(十)環(huan)境(jing)基礎設(she)(she)施(shi)(shi)水(shui)(shui)平提(ti)(ti)(ti)升工(gong)(gong)程。加(jia)快構建集污(wu)(wu)水(shui)(shui)、垃(la)(la)圾(ji)、固體廢(fei)物(wu)、危險廢(fei)物(wu)、醫(yi)療廢(fei)物(wu)處(chu)理(li)(li)處(chu)置設(she)(she)施(shi)(shi)和監(jian)測監(jian)管(guan)能(neng)(neng)力于一體的(de)環(huan)境(jing)基礎設(she)(she)施(shi)(shi)體系,推動形成由城(cheng)(cheng)市(shi)向建制鎮和鄉村延伸覆蓋(gai)的(de)環(huan)境(jing)基礎設(she)(she)施(shi)(shi)網(wang)絡(luo)。持續推進(jin)城(cheng)(cheng)鎮生(sheng)活(huo)污(wu)(wu)水(shui)(shui)處(chu)理(li)(li)提(ti)(ti)(ti)質增(zeng)效,加(jia)強(qiang)城(cheng)(cheng)鎮生(sheng)活(huo)污(wu)(wu)水(shui)(shui)管(guan)網(wang)建設(she)(she),實(shi)施(shi)(shi)混錯(cuo)接管(guan)網(wang)改(gai)造、老舊破損管(guan)網(wang)更新(xin)修復,加(jia)快補齊處(chu)理(li)(li)能(neng)(neng)力缺(que)口,不斷提(ti)(ti)(ti)升污(wu)(wu)水(shui)(shui)和污(wu)(wu)泥資源化(hua)利用率(lv)及污(wu)(wu)泥無害化(hua)處(chu)置率(lv)。加(jia)大(da)垃(la)(la)圾(ji)資源化(hua)利用,建設(she)(she)分(fen)(fen)類(lei)投放(fang)、分(fen)(fen)類(lei)收集、分(fen)(fen)類(lei)運(yun)輸、分(fen)(fen)類(lei)處(chu)理(li)(li)的(de)生(sheng)活(huo)垃(la)(la)圾(ji)處(chu)理(li)(li)系統。重點推進(jin)垃(la)(la)圾(ji)焚(fen)燒發(fa)電、餐廚垃(la)(la)圾(ji)處(chu)理(li)(li)、建筑垃(la)(la)圾(ji)處(chu)理(li)(li)等(deng)項目建設(she)(she),完善(shan)醫(yi)療廢(fei)物(wu)收集轉運(yun)處(chu)置體系。到(dao)2025年,新(xin)建改(gai)造排水(shui)(shui)管(guan)網(wang)1500公(gong)里,新(xin)增(zeng)提(ti)(ti)(ti)標污(wu)(wu)水(shui)(shui)處(chu)理(li)(li)能(neng)(neng)力30萬噸/日,縣(xian)城(cheng)(cheng)污(wu)(wu)水(shui)(shui)處(chu)理(li)(li)率(lv)達到(dao)95%以(yi)上(shang),縣(xian)級以(yi)上(shang)城(cheng)(cheng)市(shi)生(sheng)活(huo)垃(la)(la)圾(ji)和醫(yi)療廢(fei)物(wu)無害化(hua)處(chu)理(li)(li)率(lv)均(jun)達到(dao)100%。(省(sheng)發(fa)改(gai)委、省(sheng)住建廳(ting)、省(sheng)工(gong)(gong)信廳(ting)、省(sheng)生(sheng)態環(huan)境(jing)廳(ting)、省(sheng)衛生(sheng)健康委、省(sheng)商務(wu)廳(ting)等(deng)按職(zhi)責分(fen)(fen)工(gong)(gong)負(fu)責)

三、完善節(jie)能減排控制(zhi)制(zhi)度

(一)優(you)化(hua)完善能(neng)(neng)(neng)(neng)耗(hao)雙(shuang)控(kong)(kong)制度(du)(du)。