各省、自治區、直轄市(shi)、新疆生產建設兵團(tuan)交通運輸廳(ting)(局(ju)(ju)、委)、發展(zhan)改(gai)革委、公安(an)廳(ting)(局(ju)(ju))、財政廳(ting)(局(ju)(ju))、人力資源(yuan)(yuan)和(he)社(she)會保障廳(ting)(局(ju)(ju))、自然(ran)資源(yuan)(yuan)廳(ting)(局(ju)(ju))、總工(gong)會,國家金融監管(guan)總局(ju)(ju)各監管(guan)局(ju)(ju),中國證(zheng)監會各派出(chu)機構(gou):
為全(quan)面貫徹落實黨的二十(shi)大精神,加快(kuai)建設交(jiao)通強(qiang)國,深入實施城市(shi)公(gong)共(gong)交(jiao)通優先發展戰略,加快(kuai)推(tui)進城市(shi)公(gong)共(gong)交(jiao)通健康可持續發展,現提出以下意見。
一(yi)、完善(shan)城(cheng)市公共交通支(zhi)持政(zheng)策
(一)落實運營補(bu)貼(tie)補(bu)償(chang)政策。各(ge)(ge)地(di)(di)(di)(di)(di)要綜合(he)(he)考慮(lv)城市(shi)規模、群眾出(chu)(chu)行需求等因(yin)(yin)素,合(he)(he)理(li)確(que)定城市(shi)公(gong)共(gong)(gong)(gong)(gong)汽電車(che)線(xian)路(lu)首(shou)末班時間、發車(che)間隔等服務(wu)標(biao)準(zhun)。壓緊壓實(shi)城市(shi)公(gong)共(gong)(gong)(gong)(gong)交通(tong)的(de)(de)地(di)(di)(di)(di)(di)方(fang)主體責任(ren),落(luo)實(shi)好城市(shi)公(gong)共(gong)(gong)(gong)(gong)交通(tong)作為市(shi)縣(xian)級財政(zheng)事(shi)權的(de)(de)支出(chu)(chu)責任(ren)。突(tu)出(chu)(chu)城市(shi)公(gong)共(gong)(gong)(gong)(gong)汽電車(che)的(de)(de)基(ji)(ji)本公(gong)共(gong)(gong)(gong)(gong)服務(wu)屬(shu)性(xing)(xing),各(ge)(ge)地(di)(di)(di)(di)(di)要在(zai)確(que)定服務(wu)標(biao)準(zhun)并開(kai)展服務(wu)質(zhi)量評價(jia)的(de)(de)基(ji)(ji)礎上(shang),在(zai)不新增地(di)(di)(di)(di)(di)方(fang)政(zheng)府隱性(xing)(xing)債務(wu)的(de)(de)前提下,因(yin)(yin)地(di)(di)(di)(di)(di)制宜建(jian)立并實(shi)施城市(shi)公(gong)共(gong)(gong)(gong)(gong)汽電車(che)企(qi)業運營成本核算和補(bu)(bu)(bu)貼(tie)補(bu)(bu)(bu)償制度(du),平等對待不同所(suo)有制運營主體,及時撥付相(xiang)關資(zi)(zi)金(jin),鼓勵(li)(li)先行預撥部分資(zi)(zi)金(jin)。對于因(yin)(yin)執(zhi)行低票價(jia)、減免(mian)票、經營冷(leng)僻線(xian)路(lu)、保(bao)障重(zhong)大活動、搶(qiang)險(xian)救災及其他指令性(xing)(xing)任(ren)務(wu)等形成的(de)(de)政(zheng)策性(xing)(xing)虧(kui)損(sun),地(di)(di)(di)(di)(di)方(fang)財政(zheng)及時給(gei)予適當補(bu)(bu)(bu)貼(tie)補(bu)(bu)(bu)償。各(ge)(ge)地(di)(di)(di)(di)(di)要在(zai)落(luo)實(shi)法定乘車(che)優惠(hui)政(zheng)策的(de)(de)基(ji)(ji)礎上(shang),堅持量力而行,合(he)(he)理(li)確(que)定城市(shi)公(gong)共(gong)(gong)(gong)(gong)交通(tong)乘車(che)優惠(hui)群體范(fan)圍(wei)。鼓勵(li)(li)有條件的(de)(de)地(di)(di)(di)(di)(di)方(fang)對老年(nian)人按年(nian)齡給(gei)予綜合(he)(he)津貼(tie)的(de)(de)方(fang)式替代(dai)老年(nian)人優惠(hui)乘車(che)政(zheng)策。
