江西省(sheng)強化危險(xian)廢物監(jian)管(guan)和利(li)用處(chu)置能力(li)改(gai)革(ge)實施方案

為全面落(luo)實(shi)《國務院辦(ban)公廳(ting)關于印發(fa)強化(hua)危(wei)險(xian)廢(fei)物監管和(he)利用(yong)處置能(neng)力(li)改革實(shi)施方案的通(tong)知》(國辦(ban)函〔2021〕47號)精(jing)神,提升全省危(wei)險(xian)廢(fei)物監管、利用(yong)處置和(he)風險(xian)防范能(neng)力(li),結合我(wo)省實(shi)際,制定(ding)本方案。

一、總體要求

堅(jian)持(chi)以(yi)習近平(ping)生(sheng)(sheng)態文(wen)明思想為(wei)指引,深入貫(guan)徹(che)黨(dang)(dang)的十(shi)(shi)(shi)九大和(he)(he)十(shi)(shi)(shi)九屆(jie)歷次(ci)全(quan)會精(jing)神,全(quan)面落實(shi)黨(dang)(dang)中央、國(guo)務院決策部署,按(an)照省十(shi)(shi)(shi)五次(ci)黨(dang)(dang)代會和(he)(he)省委、省政(zheng)府工作要求(qiu),堅(jian)持(chi)精(jing)準治(zhi)污、科學治(zhi)污、依法治(zhi)污,以(yi)源頭防(fang)控為(wei)抓手、持(chi)續改(gai)善生(sheng)(sheng)態環(huan)境質量為(wei)核心、有(you)效防(fang)控危險廢物環(huan)境與安全(quan)風險為(wei)目標,深化體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi)改(gai)革,著(zhu)力提升(sheng)危險廢物監管和(he)(he)利用處(chu)置能力,切實(shi)維護人民群眾身體(ti)健康和(he)(he)生(sheng)(sheng)態環(huan)境安全(quan)。

到(dao)2022年底(di)(di),全(quan)(quan)省危(wei)(wei)險(xian)廢(fei)物(wu)(wu)監(jian)管(guan)(guan)體制(zhi)(zhi)機(ji)制(zhi)(zhi)進一步完善,建立健全(quan)(quan)安全(quan)(quan)監(jian)管(guan)(guan)與環(huan)(huan)境監(jian)管(guan)(guan)聯動機(ji)制(zhi)(zhi);危(wei)(wei)險(xian)廢(fei)物(wu)(wu)非法轉移傾倒行為(wei)得(de)到(dao)有效遏制(zhi)(zhi);基本補齊(qi)全(quan)(quan)省醫(yi)療廢(fei)物(wu)(wu)、危(wei)(wei)險(xian)廢(fei)物(wu)(wu)收集(ji)處(chu)(chu)理能力短板(ban),縣級(ji)以上城市建成區醫(yi)療廢(fei)物(wu)(wu)無害(hai)化(hua)處(chu)(chu)置(zhi)(zhi)率(lv)達到(dao)100%,危(wei)(wei)險(xian)廢(fei)物(wu)(wu)利(li)用(yong)(yong)處(chu)(chu)置(zhi)(zhi)能力基本滿足省內需求。到(dao)2025年底(di)(di),全(quan)(quan)省建立健全(quan)(quan)源頭嚴防(fang)、過程嚴管(guan)(guan)、后果嚴懲的(de)危(wei)(wei)險(xian)廢(fei)物(wu)(wu)監(jian)管(guan)(guan)體系;危(wei)(wei)險(xian)廢(fei)物(wu)(wu)利(li)用(yong)(yong)處(chu)(chu)置(zhi)(zhi)能力充(chong)分保障,技術(shu)和運營水平(ping)進一步提(ti)升,實現(xian)危(wei)(wei)險(xian)廢(fei)物(wu)(wu)產生、收集(ji)、貯存、運輸(shu)、利(li)用(yong)(yong)處(chu)(chu)置(zhi)(zhi)全(quan)(quan)鏈(lian)條閉(bi)環(huan)(huan)監(jian)管(guan)(guan),為(wei)更高標準打造美麗中國“江西樣板(ban)”貢獻力量。

