七、促進危(wei)險廢物利用處置(zhi)產(chan)業高質(zhi)量發展(zhan)

(十三)促進危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)利(li)(li)(li)用(yong)(yong)處置(zhi)企(qi)(qi)(qi)業規模化發展和(he)專業化運營(ying)。鼓(gu)勵龍(long)頭企(qi)(qi)(qi)業提(ti)(ti)檔(dang)升級,優先支(zhi)(zhi)持清潔(jie)生產(chan)水(shui)(shui)平更高(gao)(gao),“三廢(fei)(fei)(fei)”排放量更少,誠實守信企(qi)(qi)(qi)業的(de)(de)項(xiang)目(mu)建(jian)設。鼓(gu)勵現有企(qi)(qi)(qi)業進行高(gao)(gao)標準(zhun)、高(gao)(gao)水(shui)(shui)平的(de)(de)清潔(jie)生產(chan)改(gai)(gai)造和(he)工藝水(shui)(shui)平提(ti)(ti)升,逐(zhu)步淘(tao)汰環(huan)(huan)(huan)境問(wen)題頻發、管(guan)理水(shui)(shui)平低下和(he)群眾反映強烈的(de)(de)利(li)(li)(li)用(yong)(yong)處置(zhi)項(xiang)目(mu),按(an)(an)規定限制(zhi)(zhi)規模小、污染(ran)重、危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)治理難度(du)大的(de)(de)利(li)(li)(li)用(yong)(yong)處置(zhi)項(xiang)目(mu)。控制(zhi)(zhi)可焚燒減量的(de)(de)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)直接填(tian)埋(mai),適度(du)發展水(shui)(shui)泥(ni)窯(yao)協同處置(zhi)危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)。逐(zhu)步改(gai)(gai)變(bian)全省(sheng)(sheng)以“固(gu)化+填(tian)埋(mai)”為主的(de)(de)生活垃圾焚燒飛灰(hui)處置(zhi)方式,支(zhi)(zhi)持新(xin)建(jian)“飛灰(hui)預處理+水(shui)(shui)泥(ni)窯(yao)協同處置(zhi)”等(deng)項(xiang)目(mu),最大限度(du)減少飛灰(hui)填(tian)埋(mai)處置(zhi)量。(省(sheng)(sheng)生態環(huan)(huan)(huan)境廳牽頭、省(sheng)(sheng)發展改(gai)(gai)革委(wei)(wei)等(deng)參與)落實重點危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)集中處置(zhi)設施場所(suo)退役(yi)費(fei)用(yong)(yong)預提(ti)(ti)和(he)管(guan)理制(zhi)(zhi)度(du),預提(ti)(ti)費(fei)用(yong)(yong)列入投資概算或者經營(ying)成本。鼓(gu)勵金融機構加大對危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)污染(ran)環(huan)(huan)(huan)境防治項(xiang)目(mu)的(de)(de)信貸(dai)投放,探(tan)索利(li)(li)(li)用(yong)(yong)政府投資基金、環(huan)(huan)(huan)境污染(ran)強制(zhi)(zhi)責任保險(xian)(xian)等(deng)支(zhi)(zhi)持危(wei)(wei)險(xian)(xian)廢(fei)(fei)(fei)物(wu)綜(zong)合利(li)(li)(li)用(yong)(yong)企(qi)(qi)(qi)業和(he)產(chan)業發展。(省(sheng)(sheng)發展改(gai)(gai)革委(wei)(wei)、省(sheng)(sheng)財(cai)政廳、省(sheng)(sheng)稅務局、省(sheng)(sheng)生態環(huan)(huan)(huan)境廳等(deng)按(an)(an)職責分工負責)

