(一(yi))優化能耗雙控(kong)制(zhi)度。綜(zong)合(he)考(kao)(kao)(kao)慮產(chan)業結構(gou)、能(neng)(neng)(neng)(neng)(neng)效(xiao)現狀、節(jie)能(neng)(neng)(neng)(neng)(neng)潛力(li)(li)等因素,合(he)理分(fen)解各(ge)設區(qu)市政府(fu)能(neng)(neng)(neng)(neng)(neng)耗強(qiang)(qiang)度降(jiang)低目(mu)(mu)標(biao)(biao)。省(sheng)里對各(ge)設區(qu)市“十四五”能(neng)(neng)(neng)(neng)(neng)耗強(qiang)(qiang)度降(jiang)低實行(xing)(xing)基本(ben)(ben)目(mu)(mu)標(biao)(biao)和激勵目(mu)(mu)標(biao)(biao)雙目(mu)(mu)標(biao)(biao)管理,對能(neng)(neng)(neng)(neng)(neng)耗強(qiang)(qiang)度降(jiang)低達(da)到激勵目(mu)(mu)標(biao)(biao)的地(di)(di)區(qu),其能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總(zong)(zong)(zong)量(liang)(liang)(liang)(liang)在當期能(neng)(neng)(neng)(neng)(neng)耗雙控考(kao)(kao)(kao)核(he)(he)中免予考(kao)(kao)(kao)核(he)(he)。完(wan)善(shan)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總(zong)(zong)(zong)量(liang)(liang)(liang)(liang)指標(biao)(biao)確(que)定方式,根據(ju)地(di)(di)區(qu)生(sheng)(sheng)產(chan)總(zong)(zong)(zong)值增(zeng)(zeng)速目(mu)(mu)標(biao)(biao)和能(neng)(neng)(neng)(neng)(neng)耗強(qiang)(qiang)度降(jiang)低基本(ben)(ben)目(mu)(mu)標(biao)(biao)確(que)定年度能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總(zong)(zong)(zong)量(liang)(liang)(liang)(liang)目(mu)(mu)標(biao)(biao),經(jing)濟增(zeng)(zeng)速超過預(yu)期目(mu)(mu)標(biao)(biao)的地(di)(di)區(qu)可相應(ying)調整能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總(zong)(zong)(zong)量(liang)(liang)(liang)(liang)目(mu)(mu)標(biao)(biao)。對國(guo)家(jia)能(neng)(neng)(neng)(neng)(neng)耗單列(lie)的重(zhong)大項目(mu)(mu),不納入(ru)地(di)(di)方能(neng)(neng)(neng)(neng)(neng)耗強(qiang)(qiang)度和總(zong)(zong)(zong)量(liang)(liang)(liang)(liang)考(kao)(kao)(kao)核(he)(he)。對原料用(yong)(yong)(yong)煤(mei)、用(yong)(yong)(yong)油、用(yong)(yong)(yong)天然氣,不納入(ru)地(di)(di)方能(neng)(neng)(neng)(neng)(neng)耗強(qiang)(qiang)度和總(zong)(zong)(zong)量(liang)(liang)(liang)(liang)考(kao)(kao)(kao)核(he)(he)。對年度新(xin)增(zeng)(zeng)的可再生(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)電力(li)(li)消(xiao)費(fei)量(liang)(liang)(liang)(liang),不納入(ru)地(di)(di)方能(neng)(neng)(neng)(neng)(neng)耗總(zong)(zong)(zong)量(liang)(liang)(liang)(liang)考(kao)(kao)(kao)核(he)(he)。實施重(zhong)點行(xing)(xing)業企業用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)算(suan)(suan)管理,合(he)理確(que)定企業年度基準能(neng)(neng)(neng)(neng)(neng)耗,開(kai)展(zhan)用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)算(suan)(suan)監測預(yu)警、考(kao)(kao)(kao)核(he)(he)評價,不斷增(zeng)(zeng)強(qiang)(qiang)用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)算(suan)(suan)約束力(li)(li)。