抓(zhua)住碳達(da)峰關鍵期(qi)(qi)(qi)、窗口期(qi)(qi)(qi),落實能(neng)(neng)(neng)(neng)效優(you)先(xian)和(he)(he)保(bao)障合(he)(he)理(li)用(yong)能(neng)(neng)(neng)(neng)相(xiang)結(jie)(jie)合(he)(he)、普遍性要(yao)求和(he)(he)差別(bie)化(hua)管(guan)(guan)理(li)相(xiang)結(jie)(jie)合(he)(he)、政府(fu)調控(kong)(kong)和(he)(he)市場導向相(xiang)結(jie)(jie)合(he)(he)、激(ji)勵(li)和(he)(he)約(yue)束(shu)相(xiang)結(jie)(jie)合(he)(he)、全國(guo)一盤棋統籌謀劃調控(kong)(kong)等(deng)工作原(yuan)則,強(qiang)化(hua)能(neng)(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)降低(di)約(yue)束(shu)性指標(biao)(biao)管(guan)(guan)理(li),科學分(fen)解各市(地(di))“十(shi)四五(wu)”能(neng)(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)降低(di)目(mu)標(biao)(biao),實行基(ji)本目(mu)標(biao)(biao)和(he)(he)激(ji)勵(li)目(mu)標(biao)(biao)雙(shuang)目(mu)標(biao)(biao)管(guan)(guan)理(li),并分(fen)別(bie)設置年度(du)(du)目(mu)標(biao)(biao)。根據地(di)區生產總(zong)值增(zeng)速(su)目(mu)標(biao)(biao)和(he)(he)能(neng)(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)降低(di)基(ji)本目(mu)標(biao)(biao)確定年度(du)(du)能(neng)(neng)(neng)(neng)源(yuan)消費(fei)(fei)總(zong)量(liang)目(mu)標(biao)(biao),經濟增(zeng)速(su)超過預(yu)期(qi)(qi)(qi)目(mu)標(biao)(biao)的地(di)區可(ke)相(xiang)應調整能(neng)(neng)(neng)(neng)源(yuan)消費(fei)(fei)總(zong)量(liang)目(mu)標(biao)(biao)。落實好國(guo)家新增(zeng)可(ke)再生能(neng)(neng)(neng)(neng)源(yuan)電(dian)力消費(fei)(fei)量(liang)不(bu)納入能(neng)(neng)(neng)(neng)源(yuan)消費(fei)(fei)總(zong)量(liang)考(kao)核、原(yuan)料用(yong)能(neng)(neng)(neng)(neng)不(bu)納入能(neng)(neng)(neng)(neng)耗(hao)雙(shuang)控(kong)(kong)考(kao)核、能(neng)(neng)(neng)(neng)源(yuan)消費(fei)(fei)總(zong)量(liang)調整及(ji)能(neng)(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)降低(di)達(da)到激(ji)勵(li)目(mu)標(biao)(biao)免(mian)予考(kao)核等(deng)政策。(省發(fa)改委、省統計局按職責(ze)分(fen)工負(fu)責(ze))

(二(er)(er))嚴格(ge)能(neng)(neng)耗雙(shuang)控管理。加強節(jie)能(neng)(neng)形勢分析(xi)預(yu)警,對(dui)高(gao)(gao)預(yu)警等(deng)級地區加強工(gong)作(zuo)指導。嚴格(ge)實(shi)(shi)(shi)施節(jie)能(neng)(neng)審(shen)查制(zhi)(zhi)(zhi)度(du),推動能(neng)(neng)源要素向單(dan)位能(neng)(neng)耗產(chan)出(chu)效(xiao)率高(gao)(gao)的產(chan)業、項(xiang)目、產(chan)品傾(qing)斜。按照(zhao)國家統(tong)一部署,實(shi)(shi)(shi)施國家重大(da)項(xiang)目能(neng)(neng)耗單(dan)列,支持(chi)國家重大(da)項(xiang)目建設。結合全省實(shi)(shi)(shi)際(ji)探索建立用能(neng)(neng)預(yu)算(suan)管理體(ti)系,適時(shi)編(bian)制(zhi)(zhi)(zhi)實(shi)(shi)(shi)施方案(an),優化(hua)能(neng)(neng)源要素合理配置。嚴格(ge)控制(zhi)(zhi)(zhi)二(er)(er)氧化(hua)碳(tan)(tan)排(pai)放強度(du),建立健(jian)全二(er)(er)氧化(hua)碳(tan)(tan)排(pai)放總量控制(zhi)(zhi)(zhi)制(zhi)(zhi)(zhi)度(du),加強甲烷等(deng)非二(er)(er)氧化(hua)碳(tan)(tan)溫室氣(qi)體(ti)管控,盡早實(shi)(shi)(shi)現能(neng)(neng)耗“雙(shuang)控”向碳(tan)(tan)排(pai)放總量和強度(du)“雙(shuang)控”轉(zhuan)變。(省發改委、省生態環(huan)境(jing)廳按職責分工(gong)負責)