(二)完善價(jia)格(ge)機制。各地要合理界定(ding)(ding)城市公(gong)(gong)(gong)(gong)共交通價(jia)(jia)格補償和財政(zheng)補償范圍,綜合考慮城市公(gong)(gong)(gong)(gong)共交通運營成本(ben)、公(gong)(gong)(gong)(gong)眾(zhong)承受能力、財政(zheng)補貼等因素(su),制定(ding)(ding)城市公(gong)(gong)(gong)(gong)共交通價(jia)(jia)格并建(jian)立動態(tai)調整機(ji)制。對(dui)(dui)城市公(gong)(gong)(gong)(gong)共交通現有價(jia)(jia)格水平開展評估并及時優化調整。對(dui)(dui)城市公(gong)(gong)(gong)(gong)共交通價(jia)(jia)格動態(tai)調整機(ji)制進行聽證的,要依(yi)(yi)法(fa)依(yi)(yi)規履行相關程序。對(dui)(dui)定(ding)(ding)制公(gong)(gong)(gong)(gong)交等線(xian)路(lu)實行政(zheng)府指導價(jia)(jia)或(huo)市場(chang)調節價(jia)(jia)。對(dui)(dui)遠(yuan)郊(jiao)等長距離城市公(gong)(gong)(gong)(gong)共汽(qi)電車運營線(xian)路(lu),可(ke)探索采用按里程計價(jia)(jia)方式。
(三)加強(qiang)政策支持(chi)。完(wan)善峰(feng)谷分時電(dian)(dian)價(jia)(jia)政(zheng)策,鼓勵(li)各地(di)(di)通(tong)過多(duo)(duo)種形式(shi)對(dui)新(xin)(xin)能源城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公交(jiao)(jiao)(jiao)車(che)輛(liang)充電(dian)(dian)給予政(zheng)策支持。各地(di)(di)在(zai)保(bao)障(zhang)新(xin)(xin)能源城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公交(jiao)(jiao)(jiao)車(che)輛(liang)夜(ye)間充電(dian)(dian)執行(xing)(xing)低(di)谷電(dian)(dian)價(jia)(jia)的(de)基礎上,結合(he)新(xin)(xin)能源城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公交(jiao)(jiao)(jiao)車(che)輛(liang)日間補電(dian)(dian)需求,可在(zai)日間設置部分時段(duan)(duan)執行(xing)(xing)低(di)谷電(dian)(dian)價(jia)(jia),以引導(dao)新(xin)(xin)能源城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公交(jiao)(jiao)(jiao)車(che)輛(liang)更多(duo)(duo)在(zai)低(di)谷時段(duan)(duan)充電(dian)(dian)。充分發揮省級(ji)層(ceng)面(mian)對(dui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)交(jiao)(jiao)(jiao)通(tong)發展獎勵(li)資(zi)(zi)金的(de)統籌作用(yong)(yong),采用(yong)(yong)獎勵(li)方(fang)(fang)(fang)式(shi)加強(qiang)對(dui)轄區(qu)內(nei)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公共(gong)汽(qi)(qi)(qi)電(dian)(dian)車(che)行(xing)(xing)業(ye)轉型升級(ji)發展、保(bao)障(zhang)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公共(gong)汽(qi)(qi)(qi)電(dian)(dian)車(che)企業(ye)可持續運(yun)營、推廣應用(yong)(yong)新(xin)(xin)能源城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公交(jiao)(jiao)(jiao)車(che)輛(liang)等深化城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公共(gong)交(jiao)(jiao)(jiao)通(tong)優先(xian)發展方(fang)(fang)(fang)面(mian)的(de)引導(dao)。