(十(shi)四)規(gui)范危(wei)(wei)(wei)險廢(fei)(fei)物(wu)資源化利(li)(li)用(yong)。使用(yong)危(wei)(wei)(wei)險廢(fei)(fei)物(wu)綜(zong)合(he)利(li)(li)用(yong)產(chan)物(wu)應當(dang)符(fu)合(he)國(guo)家(jia)(jia)規(gui)定的(de)用(yong)途和標(biao)準(zhun)(zhun)。強化對危(wei)(wei)(wei)險廢(fei)(fei)物(wu)綜(zong)合(he)利(li)(li)用(yong)產(chan)品相關指標(biao)的(de)監督(du)檢查(cha)。鼓勵科(ke)研院(yuan)所、高校、行業(ye)協會、危(wei)(wei)(wei)險廢(fei)(fei)物(wu)綜(zong)合(he)利(li)(li)用(yong)示范企業(ye)參(can)與國(guo)家(jia)(jia)固(gu)體廢(fei)(fei)物(wu)綜(zong)合(he)利(li)(li)用(yong)標(biao)準(zhun)(zhun)體系建(jian)設,申(shen)報固(gu)體廢(fei)(fei)物(wu)綜(zong)合(he)利(li)(li)用(yong)產(chan)物(wu)標(biao)準(zhun)(zhun)制修(xiu)訂(ding)項目。(省(sheng)生態環境廳、省(sheng)市場監管局、省(sheng)發展改(gai)革委(wei)、省(sheng)工(gong)業(ye)和信息(xi)化廳、省(sheng)教(jiao)育廳、省(sheng)科(ke)技廳、省(sheng)農業(ye)農村廳等按職責分工(gong)負(fu)責)在(zai)環境風險可(ke)控的(de)前提下(xia),探索危(wei)(wei)(wei)險廢(fei)(fei)物(wu)“點對點”定向利(li)(li)用(yong)許可(ke)證豁免(mian)管理(li)。(省(sheng)生態環境廳牽頭,相關部門參(can)與)

八、建立平戰結合的危險廢物(wu)應急(ji)處置體系

(十五)完善危險廢(fei)物(含醫(yi)(yi)療(liao)廢(fei)物)應(ying)(ying)(ying)(ying)急(ji)處(chu)(chu)置(zhi)機制。縣級以上人(ren)民政(zheng)府應(ying)(ying)(ying)(ying)將(jiang)醫(yi)(yi)療(liao)廢(fei)物收集(ji)、貯存、運(yun)輸、處(chu)(chu)置(zhi)等(deng)(deng)工作納入重大傳染病疫(yi)情領導指(zhi)揮體系,強(qiang)化統(tong)籌協(xie)調,保障(zhang)所(suo)需的車輛、場(chang)地、處(chu)(chu)置(zhi)設施和防護物資。(省衛生(sheng)(sheng)健康(kang)委、省生(sheng)(sheng)態環(huan)境(jing)廳、省住房(fang)城(cheng)鄉建設廳、省交通運(yun)輸廳等(deng)(deng)按職責分(fen)工負責)堅持疫(yi)情常態化防控(kong)和應(ying)(ying)(ying)(ying)急(ji)處(chu)(chu)置(zhi)相結合,制定疫(yi)情醫(yi)(yi)療(liao)廢(fei)物環(huan)境(jing)管理(li)應(ying)(ying)(ying)(ying)急(ji)預(yu)案,規范應(ying)(ying)(ying)(ying)急(ji)啟動程序,明確定點醫(yi)(yi)院、集(ji)中隔(ge)離(li)場(chang)所(suo)、封閉(bi)管理(li)小區(村莊)涉(she)(she)疫(yi)情醫(yi)(yi)療(liao)廢(fei)物及按疫(yi)情醫(yi)(yi)療(liao)廢(fei)物管理(li)的生(sheng)(sheng)活垃圾收集(ji)、貯存、轉運(yun)和處(chu)(chu)置(zhi)要求,確保醫(yi)(yi)療(liao)廢(fei)物應(ying)(ying)(ying)(ying)急(ji)處(chu)(chu)置(zhi)有序開(kai)展。(省衛生(sheng)(sheng)健康(kang)委、省生(sheng)(sheng)態環(huan)境(jing)廳牽頭,相關部(bu)門參與(yu))將(jiang)涉(she)(she)危險廢(fei)物突(tu)發(fa)生(sheng)(sheng)態環(huan)境(jing)事件應(ying)(ying)(ying)(ying)急(ji)處(chu)(chu)置(zhi)納入政(zheng)府應(ying)(ying)(ying)(ying)急(ji)響應(ying)(ying)(ying)(ying)體系,建立完善環(huan)境(jing)應(ying)(ying)(ying)(ying)急(ji)響應(ying)(ying)(ying)(ying)預(yu)案,保障(zhang)危險廢(fei)物應(ying)(ying)(ying)(ying)急(ji)處(chu)(chu)置(zhi)。(省生(sheng)(sheng)態環(huan)境(jing)廳牽頭,相關部(bu)門參與(yu))

