新污染(ran)物治理行動方(fang)案

有毒有害(hai)化學物質的(de)生(sheng)產(chan)和(he)使(shi)用是(shi)新污染(ran)物的(de)主要來源。目(mu)前,國(guo)內(nei)外廣泛(fan)關(guan)注的(de)新污染(ran)物主要包括(kuo)國(guo)際公約(yue)管控的(de)持久性有機污染(ran)物、內(nei)分泌(mi)干(gan)擾物、抗生(sheng)素(su)等。為(wei)深(shen)入貫(guan)徹落實(shi)黨中(zhong)央、國(guo)務院(yuan)決策部署,加強(qiang)新污染(ran)物治理,切實(shi)保障(zhang)生(sheng)態環境安全和(he)人民健康,制定本(ben)行動(dong)方(fang)案。

一、總體要求

(一)指導思(si)想。以(yi)習(xi)近平新(xin)(xin)(xin)時代(dai)中(zhong)國(guo)(guo)特色社會主義思(si)想(xiang)為指導,全(quan)面貫(guan)徹黨的十(shi)九大和(he)十(shi)九屆(jie)歷次全(quan)會精神(shen),深入(ru)貫(guan)徹習(xi)近平生態文明思(si)想(xiang),立足新(xin)(xin)(xin)發(fa)(fa)展(zhan)階段,完整(zheng)、準(zhun)確、全(quan)面貫(guan)徹新(xin)(xin)(xin)發(fa)(fa)展(zhan)理念,構(gou)建(jian)新(xin)(xin)(xin)發(fa)(fa)展(zhan)格局,推動高質量發(fa)(fa)展(zhan),以(yi)有效防范新(xin)(xin)(xin)污染(ran)物環(huan)境與(yu)健(jian)康風(feng)險(xian)為核心,以(yi)精準(zhun)治(zhi)(zhi)污、科(ke)(ke)學(xue)治(zhi)(zhi)污、依(yi)法治(zhi)(zhi)污為工作方針,遵循全(quan)生命周期環(huan)境風(feng)險(xian)管(guan)理理念,統籌推進(jin)新(xin)(xin)(xin)污染(ran)物環(huan)境風(feng)險(xian)管(guan)理,實施(shi)調查(cha)評估、分(fen)類治(zhi)(zhi)理、全(quan)過程(cheng)環(huan)境風(feng)險(xian)管(guan)控,加強制度(du)和(he)科(ke)(ke)技支撐保(bao)障,健(jian)全(quan)新(xin)(xin)(xin)污染(ran)物治(zhi)(zhi)理體系,促進(jin)以(yi)更高標(biao)準(zhun)打好藍天、碧水(shui)、凈土保(bao)衛戰,提(ti)升美(mei)麗中(zhong)國(guo)(guo)、健(jian)康中(zhong)國(guo)(guo)建(jian)設水(shui)平。

(二)工作(zuo)原則(ze)。

——科學評估,精準施策。開展(zhan)化學物(wu)質調查監測,科學評估環(huan)境風險(xian)(xian),精準識別環(huan)境風險(xian)(xian)較大的新污染物(wu),針(zhen)對其產生環(huan)境風險(xian)(xian)的主要環(huan)節,采取源頭禁(jin)限、過程(cheng)減排、末端治理的全(quan)過程(cheng)環(huan)境風險(xian)(xian)管(guan)控(kong)措施。

——標本兼治(zhi),系統(tong)(tong)推進(jin)。“十四五”期間,對(dui)一批(pi)重點管控新(xin)污染物開展專項治(zhi)理(li)。同時,系統(tong)(tong)構建新(xin)污染物治(zhi)理(li)長效機制,形(xing)成貫穿全過程、涵蓋各類別(bie)、采取(qu)多舉措的治(zhi)理(li)體系,統(tong)(tong)籌(chou)推動(dong)大氣、水、土壤多環境介質協同治(zhi)理(li)。

