關于深化機動車檢驗制度改革優化車檢服務工作的(de)意見
機動(dong)車(che)檢(jian)(jian)(jian)驗(yan)(yan)是(shi)保障道路交(jiao)通安全、推進大氣(qi)污(wu)染防治的重要工(gong)作,直接(jie)關系到人民群(qun)眾(zhong)切身利益。近年(nian)來,相(xiang)關部門推進跨省異地檢(jian)(jian)(jian)驗(yan)(yan)、優(you)化檢(jian)(jian)(jian)驗(yan)(yan)周期、貨車(che)“三檢(jian)(jian)(jian)合一”等多輪(lun)機動(dong)車(che)檢(jian)(jian)(jian)驗(yan)(yan)制度改(gai)革,檢(jian)(jian)(jian)車(che)難、排(pai)長隊等問(wen)題基(ji)本(ben)解決(jue),但是(shi)部分檢(jian)(jian)(jian)驗(yan)(yan)機構管(guan)理服(fu)(fu)務(wu)(wu)不規范(fan),存在降(jiang)低(di)檢(jian)(jian)(jian)驗(yan)(yan)標準、篡改(gai)檢(jian)(jian)(jian)測數據等違(wei)法違(wei)規問(wen)題,群(qun)眾(zhong)反映車(che)檢(jian)(jian)(jian)存在效(xiao)率(lv)低(di)、不便利等問(wen)題。為(wei)認真貫徹(che)黨(dang)中央(yang)、國務(wu)(wu)院決(jue)策(ce)部署,堅(jian)持以(yi)人民為(wei)中心的發(fa)展思想,扎(zha)實做(zuo)好(hao)穩(wen)增長穩(wen)市場主體保就業工(gong)作,進一步加(jia)強和改(gai)進機動(dong)車(che)檢(jian)(jian)(jian)驗(yan)(yan)工(gong)作,規范(fan)檢(jian)(jian)(jian)驗(yan)(yan)行為(wei),優(you)化車(che)檢(jian)(jian)(jian)服(fu)(fu)務(wu)(wu),解決(jue)好(hao)公共服(fu)(fu)務(wu)(wu)領域群(qun)眾(zhong)關注(zhu)的“關鍵小(xiao)事”,更好(hao)服(fu)(fu)務(wu)(wu)經(jing)濟社(she)會發(fa)展,經(jing)國務(wu)(wu)院同(tong)意,現提出以(yi)下意見(jian):
一、優化準入審批(pi),提升檢(jian)驗機構服務能力(li)
1.優(you)化(hua)(hua)檢(jian)驗機構(gou)資(zi)(zi)質認(ren)定(ding)(ding)制度(du)。推(tui)行資(zi)(zi)質認(ren)定(ding)(ding)告(gao)知(zhi)承(cheng)諾制度(du),檢(jian)驗機構(gou)可以自主(zhu)選(xuan)擇一(yi)般程序(xu)或者告(gao)知(zhi)承(cheng)諾程序(xu)申請資(zi)(zi)質認(ren)定(ding)(ding),簡化(hua)(hua)資(zi)(zi)質認(ren)定(ding)(ding)流(liu)程,壓(ya)縮許可和(he)技術評審(shen)時限,加快辦(ban)理進度(du)。全面推(tui)行檢(jian)驗機構(gou)資(zi)(zi)質認(ren)定(ding)(ding)網上審(shen)批和(he)證書電子化(hua)(hua),實現資(zi)(zi)質認(ren)定(ding)(ding)全流(liu)程網上辦(ban)理。(市場監管部門(men)負責)
2.鞏(gong)固安(an)(an)檢(jian)、環檢(jian)“兩站(zhan)合一(yi)”改革成果(guo)。整(zheng)合機(ji)動(dong)車(che)安(an)(an)全(quan)技術檢(jian)驗(yan)(yan)機(ji)構(gou)和排放檢(jian)驗(yan)(yan)機(ji)構(gou)資(zi)質(zhi)認定(ding)條件(jian),新建檢(jian)驗(yan)(yan)機(ji)構(gou)對同(tong)一(yi)類車(che)型(xing)機(ji)動(dong)車(che)應當同(tong)時(shi)具(ju)備安(an)(an)全(quan)技術檢(jian)驗(yan)(yan)(以下簡(jian)稱(cheng)安(an)(an)檢(jian))和排放檢(jian)驗(yan)(yan)(以下簡(jian)稱(cheng)環檢(jian))能力(li),實現“兩站(zhan)合一(yi)”,提供一(yi)站(zhan)式便民(min)服務。對僅具(ju)備安(an)(an)檢(jian)或環檢(jian)檢(jian)驗(yan)(yan)能力(li)的機(ji)構(gou),未補齊能力(li)且許可(ke)到期的,市場(chang)監管部門不再延續資(zi)質(zhi)認定(ding)許可(ke)證(zheng)書(shu),公安(an)(an)、生(sheng)態環境(jing)部門不再認可(ke)其出(chu)具(ju)的檢(jian)驗(yan)(yan)結果(guo)。(市場(chang)監管部門負責,公安(an)(an)、生(sheng)態環境(jing)部門配(pei)合)
