放(fang)管服”改(gai)革要(yao)求(qiu),鼓(gu)(gu)勵采(cai)取多(duo)元(yuan)投資和市場化(hua)方式建設(she)規(gui)(gui)模化(hua)危(wei)險廢(fei)物(wu)利(li)用(yong)設(she)施;鼓(gu)(gu)勵企(qi)業通過兼(jian)并重(zhong)組等方式實現規(gui)(gui)模化(hua),開展(zhan)專(zhuan)業化(hua)建設(she)運(yun)營服務(wu)。(省(sheng)發展(zhan)改(gai)革委、省(sheng)生態(tai)環境廳(ting)、省(sheng)科技(ji)廳(ting)等按職(zhi)責(ze)分工負責(ze))

(二十一)加強科技(ji)研究(jiu)攻關。落(luo)實(shi)生態(tai)環(huan)境(jing)(jing)(jing)部與(yu)(yu)湖南省人(ren)民政府共(gong)建生態(tai)環(huan)境(jing)(jing)(jing)保護能(neng)力建設試(shi)點(dian)合(he)(he)作框架協議(yi),篩選(xuan)一(yi)(yi)批危(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)綜(zong)合(he)(he)利用的(de)重大科(ke)(ke)研(yan)(yan)項目列入“十四五”科(ke)(ke)技(ji)攻關規劃。組織相關院(yuan)校、科(ke)(ke)研(yan)(yan)機構(gou)、企事業單(dan)位開展鈹渣(zha)、砷堿渣(zha)、鎢渣(zha)、高(gao)砷煙灰、鹽(yan)渣(zha)、生活垃圾(ji)焚燒飛灰等(deng)重點(dian)危(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)資源化利用技(ji)術(shu)、工藝(yi)、裝備(bei)的(de)研(yan)(yan)究,實(shi)施一(yi)(yi)批危(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)綜(zong)合(he)(he)利用治理(li)項目,加大適(shi)用技(ji)術(shu)的(de)推廣(guang)力度。充分借助國家生態(tai)環(huan)境(jing)(jing)(jing)科(ke)(ke)技(ji)成(cheng)果(guo)轉化平臺,推動(dong)危(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)利用處(chu)置(zhi)技(ji)術(shu)成(cheng)果(guo)共(gong)享與(yu)(yu)轉化。鼓勵推廣(guang)應(ying)用醫療廢(fei)(fei)物(wu)(wu)(wu)集(ji)中處(chu)置(zhi)新(xin)技(ji)術(shu)和(he)(he)設備(bei)。開展危(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)環(huan)境(jing)(jing)(jing)風(feng)(feng)險(xian)識別與(yu)(yu)控制研(yan)(yan)究,加強區域(yu)性危(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)和(he)(he)化學品測試(shi)分析與(yu)(yu)環(huan)境(jing)(jing)(jing)風(feng)(feng)險(xian)防控技(ji)術(shu)能(neng)力建設,強化危(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)環(huan)境(jing)(jing)(jing)風(feng)(feng)險(xian)預警與(yu)(yu)管理(li)決策(ce)支撐。(省科(ke)(ke)技(ji)廳、省發(fa)展改革委、省工業和(he)(he)信息化廳、省衛生健康委、省生態(tai)環(huan)境(jing)(jing)(jing)廳等(deng)按(an)職(zhi)責分工負責)
八、完善醫療廢物應急(ji)處置(zhi)體(ti)系

(二十四)加強信息(xi)化管理。全(quan)面實(shi)(shi)施(shi)(shi)危(wei)(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)產生(sheng)(sheng)情況在線申(shen)報、管理計劃在線備案、轉移聯單在線運(yun)(yun)(yun)行(xing)、利(li)用(yong)處置情況在線報告和(he)全(quan)過(guo)程在線監(jian)控;完善(shan)智(zhi)能(neng)(neng)監(jian)控設備,在涉危(wei)(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)重點排污和(he)風險(xian)管控單位的車(che)(che)輛(liang)出入(ru)口(kou)、貯存倉庫、主要(yao)設施(shi)(shi)等點位安(an)(an)裝(zhuang)視頻監(jian)控裝(zhuang)置,推行(xing)使用(yong)二維碼(ma)標簽等集成(cheng)智(zhi)能(neng)(neng)監(jian)控手段,實(shi)(shi)現危(wei)(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)全(quan)過(guo)程跟蹤管理。