——健(jian)全(quan)體(ti)系(xi),提升(sheng)能(neng)力。建(jian)(jian)立健(jian)全(quan)管理制(zhi)度和技(ji)術體(ti)系(xi),強(qiang)化法治保(bao)障。建(jian)(jian)立跨部門協調機制(zhi),落實(shi)屬地責(ze)任(ren)。強(qiang)化科技(ji)支(zhi)撐與基礎(chu)能(neng)力建(jian)(jian)設(she),加強(qiang)宣傳引(yin)導(dao),促進社會共治。

(三)主要目(mu)標(biao)。到(dao)2025年,完成高關注、高產(chan)(用)量的化(hua)學物(wu)質環境(jing)風險篩查,完成一批化(hua)學物(wu)質環境(jing)風險評估;動態(tai)發布(bu)重(zhong)點管(guan)控新污(wu)染物(wu)清單;對重(zhong)點管(guan)控新污(wu)染物(wu)實(shi)施禁止(zhi)、限制、限排等環境(jing)風險管(guan)控措施。有毒有害化(hua)學物(wu)質環境(jing)風險管(guan)理(li)法規制度(du)體系(xi)和管(guan)理(li)機制逐步建立健全,新污(wu)染物(wu)治理(li)能力(li)明(ming)顯(xian)增強。

二(er)、行動舉措

(一)完善法規制度,建立(li)健全新(xin)污(wu)染物治理體系(xi)。

1.加強法律法規制度(du)建設。研究制定有(you)毒(du)有(you)害(hai)化(hua)(hua)(hua)學(xue)物(wu)質(zhi)環(huan)(huan)(huan)(huan)境(jing)(jing)風(feng)(feng)險管(guan)理(li)(li)條例。建立健(jian)全化(hua)(hua)(hua)學(xue)物(wu)質(zhi)環(huan)(huan)(huan)(huan)境(jing)(jing)信息調查、環(huan)(huan)(huan)(huan)境(jing)(jing)調查監(jian)(jian)測、環(huan)(huan)(huan)(huan)境(jing)(jing)風(feng)(feng)險評估、環(huan)(huan)(huan)(huan)境(jing)(jing)風(feng)(feng)險管(guan)控(kong)和新化(hua)(hua)(hua)學(xue)物(wu)質(zhi)環(huan)(huan)(huan)(huan)境(jing)(jing)管(guan)理(li)(li)登記、有(you)毒(du)化(hua)(hua)(hua)學(xue)品進出口環(huan)(huan)(huan)(huan)境(jing)(jing)管(guan)理(li)(li)等(deng)制度(du)。加強農藥(yao)、獸藥(yao)、藥(yao)品、化(hua)(hua)(hua)妝品管(guan)理(li)(li)等(deng)相(xiang)關制度(du)與有(you)毒(du)有(you)害(hai)化(hua)(hua)(hua)學(xue)物(wu)質(zhi)環(huan)(huan)(huan)(huan)境(jing)(jing)風(feng)(feng)險管(guan)理(li)(li)相(xiang)關制度(du)的銜接。(生態環(huan)(huan)(huan)(huan)境(jing)(jing)部、農業農村部、市場(chang)監(jian)(jian)管(guan)總局、國家藥(yao)監(jian)(jian)局等(deng)按(an)職責分工負責)

2.建(jian)立完善(shan)技術標(biao)準(zhun)體(ti)系。建(jian)立化學物(wu)質(zhi)環(huan)境(jing)風(feng)險評(ping)(ping)估(gu)(gu)與管(guan)控技術標(biao)準(zhun)體(ti)系,制定修訂(ding)化學物(wu)質(zhi)環(huan)境(jing)風(feng)險評(ping)(ping)估(gu)(gu)、經濟社會影(ying)響分析、危害特性測(ce)試(shi)方法等標(biao)準(zhun)。完善(shan)新(xin)污染物(wu)環(huan)境(jing)監測(ce)技術體(ti)系。(生態環(huan)境(jing)部牽頭,工業和信息化部、國家衛生健康委、市(shi)場監管(guan)總局等按(an)職責(ze)分工負責(ze))

