工(gong)(gong)(gong)業是國民(min)經(jing)濟(ji)(ji)的主(zhu)體(ti),工(gong)(gong)(gong)業穩(wen)則經(jing)濟(ji)(ji)穩(wen)。為(wei)深(shen)入貫(guan)徹(che)(che)習近平新(xin)時代中(zhong)(zhong)國特色社(she)會主(zhu)義思(si)想,認真落(luo)實黨中(zhong)(zhong)央(yang)、國務院決策(ce)部(bu)署,堅(jian)持(chi)穩(wen)中(zhong)(zhong)求(qiu)進工(gong)(gong)(gong)作總(zong)基(ji)調(diao)(diao),立足新(xin)發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)階段(duan),完整、準確、全面貫(guan)徹(che)(che)新(xin)發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)理念,加快構建新(xin)發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)格(ge)局,推動高(gao)質量(liang)發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan),堅(jian)持(chi)以深(shen)化供給側(ce)結(jie)構性改革為(wei)主(zhu)線,統籌(chou)疫情防(fang)控和經(jing)濟(ji)(ji)社(she)會發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan),堅(jian)持(chi)目標導(dao)向(xiang)、問(wen)題(ti)導(dao)向(xiang),做好宏觀政策(ce)預調(diao)(diao)微調(diao)(diao)和跨周期調(diao)(diao)節,精準打通(tong)產(chan)業鏈供應鏈堵點(dian)卡(ka)點(dian),挖掘市(shi)場需求(qiu)潛力,強(qiang)化政策(ce)扶持(chi),優化發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)環境,保持(chi)良好增長預期,激發(fa)(fa)(fa)(fa)市(shi)場主(zhu)體(ti)活力,振作工(gong)(gong)(gong)業經(jing)濟(ji)(ji)運(yun)行(xing),推動工(gong)(gong)(gong)業高(gao)質量(liang)發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan),國家發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)改革委(wei)、工(gong)(gong)(gong)業和信(xin)息化部(bu)會同有關方面制定了本(ben)實施方案。
一、打(da)通堵點(dian)卡點(dian),確保(bao)工業經濟循環暢通
(一)扎實(shi)推(tui)進(jin)能(neng)(neng)(neng)源(yuan)安(an)全保供(gong)。充分發(fa)揮煤(mei)電(dian)油(you)氣運保障(zhang)工作(zuo)部際協調(diao)機制作(zuo)用(yong),加強資源(yuan)統籌(chou)調(diao)度,推(tui)進(jin)煤(mei)炭(tan)優(you)質(zhi)產能(neng)(neng)(neng)充分釋放,提高(gao)發(fa)電(dian)供(gong)熱化肥用(yong)煤(mei)中長期合同履約水(shui)平,推(tui)動煤(mei)電(dian)企業(ye)提高(gao)發(fa)電(dian)出(chu)力(li)。制定(ding)好能(neng)(neng)(neng)源(yuan)保供(gong)應(ying)(ying)急預案,做實(shi)做細能(neng)(neng)(neng)源(yuan)電(dian)力(li)保供(gong)工作(zuo),保障(zhang)民生(sheng)和重點用(yong)戶用(yong)能(neng)(neng)(neng)需求。對(dui)煤(mei)電(dian)和供(gong)熱企業(ye)今年(nian)四(si)季度的應(ying)(ying)繳稅(shui)款(kuan)全部暫(zan)緩(huan)繳納。完(wan)善能(neng)(neng)(neng)耗(hao)雙控有(you)關政策(ce),嚴(yan)格(ge)能(neng)(neng)(neng)耗(hao)強度管控,多措并舉有(you)效增強能(neng)(neng)(neng)源(yuan)消費總(zong)量管理彈性,保障(zhang)工業(ye)發(fa)展(zhan)合理用(yong)能(neng)(neng)(neng)。嚴(yan)厲打擊散布(bu)虛假信(xin)息、哄抬價格(ge)等各(ge)類違法行為和資本無序(xu)炒(chao)作(zuo)。(發(fa)展(zhan)改革(ge)委、工業(ye)和信(xin)息化部、財政部、國資委、稅(shui)務總(zong)局、市場監管總(zong)局、能(neng)(neng)(neng)源(yuan)局按職責分工負責)
