湖南省促(cu)進工業經濟(ji)平穩增(zeng)長的若(ruo)干政策(ce)
為落實好國家關(guan)于促進(jin)工業(ye)經(jing)濟(ji)平穩增長的有關(guan)決策部署,振作(zuo)工業(ye)經(jing)濟(ji)運行(xing),穩定工業(ye)經(jing)濟(ji)增長,確保全年(nian)工業(ye)經(jing)濟(ji)運行(xing)在合理區間,提(ti)出以下政策措施。
一(yi)、關于(yu)財政稅費政策
(一)加(jia)大中(zhong)(zhong)小(xiao)微(wei)企(qi)業(ye)(ye)設備(bei)器(qi)具稅前(qian)扣(kou)除(chu)(chu)力度,中(zhong)(zhong)小(xiao)微(wei)企(qi)業(ye)(ye)2022年(nian)(nian)度內新購置的(de)單(dan)位價值(zhi)500萬元(yuan)(yuan)以上的(de)設備(bei)器(qi)具,折(zhe)舊(jiu)年(nian)(nian)限(xian)為3年(nian)(nian)的(de)可(ke)選擇一次性(xing)稅前(qian)扣(kou)除(chu)(chu),折(zhe)舊(jiu)年(nian)(nian)限(xian)為4年(nian)(nian)、5年(nian)(nian)、10年(nian)(nian)的(de)可(ke)減半(ban)扣(kou)除(chu)(chu);企(qi)業(ye)(ye)可(ke)按(an)季度享(xiang)受優惠,當年(nian)(nian)不(bu)足扣(kou)除(chu)(chu)形成的(de)虧(kui)損,可(ke)按(an)規定在以后5個納稅年(nian)(nian)度結轉扣(kou)除(chu)(chu)。適用政(zheng)(zheng)策的(de)中(zhong)(zhong)小(xiao)微(wei)企(qi)業(ye)(ye)范(fan)圍(wei):一是(shi)信息傳輸業(ye)(ye)、建(jian)筑業(ye)(ye)、租賃和商務(wu)服務(wu)業(ye)(ye),標(biao)準為從業(ye)(ye)人(ren)(ren)(ren)員2000人(ren)(ren)(ren)以下(xia),或營(ying)業(ye)(ye)收(shou)入(ru)10億元(yuan)(yuan)以下(xia),或資產(chan)總額12億元(yuan)(yuan)以下(xia);二(er)是(shi)房地產(chan)開發經營(ying),標(biao)準為營(ying)業(ye)(ye)收(shou)入(ru)20億元(yuan)(yuan)以下(xia)或資產(chan)總額1億元(yuan)(yuan)以下(xia);三是(shi)其他行業(ye)(ye),標(biao)準為從業(ye)(ye)人(ren)(ren)(ren)員1000人(ren)(ren)(ren)以下(xia)或營(ying)業(ye)(ye)收(shou)入(ru)4億元(yuan)(yuan)以下(xia)。(省財政(zheng)(zheng)廳、省稅務(wu)局,各市州、縣市區人(ren)(ren)(ren)民(min)政(zheng)(zheng)府(fu)等按(an)職責分(fen)工(gong)負(fu)責,以下(xia)均須各市州、縣市區人(ren)(ren)(ren)民(min)政(zheng)(zheng)府(fu)負(fu)責,不(bu)再重復(fu)列出)
(二)2021年四季(ji)度實(shi)施(shi)(shi)的制造(zao)業中小微(wei)企業延緩繳納部(bu)分(fen)稅(shui)費(fei)政(zheng)(zheng)策(ce),延續實(shi)施(shi)(shi)6個月。繼續實(shi)施(shi)(shi)新能(neng)源(yuan)汽(qi)車購(gou)置補貼、充電設施(shi)(shi)獎(jiang)補、車船稅(shui)減(jian)免等優惠(hui)政(zheng)(zheng)策(ce)。(省(sheng)財政(zheng)(zheng)廳、省(sheng)稅(shui)務局等按職責(ze)分(fen)工負責(ze))