用(yong)(yong)好農村客(ke)運(yun)補貼資(zi)(zi)金政(zheng)策,統籌用(yong)(yong)于保(bao)障(zhang)農村客(ke)運(yun)(含服務(wu)(wu)農村地(di)(di)區(qu)的(de)公共(gong)汽(qi)(qi)(qi)電(dian)(dian)車(che))線(xian)路車(che)輛(liang)正常運(yun)營。利(li)用(yong)(yong)地(di)(di)方(fang)(fang)(fang)政(zheng)府專(zhuan)項債券(quan)等工具,支持符(fu)合(he)條(tiao)件(jian)的(de)公共(gong)汽(qi)(qi)(qi)電(dian)(dian)車(che)場站充換(huan)電(dian)(dian)基礎設施建設。支持符(fu)合(he)條(tiao)件(jian)的(de)公交(jiao)(jiao)(jiao)票款收益(yi)權資(zi)(zi)產(chan)證券(quan)化,拓寬(kuan)企業(ye)融(rong)資(zi)(zi)渠(qu)道。鼓勵(li)金融(rong)機構(gou)在(zai)依(yi)法合(he)規(gui)(gui)、風險可控的(de)前提下,以市(shi)(shi)(shi)(shi)場化為(wei)導(dao)向改進授(shou)信評(ping)價(jia)(jia)機制,為(wei)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)公共(gong)交(jiao)(jiao)(jiao)通(tong)企業(ye)提供(gong)融(rong)資(zi)(zi)服務(wu)(wu),嚴(yan)禁違規(gui)(gui)新(xin)(xin)增地(di)(di)方(fang)(fang)(fang)政(zheng)府隱性債務(wu)(wu)。
(四)保障公交(jiao)優先通行。積極推(tui)進在城市公(gong)(gong)(gong)共汽電(dian)車(che)(che)運(yun)營線(xian)(xian)路(lu)和班次(ci)較(jiao)為集中(zhong)的道(dao)(dao)(dao)(dao)路(lu)設(she)置(zhi)公(gong)(gong)(gong)交(jiao)專(zhuan)(zhuan)(zhuan)用(yong)(yong)道(dao)(dao)(dao)(dao),實現(xian)公(gong)(gong)(gong)交(jiao)專(zhuan)(zhuan)(zhuan)用(yong)(yong)道(dao)(dao)(dao)(dao)連續成(cheng)網,推(tui)廣公(gong)(gong)(gong)交(jiao)信號優先。修訂(ding)完善公(gong)(gong)(gong)交(jiao)專(zhuan)(zhuan)(zhuan)用(yong)(yong)道(dao)(dao)(dao)(dao)相關技術標準。優化(hua)公(gong)(gong)(gong)交(jiao)專(zhuan)(zhuan)(zhuan)用(yong)(yong)道(dao)(dao)(dao)(dao)管理,科學設(she)定(ding)專(zhuan)(zhuan)(zhuan)用(yong)(yong)時段,在保(bao)障(zhang)公(gong)(gong)(gong)共汽電(dian)車(che)(che)運(yun)行速度的前提(ti)下,可以允許(xu)單位班車(che)(che)、專(zhuan)(zhuan)(zhuan)用(yong)(yong)校車(che)(che)、大型(xing)營運(yun)客車(che)(che)等大運(yun)力載客車(che)(che)輛使用(yong)(yong)公(gong)(gong)(gong)交(jiao)專(zhuan)(zhuan)(zhuan)用(yong)(yong)道(dao)(dao)(dao)(dao),提(ti)高(gao)道(dao)(dao)(dao)(dao)路(lu)資源利用(yong)(yong)率。動態評估(gu)公(gong)(gong)(gong)交(jiao)專(zhuan)(zhuan)(zhuan)用(yong)(yong)道(dao)(dao)(dao)(dao)使用(yong)(yong)情(qing)況,根據公(gong)(gong)(gong)共交(jiao)通(tong)線(xian)(xian)網、道(dao)(dao)(dao)(dao)路(lu)交(jiao)通(tong)流量變化(hua)情(qing)況合理調整。強化(hua)公(gong)(gong)(gong)交(jiao)專(zhuan)(zhuan)(zhuan)用(yong)(yong)道(dao)(dao)(dao)(dao)使用(yong)(yong)監管,完善沿線(xian)(xian)交(jiao)通(tong)技術監控設(she)備,鼓勵在公(gong)(gong)(gong)交(jiao)車(che)(che)輛配備交(jiao)通(tong)違法取證記(ji)錄(lu)系統,嚴查違法占用(yong)(yong)公(gong)(gong)(gong)交(jiao)專(zhuan)(zhuan)(zhuan)用(yong)(yong)道(dao)(dao)(dao)(dao)行為。
