為(wei)深入貫徹落實(shi)黨(dang)的(de)二十大精神,推(tui)動(dong)制(zhi)造業(ye)(ye)綠色化發展,在(zai)落實(shi)碳達(da)峰碳中和目標任務(wu)過程(cheng)中鍛(duan)造新的(de)產業(ye)(ye)競爭(zheng)優勢,加快建設現代化產業(ye)(ye)體(ti)系,推(tui)進新型(xing)工(gong)業(ye)(ye)化,提出(chu)如下意見。

一、總(zong)體要求

(一(yi))指導思想

以習近平(ping)新時代中(zhong)國特色(se)(se)社(she)會主義思想為指導(dao),深入(ru)貫徹(che)落實黨(dang)的二十大精神,立足新發展(zhan)階段(duan),完整、準確(que)、全(quan)面貫徹(che)新發展(zhan)理(li)念,加快構(gou)建(jian)(jian)新發展(zhan)格局,著力推(tui)(tui)動(dong)高(gao)(gao)質量發展(zhan),以實現碳(tan)達峰(feng)碳(tan)中(zhong)和目標(biao)為引領(ling),改造升級傳統(tong)產(chan)(chan)業,鞏固提升優勢(shi)產(chan)(chan)業,加快推(tui)(tui)動(dong)新興產(chan)(chan)業綠(lv)色(se)(se)高(gao)(gao)起點發展(zhan),前瞻布局綠(lv)色(se)(se)低碳(tan)領(ling)域未來(lai)產(chan)(chan)業,培(pei)育(yu)綠(lv)色(se)(se)化(hua)(hua)(hua)數字化(hua)(hua)(hua)服務(wu)化(hua)(hua)(hua)融合發展(zhan)新業態,建(jian)(jian)立健全(quan)支撐(cheng)制造業綠(lv)色(se)(se)發展(zhan)的技術、政(zheng)策(ce)、標(biao)準、標(biao)桿培(pei)育(yu)體系,推(tui)(tui)動(dong)產(chan)(chan)業結構(gou)高(gao)(gao)端化(hua)(hua)(hua)、能(neng)源(yuan)消費低碳(tan)化(hua)(hua)(hua)、資源(yuan)利用循環化(hua)(hua)(hua)、生(sheng)(sheng)產(chan)(chan)過程清潔化(hua)(hua)(hua)、制造流程數字化(hua)(hua)(hua)、產(chan)(chan)品供給綠(lv)色(se)(se)化(hua)(hua)(hua)全(quan)方位轉型,構(gou)建(jian)(jian)綠(lv)色(se)(se)增長新引擎,鍛造綠(lv)色(se)(se)競爭(zheng)新優勢(shi),擦(ca)亮新型工業化(hua)(hua)(hua)生(sheng)(sheng)態底色(se)(se)。

(二)主要目標

到2030年,制造業綠(lv)色(se)低碳(tan)(tan)轉(zhuan)型(xing)成效顯(xian)著,傳統產業綠(lv)色(se)發(fa)展層級(ji)整體躍升(sheng)(sheng),產業結構和布(bu)局(ju)明(ming)顯(xian)優(you)化,綠(lv)色(se)低碳(tan)(tan)能源(yuan)利用比例(li)顯(xian)著提(ti)(ti)高,資(zi)源(yuan)綜合利用水平穩步提(ti)(ti)升(sheng)(sheng),污(wu)染(ran)物和碳(tan)(tan)排放(fang)強度明(ming)顯(xian)下降,碳(tan)(tan)排放(fang)總量實現達峰(feng),新興產業綠(lv)色(se)增長引擎作(zuo)用更加突出,規模質量進(jin)一(yi)步提(ti)(ti)升(sheng)(sheng),綠(lv)色(se)低碳(tan)(tan)產業比重顯(xian)著提(ti)(ti)高,綠(lv)色(se)融合新業態不斷(duan)涌現,綠(lv)色(se)發(fa)展基礎能力(li)大幅提(ti)(ti)升(sheng)(sheng),綠(lv)色(se)低碳(tan)(tan)競(jing)爭力(li)進(jin)一(yi)步增強,綠(lv)色(se)發(fa)展成為推進(jin)新型(xing)工業化的堅實基礎。

