(十五)推動政(zheng)策落(luo)實。各級交通(tong)運輸、發(fa)展改革、公安、財(cai)政、人力資源(yuan)(yuan)社會保障(zhang)、自然資源(yuan)(yuan)、工會等部門,要進一步加強政策(ce)銜接和(he)協同配合,及(ji)時協調解決城(cheng)(cheng)市(shi)(shi)公共交通(tong)發(fa)展遇(yu)到(dao)的困難和(he)問(wen)題(ti),推動落實(shi)各項(xiang)支持政策(ce)。對于存(cun)在地方主體責(ze)(ze)任落實(shi)不到(dao)位(wei)造(zao)成城(cheng)(cheng)市(shi)(shi)公共交通(tong)企業(ye)欠薪欠保、發(fa)生(sheng)重(zhong)特大(da)城(cheng)(cheng)市(shi)(shi)公共交通(tong)安全生(sheng)產責(ze)(ze)任事故等情形的城(cheng)(cheng)市(shi)(shi),不得參與國家公交都(dou)市(shi)(shi)建(jian)(jian)設示(shi)(shi)(shi)范(fan)(fan)(fan)工程創(chuang)建(jian)(jian)申報,屬于國家公交都(dou)市(shi)(shi)建(jian)(jian)設示(shi)(shi)(shi)范(fan)(fan)(fan)工程創(chuang)建(jian)(jian)城(cheng)(cheng)市(shi)(shi)、示(shi)(shi)(shi)范(fan)(fan)(fan)城(cheng)(cheng)市(shi)(shi)的,取消(xiao)創(chuang)建(jian)(jian)資格或被授予的“國家公交都(dou)市(shi)(shi)建(jian)(jian)設示(shi)(shi)(shi)范(fan)(fan)(fan)城(cheng)(cheng)市(shi)(shi)”稱號。

《關(guan)于推進城市公共交通健(jian)康(kang)可持續發展的若干意見》解(jie)讀(du)

近日,交通運(yun)輸部會同國(guo)家發(fa)展和改革委員(yuan)會、公安(an)部、財(cai)政部、人力資源和社會保障部、自然資源部、國(guo)家金(jin)融監督(du)管(guan)理(li)總局、中(zhong)(zhong)國(guo)證券(quan)監督(du)管(guan)理(li)委員(yuan)會、中(zhong)(zhong)華全(quan)國(guo)總工會等(deng)共9部門和單位(wei)印發(fa)《關(guan)于推進(jin)城市公共交通健康可持續發(fa)展的若干(gan)意(yi)見(jian)》(交運(yun)發(fa)〔2023〕144號,以(yi)下簡稱《意(yi)見(jian)》),為便于各地各有(you)關(guan)部門更好理(li)解掌握相(xiang)關(guan)內容(rong),抓好《意(yi)見(jian)》貫(guan)徹(che)落(luo)實,現就相(xiang)關(guan)內容(rong)解讀如(ru)下:

一、出(chu)臺(tai)背(bei)景(jing)

城(cheng)市(shi)公(gong)(gong)共交(jiao)通(tong)(tong)(tong)(tong)是城(cheng)市(shi)綜合交(jiao)通(tong)(tong)(tong)(tong)體(ti)系的(de)重要(yao)組成部分(fen),具有集(ji)約高效(xiao)、綠色低碳(tan)等(deng)特點(dian)。優先發展(zhan)城(cheng)市(shi)公(gong)(gong)共交(jiao)通(tong)(tong)(tong)(tong),對(dui)于保障人民群眾基本(ben)出(chu)行(xing)、緩解城(cheng)市(shi)交(jiao)通(tong)(tong)(tong)(tong)擁堵(du)、推進以人為核心的(de)新型城(cheng)鎮(zhen)化、實現(xian)碳(tan)達峰碳(tan)中(zhong)和等(deng)具有重要(yao)意(yi)義(yi)。黨中(zhong)央、國務院高度(du)重視(shi)城(cheng)市(shi)公(gong)(gong)共交(jiao)通(tong)(tong)(tong)(tong)發展(zhan)。習近平總書記多次做出(chu)重要(yao)指示,強調(diao)“發展(zhan)公(gong)(gong)共交(jiao)通(tong)(tong)(tong)(tong)是現(xian)代城(cheng)市(shi)發展(zhan)的(de)方向”。