(三)堅決(jue)遏制高(gao)(gao)(gao)耗(hao)(hao)能(neng)(neng)高(gao)(gao)(gao)排放低(di)水平項(xiang)(xiang)目(mu)盲(mang)目(mu)發展(zhan)。嚴把高(gao)(gao)(gao)耗(hao)(hao)能(neng)(neng)高(gao)(gao)(gao)排放項(xiang)(xiang)目(mu)(以下(xia)(xia)稱“兩高(gao)(gao)(gao)”項(xiang)(xiang)目(mu))準(zhun)入關,嚴格(ge)落(luo)實(shi)國家(jia)高(gao)(gao)(gao)耗(hao)(hao)能(neng)(neng)高(gao)(gao)(gao)排放行(xing)(xing)業產能(neng)(neng)置(zhi)換、納入國家(jia)有關領(ling)域產業規劃、產業政(zheng)策、準(zhun)入標準(zhun)等要求(qiu),對在(zai)(zai)建(jian)、擬建(jian)、建(jian)成的(de)“兩高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)開展(zhan)評估檢查,建(jian)立工(gong)作清(qing)單,明確處置(zhi)意見,實(shi)施(shi)動態監(jian)(jian)管,嚴禁(jin)違規“兩高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)建(jian)設、運行(xing)(xing),堅決(jue)拿下(xia)(xia)不符(fu)合(he)要求(qiu)的(de)“兩高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)。未(wei)達到能(neng)(neng)耗(hao)(hao)強度降低(di)基本(ben)目(mu)標進度要求(qiu)的(de)地(di)區,在(zai)(zai)節(jie)能(neng)(neng)審查等環(huan)節(jie)要落(luo)實(shi)能(neng)(neng)耗(hao)(hao)等量(liang)減量(liang)替代要求(qiu)。對年綜合(he)能(neng)(neng)耗(hao)(hao)5萬噸標準(zhun)煤及以上的(de)“兩高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)加強工(gong)作指導(dao)。嚴肅財經(jing)紀律(lv),落(luo)實(shi)“兩高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)融(rong)資政(zheng)策。(省發改(gai)委、省工(gong)信廳、省生態環(huan)境(jing)廳牽頭(tou),人民銀行(xing)(xing)哈爾濱中心支(zhi)行(xing)(xing)、省市場監(jian)(jian)管局(ju)、黑龍江銀保監(jian)(jian)局(ju)等按職責(ze)分(fen)工(gong)負責(ze))

(四)完善(shan)污(wu)染物排放總量控(kong)制(zhi)(zhi)制(zhi)(zhi)度。堅持精準治(zhi)(zhi)污(wu)、科(ke)學(xue)治(zhi)(zhi)污(wu)、依(yi)法治(zhi)(zhi)污(wu),推(tui)進實(shi)施重(zhong)點(dian)減(jian)(jian)排工程(cheng)。優化總量減(jian)(jian)排指標分解(jie)方式,污(wu)染治(zhi)(zhi)理任務較(jiao)重(zhong)的地(di)方承擔相對較(jiao)多的減(jian)(jian)排任務。實(shi)施基(ji)于環境(jing)質量改(gai)善(shan)的區域、流域排污(wu)總量控(kong)制(zhi)(zhi),實(shi)施一批重(zhong)點(dian)區域、重(zhong)點(dian)行業(ye)減(jian)(jian)排工程(cheng),著力推(tui)進多污(wu)染物協(xie)同減(jian)(jian)排,形成有(you)效減(jian)(jian)排能力。按照國家統一要求,加強總量減(jian)(jian)排考核核算,健全激(ji)勵約束機制(zhi)(zhi),強化總量減(jian)(jian)排監(jian)督管理,重(zhong)點(dian)核查重(zhong)復(fu)計算、弄虛作假(jia)特(te)別是不如(ru)實(shi)填報削(xue)減(jian)(jian)量和(he)削(xue)減(jian)(jian)來源等問(wen)題。(省生(sheng)態環境(jing)廳負(fu)責)

