推(tui)(tui)動重(zhong)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)深度治(zhi)理(li)(li)。有色(se)冶(ye)(ye)(ye)煉(lian)行(xing)(xing)(xing)(xing)業(ye)應加強重(zhong)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)源頭防控,減少(shao)使用高鎘(ge)、高砷或(huo)高鉈的(de)(de)礦石原料。自 2023 年起(qi),新建、擴(kuo)建鉛鋅冶(ye)(ye)(ye)煉(lian)和(he)銅冶(ye)(ye)(ye)煉(lian)建設項目執行(xing)(xing)(xing)(xing)顆粒(li)物(wu)(wu)(wu)(wu)(wu)和(he)重(zhong)點(dian)(dian)重(zhong)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)物(wu)(wu)(wu)(wu)(wu)特別排(pai)(pai)(pai)放(fang)(fang)(fang)限值,重(zhong)點(dian)(dian)區域(yu)內現(xian)有鉛鋅冶(ye)(ye)(ye)煉(lian)和(he)銅冶(ye)(ye)(ye)煉(lian)企(qi)(qi)(qi)業(ye)執行(xing)(xing)(xing)(xing)顆粒(li)物(wu)(wu)(wu)(wu)(wu)和(he)重(zhong)點(dian)(dian)重(zhong)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)物(wu)(wu)(wu)(wu)(wu)特別排(pai)(pai)(pai)放(fang)(fang)(fang)限值,省級(ji)人(ren)民政(zheng)府可(ke)(ke)根據重(zhong)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)防控需求,增加執行(xing)(xing)(xing)(xing)特別排(pai)(pai)(pai)放(fang)(fang)(fang)限值的(de)(de)涉重(zhong)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)行(xing)(xing)(xing)(xing)業(ye)、地(di)域(yu)范(fan)圍等(deng)(deng)要(yao)求。鼓(gu)勵地(di)方出臺(tai)更(geng)加嚴格的(de)(de)污(wu)(wu)染(ran)物(wu)(wu)(wu)(wu)(wu)排(pai)(pai)(pai)放(fang)(fang)(fang)地(di)方標(biao)準。采用灑水、旋(xuan)風、濕式等(deng)(deng)落后(hou)、簡易除塵(chen)治(zhi)理(li)(li)工(gong)藝的(de)(de)有色(se)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)采選(xuan)企(qi)(qi)(qi)業(ye),應加強廢(fei)(fei)氣收集(ji),實(shi)(shi)施過濾除塵(chen)等(deng)(deng)顆粒(li)物(wu)(wu)(wu)(wu)(wu)治(zhi)理(li)(li)升(sheng)級(ji)改造工(gong)程。推(tui)(tui)動有色(se)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)采選(xuan)企(qi)(qi)(qi)業(ye)酸性廢(fei)(fei)水治(zhi)理(li)(li),按照(zhao)規(gui)定(ding)完(wan)善廢(fei)(fei)石堆場、排(pai)(pai)(pai)土場周邊雨污(wu)(wu)分流設施,建設酸性廢(fei)(fei)水收集(ji)與(yu)處理(li)(li)設施,采用經濟、適宜的(de)(de)技(ji)術(shu)手段處理(li)(li)達標(biao)后(hou)排(pai)(pai)(pai)放(fang)(fang)(fang)或(huo)回用。