工(gong)業(ye)(ye)是國民經(jing)濟(ji)的主體,工(gong)業(ye)(ye)穩則經(jing)濟(ji)穩。為深入貫徹習近平新(xin)時代中國特色社(she)會(hui)主義思想,認(ren)真落實(shi)黨(dang)中央、國務院決策部署,堅持(chi)穩中求進工(gong)作(zuo)總(zong)基(ji)調(diao),立(li)足新(xin)發(fa)(fa)(fa)展(zhan)(zhan)階段(duan),完整(zheng)、準(zhun)確、全面貫徹新(xin)發(fa)(fa)(fa)展(zhan)(zhan)理念(nian),加快構建新(xin)發(fa)(fa)(fa)展(zhan)(zhan)格局,推(tui)動高質(zhi)量發(fa)(fa)(fa)展(zhan)(zhan),堅持(chi)以深化(hua)(hua)供給側結(jie)構性改革(ge)為主線,統籌疫(yi)情防控和經(jing)濟(ji)社(she)會(hui)發(fa)(fa)(fa)展(zhan)(zhan),堅持(chi)目標導(dao)向(xiang)、問題(ti)導(dao)向(xiang),做好(hao)宏觀(guan)政策預調(diao)微調(diao)和跨周期調(diao)節,精準(zhun)打通(tong)產業(ye)(ye)鏈供應鏈堵點卡點,挖掘市場需求潛力,強(qiang)化(hua)(hua)政策扶持(chi),優化(hua)(hua)發(fa)(fa)(fa)展(zhan)(zhan)環境,保(bao)持(chi)良(liang)好(hao)增(zeng)長(chang)預期,激(ji)發(fa)(fa)(fa)市場主體活力,振作(zuo)工(gong)業(ye)(ye)經(jing)濟(ji)運行,推(tui)動工(gong)業(ye)(ye)高質(zhi)量發(fa)(fa)(fa)展(zhan)(zhan),國家發(fa)(fa)(fa)展(zhan)(zhan)改革(ge)委、工(gong)業(ye)(ye)和信息(xi)化(hua)(hua)部會(hui)同有關方面制定(ding)了(le)本實(shi)施方案(an)。
一、打通(tong)堵點卡點,確保工業經濟循(xun)環暢通(tong)
(一)扎實(shi)推進(jin)能(neng)(neng)源安全(quan)(quan)保供。充分發揮煤(mei)(mei)電(dian)油(you)氣運保障工(gong)(gong)(gong)作(zuo)部(bu)際(ji)協調機制(zhi)作(zuo)用(yong)(yong),加強資(zi)源統籌調度,推進(jin)煤(mei)(mei)炭(tan)優質(zhi)產能(neng)(neng)充分釋放(fang),提(ti)(ti)高發電(dian)供熱化(hua)肥用(yong)(yong)煤(mei)(mei)中(zhong)長期合同履約水平,推動(dong)煤(mei)(mei)電(dian)企業(ye)提(ti)(ti)高發電(dian)出力。制(zhi)定好能(neng)(neng)源保供應急預案,做實(shi)做細能(neng)(neng)源電(dian)力保供工(gong)(gong)(gong)作(zuo),保障民生和(he)重點(dian)用(yong)(yong)戶用(yong)(yong)能(neng)(neng)需求。對煤(mei)(mei)電(dian)和(he)供熱企業(ye)今年四季度的(de)應繳(jiao)(jiao)稅款全(quan)(quan)部(bu)暫緩繳(jiao)(jiao)納。完(wan)善(shan)能(neng)(neng)耗雙(shuang)控(kong)(kong)有關政(zheng)(zheng)策,嚴格(ge)能(neng)(neng)耗強度管控(kong)(kong),多措并舉有效增(zeng)強能(neng)(neng)源消費總量管理彈性,保障工(gong)(gong)(gong)業(ye)發展合理用(yong)(yong)能(neng)(neng)。嚴厲(li)打擊散布虛假信(xin)息、哄(hong)抬價格(ge)等各類違法行為和(he)資(zi)本(ben)無序炒作(zuo)。(發展改革委(wei)、工(gong)(gong)(gong)業(ye)和(he)信(xin)息化(hua)部(bu)、財(cai)政(zheng)(zheng)部(bu)、國資(zi)委(wei)、稅務總局(ju)、市場監(jian)管總局(ju)、能(neng)(neng)源局(ju)按職責(ze)(ze)分工(gong)(gong)(gong)負(fu)責(ze)(ze))
