(八)實施揮發性有機物綜合整治工程(cheng)。推(tui)進原輔材料(liao)和產(chan)品源(yuan)頭替代工(gong)(gong)程(cheng),實(shi)施全(quan)(quan)流程(cheng)、全(quan)(quan)環節綜合治(zhi)(zhi)理。推(tui)動(dong)重點行業(ye)使用(yong)(yong)低(di)揮(hui)發(fa)(fa)性有機物含量(liang)的涂料(liao)、油(you)墨、膠粘劑、清洗劑,全(quan)(quan)面提升廢氣收集率、治(zhi)(zhi)理設施同步運(yun)(yun)行率和去除率。開(kai)展(zhan)無組(zu)織排(pai)放(fang)排(pai)查整治(zhi)(zhi)行動(dong),儲(chu)罐(guan)按(an)照揮(hui)發(fa)(fa)性有機物無組(zu)織排(pai)放(fang)控制及相關行業(ye)排(pai)放(fang)標(biao)準要求,對易(yi)揮(hui)發(fa)(fa)有機液體儲(chu)罐(guan)實(shi)施改造,對浮(fu)頂罐(guan)推(tui)廣采用(yong)(yong)全(quan)(quan)接液浮(fu)盤(pan)和高(gao)(gao)效(xiao)雙重密封技(ji)術。對廢水(shui)系(xi)統高(gao)(gao)濃度(du)廢氣實(shi)施單獨收集處理。強化油(you)品儲(chu)運(yun)(yun)銷監(jian)管,開(kai)展(zhan)油(you)氣回收專項治(zhi)(zhi)理工(gong)(gong)作(zuo)。到(dao)2025年,溶劑型工(gong)(gong)業(ye)涂料(liao)、油(you)墨使用(yong)(yong)比例(li)分別降低(di)20個百分點、10個百分點,溶劑型膠粘劑使用(yong)(yong)量(liang)降低(di)20%。(市工(gong)(gong)信局(ju)、市生(sheng)態環境局(ju)、市商(shang)務局(ju)、市交通(tong)運(yun)(yun)輸局(ju)等按(an)職責(ze)分工(gong)(gong)負責(ze))
(九)實(shi)施煤(mei)炭清潔高效利用工程。堅持先立(li)后破(po),嚴格(ge)合理(li)控(kong)(kong)制煤(mei)(mei)(mei)炭(tan)消費增(zeng)長,加(jia)大重(zhong)點行業減煤(mei)(mei)(mei)力度,全(quan)領域、全(quan)過程壓減工(gong)業燃煤(mei)(mei)(mei),推(tui)(tui)動(dong)(dong)煤(mei)(mei)(mei)炭(tan)清(qing)潔(jie)高效利用(yong)。嚴格(ge)落實煤(mei)(mei)(mei)炭(tan)減量替代(dai)政策,嚴格(ge)控(kong)(kong)制新(xin)增(zeng)產能的新(xin)改(gai)(gai)擴建耗煤(mei)(mei)(mei)項目(mu),項目(mu)正(zheng)式(shi)投產前煤(mei)(mei)(mei)炭(tan)替代(dai)須全(quan)部(bu)完成。推(tui)(tui)進煤(mei)(mei)(mei)電機組(zu)節(jie)煤(mei)(mei)(mei)降耗改(gai)(gai)造(zao)(zao)、供熱改(gai)(gai)造(zao)(zao)、靈(ling)活性改(gai)(gai)造(zao)(zao)“三改(gai)(gai)聯(lian)動(dong)(dong)”。有序推(tui)(tui)進大氣污染防治重(zhong)點區域煤(mei)(mei)(mei)炭(tan)減量,實施清(qing)潔(jie)電力和天然氣替代(dai)。推(tui)(tui)動(dong)(dong)陜西美鑫(xin)錦陽電廠熱電聯(lian)產改(gai)(gai)造(zao)(zao),充分(fen)挖掘供熱潛力,持續鞏固燃煤(mei)(mei)(mei)鍋爐(lu)拆改(gai)(gai)成效。加(jia)大落后燃煤(mei)(mei)(mei)鍋爐(lu)退出(chu)力度,推(tui)(tui)動(dong)(dong)以工(gong)業余熱、電廠余熱、清(qing)潔(jie)能源等(deng)替代(dai)煤(mei)(mei)(mei)炭(tan)供熱(蒸(zheng)汽)。到2025年,全(quan)市(shi)(shi)(shi)(shi)非(fei)化石能源消費比重(zhong)達(da)(da)到15%,完成省上下達(da)(da)規上工(gong)業非(fei)電力煤(mei)(mei)(mei)炭(tan)消費量控(kong)(kong)制目(mu)標。(市(shi)(shi)(shi)(shi)發(fa)展改(gai)(gai)革委、市(shi)(shi)(shi)(shi)生態環境(jing)廳、市(shi)(shi)(shi)(shi)工(gong)信局(ju)、市(shi)(shi)(shi)(shi)住建局(ju)、市(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)場(chang)監管局(ju)、市(shi)(shi)(shi)(shi)能源局(ju)等(deng)按職責(ze)分(fen)工(gong)負責(ze))

