交通運輸(shu)“十(shi)四五”立法規劃
為科學統籌“十四五”期交(jiao)通(tong)(tong)運輸立(li)法(fa)(fa)工作,切(qie)實增(zeng)強(qiang)立(li)法(fa)(fa)的(de)(de)及時性(xing)、系統性(xing)、針(zhen)對性(xing)、有效(xiao)性(xing),根據《中(zhong)共中(zhong)央關于(yu)全面(mian)推進依(yi)法(fa)(fa)治國(guo)若干重大(da)問題的(de)(de)決定》《交(jiao)通(tong)(tong)強(qiang)國(guo)建設綱要》《國(guo)家綜合立(li)體交(jiao)通(tong)(tong)網規(gui)劃(hua)綱要》《交(jiao)通(tong)(tong)運輸部關于(yu)完善綜合交(jiao)通(tong)(tong)法(fa)(fa)規(gui)體系的(de)(de)意(yi)見》,制定本規(gui)劃(hua)。
一(yi)、現狀(zhuang)與形勢
(一(yi))發展基礎。
一是(shi)構(gou)建綜(zong)合(he)交(jiao)通(tong)(tong)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)體(ti)系(xi)框架。立(li)(li)足綜(zong)合(he)交(jiao)通(tong)(tong)運(yun)輸發展謀篇布(bu)(bu)局,構(gou)建了由跨運(yun)輸方式法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)系(xi)統(tong)、鐵路法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)系(xi)統(tong)、公路法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)系(xi)統(tong)、水路法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)系(xi)統(tong)、民(min)航法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)系(xi)統(tong)、郵政(zheng)(zheng)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)系(xi)統(tong)等六個系(xi)統(tong)構(gou)成(cheng)的綜(zong)合(he)交(jiao)通(tong)(tong)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)體(ti)系(xi)框架。截至(zhi)“十三(san)五(wu)”期末,形成(cheng)了包(bao)括8部(bu)法(fa)(fa)(fa)(fa)(fa)律(lv)、43部(bu)行(xing)政(zheng)(zheng)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)、300部(bu)地方性法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)、288件(jian)部(bu)門(men)規(gui)(gui)(gui)(gui)章(zhang)、290件(jian)地方政(zheng)(zheng)府規(gui)(gui)(gui)(gui)章(zhang)的綜(zong)合(he)交(jiao)通(tong)(tong)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)體(ti)系(xi),使(shi)交(jiao)通(tong)(tong)運(yun)輸各領(ling)域、各門(men)類基(ji)本做到有法(fa)(fa)(fa)(fa)(fa)可(ke)依。二是(shi)法(fa)(fa)(fa)(fa)(fa)律(lv)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)規(gui)(gui)(gui)(gui)章(zhang)制修(xiu)訂工(gong)作(zuo)取得積極進展。新(xin)修(xiu)訂的《中(zhong)華人民(min)共和(he)國(guo)(guo)海上交(jiao)通(tong)(tong)安(an)全法(fa)(fa)(fa)(fa)(fa)》頒布(bu)(bu)實(shi)施,全面提(ti)(ti)升(sheng)海上交(jiao)通(tong)(tong)安(an)全管(guan)理水平(ping)。《快遞(di)暫行(xing)條例》頒布(bu)(bu)實(shi)施,有效(xiao)促(cu)進快遞(di)業(ye)提(ti)(ti)質升(sheng)級。落實(shi)國(guo)(guo)務(wu)(wu)院關(guan)于“放管(guan)服”改革、“證照分離”改革要(yao)求以及黨和(he)國(guo)(guo)家(jia)機(ji)(ji)(ji)(ji)構(gou)改革部(bu)署(shu)要(yao)求,修(xiu)改法(fa)(fa)(fa)(fa)(fa)律(lv)8件(jian)次(ci)(ci)、行(xing)政(zheng)(zheng)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)23件(jian)次(ci)(ci),有效(xiao)促(cu)進立(li)(li)法(fa)(fa)(fa)(fa)(fa)與改革決策相銜(xian)接(jie)。