為指導各地規范實施農(nong)(nong)(nong)(nong)機購置補(bu)貼政策(ce),充(chong)分發揮(hui)政策(ce)效(xiao)(xiao)益,推動農(nong)(nong)(nong)(nong)業(ye)機械化(hua)(hua)向全程全面高質高效(xiao)(xiao)轉型升(sheng)級,有效(xiao)(xiao)支撐糧食安全、重要農(nong)(nong)(nong)(nong)產品有效(xiao)(xiao)供(gong)給和農(nong)(nong)(nong)(nong)民增收(shou),促進(jin)農(nong)(nong)(nong)(nong)業(ye)高質高效(xiao)(xiao)發展,助力全面推進(jin)鄉村振興、加快農(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)村現代(dai)化(hua)(hua),我們制定了(le)《2021—2023年農(nong)(nong)(nong)(nong)機購置補(bu)貼實施指導意見》,現予印發,請遵照執行(xing)。

2021—2023年(nian)農機購(gou)置(zhi)補貼實施(shi)指導意見

 

一、實施原則 

堅持以習近平(ping)新時(shi)代(dai)中(zhong)國特色社(she)會主義思想為(wei)指(zhi)導,全(quan)(quan)面(mian)貫(guan)徹黨(dang)(dang)的(de)十九大和十九屆二(er)中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全(quan)(quan)會精神,落實(shi)(shi)(shi)黨(dang)(dang)中(zhong)央(yang)“三農(nong)(nong)”工作決策(ce)部署和《國務(wu)院(yuan)關于(yu)加快(kuai)推(tui)進農(nong)(nong)業(ye)(ye)機械(xie)化和農(nong)(nong)機裝備產(chan)業(ye)(ye)轉(zhuan)型升級(ji)的(de)指(zhi)導意見》(國發(fa)〔2018〕42號)要求,以滿足億萬農(nong)(nong)民對機械(xie)化生產(chan)的(de)需要為(wei)目標(biao),以穩定實(shi)(shi)(shi)施政策(ce)、最大限(xian)度發(fa)揮政策(ce)效(xiao)(xiao)益(yi)為(wei)主線(xian),落實(shi)(shi)(shi)構建新發(fa)展(zhan)格(ge)局(ju)要求,破(po)除制約(yue)要素合理流動的(de)堵(du)點,進一(yi)步暢通(tong)農(nong)(nong)業(ye)(ye)機械(xie)化發(fa)展(zhan)各個環節,支(zhi)持引(yin)導農(nong)(nong)民購置(zhi)使用先進適用的(de)農(nong)(nong)業(ye)(ye)機械(xie),引(yin)領推(tui)動農(nong)(nong)業(ye)(ye)機械(xie)化向全(quan)(quan)程(cheng)全(quan)(quan)面(mian)高質高效(xiao)(xiao)轉(zhuan)型升級(ji),加快(kuai)提升農(nong)(nong)業(ye)(ye)機械(xie)化產(chan)業(ye)(ye)鏈現(xian)代(dai)化水平(ping),為(wei)實(shi)(shi)(shi)施鄉村(cun)振興戰(zhan)略、推(tui)進農(nong)(nong)業(ye)(ye)農(nong)(nong)村(cun)現(xian)代(dai)化提供堅實(shi)(shi)(shi)支(zhi)撐(cheng)。


二、實施重(zhong)點

(一)在支持重點(dian)方(fang)面著力(li)突出穩產(chan)保供(gong)。將糧(liang)食(shi)、生豬(zhu)等(deng)重要農畜(chu)產(chan)品生產(chan)所需機具全部列入(ru)補貼范(fan)圍(wei),應補盡(jin)補。將育秧、烘干、標準化(hua)豬(zhu)舍、畜(chu)禽糞污(wu)資源化(hua)利(li)用等(deng)方(fang)面成套設施裝備納(na)入(ru)農機新產(chan)品補貼試點(dian)范(fan)圍(wei),加快推廣應用步伐(fa)。


(二)在補(bu)貼(tie)資質方面著(zhu)力(li)(li)突出農機(ji)(ji)科技(ji)自主(zhu)創新(xin)。推廣(guang)使用智(zhi)能終(zhong)端和應(ying)用智(zhi)能作業(ye)(ye)模式,深化北斗系統(tong)在農業(ye)(ye)生產(chan)中(zhong)的(de)推廣(guang)應(ying)用,確保(bao)農業(ye)(ye)生產(chan)數(shu)據(ju)安全;通(tong)過(guo)大力(li)(li)開(kai)展農機(ji)(ji)專項鑒(jian)定,重(zhong)點(dian)加快農機(ji)(ji)創新(xin)產(chan)品取得補(bu)貼(tie)資質條件步伐,盡快列入(ru)補(bu)貼(tie)范圍;對(dui)暫時無法開(kai)展農機(ji)(ji)鑒(jian)定的(de)高端智(zhi)能創新(xin)農機(ji)(ji)產(chan)品開(kai)辟綠色通(tong)道,通(tong)過(guo)農機(ji)(ji)新(xin)產(chan)品購(gou)置補(bu)貼(tie)試(shi)點(dian)予以支(zhi)持。


