建(jian)(jian)(jian)設(she)(she)(she)(she)(she)一批研(yan)(yan)發(fa)創(chuang)新(xin)平(ping)(ping)(ping)臺(tai)(tai),引進(jin)(jin)一批國內外知名研(yan)(yan)發(fa)設(she)(she)(she)(she)(she)計機構(gou)(gou)及(ji)研(yan)(yan)發(fa)團(tuan)隊(dui),支持整(zheng)車(che)(che)(che)(che)企(qi)(qi)(qi)業(ye)(ye)(ye)在貴州布局(ju)整(zheng)車(che)(che)(che)(che)及(ji)零部(bu)(bu)(bu)件(jian)研(yan)(yan)發(fa)中(zhong)心,鼓勵企(qi)(qi)(qi)業(ye)(ye)(ye)到東部(bu)(bu)(bu)發(fa)達地區及(ji)海(hai)外設(she)(she)(she)(she)(she)立、收購汽車(che)(che)(che)(che)設(she)(she)(she)(she)(she)計和(he)研(yan)(yan)發(fa)機構(gou)(gou),支持企(qi)(qi)(qi)業(ye)(ye)(ye)加大(da)研(yan)(yan)發(fa)投入,建(jian)(jian)(jian)設(she)(she)(she)(she)(she)制造業(ye)(ye)(ye)創(chuang)新(xin)中(zhong)心、重(zhong)點(dian)實驗(yan)(yan)室、工(gong)程(cheng)研(yan)(yan)究中(zhong)心、企(qi)(qi)(qi)業(ye)(ye)(ye)技術(shu)中(zhong)心等創(chuang)新(xin)平(ping)(ping)(ping)臺(tai)(tai),提升(sheng)正向研(yan)(yan)發(fa)能力。搭(da)建(jian)(jian)(jian)一批產業(ye)(ye)(ye)支撐(cheng)平(ping)(ping)(ping)臺(tai)(tai),建(jian)(jian)(jian)設(she)(she)(she)(she)(she)具有南方高原(yuan)氣候特色(se)的第三方汽車(che)(che)(che)(che)綜(zong)合檢驗(yan)(yan)檢測試車(che)(che)(che)(che)場、車(che)(che)(che)(che)輛(liang)檢測線,建(jian)(jian)(jian)立新(xin)能源汽車(che)(che)(che)(che)研(yan)(yan)發(fa)、專(zhuan)利和(he)工(gong)程(cheng)數(shu)據(ju)庫,形(xing)成(cheng)產業(ye)(ye)(ye)發(fa)展(zhan)(zhan)系統化(hua)支撐(cheng)能力。統一建(jian)(jian)(jian)設(she)(she)(she)(she)(she)運(yun)營(ying)監(jian)管(guan)平(ping)(ping)(ping)臺(tai)(tai),構(gou)(gou)建(jian)(jian)(jian)統一的充(換)電設(she)(she)(she)(she)(she)施(shi)運(yun)營(ying)監(jian)控服(fu)務和(he)“人車(che)(che)(che)(che)路(lu)云”道(dao)路(lu)交通大(da)數(shu)據(ju)智能云控平(ping)(ping)(ping)臺(tai)(tai),促進(jin)(jin)各類數(shu)據(ju)共建(jian)(jian)(jian)共享與互(hu)聯互(hu)通,逐步(bu)開放道(dao)路(lu)交通大(da)數(shu)據(ju),為企(qi)(qi)(qi)業(ye)(ye)(ye)提供研(yan)(yan)發(fa)、測試和(he)數(shu)據(ju)服(fu)務。深化(hua)產學研(yan)(yan)用(yong)合作,積極引導整(zheng)車(che)(che)(che)(che)企(qi)(qi)(qi)業(ye)(ye)(ye)與高校、科研(yan)(yan)機構(gou)(gou)、零部(bu)(bu)(bu)件(jian)企(qi)(qi)(qi)業(ye)(ye)(ye)建(jian)(jian)(jian)立創(chuang)新(xin)聯合體,開展(zhan)(zhan)新(xin)能源整(zheng)車(che)(che)(che)(che)及(ji)關鍵零部(bu)(bu)(bu)件(jian)、軟件(jian)協(xie)同攻關和(he)成(cheng)果轉化(hua)。
專(zhuan)欄4 新能源汽車(che)關鍵核心技術攻關行動