開展電(dian)(dian)(dian)鍍行(xing)(xing)(xing)(xing)業(ye)綜合(he)整治(zhi),排(pai)(pai)(pai)查取締非法電(dian)(dian)(dian)鍍企(qi)(qi)(qi)業(ye),推(tui)(tui)動園區外專(zhuan)業(ye)電(dian)(dian)(dian)鍍企(qi)(qi)(qi)業(ye)納(na)管排(pai)(pai)(pai)污(wu)(wu),杜(du)絕偷(tou)排(pai)(pai)(pai)漏排(pai)(pai)(pai),開展專(zhuan)業(ye)電(dian)(dian)(dian)鍍園區、專(zhuan)業(ye)電(dian)(dian)(dian)鍍企(qi)(qi)(qi)業(ye)重(zhong)金(jin)(jin)(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)深度治(zhi)理(li)(li),提升(sheng)電(dian)(dian)(dian)鍍行(xing)(xing)(xing)(xing)業(ye)治(zhi)污(wu)(wu)水平(ping)。排(pai)(pai)(pai)放(fang)(fang)(fang)汞(gong)及(ji)汞(gong)化合(he)物(wu)(wu)(wu)(wu)(wu)的(de)(de)企(qi)(qi)(qi)業(ye)應當采用最佳(jia)可(ke)(ke)得技(ji)術(shu)和(he)最佳(jia)環(huan)境實(shi)(shi)踐(jian),以(yi)控制并減少(shao)汞(gong)及(ji)汞(gong)化合(he)物(wu)(wu)(wu)(wu)(wu)的(de)(de)排(pai)(pai)(pai)放(fang)(fang)(fang)和(he)釋放(fang)(fang)(fang)。以(yi)鋅冶(ye)(ye)(ye)煉(lian)企(qi)(qi)(qi)業(ye)為(wei)試點(dian)(dian),對煙(yan)道(dao)灰、污(wu)(wu)泥、廢(fei)(fei)渣等(deng)(deng)固體廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)的(de)(de)汞(gong)含量進行(xing)(xing)(xing)(xing)檢測(ce),建立汞(gong)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)產生情況(kuang)清單和(he)管理(li)(li)臺(tai)賬,如實(shi)(shi)記錄產生汞(gong)廢(fei)(fei)物(wu)(wu)(wu)(wu)(wu)的(de)(de)種(zhong)類、數量、流向、貯存、利(li)用、處置等(deng)(deng)信息,并實(shi)(shi)現(xian)可(ke)(ke)追(zhui)溯、可(ke)(ke)查詢。
開(kai)展(zhan)涉(she)鎘(ge)涉(she)鉈(she)(she)(she)企業(ye)(ye)排(pai)(pai)查整(zheng)治行(xing)(xing)動。開(kai)展(zhan)農(nong)用地土壤鎘(ge)等(deng)(deng)重(zhong)金(jin)屬(shu)(shu)污染源頭防治行(xing)(xing)動,持續推進耕地周邊涉(she)鎘(ge)等(deng)(deng)重(zhong)金(jin)屬(shu)(shu)行(xing)(xing)業(ye)(ye)企業(ye)(ye)排(pai)(pai)查整(zheng)治。各地生態(tai)環境(jing)部(bu)門以重(zhong)有色金(jin)屬(shu)(shu)冶煉、鋼鐵、涉(she)及硫鐵礦(kuang)制(zhi)(zhi)硫酸(suan)的硫酸(suan)制(zhi)(zhi)造(zao)和磷肥制(zhi)(zhi)造(zao)、含(han)鉈(she)(she)(she)礦(kuang)采選以及含(han)鉈(she)(she)(she)灰渣利用等(deng)(deng)工業(ye)(ye)企業(ye)(ye)為重(zhong)點,全(quan)面排(pai)(pai)查涉(she)鉈(she)(she)(she)企業(ye)(ye),指導和督(du)促涉(she)鉈(she)(she)(she)企業(ye)(ye)建(jian)立(li)鉈(she)(she)(she)污染風險(xian)問題臺賬并制(zhi)(zhi)定相應整(zheng)改(gai)(gai)方案,逐條整(zheng)改(gai)(gai)銷號(hao)。開(kai)展(zhan)涉(she)鉈(she)(she)(she)企業(ye)(ye)廢水治理(li)設(she)施除鉈(she)(she)(she)升(sheng)級(ji)改(gai)(gai)造(zao),嚴(yan)格執行(xing)(xing)車間或(huo)生產設(she)施廢水排(pai)(pai)放口(kou)達標要求(qiu)。構建(jian)涉(she)鉈(she)(she)(she)企業(ye)(ye)全(quan)鏈條閉環管理(li)體(ti)系,督(du)促企業(ye)(ye)對(dui)礦(kuang)石原料、主副產品和生產廢物中鉈(she)(she)(she)成分進行(xing)(xing)檢測(ce)分析,實(shi)現(xian)鉈(she)(she)(she)元素(su)可核算(suan)可追蹤,降低(di)排(pai)(pai)入外環境(jing)可能。