(二)做好大宗(zong)原材料(liao)(liao)保供穩價。持續密切監測大宗(zong)原材料(liao)(liao)市場供需和價格(ge)變(bian)化,大力(li)增加大宗(zong)原材料(liao)(liao)市場有(you)效(xiao)供給,靈活(huo)運用國(guo)家儲備開(kai)展市場調節。實施好《重要(yao)商品(pin)和服務價格(ge)指數行(xing)(xing)為管(guan)理(li)辦(ban)法(試行(xing)(xing))》,加強(qiang)信息發布解讀,促進規范運行(xing)(xing)。進一步(bu)強(qiang)化大宗(zong)商品(pin)期現貨市場監管(guan),堅決(jue)遏制過度投機炒作(zuo)。(發展改革(ge)委、工(gong)(gong)業和信息化部、商務部、國(guo)資委、市場監管(guan)總局(ju)、證監會按職責分工(gong)(gong)負責)
(三)保持(chi)重(zhong)點(dian)產業(ye)鏈(lian)(lian)供(gong)應(ying)鏈(lian)(lian)順暢。強(qiang)化對重(zhong)點(dian)行(xing)業(ye)的運行(xing)監(jian)測,建(jian)立完善產業(ye)鏈(lian)(lian)供(gong)應(ying)鏈(lian)(lian)苗頭性(xing)問題預警機制(zhi),加強(qiang)問題分析研判,積極(ji)應(ying)對突發(fa)情(qing)況,及時處置潛在風險。加快關(guan)鍵核心技(ji)(ji)術(shu)創(chuang)(chuang)新和(he)迭代應(ying)用(yong),加大“首(shou)臺(tai)套”“首(shou)批(pi)次”應(ying)用(yong)政(zheng)策支持(chi)力度(du)。發(fa)揮“鏈(lian)(lian)主”企業(ye)作用(yong),優化產業(ye)鏈(lian)(lian)資源(yuan)配置。聚焦新能源(yuan)汽車(che)、醫療裝備等重(zhong)點(dian)領域,實施重(zhong)點(dian)領域“1+N”產業(ye)鏈(lian)(lian)供(gong)應(ying)鏈(lian)(lian)貫(guan)通工程(cheng),推動產業(ye)鏈(lian)(lian)上(shang)中下游、大中小企業(ye)融通創(chuang)(chuang)新,促(cu)進產業(ye)鏈(lian)(lian)供(gong)應(ying)鏈(lian)(lian)貫(guan)通發(fa)展。深(shen)入開(kai)展全國(guo)供(gong)應(ying)鏈(lian)(lian)創(chuang)(chuang)新與(yu)應(ying)用(yong)示范(fan)創(chuang)(chuang)建(jian)。完善國(guo)家質(zhi)量基礎(chu)設施,推行(xing)一站式服務,深(shen)入開(kai)展質(zhi)量提升行(xing)動。(發(fa)展改革委、科技(ji)(ji)部(bu)、工業(ye)和(he)信(xin)息化部(bu)、商務部(bu)、國(guo)資委、市場(chang)監(jian)管總局(ju)按職責分工負責)
二、挖(wa)掘需求潛力,拓(tuo)展工業經濟市場空間
(四)促進(jin)重(zhong)大(da)(da)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)落地(di)見效(xiao)。加(jia)快“十四五”規劃(hua)重(zhong)大(da)(da)工(gong)(gong)程(cheng)、區域重(zhong)大(da)(da)戰略規劃(hua)及(ji)年度(du)工(gong)(gong)作安排明確的(de)重(zhong)大(da)(da)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)實施(shi),推(tui)進(jin)具(ju)備(bei)條(tiao)件的(de)重(zhong)大(da)(da)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)抓緊上馬,能開(kai)工(gong)(gong)的(de)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)盡快開(kai)工(gong)(gong)建(jian)設,在建(jian)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)加(jia)快建(jian)設進(jin)度(du),爭取(qu)早(zao)日竣工(gong)(gong)投(tou)產。