1.動力(li)電池技術。支持(chi)振(zhen)華新材(cai)(cai)料(liao)、中偉新材(cai)(cai)料(liao)等(deng)(deng)企業開展“高鎳低鈷”動力電(dian)池(chi)正極材(cai)(cai)料(liao)、新型動力電(dian)池(chi)材(cai)(cai)料(liao)等(deng)(deng)關(guan)鍵技術(shu)攻關(guan),支持(chi)比(bi)亞迪(di)、梅(mei)嶺電(dian)源等(deng)(deng)企業研(yan)發低成(cheng)本、高比(bi)能(neng)、長(chang)壽命鋰(li)離子動力電(dian)池(chi),加(jia)快固態鋰(li)離子動力電(dian)池(chi)研(yan)發及產業化(hua)(hua),鼓(gu)勵省內化(hua)(hua)工(gong)企業依托技術(shu)資源優勢研(yan)發六(liu)氟磷酸鋰(li)、雙氟磺(huang)酰亞胺鋰(li)等(deng)(deng)電(dian)解(jie)液材(cai)(cai)料(liao)。支持(chi)廢舊(jiu)動力電(dian)池(chi)在儲能(neng)、備(bei)能(neng)、充換電(dian)等(deng)(deng)領域創新應用,加(jia)強余能(neng)檢測、殘值(zhi)評估(gu)、重(zhong)組(zu)利用、安全(quan)管理等(deng)(deng)技術(shu)研(yan)發和平臺建設。
2.電機電控技術(shu)。開展(zhan)驅(qu)動(dong)電(dian)機(ji)(ji)與(yu)電(dian)力(li)電(dian)子技(ji)術(shu)(shu)攻關,探(tan)索下(xia)一代車用(yong)電(dian)機(ji)(ji)驅(qu)動(dong)系統方案和單車智能(neng)控(kong)(kong)制、多車協同(tong)控(kong)(kong)制技(ji)術(shu)(shu)。支持林泉電(dian)機(ji)(ji)、航空電(dian)機(ji)(ji)等攻關線控(kong)(kong)化、高功率(lv)(lv)密度、高集成性和高效率(lv)(lv)等瓶頸技(ji)術(shu)(shu),大力(li)研發(fa)大功率(lv)(lv)密度牽引電(dian)機(ji)(ji)、高磁(ci)阻轉矩電(dian)機(ji)(ji)技(ji)術(shu)(shu),車規級輪轂電(dian)機(ji)(ji)技(ji)術(shu)(shu)。鼓勵中國振華、航天(tian)控(kong)(kong)制等企業,研發(fa)電(dian)控(kong)(kong)系統,開展(zhan)高性能(neng)IGBT功率(lv)(lv)半(ban)導(dao)體(ti)器件(jian),車用(yong)SiC寬禁帶大功率(lv)(lv)器件(jian)等關鍵零(ling)部件(jian)攻關。
3.氫燃料電池汽車技術。大(da)力(li)研發低(di)成本、大(da)功率(lv)、長壽(shou)命氫(qing)(qing)燃(ran)料(liao)(liao)(liao)電(dian)池系統、氫(qing)(qing)能(neng)儲(chu)運、車(che)載儲(chu)氫(qing)(qing)等燃(ran)料(liao)(liao)(liao)電(dian)池汽車(che)核(he)心技(ji)術,重點(dian)開展(zhan)催化劑、質子交換膜(mo)、膜(mo)電(dian)極、儲(chu)氫(qing)(qing)罐、循環泵等關鍵技(ji)術攻(gong)關,為氫(qing)(qing)燃(ran)料(liao)(liao)(liao)電(dian)池汽車(che)應(ying)用提供技(ji)術支(zhi)撐。支(zhi)持加(jia)氫(qing)(qing)裝備制造,推動(dong)儲(chu)氫(qing)(qing)瓶(ping)閥設備材(cai)料(liao)(liao)(liao)研發。
4.智能(neng)網聯(lian)技術。研發復雜環境融(rong)合(he)感(gan)知技術(shu)(shu)、學習型(xing)自動駕駛(shi)系(xi)統、智(zhi)(zhi)能網聯(lian)決策與控制(zhi)、信息(xi)物理(li)系(xi)統架構設計(ji)等(deng)(deng)(deng)關鍵技術(shu)(shu),重(zhong)點突破智(zhi)(zhi)能駕駛(shi)底盤(pan)、多類別傳感(gan)器融(rong)合(he)、新(xin)型(xing)智(zhi)(zhi)能終端、車載智(zhi)(zhi)能計(ji)算平臺、V2X通(tong)信網絡(luo)、三(san)維高精(jing)度(du)車用(yong)地圖(tu)等(deng)(deng)(deng)基礎技術(shu)(shu),加快(kuai)無人(ren)駕駛(shi)、云端算力、數據安全等(deng)(deng)(deng)技術(shu)(shu)前瞻布局。