加(jia)強(qiang)(qiang)涉重金屬固廢(fei)(fei)(fei)環(huan)境管理。鋅濕法冶煉(lian)工藝(yi)須(xu)配(pei)套(tao)浸(jin)出渣無害化處(chu)理系統及硫(liu)渣處(chu)理設施。加(jia)強(qiang)(qiang)重點行業(ye)企(qi)(qi)業(ye)物料堆放場、廢(fei)(fei)(fei)渣場環(huan)境管理,采取防(fang)滲漏、防(fang)流失、防(fang)揚散(san)等(deng)(deng)措施。加(jia)強(qiang)(qiang)尾礦污(wu)(wu)染(ran)防(fang)治(zhi),開展(zhan)長江經濟帶尾礦庫(ku)污(wu)(wu)染(ran)治(zhi)理“回(hui)頭看”和黃河流域、嘉陵江上游(you)尾礦庫(ku)污(wu)(wu)染(ran)治(zhi)理。嚴格廢(fei)(fei)(fei)鉛蓄電池、冶煉(lian)灰渣、鋼廠煙灰等(deng)(deng)含(han)(han)(han)重金屬固體廢(fei)(fei)(fei)物收集、貯存(cun)、轉(zhuan)移、利用處(chu)置過(guo)程的環(huan)境管理,防(fang)范二(er)次(ci)污(wu)(wu)染(ran)。依(yi)法整治(zhi)無危險廢(fei)(fei)(fei)物經營許可證(zheng)等(deng)(deng)非法從事含(han)(han)(han)鉛、含(han)(han)(han)銅、含(han)(han)(han)鋅、含(han)(han)(han)汞等(deng)(deng)危險廢(fei)(fei)(fei)物經營活動的企(qi)(qi)業(ye)。
七、加(jia)大力度,有序推進涉重金屬歷史遺留問題治理
開(kai)展(zhan)陜西省白河(he)縣(xian)硫(liu)鐵礦區(qu)污(wu)染系統治(zhi)理,有序(xu)推進(jin)丹江(jiang)口庫區(qu)及上(shang)游(you)等地(di)(di)區(qu)歷史遺留礦山污(wu)染排查整(zheng)(zheng)治(zhi),因地(di)(di)制(zhi)宜(yi)、因礦制(zhi)宜(yi),堅持“一礦一策”,根據污(wu)染程(cheng)度(du)、環境(jing)敏感度(du)、技術經濟可(ke)行性等情況實施礦井涌水(shui)、廢渣風險(xian)管控與(yu)治(zhi)理工程(cheng),形成(cheng)一批(pi)可(ke)復制(zhi)可(ke)推廣的(de)污(wu)染治(zhi)理技術模式(shi)。加快“錳(meng)(meng)三角”地(di)(di)區(qu)生(sheng)產(chan)方式(shi)和產(chan)業結構調整(zheng)(zheng),系統開(kai)展(zhan)錳(meng)(meng)污(wu)染治(zhi)理和生(sheng)態修復,推進(jin)全(quan)國涉錳(meng)(meng)企業污(wu)染整(zheng)(zheng)治(zhi)。
八、健全制度(du),加強重(zhong)金屬監管執法(fa)
完善重金屬(shu)污(wu)染(ran)(ran)物(wu)(wu)標準(zhun)體系。研究修(xiu)(xiu)訂(ding)(ding)鉛鋅、電鍍等(deng)行(xing)業(ye)污(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)放(fang)標準(zhun),加快制(zhi)定出臺廢水重金屬(shu)在線(xian)監測安裝、運行(xing)、驗收(shou)技(ji)(ji)術規范(fan)(fan)。推動有色(se)金屬(shu)等(deng)行(xing)業(ye)排(pai)(pai)污(wu)許(xu)可證申領(ling)與(yu)核發技(ji)(ji)術規范(fan)(fan)修(xiu)(xiu)訂(ding)(ding)。修(xiu)(xiu)訂(ding)(ding)《重點重金屬(shu)污(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)放(fang)量控(kong)制(zhi)目標完成情況評估細則(試行(xing))》。省級生態(tai)環境部(bu)門加強地方排(pai)(pai)放(fang)標準(zhun)體系建(jian)設,對于錳、鎢(wu)、鉬等(deng)局部(bu)區域集中分布的產業(ye),加快研究制(zhi)定地方工業(ye)污(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)放(fang)標準(zhun),通過完善地方排(pai)(pai)放(fang)標準(zhun)體系解(jie)決(jue)區域性、特色(se)行(xing)業(ye)污(wu)染(ran)(ran)問題。完善汞(gong)及汞(gong)化合物(wu)(wu)污(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)放(fang)標準(zhun)和技(ji)(ji)術政策,制(zhi)定汞(gong)廢物(wu)(wu)處置污(wu)染(ran)(ran)控(kong)制(zhi)技(ji)(ji)術規范(fan)(fan)。