(十(shi)六)保障(zhang)重大疫(yi)情醫(yi)療廢(fei)(fei)物(wu)應(ying)急(ji)(ji)(ji)轉(zhuan)運、處置能力。全面梳理危(wei)險廢(fei)(fei)物(wu)焚燒處置設(she)(she)施、協同處置固(gu)體(ti)廢(fei)(fei)物(wu)的(de)水泥窯、生活垃圾(ji)焚燒設(she)(she)施等資(zi)源(yuan),梯(ti)次建(jian)立協同應(ying)急(ji)(ji)(ji)處置設(she)(she)施清單,依(yi)據(ju)應(ying)急(ji)(ji)(ji)狀(zhuang)態,依(yi)次啟動應(ying)急(ji)(ji)(ji)響應(ying)設(she)(she)施。各市(shi)、縣(區)人(ren)民(min)政府應(ying)保障(zhang)應(ying)急(ji)(ji)(ji)轉(zhuan)運車(che)輛,規范設(she)(she)置協同應(ying)急(ji)(ji)(ji)處置設(she)(she)施的(de)應(ying)急(ji)(ji)(ji)處置備(bei)用(yong)進(jin)料裝置,明確該(gai)設(she)(she)施應(ying)急(ji)(ji)(ji)狀(zhuang)態的(de)管理流程(cheng)和規則(ze),適時開展應(ying)急(ji)(ji)(ji)演練。(省(sheng)發展改革委(wei)、省(sheng)工(gong)(gong)業和信息化廳(ting)(ting)、省(sheng)生態環境廳(ting)(ting)、省(sheng)衛生健(jian)康委(wei)、省(sheng)住房城鄉建(jian)設(she)(she)廳(ting)(ting)按(an)職責分(fen)工(gong)(gong)負責)

九(jiu)、構(gou)建“五(wu)全”危險(xian)廢(fei)物環境監管體系

(十七)筑牢危(wei)(wei)險(xian)(xian)廢(fei)物環(huan)境(jing)(jing)安全底線。堅持問(wen)題導(dao)向,大力(li)推(tui)動(dong)(dong)構建(jian)全域排查、全面清(qing)理(li)(li)(li)、全量處置(zhi)、全過程監(jian)管(guan)(guan)(guan)和(he)全方位(wei)提升(sheng)的(de)“五全”危(wei)(wei)險(xian)(xian)廢(fei)物環(huan)境(jing)(jing)監(jian)管(guan)(guan)(guan)體系,定期排查整治危(wei)(wei)險(xian)(xian)廢(fei)物現場管(guan)(guan)(guan)理(li)(li)(li)問(wen)題,規(gui)(gui)范(fan)廠區(qu)雨污分流和(he)關鍵點位(wei)視(shi)頻監(jian)控建(jian)設(she),妥善處理(li)(li)(li)超(chao)期貯存(cun)危(wei)(wei)險(xian)(xian)廢(fei)物,持續跟蹤問(wen)效,不斷提升(sheng)全省(sheng)危(wei)(wei)險(xian)(xian)廢(fei)物環(huan)境(jing)(jing)管(guan)(guan)(guan)理(li)(li)(li)水平,有效防控生(sheng)(sheng)態環(huan)境(jing)(jing)風(feng)險(xian)(xian)。依據國家危(wei)(wei)險(xian)(xian)廢(fei)物名錄相關規(gui)(gui)定,強化對特(te)定環(huan)節豁(huo)免管(guan)(guan)(guan)理(li)(li)(li)類危(wei)(wei)險(xian)(xian)廢(fei)物的(de)監(jian)管(guan)(guan)(guan)。推(tui)動(dong)(dong)建(jian)立分級分類管(guan)(guan)(guan)理(li)(li)(li)制度。綜合考慮全省(sheng)危(wei)(wei)險(xian)(xian)廢(fei)物利用處置(zhi)能力(li)和(he)生(sheng)(sheng)態環(huan)境(jing)(jing)容量等因素(su),進一步(bu)規(gui)(gui)范(fan)危(wei)(wei)險(xian)(xian)廢(fei)物跨省(sheng)轉移(yi)管(guan)(guan)(guan)理(li)(li)(li)。(省(sheng)生(sheng)(sheng)態環(huan)境(jing)(jing)廳負責)