近年來,受新冠肺(fei)炎疫(yi)情等因素影(ying)響,公(gong)(gong)(gong)眾出(chu)行習(xi)慣發(fa)(fa)生深刻(ke)變化,城(cheng)市公(gong)(gong)(gong)共(gong)汽(qi)電車客(ke)流大幅下(xia)滑,城(cheng)市公(gong)(gong)(gong)共(gong)汽(qi)電車企業(ye)普遍經營困(kun)難,行業(ye)可持(chi)續(xu)(xu)發(fa)(fa)展(zhan)(zhan)面臨挑戰。為推進(jin)(jin)(jin)城(cheng)市公(gong)(gong)(gong)共(gong)交通健(jian)康可持(chi)續(xu)(xu)發(fa)(fa)展(zhan)(zhan),交通運(yun)輸部會同相(xiang)關(guan)部門和單位制定了《意(yi)(yi)見》,明確(que)了相(xiang)關(guan)支持(chi)政策,提(ti)出(chu)了相(xiang)關(guan)工作任務。《意(yi)(yi)見》的(de)印發(fa)(fa)實施,對于進(jin)(jin)(jin)一步加強對城(cheng)市公(gong)(gong)(gong)共(gong)交通發(fa)(fa)展(zhan)(zhan)的(de)政策支持(chi),促進(jin)(jin)(jin)城(cheng)市公(gong)(gong)(gong)共(gong)交通服務提(ti)質增效,保障從(cong)業(ye)人(ren)員合法權益,推進(jin)(jin)(jin)城(cheng)市公(gong)(gong)(gong)共(gong)交通健(jian)康可持(chi)續(xu)(xu)發(fa)(fa)展(zhan)(zhan),更好滿足人(ren)民群(qun)眾美好出(chu)行需要等具有重要意(yi)(yi)義。

二(er)、主要內容(rong)

《意(yi)見》提出了五(wu)方(fang)面共15項政策舉(ju)措。

(一)完善城(cheng)市公共交(jiao)通(tong)支持政策。一是(shi)(shi)落實(shi)(shi)運營補(bu)(bu)貼(tie)補(bu)(bu)償政(zheng)策(ce),包(bao)(bao)括(kuo)要(yao)求(qiu)各地(di)合理(li)確定(ding)城(cheng)市(shi)(shi)公(gong)(gong)共(gong)汽電(dian)車(che)服務標準,落實(shi)(shi)城(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)作為市(shi)(shi)縣(xian)級(ji)財政(zheng)事權的支出責任,因地(di)制宜(yi)建(jian)立(li)并實(shi)(shi)施成本(ben)核算和(he)補(bu)(bu)貼(tie)補(bu)(bu)償制度等(deng)。二是(shi)(shi)完善價(jia)格(ge)機制,包(bao)(bao)括(kuo)要(yao)求(qiu)各地(di)建(jian)立(li)城(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)價(jia)格(ge)動(dong)態調整(zheng)機制,對城(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)通(tong)現有價(jia)格(ge)水平開展評估并及時(shi)(shi)優化(hua)調整(zheng),對定(ding)制公(gong)(gong)交(jiao)(jiao)(jiao)等(deng)線路實(shi)(shi)行(xing)(xing)(xing)(xing)政(zheng)府指導價(jia)或(huo)市(shi)(shi)場調節價(jia),對長距離公(gong)(gong)共(gong)汽電(dian)車(che)線路探索采用按里程計(ji)價(jia)方式等(deng)。三是(shi)(shi)加強(qiang)政(zheng)策(ce)支持,包(bao)(bao)括(kuo)要(yao)求(qiu)各地(di)在保(bao)障新能源城(cheng)市(shi)(shi)公(gong)(gong)交(jiao)(jiao)(jiao)車(che)輛夜間充電(dian)執(zhi)行(xing)(xing)(xing)(xing)低(di)谷電(dian)價(jia)的基礎上,在日間設置(zhi)部分時(shi)(shi)段(duan)執(zhi)行(xing)(xing)(xing)(xing)低(di)谷電(dian)價(jia),以及用好城(cheng)市(shi)(shi)交(jiao)(jiao)(jiao)通(tong)發展獎勵(li)(li)資(zi)金(jin)和(he)農村客運補(bu)(bu)貼(tie)資(zi)金(jin)等(deng)政(zheng)策(ce)、利用地(di)方政(zheng)府專(zhuan)項債券(quan)等(deng)工(gong)具支持城(cheng)市(shi)(shi)公(gong)(gong)共(gong)汽電(dian)車(che)場站充換(huan)電(dian)基礎設施建(jian)設等(deng)。四(si)是(shi)(shi)保(bao)障公(gong)(gong)交(jiao)(jiao)(jiao)優先通(tong)行(xing)(xing)(xing)(xing),包(bao)(bao)括(kuo)促進公(gong)(gong)交(jiao)(jiao)(jiao)專(zhuan)用道連續成網、強(qiang)化(hua)公(gong)(gong)交(jiao)(jiao)(jiao)專(zhuan)用道使(shi)用監(jian)管等(deng)。五是(shi)(shi)合理(li)引導公(gong)(gong)眾出行(xing)(xing)(xing)(xing),包(bao)(bao)括(kuo)加強(qiang)綠色出行(xing)(xing)(xing)(xing)和(he)公(gong)(gong)交(jiao)(jiao)(jiao)出行(xing)(xing)(xing)(xing)宣傳,鼓勵(li)(li)各地(di)制定(ding)差異化(hua)停車(che)收費政(zheng)策(ce)、建(jian)立(li)綠色出行(xing)(xing)(xing)(xing)獎勵(li)(li)和(he)錯峰出行(xing)(xing)(xing)(xing)制度等(deng)。