將8件(jian)行(xing)業(ye)發展急需(xu)的法(fa)(fa)(fa)(fa)(fa)律(lv)、行(xing)政(zheng)(zheng)法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)草(cao)案送審稿報送國(guo)(guo)務(wu)(wu)院。出臺了加(jia)強安(an)全生(sheng)產、服務(wu)(wu)群眾出行(xing)、優(you)化營商環(huan)境(jing)、防治污染等方面的部(bu)門(men)規(gui)(gui)(gui)(gui)章(zhang)234件(jian)。三(san)是(shi)立(li)(li)法(fa)(fa)(fa)(fa)(fa)工(gong)作(zuo)領(ling)導和(he)運(yun)行(xing)機(ji)(ji)(ji)(ji)制不斷完善(shan)。交(jiao)通(tong)(tong)運(yun)輸部(bu)黨組加(jia)強對交(jiao)通(tong)(tong)運(yun)輸立(li)(li)法(fa)(fa)(fa)(fa)(fa)工(gong)作(zuo)的領(ling)導。頒布(bu)(bu)了《交(jiao)通(tong)(tong)運(yun)輸法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)制定(ding)程(cheng)序規(gui)(gui)(gui)(gui)定(ding)》,全方位規(gui)(gui)(gui)(gui)范法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)立(li)(li)項(xiang)、起草(cao)、論證、協調、審議工(gong)作(zuo)流(liu)程(cheng)。健(jian)全開(kai)門(men)立(li)(li)法(fa)(fa)(fa)(fa)(fa)、民(min)主立(li)(li)法(fa)(fa)(fa)(fa)(fa)、專家(jia)參與工(gong)作(zuo)機(ji)(ji)(ji)(ji)制,完善(shan)法(fa)(fa)(fa)(fa)(fa)律(lv)顧(gu)問(wen)和(he)公職律(lv)師制度,充(chong)分聽取吸收(shou)各有關(guan)方面意見。健(jian)全法(fa)(fa)(fa)(fa)(fa)規(gui)(gui)(gui)(gui)清理工(gong)作(zuo)機(ji)(ji)(ji)(ji)制。
與此同(tong)時(shi),交通(tong)運(yun)輸立(li)法工作還(huan)存在以下突(tu)出(chu)問題:一(yi)是綜(zong)合交通(tong)運(yun)輸法規尚存空白(bai),部(bu)分重點(dian)立(li)法項目尚未(wei)取得(de)實(shi)(shi)質性突(tu)破,還(huan)需(xu)(xu)要爭(zheng)取理解(jie)、擴大共識。二是旺(wang)盛的(de)立(li)法需(xu)(xu)求(qiu)與有(you)限(xian)的(de)立(li)法資源的(de)矛盾還(huan)沒有(you)得(de)到有(you)效(xiao)解(jie)決,立(li)法工作的(de)計劃性、統籌性、協調性有(you)待進(jin)一(yi)步增(zeng)強。三是立(li)法工作的(de)實(shi)(shi)效(xiao)性有(you)待進(jin)一(yi)步提高,需(xu)(xu)要進(jin)一(yi)步突(tu)出(chu)問題導向,精(jing)準回應行業發展需(xu)(xu)求(qiu)。
(二(er))形勢要求(qiu)。
“十四(si)五(wu)(wu)”時期是加快(kuai)建(jian)設(she)交(jiao)通(tong)強(qiang)國的第一(yi)個五(wu)(wu)年期,是推(tui)動交(jiao)通(tong)運輸(shu)高(gao)質(zhi)量發(fa)(fa)展(zhan)的重要時期,迫(po)切需要更好發(fa)(fa)揮(hui)立法的引領和推(tui)動作用(yong),在法治軌(gui)道(dao)上促進(jin)交(jiao)通(tong)運輸(shu)各(ge)方面制度更加成熟、更加定型,以高(gao)質(zhi)量立法保障和促進(jin)交(jiao)通(tong)運輸(shu)高(gao)質(zhi)量發(fa)(fa)展(zhan)。