3.試行汽(qi)車(che)品牌銷(xiao)售維修(xiu)(xiu)企(qi)業提供檢(jian)(jian)驗(yan)(yan)(yan)服務(wu)。在(zai)綜合(he)評估(gu)檢(jian)(jian)驗(yan)(yan)(yan)機(ji)(ji)構數(shu)量、分(fen)布和檢(jian)(jian)測能力等(deng)基礎上,選擇3至5個城市,允許(xu)具備一類、二類維修(xiu)(xiu)資(zi)質的部分(fen)汽(qi)車(che)品牌銷(xiao)售企(qi)業試點(dian)(dian)開展本品牌非營(ying)運(yun)(yun)小微型(xing)載客汽(qi)車(che)檢(jian)(jian)驗(yan)(yan)(yan),實現非營(ying)運(yun)(yun)小微型(xing)載客汽(qi)車(che)維修(xiu)(xiu)、保養、檢(jian)(jian)驗(yan)(yan)(yan)一站式服務(wu)。在(zai)確保安(an)全標準不降(jiang)低的前(qian)提下,允許(xu)試點(dian)(dian)企(qi)業使用舉升式設(she)備開展底盤檢(jian)(jian)驗(yan)(yan)(yan),不強制(zhi)(zhi)要(yao)求建(jian)設(she)試驗(yan)(yan)(yan)車(che)道、駐車(che)坡道、側(ce)滑(hua)檢(jian)(jian)測儀、駐車(che)制(zhi)(zhi)動拉力計等(deng)設(she)施或設(she)備。試點(dian)(dian)企(qi)業的檢(jian)(jian)測設(she)備、系統、人員(yuan)等(deng)符合(he)檢(jian)(jian)驗(yan)(yan)(yan)檢(jian)(jian)測機(ji)(ji)構資(zi)質認(ren)定(ding)條件的,可以(yi)取(qu)得(de)資(zi)質認(ren)定(ding)證(zheng)書。維修(xiu)(xiu)保養人員(yuan)和檢(jian)(jian)驗(yan)(yan)(yan)檢(jian)(jian)測人員(yuan)不得(de)兼任,保證(zheng)檢(jian)(jian)驗(yan)(yan)(yan)公平公正。(公安(an)、生態(tai)環境(jing)、交通運(yun)(yun)輸、市場監管部門按職責(ze)(ze)分(fen)工負(fu)責(ze)(ze))
二、改革創新(xin)服務(wu),提高車(che)檢規(gui)范化便利化水(shui)平
4.優化非(fei)營運小客車、摩托車檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)制度。自2022年(nian)(nian)10月1日起(qi),非(fei)營運小微型(xing)載客汽(qi)車(面包車除外)、摩托車自注冊(ce)登記(ji)之日起(qi)第(di)6年(nian)(nian)、第(di)10年(nian)(nian)進(jin)行(xing)安(an)全技術(shu)檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan),在(zai)10年(nian)(nian)內每(mei)兩年(nian)(nian)向公安(an)機關(guan)(guan)申領(ling)檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)標志;超(chao)過10年(nian)(nian)的,每(mei)年(nian)(nian)檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)1次。車輛(liang)發生造成人員傷亡的交(jiao)通事故或者非(fei)法(fa)改裝被(bei)依(yi)法(fa)處罰的,仍按(an)原規定周(zhou)期(qi)檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)。機動(dong)車環檢(jian)(jian)(jian)(jian)(jian)周(zhou)期(qi)與安(an)檢(jian)(jian)(jian)(jian)(jian)周(zhou)期(qi)一致,免(mian)于安(an)檢(jian)(jian)(jian)(jian)(jian)的車輛(liang)不進(jin)行(xing)環檢(jian)(jian)(jian)(jian)(jian)。(公安(an)機關(guan)(guan)負責(ze),生態環境、市(shi)場監(jian)管部門(men)配(pei)合)