四、健全(quan)節能(neng)減排政策機制(zhi)

(一)認真落實法(fa)(fa)(fa)規(gui)標(biao)(biao)準(zhun)。貫徹落實節(jie)(jie)約能(neng)(neng)源法(fa)(fa)(fa)、循環經濟促進法(fa)(fa)(fa)、清(qing)潔(jie)生產促進法(fa)(fa)(fa)、環境影響評價法(fa)(fa)(fa)及民用(yong)建筑節(jie)(jie)能(neng)(neng)條例(li)、公共機(ji)構節(jie)(jie)能(neng)(neng)條例(li)等法(fa)(fa)(fa)律(lv)法(fa)(fa)(fa)規(gui),及固定資產投資項目節(jie)(jie)能(neng)(neng)審查、電力需求側管(guan)理等辦(ban)法(fa)(fa)(fa),加(jia)大(da)宣傳貫徹力度。結(jie)合省(sheng)(sheng)情實際,研究制(zhi)定修改(gai)有(you)關地方性法(fa)(fa)(fa)規(gui)和(he)省(sheng)(sheng)政府(fu)規(gui)章。對標(biao)(biao)國內(nei)國際先進水(shui)平,制(zhi)定修訂一批節(jie)(jie)能(neng)(neng)標(biao)(biao)準(zhun),深入開展能(neng)(neng)效、水(shui)效領跑(pao)者引領行動(dong)。推(tui)動(dong)居民消費品(pin)揮(hui)(hui)發(fa)性有(you)機(ji)物含量(liang)限(xian)制(zhi)標(biao)(biao)準(zhun)和(he)涉揮(hui)(hui)發(fa)性有(you)機(ji)物重點(dian)行業大(da)氣污染(ran)物排放標(biao)(biao)準(zhun)推(tui)廣應(ying)用(yong)。(省(sheng)(sheng)發(fa)改(gai)委、省(sheng)(sheng)生態環境廳、省(sheng)(sheng)司(si)法(fa)(fa)(fa)廳、省(sheng)(sheng)工信廳、省(sheng)(sheng)財政廳、省(sheng)(sheng)住建廳、省(sheng)(sheng)交(jiao)通(tong)運輸廳、省(sheng)(sheng)市場監管(guan)局、省(sheng)(sheng)機(ji)關事務管(guan)理局等按職責(ze)分(fen)工負責(ze))

(二(er))健(jian)全完善經濟政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)。各(ge)級財政(zheng)(zheng)(zheng)加大(da)(da)節能(neng)(neng)(neng)減(jian)排支(zhi)(zhi)持(chi)(chi)(chi)力度,用(yong)好用(yong)活用(yong)足(zu)國家(jia)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce),統籌安排相關專(zhuan)項資(zi)金(jin)支(zhi)(zhi)持(chi)(chi)(chi)節能(neng)(neng)(neng)減(jian)排重點工(gong)(gong)程建(jian)(jian)設,研(yan)究對(dui)節能(neng)(neng)(neng)目(mu)(mu)標(biao)(biao)責(ze)任(ren)(ren)評價(jia)(jia)(jia)考核結(jie)果為超額完成(cheng)(cheng)等級的(de)地(di)區(qu)給(gei)予獎勵(li)。按照國家(jia)統一(yi)部署(shu),逐(zhu)步規范(fan)和(he)(he)取(qu)消低效化石能(neng)(neng)(neng)源補貼(tie)。以中央財政(zheng)(zheng)(zheng)擴大(da)(da)對(dui)北(bei)方(fang)地(di)區(qu)冬季清潔取(qu)暖政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)支(zhi)(zhi)持(chi)(chi)(chi)范(fan)圍為契機(ji),加大(da)(da)全省向上資(zi)金(jin)爭取(qu)力度。按照財政(zheng)(zheng)(zheng)事權與(yu)支(zhi)(zhi)出責(ze)任(ren)(ren)相適應的(de)原(yuan)則建(jian)(jian)立農村生(sheng)活污(wu)水處(chu)(chu)(chu)理(li)(li)設施運維費(fei)(fei)(fei)用(yong)負擔機(ji)制(zhi)。