(三)2022年(nian)1月1日至(zhi)2024年(nian)12月31日期間,對(dui)工業(ye)增值稅(shui)(shui)(shui)(shui)(shui)小規模納稅(shui)(shui)(shui)(shui)(shui)人、小型(xing)微(wei)(wei)利(li)(li)企業(ye)和個體工商戶,在50%的(de)(de)(de)稅(shui)(shui)(shui)(shui)(shui)額幅度內減(jian)征資(zi)源(yuan)稅(shui)(shui)(shui)(shui)(shui)、城(cheng)市(shi)維(wei)護建設稅(shui)(shui)(shui)(shui)(shui)、房產稅(shui)(shui)(shui)(shui)(shui)、城(cheng)鎮土地使(shi)用(yong)稅(shui)(shui)(shui)(shui)(shui)、印(yin)花稅(shui)(shui)(shui)(shui)(shui)(不含(han)證券交易印(yin)花稅(shui)(shui)(shui)(shui)(shui))、耕地占(zhan)用(yong)稅(shui)(shui)(shui)(shui)(shui)和教育(yu)(yu)費(fei)附加(jia)、地方教育(yu)(yu)附加(jia)。工業(ye)增值稅(shui)(shui)(shui)(shui)(shui)小規模納稅(shui)(shui)(shui)(shui)(shui)人、小型(xing)微(wei)(wei)利(li)(li)企業(ye)和個體工商戶已依法享受資(zi)源(yuan)稅(shui)(shui)(shui)(shui)(shui)、城(cheng)市(shi)維(wei)護建設稅(shui)(shui)(shui)(shui)(shui)、房產稅(shui)(shui)(shui)(shui)(shui)、城(cheng)鎮土地使(shi)用(yong)稅(shui)(shui)(shui)(shui)(shui)、印(yin)花稅(shui)(shui)(shui)(shui)(shui)、耕地占(zhan)用(yong)稅(shui)(shui)(shui)(shui)(shui)、教育(yu)(yu)費(fei)附加(jia)、地方教育(yu)(yu)附加(jia)其他優惠(hui)政策(ce)的(de)(de)(de),可(ke)疊加(jia)享受前述(shu)優惠(hui)政策(ce)。對(dui)工業(ye)小型(xing)微(wei)(wei)利(li)(li)企業(ye)年(nian)應納稅(shui)(shui)(shui)(shui)(shui)所(suo)(suo)(suo)得額超過100萬元但(dan)不超過300萬元的(de)(de)(de)部分(fen),減(jian)按25%計入應納稅(shui)(shui)(shui)(shui)(shui)所(suo)(suo)(suo)得額,按20%的(de)(de)(de)稅(shui)(shui)(shui)(shui)(shui)率繳納企業(ye)所(suo)(suo)(suo)得稅(shui)(shui)(shui)(shui)(shui)。上述(shu)小型(xing)微(wei)(wei)利(li)(li)企業(ye)按國家(jia)統一標(biao)準認定(ding)。(省(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)稅(shui)(shui)(shui)(shui)(shui)務局(ju)等按職責分(fen)工負(fu)責)
(四(si))從2022年(nian)4月1日起,加(jia)大小微(wei)企(qi)(qi)(qi)業(ye)(ye)(ye)增(zeng)值稅(shui)期末留抵退(tui)稅(shui)政(zheng)策(ce)(ce)力度,將先進制(zhi)(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)按(an)月全額(e)退(tui)還增(zeng)值稅(shui)增(zeng)量留抵稅(shui)額(e)政(zheng)策(ce)(ce)范(fan)圍擴(kuo)大至符(fu)合國家規定條件的小微(wei)企(qi)(qi)(qi)業(ye)(ye)(ye)(含個(ge)體工(gong)商(shang)戶),并一次(ci)性退(tui)還小微(wei)企(qi)(qi)