強(qiang)化(hua)重(zhong)(zhong)(zhong)(zhong)(zhong)點(dian)區(qu)(qu)(qu)域(yu)、重(zhong)(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)業(ye)重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)污染監(jian)(jian)控(kong)(kong)預警。加快推(tui)進廢水、廢氣(qi)重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)在(zai)線監(jian)(jian)測技術、設(she)備的(de)研發與(yu)應(ying)(ying)用(yong)。建立(li)健(jian)全重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)污染監(jian)(jian)控(kong)(kong)預警體系(xi)(xi),提升(sheng)信(xin)息(xi)化(hua)監(jian)(jian)管(guan)水平。各地(di)生態環境部門在(zai)涉(she)鉈行(xing)業(ye)企(qi)業(ye)分布(bu)密集區(qu)(qu)(qu)域(yu)下游,依托已(yi)建水質(zhi)自(zi)動監(jian)(jian)測站加裝鉈、銻等(deng)特征(zheng)重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)污染物(wu)自(zi)動監(jian)(jian)測系(xi)(xi)統,對有色金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)冶煉企(qi)業(ye)集中(zhong)的(de)工業(ye)園區(qu)(qu)(qu)、重(zhong)(zhong)(zhong)(zhong)(zhong)點(dian)區(qu)(qu)(qu)域(yu)及其周邊(bian)水、氣(qi)、土(tu)壤等(deng)開(kai)展重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)長(chang)期跟(gen)蹤監(jian)(jian)測。排放(fang)鎘(ge)等(deng)重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)的(de)企(qi)事(shi)業(ye)單位,應(ying)(ying)當對周邊(bian)大氣(qi)鎘(ge)等(deng)重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)沉(chen)(chen)降(jiang)及耕地(di)土(tu)壤重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)進行(xing)定期監(jian)(jian)測,評估大氣(qi)重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)沉(chen)(chen)降(jiang)造(zao)成耕地(di)土(tu)壤中(zhong)鎘(ge)等(deng)重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)累(lei)積(ji)的(de)風險(xian),并(bing)采取防范措施(shi)。鼓勵有條件的(de)重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)排放(fang)企(qi)業(ye)在(zai)重(zhong)(zhong)(zhong)(zhong)(zhong)點(dian)部位和關鍵節點(dian)應(ying)(ying)用(yong)視頻監(jian)(jian)控(kong)(kong)和生產、污染治理設(she)施(shi)用(yong)電(能(neng))監(jian)(jian)控(kong)(kong)等(deng)智能(neng)監(jian)(jian)控(kong)(kong)手段,安裝重(zhong)(zhong)(zhong)(zhong)(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)(shu)(shu)自(zi)動監(jian)(jian)控(kong)(kong)設(she)施(shi),并(bing)與(yu)當地(di)生態環境部門信(xin)息(xi)化(hua)平臺聯網。