二、健全危(wei)險廢物監管(guan)體制機(ji)制

(一)依法履行(xing)危(wei)險(xian)廢(fei)物(wu)監(jian)管職(zhi)責(ze)。各(ge)市(shi)(shi)、縣(區)人(ren)民政(zheng)(zheng)府對本轄區內危(wei)險(xian)廢(fei)物(wu)治理負(fu)總責(ze)。發展改(gai)革(ge)、工業(ye)(ye)和信息化(hua)、生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)、應急管理、農(nong)業(ye)(ye)農(nong)村、公安(an)、交(jiao)通(tong)運輸(shu)(shu)、衛生(sheng)(sheng)健康、住房(fang)(fang)城(cheng)鄉建設、海(hai)關等有關部門(men)要落實(shi)在危(wei)險(xian)廢(fei)物(wu)利(li)用處置(zhi)、污染環(huan)(huan)境(jing)(jing)防治、安(an)全生(sheng)(sheng)產、運輸(shu)(shu)安(an)全以(yi)及衛生(sheng)(sheng)防疫(yi)等方面的(de)監(jian)管職(zhi)責(ze)。強化(hua)部門(men)間(jian)溝通(tong)協(xie)作,形(xing)成(cheng)工作合力,支持有條(tiao)件(jian)的(de)地市(shi)(shi)開(kai)展“無廢(fei)城(cheng)市(shi)(shi)”建設。鼓勵行(xing)業(ye)(ye)協(xie)會加強行(xing)業(ye)(ye)引導(dao),促進行(xing)業(ye)(ye)自律。(省(sheng)生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)廳(ting)(ting)、省(sheng)發展改(gai)革(ge)委(wei)、省(sheng)工業(ye)(ye)和信息化(hua)廳(ting)(ting)、省(sheng)公安(an)廳(ting)(ting)、省(sheng)住房(fang)(fang)城(cheng)鄉建設廳(ting)(ting)、省(sheng)交(jiao)通(tong)運輸(shu)(shu)廳(ting)(ting)、省(sheng)衛生(sheng)(sheng)健康委(wei)、省(sheng)應急廳(ting)(ting)、省(sheng)農(nong)業(ye)(ye)農(nong)村廳(ting)(ting)、南昌海(hai)關,各(ge)市(shi)(shi)、縣〔區〕人(ren)民政(zheng)(zheng)府按職(zhi)責(ze)分工負(fu)責(ze)。以(yi)下均需(xu)各(ge)市(shi)(shi)、縣〔區〕人(ren)民政(zheng)(zheng)府落實(shi),不再列出)建立危(wei)險(xian)廢(fei)物(wu)污染環(huan)(huan)境(jing)(jing)防治目(mu)標責(ze)任(ren)制(zhi)和考(kao)核評價(jia)制(zhi)度,將(jiang)危(wei)險(xian)廢(fei)物(wu)污染環(huan)(huan)境(jing)(jing)防治目(mu)標完(wan)成(cheng)情(qing)況作為考(kao)核評價(jia)黨(dang)政(zheng)(zheng)領(ling)導(dao)班子和有關領(ling)導(dao)干部的(de)重要參考(kao)。(省(sheng)生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)廳(ting)(ting)牽頭,省(sheng)委(wei)組織部等參與)

(二)建立(li)區(qu)域(yu)聯(lian)防(fang)聯(lian)控機(ji)制(zhi)。深入推(tui)進與(yu)周(zhou)邊省份的(de)危險廢物(wu)環境(jing)風險區(qu)域(yu)聯(lian)防(fang)聯(lian)控機(ji)制(zhi),加強危險廢物(wu)管理信息共(gong)享與(yu)協調合作,提升聯(lian)防(fang)聯(lian)控合力(li);推(tui)動省內跨區(qu)域(yu)、多層級聯(lian)動執法,統籌省市縣三級執法力(li)量(liang),針對行政區(qu)域(yu)交(jiao)界處、重點流域(yu)上(shang)游、鄉村及偏(pian)遠地區(qu)開(kai)展聯(lian)合執法,依法嚴(yan)厲(li)打擊跨區(qu)域(yu)涉危險廢物(wu)非法收(shou)集(ji)、貯(zhu)存、轉移和利用處置環境(jing)違法行為。(省生態(tai)環境(jing)廳(ting)牽頭(tou),省公安(an)廳(ting)、省交(jiao)通(tong)運輸(shu)廳(ting)等(deng)參與(yu))