3.建(jian)立(li)健(jian)全(quan)新(xin)(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)管理(li)(li)機制(zhi)。建(jian)立(li)生(sheng)態環境部門(men)牽頭,發展改革(ge)、科(ke)技、工(gong)業(ye)和信息(xi)化、財政、住(zhu)房(fang)城鄉建(jian)設(she)、農(nong)業(ye)農(nong)村、商(shang)務、衛生(sheng)健(jian)康(kang)、海關、市場監(jian)管、藥(yao)(yao)監(jian)等部門(men)參(can)加的新(xin)(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)跨部門(men)協(xie)調機制(zhi),統(tong)籌推進新(xin)(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)工(gong)作。加強部門(men)聯合(he)調查(cha)、聯合(he)執法、信息(xi)共享,加強法律(lv)、法規、制(zhi)度、標準的協(xie)調銜接。按照國(guo)家(jia)(jia)統(tong)籌、省負(fu)(fu)總(zong)責、市縣落(luo)實(shi)的原則(ze),完善(shan)新(xin)(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)的管理(li)(li)機制(zhi),全(quan)面落(luo)實(shi)新(xin)(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)屬地責任。成(cheng)立(li)新(xin)(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)專家(jia)(jia)委員(yuan)會,強化新(xin)(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)技術支撐。(生(sheng)態環境部牽頭,國(guo)家(jia)(jia)發展改革(ge)委、科(ke)技部、工(gong)業(ye)和信息(xi)化部、財政部、住(zhu)房(fang)城鄉建(jian)設(she)部、農(nong)業(ye)農(nong)村部、商(shang)務部、國(guo)家(jia)(jia)衛生(sheng)健(jian)康(kang)委、海關總(zong)署(shu)、市場監(jian)管總(zong)局(ju)、國(guo)家(jia)(jia)藥(yao)(yao)監(jian)局(ju)等按職責分工(gong)負(fu)(fu)責,地方各級(ji)人民政府負(fu)(fu)責落(luo)實(shi)。以下均(jun)需地方各級(ji)人民政府落(luo)實(shi),不再列出)

(二(er))開展調(diao)查監測,評估(gu)新污染物(wu)環境風險狀(zhuang)況。

4.建立化(hua)(hua)(hua)學(xue)(xue)(xue)(xue)(xue)(xue)物質(zhi)(zhi)環(huan)境(jing)信(xin)息調(diao)查(cha)(cha)制度(du)。開展化(hua)(hua)(hua)學(xue)(xue)(xue)(xue)(xue)(xue)物質(zhi)(zhi)基本(ben)信(xin)息調(diao)查(cha)(cha),包括(kuo)重點行(xing)業中重點化(hua)(hua)(hua)學(xue)(xue)(xue)(xue)(xue)(xue)物質(zhi)(zhi)生產使(shi)用的品種、數(shu)量(liang)、用途等信(xin)息。針對列入環(huan)境(jing)風(feng)險(xian)優(you)先評(ping)估計劃(hua)的化(hua)(hua)(hua)學(xue)(xue)(xue)(xue)(xue)(xue)物質(zhi)(zhi),進一步開展有(you)關(guan)生產、加工使(shi)用、環(huan)境(jing)排放數(shu)量(liang)及途徑、危害(hai)特性等詳(xiang)細(xi)信(xin)息調(diao)查(cha)(cha)。2023年(nian)年(nian)底前,完成首輪(lun)化(hua)(hua)(hua)學(xue)(xue)(xue)(xue)(xue)(xue)物質(zhi)(zhi)基本(ben)信(xin)息調(diao)查(cha)(cha)和首批環(huan)境(jing)風(feng)險(xian)優(you)先評(ping)估化(hua)(hua)(hua)學(xue)(xue)(xue)(xue)(xue)(xue)物質(zhi)(zhi)詳(xiang)細(xi)信(xin)息調(diao)查(cha)(cha)。(生態環(huan)境(jing)部負(fu)責)