強(qiang)化涉重(zhong)(zhong)(zhong)(zhong)金屬(shu)執法監(jian)(jian)督(du)力度。將(jiang)重(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)業(ye)(ye)企業(ye)(ye)及相(xiang)關(guan)堆場(chang)、尾礦(kuang)庫等(deng)設施納入“雙隨機、一(yi)公開”抽查(cha)檢(jian)查(cha)對(dui)象范圍,進行(xing)重(zhong)(zhong)(zhong)(zhong)點(dian)監(jian)(jian)管(guan)(guan)。重(zhong)(zhong)(zhong)(zhong)點(dian)區域應實現重(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)業(ye)(ye)企業(ye)(ye)重(zhong)(zhong)(zhong)(zhong)金屬(shu)污(wu)染(ran)物(wu)全(quan)面穩定達標排(pai)放。加大排(pai)污(wu)許可證后監(jian)(jian)管(guan)(guan)力度,定期核查(cha)企業(ye)(ye)重(zhong)(zhong)(zhong)(zhong)金屬(shu)污(wu)染(ran)物(wu)實際排(pai)放量(liang),對(dui)超(chao)出許可排(pai)放量(liang)的依(yi)法依(yi)規(gui)處理。將(jiang)對(dui)涉重(zhong)(zhong)(zhong)(zhong)金屬(shu)行(xing)業(ye)(ye)專(zhuan)項執法檢(jian)查(cha)納入污(wu)染(ran)防治(zhi)攻堅(jian)戰監(jian)(jian)督(du)檢(jian)查(cha)考(kao)核工作,依(yi)法嚴厲(li)打(da)擊超(chao)標排(pai)放、不正常運行(xing)污(wu)染(ran)治(zhi)理設施、非法利(li)用處置(zhi)含重(zhong)(zhong)(zhong)(zhong)金屬(shu)危險廢物(wu)等(deng)違法違規(gui)行(xing)為(wei)。
強化涉(she)重金(jin)(jin)屬(shu)污染應(ying)急(ji)管理。涉(she)重金(jin)(jin)屬(shu)企(qi)業完善(shan)環境(jing)風險(xian)防范和(he)環境(jing)安(an)全隱(yin)患(huan)排查治理措施,制(zhi)定環境(jing)應(ying)急(ji)預(yu)案,儲備(bei)相關應(ying)急(ji)物(wu)資,定期開展(zhan)應(ying)急(ji)演(yan)(yan)練(lian)。各地生態(tai)環境(jing)部門結合“一(yi)河一(yi)策一(yi)圖”將涉(she)重金(jin)(jin)屬(shu)污染應(ying)急(ji)處置預(yu)案納入本地突發環境(jing)應(ying)急(ji)預(yu)案,加強應(ying)急(ji)物(wu)資儲備(bei),定期開展(zhan)應(ying)急(ji)演(yan)(yan)練(lian),不斷提(ti)升應(ying)急(ji)處置能力。
九、落實責任,促進全民參與(yu)社會共治
分解工(gong)(gong)作(zuo)(zuo)任務。加強組織領導(dao),壓實工(gong)(gong)作(zuo)(zuo)責任,密切協調配合,及時研究解決(jue)行政區(qu)(qu)域內(nei)突出重金(jin)(jin)屬污(wu)染(ran)問題(ti)。省級生態(tai)環(huan)境部門明(ming)確重金(jin)(jin)屬污(wu)染(ran)防控責任人,制(zhi)(zhi)定工(gong)(gong)作(zuo)(zuo)方(fang)案(an),逐級細(xi)化任務分工(gong)(gong),將重金(jin)(jin)屬減排目(mu)標任務分解落實到(dao)有關重點行業企業,確保按期(qi)完(wan)成(cheng)各項目(mu)標任務。重點區(qu)(qu)域編制(zhi)(zhi)“十四五(wu)”重點區(qu)(qu)域重金(jin)(jin)屬污(wu)染(ran)防控實施方(fang)案(an),進一步明(ming)確和細(xi)化污(wu)染(ran)控制(zhi)(zhi)、質量改(gai)善、風(feng)險管控、民生保障等工(gong)(gong)作(zuo)(zuo)要求,力爭在產業布局、裝備(bei)(bei)技術、政策機制(zhi)(zhi)、監督執法等方(fang)面實現提升。省級工(gong)(gong)作(zuo)(zuo)方(fang)案(an)、重點區(qu)(qu)域實施方(fang)案(an)應于 2022年 3 月 31 日前報送生態(tai)環(huan)境部備(bei)(bei)案(an)。