(責任(ren)單位:省(sheng)發(fa)展(zhan)改革委(wei)、省(sheng)經(jing)信廳、省(sheng)統(tong)計局(ju)、省(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)局(ju),省(sheng)電力(li)(li)公(gong)司)
(二)健全污(wu)染(ran)物排放總量控(kong)制(zhi)制(zhi)度(du)。堅持(chi)精(jing)準治(zhi)污(wu)(wu)(wu)、科學(xue)治(zhi)污(wu)(wu)(wu)、依(yi)法治(zhi)污(wu)(wu)(wu),把污(wu)(wu)(wu)染(ran)物排(pai)(pai)(pai)放(fang)總(zong)(zong)(zong)(zong)量(liang)控制制度作(zuo)為加快(kuai)綠色低碳發展(zhan)、推動結構優化調整、提升(sheng)環境(jing)治(zhi)理(li)水平的重要抓手,推進實(shi)施重點(dian)減(jian)(jian)(jian)排(pai)(pai)(pai)工(gong)程(cheng),形成有效減(jian)(jian)(jian)排(pai)(pai)(pai)能力。優化總(zong)(zong)(zong)(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)指標分解方式,按照可監測、可核(he)(he)(he)(he)(he)查、可考(kao)核(he)(he)(he)(he)(he)的原則,將重點(dian)工(gong)程(cheng)減(jian)(jian)(jian)排(pai)(pai)(pai)量(liang)下達(da)地方,污(wu)(wu)(wu)染(ran)治(zhi)理(li)任務(wu)較(jiao)重的地方承擔相(xiang)對較(jiao)多的減(jian)(jian)(jian)排(pai)(pai)(pai)任務(wu)。落(luo)實(shi)制造(zao)業企業差別(bie)化排(pai)(pai)(pai)污(wu)(wu)(wu)機制。根據國家核(he)(he)(he)(he)(he)算(suan)技術指南(nan)要求,開(kai)展(zhan)總(zong)(zong)(zong)(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)核(he)(he)(he)(he)(he)算(suan),加強(qiang)與排(pai)(pai)(pai)污(wu)(wu)(wu)許(xu)可、環境(jing)影響評價(jia)審批等制度銜(xian)接,提升(sheng)總(zong)(zong)(zong)(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)核(he)(he)(he)(he)(he)算(suan)信息化水平。完(wan)善(shan)總(zong)(zong)(zong)(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)考(kao)核(he)(he)(he)(he)(he)體系,健全(quan)激勵(li)約(yue)束機制,強(qiang)化總(zong)(zong)(zong)(zong)量(liang)減(jian)(jian)(jian)排(pai)(pai)(pai)監督管理(li),重點(dian)核(he)(he)(he)(he)(he)查重復(fu)計(ji)算(suan)、弄虛(xu)作(zuo)假特(te)別(bie)是不如實(shi)填報削減(jian)(jian)(jian)量(liang)和(he)削減(jian)(jian)(jian)來源(yuan)等問題。(責(ze)任單位:省生態環境(jing)廳)
(三)堅(jian)決遏(e)制高耗能高排放項(xiang)目盲目發展。對(dui)(dui)(dui)在(zai)建(jian)(jian)、擬建(jian)(jian)和建(jian)(jian)成“兩(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)開展分類處置(zhi),將已(yi)建(jian)(jian)“兩(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)全部納入重點(dian)用(yong)能(neng)(neng)(neng)(neng)單位在(zai)線監(jian)測系統,強(qiang)化(hua)對(dui)(dui)(dui)“兩(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)的(de)閉環(huan)(huan)化(hua)管(guan)理(li),堅決拿(na)下不符(fu)合(he)(he)要(yao)求(qiu)的(de)“兩(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)。