5.全面推行貨運車(che)(che)輛年(nian)審(shen)跨(kua)省通(tong)(tong)辦(ban)。道(dao)路貨運經營者可通(tong)(tong)過互聯網道(dao)路運輸(shu)(shu)便民服(fu)務(wu)系統(tong)在全國(guo)范圍內辦(ban)理道(dao)路運輸(shu)(shu)證年(nian)審(shen),交通(tong)(tong)運輸(shu)(shu)部門(men)(men)辦(ban)理年(nian)審(shen)業務(wu)時,直接認可檢驗機構上傳(chuan)到(dao)全國(guo)道(dao)路運輸(shu)(shu)車(che)(che)輛檢驗檢測信息(xi)系統(tong)的機動車(che)(che)檢驗報告,實現全國(guo)范圍貨運車(che)(che)輛年(nian)審(shen)跨(kua)省通(tong)(tong)辦(ban)。(交通(tong)(tong)運輸(shu)(shu)部門(men)(men)負(fu)責)
6.改(gai)進提(ti)升(sheng)環檢(jian)(jian)(jian)(jian)服務水(shui)平。實(shi)施《機(ji)動車排(pai)放(fang)定期檢(jian)(jian)(jian)(jian)驗(yan)(yan)規(gui)范(fan)(fan)》,改(gai)進優(you)化(hua)檢(jian)(jian)(jian)(jian)測方法,監督檢(jian)(jian)(jian)(jian)驗(yan)(yan)機(ji)構準(zhun)(zhun)確執行排(pai)放(fang)檢(jian)(jian)(jian)(jian)驗(yan)(yan)標準(zhun)(zhun)和技(ji)術規(gui)范(fan)(fan),規(gui)范(fan)(fan)開展(zhan)機(ji)動車排(pai)放(fang)檢(jian)(jian)(jian)(jian)驗(yan)(yan),提(ti)升(sheng)檢(jian)(jian)(jian)(jian)驗(yan)(yan)質量,避免在檢(jian)(jian)(jian)(jian)驗(yan)(yan)中操作不當導致(zhi)車輛(liang)損(sun)壞。引(yin)導檢(jian)(jian)(jian)(jian)驗(yan)(yan)機(ji)構合理配備環檢(jian)(jian)(jian)(jian)儀器設備,提(ti)高環檢(jian)(jian)(jian)(jian)工作效率,避免車輛(liang)長(chang)時間排(pai)隊檢(jian)(jian)(jian)(jian)驗(yan)(yan)。(生(sheng)態(tai)環境部門負(fu)責)
7.實行(xing)網(wang)上預(yu)約(yue)車(che)(che)檢(jian)。積極推行(xing)互(hu)聯(lian)網(wang)、手機APP等“點(dian)(dian)對點(dian)(dian)”車(che)(che)檢(jian)預(yu)約(yue)服務(wu),臨近檢(jian)車(che)(che)日期信息提(ti)醒服務(wu),實現檢(jian)車(che)(che)時間、地點(dian)(dian)提(ti)前預(yu)約(yue)。檢(jian)驗機構要完善預(yu)約(yue)服務(wu)流程,增設預(yu)約(yue)窗口通道,優化(hua)預(yu)約(yue)檢(jian)車(che)(che)服務(wu)體(ti)驗,方便群(qun)眾“隨(sui)到隨(sui)檢(jian)”。(公安機關負責,生(sheng)態環(huan)境部門配合(he))