(二)做好大宗(zong)(zong)原材(cai)料(liao)保供(gong)穩價。持續密切監測大宗(zong)(zong)原材(cai)料(liao)市(shi)場供(gong)需(xu)和(he)價格變化(hua),大力增加大宗(zong)(zong)原材(cai)料(liao)市(shi)場有效供(gong)給,靈活運用國家儲備開展市(shi)場調節。實施好《重要商(shang)(shang)品和(he)服務價格指數行(xing)(xing)為管(guan)理(li)辦法(試(shi)行(xing)(xing))》,加強信(xin)息發(fa)布解讀,促進規范運行(xing)(xing)。進一步強化(hua)大宗(zong)(zong)商(shang)(shang)品期現貨市(shi)場監管(guan),堅(jian)決遏制過(guo)度(du)投機(ji)炒作(zuo)。(發(fa)展改革(ge)委(wei)、工(gong)業和(he)信(xin)息化(hua)部、商(shang)(shang)務部、國資委(wei)、市(shi)場監管(guan)總(zong)局、證監會(hui)按職(zhi)責(ze)分工(gong)負責(ze))
(三)保(bao)持重(zhong)點(dian)(dian)產(chan)(chan)業(ye)鏈(lian)(lian)(lian)供(gong)應鏈(lian)(lian)(lian)順暢(chang)。強(qiang)化(hua)對重(zhong)點(dian)(dian)行業(ye)的運行監測,建立完善(shan)(shan)產(chan)(chan)業(ye)鏈(lian)(lian)(lian)供(gong)應鏈(lian)(lian)(lian)苗頭性問題預警機制,加強(qiang)問題分(fen)析研判,積極(ji)應對突發情況,及(ji)時處置(zhi)潛在(zai)風險。加快(kuai)關鍵核(he)心技(ji)術創新和(he)迭代應用(yong)(yong),加大“首(shou)臺套”“首(shou)批次(ci)”應用(yong)(yong)政(zheng)策支持力度。發揮“鏈(lian)(lian)(lian)主”企(qi)業(ye)作用(yong)(yong),優(you)化(hua)產(chan)(chan)業(ye)鏈(lian)(lian)(lian)資源配置(zhi)。聚焦新能(neng)源汽車(che)、醫療(liao)裝備等重(zhong)點(dian)(dian)領域(yu),實施重(zhong)點(dian)(dian)領域(yu)“1+N”產(chan)(chan)業(ye)鏈(lian)(lian)(lian)供(gong)應鏈(lian)(lian)(lian)貫通(tong)工(gong)程,推動(dong)(dong)產(chan)(chan)業(ye)鏈(lian)(lian)(lian)上中(zhong)(zhong)下游、大中(zhong)(zhong)小企(qi)業(ye)融通(tong)創新,促進(jin)產(chan)(chan)業(ye)鏈(lian)(lian)(lian)供(gong)應鏈(lian)(lian)(lian)貫通(tong)發展。深入開展全國(guo)供(gong)應鏈(lian)(lian)(lian)創新與應用(yong)(yong)示范創建。完善(shan)(shan)國(guo)家質(zhi)量基礎設(she)施,推行一站式服(fu)務,深入開展質(zhi)量提升行動(dong)(dong)。(發展改革委(wei)、科技(ji)部、工(gong)業(ye)和(he)信息化(hua)部、商務部、國(guo)資委(wei)、市場監管總局按職責(ze)分(fen)工(gong)負責(ze))