定期調度(du)(du)進展(zhan)。省級生(sheng)態環(huan)境(jing)(jing)部(bu)門加(jia)強重(zhong)金(jin)屬(shu)污染防控工(gong)作(zuo)調度(du)(du),根(gen)據(ju)調度(du)(du)情(qing)況,每(mei)年報(bao)(bao)送重(zhong)金(jin)屬(shu)污染防控工(gong)作(zuo)進展(zhan)、動態更新后的(de)全(quan)口徑(jing)清單,每(mei)季(ji)度(du)(du)報(bao)(bao)送減排工(gong)程(cheng)完(wan)成情(qing)況、總量替(ti)代情(qing)況。生(sheng)態環(huan)境(jing)(jing)部(bu)根(gen)據(ju)省級生(sheng)態環(huan)境(jing)(jing)部(bu)門工(gong)作(zuo)情(qing)況,加(jia)強工(gong)作(zuo)指(zhi)導(dao)。對于進展(zhan)滯后的(de)地區,實施預警,對未執行(xing)總量替(ti)代政策的(de),進行(xing)通報(bao)(bao)批(pi)評(ping)。
加強財稅金(jin)(jin)(jin)融支持。省級(ji)生態(tai)環(huan)境(jing)部(bu)(bu)門按照土壤(rang)污(wu)(wu)染(ran)(ran)(ran)防治(zhi)、重(zhong)點生態(tai)保護修復治(zhi)理(li)等資金(jin)(jin)(jin)管(guan)理(li)相關規(gui)定要(yao)求(qiu)合理(li)使用資金(jin)(jin)(jin),積極拓寬資金(jin)(jin)(jin)渠道,支持涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)行業(ye)污(wu)(wu)染(ran)(ran)(ran)綜(zong)合治(zhi)理(li)、工(gong)程(cheng)減排、歷史遺留問題治(zhi)理(li)。收集、貯存(cun)、運輸、利用、處置涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)危險廢物(wu)的單(dan)位(wei),應當按照國(guo)家有關規(gui)定,投(tou)保環(huan)境(jing)污(wu)(wu)染(ran)(ran)(ran)責(ze)任保險,生態(tai)環(huan)境(jing)部(bu)(bu)門對開(kai)展涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)危廢活(huo)動的單(dan)位(wei)投(tou)保危廢環(huan)境(jing)污(wu)(wu)染(ran)(ran)(ran)責(ze)任保險的情況實施監督管(guan)理(li)。鼓勵各地生態(tai)環(huan)境(jing)部(bu)(bu)門探(tan)索開(kai)展重(zhong)金(jin)(jin)(jin)屬(shu)污(wu)(wu)染(ran)(ran)(ran)物(wu)排污(wu)(wu)權交易試點工(gong)作。
鼓勵公(gong)眾(zhong)(zhong)參與。重(zhong)(zhong)點行(xing)業(ye)(ye)企業(ye)(ye)應當(dang)(dang)通過企業(ye)(ye)網站、企業(ye)(ye)事業(ye)(ye)單位環(huan)境信息公(gong)開平臺或者當(dang)(dang)地(di)報(bao)刊等(deng)便于公(gong)眾(zhong)(zhong)知曉(xiao)的方式公(gong)開環(huan)境信息。有條件(jian)企業(ye)(ye)可設置企業(ye)(ye)公(gong)眾(zhong)(zhong)開放日,定期邀(yao)請當(dang)(dang)地(di)群眾(zhong)(zhong)參觀(guan)廠(chang)區環(huan)境污染(ran)治(zhi)理(li)情況。充分(fen)發(fa)揮行(xing)業(ye)(ye)協會等(deng)社會團體作用(yong),督促企業(ye)(ye)自覺(jue)履行(xing)社會責任。完善有獎舉報(bao)制度,將舉報(bao)重(zhong)(zhong)點行(xing)業(ye)(ye)企業(ye)(ye)非法生產、不正常運行(xing)治(zhi)理(li)設施、超標排放、傾倒轉移含重(zhong)(zhong)金(jin)屬(shu)廢物等(deng)列(lie)入重(zhong)(zhong)點獎勵范圍。

一、編制背景