(三)壓實(shi)企事(shi)業單位(wei)主體責任。危險廢(fei)(fei)(fei)物(wu)產生(sheng)(sheng)、收集(ji)、貯存、運輸(shu)(shu)、利用(yong)、處置(zhi)企事(shi)業單位(wei)(以下統稱危險廢(fei)(fei)(fei)物(wu)相關(guan)單位(wei))的主要負責人(ren)(法(fa)(fa)(fa)定代表人(ren)、實(shi)際(ji)控(kong)制(zhi)人(ren))是(shi)危險廢(fei)(fei)(fei)物(wu)污(wu)(wu)染(ran)環境(jing)(jing)(jing)防(fang)治(zhi)和安(an)全(quan)生(sheng)(sheng)產第一(yi)責任人(ren),須嚴格落實(shi)危險廢(fei)(fei)(fei)物(wu)污(wu)(wu)染(ran)環境(jing)(jing)(jing)防(fang)治(zhi)和安(an)全(quan)生(sheng)(sheng)產法(fa)(fa)(fa)律法(fa)(fa)(fa)規(gui)制(zhi)度,確保環境(jing)(jing)(jing)安(an)全(quan)、生(sheng)(sheng)產安(an)全(quan)、運輸(shu)(shu)安(an)全(quan)和衛(wei)生(sheng)(sheng)防(fang)疫安(an)全(quan)。(省(sheng)生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)廳、省(sheng)公(gong)安(an)廳、省(sheng)交通運輸(shu)(shu)廳、省(sheng)衛(wei)生(sheng)(sheng)健康委、省(sheng)應急廳等(deng)按職(zhi)(zhi)責分工負責)危險廢(fei)(fei)(fei)物(wu)相關(guan)單位(wei)應依(yi)(yi)法(fa)(fa)(fa)及時公(gong)開危險廢(fei)(fei)(fei)物(wu)污(wu)(wu)染(ran)環境(jing)(jing)(jing)防(fang)治(zhi)信息(xi),依(yi)(yi)法(fa)(fa)(fa)依(yi)(yi)規(gui)投保環境(jing)(jing)(jing)污(wu)(wu)染(ran)責任保險。(省(sheng)生(sheng)(sheng)態(tai)環境(jing)(jing)(jing)廳、江西銀保監局等(deng)按職(zhi)(zhi)責分工負責)

(四)完善危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)環境管(guan)(guan)理(li)信(xin)息化(hua)(hua)(hua)(hua)體(ti)系(xi)。健(jian)全(quan)優化(hua)(hua)(hua)(hua)江西省(sheng)(sheng)固體(ti)廢(fei)物(wu)(wu)智(zhi)能監管(guan)(guan)一體(ti)化(hua)(hua)(hua)(hua)服務平(ping)(ping)臺(tai),推行“二維(wei)碼”電子標簽,實現危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)“來(lai)源(yuan)可(ke)查、去向可(ke)追、全(quan)程(cheng)留痕”。落實危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)政務服務“不見面”辦理(li)。鼓勵有條件(jian)的(de)設區市組織轄區內的(de)危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)相關企業安裝(zhuang)智(zhi)能終端設備,建立可(ke)視化(hua)(hua)(hua)(hua)、智(zhi)能化(hua)(hua)(hua)(hua)監控體(ti)系(xi),并接入(ru)省(sheng)(sheng)危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)監管(guan)(guan)平(ping)(ping)臺(tai)。推動省(sheng)(sheng)危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)監管(guan)(guan)平(ping)(ping)臺(tai)與省(sheng)(sheng)交(jiao)通運輸(shu)廳的(de)危(wei)險(xian)(xian)(xian)貨(huo)物(wu)(wu)道(dao)路(lu)運輸(shu)安全(quan)監管(guan)(guan)系(xi)統(tong)、省(sheng)(sheng)衛(wei)生(sheng)(sheng)健(jian)康委(wei)的(de)“智(zhi)慧衛(wei)監”系(xi)統(tong)數據共(gong)享對接,與稅務、公安、司法機(ji)關等部門信(xin)息互通共(gong)享。逐(zhu)步建立全(quan)領域、全(quan)方位(wei)、全(quan)過程(cheng)的(de)危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)監管(guan)(guan)數據網絡和(he)危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)閉(bi)環監管(guan)(guan)治理(li)體(ti)系(xi)。配合(he)國家(jia)推進危(wei)險(xian)(xian)(xian)廢(fei)物(wu)(wu)收集、運輸(shu)、利用(yong)、處置(zhi)網上交(jiao)易平(ping)(ping)臺(tai)建設和(he)第三(san)方支付試點工作。(省(sheng)(sheng)生(sheng)(sheng)態環境廳牽頭,省(sheng)(sheng)發展改革委(wei)、省(sheng)(sheng)財(cai)政廳、省(sheng)(sheng)交(jiao)通運輸(shu)廳、省(sheng)(sheng)衛(wei)生(sheng)(sheng)健(jian)康委(wei)、省(sheng)(sheng)稅務局、省(sheng)(sheng)公安廳、省(sheng)(sheng)法院、省(sheng)(sheng)檢察院等參(can)與)