二、挖掘需求(qiu)潛力,拓展工業經濟市場空間
(四(si))促進重(zhong)(zhong)大(da)(da)項目落地(di)見效。加快(kuai)(kuai)“十四(si)五(wu)”規劃重(zhong)(zhong)大(da)(da)工(gong)(gong)(gong)程、區(qu)域重(zhong)(zhong)大(da)(da)戰略規劃及年度工(gong)(gong)(gong)作安排(pai)明確的(de)(de)重(zhong)(zhong)大(da)(da)項目實(shi)(shi)施,推進具備條件的(de)(de)重(zhong)(zhong)大(da)(da)項目抓(zhua)緊(jin)上馬,能開(kai)工(gong)(gong)(gong)的(de)(de)項目盡快(kuai)(kuai)開(kai)工(gong)(gong)(gong)建(jian)設(she),在(zai)建(jian)項目加快(kuai)(kuai)建(jian)設(she)進度,爭取早(zao)日(ri)竣工(gong)(gong)(gong)投產。在(zai)5G、千兆光網等領(ling)域布局一(yi)批(pi)新(xin)型基礎設(she)施項目。盡快(kuai)(kuai)啟動一(yi)體化大(da)(da)數據中心樞(shu)紐節點建(jian)設(she)工(gong)(gong)(gong)程和(he)中西部(bu)中小城市基礎網絡完善工(gong)(gong)(gong)程。發揮國家和(he)地(di)方重(zhong)(zhong)大(da)(da)外資項目專(zhuan)班作用,加快(kuai)(kuai)推動先進制(zhi)造業(ye)等領(ling)域重(zhong)(zhong)大(da)(da)外資項目落地(di)實(shi)(shi)施。(發展改革委、工(gong)(gong)(gong)業(ye)和(he)信(xin)息(xi)化部(bu)、商務部(bu)、國資委按(an)職責分工(gong)(gong)(gong)負責)
(五(wu))大力推動(dong)企(qi)業(ye)(ye)技(ji)術(shu)改(gai)造。修訂產(chan)業(ye)(ye)結(jie)構調(diao)整指導(dao)(dao)目錄(lu),引導(dao)(dao)企(qi)業(ye)(ye)加快技(ji)術(shu)改(gai)造和(he)(he)設備更新。實(shi)施工業(ye)(ye)企(qi)業(ye)(ye)技(ji)術(shu)改(gai)造投(tou)資升級導(dao)(dao)向計劃(hua)。在鋼鐵(tie)、有色、建(jian)材、石化(hua)、煤電等重點領域組(zu)織開(kai)展技(ji)術(shu)改(gai)造,推動(dong)智(zhi)能制造示范工廠建(jian)設,實(shi)施生產(chan)線(xian)和(he)(he)工業(ye)(ye)母機(ji)改(gai)造,補齊關鍵(jian)技(ji)術(shu)短板,提高產(chan)品供(gong)給質(zhi)量。加快工業(ye)(ye)互聯網建(jian)設和(he)(he)普及(ji)應用,促進(jin)傳統產(chan)業(ye)(ye)企(qi)業(ye)(ye)依托工業(ye)(ye)互聯網開(kai)展數字化(hua)轉型(xing)。開(kai)展質(zhi)量技(ji)術(shu)幫扶(fu)“巡回問(wen)診”,鼓(gu)勵企(qi)業(ye)(ye)建(jian)立質(zhi)量追溯(su)機(ji)制,有效落實(shi)企(qi)業(ye)(ye)質(zhi)量主體責任。(發展改(gai)革委、工業(ye)(ye)和(he)(he)信息化(hua)部、市場監管總局、能源局按職(zhi)責分工負責)