在5G、千兆光網(wang)等領域布局一(yi)批新型(xing)基(ji)(ji)礎(chu)設施(shi)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)。盡快啟(qi)動一(yi)體化大(da)(da)數據中心樞紐(niu)節點建(jian)設工(gong)(gong)程(cheng)和中西部中小城市(shi)基(ji)(ji)礎(chu)網(wang)絡完善工(gong)(gong)程(cheng)。發揮國家和地(di)方重(zhong)大(da)(da)外資(zi)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)專班作用(yong),加(jia)快推(tui)動先(xian)進(jin)制造業等領域重(zhong)大(da)(da)外資(zi)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)落地(di)實施(shi)。(發展改革委、工(gong)(gong)業和信息化部、商務部、國資(zi)委按職責分工(gong)(gong)負責)
(五)大力推動(dong)企業(ye)(ye)技(ji)術(shu)改造。修訂產業(ye)(ye)結(jie)構(gou)調整指導目錄,引導企業(ye)(ye)加(jia)快(kuai)技(ji)術(shu)改造和(he)(he)設(she)備(bei)更新(xin)。實施工(gong)(gong)業(ye)(ye)企業(ye)(ye)技(ji)術(shu)改造投(tou)資升級導向計(ji)劃。在(zai)鋼鐵(tie)、有色(se)、建材、石(shi)化、煤電等重點領域組織開(kai)展技(ji)術(shu)改造,推動(dong)智能制造示(shi)范工(gong)(gong)廠建設(she),實施生產線和(he)(he)工(gong)(gong)業(ye)(ye)母機改造,補齊關鍵技(ji)術(shu)短板,提高產品供給(gei)質(zhi)(zhi)量。加(jia)快(kuai)工(gong)(gong)業(ye)(ye)互聯(lian)網(wang)建設(she)和(he)(he)普及應用,促進傳統產業(ye)(ye)企業(ye)(ye)依托工(gong)(gong)業(ye)(ye)互聯(lian)網(wang)開(kai)展數(shu)字化轉型。開(kai)展質(zhi)(zhi)量技(ji)術(shu)幫(bang)扶“巡回(hui)問診”,鼓勵(li)企業(ye)(ye)建立質(zhi)(zhi)量追(zhui)溯機制,有效落實企業(ye)(ye)質(zhi)(zhi)量主(zhu)體責(ze)(ze)任。(發展改革委、工(gong)(gong)業(ye)(ye)和(he)(he)信息化部、市場監(jian)管總(zong)局(ju)、能源局(ju)按職責(ze)(ze)分工(gong)(gong)負責(ze)(ze))
(六)培(pei)育新(xin)業(ye)(ye)(ye)態新(xin)模式。深(shen)入(ru)推進(jin)國(guo)家(jia)戰略性新(xin)興(xing)產(chan)(chan)業(ye)(ye)(ye)集(ji)群發(fa)展(zhan)工程,構(gou)建(jian)一批各(ge)具特色、優勢互(hu)補、結構(gou)合理的戰略性新(xin)興(xing)產(chan)(chan)業(ye)(ye)(ye)增長(chang)引擎。前瞻謀劃未(wei)來(lai)產(chan)(chan)業(ye)(ye)(ye),組織實(shi)施未(wei)來(lai)產(chan)(chan)業(ye)(ye)(ye)孵(fu)化(hua)與加(jia)速計劃,推動建(jian)設一批國(guo)家(jia)未(wei)來(lai)產(chan)(chan)業(ye)(ye)(ye)先導試驗(yan)區(qu)。支持制(zhi)(zhi)造業(ye)(ye)(ye)大(da)型企(qi)業(ye)(ye)(ye)為產(chan)(chan)業(ye)(ye)(ye)鏈(lian)上下游企(qi)業(ye)(ye)(ye)提(ti)供研發(fa)設計、創(chuang)業(ye)(ye)(ye)孵(fu)化(hua)、計量測試、檢驗(yan)檢測等服(fu)務。