12.統籌(chou)推(tui)進(jin)農(nong)(nong)村(cun)生(sheng)活(huo)垃圾(ji)(ji)分類。引導農(nong)(nong)村(cun)群(qun)眾轉變生(sheng)產生(sheng)活(huo)方式(shi),探索具有(you)農(nong)(nong)村(cun)特色的(de)垃圾(ji)(ji)分類方法,推(tui)進(jin)源(yuan)頭(tou)分類減(jian)量、資源(yuan)化處(chu)理(li)利用,建(jian)立(li)以縣域或鄉鎮為基(ji)礎的(de)資源(yuan)回收利用體(ti)(ti)系。加強農(nong)(nong)村(cun)生(sheng)活(huo)垃圾(ji)(ji)污染防治,建(jian)立(li)健全符合(he)農(nong)(nong)村(cun)實際的(de)生(sheng)活(huo)垃圾(ji)(ji)收運處(chu)置體(ti)(ti)系。(責任單位(wei):省農(nong)(nong)業農(nong)(nong)村(cun)廳(ting)、省住房城鄉建(jian)設廳(ting)、省生(sheng)態環(huan)境廳(ting)、省供銷社等按職責分工負責)
13.促進(jin)廢(fei)(fei)舊(jiu)(jiu)物(wu)(wu)資(zi)循環(huan)利(li)(li)用(yong)(yong)。統籌(chou)布局廢(fei)(fei)舊(jiu)(jiu)物(wu)(wu)資(zi)循環(huan)利(li)(li)用(yong)(yong)相關設(she)施,保障用(yong)(yong)地需求,規(gui)范建(jian)設(she)“交投點、中轉站(zhan)、分揀中心”等(deng)設(she)施及二手商(shang)品交易市場、廢(fei)(fei)舊(jiu)(jiu)物(wu)(wu)資(zi)利(li)(li)用(yong)(yong)等(deng)項目,統籌(chou)推(tui)進(jin)生(sheng)活垃圾(ji)收運與廢(fei)(fei)舊(jiu)(jiu)物(wu)(wu)資(zi)回(hui)(hui)(hui)收“兩網融合”。促進(jin)廢(fei)(fei)舊(jiu)(jiu)物(wu)(wu)資(zi)資(zi)源(yuan)(yuan)化利(li)(li)用(yong)(yong)和協(xie)同處置。推(tui)動(dong)(dong)再生(sheng)資(zi)源(yuan)(yuan)綜合利(li)(li)用(yong)(yong)產業(ye)(ye)規(gui)范發(fa)展,持續完(wan)善廢(fei)(fei)舊(jiu)(jiu)家電體(ti)(ti)(ti)系,推(tui)進(jin)光伏(fu)組件、風電機葉片等(deng)新(xin)型(xing)固體(ti)(ti)(ti)廢(fei)(fei)棄(qi)物(wu)(wu)資(zi)資(zi)源(yuan)(yuan)化利(li)(li)用(yong)(yong),鼓勵家電生(sheng)產企(qi)業(ye)(ye)開展回(hui)(hui)(hui)收目標責(ze)任(ren)制行動(dong)(dong)。加強新(xin)能源(yuan)(yuan)汽車(che)(che)動(dong)(dong)力蓄電池回(hui)(hui)(hui)收利(li)(li)用(yong)(yong),構建(jian)回(hui)(hui)(hui)收體(ti)(ti)(ti)系完(wan)善、產業(ye)(ye)鏈上下(xia)游協(xie)同、龍頭企(qi)業(ye)(ye)引領的新(xin)能源(yuan)(yuan)汽車(che)(che)動(dong)(dong)力蓄電池回(hui)(hui)(hui)收利(li)(li)用(yong)(yong)產業(ye)(ye)生(sheng)態。完(wan)善鄉村回(hui)(hui)(hui)收網絡(luo),推(tui)動(dong)(dong)城鄉廢(fei)(fei)舊(jiu)(jiu)物(wu)(wu)資(zi)回(hui)(hui)(hui)收處理體(ti)(ti)(ti)系一體(ti)(ti)(ti)化發(fa)展。(責(ze)任(ren)單位(wei):省(sheng)(sheng)發(fa)展改革(ge)委、省(sheng)(sheng)經濟和信息化廳、省(sheng)(sheng)自然資(zi)源(yuan)(yuan)廳、省(sheng)(sheng)生(sheng)態環(huan)境廳、省(sheng)(sheng)住(zhu)房和城鄉建(jian)設(she)廳、省(sheng)(sheng)農業(ye)(ye)農村廳、省(sheng)(sheng)商(shang)務廳、省(sheng)(sheng)市場監管局、省(sheng)(sheng)供銷社、省(sheng)(sheng)郵政管理局按(an)職責(ze)分工負(fu)責(ze))