(六)培育新業(ye)(ye)態新模(mo)式。深入推(tui)進國(guo)(guo)家(jia)戰略性(xing)新興產(chan)業(ye)(ye)集群(qun)發(fa)展(zhan)工(gong)程,構建(jian)一批各具特(te)色、優勢(shi)互補(bu)、結構合理的戰略性(xing)新興產(chan)業(ye)(ye)增長(chang)引擎。前瞻謀(mou)劃(hua)未來產(chan)業(ye)(ye),組(zu)織(zhi)實施(shi)未來產(chan)業(ye)(ye)孵化(hua)與(yu)加速計(ji)劃(hua),推(tui)動建(jian)設一批國(guo)(guo)家(jia)未來產(chan)業(ye)(ye)先導(dao)試(shi)驗(yan)區。支持制(zhi)造(zao)業(ye)(ye)大(da)型企業(ye)(ye)為產(chan)業(ye)(ye)鏈上下游企業(ye)(ye)提供研發(fa)設計(ji)、創(chuang)業(ye)(ye)孵化(hua)、計(ji)量測試(shi)、檢驗(yan)檢測等服(fu)(fu)務(wu)。深化(hua)新一代信息(xi)(xi)技術與(yu)制(zhi)造(zao)業(ye)(ye)融合應(ying)用。深入開展(zhan)科創(chuang)服(fu)(fu)務(wu)領域標準化(hua)建(jian)設行動,推(tui)動制(zhi)造(zao)服(fu)(fu)務(wu)業(ye)(ye)標準體系逐步完(wan)善。(發(fa)展(zhan)改革委、科技部、工(gong)業(ye)(ye)和信息(xi)(xi)化(hua)部、市場監管總局按(an)職責分(fen)工(gong)負責)
(七)釋放重點(dian)領域消費(fei)潛力。加快新(xin)能(neng)(neng)源汽(qi)車推(tui)廣(guang)(guang)應(ying)用,加快充電(dian)(dian)(dian)(dian)樁(zhuang)、換電(dian)(dian)(dian)(dian)站等配(pei)套設(she)(she)施建設(she)(she)。健(jian)全家(jia)電(dian)(dian)(dian)(dian)回收處理(li)體系,實施家(jia)電(dian)(dian)(dian)(dian)生(sheng)產者回收目標責任(ren)制(zhi)。鼓勵有條件的(de)地方在(zai)家(jia)電(dian)(dian)(dian)(dian)等領域推(tui)出新(xin)一輪以舊(jiu)換新(xin)行動(dong)。鼓勵開展(zhan)新(xin)能(neng)(neng)源汽(qi)車、智(zhi)能(neng)(neng)家(jia)電(dian)(dian)(dian)(dian)、綠色建材下鄉行動(dong)。面向北京冬奧(ao)會轉播(bo)等重大場景(jing)促進超高清視頻落地推(tui)廣(guang)(guang)。推(tui)動(dong)傳統線下業(ye)(ye)態供(gong)應(ying)鏈和運營管(guan)理(li)數字化(hua)改(gai)造,發(fa)展(zhan)新(xin)型信息消費(fei)。加大線上線下融合(he)力度,擴大自主(zhu)品牌消費(fei)和線上新(xin)型消費(fei),促進老字號創新(xin)發(fa)展(zhan),高水平(ping)辦好中國品牌日(ri)活動(dong)。(發(fa)展(zhan)改(gai)革(ge)委(wei)(wei)、工(gong)業(ye)(ye)和信息化(hua)部(bu)、財政部(bu)、商務部(bu)、國資委(wei)(wei)、能(neng)(neng)源局按職責分(fen)工(gong)負責)
(八)提(ti)高外(wai)資利用(yong)水(shui)平。出(chu)臺2021年版外(wai)資準(zhun)入負面清(qing)單,進(jin)一步放寬制造(zao)業(ye)(ye)等領域(yu)限制。開(kai)展國際(ji)產業(ye)(ye)投(tou)資合作系列(lie)活動(dong),搭建(jian)外(wai)資企業(ye)(ye)和(he)地方溝通交(jiao)流平臺。適時修訂《鼓勵外(wai)商(shang)投(tou)資產業(ye)(ye)目錄》,鼓勵外(wai)商(shang)投(tou)資制造(zao)業(ye)(ye)。(發展改革(ge)委、商(shang)務部按職責分工負責)