(二)健全(quan)污染(ran)物排放總量(liang)控制制度。堅(jian)持精準治(zhi)(zhi)(zhi)污(wu)、科學治(zhi)(zhi)(zhi)污(wu)、依法治(zhi)(zhi)(zhi)污(wu),把污(wu)染物排放總(zong)(zong)量(liang)控(kong)制制度(du)作為加快綠色低碳發展、提升環境治(zhi)(zhi)(zhi)理(li)水平的重(zhong)要(yao)抓(zhua)手,推進實(shi)(shi)施重(zhong)點(dian)減排工程(cheng),形成有效減排能(neng)力。優化(hua)(hua)總(zong)(zong)量(liang)減排指(zhi)標(biao)分解方(fang)式,按照(zhao)可監測、可核(he)查(cha)、可考(kao)核(he)的原(yuan)則,將(jiang)重(zhong)點(dian)工程(cheng)減排量(liang)下達各區(qu)縣,污(wu)染治(zhi)(zhi)(zhi)理(li)任(ren)務較重(zhong)的地方(fang)承擔相對較多的減排任(ren)務。落實(shi)(shi)好國(guo)家核(he)算技術指(zhi)南,加強與(yu)排污(wu)許(xu)可、環境影響評價審批等(deng)制度(du)銜接,提升總(zong)(zong)量(liang)減排核(he)算信息(xi)化(hua)(hua)水平。完善總(zong)(zong)量(liang)減排考(kao)核(he)體系,健全激勵(li)約束(shu)機制,強化(hua)(hua)總(zong)(zong)量(liang)減排監督管理(li),重(zhong)點(dian)核(he)查(cha)重(zhong)復計(ji)算、弄(nong)虛作假特(te)別是(shi)不如實(shi)(shi)填(tian)報削減量(liang)和(he)削減來源等(deng)問(wen)題。(市生態(tai)環境局牽頭負責)
(三)堅決(jue)遏(e)制高耗能高排放項目(mu)盲(mang)目(mu)發展(zhan)。對(dui)在建(jian)、擬建(jian)、存量高耗(hao)能(neng)(neng)(neng)(neng)高排放項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)(以下簡(jian)稱(cheng)“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu))實(shi)行(xing)清單管(guan)理、分(fen)類處置、動態(tai)監(jian)控。嚴格(ge)新建(jian)“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)論證和(he)節(jie)(jie)能(neng)(neng)(neng)(neng)審查,原則(ze)上新建(jian)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)能(neng)(neng)(neng)(neng)效(xiao)(xiao)水平(ping)須(xu)達到先進值。全面排查在建(jian)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu),對(dui)能(neng)(neng)(neng)(neng)效(xiao)(xiao)水平(ping)低于(yu)本行(xing)業能(neng)(neng)(neng)(neng)效(xiao)(xiao)限額準入值的,按有關規定進行(xing)停工(gong)整改,推(tui)動能(neng)(neng)(neng)(neng)效(xiao)(xiao)水平(ping)應提盡(jin)提。深入挖掘存量項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)節(jie)(jie)能(neng)(neng)(neng)(neng)減排潛力(li),積(ji)極引(yin)導開展節(jie)(jie)能(neng)(neng)(neng)(neng)診斷和(he)清潔生(sheng)產審核。重點對(dui)水泥建(jian)材、有色金屬等行(xing)業實(shi)行(xing)節(jie)(jie)能(neng)(neng)(neng)(neng)監(jian)察,加(jia)強(qiang)對(dui)存量“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)的日常監(jian)管(guan),強(qiang)化(hua)節(jie)(jie)能(neng)(neng)(neng)(neng)監(jian)察結果運用,加(jia)大節(jie)(jie)能(neng)(neng)(neng)(neng)失(shi)信聯合懲戒力(li)度(du)。嚴禁(jin)“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)未批先建(jian)、違規“上馬(ma)”。督促金融(rong)機(ji)構嚴格(ge)落實(shi)“兩(liang)高”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)融(rong)資(zi)政策。(市(shi)(shi)發(fa)展改革委、市(shi)(shi)工(gong)信局(ju)(ju)、市(shi)(shi)生(sheng)態(tai)環境局(ju)(ju)、市(shi)(shi)行(xing)政審批服(fu)務局(ju)(ju)牽頭負(fu)責(ze)(ze),人行(xing)銅川市(shi)(shi)分(fen)行(xing)、市(shi)(shi)市(shi)(shi)場監(jian)管(guan)局(ju)(ju)、國(guo)家金融(rong)監(jian)管(guan)總局(ju)(ju)銅川分(fen)局(ju)(ju)、市(shi)(shi)能(neng)(neng)(neng)(neng)源局(ju)(ju)按職責(ze)(ze)分(fen)工(gong)負(fu)責(ze)(ze))