到2035年,制造業綠(lv)(lv)色(se)發展內生動力顯著增強,碳(tan)排放(fang)達峰后穩中有降,碳(tan)中和能力穩步提(ti)升,在全(quan)球產業鏈供應鏈綠(lv)(lv)色(se)低碳(tan)競爭(zheng)優勢凸顯,綠(lv)(lv)色(se)發展成為(wei)新(xin)型工業化的普遍形態。

二、加快(kuai)傳統產業綠色低碳轉(zhuan)型升級

(三(san))推進傳統產業綠色(se)低(di)碳(tan)優化重(zhong)構。加(jia)快(kuai)傳統產(chan)業(ye)(ye)產(chan)品(pin)結構(gou)、用(yong)(yong)(yong)能(neng)(neng)結構(gou)、原料結構(gou)優化調整和(he)工(gong)(gong)(gong)藝流程(cheng)再(zai)造,提升(sheng)在全球分工(gong)(gong)(gong)中(zhong)的(de)地(di)位和(he)競爭力(li)。實施“增(zeng)品(pin)種、提品(pin)質、創(chuang)品(pin)牌”行動(dong)(dong)(dong),推(tui)(tui)動(dong)(dong)(dong)產(chan)品(pin)向高(gao)端(duan)、智能(neng)(neng)、綠色(se)、融合(he)方向升(sheng)級換(huan)代(dai),推(tui)(tui)動(dong)(dong)(dong)形成(cheng)(cheng)品(pin)種更(geng)加(jia)豐富、品(pin)質更(geng)加(jia)穩定、品(pin)牌更(geng)具影響力(li)的(de)供(gong)給體(ti)系。構(gou)建清(qing)(qing)潔高(gao)效(xiao)(xiao)(xiao)低碳的(de)工(gong)(gong)(gong)業(ye)(ye)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費結構(gou),實施煤炭分質分級清(qing)(qing)潔高(gao)效(xiao)(xiao)(xiao)利(li)用(yong)(yong)(yong)行動(dong)(dong)(dong),有序(xu)推(tui)(tui)進重點用(yong)(yong)(yong)能(neng)(neng)行業(ye)(ye)煤炭減量替(ti)代(dai);鼓(gu)勵具備條件的(de)企業(ye)(ye)、園區建設(she)工(gong)(gong)(gong)業(ye)(ye)綠色(se)微電網,推(tui)(tui)進多能(neng)(neng)高(gao)效(xiao)(xiao)(xiao)互補利(li)用(yong)(yong)(yong),就近大規模高(gao)比(bi)例(li)(li)利(li)用(yong)(yong)(yong)可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan);加(jia)快(kuai)推(tui)(tui)進終端(duan)用(yong)(yong)(yong)能(neng)(neng)電氣化,拓寬電能(neng)(neng)替(ti)代(dai)領域,提升(sheng)綠色(se)電力(li)消(xiao)納比(bi)例(li)(li)。推(tui)(tui)進綠氫、低(無)揮發(fa)性有機物(wu)、再(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)(yuan)、工(gong)(gong)(gong)業(ye)(ye)固廢等(deng)原料替(ti)代(dai),增(zeng)強天然氣、乙烷(wan)、丙(bing)烷(wan)等(deng)原料供(gong)應(ying)能(neng)(neng)力(li),提高(gao)綠色(se)低碳原料比(bi)重。推(tui)(tui)廣鋼(gang)鐵、石化化工(gong)(gong)(gong)、有色(se)金屬、紡織、機械等(deng)行業(ye)(ye)短流程(cheng)工(gong)(gong)(gong)藝技術。健全市場化法(fa)(fa)治化化解過剩產(chan)能(neng)(neng)長(chang)效(xiao)(xiao)(xiao)機制,依(yi)法(fa)(fa)依(yi)規推(tui)(tui)動(dong)(dong)(dong)落后產(chan)能(neng)(neng)退出。到2030年,主要再(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)(yuan)循環利(li)用(yong)(yong)(yong)量達(da)到5.1億噸,大宗工(gong)(gong)(gong)業(ye)(ye)固廢綜(zong)合(he)利(li)用(yong)(yong)(yong)率達(da)到62%,電解鋁使(shi)用(yong)(yong)(yong)可(ke)再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)比(bi)例(li)(li)達(da)到30%以(yi)上,短流程(cheng)煉鋼(gang)比(bi)例(li)(li)達(da)到20%以(yi)上,合(he)成(cheng)(cheng)氣一(yi)步法(fa)(fa)制烯烴、乙醇(chun)等(deng)短流程(cheng)合(he)成(cheng)(cheng)技術實現規模化應(ying)用(yong)(yong)(yong)。

