(征求(qiu)意見稿)

“十三五”時期,重金屬污(wu)染(ran)防控取得積極成(cheng)效(xiao)。但重金屬污(wu)染(ran)防控任(ren)重道(dao)遠(yuan),一些地區重金屬污(wu)染(ran)問題突出,威脅生態環境(jing)和群眾(zhong)健康。為深入打好污(wu)染(ran)防治攻堅戰(zhan),進一步強(qiang)化重金屬污(wu)染(ran)物(wu)排放(fang)量控制(zhi),有效(xiao)防控涉重金屬環境(jing)風險,制(zhi)定本意見。

一、指(zhi)導(dao)思想

以(yi)習(xi)近平(ping)新時代(dai)中(zhong)國特色社會主義思想為(wei)指導,全面貫徹黨的十(shi)九大和十(shi)九屆二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)、六中(zhong)全會精(jing)(jing)神,深(shen)入貫徹習(xi)近平(ping)生(sheng)態文明思想,立足新發展階(jie)段、貫徹新發展理念(nian)、構建新發展格局,以(yi)改善生(sheng)態環(huan)境(jing)質量為(wei)核心,以(yi)防控重金(jin)(jin)屬環(huan)境(jing)風險為(wei)目標(biao),以(yi)重點(dian)重金(jin)(jin)屬污(wu)染(ran)(ran)物減排(pai)為(wei)抓(zhua)手(shou),堅持精(jing)(jing)準、科學、依法治污(wu),注重減污(wu)降碳(tan)協(xie)同(tong)增效(xiao),深(shen)入開展重點(dian)行(xing)業重金(jin)(jin)屬污(wu)染(ran)(ran)綜合治理,有效(xiao)管(guan)控重金(jin)(jin)屬污(wu)染(ran)(ran),切實維護(hu)人民群眾身體健(jian)康。

二(er)、防控(kong)重點

重點重金(jin)屬(shu)污染物(wu)(wu)。重點防控(kong)的重金(jin)屬(shu)污染物(wu)(wu)是鉛、汞、鎘、鉻(ge)、砷和(he)鉈,其中對鉛、汞、鎘、鉻(ge)和(he)砷五種(zhong)重金(jin)屬(shu)污染物(wu)(wu)排放量實施總量控(kong)制。

重點行(xing)(xing)(xing)業(ye)(ye)。包括重有色金屬礦(含伴生(sheng)礦)采選業(ye)(ye)(銅、鉛鋅、鎳鈷(gu)、錫、銻和汞礦采選業(ye)(ye))、重有色金屬冶煉(lian)業(ye)(ye)(銅、鉛鋅、鎳鈷(gu)、錫、銻和汞冶煉(lian),含再生(sheng)冶煉(lian))、鉛蓄電(dian)池制(zhi)造業(ye)(ye)、電(dian)鍍行(xing)(xing)(xing)業(ye)(ye)、化學(xue)原料及(ji)化學(xue)制(zhi)品(pin)制(zhi)造業(ye)(ye)(電(dian)石(shi)法聚氯乙(yi)烯制(zhi)造、鉻鹽制(zhi)造、以工業(ye)(ye)固(gu)廢為原料的鋅無(wu)機化合物(wu)工業(ye)(ye))、皮革鞣(rou)制(zhi)加工業(ye)(ye)等(deng) 6 個(ge)行(xing)(xing)(xing)業(ye)(ye)。

重點區域。依據(ju)環(huan)境質量改善和(he)環(huan)境風險防控(kong)需求(qiu),劃定重金屬(shu)污染防控(kong)重點區域。

三、主要目標

到 2025 年,重點(dian)行業產業結構(gou)進一(yi)(yi)步優化,全國重點(dian)行業重點(dian)重金(jin)(jin)屬污染物(wu)排放量比 2020 年下降 5%以上,重點(dian)行業環(huan)境(jing)管(guan)理(li)水平進一(yi)(yi)步提升,推進治理(li)一(yi)(yi)批突出(chu)歷史遺留(liu)重金(jin)(jin)屬污染問(wen)題。

到 2035 年,建立健全(quan)重金(jin)屬污染防控長效機制,重金(jin)屬監管能(neng)力、污染治理(li)能(neng)力和風險防控能(neng)力得(de)到全(quan)面提(ti)升,重金(jin)屬環境風險得(de)到有效管控。