(五)合(he)理引導公眾出(chu)行。組織開展綠色出(chu)行(xing)宣(xuan)傳(chuan)月和公交(jiao)(jiao)(jiao)(jiao)出(chu)行(xing)宣(xuan)傳(chuan)周等主題活動,營(ying)造(zao)優(you)選公交(jiao)(jiao)(jiao)(jiao)、綠色出(chu)行(xing)的良好氛(fen)圍。鼓勵(li)(li)各地結合交(jiao)(jiao)(jiao)(jiao)通(tong)運行(xing)狀況研究(jiu)出(chu)臺不同區(qu)域(yu)(yu)通(tong)行(xing)管(guan)理、停車(che)(che)(che)管(guan)理等政策,制定分(fen)區(qu)域(yu)(yu)、分(fen)路(lu)段(duan)、分(fen)時(shi)段(duan)、分(fen)車(che)(che)(che)型(xing)的差異(yi)化停車(che)(che)(che)收(shou)(shou)費政策,對城(cheng)市(shi)核心區(qu)、擁堵區(qu)域(yu)(yu)的出(chu)行(xing)停車(che)(che)(che)服務,可實行(xing)較高收(shou)(shou)費標準,降低小汽(qi)車(che)(che)(che)在(zai)相關區(qu)域(yu)(yu)的使用強度。在(zai)城(cheng)市(shi)外圍周邊軌道交(jiao)(jiao)(jiao)(jiao)通(tong)等站(zhan)點(dian)配套建(jian)(jian)設(she)駐車(che)(che)(che)換(huan)(huan)乘(P+R)停車(che)(che)(che)場,并(bing)對駐車(che)(che)(che)換(huan)(huan)乘實施停車(che)(che)(che)優(you)惠,引導(dao)換(huan)(huan)乘公共交(jiao)(jiao)(jiao)(jiao)通(tong)進入城(cheng)市(shi)中心區(qu)域(yu)(yu)。鼓勵(li)(li)各地建(jian)(jian)立綠色出(chu)行(xing)獎勵(li)(li)和錯峰出(chu)行(xing)制度。
二(er)、夯實城市公共交通發(fa)展基礎
(六)加強(qiang)規劃引領(ling)和(he)用地保障。科學制(zhi)定(ding)城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共交通(tong)(tong)專項規(gui)(gui)劃,確保城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共交通(tong)(tong)網絡布局與國土(tu)(tu)(tu)(tu)空(kong)間(jian)(jian)總體規(gui)(gui)劃所確定(ding)的空(kong)間(jian)(jian)布局優(you)化安排相(xiang)一(yi)致(zhi);涉及(ji)空(kong)間(jian)(jian)利用的相(xiang)關內容(rong)統籌(chou)落(luo)實到國土(tu)(tu)(tu)(tu)空(kong)間(jian)(jian)規(gui)(gui)劃“一(yi)張(zhang)圖”實施管控。依(yi)據國土(tu)(tu)(tu)(tu)空(kong)間(jian)(jian)總體規(gui)(gui)劃,在國土(tu)(tu)(tu)(tu)空(kong)間(jian)(jian)詳細(xi)規(gui)(gui)劃中統籌(chou)落(luo)實城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共交通(tong)(tong)場站用地需求,提(ti)高節約集約水平。在國土(tu)(tu)(tu)(tu)空(kong)間(jian)(jian)規(gui)(gui)劃體檢(jian)評(ping)估中開展城(cheng)(cheng)市(shi)(shi)公(gong)(gong)共交通(tong)(tong)專項評(ping)估,為(wei)規(gui)(gui)劃編制(zhi)管理(li)提(ti)供
依據。國(guo)土(tu)(tu)空間(jian)詳細規(gui)劃確定的城(cheng)市公(gong)共交通場站和駐車換乘(P+R)停車場用地優先納入土(tu)(tu)地利用年度計劃。