“十(shi)四五”時期,交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)(shu)立(li)法(fa)(fa)(fa)工(gong)作要(yao)緊扣中央重(zhong)大戰略決策(ce)部署,聚(ju)焦(jiao)行業(ye)改革(ge)發(fa)展重(zhong)點(dian),確保(bao)重(zhong)大立(li)法(fa)(fa)(fa)項目取得突破(po)性(xing)進展,助力(li)加(jia)快建(jian)設(she)(she)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)強國、推動(dong)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)(shu)高(gao)質(zhi)量發(fa)展。要(yao)立(li)足新(xin)發(fa)展階(jie)段,貫(guan)徹新(xin)發(fa)展理(li)念,服務構建(jian)新(xin)發(fa)展格(ge)局(ju),著(zhu)力(li)補短板、填空(kong)白、強弱項,持續降(jiang)低制(zhi)度性(xing)交(jiao)(jiao)(jiao)(jiao)(jiao)易成本,推進交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)(shu)對外開放合(he)作,推動(dong)形成統(tong)一開放的交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)(shu)市(shi)場。要(yao)落實(shi)(shi)全面依法(fa)(fa)(fa)治國、建(jian)設(she)(she)交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)(shu)法(fa)(fa)(fa)治政府(fu)部門要(yao)求,通(tong)(tong)(tong)過(guo)加(jia)強和改進立(li)法(fa)(fa)(fa)工(gong)作,保(bao)障改革(ge),促進發(fa)展,維護穩定,防范風險,實(shi)(shi)現交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)(shu)行業(ye)長治久安。要(yao)更加(jia)注重(zhong)擴大社(she)會(hui)參與、回應(ying)社(she)會(hui)關切、解決實(shi)(shi)際(ji)問題,不斷增(zeng)強人民群(qun)眾的獲得感、幸福感、安全感,建(jian)設(she)(she)人民滿意交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)。要(yao)提升(sheng)立(li)法(fa)(fa)(fa)質(zhi)量,在(zai)法(fa)(fa)(fa)治軌道上促進制(zhi)度建(jian)設(she)(she)和治理(li)效能(neng)更好轉化(hua)融合(he),實(shi)(shi)現交(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)運(yun)輸(shu)(shu)行業(ye)良法(fa)(fa)(fa)善治。
二、總體要求
(一)指導思(si)想。
以習近(jin)平(ping)新(xin)時代中國特色社(she)會(hui)主(zhu)義思想為(wei)指導,全(quan)面貫徹黨的(de)十九大(da)和十九屆二(er)中、三中、四(si)中、五中全(quan)會(hui)精神,深入貫徹落(luo)實習近(jin)平(ping)法(fa)(fa)治(zhi)思想,圍繞黨中央重(zhong)大(da)戰略(lve)決策部署(shu),聚焦(jiao)加快(kuai)(kuai)建設交(jiao)通強國目標任(ren)務,積極(ji)回應行業發展需求和社(she)會(hui)重(zhong)大(da)關切,以深入推進科學立(li)法(fa)(fa)、民主(zhu)立(li)法(fa)(fa)、依法(fa)(fa)立(li)法(fa)(fa)為(wei)主(zhu)線,以完善綜合交(jiao)通法(fa)(fa)規(gui)體系,協調、促(cu)進不同運輸方式法(fa)(fa)律制(zhi)度有效銜(xian)接為(wei)著(zhu)力點,加快(kuai)(kuai)立(li)法(fa)(fa)步伐(fa),提高(gao)立(li)法(fa)(fa)質量,為(wei)“十四(si)五”時期交(jiao)通運輸高(gao)質量發展提供(gong)有力的(de)法(fa)(fa)治(zhi)保(bao)障。
(二)基(ji)本原則。
堅持立法(fa)(fa)為民(min)(min)(min),建設人(ren)民(min)(min)(min)滿意(yi)交通。始終(zhong)堅持以人(ren)民(min)(min)(min)為中心的(de)發展思想,恪(ke)守立法(fa)(fa)為民(min)(min)(min)理念(nian),不斷拓寬人(ren)民(min)(min)(min)有序參與立法(fa)(fa)的(de)途(tu)徑,確保每一項法(fa)(fa)律(lv)制度體現人(ren)民(min)(min)(min)利益、反映人(ren)民(min)(min)(min)愿望、維護(hu)人(ren)民(min)(min)(min)權益、增進人(ren)民(min)(min)(min)福祉。
堅(jian)持統(tong)籌有序,確保取(qu)得重(zhong)點突(tu)破。統(tong)籌各方(fang)面立(li)(li)法(fa)(fa)需求,科學(xue)配置立(li)(li)法(fa)(fa)資源,突(tu)出落實中央(yang)決策部署、改(gai)革發(fa)展(zhan)急(ji)需、社(she)會重(zhong)大(da)關(guan)切(qie)的(de)重(zhong)大(da)立(li)(li)法(fa)(fa)項目,聚焦重(zhong)點問題、核心(xin)制度,加快(kuai)重(zhong)點領域立(li)(li)法(fa)(fa)進程,確保重(zhong)大(da)立(li)(li)法(fa)(fa)項目取(qu)得突(tu)破性進展(zhan)。