(五)加強全過程(cheng)管理,推(tui)進(jin)建筑垃圾資源化(hua)利(li)用
14.推廣綠色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu),促進建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)(la)(la)圾(ji)(ji)(ji)減量(liang)化(hua)、資源化(hua)。加快推進綠色(se)建(jian)(jian)(jian)(jian)(jian)材(cai)推廣應(ying)用(yong),推動建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)材(cai)料(liao)循環(huan)利(li)用(yong)。以(yi)政府投資工程(cheng)、重(zhong)點(dian)(dian)工程(cheng)、市(shi)政公用(yong)工程(cheng)等(deng)為重(zhong)點(dian)(dian),大(da)力發展裝配式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu),提高綠色(se)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)比例。強化(hua)企業(ye)源頭(tou)減量(liang)主體(ti)責(ze)任,將減量(liang)化(hua)措施費用(yong)納(na)入工程(cheng)概算。推行全裝修(xiu)交(jiao)付(fu),減少施工現場建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)(la)(la)圾(ji)(ji)(ji)產生(sheng)。構建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)(la)(la)圾(ji)(ji)(ji)回收(shou)利(li)用(yong)體(ti)系,對建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)(la)(la)圾(ji)(ji)(ji)實行分(fen)類收(shou)集、分(fen)類存(cun)放(fang)、分(fen)類處(chu)置。培(pei)育建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)(la)(la)圾(ji)(ji)(ji)資源化(hua)利(li)用(yong)行業(ye)骨干企業(ye),鼓勵利(li)用(yong)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)(la)(la)圾(ji)(ji)(ji)生(sheng)產再生(sheng)骨料(liao)、路基路面材(cai)料(liao)等(deng)新型建(jian)(jian)(jian)(jian)(jian)材(cai)。開(kai)展存(cun)量(liang)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)(la)(la)圾(ji)(ji)(ji)治理,對堆(dui)放(fang)量(liang)較(jiao)(jiao)大(da)、較(jiao)(jiao)集中(zhong)的堆(dui)放(fang)點(dian)(dian),經治理、評估后達到(dao)安全穩定要求,進行生(sheng)態修(xiu)復。(責(ze)任單(dan)位:省住房(fang)和城鄉建(jian)(jian)(jian)(jian)(jian)設廳牽(qian)頭(tou),省生(sheng)態環(huan)境(jing)廳配合)
(六)強化監(jian)管(guan)和利用(yong)處置能力,健全危險廢物風險管(guan)控機制