探索開展(zhan)危(wei)(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)收集、運(yun)(yun)(yun)輸(shu)(shu)、利(li)用(yong)、處置網上交(jiao)易平臺建設和(he)第三方支(zhi)付(fu)試(shi)點。(省生(sheng)(sheng)態(tai)環(huan)境(jing)廳負責(ze))。危(wei)(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)運(yun)(yun)(yun)輸(shu)(shu)車(che)(che)輛(liang)應安(an)(an)裝(zhuang)衛星定位裝(zhuang)置,在湖南省固體(ti)廢(fei)(fei)物(wu)(wu)(wu)(wu)信息管理系統中完成(cheng)運(yun)(yun)(yun)輸(shu)(shu)工具信息、駕駛員信息、應急預(yu)案、運(yun)(yun)(yun)輸(shu)(shu)線路等道(dao)路運(yun)(yun)(yun)輸(shu)(shu)事項信息備案,實(shi)(shi)時(shi)掌握運(yun)(yun)(yun)輸(shu)(shu)車(che)(che)輛(liang)GPS等轉移信息。生(sheng)(sheng)態(tai)環(huan)境(jing)與(yu)交(jiao)通運(yun)(yun)(yun)輸(shu)(shu)、稅(shui)務(wu)、公安(an)(an)、司法機關等部門加強(qiang)信息平臺對接,共享危(wei)(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)轉移數據和(he)信息,強(qiang)化危(wei)(wei)險(xian)廢(fei)(fei)物(wu)(wu)(wu)(wu)道(dao)路運(yun)(yun)(yun)輸(shu)(shu)電子運(yun)(yun)(yun)單管理。(省交(jiao)通運(yun)(yun)(yun)輸(shu)(shu)廳、省衛生(sheng)(sheng)健康(kang)委(wei)、省生(sheng)(sheng)態(tai)環(huan)境(jing)廳、省稅(shui)務(wu)局、省公安(an)(an)廳、省高級人民法院(yuan)、省人民檢察院(yuan)等按職責(ze)分工負責(ze))
(二十五)嚴厲打擊涉危廢環(huan)境違法(fa)行為。以醫(yi)療(liao)廢(fei)物(wu)、廢(fei)酸、廢(fei)鉛(qian)蓄電池、廢(fei)礦(kuang)物(wu)油等(deng)危(wei)險廢(fei)物(wu)為重(zhong)點(dian),依法(fa)(fa)(fa)嚴(yan)厲打擊危(wei)險廢(fei)物(wu)非法(fa)(fa)(fa)收(shou)集、轉移、傾倒(dao)、利(li)用和處(chu)置等(deng)違(wei)(wei)法(fa)(fa)(fa)行(xing)為,對跨(kua)省(sheng)(sheng)(sheng)涉(she)危(wei)險廢(fei)物(wu)重(zhong)大案(an)件進行(xing)聯(lian)合調查和掛牌督辦。推(tui)動省(sheng)(sheng)(sheng)內(nei)跨(kua)區(qu)域(yu)(yu)(yu)、多層級聯(lian)動執(zhi)法(fa)(fa)(fa),統籌省(sheng)(sheng)(sheng)市縣三級執(zhi)法(fa)(fa)(fa)力(li)量,重(zhong)點(dian)針(zhen)對行(xing)政區(qu)域(yu)(yu)(yu)交界處(chu)、重(zhong)點(dian)流(liu)域(yu)(yu)(yu)上游、鄉村及(ji)偏遠地區(qu)打擊跨(kua)區(qu)域(yu)(yu)(yu)涉(she)危(wei)險廢(fei)物(wu)環(huan)(huan)境污染問題(ti)和環(huan)(huan)境違(wei)(wei)法(fa)(fa)(fa)案(an)件。強化行(xing)政執(zhi)法(fa)(fa)(fa)與刑(xing)事(shi)司法(fa)(fa)(fa)、檢(jian)察公(gong)益訴訟(song)的協調聯(lian)動,完(wan)善雙向銜接(jie)工(gong)作機制。定期開(kai)展涉(she)危(wei)險廢(fei)物(wu)企業環(huan)(huan)境信用評(ping)價(jia),將違(wei)(wei)法(fa)(fa)(fa)企業納入(ru)生(sheng)態環(huan)(huan)境保護領域(yu)(yu)(yu)違(wei)(wei)法(fa)(fa)(fa)失信名單并實行(xing)公(gong)開(kai)曝(pu)光。