重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)具有較強的(de)(de)遷移、富集、潛伏性(xing)和(he)生物毒(du)性(xing),進入環(huan)(huan)(huan)境(jing)(jing)和(he)人(ren)(ren)體后可不斷累積(ji),威脅生態環(huan)(huan)(huan)境(jing)(jing)安全(quan)和(he)人(ren)(ren)體健(jian)康(kang)。黨中(zhong)央(yang)、國(guo)務(wu)院(yuan)高度重(zhong)(zhong)(zhong)(zhong)視(shi)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)防治工作。“十三五(wu)”時期,重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)防控(kong)取得積(ji)極成效。但重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)防控(kong)仍(reng)任(ren)重(zhong)(zhong)(zhong)(zhong)道遠,一(yi)些(xie)地區重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)問題(ti)突出(chu),威脅生態環(huan)(huan)(huan)境(jing)(jing)和(he)群(qun)眾健(jian)康(kang)。《中(zhong)共(gong)中(zhong)央(yang)國(guo)務(wu)院(yuan)關(guan)于深入打好污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)防治攻堅戰的(de)(de)意見》明確提(ti)出(chu),“加(jia)強重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)防控(kong), 到(dao) 2025 年(nian),全(quan)國(guo)重(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)業重(zhong)(zhong)(zhong)(zhong)點(dian)重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物排放量比 2020 年(nian)下降 5%”。《中(zhong)華人(ren)(ren)民(min)共(gong)和(he)國(guo)國(guo)民(min)經(jing)濟(ji)和(he)社會發展第十四個五(wu)年(nian)規劃(hua)和(he) 2035 年(nian)遠景(jing)目(mu)標綱要》要求“強化重(zhong)(zhong)(zhong)(zhong)點(dian)區域、重(zhong)(zhong)(zhong)(zhong)點(dian)行(xing)業重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran) 監控(kong)預警(jing)”。為貫(guan)徹落實黨中(zhong)央(yang)國(guo)務(wu)院(yuan)關(guan)于重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)防控(kong)工作的(de)(de)決 策部(bu)署,生態環(huan)(huan)(huan)境(jing)(jing)部(bu)組織(zhi)研究制定《關(guan)于進一(yi)步加(jia)強重(zhong)(zhong)(zhong)(zhong)金(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)防控(kong)的(de)(de)意見》(以(yi)下簡稱《意見》)。
二、編(bian)制過程
2020 年以來,生態環境(jing)部組織對(dui)內蒙(meng)古(gu)、湖北、河北、云南、 廣(guang)西等(deng)省份開展(zhan)(zhan)專題調(diao)研(yan)(yan)(yan),全面梳理重(zhong)金屬(shu)污(wu)染(ran)防控(kong)工(gong)作中存在(zai)的主要問(wen)題,并對(dui)生產工(gong)藝提(ti)升改(gai)(gai)造(zao)(zao)、特別排(pai)放(fang)限值改(gai)(gai)造(zao)(zao)、分(fen)級分(fen)類(lei)(lei)管(guan)控(kong)對(dui)策等(deng)重(zhong)點問(wen)題開展(zhan)(zhan)了專題研(yan)(yan)(yan)究,按(an)照(zhao)分(fen)類(lei)(lei)管(guan)理、突出(chu)重(zhong)點的原(yuan)則(ze),提(ti)出(chu)了重(zhong)金屬(shu)污(wu)染(ran)防控(kong)的主要任務,同時(shi)對(dui)完成減(jian)排(pai)目標的可(ke)行(xing)性進行(xing)了充分(fen)論證。