(九)揮(hui)發性(xing)有機物綜合整治工程。以工業(ye)涂(tu)裝(zhuang)、包(bao)裝(zhuang)印(yin)刷(shua)、電子(zi)等(deng)(deng)行業(ye)為重(zhong)點,加(jia)大(da)低(無(wu))揮發性有(you)(you)機物含量原輔材料的(de)源頭替代力度。開展(zhan)揮發性有(you)(you)機物無(wu)組織排(pai)放(fang)排(pai)查(cha)整治。實施儲罐及揮發性有(you)(you)機液體裝(zhuang)卸環(huan)節綜(zong)合治理(li),推(tui)動汽車罐車使(shi)用(yong)自封式快速(su)接頭,鐵路罐車使(shi)用(yong)鎖緊式接頭。嚴格管(guan)控敞開液面逸散(san)。加(jia)大(da)石化、煤化工、制藥(yao)(yao)、農藥(yao)(yao)等(deng)(deng)行業(ye)廢水(shui)(shui)集輸系統(tong)改造力度,使(shi)用(yong)密閉管(guan)道替代敞開式集輸。按(an)照分(fen)質處(chu)理(li)的(de)原則(ze),對(dui)含揮發性有(you)(you)機物有(you)(you)機廢水(shui)(shui)系統(tong)中高濃度廢氣(qi)采用(yong)燃燒等(deng)(deng)高效治理(li)技術單獨收集處(chu)理(li),萬噸(dun)級及以上原油(you)(you)、成品油(you)(you)碼頭全部完成油(you)(you)氣(qi)回收治理(li)。到2025年,完成國家下達的(de)溶劑型工業(ye)涂(tu)料、油(you)(you)墨、膠粘劑使(shi)用(yong)量削減比例(li)要求。(市(shi)工業(ye)和信息化局、市(shi)生(sheng)態環(huan)境局牽頭,市(shi)住房城鄉建設委(wei)、市(shi)交通運輸委(wei)、市(shi)公安交管(guan)局等(deng)(deng)按(an)職責(ze)分(fen)工負責(ze))

(一(yi))完善能耗雙(shuang)控制度(du)。堅持節(jie)能(neng)(neng)(neng)(neng)優先,強化(hua)能(neng)(neng)(neng)(neng)耗(hao)強度(du)(du)(du)(du)降(jiang)低(di)約(yue)束(shu)性(xing)指標(biao)管(guan)(guan)理(li),以能(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)出率(lv)為(wei)重要依據,綜合考(kao)(kao)慮(lv)經濟(ji)發展(zhan)、產(chan)業結構等(deng)因素,合理(li)確(que)定(ding)各區(qu)(qu)“十(shi)四五”能(neng)(neng)(neng)(neng)耗(hao)強度(du)(du)(du)(du)降(jiang)低(di)約(yue)束(shu)性(xing)目(mu)標(biao)。有效增(zeng)(zeng)強能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總量(liang)管(guan)(guan)理(li)彈性(xing),根據各區(qu)(qu)生產(chan)總值增(zeng)(zeng)速目(mu)標(biao)和能(neng)(neng)(neng)(neng)耗(hao)強度(du)(du)(du)(du)降(jiang)低(di)目(mu)標(biao)確(que)定(ding)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總量(liang)預期(qi)性(xing)目(mu)標(biao),對(dui)完成(cheng)(cheng)能(neng)(neng)(neng)(neng)耗(hao)強度(du)(du)(du)(du)降(jiang)低(di)目(mu)標(biao)的區(qu)(qu),其(qi)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總量(liang)免予考(kao)(kao)核(he)。“十(shi)四五”時期(qi)新(xin)增(zeng)(zeng)可(ke)再(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)電力(li)消(xiao)費(fei)量(liang)不納入能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總量(liang)控制,將(jiang)各區(qu)(qu)評價考(kao)(kao)核(he)年度(du)(du)(du)(du)比(bi)2020年新(xin)增(zeng)(zeng)的可(ke)再(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)電力(li)消(xiao)費(fei)量(liang)從(cong)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總量(liang)中(zhong)扣(kou)除。