(二)夯實城市(shi)公(gong)共交通發展(zhan)基礎。一是(shi)加(jia)強規(gui)劃(hua)引領和(he)用(yong)地(di)(di)保(bao)障(zhang),包(bao)(bao)括(kuo)要求各地(di)(di)科學制(zhi)定城市(shi)(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通專項規(gui)劃(hua),涉及空間(jian)利(li)用(yong)的相(xiang)關內容統(tong)(tong)籌(chou)落實(shi)到國(guo)土空間(jian)規(gui)劃(hua)“一張(zhang)圖(tu)”實(shi)施管(guan)控,在(zai)國(guo)土空間(jian)規(gui)劃(hua)中統(tong)(tong)籌(chou)落實(shi)城市(shi)(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通場(chang)站用(yong)地(di)(di)需(xu)求并優(you)先納入土地(di)(di)利(li)用(yong)年(nian)度(du)計(ji)劃(hua)等。二是(shi)改善設(she)施條件,包(bao)(bao)括(kuo)鼓(gu)(gu)勵地(di)(di)方支持城市(shi)(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通場(chang)站建(jian)設(she)與改造、車(che)輛購(gou)置(zhi),嚴(yan)格落實(shi)城市(shi)(shi)(shi)公(gong)共(gong)汽電車(che)場(chang)站配置(zhi)標準,支持建(jian)設(she)完善新能源城市(shi)(shi)(shi)公(gong)交(jiao)(jiao)(jiao)車(che)輛充電設(she)施等。三是(shi)促進公(gong)交(jiao)(jiao)(jiao)服務提質增效,包(bao)(bao)括(kuo)優(you)化城市(shi)(shi)(shi)公(gong)共(gong)交(jiao)(jiao)(jiao)通線網,促進城市(shi)(shi)(shi)公(gong)共(gong)汽電車(che)和(he)城市(shi)(shi)(shi)軌道交(jiao)(jiao)(jiao)通銜接融合,鼓(gu)(gu)勵發展(zhan)(zhan)微循環公(gong)交(jiao)(jiao)(jiao),支持開通定制(zhi)公(gong)交(jiao)(jiao)(jiao),優(you)化定制(zhi)公(gong)交(jiao)(jiao)(jiao)管(guan)理流程(cheng),支持發展(zhan)(zhan)“公(gong)交(jiao)(jiao)(jiao)+旅游”服務模式,支持圍(wei)繞(rao)主(zhu)業拓展(zhan)(zhan)多元化經營,鼓(gu)(gu)勵提升適老化和(he)無障(zhang)礙出行服務,保(bao)障(zhang)運(yun)營安(an)全等。