三、加強危(wei)險廢物源頭管控

(五)加強危險廢(fei)(fei)(fei)物鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)管(guan)理(li)。督促產生固體(ti)廢(fei)(fei)(fei)物的(de)單(dan)位落實危險廢(fei)(fei)(fei)物鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)主體(ti)責任(ren),依(yi)法(fa)(fa)依(yi)規(gui)(gui)開展危險廢(fei)(fei)(fei)物鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)。組建省(sheng)(sheng)(sheng)級危險廢(fei)(fei)(fei)物鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)專(zhuan)家委(wei)員會,獨立(li)(li)、科學(xue)、客(ke)觀(guan)、公(gong)正開展省(sheng)(sheng)(sheng)內危險廢(fei)(fei)(fei)物鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)報告(gao)異議(yi)評估工(gong)作。強化危險廢(fei)(fei)(fei)物鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)報告(gao)抽查復核和(he)鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)單(dan)位評價,建立(li)(li)省(sheng)(sheng)(sheng)內鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)單(dan)位評價管(guan)理(li)制度,嚴厲打(da)擊(ji)鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)報告(gao)失實、鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)檢測(ce)數據造假等違法(fa)(fa)違規(gui)(gui)行為。各(ge)縣(市、區(qu))人民政(zheng)府應依(yi)法(fa)(fa)承擔轄區(qu)內涉及突發環境事件、非法(fa)(fa)轉移傾倒(dao)或(huo)歷史遺留等無(wu)法(fa)(fa)追(zhui)溯責任(ren)主體(ti)的(de)固體(ti)廢(fei)(fei)(fei)物鑒(jian)(jian)(jian)別(bie)(bie)(bie)(bie)(bie)和(he)處理(li)工(gong)作,確保固體(ti)廢(fei)(fei)(fei)物科學(xue)、及時以(yi)及規(gui)(gui)范(fan)處理(li)。(省(sheng)(sheng)(sheng)生態(tai)環境廳(ting)牽頭,省(sheng)(sheng)(sheng)公(gong)安廳(ting)、省(sheng)(sheng)(sheng)市場監管(guan)局等參與)

(六)嚴格項目準入。支持以(yi)省(sheng)內產(chan)(chan)生的危(wei)(wei)(wei)險廢(fei)物為原料(liao)的利(li)(li)(li)(li)用(yong)處(chu)(chu)置(zhi)項目,依(yi)(yi)(yi)法(fa)依(yi)(yi)(yi)規(gui)從嚴審批(pi)省(sheng)內利(li)(li)(li)(li)用(yong)處(chu)(chu)置(zhi)能力嚴重(zhong)過剩(sheng)的新(xin)建(jian)(jian)項目,以(yi)及所需危(wei)(wei)(wei)險廢(fei)物原料(liao)運輸距離(li)長、環(huan)(huan)境(jing)(jing)風險大、利(li)(li)(li)(li)用(yong)價值低的綜合利(li)(li)(li)(li)用(yong)新(xin)建(jian)(jian)項目,騰出(chu)環(huan)(huan)境(jing)(jing)容量優先保(bao)障(zhang)生態發展效益好的地區、領域和企(qi)(qi)業(ye)。依(yi)(yi)(yi)法(fa)依(yi)(yi)(yi)規(gui)對重(zhong)點行(xing)業(ye)企(qi)(qi)業(ye)建(jian)(jian)設(she)項目“三(san)同時”落實(shi)及建(jian)(jian)設(she)項目竣(jun)工環(huan)(huan)境(jing)(jing)保(bao)護驗收(shou)情況進行(xing)核查。對危(wei)(wei)(wei)險廢(fei)物產(chan)(chan)生種類、數量以(yi)及利(li)(li)(li)(li)用(yong)處(chu)(chu)置(zhi)方式與環(huan)(huan)境(jing)(jing)影(ying)響評價文件嚴重(zhong)不(bu)一致的,督促(cu)相關企(qi)(qi)業(ye)按(an)相關法(fa)律法(fa)規(gui)和環(huan)(huan)境(jing)(jing)影(ying)響評價指南等文件要求整改(gai)。鼓(gu)勵(li)危(wei)(wei)(wei)險廢(fei)物年產(chan)(chan)生量6000噸以(yi)上的企(qi)(qi)業(ye)在環(huan)(huan)境(jing)(jing)風險可控的前(qian)提下自建(jian)(jian)利(li)(li)(li)(li)用(yong)處(chu)(chu)置(zhi)設(she)施(shi),實(shi)現(xian)危(wei)(wei)(wei)險廢(fei)物內部(bu)資(zi)源化利(li)(li)(li)(li)用(yong)或無害(hai)化處(chu)(chu)置(zhi)。對產(chan)(chan)品(pin)附加值高的鈀鉑銠等貴金屬催(cui)化劑(ji)回收(shou)項目,按(an)規(gui)定放寬原料(liao)管控要求。(省(sheng)生態環(huan)(huan)境(jing)(jing)廳負(fu)責)