原料用(yong)能(neng)(neng)(neng)(neng)不納入各區(qu)(qu)能(neng)(neng)(neng)(neng)耗(hao)雙(shuang)控考(kao)(kao)核(he),將(jiang)生產(chan)烯烴、芳烴、化(hua)肥(fei)、農(nong)藥、醇類(lei)等(deng)產(chan)品過程(cheng)中(zhong)的原料用(yong)能(neng)(neng)(neng)(neng)消(xiao)費(fei)量(liang),從(cong)各區(qu)(qu)2020年和評價考(kao)(kao)核(he)年度(du)(du)(du)(du)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總量(liang)中(zhong)扣(kou)除。加強節(jie)能(neng)(neng)(neng)(neng)形勢分(fen)析預警,對(dui)能(neng)(neng)(neng)(neng)耗(hao)強度(du)(du)(du)(du)降(jiang)低(di)目(mu)標(biao)完成(cheng)(cheng)滯后的區(qu)(qu)加強工作指導(dao)。科學有序實行(xing)用(yong)能(neng)(neng)(neng)(neng)預算管(guan)(guan)理(li),合理(li)配置能(neng)(neng)(neng)(neng)源(yuan)(yuan)要素,加強對(dui)符合產(chan)業規劃和產(chan)業政策、能(neng)(neng)(neng)(neng)效環保(bao)指標(biao)先進的項(xiang)目(mu)用(yong)能(neng)(neng)(neng)(neng)保(bao)障。完善能(neng)(neng)(neng)(neng)源(yuan)(yuan)統計報表制度(du)(du)(du)(du),加強能(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)與碳排放統計的銜接。(市(shi)發展(zhan)改革委牽(qian)頭,市(shi)統計局等(deng)按職責(ze)分(fen)工負責(ze))
(二)健全污染物排放總(zong)量控制制度。堅持精準、科學(xue)、依法治污(wu)(wu)(wu),推(tui)進(jin)各(ge)區單位(wei)工業(ye)增加值、工業(ye)園(yuan)區單位(wei)面積、重點行業(ye)單位(wei)產品(pin)等污(wu)(wu)(wu)染(ran)(ran)排(pai)放(fang)強(qiang)度(du)監(jian)測評(ping)估(gu),結(jie)合各(ge)區污(wu)(wu)(wu)染(ran)(ran)物排(pai)放(fang)強(qiang)度(du)、總(zong)量(liang)和生態(tai)環(huan)境(jing)質(zhi)量(liang),優(you)化分解(jie)重點工程減排(pai)量(liang),推(tui)進(jin)實施重點減排(pai)工程,加快推(tui)動綠色低(di)碳發展(zhan)、結(jie)構優(you)化調整。健(jian)全完善污(wu)(wu)(wu)染(ran)(ran)物排(pai)放(fang)總(zong)量(liang)控制(zhi)(zhi)制(zhi)(zhi)度(du),加強(qiang)與排(pai)污(wu)(wu)(wu)許可、環(huan)境(jing)影響評(ping)價審(shen)批等制(zhi)(zhi)度(du)銜(xian)接(jie)。加強(qiang)總(zong)量(liang)減排(pai)核算信息(xi)化管理,強(qiang)化監(jian)測、核查、考核,健(jian)全激勵(li)約束(shu)機制(zhi)(zhi),堅決杜絕(jue)弄虛作假。(市生態(tai)環(huan)境(jing)局負責)
(三)堅(jian)決遏制高(gao)耗能高(gao)排放低水平(ping)項目盲目發展。嚴(yan)(yan)格高(gao)(gao)耗(hao)(hao)能高(gao)(gao)排(pai)放項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)(以下稱“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu))審批(pi)(pi)準(zhun)入(ru)(ru)(ru),加(jia)強(qiang)固定資產(chan)(chan)投資項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)節能審查,推動新建“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)能效水平(ping)(ping)應提(ti)盡(jin)提(ti)。