擴大(da)(da)政(zheng)(zheng)(zheng)府綠(lv)色(se)(se)(se)采購覆蓋(gai)范(fan)圍。及時梳理(li)(li)節能(neng)(neng)(neng)減(jian)排領(ling)域稅(shui)(shui)收(shou)優(you)(you)惠(hui)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce),發布稅(shui)(shui)收(shou)優(you)(you)惠(hui)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)指(zhi)引(yin)。落(luo)實(shi)環(huan)境(jing)保護、節能(neng)(neng)(neng)節水、資(zi)源綜合(he)利用(yong)稅(shui)(shui)收(shou)優(you)(you)惠(hui)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)。參與(yu)完善揮發性有(you)(you)(you)機(ji)物監測技術(shu)和(he)(he)排放量(liang)計算方(fang)法,在相關條件成(cheng)(cheng)熟后,按照國家(jia)統一(yi)部署(shu),根(gen)據我省實(shi)際,研(yan)究提出將揮發性有(you)(you)(you)機(ji)物納入(ru)環(huan)境(jing)保護稅(shui)(shui)征收(shou)范(fan)圍的(de)有(you)(you)(you)關意見建(jian)(jian)議。強化電價(jia)(jia)(jia)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)與(yu)節能(neng)(neng)(neng)減(jian)排政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)協同,嚴格執行(xing)國家(jia)高(gao)耗能(neng)(neng)(neng)行(xing)業(ye)(ye)差(cha)別電價(jia)(jia)(jia)、階梯電價(jia)(jia)(jia)、分(fen)時電價(jia)(jia)(jia)等綠(lv)色(se)(se)(se)電價(jia)(jia)(jia)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)。有(you)(you)(you)序推進(jin)供熱(re)(re)計量(liang)改(gai)(gai)革和(he)(he)按供熱(re)(re)量(liang)收(shou)費(fei)(fei)(fei)。落(luo)實(shi)“誰污(wu)染(ran)(ran)、誰付(fu)費(fei)(fei)(fei)”政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)導向,按照補償(chang)處(chu)(chu)(chu)理(li)(li)成(cheng)(cheng)本并合(he)理(li)(li)盈利原(yuan)則,構(gou)建(jian)(jian)污(wu)水、垃圾處(chu)(chu)(chu)理(li)(li)費(fei)(fei)(fei)價(jia)(jia)(jia)格形成(cheng)(cheng)機(ji)制(zhi)并實(shi)施動態調整(zheng),具(ju)備條件的(de)城市近郊區(qu)探(tan)索(suo)(suo)建(jian)(jian)立受益農戶污(wu)水處(chu)(chu)(chu)理(li)(li)付(fu)費(fei)(fei)(fei)機(ji)制(zhi)。積(ji)極發展(zhan)綠(lv)色(se)(se)(se)金(jin)融(rong),落(luo)實(shi)《黑(hei)龍(long)江(jiang)省綠(lv)色(se)(se)(se)金(jin)融(rong)工(gong)(gong)作實(shi)施方(fang)案》,完善綠(lv)色(se)(se)(se)金(jin)融(rong)標(biao)(biao)準和(he)(he)綠(lv)色(se)(se)(se)企業(ye)(ye)項目(mu)(mu)庫(ku),大(da)(da)力發展(zhan)綠(lv)色(se)(se)(se)信(xin)貸、綠(lv)色(se)(se)(se)基金(jin)、綠(lv)色(se)(se)(se)債券、綠(lv)色(se)(se)(se)保險業(ye)(ye)務,支(zhi)(zhi)持(chi)(chi)(chi)重點行(xing)業(ye)(ye)領(