建(jian)(jian)立(li)完善“兩(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)產(chan)(chan)能(neng)(neng)(neng)(neng)、能(neng)(neng)(neng)(neng)耗、煤耗、污(wu)染物排放、碳(tan)排放減(jian)(jian)量(liang)等量(liang)替代制度,減(jian)(jian)量(liang)等量(liang)替代來(lai)源(yuan)應當(dang)可監(jian)測、可統計(ji)、可復核。對(dui)(dui)(dui)正在(zai)洽(qia)談(tan)、尚未獲批(pi)的(de)“兩(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu),各地在(zai)履行各項(xiang)(xiang)審(shen)批(pi)手(shou)續之(zhi)前,要(yao)深入論證建(jian)(jian)設必要(yao)性(xing)、可行性(xing),認真分析評估對(dui)(dui)(dui)能(neng)(neng)(neng)(neng)耗雙控、碳(tan)排放、產(chan)(chan)業高(gao)(gao)(gao)質量(liang)發展和環(huan)(huan)境(jing)質量(liang)的(de)影響。對(dui)(dui)(dui)不符(fu)合(he)(he)國家產(chan)(chan)業規劃、產(chan)(chan)業政策、“三線一單”、規劃環(huan)(huan)評、產(chan)(chan)能(neng)(neng)(neng)(neng)置(zhi)換、煤炭消費(fei)減(jian)(jian)量(liang)替代和污(wu)染物排放區域削(xue)減(jian)(jian)等要(yao)求(qiu)的(de)項(xiang)(xiang)目(mu)(mu)(mu),堅決停(ting)批(pi)停(ting)建(jian)(jian)。對(dui)(dui)(dui)年綜合(he)(he)能(neng)(neng)(neng)(neng)源(yuan)消費(fei)總量(liang)5萬噸標準煤以上的(de)固定資(zi)產(chan)(chan)投資(zi)項(xiang)(xiang)目(mu)(mu)(mu),須報經省(sheng)節能(neng)(neng)(neng)(neng)主管(guan)部門審(shen)核確認。(責任單位:省(sheng)發展改革委(wei)、省(sheng)經信廳(ting)、省(sheng)生態環(huan)(huan)境(jing)廳(ting)、省(sheng)能(neng)(neng)(neng)(neng)源(yuan)局)
(四)全力(li)做好重大項(xiang)目(mu)用能保(bao)障。對主要產品能(neng)(neng)(neng)效(xiao)達(da)到國際先(xian)進水平(ping)的重大(da)產業(ye)項目(mu),可(ke)(ke)以跨(kua)年度使用(yong)(yong)“十四五”能(neng)(neng)(neng)耗(hao)(hao)指(zhi)標(biao)。建立健全能(neng)(neng)(neng)耗(hao)(hao)指(zhi)標(biao)臺賬,在市域范圍統籌(chou)使用(yong)(yong)能(neng)(neng)(neng)耗(hao)(hao)指(zhi)標(biao)。對含有原料用(yong)(yong)能(neng)(neng)(neng)的新上項目(mu),按照扣(kou)除原料用(yong)(yong)能(neng)(neng)(neng)后的能(neng)(neng)(neng)耗(hao)(hao)開展節能(neng)(neng)(neng)審(shen)查(cha)。對新增可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源電力消費量、通(tong)過淘汰(tai)落后產能(neng)(neng)(neng)騰出的規模以下企(qi)業(ye)存量用(yong)(yong)能(neng)(neng)(neng)空間,可(ke)(ke)用(yong)(yong)于平(ping)衡重大(da)項目(mu)用(yong)(yong)能(neng)(neng)(neng)需求(qiu)。對單位工業(ye)增加值(zhi)能(neng)(neng)(neng)耗(hao)(hao)低于0.52噸標(biao)準煤/萬元的制造業(ye)重大(da)項目(mu),節能(neng)(neng)(neng)審(shen)查(cha)開通(tong)“綠色通(tong)道”。(責任單位:省(sheng)發展改革委、省(sheng)經信(xin)廳、省(sheng)能(neng)(neng)(neng)源局)

五、強化(hua)工作落實