5.智(zhi)慧交(jiao)通融(rong)合技術。支(zhi)持優(you)勢(shi)企業積極參與(yu)充換電技(ji)(ji)術(shu)和接(jie)口、加(jia)氫(qing)技(ji)(ji)術(shu)和接(jie)口、車用儲氫(qing)裝置、車用通信協議、智(zhi)能化道路建(jian)設(she)、數據傳輸與(yu)結算等標(biao)準(zhun)的制定(ding),構(gou)建(jian)基(ji)礎設(she)施互(hu)聯互(hu)通標(biao)準(zhun)體系。
(五)充換并重加強基礎設施保障
完善充(chong)(chong)(chong)電(dian)(dian)(dian)基(ji)礎設(she)(she)(she)(she)施(shi)(shi),加(jia)快建(jian)設(she)(she)(she)(she)形成以快速充(chong)(chong)(chong)電(dian)(dian)(dian)為主的(de)高速公(gong)(gong)路充(chong)(chong)(chong)電(dian)(dian)(dian)網絡和覆蓋市、縣、鄉三級的(de)公(gong)(gong)共充(chong)(chong)(chong)電(dian)(dian)(dian)網絡,實現充(chong)(chong)(chong)電(dian)(dian)(dian)站縣縣“全覆蓋”、電(dian)(dian)(dian)動(dong)汽(qi)車(che)(che)充(chong)(chong)(chong)電(dian)(dian)(dian)樁鄉鄉“全覆蓋”。大(da)力(li)(li)推廣換電(dian)(dian)(dian)模(mo)式,加(jia)快換電(dian)(dian)(dian)模(mo)式應(ying)用試點(dian),鼓(gu)勵整車(che)(che)企業(ye)及第三方(fang)運營商(shang)探索“電(dian)(dian)(dian)池銀行”等新(xin)型商(shang)業(ye)模(mo)式,降低電(dian)(dian)(dian)動(dong)汽(qi)車(che)(che)首次購置成本,提高新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)汽(qi)車(che)(che)使(shi)用便利(li)性。有序布局氫(qing)(qing)(qing)燃料供給體系,大(da)力(li)(li)推動(dong)工(gong)業(ye)副產氫(qing)(qing)(qing)、有機廢(fei)物制備車(che)(che)用氫(qing)(qing)(qing)氣,積(ji)極探索棄(qi)風棄(qi)水(shui)制氫(qing)(qing)(qing),鼓(gu)勵能(neng)(neng)(neng)(neng)(neng)源(yuan)公(gong)(gong)司及社會資(zi)本參與(yu)氫(qing)(qing)(qing)能(neng)(neng)(neng)(neng)(neng)基(ji)礎設(she)(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)(she)和運營,加(jia)快建(jian)設(she)(she)(she)(she)綜合能(neng)(neng)(neng)(neng)(neng)源(yuan)站、“制氫(qing)(qing)(qing)、加(jia)氫(qing)(qing)(qing)”一體化(hua)示(shi)范站,著力(li)(li)降低用氫(qing)(qing)(qing)成本。積(ji)極推進智(zhi)能(neng)(neng)(neng)(neng)(neng)交(jiao)通(tong)基(ji)礎設(she)(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)(she),重點(dian)在貴安新(xin)區(qu)等規劃建(jian)設(she)(she)(she)(she)智(zhi)能(neng)(neng)(neng)(neng)(neng)網聯汽(qi)車(che)(che)測試區(qu)與(yu)智(zhi)慧交(jiao)通(tong)示(shi)范區(qu),分階(jie)段、分區(qu)域推動(dong)交(jiao)通(tong)基(ji)礎設(she)(she)(she)(she)施(shi)(shi)智(zhi)能(neng)(neng)(neng)(neng)(neng)化(hua)改(gai)造(zao),加(jia)快5G通(tong)信網與(yu)車(che)(che)聯網建(jian)設(she)(she)(she)(she)。