5.建立新(xin)(xin)污染物(wu)環(huan)(huan)境(jing)調查監(jian)測(ce)制(zhi)(zhi)度。制(zhi)(zhi)定實施新(xin)(xin)污染物(wu)專項環(huan)(huan)境(jing)調查監(jian)測(ce)工(gong)(gong)作(zuo)方案。依(yi)托現有(you)生態(tai)(tai)環(huan)(huan)境(jing)監(jian)測(ce)網(wang)絡,在重點地區、重點行業、典型(xing)工(gong)(gong)業園區開展新(xin)(xin)污染物(wu)環(huan)(huan)境(jing)調查監(jian)測(ce)試(shi)點。探索建立地下水新(xin)(xin)污染物(wu)環(huan)(huan)境(jing)調查、監(jian)測(ce)及健康風險評估技術方法。2025年(nian)年(nian)底(di)前,初步建立新(xin)(xin)污染物(wu)環(huan)(huan)境(jing)調查監(jian)測(ce)體系。(生態(tai)(tai)環(huan)(huan)境(jing)部負責(ze))

6.建立化(hua)學物(wu)(wu)質(zhi)(zhi)環(huan)境(jing)(jing)風(feng)險(xian)(xian)(xian)評(ping)估(gu)(gu)制(zhi)度。研究制(zhi)定(ding)化(hua)學物(wu)(wu)質(zhi)(zhi)環(huan)境(jing)(jing)風(feng)險(xian)(xian)(xian)篩查和評(ping)估(gu)(gu)方案,完善評(ping)估(gu)(gu)數據庫,以高(gao)(gao)關注(zhu)、高(gao)(gao)產(用(yong))量(liang)、高(gao)(gao)環(huan)境(jing)(jing)檢出率、分散式用(yong)途的化(hua)學物(wu)(wu)質(zhi)(zhi)為重點(dian),開(kai)展環(huan)境(jing)(jing)與(yu)健(jian)康危害測試(shi)和風(feng)險(xian)(xian)(xian)篩查。動態制(zhi)定(ding)化(hua)學物(wu)(wu)質(zhi)(zhi)環(huan)境(jing)(jing)風(feng)險(xian)(xian)(xian)優(you)先(xian)評(ping)估(gu)(gu)計(ji)劃(hua)和優(you)先(xian)控制(zhi)化(hua)學品(pin)名錄。2022年(nian)(nian)年(nian)(nian)底前,印發第(di)一批化(hua)學物(wu)(wu)質(zhi)(zhi)環(huan)境(jing)(jing)風(feng)險(xian)(xian)(xian)優(you)先(xian)評(ping)估(gu)(gu)計(ji)劃(hua)。(生態環(huan)境(jing)(jing)部、國家衛生健(jian)康委等(deng)按職(zhi)責(ze)分工負責(ze))