15.加強(qiang)危(wei)險廢(fei)(fei)物利(li)用(yong)處置(zhi)(zhi)能力(li)建設。嚴(yan)格(ge)(ge)產生(sheng)、貯存、利(li)用(yong)、處置(zhi)(zhi)危(wei)險廢(fei)(fei)物建設項(xiang)目環評(ping)審(shen)批(pi)。嚴(yan)格(ge)(ge)危(wei)險廢(fei)(fei)物經營許可(ke)證審(shen)核,強(qiang)化危(wei)險廢(fei)(fei)物利(li)用(yong)處置(zhi)(zhi)企(qi)業的(de)土壤和地(di)下(xia)水(shui)污染預防和風險管控,落實企(qi)業土壤污染隱患排查等義務(wu)。鼓勵(li)危(wei)險廢(fei)(fei)物綜合利(li)用(yong)和安(an)全(quan)處置(zhi)(zhi)先進技術的(de)研發和推廣(guang)。到2025年底(di),危(wei)險廢(fei)(fei)物集中(zhong)處置(zhi)(zhi)能力(li)不(bu)低于(yu) 120 萬噸(dun)/年,其中(zhong)水(shui)泥窯協同處置(zhi)(zhi)危(wei)險廢(fei)(fei)物能力(li)不(bu)低于(yu) 60 萬噸(dun)/年。(責(ze)任單位(wei):省生(sheng)態(tai)環境廳(ting)牽(qian)頭、省發展改革(ge)委配合)
16.持(chi)續開展收運(yun)處(chu)體系試(shi)點(dian)工(gong)作。持(chi)續推進(jin)小微企業(ye)危(wei)險廢(fei)(fei)物收集(ji)試(shi)點(dian)工(gong)作。開展工(gong)業(ye)園區危(wei)險廢(fei)(fei)物集(ji)中(zhong)收集(ji)貯存試(shi)點(dian),鼓勵危(wei)險廢(fei)(fei)物集(ji)中(zhong)處(chu)置企業(ye)在工(gong)業(ye)園區直接設(she)立危(wei)險廢(fei)(fei)物收集(ji)、貯存、轉運(yun)中(zhong)心(xin)。持(chi)續開展廢(fei)(fei)鉛蓄電池集(ji)中(zhong)收集(ji)和跨(kua)區域轉運(yun)制度試(shi)點(dian)工(gong)作。在環境風險可(ke)(ke)控的前提下,實(shi)現(xian)產生量(liang)大(da)或回收利用(yong)經濟價值高等特定(ding)類別危(wei)險廢(fei)(fei)物“點(dian)對點(dian)”定(ding)向利用(yong)許可(ke)(ke)證(zheng)豁免管理。(責任單位(wei):省生態環境廳牽頭、省發展改革委配合)
17.建(jian)立健全(quan)(quan)(quan)醫(yi)療廢物(wu)(wu)(wu)收集轉運(yun)處(chu)置(zhi)(zhi)體(ti)系。加快補齊醫(yi)療廢物(wu)(wu)(wu)收集、轉運(yun)、處(chu)置(zhi)(zhi)短板,建(jian)設(she)符合(he)標準要求(qiu)的(de)醫(yi)療廢物(wu)(wu)(wu)收集、轉運(yun)、處(chu)置(zhi)(zhi)設(she)施,實現(xian)醫(yi)療廢物(wu)(wu)(wu)收集轉運(yun)處(chu)置(zhi)(zhi)體(ti)系全(quan)(quan)(quan)覆蓋。建(jian)立平戰結合(he)的(de)醫(yi)療廢物(wu)(wu)(wu)應急處(chu)置(zhi)(zhi)體(ti)系,確保醫(yi)療廢物(wu)(wu)(wu)全(quan)(quan)(quan)收集、全(quan)(quan)(quan)處(chu)理。到 2025 年(nian)底,實現(xian)全(quan)(quan)(quan)省(sheng)(sheng)醫(yi)療廢物(wu)(wu)(wu)處(chu)置(zhi)(zhi)能力不(bu)低于6萬噸/年(nian)。(責任單位:省(sheng)(sheng)生(sheng)(sheng)態(tai)環境廳、省(sheng)(sheng)衛生(sheng)(sheng)健康委按職(zhi)責分工(gong)負(fu)責)(七)加強體(ti)系建(jian)設(she),提升建(jian)設(she)“無廢城市”保障(zhang)能力
18.建立健全固體(ti)廢(fei)(fei)(fei)物(wu)(wu)環(huan)境(jing)(jing)管理技(ji)術(shu)標準體(ti)系(xi)。鼓勵以大宗(zong)工業固體(ti)廢(fei)(fei)(fei)物(wu)(wu)為重點,深(shen)化產學研合作,加強固體(ti)廢(fei)(fei)(fei)物(wu)(wu)源頭(tou)減量、資(zi)源化利(li)用(yong)和(he)無害化處(chu)置先(xian)進(jin)工藝(yi)技(ji)術(shu)、裝備的推廣應用(yong)。鼓勵開展固體(ti)廢(fei)(fei)(fei)物(wu)(wu)領域綠色低碳技(ji)術(shu)攻關,探索廢(fei)(fei)(fei)氣、廢(fei)(fei)(fei)水、固體(ti)廢(fei)(fei)(fei)物(wu)(wu)一(yi)體(ti)化協同治理解決方案。