嚴(yan)(yan)把“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)環(huan)境準(zhun)入(ru)(ru)(ru)關,嚴(yan)(yan)格環(huan)評(ping)審批(pi)(pi),對(dui)(dui)不(bu)符(fu)合法(fa)律法(fa)規(gui)(gui)、規(gui)(gui)劃(hua)環(huan)評(ping)、生(sheng)態環(huan)境分(fen)區(qu)管控和區(qu)域污(wu)(wu)染(ran)物(wu)總(zong)量削減要(yao)(yao)(yao)(yao)求的,依法(fa)不(bu)予審批(pi)(pi)。建立“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)管理(li)臺賬,以石化(hua)(hua)、化(hua)(hua)工(gong)(gong)、煤(mei)(mei)電、建材(cai)、有色、煤(mei)(mei)化(hua)(hua)工(gong)(gong)、鋼鐵、焦化(hua)(hua)等行業(ye)為重點(dian),全面(mian)梳理(li)擬建、在建、存量“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu),實(shi)行清單管理(li)、分(fen)類處(chu)置(zhi)、動態監控。嚴(yan)(yan)格按(an)照國家(jia)(jia)有關要(yao)(yao)(yao)(yao)求,對(dui)(dui)于行業(ye)產(chan)(chan)能已(yi)飽和的“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu),落實(shi)壓減產(chan)(chan)能和能耗(hao)(hao)指(zhi)標(biao)(biao)以及(ji)煤(mei)(mei)炭消費減量替代、污(wu)(wu)染(ran)物(wu)排(pai)放區(qu)域削減等要(yao)(yao)(yao)(yao)求,主要(yao)(yao)(yao)(yao)產(chan)(chan)品(pin)設計(ji)能效水平(ping)(ping)應對(dui)(dui)標(biao)(biao)行業(ye)能耗(hao)(hao)限額(e)(e)先進值或國際先進水平(ping)(ping);對(dui)(dui)于行業(ye)產(chan)(chan)能尚(shang)未飽和的“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu),在能耗(hao)(hao)限額(e)(e)準(zhun)入(ru)(ru)(ru)值、污(wu)(wu)染(ran)物(wu)排(pai)放標(biao)(biao)準(zhun)等基礎上(shang),對(dui)(dui)標(biao)(biao)國際先進水平(ping)(ping)提(ti)高(gao)(gao)準(zhun)入(ru)(ru)(ru)門檻;對(dui)(dui)于能耗(hao)(hao)量較大的新興產(chan)(chan)業(ye),引導企(qi)業(ye)應用綠色低(di)碳技術(shu),提(ti)高(gao)(gao)能效和污(wu)(wu)染(ran)物(wu)排(pai)放控制水平(ping)(ping)。加(jia)強(qiang)“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)全過(guo)程監管,重點(dian)監管項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)相關手續合法(fa)合規(gui)(gui)性,對(dui)(dui)不(bu)符(fu)合政策(ce)要(yao)(yao)(yao)(yao)求、違規(gui)(gui)審批(pi)(pi)、未批(pi)(pi)先建、批(pi)(pi)建不(bu)符(fu)、超標(biao)(biao)用能排(pai)污(wu)(wu)的“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu),堅決(jue)叫停,依法(fa)依規(gui)(gui)嚴(yan)(yan)肅查處(chu)。完善“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)融資政策(ce),指(zhi)導督促金(jin)融機構優化(hua)(hua)資金(jin)投向、調整(zheng)信貸(dai)(dai)結(jie)構,對(dui)(dui)不(bu)符(fu)合國家(jia)(jia)要(yao)(yao)(yao)(yao)求的“兩(liang)高(gao)(gao)”項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)不(bu)予貸(dai)(dai)款(kuan),已(yi)經貸(dai)(dai)款(kuan)的及(ji)時清收。(市發展改革委、市工(gong)(gong)業(ye)和信息化(hua)(hua)局、市生(sheng)態環(huan)境局牽頭,人民(min)銀行天津分(fen)行、天津銀保(bao)監局等按(an)職責(ze)分(fen)工(gong)(gong)負責(ze))