深(shen)化(hua)新(xin)一代信(xin)息技(ji)術與制(zhi)(zhi)造業(ye)(ye)(ye)融(rong)合應用。深(shen)入(ru)開展(zhan)科(ke)創(chuang)服(fu)務領(ling)域標準(zhun)化(hua)建(jian)設行(xing)動,推動制(zhi)(zhi)造服(fu)務業(ye)(ye)(ye)標準(zhun)體系逐步完善。(發(fa)展(zhan)改革委、科(ke)技(ji)部(bu)、工業(ye)(ye)(ye)和信(xin)息化(hua)部(bu)、市場監管總局按職責(ze)分工負責(ze))
(七)釋放重點領域(yu)消(xiao)(xiao)費(fei)潛力。加(jia)快新(xin)能(neng)源汽車推(tui)(tui)廣(guang)應用(yong),加(jia)快充電(dian)(dian)(dian)樁、換(huan)電(dian)(dian)(dian)站等配套(tao)設施建設。健全家電(dian)(dian)(dian)回收處理(li)體系,實施家電(dian)(dian)(dian)生產(chan)者回收目(mu)標責(ze)任制。鼓勵有條件的地方在(zai)家電(dian)(dian)(dian)等領域(yu)推(tui)(tui)出(chu)新(xin)一輪以舊換(huan)新(xin)行(xing)動。鼓勵開展新(xin)能(neng)源汽車、智能(neng)家電(dian)(dian)(dian)、綠色建材下鄉行(xing)動。面向北京冬奧會轉播等重大(da)(da)(da)場(chang)景促進超(chao)高清視頻落地推(tui)(tui)廣(guang)。推(tui)(tui)動傳統(tong)線下業態供應鏈和運營管理(li)數字(zi)(zi)化改造,發(fa)展新(xin)型(xing)信(xin)(xin)息消(xiao)(xiao)費(fei)。加(jia)大(da)(da)(da)線上線下融合力度(du),擴大(da)(da)(da)自主品牌消(xiao)(xiao)費(fei)和線上新(xin)型(xing)消(xiao)(xiao)費(fei),促進老字(zi)(zi)號(hao)創(chuang)新(xin)發(fa)展,高水平辦好(hao)中(zhong)國品牌日活(huo)動。(發(fa)展改革(ge)委(wei)、工(gong)業和信(xin)(xin)息化部、財政部、商務部、國資委(wei)、能(neng)源局(ju)按(an)職責(ze)分工(gong)負(fu)責(ze))
(八)提高(gao)外資(zi)利(li)用水(shui)平。出臺2021年(nian)版外資(zi)準入(ru)負(fu)面清單,進(jin)一(yi)步放寬(kuan)制造(zao)(zao)業等領(ling)域限制。開展國(guo)際(ji)產業投資(zi)合作系(xi)列(lie)活動(dong),搭(da)建外資(zi)企業和(he)地方溝(gou)通交(jiao)流平臺。適時修訂《鼓勵外商投資(zi)產業目錄》,鼓勵外商投資(zi)制造(zao)(zao)業。(發展改(gai)革委、商務部按職責分工負(fu)責)
(九)推動(dong)(dong)外貿(mao)(mao)穩定發(fa)展(zhan)(zhan)。落實(shi)(shi)好(hao)穩外貿(mao)(mao)政(zheng)策措施(shi),鞏固提升出(chu)口信用保險作用,抓(zhua)實(shi)(shi)抓(zhua)好(hao)外貿(mao)(mao)信貸投放(fang)。依托國(guo)家物流(liu)樞紐,拓展(zhan)(zhan)海(hai)運、空(kong)運、鐵路(lu)(lu)國(guo)際運輸線(xian)路(lu)(lu),推動(dong)(dong)構(gou)建支撐(cheng)“全(quan)(quan)球采購(gou)、全(quan)(quan)球生產(chan)、全(quan)(quan)球銷售”的國(guo)際物流(liu)服(fu)務(wu)網絡,推動(dong)(dong)國(guo)際物流(liu)降本增效(xiao)。(發(fa)展(zhan)(zhan)改(gai)革委、商(shang)務(wu)部、銀(yin)保監(jian)會(hui)按職責分工負責)
三(san)、強(qiang)化政策扶持,健(jian)全工(gong)業經濟(ji)保障(zhang)措(cuo)施