支持引導(dao)龍頭(tou)企業參與(yu)固廢(fei)(fei)(fei)資(zi)源化、無害化技(ji)術(shu)標準與(yu)規范制定(ding)。(責任單(dan)位:省(sheng)(sheng)生態環(huan)境(jing)(jing)廳(ting)牽頭(tou),省(sheng)(sheng)發展改革委(wei)、省(sheng)(sheng)經濟和(he)信息化廳(ting)、省(sheng)(sheng)住房和(he)城鄉(xiang)建設廳(ting)、省(sheng)(sheng)農(nong)業農(nong)村(cun)廳(ting)、省(sheng)(sheng)衛(wei)生健康委(wei)、省(sheng)(sheng)市場監管局按職責分(fen)工負責)
19.建(jian)立(li)健(jian)全固(gu)體(ti)(ti)(ti)廢(fei)物環境管(guan)(guan)理(li)市場(chang)體(ti)(ti)(ti)系。優(you)化市場(chang)營商(shang)環境,健(jian)全投融資(zi)機(ji)制(zhi),鼓勵各(ge)類(lei)市場(chang)主體(ti)(ti)(ti)參與“無(wu)廢(fei)城市”建(jian)設。發(fa)布全省(sheng)(sheng)(sheng)(sheng)(sheng)危險(xian)廢(fei)物利(li)用處置能力(li)(li)建(jian)設的(de)(de)(de)引(yin)導性(xing)通告,為(wei)社(she)會資(zi)本(ben)投資(zi)提供(gong)引(yin)導性(xing)意見。強化財稅政(zheng)策支(zhi)持,落實有利(li)于固(gu)體(ti)(ti)(ti)廢(fei)物資(zi)源化利(li)用和無(wu)害化處置的(de)(de)(de)稅收(shou)、價(jia)格(ge)、收(shou)費(fei)政(zheng)策。探索建(jian)立(li)生活垃圾分類(lei)計價(jia)、計量收(shou)費(fei)制(zhi)度(du)。落實商(shang)品有機(ji)肥(fei)推(tui)廣應用補貼政(zheng)策。加大對資(zi)源綜(zong)合(he)利(li)用產品的(de)(de)(de)政(zheng)府采購支(zhi)持力(li)(li)度(du)。按照合(he)理(li)盈利(li)原(yuan)則,探索建(jian)立(li)以鄉(xiang)鎮、村、企(qi)業或經紀人為(wei)主體(ti)(ti)(ti)的(de)(de)(de)秸(jie)稈收(shou)集儲存體(ti)(ti)(ti)系。拓寬資(zi)金投入渠道,加大綠(lv)(lv)(lv)色(se)信貸、綠(lv)(lv)(lv)色(se)債券、綠(lv)(lv)(lv)色(se)基金、綠(lv)(lv)(lv)色(se)保險(xian)等對“無(wu)廢(fei)城市”建(jian)設的(de)(de)(de)支(zhi)持力(li)(li)度(du)。(責任單(dan)位:省(sheng)(sheng)(sheng)(sheng)(sheng)發(fa)展改革委、省(sheng)(sheng)(sheng)(sheng)(sheng)財政(zheng)廳、省(sheng)(sheng)(sheng)(sheng)(sheng)生態環境廳、省(sheng)(sheng)(sheng)(sheng)(sheng)住房和城鄉(xiang)建(jian)設廳、省(sheng)(sheng)(sheng)(sheng)(sheng)農業農村廳、省(sheng)(sheng)(sheng)(sheng)(sheng)商(shang)務(wu)廳、省(sheng)(sheng)(sheng)(sheng)(sheng)市場(chang)監(jian)督管(guan)(guan)理(li)局(ju)、省(sheng)(sheng)(sheng)(sheng)(sheng)稅務(wu)局(ju)、人民銀(yin)行安(an)徽(hui)省(sheng)(sheng)(sheng)(sheng)(sheng)分行、國家金融監(jian)督管(guan)(guan)理(li)總局(ju)安(an)徽(hui)監(jian)管(guan)(guan)局(ju)按職責分工負責)
三、實施步驟