四、嚴格準(zhun)入,優化(hua)涉重(zhong)金屬(shu)產業(ye)結(jie)構(gou)和(he)布局

嚴格重(zhong)(zhong)(zhong)點行(xing)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)準(zhun)入(ru)管理(li)。新、改(gai)、擴建(jian)(jian)重(zhong)(zhong)(zhong)點行(xing)業(ye)(ye)(ye)建(jian)(jian)設(she)項(xiang)目應符合產(chan)業(ye)(ye)(ye)政策、區域(yu)環評(ping)(ping)、規劃(hua)環評(ping)(ping)、“三線一單(dan)”和行(xing)業(ye)(ye)(ye)環境(jing)準(zhun)入(ru)管控要求,重(zhong)(zhong)(zhong)點區域(yu)必須遵循重(zhong)(zhong)(zhong)點重(zhong)(zhong)(zhong)金屬污染(ran)物(wu)(wu)(wu)排(pai)放(fang)“減(jian)量置換(huan)”原(yuan)則(ze),其他(ta)區域(yu)遵循重(zhong)(zhong)(zhong)點重(zhong)(zhong)(zhong)金屬污染(ran)物(wu)(wu)(wu)排(pai)放(fang)“等量替(ti)換(huan)”原(yuan)則(ze),建(jian)(jian)設(she)單(dan)位(wei)在提(ti)交環境(jing)影響(xiang)評(ping)(ping)價及相關(guan)配套文(wen)件時應明確具(ju)體的(de)重(zhong)(zhong)(zhong)金屬污染(ran)物(wu)(wu)(wu)排(pai)放(fang)總(zong)量及來(lai)源。無(wu)明確具(ju)體總(zong)量來(lai)源的(de),各級生態環境(jing)部門不得批(pi)準(zhun)相關(guan)環境(jing)影響(xiang)評(ping)(ping)價文(wen)件。新、改(gai)、擴建(jian)(jian)重(zhong)(zhong)(zhong)點行(xing)業(ye)(ye)(ye)建(jian)(jian)設(she)項(xiang)目重(zhong)(zhong)(zhong)金屬污染(ran)物(wu)(wu)(wu)排(pai)放(fang)總(zong)量的(de)來(lai)源,原(yuan)則(ze)上應是全(quan)口徑涉重(zhong)(zhong)(zhong)金屬重(zhong)(zhong)(zhong)點行(xing)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)清單(dan)(以下(xia)簡稱全(quan)口徑清單(dan))內(nei)的(de)同一重(zhong)(zhong)(zhong)點行(xing)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)產(chan)生的(de)重(zhong)(zhong)(zhong)點重(zhong)(zhong)(zhong)金屬污染(ran)物(wu)(wu)(wu)削減(jian)量,當同一重(zhong)(zhong)(zhong)點行(xing)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)削減(jian)量無(wu)法滿足時可從其他(ta)重(zhong)(zhong)(zhong)點行(xing)業(ye)(ye)(ye)調(diao)劑。嚴格鉛、鋅(xin)、銅冶(ye)煉(lian)以及利用處(chu)置涉重(zhong)(zhong)(zhong)金屬固體廢(fei)物(wu)(wu)(wu)等建(jian)(jian)設(she)項(xiang)目環境(jing)影響(xiang)評(ping)(ping)價審批(pi),不得以改(gai)革試點為名隨(sui)意下(xia)放(fang)環評(ping)(ping)審批(pi)權限或降低審批(pi)要求。

加大落(luo)后(hou)(hou)產能淘(tao)(tao)汰(tai)(tai)力度。根據《產業結構調整指導目錄(lu)》《限期淘(tao)(tao)汰(tai)(tai)產生嚴(yan)(yan)重(zhong)污(wu)染環境(jing)的(de)(de)工(gong)業固體廢物(wu)的(de)(de)落(luo)后(hou)(hou)生產工(gong)藝(yi)設備名錄(lu)》等(deng)文件,依法(fa)依規(gui)淘(tao)(tao)汰(tai)(tai)涉重(zhong)金屬落(luo)后(hou)(hou)產能和化解(jie)過剩產能。結合(he)環境(jing)質量改善需要(yao)(yao),有(you)條件的(de)(de)地區可(ke)制定(ding)實施(shi)標準(zhun)更(geng)高的(de)(de)落(luo)后(hou)(hou)產能淘(tao)(tao)汰(tai)(tai)政策,并推動限制類工(gong)藝(yi)設備淘(tao)(tao)汰(tai)(tai)。嚴(yan)(yan)格執行生態環境(jing)保護、能耗等(deng)相(xiang)關法(fa)規(gui)標準(zhun),促使一(yi)批經整改仍達不到要(yao)(yao)求的(de)(de)產能依法(fa)依規(gui)關閉退出。