(七)改(gai)善(shan)設施條件。鼓勵有(you)條件的地(di)方采取直接投資、資本金注入、投資補助、貸款貼(tie)息(xi)等(deng)方式,支持城(cheng)市(shi)公(gong)(gong)(gong)共(gong)交(jiao)通(tong)場(chang)站(zhan)建設與改造、車輛(liang)購置(zhi)。嚴格落實(shi)城(cheng)市(shi)公(gong)(gong)(gong)共(gong)汽電(dian)車場(chang)站(zhan)配置(zhi)標準,在大型居住(zhu)區(qu)(qu)、商業區(qu)(qu)等(deng)附近(jin)設置(zhi)公(gong)(gong)(gong)共(gong)汽電(dian)車首末(mo)站(zhan)或(huo)樞紐(niu)站(zhan)。支持在城(cheng)市(shi)公(gong)(gong)(gong)共(gong)汽電(dian)車企業自有(you)、租賃(lin)場(chang)站(zhan)建設完善新能源(yuan)城(cheng)市(shi)公(gong)(gong)(gong)交(jiao)車輛(liang)充(chong)電(dian)設施(shi),保障用(yong)電(dian)接入條件,有(you)效滿足車輛(liang)充(chong)電(dian)需(xu)求。靈活設置(zhi)微(wei)循環公(gong)(gong)(gong)交(jiao)、定制公(gong)(gong)(gong)交(jiao)等(deng)停靠站(zhan)點,提高港灣(wan)式公(gong)(gong)(gong)交(jiao)站(zhan)點設置(zhi)比例。加(jia)強北斗(dou)衛星導航系(xi)統的推廣應(ying)用(yong)。因(yin)地(di)制宜推進適宜區(qu)(qu)域合(he)理布局光伏發電(dian)設施(shi)。推動各地(di)因(yin)地(di)制宜、分類實(shi)施(shi)城(cheng)市(shi)軌道交(jiao)通(tong)既(ji)有(you)線(xian)網優(you)化提升行(xing)動。
(八)促進公交服務提質增效。持(chi)(chi)續(xu)(xu)優(you)化城(cheng)市公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通(tong)線(xian)(xian)(xian)網,促進城(cheng)市公(gong)(gong)(gong)共(gong)汽電(dian)車(che)與城(cheng)市軌道交(jiao)(jiao)通(tong)在線(xian)(xian)(xian)網、站點(dian)及運(yun)營層面的(de)銜接融合,通(tong)過大數據應用(yong)(yong)提(ti)升城(cheng)市公(gong)(gong)(gong)共(gong)汽電(dian)車(che)運(yun)營效率。鼓勵(li)發展(zhan)微循(xun)環(huan)公(gong)(gong)(gong)交(jiao)(jiao)服(fu)務(wu)(wu),根據客(ke)流(liu)需(xu)求應用(yong)(yong)小型化公(gong)(gong)(gong)交(jiao)(jiao)車(che)輛。支持(chi)(chi)城(cheng)市公(gong)(gong)(gong)共(gong)汽電(dian)車(che)企業充分利用(yong)(yong)運(yun)力資源,開通(tong)通(tong)勤、通(tong)學(xue)、就醫等定(ding)制(zhi)公(gong)(gong)(gong)交(jiao)(jiao)線(xian)(xian)(xian)路(lu)。優(you)化定(ding)制(zhi)公(gong)(gong)(gong)交(jiao)(jiao)管理流(liu)程,提(ti)高辦理效率。支持(chi)(chi)發展(zhan)“公(gong)(gong)(gong)交(jiao)(jiao)+旅游(you)”服(fu)務(wu)(wu)模式,適度加密(mi)主要客(ke)運(yun)樞(shu)紐(niu)至城(cheng)市景區景點(dian)的(de)公(gong)(gong)(gong)交(jiao)(jiao)線(xian)(xian)(xian)路(lu),支持(chi)(chi)城(cheng)市公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通(tong)樞(shu)紐(niu)場站拓(tuo)展(zhan)旅游(you)服(fu)務(wu)(wu)功能。支持(chi)(chi)城(cheng)市公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通(tong)企業拓(tuo)展(zhan)站臺、車(che)身、車(che)廂(xiang)內等廣(guang)告業務(wu)(wu),在保障安(an)全運(yun)營的(de)前提(ti)下,面向社(she)會開放加氣、加油、充電(dian)、維修等服(fu)務(wu)(wu)。