(四)加(jia)快(kuai)傳(chuan)統產業綠色低(di)碳技(ji)術改造(zao)。定(ding)期更新發(fa)布制造(zao)業(ye)(ye)(ye)綠色(se)低碳技(ji)術(shu)導(dao)向目(mu)錄,遴選推廣(guang)成熟度高、經濟性(xing)好(hao)、綠色(se)成效顯著(zhu)的關鍵共性(xing)技(ji)術(shu),推動企(qi)業(ye)(ye)(ye)、園區、重點行業(ye)(ye)(ye)全(quan)面實(shi)(shi)施新一輪綠色(se)低碳技(ji)術(shu)改(gai)造(zao)升級(ji)。支持(chi)大型企(qi)業(ye)(ye)(ye)圍繞(rao)產品(pin)設(she)計、制造(zao)、物流、使用(yong)(yong)、回(hui)收利用(yong)(yong)等全(quan)生命周期綠色(se)低碳轉(zhuan)型需求,實(shi)(shi)施全(quan)流程系統化(hua)(hua)改(gai)造(zao)升級(ji)。充分(fen)(fen)發(fa)揮鏈主企(qi)業(ye)(ye)(ye)帶動作用(yong)(yong),幫(bang)助產業(ye)(ye)(ye)鏈上下游中小企(qi)業(ye)(ye)(ye)找準綠色(se)低碳轉(zhuan)型短(duan)板,有計劃(hua)分(fen)(fen)步驟組織實(shi)(shi)施技(ji)術(shu)改(gai)造(zao)。鼓勵工(gong)業(ye)(ye)(ye)園區、產業(ye)(ye)(ye)集(ji)聚(ju)區對(dui)標綠色(se)工(gong)業(ye)(ye)(ye)園區建設(she)要求,開(kai)展布局集(ji)聚(ju)化(hua)(hua)、結構綠色(se)化(hua)(hua)、鏈接(jie)生態(tai)化(hua)(hua)整體改(gai)造(zao)升級(ji),組織園區內企(qi)業(ye)(ye)(ye)持(chi)續實(shi)(shi)施綠色(se)低碳技(ji)術(shu)改(gai)造(zao)。支持(chi)行業(ye)(ye)(ye)協會制定(ding)重點行業(ye)(ye)(ye)改(gai)造(zao)升級(ji)計劃(hua),鼓勵地方開(kai)展環保(bao)(bao)績效創A行動,提升行業(ye)(ye)(ye)環保(bao)(bao)治理(li)水平(ping)。