優化重(zhong)(zhong)點行(xing)業(ye)企(qi)(qi)業(ye)布(bu)局。積極推(tui)動(dong)涉重(zhong)(zhong)金屬(shu)產業(ye)集中(zhong)(zhong)優化發展,提升治(zhi)理(li)水(shui)平,禁止低端落后產能(neng)向長江、黃(huang)河(he)中(zhong)(zhong)上游地(di)區轉移。禁止新(xin)(xin)建用汞的電石法(聚)氯乙烯生產工(gong)藝。新(xin)(xin)建、擴建有色(se)金屬(shu)冶煉、電鍍(du)、制革企(qi)(qi)業(ye)應布(bu)設在依法合規設立并經規劃環(huan)評的產業(ye)園區。廣東(dong)、江蘇、遼(liao)寧、山東(dong)、河(he)北等(deng)省(sheng)份(fen)加快(kuai)推(tui)進專(zhuan)業(ye)電鍍(du)企(qi)(qi)業(ye)入園,力爭(zheng)到(dao) 2025 年底專(zhuan)業(ye)電鍍(du)企(qi)(qi)業(ye)入園率達(da)到(dao) 75%。推(tui)動(dong)位(wei)于(yu)城(cheng)市建成(cheng)區環(huan)境風險高的大中(zhong)(zhong)型重(zhong)(zhong)點行(xing)業(ye)企(qi)(qi)業(ye)加快(kuai)實施搬遷改造。

五、分級(ji)分類,持續推進重金屬污染物減排

建立(li)完善(shan)全(quan)口徑清(qing)(qing)單(dan)動態(tai)調整機制。排查以工(gong)業(ye)(ye)(ye)固(gu)廢為(wei)原料的(de)鋅無機化合物工(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)信息并增補(bu)納(na)(na)入(ru)全(quan)口徑清(qing)(qing)單(dan),增補(bu)漏報企業(ye)(ye)(ye)信息,及(ji)時完善(shan)更新(xin)全(quan)口徑清(qing)(qing)單(dan)企業(ye)(ye)(ye)信息及(ji)生(sheng)產狀態(tai)。各地生(sheng)態(tai)環(huan)境部(bu)(bu)門(men)在全(quan)口徑清(qing)(qing)單(dan)基礎上,梳理(li)排查以重點行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)為(wei)主的(de)工(gong)業(ye)(ye)(ye)園區,建立(li)涉重金屬工(gong)業(ye)(ye)(ye)園區清(qing)(qing)單(dan)。各地生(sheng)態(tai)環(huan)境部(bu)(bu)門(men)依法(fa)依規將重點行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)納(na)(na)入(ru)重點排污單(dan)位名錄。

加強重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)減(jian)(jian)排分(fen)類管理。嚴(yan)控增量(liang),削減(jian)(jian)存(cun)量(liang),持續推進(jin)重(zhong)點(dian)行業(ye)重(zhong)點(dian)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)減(jian)(jian)排。根據各省(sheng)(區、市)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)排放(fang)(fang)(fang)量(liang)基數與減(jian)(jian)排潛力,分(fen)檔確定減(jian)(jian)排目(mu)標(biao),實(shi)(shi)施差別(bie)化(hua)減(jian)(jian)排政策。各地生(sheng)態(tai)環境(jing)部門應(ying)進(jin)一(yi)步摸排企業(ye)狀(zhuang)況,挖(wa)掘減(jian)(jian)排潛力,以結構(gou)調(diao)整、升級改(gai)造(zao)和深度治理為主要(yao)手(shou)段,將減(jian)(jian)排任(ren)務目(mu)標(biao)落實(shi)(shi)到具體(ti)企業(ye),推動實(shi)(shi)施一(yi)批重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)減(jian)(jian)排工(gong)程(cheng),持續減(jian)(jian)少重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)排放(fang)(fang)(fang)。吉林(lin)、西(xi)藏(zang)、黑(hei)龍江、上海、天津、海南(nan)、北京等 7 個重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)排放(fang)(fang)(fang)量(liang)較(jiao)低的(de)省(sheng)份(fen),在高(gao)標(biao)準落實(shi)(shi)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)(ran)治理要(yao)求的(de)前提(ti)下,實(shi)(shi)施重(zhong)大(da)國家(jia)區域、產業(ye)發展戰略(lve)直(zhi)接(jie)相(xiang)關(guan)的(de)重(zhong)大(da)任(ren)務、重(zhong)大(da)項目(mu),可試行重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)排放(fang)(fang)(fang)總(zong)(zong)量(liang)控制豁免。重(zhong)點(dian)區域進(jin)一(yi)步嚴(yan)格總(zong)(zong)量(liang)控制要(yao)求,新、改(gai)、擴建(jian)重(zhong)點(dian)行業(ye)建(jian)設項目(mu)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)(shu)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)排放(fang)(fang)(fang)實(shi)(shi)施減(jian)(jian)量(liang)替代,替代比(bi)例不低于 1.2:1。