(qi)業(ye)(ye)(ye)存量留抵稅(shui)額(e);加(jia)大制(zhi)(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)等(deng)行(xing)業(ye)(ye)(ye)增(zeng)值稅(shui)期末留抵退(tui)稅(shui)政(zheng)策(ce)(ce)力度,將先進制(zhi)(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)按(an)月全額(e)退(tui)還增(zeng)值稅(shui)增(zeng)量留抵稅(shui)額(e)政(zheng)策(ce)(ce)范(fan)圍擴(kuo)大至符(fu)合國家規定條件的制(zhi)(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)等(deng)行(xing)業(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(含個(ge)體工(gong)商(shang)戶),并一次(ci)性退(tui)還制(zhi)(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)(ye)等(deng)行(xing)業(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)存量留抵稅(shui)額(e)。(省財政(zheng)廳、省稅(shui)務局等(deng)按(an)職責分工(gong)負責)
(五)降低(di)企業社(she)保(bao)負擔,2022年延續實施階段性降低(di)失業保(bao)險、工傷保(bao)險費率政(zheng)策。(省財政(zheng)廳、省人力資源社(she)會保(bao)障廳、省稅務局等按職責分工負責)
二(er)、關于金融信貸政策
(六)大(da)力引導(dao)金融系統向(xiang)實(shi)體經濟讓(rang)利,落實(shi)對銀(yin)(yin)行(xing)支持制造業發展的考核約(yue)束。推動國有銀(yin)(yin)行(xing)優化經濟資本分配(pei),向(xiang)制造業企(qi)業傾斜(xie),繼(ji)續(xu)保(bao)持制造業中長期貸(dai)款較快(kuai)增(zeng)長,2022年(nian)(nian)全(quan)年(nian)(nian)增(zeng)加(jia)350億元以上。(省地(di)方金融監(jian)管局(ju)、人民(min)銀(yin)(yin)行(xing)長沙中心支行(xing)、湖南銀(yin)(yin)保(bao)監(jian)局(ju)等按職責分工負責)
(七)持續開(kai)展“百行(xing)進(jin)萬(wan)企”融(rong)資(zi)對接(jie)活動,推(tui)廣銀稅(shui)、銀保(bao)、政銀擔等合作(zuo)互動模(mo)式。緊密(mi)結合制造業企業生產(chan)經營周期,合理確定融(rong)資(zi)期限,健全制造業融(rong)資(zi)“白(bai)名(ming)單”企業制度,引導金融(rong)機構(gou)為“白(bai)名(ming)單”企業定制融(rong)資(zi)方(fang)案,開(kai)發專屬產(chan)品,提供差(cha)別化融(rong)資(zi)支持,提升(sheng)融(rong)資(zi)支持的精準性和有效(xiao)性。(省(sheng)工(gong)業和信息化廳(ting)、省(sheng)地方(fang)金融(rong)監管局、人民銀行(xing)長沙中心支行(xing)、省(sheng)稅(shui)務(wu)局、湖南銀保(bao)監局等按職責分(fen)工(gong)負責)
(八(ba))爭取和(he)落實好人(ren)民(min)(min)銀(yin)行(xing)(xing)對地方法人(ren)銀(yin)行(xing)(xing)激勵資金(jin)、再貸(dai)款優惠資金(jin)支(zhi)持。完善中(zhong)小(xiao)微企業(ye)信用(yong)評價指標體系,規范發(fa)展(zhan)供應鏈存(cun)貨、倉單(dan)和(he)訂單(dan)融(rong)資。加大銀(yin)行(xing)(xing)機構(gou)普惠小(xiao)微貸(dai)款力度。(省地方金(jin)融(rong)監管局、人(ren)民(min)(min)銀(yin)行(xing)(xing)長沙中(zhong)心(xin)支(zhi)行(xing)(xing)、湖南(nan)銀(yin)保監局等(deng)按(an)職責分工負(fu)責)