鼓勵(li)城(cheng)市公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通(tong)企業持(chi)(chi)續(xu)(xu)提(ti)升適老(lao)化、無障礙出行服(fu)務(wu)(wu)。壓實(shi)企業安(an)全生產主體責(ze)任,保障城(cheng)市公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通(tong)運(yun)營安(an)全。
三、加快落實城市公(gong)共交通用(yong)地綜合開發政(zheng)策
(九)積極推動新(xin)增(zeng)用地(di)綜合開發。在(zai)符(fu)合(he)國(guo)土(tu)(tu)空間詳細(xi)規劃、不(bu)改變用(yong)地(di)性質、優先保障(zhang)場(chang)站(zhan)(zhan)交通(tong)(tong)服務基(ji)本功(gong)能的(de)前提下,允許新(xin)增城(cheng)市公(gong)共(gong)汽(qi)電(dian)車樞紐(niu)場(chang)站(zhan)(zhan)配套(tao)一(yi)定比例的(de)附(fu)屬商業等面積。利用(yong)城(cheng)市公(gong)共(gong)交通(tong)(tong)用(yong)地(di)進(jin)行地(di)上(shang)地(di)下空間綜合(he)開(kai)發的(de),應根(gen)據設施(shi)功(gong)能分層設定建(jian)設用(yong)地(di)使用(yong)權(quan)。實施(shi)城(cheng)市公(gong)共(gong)交通(tong)(tong)場(chang)站(zhan)(zhan)綜合(he)開(kai)發的(de),應依據國(guo)土(tu)(tu)空間詳細(xi)規劃,將相(xiang)關設施(shi)規劃建(jian)設需求納入(ru)土(tu)(tu)地(di)供應條(tiao)件。
(十)因(yin)地制宜實施既有用地綜(zong)合開發。支持現有的(de)(de)城市公共汽電(dian)車樞(shu)紐站(zhan)(zhan)、首末站(zhan)(zhan)、停(ting)保(bao)(bao)場和城市軌(gui)道交(jiao)通車站(zhan)(zhan)、車輛基地(di)等,在不改變(bian)用地(di)性質、優(you)先保(bao)(bao)障場站(zhan)(zhan)交(jiao)通服(fu)(fu)務(wu)(wu)基本功能(neng)(neng)(neng)的(de)(de)前提(ti)下,利(li)用場站(zhan)(zhan)內部(bu)分閑(xian)置(zhi)設(she)(she)施開(kai)展社(she)會化商業服(fu)(fu)務(wu)(wu)。鼓勵有條件的(de)(de)存(cun)量城市公共交(jiao)通場站(zhan)(zhan)實(shi)施地(di)上(shang)地(di)下空間綜合開(kai)發,根(gen)據設(she)(she)施功能(neng)(neng)(neng)分層設(she)(she)定(ding)建設(she)(she)用地(di)使用權(quan)。符合國(guo)土空間詳細規劃的(de)(de),在保(bao)(bao)障城市公共交(jiao)通服(fu)(fu)務(wu)(wu)基本功能(neng)(neng)(neng)的(de)(de)前提(ti)下,允許(xu)適當提(ti)高(gao)容積率。
(十(shi)一(yi))建立用地(di)綜合開發(fa)收益反(fan)哺機制。對城市(shi)公(gong)共(gong)交(jiao)通用地實施(shi)綜(zong)合開(kai)發(fa)(fa)(fa)(fa),城市(shi)公(gong)共(gong)交(jiao)通企(qi)(qi)業單(dan)獨開(kai)發(fa)(fa)(fa)(fa)的,相(xiang)關收益用于(yu)城市(shi)公(gong)共(gong)交(jiao)通企(qi)(qi)業的可(ke)持續發(fa)(fa)(fa)(fa)展;城市(shi)公(gong)共(gong)交(jiao)通企(qi)(qi)業與(yu)其他開(kai)發(fa)(fa)(fa)(fa)主體共(gong)同(tong)實施(shi)綜(zong)合開(kai)發(fa)(fa)(fa)(fa),或其他開(kai)發(fa)(fa)(fa)(fa)主體單(dan)獨實施(shi)綜(zong)合開(kai)發(fa)(fa)(fa)(fa)的,相(xiang)關收益反哺城市(shi)公(gong)共(gong)交(jiao)通可(ke)持續發(fa)(fa)(fa)(fa)展。