ling)域節能(neng)(neng)(neng)減(jian)排,用(yong)好碳減(jian)排支(zhi)(zhi)持(chi)(chi)(chi)工(gong)(gong)具(ju)和(he)(he)支(zhi)(zhi)持(chi)(chi)(chi)煤(mei)炭清潔高(gao)效利用(yong)專(zhuan)項再貸款,促進(jin)有(you)(you)(you)條件的(de)節能(neng)(neng)(neng)減(jian)排企業(ye)(ye)上市融(rong)資(zi)和(he)(he)再融(rong)資(zi),推進(jin)符合(he)條件的(de)環(huan)境(jing)高(gao)風險領(ling)域企業(ye)(ye)投保環(huan)境(jing)污(wu)染(ran)(ran)責(ze)任(ren)(ren)保險,加強環(huan)境(jing)和(he)(he)社(she)會風險管理(li)(li)。鼓勵(li)有(you)(you)(you)條件的(de)地(di)區(qu)探(tan)索(suo)(suo)建(jian)(jian)立綠(lv)色(se)(se)(se)貸款財政(zheng)(zheng)(zheng)貼(tie)息(xi)、獎補、風險補償(chang)、信(xin)用(yong)擔保等配套(tao)支(zhi)(zhi)持(chi)(chi)(chi)政(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)。(省發改(gai)(gai)委、省財政(zheng)(zheng)(zheng)廳(ting)、人民銀(yin)行(xing)哈爾濱中心支(zhi)(zhi)行(xing)、黑(hei)龍(long)江(jiang)銀(yin)保監局、黑(hei)龍(long)江(jiang)證監局、省地(di)方(fang)金(jin)融(rong)監管局、省工(gong)(gong)信(xin)廳(ting)、省生(sheng)態環(huan)境(jing)廳(ting)、省住建(jian)(jian)廳(ting)、省稅(shui)(shui)務局等按職責(ze)分(fen)工(gong)(gong)負責(ze))

五、加強節能減(jian)排工作落實

(一)強化(hua)組織(zhi)領導(dao)。各(ge)地各(ge)部(bu)門(men)和(he)各(ge)有(you)關單(dan)位(wei)要(yao)正確(que)認識(shi)節(jie)(jie)(jie)能(neng)減排(pai)工(gong)作的(de)(de)重要(yao)性和(he)緊迫性,不折不扣貫徹落(luo)(luo)實(shi)黨中央(yang)、國(guo)務(wu)院和(he)省(sheng)(sheng)(sheng)(sheng)(sheng)委、省(sheng)(sheng)(sheng)(sheng)(sheng)政(zheng)府關于節(jie)(jie)(jie)能(neng)減排(pai)的(de)(de)重大(da)決策部(bu)署,立(li)足經濟社(she)會發(fa)展大(da)局,堅持(chi)系(xi)統(tong)(tong)觀(guan)念(nian),明(ming)確(que)目標(biao)責(ze)(ze)(ze)任,制(zhi)定(ding)具體落(luo)(luo)實(shi)舉措,狠抓工(gong)作落(luo)(luo)實(shi),確(que)保完成全省(sheng)(sheng)(sheng)(sheng)(sheng)“十四(si)五”節(jie)(jie)(jie)能(neng)減排(pai)各(ge)項任務(wu)。各(ge)級政(zheng)府對本行(xing)政(zheng)區域節(jie)(jie)(jie)能(neng)減排(pai)工(gong)作負總責(ze)(ze)(ze),主要(yao)負責(ze)(ze)(ze)同志是第一責(ze)(ze)(ze)任人,要(yao)切實(shi)加強組織(zhi)領導(dao)和(he)部(bu)署推進(jin),將本地區節(jie)(jie)(jie)能(neng)減排(pai)目標(biao)與國(guo)民經濟和(he)社(she)會發(fa)展五年規劃及年度計(ji)劃充分銜接,進(jin)一步明(ming)確(que)下一級政(zheng)府、有(you)關部(bu)門(men)和(he)重點單(dan)位(wei)責(ze)(ze)(ze)任,科學合理分解(jie)節(jie)(jie)(jie)能(neng)減排(pai)目標(biao)任務(wu),切實(shi)強化(hua)責(ze)(ze)(ze)任落(luo)(luo)實(shi)。