8.推(tui)進(jin)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)服(fu)(fu)務(wu)(wu)規(gui)范(fan)化。各省、自治區(qu)、直(zhi)轄(xia)市(shi)應當制定符合本地區(qu)實際和需求的(de)(de)機(ji)動車(che)(che)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)機(ji)構(gou)管理服(fu)(fu)務(wu)(wu)規(gui)范(fan)或者(zhe)標準,明確場地規(gui)劃(hua)、檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)測工(gong)位、服(fu)(fu)務(wu)(wu)大廳和窗(chuang)(chuang)口(kou)、檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)測流(liu)程、數據(ju)傳送等要求,以標準化推(tui)動提升檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)服(fu)(fu)務(wu)(wu)水平,從源頭強(qiang)化非法(fa)中介(jie)治理。優(you)化檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)服(fu)(fu)務(wu)(wu)流(liu)程,推(tui)行車(che)(che)輛檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)“交(jiao)鑰(yao)匙(chi)工(gong)程”,由檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)機(ji)構(gou)工(gong)作人(ren)員一(yi)次性(xing)負(fu)(fu)責辦(ban)結,群(qun)眾辦(ban)理車(che)(che)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)只(zhi)排一(yi)次隊、全程一(yi)窗(chuang)(chuang)辦(ban)。將有關服(fu)(fu)務(wu)(wu)的(de)(de)基本要求納(na)入(ru)機(ji)動車(che)(che)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)機(ji)構(gou)資(zi)質認定評審的(de)(de)相(xiang)關規(gui)定并(bing)進(jin)行規(gui)范(fan)管理。(市(shi)場監(jian)管、公(gong)安(an)部門(men)負(fu)(fu)責,生態(tai)環境、交(jiao)通(tong)運輸部門(men)配合)
三、堅持放管結合,強化(hua)檢驗機構監督管理
9.加強(qiang)(qiang)資質(zhi)認定(ding)監(jian)(jian)督(du)管(guan)(guan)理。省(sheng)級市場(chang)(chang)監(jian)(jian)管(guan)(guan)部門應當采用現(xian)場(chang)(chang)觀察、案卷審(shen)查(cha)等方式,加強(qiang)(qiang)對機(ji)動(dong)車(che)檢驗機(ji)構(gou)資質(zhi)認定(ding)技術評(ping)(ping)審(shen)活動(dong)的(de)監(jian)(jian)督(du),建立責(ze)任(ren)追(zhui)究(jiu)機(ji)制。對存(cun)在(zai)違(wei)規(gui)評(ping)(ping)審(shen)行為的(de)技術評(ping)(ping)價機(ji)構(gou)和評(ping)(ping)審(shen)人(ren)員,要嚴格按照要求予以約(yue)談、暫停直至取消委托從(cong)事技術評(ping)(ping)審(shen)等處理;構(gou)成(cheng)犯罪的(de),依(yi)法(fa)追(zhui)究(jiu)刑事責(ze)任(ren)。(市場(chang)(chang)監(jian)(jian)管(guan)(guan)部門負責(ze))
10.規(gui)范檢(jian)驗機構(gou)收費行(xing)為。機動(dong)車檢(jian)驗機構(gou)要嚴格按照(zhao)明(ming)碼標價(jia)的(de)相關規(gui)定,在(zai)經營場(chang)所醒(xing)目位置(zhi)標明(ming)檢(jian)驗收費項目、收費標準、服(fu)務內容等(deng),實(shi)行(xing)所有檢(jian)驗項目一次收費,嚴禁(jin)違(wei)規(gui)收費,不得利用虛假(jia)或(huo)者(zhe)使人誤解的(de)價(jia)格手段誘(you)騙消費者(zhe)或(huo)者(zhe)其(qi)他經營者(zhe)與其(qi)交易(yi),不得相互串(chuan)通(tong),操縱(zong)市場(chang)價(jia)格。要加強機動(dong)車檢(jian)驗機構(gou)收費行(xing)為監管(guan),密(mi)切關注投訴舉(ju)報,依法(fa)查處違(wei)法(fa)行(xing)為。(市場(chang)監管(guan)部門負責)