四、加強從業人員權益保障
(十二)保障從(cong)業人(ren)員工資待遇。督(du)促城(cheng)市(shi)公共(gong)交通企業按時(shi)足(zu)額發放工(gong)(gong)(gong)資、繳納(na)社會(hui)保險,引導(dao)企業建立城(cheng)市(shi)公共(gong)交通從業人員(yuan)工(gong)(gong)(gong)資收入(ru)正常增長機制,按不低于當地在崗(gang)職工(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)資確定駕駛員(yuan)工(gong)(gong)(gong)資收入(ru)水平。鼓勵各地因地制宜將城(cheng)市(shi)公共(gong)汽電車駕駛員(yuan)列入(ru)緊缺職業(工(gong)(gong)(gong)種(zhong))目錄,對符合條件的(de)高(gao)技能(neng)人才給予崗(gang)位津貼。
(十三(san))關心關愛從業人員。指導城市(shi)公共(gong)交通企業(ye)(ye)不斷(duan)改善從(cong)(cong)業(ye)(ye)人(ren)(ren)員生產環(huan)境,推(tui)進職工休(xiu)息(xi)(xi)(xi)室、愛(ai)心(xin)驛站等建設,妥善解決駕駛員就餐(can)、休(xiu)息(xi)(xi)(xi)等實際問題。加強(qiang)從(cong)(cong)業(ye)(ye)人(ren)(ren)員勞動保(bao)護,定期對(dui)從(cong)(cong)業(ye)(ye)人(ren)(ren)員開展(zhan)(zhan)體檢和(he)心(xin)理(li)健(jian)康(kang)輔導,關(guan)心(xin)關(guan)愛(ai)城市(shi)公共(gong)汽電車駕駛員身(shen)心(xin)健(jian)康(kang),合(he)理(li)安排作息(xi)(xi)(xi)時(shi)間,防止(zhi)疲勞駕駛,對(dui)身(shen)體狀(zhuang)況難以適應駕駛崗位的(de),及(ji)時(shi)調整到(dao)適合(he)崗位。廣泛開展(zhan)(zhan)送(song)溫暖(nuan)活(huo)(huo)動,及(ji)時(shi)足(zu)額為符合(he)條件的(de)失(shi)業(ye)(ye)人(ren)(ren)員發放(fang)失(shi)業(ye)(ye)保(bao)險待遇,加大(da)對(dui)困難從(cong)(cong)業(ye)(ye)人(ren)(ren)員的(de)幫扶力度。組織開展(zhan)(zhan)“最美公交司機(ji)”“最美地鐵(tie)人(ren)(ren)”推(tui)選宣傳(chuan)活(huo)(huo)動,大(da)力弘揚勞模精神、勞動精神和(he)工匠精神,提升從(cong)(cong)業(ye)(ye)人(ren)(ren)員職業(ye)(ye)自豪感和(he)歸屬感,營(ying)造尊重關(guan)愛(ai)從(cong)(cong)業(ye)(ye)人(ren)(ren)員的(de)良好氛圍。
五、加強組織實施保(bao)障
(十四)建立績效(xiao)評價制度。加強(qiang)對(dui)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交通(tong)運(yun)行的動態(tai)監測,依據乘客滿(man)意度、城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交通(tong)機(ji)動化(hua)出(chu)行分擔率(lv)、早晚(wan)高峰時段(duan)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)汽電車平均運(yun)行速(su)度、城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)汽電車進場率(lv)、城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交通(tong)正點(dian)率(lv)、城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交通(tong)企業職工工資收入水平等(deng)建立城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交通(tong)發展(zhan)績效評價制度,推動落實城(cheng)(cheng)(cheng)市(shi)(shi)(shi)人民(min)政府(fu)發展(zhan)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)(gong)(gong)交通(tong)的主體責任。