(九)按照國家工(gong)(gong)業綠(lv)色發展指(zhi)導(dao)目(mu)錄要(yao)求建(jian)立省級(ji)項目(mu)庫,引導(dao)金(jin)(jin)融(rong)(rong)資源向工(gong)(gong)業綠(lv)色低碳(tan)領域匯聚。落(luo)實(shi)煤(mei)電(dian)等(deng)行(xing)業綠(lv)色低碳(tan)轉型金(jin)(jin)融(rong)(rong)政(zheng)策,用(yong)好碳(tan)減排支(zhi)(zhi)持(chi)(chi)工(gong)(gong)具和(he)支(zhi)(zhi)持(chi)(chi)煤(mei)炭清(qing)潔(jie)高效(xiao)利用(yong)專項再貸款,推動金(jin)(jin)融(rong)(rong)機(ji)構加快信(xin)貸投放進度,支(zhi)(zhi)持(chi)(chi)碳(tan)減排和(he)煤(mei)炭清(qing)潔(jie)高效(xiao)利用(yong)重大項目(mu)建(jian)設。(省發展改革(ge)委、省工(gong)(gong)業和(he)信(xin)息化廳、省地(di)方金(jin)(jin)融(rong)(rong)監管(guan)局(ju)、人民銀(yin)(yin)行(xing)長沙中心支(zhi)(zhi)行(xing)、湖南銀(yin)(yin)保監局(ju)等(deng)按職責(ze)分(fen)工(gong)(gong)負責(ze))
(十)支持符(fu)合(he)條件的企業(ye)發行公司信(xin)用類債券,推(tui)廣(guang)以信(xin)息共享為基(ji)礎的“信(xin)易貸(dai)”模(mo)式。深化產(chan)融合(he)作,落實(shi)產(chan)融合(he)作推(tui)動工(gong)業(ye)綠色發展專項政策。搶抓北京證(zheng)券交易所(suo)設立機遇(yu),引導(dao)制造業(ye)企業(ye)積(ji)極(ji)對接資(zi)本(ben)市場(chang)。進(jin)一步(bu)發揮好省(sheng)內各類產(chan)業(ye)基(ji)金作用,積(ji)極(ji)爭取國家重大基(ji)金支持省(sheng)內工(gong)業(ye)企業(ye)。推(tui)動基(ji)礎設施領域不動產(chan)投資(zi)信(xin)托(tuo)基(ji)金(REITs)健康發展。(省(sheng)發展改革委(wei)、省(sheng)工(gong)業(ye)和信(xin)息化廳、省(sheng)地方金融監(jian)管局、湖南證(zheng)監(jian)局等按職責(ze)分工(gong)負責(ze))
三(san)、關于(yu)保(bao)供穩價政策
(十一)堅持(chi)綠色發展,按(an)國家統一部署,整合差別電(dian)(dian)價(jia)(jia)、階(jie)梯電(dian)(dian)價(jia)(jia)、懲(cheng)罰性(xing)電(dian)(dian)價(jia)(jia)等差別化電(dian)(dian)價(jia)(jia)政策,建立(li)統一的(de)高(gao)耗能(neng)行業(ye)階(jie)梯電(dian)(dian)價(jia)(jia)制度。對能(neng)效(xiao)達(da)(da)到基準(zhun)水(shui)平的(de)存(cun)量企(qi)業(ye)和能(neng)效(xiao)達(da)(da)到標(biao)桿水(shui)平的(de)在建、擬(ni)建企(qi)業(ye)用電(dian)(dian)不加價(jia)(jia),未達(da)(da)到的(de)根據能(neng)效(xiao)水(shui)平差距實行階(jie)梯電(dian)(dian)價(jia)(jia),加價(jia)(jia)電(dian)(dian)費(fei)專項用于(yu)支持(chi)企(qi)業(ye)節能(neng)減(jian)污降(jiang)碳技術改(gai)造。(省發展改(gai)革委牽頭,國網湖南省電(dian)(dian)力公司等按(an)職責分(fen)工(gong)負責)