中省(sheng)(sheng)(sheng)(sheng)(sheng)直(zhi)企業要(yao)帶頭落(luo)(luo)實(shi)節(jie)(jie)(jie)能(neng)減排(pai)目標(biao)責(ze)(ze)(ze)任,鼓勵(li)實(shi)行(xing)更嚴格(ge)的(de)(de)目標(biao)管理。省(sheng)(sheng)(sheng)(sheng)(sheng)發(fa)改委、省(sheng)(sheng)(sheng)(sheng)(sheng)生(sheng)態環境廳要(yao)加強統(tong)(tong)籌協調,做好工(gong)作指導(dao),定(ding)期調度各(ge)地、各(ge)單(dan)位(wei)落(luo)(luo)實(shi)節(jie)(jie)(jie)能(neng)減排(pai)任務(wu)進(jin)展情(qing)況,推動任務(wu)有(you)序有(you)效落(luo)(luo)實(shi),及時防范化(hua)解(jie)風(feng)險,重大(da)情(qing)況及時向(xiang)省(sheng)(sheng)(sheng)(sheng)(sheng)政(zheng)府報告。(省(sheng)(sheng)(sheng)(sheng)(sheng)發(fa)改委、省(sheng)(sheng)(sheng)(sheng)(sheng)生(sheng)態環境廳牽頭,省(sheng)(sheng)(sheng)(sheng)(sheng)直(zhi)各(ge)有(you)關部(bu)門(men)按職責(ze)(ze)(ze)分工(gong)負責(ze)(ze)(ze))

(二)嚴格監(jian)督(du)考(kao)(kao)核(he)(he)。全力(li)做好國家對(dui)(dui)省政府(fu)(fu)“十(shi)四五(wu)”節能減(jian)排(pai)(pai)目標(biao)責任(ren)評(ping)價考(kao)(kao)核(he)(he)。將(jiang)單位(wei)GDP能耗、碳(tan)排(pai)(pai)放納入高質量(liang)發(fa)展(zhan)(zhan)(zhan)綜合績效評(ping)價指標(biao)體系,完(wan)善(shan)考(kao)(kao)核(he)(he)措(cuo)施,增加(jia)考(kao)(kao)核(he)(he)權重,加(jia)強(qiang)指標(biao)約束(shu)。組(zu)織開(kai)展(zhan)(zhan)(zhan)“十(shi)四五(wu)”市級政府(fu)(fu)節能減(jian)排(pai)(pai)目標(biao)責任(ren)評(ping)價考(kao)(kao)核(he)(he),加(jia)大(da)對(dui)(dui)堅決遏(e)制(zhi)“兩高”項目盲目發(fa)展(zhan)(zhan)(zhan)、推(tui)動能源資源優化(hua)配置措(cuo)施落實(shi)情況的(de)考(kao)(kao)核(he)(he)力(li)度(du)(du),統籌目標(biao)完(wan)成(cheng)進(jin)展(zhan)(zhan)(zhan)、經濟形(xing)勢及跨(kua)周(zhou)期(qi)因素,優化(hua)考(kao)(kao)核(he)(he)頻次,科(ke)學(xue)運用考(kao)(kao)核(he)(he)結果,對(dui)(dui)工(gong)作(zuo)成(cheng)效顯著的(de)地區加(jia)強(qiang)激勵,對(dui)(dui)工(gong)作(zuo)不力(li)的(de)地區加(jia)強(qiang)督(du)促指導(dao)(dao),考(kao)(kao)核(he)(he)結果經省政府(fu)(fu)審定后(hou),交由干部主管部門(men)作(zuo)為對(dui)(dui)市級政府(fu)(fu)領(ling)(ling)導(dao)(dao)班子和領(ling)(ling)導(dao)(dao)干部綜合考(kao)(kao)核(he)(he)評(ping)價的(de)重要(yao)依據。繼續開(kai)展(zhan)(zhan)(zhan)污染防治攻堅戰(zhan)成(cheng)效考(kao)(kao)核(he)(he),把(ba)總量(liang)減(jian)排(pai)(pai)目標(biao)任(ren)務完(wan)成(cheng)情況作(zuo)為重要(yao)考(kao)(kao)核(he)(he)內容(rong),壓實(shi)減(jian)排(pai)(pai)工(gong)作(zuo)責任(ren)。落實(shi)中(zhong)央生(sheng)(sheng)態環境保護督(du)察制(zhi)度(du)(du),健(jian)全完(wan)善(shan)生(sheng)(sheng)態環境保護督(du)察機制(zhi)。(省發(fa)改(gai)委、省生(sheng)(sheng)態環境廳牽(qian)頭,省委組(zu)織部等按(an)職(zhi)責分工(gong)負責)