(一)制(zhi)(zhi)定印發實(shi)施方(fang)案(an)(an)。開展(zhan)(zhan)“無廢城(cheng)市(shi)”建設(she)的城(cheng)市(shi)要(yao)科(ke)學編(bian)制(zhi)(zhi)“十四五”時(shi)期“無廢城(cheng)市(shi)”建設(she)實(shi)施方(fang)案(an)(an)。省級(ji)生態(tai)環境(jing)部(bu)門會同省級(ji)有(you)關(guan)部(bu)門對各市(shi)“無廢城(cheng)市(shi)”建設(she)實(shi)施方(fang)案(an)(an)編(bian)制(zhi)(zhi)進行技(ji)術指導。第(di)一批(pi)(pi)開展(zhan)(zhan)省級(ji)“無廢城(cheng)市(shi)”建設(she)的城(cheng)市(shi)于2024年(nian)3 月(yue)底前,第(di)二批(pi)(pi)開展(zhan)(zhan)省級(ji)“無廢城(cheng)市(shi)”建設(she)的城(cheng)市(shi)于2024年(nian)8月(yue)底前印發實(shi)施方(fang)案(an)(an)并報省級(ji)生態(tai)環境(jing)部(bu)門備案(an)(an)。
(二)推(tui)進(jin)“無(wu)廢城(cheng)市”建(jian)設(she)。開展“無(wu)廢城(cheng)市”建(jian)設(she)的城(cheng)市,按照實施方(fang)案,建(jian)立(li)工(gong)作調度、評估和考核機制,制定責任清(qing)單(dan)、廢物清(qing)單(dan)、任務清(qing)單(dan)和項目清(qing)單(dan),保障“無(wu)廢城(cheng)市”建(jian)設(she)工(gong)作順利推(tui)進(jin)。
(三)開展總結評估。建(jian)設(she)期間,每年(nian)(nian)年(nian)(nian)底前,相關城(cheng)市對(dui)“無廢(fei)城(cheng)市”建(jian)設(she)總體情(qing)況、主(zhu)要做法和成(cheng)(cheng)效(xiao)、存(cun)在的問題及建(jian)議(yi)等進行總結,形成(cheng)(cheng)總結報告,并于次年(nian)(nian)1 月底前報送(song)省級生態環境部門。研究(jiu)對(dui)“無廢(fei)城(cheng)市”建(jian)設(she)成(cheng)(cheng)效(xiao)突出或固體廢(fei)物管理水平提(ti)升(sheng)明顯的城(cheng)市給予激勵(li)。
四、保障措施
(一(yi))加強組織領導。省級(ji)(ji)生態(tai)環(huan)境(jing)部門(men)會同(tong)省級(ji)(ji)有關部門(men)建(jian)(jian)立省級(ji)(ji)協調(diao)機制,加強部門(men)間的協調(diao)配合,指導幫扶各(ge)市(shi)建(jian)(jian)設(she)工(gong)作,建(jian)(jian)立部門(men)責任清(qing)單,厘清(qing)各(ge)類固體(ti)廢物產(chan)生、收集(ji)、貯存、運輸(shu)、利用、處置等(deng)環(huan)節的部門(men)職責。各(ge)建(jian)(jian)設(she)城市(shi)要成立市(shi)級(ji)(ji)“無(wu)廢城市(shi)”建(jian)(jian)設(she)領導小組或(huo)工(gong)作專班,建(jian)(jian)立協調(diao)聯動機制。
(二)強化(hua)支持力度。省級生態環境部(bu)門會同(tong)省級有(you)關部(bu)門建設專家(jia)庫和(he)技術(shu)幫扶組,分(fen)片為各建設城(cheng)(cheng)(cheng)市提供技術(shu)指(zhi)導。結合工作實際,鼓勵(li)有(you)條件的(de)城(cheng)(cheng)(cheng)市建立完善多元化(hua)投入(ru)渠道,充分(fen)吸引(yin)社會資本加大對(dui)“無廢城(cheng)(cheng)(cheng)市”建設工作的(de)投入(ru)。相關城(cheng)(cheng)(cheng)市要不(bu)斷完善支持體系,在財(cai)政、稅收(shou)、土地(di)、人才(cai)、技術(shu)等方面為“無廢城(cheng)(cheng)(cheng)市”建設提供有(you)效保(bao)障。
(三)抓好宣(xuan)傳引導。加大固體廢物環境(jing)管理宣(xuan)傳教(jiao)育,引導社會公(gong)眾(zhong)成為“無廢城市”的參(can)與(yu)者、建設者,充(chong)分(fen)發揮公(gong)眾(zhong)監督(du)作用(yong),營造良好的文化氛圍,讓“無廢”理念不(bu)斷(duan)深入人心。