(十二)持(chi)續密(mi)切關注國(guo)際國(guo)內鐵礦(kuang)石、化(hua)(hua)(hua)肥(fei)(fei)等(deng)大宗原(yuan)材(cai)(cai)料(liao)市(shi)場供需和價(jia)(jia)(jia)格(ge)(ge)變化(hua)(hua)(hua),加(jia)大省(sheng)(sheng)內原(yuan)材(cai)(cai)料(liao)市(shi)場供需和價(jia)(jia)(jia)格(ge)(ge)變化(hua)(hua)(hua)運行監(jian)測(ce)頻(pin)度力度,強(qiang)化(hua)(hua)(hua)原(yuan)材(cai)(cai)料(liao)行業(ye)(ye)預警預判,強(qiang)化(hua)(hua)(hua)市(shi)場監(jian)管(guan)執(zhi)法,維(wei)護合(he)理的(de)價(jia)(jia)(jia)格(ge)(ge)秩序。嚴格(ge)(ge)執(zhi)行國(guo)家價(jia)(jia)(jia)格(ge)(ge)調控有關政(zheng)策,增強(qiang)省(sheng)(sheng)內基(ji)礎工業(ye)(ye)產品(pin)、重要生活物資(zi)、農資(zi)化(hua)(hua)(hua)肥(fei)(fei)、關鍵新材(cai)(cai)料(liao)等(deng)原(yuan)材(cai)(cai)料(liao)產品(pin)供給穩價(jia)(jia)(jia)能力。嚴格(ge)(ge)落實國(guo)家進一步強(qiang)化(hua)(hua)(hua)大宗商(shang)(shang)品(pin)期現貨(huo)市(shi)場監(jian)管(guan)政(zheng)策措(cuo)施(shi),嚴厲打擊散(san)布虛假信息、哄抬價(jia)(jia)(jia)格(ge)(ge)等(deng)各類違法行為和資(zi)本無序炒作,做(zuo)好大宗原(yuan)材(cai)(cai)料(liao)保供穩價(jia)(jia)(jia)。支持(chi)企業(ye)(ye)投資(zi)開(kai)發(fa)(fa)(fa)鐵礦(kuang)、銅(tong)礦(kuang)等(deng)國(guo)內具備資(zi)源條件、符合(he)生態環保要求(qiu)的(de)礦(kuang)產開(kai)發(fa)(fa)(fa)項目(mu);推動廢鋼(gang)、廢有色(se)金屬、廢紙(zhi)等(deng)再(zai)生資(zi)源綜合(he)利用,提高“城市(shi)礦(kuang)山(shan)”對資(zi)源的(de)保障能力。(省(sheng)(sheng)發(fa)(fa)(fa)展改革委、省(sheng)(sheng)工業(ye)(ye)和信息化(hua)(hua)(hua)廳、省(sheng)(sheng)商(shang)(shang)務廳、省(sheng)(sheng)市(shi)場監(jian)管(guan)局、省(sheng)(sheng)國(guo)資(zi)委等(deng)按職責分工負責)

四、關于投資消費和(he)外貿外資政策

(十六)推(tui)進(jin)供(gong)電(dian)(dian)(dian)(dian)煤(mei)耗300克標準煤(mei)/千(qian)瓦時以上煤(mei)電(dian)(dian)(dian)(dian)機(ji)組改(gai)造升(sheng)級,因地制(zhi)宜實(shi)施煤(mei)電(dian)(dian)(dian)(dian)機(ji)組靈活性改(gai)造。落(luo)實(shi)“十四五”每年新增400萬千(qian)瓦供(gong)電(dian)(dian)(dian)(dian)能力等(deng)目(mu)標要求,加快(kuai)重(zhong)點能源(yuan)項目(mu)建設,盡快(kuai)推(tui)進(jin)“寧電(dian)(dian)(dian)(dian)入湘”特高(gao)壓直(zhi)流工程建設,帶(dai)動相(xiang)關(guan)裝備制(zhi)造業(ye)投資。(省發展改(gai)革委負(fu)責)