(十)完善重點行(xing)業(ye)發(fa)展(zhan)政策。持(chi)續鞏固(gu)提升鋼鐵化(hua)(hua)解過剩(sheng)產(chan)(chan)能(neng)工作成果(guo),對違(wei)法違(wei)規問(wen)題(ti)保持(chi)零容忍(ren)高(gao)壓態勢。完善汽車產(chan)(chan)業(ye)投資(zi)管理,統籌優化(hua)(hua)產(chan)(chan)業(ye)布局(ju),支持(chi)新(xin)能(neng)源汽車加(jia)快發(fa)展(zhan)。優化(hua)(hua)石(shi)化(hua)(hua)產(chan)(chan)業(ye)規劃(hua)布局(ju),有序推(tui)進(jin)煉化(hua)(hua)一體(ti)化(hua)(hua)項目(mu)建設(she)。積極(ji)推(tui)動綠色智(zhi)能(neng)船舶示范應用(yong),加(jia)快推(tui)進(jin)沿(yan)海、內河老(lao)舊船舶更(geng)新(xin)改造。實施(shi)5G應用(yong)“揚帆(fan)”行(xing)動計劃(hua)(2021—2023年)。組織開展(zhan)先進(jin)制造業(ye)和現代服務(wu)業(ye)融(rong)合(he)發(fa)展(zhan)試點,探(tan)索推(tui)廣“兩(liang)業(ye)融(rong)合(he)”新(xin)路徑新(xin)模式。(發(fa)展(zhan)改革委(wei)(wei)、工業(ye)和信息(xi)化(hua)(hua)部、國資(zi)委(wei)(wei)按職責分工負責)
(十(shi)一)優化(hua)(hua)重(zhong)點(dian)區域政(zheng)策體系。聚焦粵港澳大(da)灣區、長三角、京(jing)津(jin)冀等重(zhong)點(dian)區域產業發(fa)展(zhan)重(zhong)大(da)任務,落實長江經濟帶、黃河流域等區域發(fa)展(zhan)有關重(zhong)大(da)部(bu)署,結(jie)合區域特(te)點(dian)制(zhi)(zhi)定完善當地(di)發(fa)展(zhan)規劃、產業政(zheng)策以及優化(hua)(hua)營商環境行動方(fang)案,加(jia)大(da)精準支持力度,提升產業支撐能力。發(fa)揮國家(jia)級新區、承接(jie)產業轉移示范區等作(zuo)(zuo)用,有序承接(jie)國內外產業轉移。鼓勵地(di)方(fang)立足自身特(te)色和優勢,打造(zao)戰(zhan)略性新興產業集(ji)群,培育發(fa)展(zhan)先(xian)進(jin)制(zhi)(zhi)造(zao)業集(ji)群,構建(jian)各具特(te)色、優勢互補、結(jie)構合理的(de)集(ji)群發(fa)展(zhan)格局(ju)。不斷總結(jie)和宣(xuan)傳推廣(guang)地(di)方(fang)和企(qi)業振作(zuo)(zuo)工業經濟好(hao)經驗好(hao)做法。(發(fa)展(zhan)改革委、工業和信息(xi)化(hua)(hua)部(bu)、全(quan)國工商聯按(an)職責分(fen)工負(fu)責)
(十二)強化(hua)(hua)能(neng)(neng)效(xiao)標準(zhun)(zhun)引(yin)領(ling)(ling)。科學確定石化(hua)(hua)、有色、建材等(deng)重點領(ling)(ling)域能(neng)(neng)效(xiao)標桿(gan)(gan)水(shui)平(ping)和基準(zhun)(zhun)水(shui)平(ping),明確目標方向,突出標準(zhun)(zhun)引(yin)領(ling)(ling),嚴(yan)格能(neng)(neng)效(xiao)約束(shu),組織(zhi)一(yi)批(pi)節(jie)能(neng)(neng)降碳技術(shu)改造項目,開展節(jie)能(neng)(neng)降碳技術(shu)示范應(ying)用(yong),提高(gao)行業(ye)節(jie)能(neng)(neng)降碳水(shui)平(ping)。推動鋼(gang)鐵、電解鋁、水(shui)泥、平(ping)板玻璃等(deng)重點行業(ye)和數據中心(xin)加(jia)大節(jie)能(neng)(neng)力度,加(jia)快工業(ye)節(jie)能(neng)(neng)減碳技術(shu)裝備推廣應(ying)用(yong)。加(jia)大能(neng)(neng)耗標準(zhun)(zhun)制修訂、宣貫推廣工作力度,建立動態提高(gao)能(neng)(neng)效(xiao)標桿(gan)(gan)水(shui)平(ping)和基準(zhun)(zhun)水(shui)平(ping)機制,完(wan)善能(neng)(neng)源核算(suan)、檢測認(ren)證、評(ping)估、審(shen)計(ji)等(deng)配套標準(zhun)(zhun)。(發展改革委、工業(ye)和信息化(hua)(hua)部、市場監(jian)管(guan)總局(ju)按職責(ze)分工負責(ze))