(三(san))加快落實城市公共(gong)交通(tong)用地綜合開發(fa)政策。一(yi)是(shi)(shi)積(ji)(ji)極推動新增用(yong)地(di)(di)綜合(he)開(kai)發(fa)(fa),包括(kuo)允許符合(he)條(tiao)件(jian)的(de)新增場(chang)站(zhan)(zhan)配(pei)套一(yi)定(ding)(ding)比例的(de)附屬商業等面積(ji)(ji)、根據設(she)施(shi)(shi)功能分(fen)層(ceng)(ceng)設(she)定(ding)(ding)地(di)(di)上地(di)(di)下(xia)空間(jian)建(jian)設(she)用(yong)地(di)(di)使用(yong)權等。二(er)是(shi)(shi)因地(di)(di)制(zhi)宜實施(shi)(shi)既有用(yong)地(di)(di)綜合(he)開(kai)發(fa)(fa),包括(kuo)支持利用(yong)場(chang)站(zhan)(zhan)內部分(fen)閑置設(she)施(shi)(shi)開(kai)展(zhan)社會化(hua)商業服務,鼓勵有條(tiao)件(jian)的(de)存量場(chang)站(zhan)(zhan)實施(shi)(shi)綜合(he)開(kai)發(fa)(fa)并分(fen)層(ceng)(ceng)設(she)定(ding)(ding)地(di)(di)上地(di)(di)下(xia)空間(jian)建(jian)設(she)用(yong)地(di)(di)使用(yong)權,允許符合(he)條(tiao)件(jian)的(de)場(chang)站(zhan)(zhan)適當提高容積(ji)(ji)率等。三是(shi)(shi)建(jian)立用(yong)地(di)(di)綜合(he)開(kai)發(fa)(fa)收益反哺機制(zhi)。

(四(si))加強(qiang)從業人(ren)員權益保障。一是(shi)保障從(cong)(cong)(cong)業(ye)(ye)人員(yuan)(yuan)工(gong)資(zi)待遇,督促城市公(gong)共交通企業(ye)(ye)按時足額發放工(gong)資(zi)、繳納社會保險,鼓勵各地因地制宜將城市公(gong)共汽電(dian)車(che)駕(jia)駛員(yuan)(yuan)列入緊缺職業(ye)(ye)(工(gong)種)目錄并給予相應崗位津(jin)貼。二是(shi)關心關愛從(cong)(cong)(cong)業(ye)(ye)人員(yuan)(yuan),包括(kuo)改善從(cong)(cong)(cong)業(ye)(ye)人員(yuan)(yuan)生產環境,加強從(cong)(cong)(cong)業(ye)(ye)人員(yuan)(yuan)勞動保護,關心從(cong)(cong)(cong)業(ye)(ye)人員(yuan)(yuan)身心健(jian)康(kang),組(zu)織開展“最美公(gong)交司機”“最美地鐵人”推選宣傳活動,加大對困難從(cong)(cong)(cong)業(ye)(ye)人員(yuan)(yuan)幫扶力度等。

(五)加強組織實施保障。一是(shi)(shi)建(jian)立城(cheng)市(shi)(shi)公(gong)共交(jiao)通發展績效評(ping)價(jia)制(zhi)度(du),推動落實城(cheng)市(shi)(shi)人民政府(fu)發展城(cheng)市(shi)(shi)公(gong)共交(jiao)通的(de)主體責任。二是(shi)(shi)推動政策落實,加強部門協同配(pei)合,明確對存(cun)在欠薪欠保等的(de)城(cheng)市(shi)(shi),不(bu)得參與國(guo)家(jia)(jia)公(gong)交(jiao)都(dou)市(shi)(shi)創(chuang)建(jian)申報(bao),屬于(yu)國(guo)家(jia)(jia)公(gong)交(jiao)都(dou)市(shi)(shi)創(chuang)建(jian)城(cheng)市(shi)(shi)、示(shi)范城(cheng)市(shi)(shi)的(de),取消創(chuang)建(jian)資格或被授予的(de)“國(guo)家(jia)(jia)公(gong)交(jiao)都(dou)市(shi)(shi)建(jian)設示(shi)范城(cheng)市(shi)(shi)”稱號(hao)。

三、工作要求

各級交(jiao)通運輸、發展(zhan)改革、公(gong)(gong)安、財(cai)政、人力(li)資源社會(hui)保障、自然資源、工會(hui)等部(bu)門,要進(jin)一步加強政策銜接和(he)(he)協同配合,及時協調(diao)解決城市公(gong)(gong)共交(jiao)通發展(zhan)遇到的困難(nan)和(he)(he)問題,推動落實各項支持政策,促(cu)進(jin)城市公(gong)(gong)共交(jiao)通健康可持續發展(zhan)。