三、強化政(zheng)策扶持,健(jian)全工業經濟保障措施
(十(shi))完(wan)善(shan)重點行(xing)業發(fa)(fa)展(zhan)(zhan)政策(ce)。持(chi)續(xu)鞏固提升鋼鐵化解過剩產(chan)(chan)能工(gong)(gong)作成果,對(dui)違法違規(gui)問題保持(chi)零(ling)容忍高壓態勢。完(wan)善(shan)汽車產(chan)(chan)業投資管理(li),統籌優化產(chan)(chan)業布局,支持(chi)新(xin)能源汽車加快(kuai)發(fa)(fa)展(zhan)(zhan)。優化石(shi)化產(chan)(chan)業規(gui)劃布局,有(you)序推(tui)(tui)(tui)進煉化一體化項目建設。積(ji)極推(tui)(tui)(tui)動(dong)綠(lv)色智(zhi)能船(chuan)舶(bo)示范應用,加快(kuai)推(tui)(tui)(tui)進沿海、內河老舊船(chuan)舶(bo)更新(xin)改(gai)造(zao)。實施5G應用“揚帆”行(xing)動(dong)計(ji)劃(2021—2023年)。組織(zhi)開展(zhan)(zhan)先進制造(zao)業和現代(dai)服務業融合發(fa)(fa)展(zhan)(zhan)試(shi)點,探(tan)索推(tui)(tui)(tui)廣(guang)“兩業融合”新(xin)路徑(jing)新(xin)模式。(發(fa)(fa)展(zhan)(zhan)改(gai)革委、工(gong)(gong)業和信(xin)息(xi)化部、國資委按職責(ze)分工(gong)(gong)負責(ze))
(十一)優化(hua)重(zhong)點(dian)區(qu)(qu)域(yu)政(zheng)策體系。聚焦粵港澳大灣區(qu)(qu)、長三角、京(jing)津冀等重(zhong)點(dian)區(qu)(qu)域(yu)產業(ye)發展(zhan)(zhan)重(zhong)大任務,落實(shi)長江經濟帶(dai)、黃(huang)河流域(yu)等區(qu)(qu)域(yu)發展(zhan)(zhan)有關重(zhong)大部(bu)署,結(jie)合(he)區(qu)(qu)域(yu)特點(dian)制定完善(shan)當地(di)發展(zhan)(zhan)規劃、產業(ye)政(zheng)策以及優化(hua)營商(shang)環境行動方(fang)案,加大精準支持(chi)力度,提升(sheng)產業(ye)支撐能力。發揮國(guo)家級新區(qu)(qu)、承接產業(ye)轉移示范區(qu)(qu)等作用(yong),有序承接國(guo)內外產業(ye)轉移。鼓(gu)勵地(di)方(fang)立足(zu)自(zi)身(shen)特色(se)(se)和(he)(he)優勢(shi),打造戰略性新興產業(ye)集(ji)群(qun),培(pei)育發展(zhan)(zhan)先進制造業(ye)集(ji)群(qun),構建各(ge)具(ju)特色(se)(se)、優勢(shi)互補、結(jie)構合(he)理(li)的集(ji)群(qun)發展(zhan)(zhan)格局。不斷(duan)總結(jie)和(he)(he)宣傳推廣地(di)方(fang)和(he)(he)企業(ye)振作工業(ye)經濟好(hao)經驗好(hao)做法。(發展(zhan)(zhan)改革(ge)委、工業(ye)和(he)(he)信息化(hua)部(bu)、全國(guo)工商(shang)聯按職責分工負(fu)責)