十(shi)、保障措施

(十八(ba))壓實各(ge)(ge)(ge)方責(ze)(ze)任。各(ge)(ge)(ge)市(shi)、縣(區(qu)(qu))人(ren)民政府(fu)要(yao)強(qiang)(qiang)化危險(xian)廢物監(jian)管和利用處(chu)置(zhi)能力的(de)(de)組織領(ling)導(dao)。各(ge)(ge)(ge)有關(guan)(guan)(guan)部(bu)(bu)門按照(zhao)職(zhi)責(ze)(ze)分(fen)工嚴(yan)(yan)格履行(xing)危險(xian)廢物監(jian)管責(ze)(ze)任,加強(qiang)(qiang)工作協同聯動。對不履行(xing)危險(xian)廢物監(jian)管責(ze)(ze)任或監(jian)管不到(dao)位(wei)的(de)(de),依法嚴(yan)(yan)肅追究責(ze)(ze)任。(各(ge)(ge)(ge)有關(guan)(guan)(guan)部(bu)(bu)門按職(zhi)責(ze)(ze)分(fen)工負責(ze)(ze))加強(qiang)(qiang)中(zhong)央(yang)、省(sheng)(sheng)生(sheng)(sheng)態(tai)環境(jing)保(bao)護督察問(wen)題整(zheng)改,對督察中(zhong)發現的(de)(de)涉嫌違紀或者職(zhi)務(wu)違法、職(zhi)務(wu)犯(fan)罪問(wen)題線索,按照(zhao)有關(guan)(guan)(guan)規定(ding)(ding)移(yi)送紀檢監(jian)察機關(guan)(guan)(guan);對其他問(wen)題,按照(zhao)有關(guan)(guan)(guan)規定(ding)(ding)移(yi)送被(bei)督察對象或有關(guan)(guan)(guan)單(dan)位(wei)處(chu)理。(省(sheng)(sheng)生(sheng)(sheng)態(tai)環境(jing)廳牽(qian)頭,相關(guan)(guan)(guan)部(bu)(bu)門參與(yu))省(sheng)(sheng)、設區(qu)(qu)市(shi)、縣(市(shi)、區(qu)(qu))要(yao)按照(zhao)省(sheng)(sheng)以下財(cai)政事權(quan)和支出責(ze)(ze)任劃分(fen)改革的(de)(de)精神,對危險(xian)廢物監(jian)管和利用處(chu)置(zhi)所需經(jing)費(fei)予以保(bao)障(zhang)。(省(sheng)(sheng)財(cai)政廳牽(qian)頭,相關(guan)(guan)(guan)部(bu)(bu)門參與(yu))

(十九)強化技(ji)(ji)術(shu)(shu)(shu)保障隊伍建(jian)設(she)(she)。加強省(sheng)(sheng)內高校(xiao)、科(ke)研(yan)院所(suo)的(de)危(wei)(wei)險(xian)(xian)廢(fei)物治理(li)(li)相(xiang)關(guan)學科(ke)專業建(jian)設(she)(she),依托(tuo)危(wei)(wei)險(xian)(xian)廢(fei)物相(xiang)關(guan)單位建(jian)設(she)(she)培訓實(shi)習基地。積極(ji)開展國內外(wai)合(he)作與技(ji)(ji)術(shu)(shu)(shu)交流,整(zheng)合(he)高校(xiao)、科(ke)研(yan)院所(suo)和(he)行業協會(hui)等技(ji)(ji)術(shu)(shu)(shu)力(li)量(liang)(liang),組建(jian)全省(sheng)(sheng)危(wei)(wei)險(xian)(xian)廢(fei)物治理(li)(li)和(he)環(huan)境(jing)管理(li)(li)專家隊伍。鼓勵引(yin)入第三方(fang)專業技(ji)(ji)術(shu)(shu)(shu)力(li)量(liang)(liang)指導(dao)企(qi)業生(sheng)態(tai)環(huan)境(jing)問題整(zheng)改。(省(sheng)(sheng)教育(yu)廳(ting)(ting)、省(sheng)(sheng)生(sheng)態(tai)環(huan)境(jing)廳(ting)(ting)、省(sheng)(sheng)外(wai)辦等按職(zhi)(zhi)責(ze)(ze)分工負責(ze)(ze))各市、縣(區)人民政府(fu)要強化危(wei)(wei)險(xian)(xian)廢(fei)物監管、技(ji)(ji)術(shu)(shu)(shu)支撐(cheng)和(he)執法隊伍建(jian)設(she)(she),配(pei)齊配(pei)強相(xiang)應(ying)的(de)人員力(li)量(liang)(liang)。(省(sheng)(sheng)委編辦、省(sheng)(sheng)生(sheng)態(tai)環(huan)境(jing)廳(ting)(ting)按職(zhi)(zhi)責(ze)(ze)分工負責(ze)(ze))