堅持問題(ti)導向,緊扣改革(ge)發(fa)展需求。抓住(zhu)“十(shi)四五”時期交通運輸改革(ge)發(fa)展實(shi)踐需求,將立(li)(li)法(fa)(fa)工作重點更多放在解決(jue)各(ge)種運輸方式發(fa)展不平衡不充分的制(zhi)度性突出問題(ti)上,彌補相關法(fa)(fa)律(lv)制(zhi)度的短板和缺(que)項,切實(shi)做到“針(zhen)對問題(ti)立(li)(li)法(fa)(fa)、立(li)(li)法(fa)(fa)解決(jue)實(shi)際問題(ti)”。
堅持科(ke)學立(li)法(fa),切實提(ti)高立(li)法(fa)質(zhi)量(liang)(liang)。深入貫徹(che)新發(fa)展理念(nian),不斷(duan)加強和改(gai)進立(li)法(fa)調研,努力提(ti)高立(li)法(fa)精細化(hua)(hua)精準化(hua)(hua)水平,確保法(fa)律制度(du)反映經濟社(she)會和交(jiao)通運輸發(fa)展規律,以高質(zhi)量(liang)(liang)立(li)法(fa)保障(zhang)和促進交(jiao)通運輸高質(zhi)量(liang)(liang)發(fa)展。
(三(san))發(fa)展目標。
到2025年(nian),交通運輸重(zhong)點領(ling)域重(zhong)大(da)立法(fa)(fa)項目(mu)取得(de)突破性(xing)進(jin)展(zhan),“一法(fa)(fa)兩條例”等法(fa)(fa)律、行政法(fa)(fa)規(gui)(gui)(gui)頒布實施;一批(pi)服(fu)務交通運輸高(gao)質(zhi)量發(fa)(fa)展(zhan)、保(bao)障交通運輸安(an)全、回應人民群(qun)眾(zhong)期待、細化落(luo)實上(shang)位(wei)法(fa)(fa)規(gui)(gui)(gui)定(ding)的部門規(gui)(gui)(gui)章印發(fa)(fa)實施;交通運輸立法(fa)(fa)質(zhi)量進(jin)一步(bu)提升,綜合交通法(fa)(fa)規(gui)(gui)(gui)體系在更高(gao)層次、更高(gao)水平、更高(gao)質(zhi)量上(shang)得(de)到進(jin)一步(bu)完善,立法(fa)(fa)工作對(dui)交通運輸改革(ge)發(fa)(fa)展(zhan)穩(wen)定(ding)的引領(ling)、推動(dong)、支撐、保(bao)障作用進(jin)一步(bu)加強。
三、主(zhu)要任(ren)務
(一)深入貫徹黨(dang)中(zhong)央(yang)戰(zhan)略(lve)決策部(bu)署,全力協調推動重點(dian)領域重大法(fa)律法(fa)規項目頒(ban)布實施。
1.推動“一法兩條(tiao)例(li)(li)”頒布實(shi)施(shi)。貫徹(che)鄉村振興重大戰略部署,落實(shi)供給側結(jie)構(gou)性改革要求,全力(li)協調推動《中(zhong)華(hua)人民共和國公(gong)路(lu)法(修(xiu)訂(ding))》《收(shou)費(fei)公(gong)路(lu)管(guan)理條(tiao)例(li)(li)(修(xiu)訂(ding))》《農村公(gong)路(lu)條(tiao)例(li)(li)》頒布實(shi)施(shi),完善收(shou)費(fei)公(gong)路(lu)法律制度,促進收(shou)費(fei)公(gong)路(lu)控規模、調結(jie)構(gou)、降成本、防風險、強監(jian)管(guan)、優服(fu)務;明確(que)村道的(de)(de)法律地位和政府主體責任,切實(shi)解決(jue)農村公(gong)路(lu)面臨(lin)的(de)(de)突出(chu)問(wen)題,推動農村公(gong)路(lu)高質(zhi)量發展。
專欄(lan)1 “一法兩條例”
《中華人民(min)共(gong)和(he)(he)(he)國(guo)(guo)公(gong)(gong)(gong)(gong)(gong)路(lu)法(fa)(fa)(修訂)》:對《中華人民(min)共(gong)和(he)(he)(he)國(guo)(guo)公(gong)(gong)(gong)(gong)(gong)路(lu)法(fa)(fa)》的(de)(de)修訂主要(yao)著眼(yan)兩方(fang)面(mian):其一,推(tui)(tui)動“四(si)(si)好農(nong)村(cun)(cun)路(lu)”高質量發展(zhan)。貫徹落(luo)實(shi)(shi)(shi)(shi)習近(jin)平總(zong)書記關于(yu)“四(si)(si)好農(nong)村(cun)(cun)路(lu)”重要(yao)指示批(pi)示精神,通過修改《中華人民(min)共(gong)和(he)(he)(he)國(guo)(guo)公(gong)(gong)(gong)(gong)(gong)路(lu)法(fa)(fa)》,明確村(cun)(cun)道(dao)的(de)(de)法(fa)(fa)律地位和(he)(he)(he)國(guo)(guo)道(dao)、省道(dao)、縣(xian)道(dao)、鄉道(dao)、村(cun)(cun)道(dao)的(de)(de)內(nei)涵(han),推(tui)(tui)進政府責(ze)任全(quan)面(mian)落(luo)實(shi)(shi)(shi)(shi),助力鄉村(cun)(cun)振興。