通過(guo)召開專家(jia)咨詢會和(he)研(yan)(yan)(yan)討(tao)會、實地(di)調(diao)研(yan)(yan)(yan)、 書面征求意(yi)(yi)見(jian)等(deng)方式(shi),廣(guang)泛聽取地(di)方、行(xing)業協(xie)會、企(qi)業及專家(jia)意(yi)(yi)見(jian)。 在(zai)此基礎(chu)上,形成《意(yi)(yi)見(jian)(征求意(yi)(yi)見(jian)稿)》。
三、主(zhu)要內容
《意見》明確(que),“十四五”時期,重(zhong)(zhong)金(jin)屬(shu)污染(ran)防控以持續改善(shan)生態環境質量為(wei)核心(xin),以防控重(zhong)(zhong)金(jin)屬(shu)環境風險為(wei)目標,以重(zhong)(zhong)點重(zhong)(zhong)金(jin)屬(shu)污染(ran)物減(jian)排為(wei)抓手,注(zhu)重(zhong)(zhong)減(jian)污降碳協同增效,深(shen)入開展重(zhong)(zhong)點行業重(zhong)(zhong)金(jin)屬(shu)污染(ran)綜合治理(li),有(you)效防控重(zhong)(zhong)金(jin)屬(shu)污染(ran),切實維護人民群眾(zhong)身體健康,并提出了到 2025 年和 2035 年的主要目標。
《意見》提出了重(zhong)(zhong)金(jin)(jin)(jin)屬(shu)污染(ran)防控重(zhong)(zhong)點(dian)(dian),包括(kuo)重(zhong)(zhong)點(dian)(dian)重(zhong)(zhong)金(jin)(jin)(jin)屬(shu)污染(ran)物(wu)、 重(zhong)(zhong)點(dian)(dian)行業(ye)(ye)(ye)和重(zhong)(zhong)點(dian)(dian)區域。重(zhong)(zhong)點(dian)(dian)重(zhong)(zhong)金(jin)(jin)(jin)屬(shu)污染(ran)物(wu)包括(kuo)鉛、汞、鎘、鉻(ge)、砷和鉈。重(zhong)(zhong)點(dian)(dian)行業(ye)(ye)(ye)包括(kuo)重(zhong)(zhong)有色(se)金(jin)(jin)(jin)屬(shu)礦(含(han)伴生(sheng)礦)采選業(ye)(ye)(ye)、重(zhong)(zhong)有色(se)金(jin)(jin)(jin)屬(shu)冶煉業(ye)(ye)(ye)(含(han)再生(sheng)冶煉)、鉛蓄(xu)電(dian)池制(zhi)(zhi)造業(ye)(ye)(ye)、電(dian)鍍行業(ye)(ye)(ye)、化(hua)學原料及化(hua)學制(zhi)(zhi)品制(zhi)(zhi)造業(ye)(ye)(ye)(電(dian)石法聚氯乙烯制(zhi)(zhi)造、鉻(ge)鹽制(zhi)(zhi)造、以工(gong)(gong)業(ye)(ye)(ye)固廢為原料的鋅無機化(hua)合物(wu)工(gong)(gong)業(ye)(ye)(ye))、皮革鞣制(zhi)(zhi)加工(gong)(gong)業(ye)(ye)(ye)等(deng) 6 個行業(ye)(ye)(ye)。重(zhong)(zhong)點(dian)(dian)區域依據環境質量改善和環境風險防控需(xu)求(qiu)劃定,并進(jin)一步嚴格管(guan)理要(yao)求(qiu)。
同(tong)時,《意見》提出了主(zhu)要(yao)工作任(ren)(ren)務,包括以下六方(fang)面:嚴格準 入(ru),優化涉(she)重(zhong)金(jin)(jin)屬(shu)產業結構和布局;分級分類,持續推(tui)進(jin)重(zhong)金(jin)(jin)屬(shu)污(wu)染物減排(pai);系統治(zhi)(zhi)污(wu),加強涉(she)重(zhong)金(jin)(jin)屬(shu)行業環境治(zhi)(zhi)理;加大力度(du),有序推(tui)進(jin)涉(she)重(zhong)金(jin)(jin)屬(shu)歷(li)史(shi)遺留問題治(zhi)(zhi)理;健全制度(du),加強重(zhong)金(jin)(jin)屬(shu)監(jian)管執法(fa);落實責任(ren)(ren),促(cu)進(jin)全民參與社會共治(zhi)(zhi)。