7.動(dong)態(tai)(tai)發布重(zhong)點(dian)管(guan)(guan)控(kong)(kong)(kong)新(xin)污染物(wu)(wu)(wu)(wu)(wu)清(qing)(qing)單。針對列入優先(xian)控(kong)(kong)(kong)制(zhi)化學(xue)品名(ming)錄的化學(xue)物(wu)(wu)(wu)(wu)(wu)質(zhi)以及抗生素、微塑料等(deng)其他重(zhong)點(dian)新(xin)污染物(wu)(wu)(wu)(wu)(wu),制(zhi)定(ding)“一品一策”管(guan)(guan)控(kong)(kong)(kong)措施(shi),開(kai)展(zhan)管(guan)(guan)控(kong)(kong)(kong)措施(shi)的技術可行性和(he)(he)經濟社會(hui)影響評估(gu),識別優先(xian)控(kong)(kong)(kong)制(zhi)化學(xue)品的主要環(huan)(huan)境(jing)(jing)(jing)排放源,適時制(zhi)定(ding)修訂相關行業(ye)(ye)排放標準,動(dong)態(tai)(tai)更新(xin)有(you)毒有(you)害(hai)大氣污染物(wu)(wu)(wu)(wu)(wu)名(ming)錄、有(you)毒有(you)害(hai)水(shui)污染物(wu)(wu)(wu)(wu)(wu)名(ming)錄、重(zhong)點(dian)控(kong)(kong)(kong)制(zhi)的土壤有(you)毒有(you)害(hai)物(wu)(wu)(wu)(wu)(wu)質(zhi)名(ming)錄。動(dong)態(tai)(tai)發布重(zhong)點(dian)管(guan)(guan)控(kong)(kong)(kong)新(xin)污染物(wu)(wu)(wu)(wu)(wu)清(qing)(qing)單及其禁止、限(xian)制(zhi)、限(xian)排等(deng)環(huan)(huan)境(jing)(jing)(jing)風(feng)(feng)險管(guan)(guan)控(kong)(kong)(kong)措施(shi)。2022年發布首批重(zhong)點(dian)管(guan)(guan)控(kong)(kong)(kong)新(xin)污染物(wu)(wu)(wu)(wu)(wu)清(qing)(qing)單。鼓(gu)勵有(you)條件的地區在落實(shi)國家(jia)任務要求的基礎上,參照國家(jia)標準和(he)(he)指南,先(xian)行開(kai)展(zhan)化學(xue)物(wu)(wu)(wu)(wu)(wu)質(zhi)環(huan)(huan)境(jing)(jing)(jing)信(xin)息(xi)調(diao)查、環(huan)(huan)境(jing)(jing)(jing)調(diao)查監測和(he)(he)環(huan)(huan)境(jing)(jing)(jing)風(feng)(feng)險評估(gu),因地制(zhi)宜制(zhi)定(ding)本(ben)地區重(zhong)點(dian)管(guan)(guan)控(kong)(kong)(kong)新(xin)污染物(wu)(wu)(wu)(wu)(wu)補充清(qing)(qing)單和(he)(he)管(guan)(guan)控(kong)(kong)(kong)方(fang)案,建立(li)健全有(you)關地方(fang)政(zheng)策標準等(deng)。(生態(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)部(bu)牽頭,工業(ye)(ye)和(he)(he)信(xin)息(xi)化部(bu)、農業(ye)(ye)農村部(bu)、商務部(bu)、國家(jia)衛生健康委(wei)、海(hai)關總署、市(shi)場監管(guan)(guan)總局(ju)、國家(jia)藥監局(ju)等(deng)按(an)職(zhi)責分工負責)

(三)嚴格源頭管控(kong),防范新(xin)污染物產(chan)生(sheng)。

8.全面(mian)落實新(xin)(xin)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)環(huan)(huan)境(jing)(jing)管(guan)(guan)理登(deng)記(ji)制(zhi)(zhi)度。嚴格執行(xing)《新(xin)(xin)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)環(huan)(huan)境(jing)(jing)管(guan)(guan)理登(deng)記(ji)辦法》,落實企業(ye)新(xin)(xin)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)環(huan)(huan)境(jing)(jing)風險防控主體責任。加強新(xin)(xin)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)環(huan)(huan)境(jing)(jing)管(guan)(guan)理登(deng)記(ji)監督,建立健(jian)全新(xin)(xin)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)登(deng)記(ji)測試(shi)數(shu)據(ju)質(zhi)(zhi)(zhi)量監管(guan)(guan)機制(zhi)(zhi),對新(xin)(xin)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)登(deng)記(ji)測試(shi)數(shu)據(ju)質(zhi)(zhi)(zhi)量進行(xing)現(xian)場核(he)查并公開核(he)查結果。建立國家和地方聯動的監督執法機制(zhi)(zhi),按照“雙隨機、一公開”原(yuan)則,將新(xin)(xin)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)環(huan)(huan)境(jing)(jing)管(guan)(guan)理事項納(na)入(ru)環(huan)(huan)境(jing)(jing)執法年度工作計劃,加大對違(wei)法企業(ye)的處罰(fa)力度。做好新(xin)(xin)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)和現(xian)有化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)環(huan)(huan)境(jing)(jing)管(guan)(guan)理銜(xian)接,完善(shan)《中(zhong)國現(xian)有化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)(zhi)名錄》。(生態環(huan)(huan)境(jing)(jing)部(bu)負責)