探索建立企(qi)事業單位(wei)(wei)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)(wu)染物排(pai)(pai)(pai)(pai)(pai)(pai)(pai)放總量控制制度。依(yi)(yi)法將(jiang)涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)單位(wei)(wei)納(na)入排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)管(guan)(guan)理,持(chi)續做好(hao)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證(zheng)(zheng)申領、變(bian)更(geng)、延續,實(shi)現(xian)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)單位(wei)(wei)全覆(fu)蓋。對于(yu)實(shi)施(shi)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)重(zhong)點管(guan)(guan)理的(de)(de)(de)(de)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)單位(wei)(wei),2022 年 6 月底(di)前,各地生(sheng)態環(huan)境部門要(yao)督促指(zhi)導減(jian)(jian)(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)單位(wei)(wei)將(jiang) 2013 年以來(lai)的(de)(de)(de)(de)減(jian)(jian)(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)工(gong)程實(shi)施(shi)后新的(de)(de)(de)(de)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)污(wu)(wu)(wu)(wu)(wu)染物排(pai)(pai)(pai)(pai)(pai)(pai)(pai)放總量要(yao)求落(luo)實(shi)到排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證(zheng)(zheng)。2022 年起,各地生(sheng)態環(huan)境部門應(ying)在排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)單位(wei)(wei)完成(cheng)減(jian)(jian)(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)工(gong)程并(bing)納(na)入生(sheng)態環(huan)境部門減(jian)(jian)(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)管(guan)(guan)理臺賬后 30 個工(gong)作(zuo)(zuo)日(ri)內,督促指(zhi)導減(jian)(jian)(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)單位(wei)(wei)提(ti)出變(bian)更(geng)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證(zheng)(zheng)申請,排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證(zheng)(zheng)核發部門依(yi)(yi)法予以變(bian)更(geng),并(bing)載(zai)明削減(jian)(jian)(jian)(jian)措施(shi)、減(jian)(jian)(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)量,作(zuo)(zuo)為總量替代來(lai)源的(de)(de)(de)(de)還應(ying)載(zai)明出讓量和出讓去向(xiang)。到 2025 年,企(qi)業排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證(zheng)(zheng)環(huan)境管(guan)(guan)理臺賬、自(zi)行(xing)監測和執行(xing)報告數據基本實(shi)現(xian)完整、可(ke)(ke)(ke)信(xin),有效支撐涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)單位(wei)(wei)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)放量管(guan)(guan)理。加強排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)事中事后監管(guan)(guan),將(jiang)涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)(shu)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)單位(wei)(wei)全部納(na)入生(sheng)態環(huan)境執法監管(guan)(guan)范圍,推(tui)動排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)單位(wei)(wei)持(chi)證(zheng)(zheng)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu)、按證(zheng)(zheng)排(pai)(pai)(pai)(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)(wu),嚴格控制污(wu)(wu)(wu)(wu)(wu)染物排(pai)(pai)(pai)(pai)(pai)(pai)(pai)放。