(五)引導區域(yu)綠(lv)色低(di)碳優化布局。堅持全(quan)國一盤棋,綜合(he)考慮區(qu)(qu)域(yu)(yu)產(chan)(chan)業(ye)(ye)(ye)基礎(chu)、資源稟賦(fu)、環(huan)境(jing)承(cheng)載(zai)力等(deng)(deng)因素,推(tui)動(dong)(dong)傳統產(chan)(chan)業(ye)(ye)(ye)形(xing)成集群化(hua)(hua)(hua)(hua)、差異化(hua)(hua)(hua)(hua)的綠(lv)色(se)低碳轉(zhuan)(zhuan)型新格(ge)局。落實京津冀協(xie)同(tong)(tong)發(fa)展(zhan)、長江經濟帶發(fa)展(zhan)、粵港澳大灣區(qu)(qu)建(jian)設(she)、長三角(jiao)一體(ti)化(hua)(hua)(hua)(hua)發(fa)展(zhan)、黃河流域(yu)(yu)生(sheng)態保護和(he)高(gao)質(zhi)量發(fa)展(zhan)等(deng)(deng)區(qu)(qu)域(yu)(yu)重(zhong)(zhong)大戰略(lve)定位,把綠(lv)色(se)發(fa)展(zhan)和(he)產(chan)(chan)業(ye)(ye)(ye)轉(zhuan)(zhuan)型結合(he)起(qi)來,加(jia)強跨區(qu)(qu)域(yu)(yu)產(chan)(chan)業(ye)(ye)(ye)分工合(he)作、科技協(xie)同(tong)(tong)創新、要(yao)素優(you)化(hua)(hua)(hua)(hua)配置。發(fa)揮地區(qu)(qu)特色(se)和(he)優(you)勢,綜合(he)平衡生(sheng)產(chan)(chan)力、能源、資源、市場(chang)需求(qiu)等(deng)(deng)要(yao)素,支(zhi)持中西(xi)部和(he)東北(bei)地區(qu)(qu)有序(xu)承(cheng)接產(chan)(chan)業(ye)(ye)(ye)轉(zhuan)(zhuan)移(yi),避免低水平重(zhong)(zhong)復建(jian)設(she)。嚴格(ge)落實生(sheng)態環(huan)境(jing)分區(qu)(qu)管控要(yao)求(qiu),在符(fu)合(he)環(huan)保、能耗(hao)(hao)、水耗(hao)(hao)、安全(quan)生(sheng)產(chan)(chan)等(deng)(deng)標準(zhun)(zhun)要(yao)求(qiu)的前提下(xia),穩(wen)妥有序(xu)推(tui)動(dong)(dong)高(gao)載(zai)能行業(ye)(ye)(ye)向(xiang)西(xi)部清潔能源優(you)勢地區(qu)(qu)轉(zhuan)(zhuan)移(yi)。嚴格(ge)項目(mu)準(zhun)(zhun)入,堅決遏(e)制高(gao)耗(hao)(hao)能、高(gao)排放(fang)、低水平項目(mu)盲目(mu)上馬。推(tui)動(dong)(dong)區(qu)(qu)域(yu)(yu)產(chan)(chan)業(ye)(ye)(ye)綠(lv)色(se)協(xie)同(tong)(tong)提升,重(zhong)(zhong)點(dian)發(fa)展(zhan)鋼化(hua)(hua)(hua)(hua)聯產(chan)(chan)、煉化(hua)(hua)(hua)(hua)一體(ti)化(hua)(hua)(hua)(hua)、林漿紙一體(ti)化(hua)(hua)(hua)(hua)、以化(hua)(hua)(hua)(hua)固碳等(deng)(deng)產(chan)(chan)業(ye)(ye)(ye)耦合(he)模(mo)(mo)式,以及(ji)冶金和(he)建(jian)材等(deng)(deng)行業(ye)(ye)(ye)協(xie)同(tong)(tong)處置生(sheng)活垃圾、向(xiang)城(cheng)鎮居民供熱等(deng)(deng)產(chan)(chan)城(cheng)融合(he)模(mo)(mo)式,鼓勵(li)有條(tiao)件(jian)的地區(qu)(qu)加(jia)強資源耦合(he)和(he)循環(huan)利用,加(jia)快建(jian)設(she)“無(wu)(wu)廢(fei)企(qi)業(ye)(ye)(ye)”“無(wu)(wu)廢(fei)園(yuan)區(qu)(qu)”“無(wu)(wu)廢(fei)城(cheng)市”。