(十二)強化能(neng)效(xiao)標(biao)準(zhun)(zhun)引(yin)領。科(ke)學(xue)確(que)定石化、有色、建材(cai)等(deng)(deng)重(zhong)點領域能(neng)效(xiao)標(biao)桿水平(ping)(ping)和基準(zhun)(zhun)水平(ping)(ping),明(ming)確(que)目(mu)(mu)標(biao)方(fang)向(xiang),突出標(biao)準(zhun)(zhun)引(yin)領,嚴格能(neng)效(xiao)約束,組織一批節(jie)能(neng)降(jiang)碳(tan)技術(shu)(shu)改(gai)造項(xiang)目(mu)(mu),開展(zhan)節(jie)能(neng)降(jiang)碳(tan)技術(shu)(shu)示范應(ying)用,提(ti)高行(xing)業節(jie)能(neng)降(jiang)碳(tan)水平(ping)(ping)。推(tui)動(dong)鋼鐵(tie)、電解鋁、水泥、平(ping)(ping)板玻璃等(deng)(deng)重(zhong)點行(xing)業和數據中心加(jia)(jia)大節(jie)能(neng)力度,加(jia)(jia)快(kuai)工業節(jie)能(neng)減(jian)碳(tan)技術(shu)(shu)裝(zhuang)備推(tui)廣應(ying)用。加(jia)(jia)大能(neng)耗(hao)標(biao)準(zhun)(zhun)制(zhi)修訂、宣貫(guan)推(tui)廣工作力度,建立動(dong)態提(ti)高能(neng)效(xiao)標(biao)桿水平(ping)(ping)和基準(zhun)(zhun)水平(ping)(ping)機制(zhi),完善能(neng)源(yuan)核算、檢測認證、評估、審計(ji)等(deng)(deng)配(pei)套標(biao)準(zhun)(zhun)。(發展(zhan)改(gai)革委、工業和信(xin)息(xi)化部、市場監(jian)管總(zong)局按職責分工負(fu)責)
(十三(san))加大制(zhi)(zhi)(zhi)造(zao)業融(rong)資(zi)(zi)(zi)支(zhi)(zhi)持。緊(jin)密結合(he)制(zhi)(zhi)(zhi)造(zao)業企業生產經營(ying)周期,合(he)理確(que)定融(rong)資(zi)(zi)(zi)期限,增加制(zhi)(zhi)(zhi)造(zao)業中長(chang)期貸款投放,提升融(rong)資(zi)(zi)(zi)支(zhi)(zhi)持的精準(zhun)性和有效性。完善制(zhi)(zhi)(zhi)造(zao)業中長(chang)期融(rong)資(zi)(zi)(zi)考核評(ping)價機制(zhi)(zhi)(zhi)。開展“補(bu)貸保”聯動試點。支(zhi)(zhi)持符合(he)條件(jian)的企業發(fa)行(xing)公司(si)信(xin)用(yong)類債券,推(tui)廣以信(xin)息(xi)共享為基(ji)礎的“信(xin)易(yi)貸”模式。穩妥推(tui)進(jin)基(ji)礎設施(shi)領(ling)域不動產投資(zi)(zi)(zi)信(xin)托基(ji)金(REITs)試點,完善配套支(zhi)(zhi)持機制(zhi)(zhi)(zhi)。深化產融(rong)合(he)作(zuo)(zuo),完善綠色(se)金融(rong)標準(zhun)體系(xi)和評(ping)價機制(zhi)(zhi)(zhi),落實產融(rong)合(he)作(zuo)(zuo)推(tui)動工(gong)業綠色(se)發(fa)展專項(xiang)(xiang)政策(ce),建(jian)立工(gong)業綠色(se)發(fa)展指導(dao)目錄和項(xiang)(xiang)目庫,發(fa)揮國(guo)家(jia)產融(rong)合(he)作(zuo)(zuo)平臺作(zuo)(zuo)用(yong),引導(dao)金融(rong)資(zi)(zi)(zi)源向(xiang)工(gong)業綠色(se)低(di)碳(tan)領(ling)域匯聚。(發(fa)展改革委、工(gong)業和信(xin)息(xi)化部、人民銀行(xing)、銀保監會、證監會按職責分工(gong)負責)