探(tan)索(suo)以(yi)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)為(wei)原(yuan)(yuan)料(liao)的重(zhong)(zhong)(zhong)點行業建設(she)項目總(zong)量(liang)(liang)(liang)替(ti)代(dai)豁(huo)免管(guan)理。支持并(bing)引導含重(zhong)(zhong)(zhong)金屬(shu)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)的資源(yuan)化綜合利(li)用(yong)(yong),發揮減少資源(yuan)消(xiao)耗和降碳的協同作用(yong)(yong)。危(wei)險廢(fei)(fei)物(wu)集中處(chu)置設(she)施(shi)以(yi)及采用(yong)(yong)水泥窯協同處(chu)置方式(shi)處(chu)理含重(zhong)(zhong)(zhong)金屬(shu)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)的項目不屬(shu)于重(zhong)(zhong)(zhong)點行業,不納(na)入全國重(zhong)(zhong)(zhong)金屬(shu)污(wu)染(ran)物(wu)排放(fang)總(zong)量(liang)(liang)(liang)控(kong)制管(guan)理。對于新、改、擴建以(yi)含重(zhong)(zhong)(zhong)金屬(shu)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)為(wei)原(yuan)(yuan)料(liao)的重(zhong)(zhong)(zhong)點行業建設(she)項目,探(tan)索(suo)研究在滿足(zu)利(li)用(yong)(yong)固(gu)(gu)體(ti)廢(fei)(fei)物(wu)種類(lei)、原(yuan)(yuan)料(liao)來源(yuan)、建設(she)地點、工藝設(she)備和污(wu)染(ran)治理水平等必(bi)要條件前(qian)提下(xia),實行重(zhong)(zhong)(zhong)金屬(shu)污(wu)染(ran)物(wu)排放(fang)總(zong)量(liang)(liang)(liang)替(ti)代(dai)豁(huo)免管(guan)理。

六、系統治(zhi)(zhi)污,加強涉重金屬行業環境治(zhi)(zhi)理(li)

加強(qiang)重(zhong)點(dian)行(xing)業(ye)(ye)企(qi)業(ye)(ye)清潔(jie)生(sheng)(sheng)(sheng)產(chan)改(gai)(gai)造(zao)。加大(da)有色(se)金(jin)屬(shu)行(xing)業(ye)(ye)企(qi)業(ye)(ye)生(sheng)(sheng)(sheng)產(chan)工藝提升改(gai)(gai)造(zao)力度(du),協同(tong)推進減(jian)污降(jiang)碳,減(jian)少(shao)重(zhong)金(jin)屬(shu)污染物排放(fang)和碳排放(fang),2025 年(nian)(nian) 12 月 31 日前鋅(xin)冶煉企(qi)業(ye)(ye)完成(cheng)豎罐煉鋅(xin)設備替代改(gai)(gai)造(zao),銅(tong)冶煉企(qi)業(ye)(ye)積極(ji)推進轉爐吹(chui)煉工藝提升改(gai)(gai)造(zao),到 2025 年(nian)(nian),銅(tong)冶煉轉爐吹(chui)煉產(chan)能比例下降(jiang)到 40%以下。加大(da)對無汞(gong)(gong)(gong)催化劑和無汞(gong)(gong)(gong)工藝的研發與應用(yong)支持力度(du),電石(shi)法(fa)聚(ju)氯(lv)乙烯(xi)生(sheng)(sheng)(sheng)產(chan)企(qi)業(ye)(ye)生(sheng)(sheng)(sheng)產(chan)每噸聚(ju)氯(lv)乙烯(xi)用(yong)汞(gong)(gong)(gong)量不(bu)得(de)超過 49.14 克,并確保持續穩(wen)中(zhong)有降(jiang)。重(zhong)點(dian)行(xing)業(ye)(ye)企(qi)業(ye)(ye)“十(shi)四五(wu)”期(qi)間依(yi)法(fa)依(yi)規至少(shao)開展一輪(lun)強(qiang)制性清潔(jie)生(sheng)(sheng)(sheng)產(chan)審核,提高清潔(jie)生(sheng)(sheng)(sheng)產(chan)審核質量,到 2025 年(nian)(nian)底(di),重(zhong)點(dian)行(xing)業(ye)(ye)企(qi)業(ye)(ye)基本達到國內清潔(jie)生(sheng)(sheng)(sheng)產(chan)先進水平,有效減(jian)少(shao)重(zhong)金(jin)屬(shu)污染物產(chan)生(sheng)(sheng)(sheng)量和排放(fang)量。