三、推動新興產業綠色低碳高起點發(fa)展

(六(liu))加(jia)快(kuai)補齊新(xin)興產業綠(lv)色低碳(tan)短板(ban)弱(ruo)項。聚焦制(zhi)(zhi)約新(xin)(xin)(xin)興產業(ye)(ye)綠(lv)色發(fa)展(zhan)的(de)(de)瓶頸環節,加(jia)快(kuai)(kuai)補齊短(duan)板弱(ruo)項,著力(li)(li)(li)解決新(xin)(xin)(xin)興產業(ye)(ye)可持(chi)續發(fa)展(zhan)的(de)(de)后顧(gu)之憂。在(zai)(zai)新(xin)(xin)(xin)一代信息技術(shu)(shu)領(ling)(ling)域(yu),引導(dao)數據中心(xin)擴大綠(lv)色能(neng)源利(li)(li)(li)(li)用(yong)(yong)比例(li),推(tui)動(dong)(dong)(dong)低(di)功耗芯片等(deng)技術(shu)(shu)產品應用(yong)(yong),探(tan)索構建市場導(dao)向的(de)(de)綠(lv)色低(di)碳算力(li)(li)(li)應用(yong)(yong)體(ti)系。在(zai)(zai)新(xin)(xin)(xin)能(neng)源領(ling)(ling)域(yu),加(jia)快(kuai)(kuai)廢舊(jiu)光伏組件、風力(li)(li)(li)發(fa)電機(ji)組葉片等(deng)新(xin)(xin)(xin)型固(gu)廢綜(zong)合(he)利(li)(li)(li)(li)用(yong)(yong)技術(shu)(shu)研發(fa)及(ji)產業(ye)(ye)化(hua)應用(yong)(yong)。在(zai)(zai)新(xin)(xin)(xin)能(neng)源汽車領(ling)(ling)域(yu),完善廢舊(jiu)動(dong)(dong)(dong)力(li)(li)(li)電池(chi)綜(zong)合(he)利(li)(li)(li)(li)用(yong)(yong)體(ti)系,推(tui)動(dong)(dong)(dong)規范化(hua)回收、分級(ji)資(zi)源化(hua)利(li)(li)(li)(li)用(yong)(yong)。在(zai)(zai)新(xin)(xin)(xin)材(cai)料領(ling)(ling)域(yu),開展(zhan)共伴生礦(kuang)(kuang)與尾礦(kuang)(kuang)集約化(hua)利(li)(li)(li)(li)用(yong)(yong)、工業(ye)(ye)固(gu)廢規模(mo)化(hua)利(li)(li)(li)(li)用(yong)(yong)、再生資(zi)源高(gao)(gao)值化(hua)利(li)(li)(li)(li)用(yong)(yong)等(deng)技術(shu)(shu)研發(fa)和(he)(he)應用(yong)(yong),提升稀土、稀有(you)金(jin)屬等(deng)戰略性(xing)礦(kuang)(kuang)產資(zi)源保障能(neng)力(li)(li)(li)。在(zai)(zai)高(gao)(gao)端裝備(bei)(bei)領(ling)(ling)域(yu),加(jia)快(kuai)(kuai)增材(cai)制(zhi)(zhi)造、柔性(xing)成型、無損檢測和(he)(he)拆解等(deng)關(guan)鍵再制(zhi)(zhi)造技術(shu)(shu)創新(xin)(xin)(xin)與產業(ye)(ye)化(hua)應用(yong)(yong),推(tui)動(dong)(dong)(dong)高(gao)(gao)技術(shu)(shu)含量(liang)、高(gao)(gao)附加(jia)值裝備(bei)(bei)開展(zhan)再制(zhi)(zhi)造。在(zai)(zai)環保裝備(bei)(bei)領(ling)(ling)域(yu),針對新(xin)(xin)(xin)污(wu)染物(wu)治(zhi)理等(deng)新(xin)(xin)(xin)需(xu)求加(jia)強關(guan)鍵核心(xin)技術(shu)(shu)攻關(guan)。在(zai)(zai)航空(kong)航天領(ling)(ling)域(yu),積極(ji)發(fa)展(zhan)電動(dong)(dong)(dong)飛機(ji)等(deng)新(xin)(xin)(xin)能(neng)源航空(kong)器。在(zai)(zai)船舶(bo)與海洋工程裝備(bei)(bei)領(ling)(ling)域(yu),加(jia)快(kuai)(kuai)液(ye)化(hua)天然氣(LNG)、甲(jia)醇、氨、電池(chi)等(deng)動(dong)(dong)(dong)力(li)(li)(li)形式的(de)(de)綠(lv)色智能(neng)船舶(bo)研制(zhi)(zhi)及(ji)示范應用(yong)(yong),推(tui)廣(guang)內河、近海船舶(bo)電氣化(hua)改造工程試點。