鼓勵和引導社會公(gong)眾舉報危(wei)險廢(fei)物(wu)非法(fa)(fa)(fa)轉移、傾倒(dao)等(deng)環(huan)(huan)境違(wei)(wei)法(fa)(fa)(fa)行(xing)為,落實生(sheng)態環(huan)(huan)境損害賠償制度。(省(sheng)(sheng)(sheng)高級人(ren)民法(fa)(fa)(fa)院(yuan)、省(sheng)(sheng)(sheng)人(ren)民檢(jian)察院(yuan)、省(sheng)(sheng)(sheng)交通運輸廳、省(sheng)(sheng)(sheng)公(gong)安廳、省(sheng)(sheng)(sheng)生(sheng)態環(huan)(huan)境廳、省(sheng)(sheng)(sheng)司法(fa)(fa)(fa)廳等(deng)按職(zhi)責分工(gong)負責)
(二十六)完善和落(luo)實機制制度(du)。建立完(wan)善危(wei)險(xian)廢物(wu)環(huan)(huan)境(jing)風險(xian)區域聯(lian)防聯(lian)控(kong)合作機制(zhi)(zhi)。認(ren)真落(luo)實(shi)(shi)《中華人(ren)民共(gong)和國固體廢物(wu)污染環(huan)(huan)境(jing)防治法(fa)》和新(xin)修訂的《湖南(nan)省實(shi)(shi)施<中華人(ren)民共(gong)和國固體廢物(wu)污染環(huan)(huan)境(jing)防治法(fa)>辦法(fa)》。完(wan)善小(xiao)微企業危(wei)險(xian)廢物(wu)收集試點、廢鉛蓄(xu)電池(chi)收集試點等管理(li)制(zhi)(zhi)度,推動試點工作積極穩妥開展(zhan)。(省生態環(huan)(huan)境(jing)廳負責(ze))
(二十七(qi))強(qiang)化分級管控。根據國家危險廢(fei)物(wu)管(guan)(guan)(guan)理(li)要求(qiu),建立我省危險廢(fei)物(wu)產生企(qi)業和經營(ying)單位(wei)分(fen)級分(fen)類管(guan)(guan)(guan)理(li)制(zhi)度。嚴格落實《湖南省危險廢(fei)物(wu)事中事后(hou)監管(guan)(guan)(guan)工作(zuo)實施方(fang)案(試行)》分(fen)級分(fen)類監管(guan)(guan)(guan)要求(qiu),并對危險廢(fei)物(wu)重點監管(guan)(guan)(guan)單位(wei)清單定期公(gong)示,實行動態管(guan)(guan)(guan)理(li)。(省生態環境廳負責(ze))

十、保障措施(shi)
(二(er)十九(jiu))加強組織領導。各級人民政府對(dui)轄區內危險(xian)廢(fei)物(wu)污染環境防(fang)治工作(zuo)(zuo)負(fu)總責(ze),要切實加強危險(xian)廢(fei)物(wu)監管(guan)和利(li)用(yong)處置能力的(de)組織領導,明確(que)省直各相(xiang)關部門(men)危險(xian)廢(fei)物(wu)監管(guan)職責(ze),健全(quan)聯動協同監管(guan)工作(zuo)(zuo)機制,定期協調解決危險(xian)廢(fei)物(wu)監管(guan)工作(zuo)(zuo)中(zhong)的(de)重大問題(ti),統(tong)籌推進危險(xian)廢(fei)物(wu)污染防(fang)治工作(zuo)(zuo)。(省直相(xiang)關單(dan)位(wei)按職責(ze)分工負(fu)責(ze))
(三十)加強能(neng)力建設。加強基(ji)層監(jian)(jian)管(guan)執法機構(gou)設置與人員配(pei)備(bei),市級、縣級生態環(huan)境部(bu)門應(ying)(ying)配(pei)齊配(pei)強危(wei)險(xian)(xian)(xian)廢(fei)物環(huan)境監(jian)(jian)管(guan)專(zhuan)職人員。制定(ding)全(quan)省危(wei)險(xian)(xian)(xian)廢(fei)物環(huan)境管(guan)理(li)培(pei)訓計劃,加大對生態環(huan)境部(bu)門業(ye)(ye)務(wu)培(pei)訓力(li)(li)度,定(ding)期(qi)開展培(pei)訓及技術(shu)交(jiao)流。整(zheng)合高校、科(ke)(ke)研機構(gou)、行業(ye)(ye)協會(hui)和龍頭企業(ye)(ye)技術(shu)力(li)(li)量,組建全(quan)省危(wei)險(xian)(xian)(xian)廢(fei)物治理(li)專(zhuan)家隊伍(wu)和危(wei)險(xian)(xian)(xian)廢(fei)物專(zhuan)業(ye)(ye)應(ying)(ying)急救援(yuan)隊伍(wu),強化重點難點問題的技術(shu)支撐,提高應(ying)(ying)急救援(yuan)能力(li)(li)。(省生態環(huan)境廳(ting)、省教育廳(ting)、省科(ke)(ke)技廳(ting)、省應(ying)(ying)急廳(ting)等按職責分工負責)