9.嚴(yan)格(ge)實施淘(tao)汰(tai)或限(xian)用(yong)措(cuo)施。按照(zhao)重點管控(kong)新(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)清單要求(qiu),禁(jin)(jin)止、限(xian)制(zhi)重點管控(kong)新(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)的(de)生(sheng)產(chan)、加工(gong)使用(yong)和(he)進出(chu)口(kou)(kou)。研(yan)究修訂《產(chan)業(ye)(ye)結(jie)構(gou)調(diao)(diao)整指(zhi)(zhi)導目錄(lu)》,對納(na)入(ru)《產(chan)業(ye)(ye)結(jie)構(gou)調(diao)(diao)整指(zhi)(zhi)導目錄(lu)》淘(tao)汰(tai)類(lei)的(de)工(gong)業(ye)(ye)化(hua)(hua)(hua)學品(pin)(pin)(pin)、農藥、獸藥、藥品(pin)(pin)(pin)、化(hua)(hua)(hua)妝品(pin)(pin)(pin)等,未按期淘(tao)汰(tai)的(de),依法停止其(qi)產(chan)品(pin)(pin)(pin)登記或生(sheng)產(chan)許可證核發(fa)。強化(hua)(hua)(hua)環境影響評價管理(li)(li),嚴(yan)格(ge)涉新(xin)(xin)污(wu)(wu)染(ran)物(wu)(wu)建設項目準入(ru)管理(li)(li)。將(jiang)禁(jin)(jin)止進出(chu)口(kou)(kou)的(de)化(hua)(hua)(hua)學品(pin)(pin)(pin)納(na)入(ru)禁(jin)(jin)止進(出(chu))口(kou)(kou)貨物(wu)(wu)目錄(lu),加強進出(chu)口(kou)(kou)管控(kong);將(jiang)嚴(yan)格(ge)限(xian)制(zhi)用(yong)途(tu)的(de)化(hua)(hua)(hua)學品(pin)(pin)(pin)納(na)入(ru)《中(zhong)國(guo)嚴(yan)格(ge)限(xian)制(zhi)的(de)有(you)毒化(hua)(hua)(hua)學品(pin)(pin)(pin)名錄(lu)》,強化(hua)(hua)(hua)進出(chu)口(kou)(kou)環境管理(li)(li)。依法嚴(yan)厲打擊已淘(tao)汰(tai)持久性(xing)有(you)機(ji)污(wu)(wu)染(ran)物(wu)(wu)的(de)非法生(sheng)產(chan)和(he)加工(gong)使用(yong)。(國(guo)家發(fa)展改革(ge)委、工(gong)業(ye)(ye)和(he)信息化(hua)(hua)(hua)部、生(sheng)態環境部、農業(ye)(ye)農村部、商務部、海(hai)關總署、市場監管總局(ju)、國(guo)家藥監局(ju)等按職(zhi)責分工(gong)負責)

10.加強(qiang)產(chan)品(pin)中重點管(guan)控(kong)新污(wu)染(ran)物含(han)量(liang)控(kong)制(zhi)。對(dui)采(cai)取含(han)量(liang)控(kong)制(zhi)的重點管(guan)控(kong)新污(wu)染(ran)物,將含(han)量(liang)控(kong)制(zhi)要求納入(ru)玩具、學生用品(pin)等相關產(chan)品(pin)的強(qiang)制(zhi)性國家標(biao)準(zhun)(zhun)并嚴格監(jian)督(du)落實,減少產(chan)品(pin)消費(fei)過程中造成的新污(wu)染(ran)物環(huan)(huan)境排放。將重點管(guan)控(kong)新污(wu)染(ran)物限值和禁用要求納入(ru)環(huan)(huan)境標(biao)志產(chan)品(pin)和綠(lv)色產(chan)品(pin)標(biao)準(zhun)(zhun)、認證(zheng)、標(biao)識(shi)體系(xi)。在(zai)重要消費(fei)品(pin)環(huan)(huan)境標(biao)志認證(zheng)中,對(dui)重點管(guan)控(kong)新污(wu)染(ran)物進行標(biao)識(shi)或提示(shi)。(工(gong)業(ye)和信息(xi)化(hua)部(bu)、生態環(huan)(huan)境部(bu)、農(nong)業(ye)農(nong)村部(bu)、市場監(jian)管(guan)總(zong)局(ju)等按職責分工(gong)負責)