11.加(jia)強(qiang)(qiang)部(bu)(bu)門(men)(men)(men)聯合(he)(he)監(jian)(jian)督(du)檢(jian)(jian)查(cha)(cha)。健(jian)全完善部(bu)(bu)門(men)(men)(men)聯合(he)(he)“雙(shuang)隨機(ji)、一公開”監(jian)(jian)督(du)檢(jian)(jian)查(cha)(cha)機(ji)制(zhi),市(shi)(shi)場監(jian)(jian)管(guan)部(bu)(bu)門(men)(men)(men)聯合(he)(he)公安(an)、生態(tai)(tai)環(huan)境部(bu)(bu)門(men)(men)(men)加(jia)強(qiang)(qiang)檢(jian)(jian)驗(yan)(yan)機(ji)構(gou)(gou)(gou)事(shi)(shi)中(zhong)事(shi)(shi)后(hou)監(jian)(jian)管(guan),嚴厲(li)打擊只收費(fei)不檢(jian)(jian)車(che)、不執行(xing)國家(jia)標準(zhun)檢(jian)(jian)驗(yan)(yan)、替(ti)檢(jian)(jian)代檢(jian)(jian)、篡(cuan)改(gai)檢(jian)(jian)驗(yan)(yan)數(shu)(shu)據、出(chu)具虛假檢(jian)(jian)驗(yan)(yan)報(bao)告等(deng)違(wei)法違(wei)規行(xing)為(wei)。市(shi)(shi)場監(jian)(jian)管(guan)部(bu)(bu)門(men)(men)(men)應當加(jia)強(qiang)(qiang)對(dui)檢(jian)(jian)驗(yan)(yan)機(ji)構(gou)(gou)(gou)監(jian)(jian)督(du)檢(jian)(jian)查(cha)(cha),采取(qu)監(jian)(jian)督(du)檢(jian)(jian)查(cha)(cha)、能力驗(yan)(yan)證(zheng)、投訴處(chu)理(li)、信(xin)息公開等(deng)多種方式,加(jia)強(qiang)(qiang)檢(jian)(jian)驗(yan)(yan)機(ji)構(gou)(gou)(gou)事(shi)(shi)中(zhong)事(shi)(shi)后(hou)監(jian)(jian)管(guan),并對(dui)檢(jian)(jian)驗(yan)(yan)機(ji)構(gou)(gou)(gou)資(zi)質認定(ding)條(tiao)件和(he)技術能力持續保持監(jian)(jian)督(du)抽(chou)查(cha)(cha)。公安(an)、生態(tai)(tai)環(huan)境、交通(tong)運輸部(bu)(bu)門(men)(men)(men)在履(lv)行(xing)部(bu)(bu)門(men)(men)(men)職(zhi)責中(zhong),對(dui)發現檢(jian)(jian)驗(yan)(yan)機(ji)構(gou)(gou)(gou)存在違(wei)規出(chu)具虛假檢(jian)(jian)驗(yan)(yan)報(bao)告嫌疑的,可以(yi)通(tong)過核查(cha)(cha)檢(jian)(jian)測(ce)數(shu)(shu)據、視頻、檔(dang)案等(deng)方式進行(xing)監(jian)(jian)督(du)。各部(bu)(bu)門(men)(men)(men)間應當共享檢(jian)(jian)驗(yan)(yan)機(ji)構(gou)(gou)(gou)上傳的檢(jian)(jian)驗(yan)(yan)數(shu)(shu)據、檢(jian)(jian)驗(yan)(yan)報(bao)告信(xin)息,暢(chang)通(tong)數(shu)(shu)據共享渠道(dao),有效(xiao)支(zhi)撐各部(bu)(bu)門(men)(men)(men)依法履(lv)職(zhi)。(市(shi)(shi)場監(jian)(jian)管(guan)部(bu)(bu)門(men)(men)(men)負責,公安(an)、生態(tai)(tai)環(huan)境、交通(tong)運輸部(bu)(bu)門(men)(men)(men)配合(he)(he))

四、加強組織領導,切實保障改革取得實效(xiao)