四、加強危險廢物(wu)收集轉運等過程監(jian)管(guan)

(八)推進轉(zhuan)移運(yun)輸(shu)(shu)(shu)(shu)便(bian)捷化(hua)。建立危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)和醫療廢(fei)(fei)(fei)物(wu)(wu)運(yun)輸(shu)(shu)(shu)(shu)車(che)輛備案制度,明確(que)“點(dian)對點(dian)”的常備通(tong)行路線(xian),實現危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)和醫療廢(fei)(fei)(fei)物(wu)(wu)運(yun)輸(shu)(shu)(shu)(shu)車(che)輛規范有序、安全便(bian)捷通(tong)行。按(an)照《國家危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)名錄》中列出符合豁免(mian)運(yun)輸(shu)(shu)(shu)(shu)環節(jie)和條件的危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu),不按(an)危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)進行運(yun)輸(shu)(shu)(shu)(shu)。(省(sheng)(sheng)公安廳、省(sheng)(sheng)生(sheng)態環境廳、省(sheng)(sheng)交通(tong)運(yun)輸(shu)(shu)(shu)(shu)廳、省(sheng)(sheng)衛(wei)生(sheng)健康委等部門按(an)職(zhi)責(ze)分(fen)工負(fu)責(ze))推進危(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)跨(kua)省(sheng)(sheng)轉(zhuan)移審批“白名單(dan)”制度落地。(省(sheng)(sheng)生(sheng)態環境廳負(fu)責(ze))

五、加強廢(fei)棄危(wei)險化學品(pin)監管

(十(shi))建立監管(guan)(guan)(guan)聯動(dong)機制。生態(tai)環境部(bu)門(men)和應急(ji)管(guan)(guan)(guan)理部(bu)門(men)以及其他相關部(bu)門(men)建立監管(guan)(guan)(guan)協作和聯合執法工(gong)作機制,密切協調(diao)配合,實現(xian)信息及時、充分(fen)、有效共享,形(xing)成工(gong)作合力。督促相關企業落實廢棄危險(xian)化(hua)學(xue)品(pin)的(de)穩(wen)定(ding)(ding)化(hua)預處(chu)理等措(cuo)施,并按規定(ding)(ding)及時準確(que)申報(bao),科(ke)學(xue)規范(fan)管(guan)(guan)(guan)理。(省生態(tai)環境廳(ting)、省應急(ji)廳(ting)、省公安廳(ting)、省交(jiao)通運輸廳(ting)等按職責分(fen)工(gong)負責)

六、提升危險廢物集中處置(zhi)基礎保障能力

(十一)推動(dong)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)(yong)處(chu)(chu)(chu)置(zhi)(zhi)能力(li)與(yu)產(chan)(chan)廢(fei)(fei)情況(kuang)總體匹配。開(kai)展(zhan)省(sheng)內危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)產(chan)(chan)生量與(yu)利(li)(li)用(yong)(yong)處(chu)(chu)(chu)置(zhi)(zhi)能力(li)匹配情況(kuang)、設(she)(she)施(shi)運行(xing)情況(kuang)評估,定(ding)期發布(bu)全省(sheng)危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)(yong)處(chu)(chu)(chu)置(zhi)(zhi)建設(she)(she)項目投資引導性公告,科學引導危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)(yong)處(chu)(chu)(chu)置(zhi)(zhi)產(chan)(chan)業發展(zhan),加快補(bu)齊危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)(yong)處(chu)(chu)(chu)置(zhi)(zhi)能力(li)短板,有序推動(dong)全省(sheng)“十四五”生態(tai)環境保護(hu)規劃中危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)(yong)處(chu)(chu)(chu)置(zhi)(zhi)項目建設(she)(she)。優(you)化危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)(yong)處(chu)(chu)(chu)置(zhi)(zhi)資源配置(zhi)(zhi),鼓勵共(gong)建共(gong)享設(she)(she)施(shi),提升危(wei)(wei)險(xian)(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)(yong)處(chu)(chu)(chu)置(zhi)(zhi)效能。(省(sheng)發展(zhan)改革委、省(sheng)財政廳、省(sheng)自然資源廳、省(sheng)生態(tai)環境廳、省(sheng)住房(fang)城鄉(xiang)建設(she)(she)廳等按職(zhi)責分工負責)