其二,實(shi)(shi)(shi)(shi)現收(shou)(shou)費(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)健康規(gui)范發展(zhan)。按(an)照國(guo)(guo)務(wu)院關于(yu)“深化收(shou)(shou)費(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)制度(du)改革(ge)、降低過路(lu)過橋費(fei)用”部署要(yao)求(qiu),對收(shou)(shou)費(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)籌(chou)資、建設、養(yang)護(hu)、運營、管理(li)等基本制度(du)予以調整和(he)(he)(he)重新明確,實(shi)(shi)(shi)(shi)現收(shou)(shou)費(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)健康可持續發展(zhan)。
《收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)管(guan)理(li)條(tiao)(tiao)例(li)(修(xiu)訂)》:2004年出臺的條(tiao)(tiao)例(li),對(dui)于(yu)規范(fan)和(he)(he)(he)促進(jin)收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)發(fa)展(zhan)起(qi)到了重要(yao)作用(yong)。但現(xian)行(xing)條(tiao)(tiao)例(li)的制(zhi)度(du)(du)設計(ji)已不適應(ying)(ying)全面深化(hua)改(gai)(gai)革(ge)、支撐(cheng)加快建(jian)(jian)設交通(tong)(tong)強國、落實(shi)改(gai)(gai)革(ge)降費(fei)(fei)(fei)要(yao)求和(he)(he)(he)保障公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)可持續發(fa)展(zhan)的需要(yao),亟需進(jin)行(xing)全面修(xiu)訂。通(tong)(tong)過全面修(xiu)訂條(tiao)(tiao)例(li),提(ti)高收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)設置門檻,建(jian)(jian)立收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)發(fa)展(zhan)剛性控制(zhi)機制(zhi),防范(fan)和(he)(he)(he)化(hua)解債(zhai)務(wu)風險;適應(ying)(ying)國家財稅體制(zhi)改(gai)(gai)革(ge)新要(yao)求,調整完善(shan)收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)建(jian)(jian)設投(tou)融(rong)資模式;明確收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)償債(zhai)期限(xian)和(he)(he)(he)經營(ying)期限(xian)的確定(ding)原(yuan)則(ze),防范(fan)政府債(zhai)務(wu)風險,吸引社會資本投(tou)資;建(jian)(jian)立政府收(shou)(shou)(shou)費(fei)(fei)(fei)高速(su)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)到期債(zhai)務(wu)結算制(zhi)度(du)(du),回應(ying)(ying)社會關切,落實(shi)降費(fei)(fei)(fei)要(yao)求;對(dui)現(xian)行(xing)“統貸統還(huan)”制(zhi)度(du)(du)進(jin)行(xing)調整完善(shan),加快政府債(zhai)務(wu)償還(huan);進(jin)一(yi)步(bu)提(ti)高路(lu)(lu)(lu)網(wang)的服務(wu)能(neng)力與水(shui)平,實(shi)現(xian)不停車快捷(jie)收(shou)(shou)(shou)費(fei)(fei)(fei),保障收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)服務(wu)質量;進(jin)一(yi)步(bu)強化(hua)對(dui)收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)的監管(guan),滿足社會公(gong)(gong)(gong)(gong)(gong)眾對(dui)收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)路(lu)(lu)(lu)相(xiang)關信息的知情權。