(四)強化過程控制,減少新污染物排(pai)放。

11.加強(qiang)清潔生(sheng)產(chan)(chan)和(he)(he)綠(lv)色(se)(se)制造。對(dui)使(shi)用有(you)(you)毒(du)有(you)(you)害(hai)化(hua)(hua)學(xue)(xue)物質(zhi)進(jin)行生(sheng)產(chan)(chan)或者在生(sheng)產(chan)(chan)過(guo)程中排放(fang)有(you)(you)毒(du)有(you)(you)害(hai)化(hua)(hua)學(xue)(xue)物質(zhi)的(de)(de)企業(ye)依法實施強(qiang)制性清潔生(sheng)產(chan)(chan)審核(he),全面推(tui)進(jin)清潔生(sheng)產(chan)(chan)改(gai)造;企業(ye)應(ying)采取便于公(gong)眾知曉的(de)(de)方式公(gong)布使(shi)用有(you)(you)毒(du)有(you)(you)害(hai)原料的(de)(de)情況以及排放(fang)有(you)(you)毒(du)有(you)(you)害(hai)化(hua)(hua)學(xue)(xue)物質(zhi)的(de)(de)名(ming)稱(cheng)、濃度和(he)(he)數量等(deng)(deng)相關(guan)信息。推(tui)動將有(you)(you)毒(du)有(you)(you)害(hai)化(hua)(hua)學(xue)(xue)物質(zhi)的(de)(de)替代和(he)(he)排放(fang)控制要求納入(ru)綠(lv)色(se)(se)產(chan)(chan)品(pin)、綠(lv)色(se)(se)園區、綠(lv)色(se)(se)工(gong)廠(chang)和(he)(he)綠(lv)色(se)(se)供應(ying)鏈等(deng)(deng)綠(lv)色(se)(se)制造標準(zhun)體(ti)系(xi)。(國家發展(zhan)改(gai)革(ge)委、工(gong)業(ye)和(he)(he)信息化(hua)(hua)部(bu)、生(sheng)態環境(jing)部(bu)、住(zhu)房城(cheng)鄉建設部(bu)、市場監管總局(ju)等(deng)(deng)按(an)職責(ze)分工(gong)負(fu)責(ze))

12.規(gui)范抗生素類藥(yao)(yao)品使(shi)用(yong)管(guan)理。研究(jiu)抗菌藥(yao)(yao)物(wu)環(huan)境危害性(xing)評估(gu)制(zhi)度,在獸(shou)用(yong)抗菌藥(yao)(yao)注冊登記環(huan)節對新品種開展抗菌藥(yao)(yao)物(wu)環(huan)境危害性(xing)評估(gu)。加強(qiang)抗菌藥(yao)(yao)物(wu)臨床應用(yong)管(guan)理,嚴格落實零售藥(yao)(yao)店(dian)憑處(chu)方銷售處(chu)方藥(yao)(yao)類抗菌藥(yao)(yao)物(wu)。加強(qiang)獸(shou)用(yong)抗菌藥(yao)(yao)監督管(guan)理,實施獸(shou)用(yong)抗菌藥(yao)(yao)使(shi)用(yong)減量化(hua)行(xing)動(dong),推行(xing)憑獸(shou)醫處(chu)方銷售使(shi)用(yong)獸(shou)用(yong)抗菌藥(yao)(yao)。(生態環(huan)境部、農(nong)業農(nong)村部、國(guo)家(jia)衛生健(jian)康委(wei)、國(guo)家(jia)藥(yao)(yao)監局(ju)等按職責(ze)分工負責(ze))