(三)在(zai)補(bu)貼(tie)標(biao)準方面著(zhu)力(li)做(zuo)到“有升有降(jiang)(jiang)(jiang)”。一是提(ti)升部(bu)分重點補(bu)貼(tie)機(ji)(ji)具(ju)補(bu)貼(tie)額(e),測算比(bi)例(li)從30%提(ti)高(gao)到35%,包括水稻插(拋)秧機(ji)(ji)、重型免耕播(bo)種機(ji)(ji)、玉米(mi)籽粒收獲機(ji)(ji)等糧食生產(chan)薄弱環節所需機(ji)(ji)具(ju),丘陵山(shan)區(qu)(qu)特色產(chan)業發展急(ji)需的(de)新(xin)機(ji)(ji)具(ju)以(yi)(yi)及智能、復式(shi)(shi)、高(gao)端(duan)產(chan)品(pin)。二是逐(zhu)步(bu)降(jiang)(jiang)(jiang)低(di)區(qu)(qu)域(yu)內(nei)保有量明(ming)顯過(guo)多、技術(shu)相(xiang)對落后的(de)輪式(shi)(shi)拖拉機(ji)(ji)等機(ji)(ji)具(ju)品(pin)目(mu)的(de)補(bu)貼(tie)額(e),到2023年將其(qi)補(bu)貼(tie)額(e)測算比(bi)例(li)降(jiang)(jiang)(jiang)低(di)至15%及以(yi)(yi)下,并將部(bu)分低(di)價值(zhi)的(de)機(ji)(ji)具(ju)退出補(bu)貼(tie)范圍。


(四)在政(zheng)策實(shi)施方(fang)面(mian)著力提(ti)升(sheng)監(jian)督(du)服務效能(neng)。一是(shi)提(ti)升(sheng)信息化水(shui)平,推廣應用手(shou)機App、人臉(lian)識(shi)別、補貼機具二維碼管(guan)理(li)(li)和(he)(he)物聯網監(jian)控等技(ji)術,加快推進補貼全流程(cheng)線上辦(ban)理(li)(li)。二是(shi)加快補貼資金(jin)(jin)兌付(fu),保(bao)障(zhang)農民(min)和(he)(he)企(qi)業(ye)(ye)合(he)法權益,營(ying)造良好營(ying)商環境(jing)。優(you)化辦(ban)理(li)(li)流程(cheng),縮(suo)短機具核驗辦(ban)理(li)(li)時限。三是(shi)充分發揮專業(ye)(ye)機構技(ji)術優(you)勢(shi)和(he)(he)大數據信息優(you)勢(shi),提(ti)升(sheng)違(wei)規行為(wei)排查(cha)和(he)(he)監(jian)控能(neng)力。對套取(qu)、騙取(qu)補貼資金(jin)(jin)的產(chan)銷企(qi)業(ye)(ye)實(shi)行罰(fa)款處理(li)(li),從嚴整治違(wei)規行為(wei)。


三、補貼對象和補貼標準(zhun) 

補貼對象為從事農(nong)業(ye)(ye)生(sheng)(sheng)產(chan)(chan)的個人和(he)(he)農(nong)業(ye)(ye)生(sheng)(sheng)產(chan)(chan)經營(ying)(ying)組(zu)織(zhi)(以下簡稱(cheng)“購機者(zhe)”),其中農(nong)業(ye)(ye)生(sheng)(sheng)產(chan)(chan)經營(ying)(ying)組(zu)織(zhi)包括農(nong)村集體(ti)經濟(ji)組(zu)織(zhi)、農(nong)民專業(ye)(ye)合作經濟(ji)組(zu)織(zhi)、農(nong)業(ye)(ye)企(qi)業(ye)(ye)和(he)(he)其他從事農(nong)業(ye)(ye)生(sheng)(sheng)產(chan)(chan)經營(ying)(ying)的組(zu)織(zhi)。


中央財(cai)政農(nong)(nong)機購置補貼(tie)(tie)實行(xing)定(ding)額(e)補貼(tie)(tie)。農(nong)(nong)業農(nong)(nong)村(cun)部、財(cai)政部組織(zhi)制(zhi)定(ding)發布全(quan)國補貼(tie)(tie)范圍內(nei)各(ge)機具(ju)品(pin)目(mu)的主要分檔參(can)數。各(ge)省(含各(ge)省、自(zi)治(zhi)區、直轄市及(ji)計劃單列市、新疆生(sheng)產建設兵團、廣東省農(nong)(nong)墾總局、北大荒農(nong)(nong)墾集團有限(xian)公(gong)司)可圍繞(rao)糧食生(sheng)產薄(bo)弱環節、丘陵(ling)山區特(te)色農(nong)(nong)業生(sheng)產急需(xu)機具(ju)以及(ji)高(gao)端、復式、智能(neng)農(nong)(nong)機產品(pin)的推廣應用,選(xuan)擇不(bu)超過10個品(pin)目(mu)的產品(pin)提高(gao)補貼(tie)(tie)額(e),其補貼(tie)(tie)額(e)測(ce)算(suan)比例可提高(gao)至(zhi)35%。


2021年(nian)起(qi),各(ge)省要(yao)對區域(yu)內保有量明顯(xian)過多、技術相對落(luo)后(hou)的輪式拖拉機(ji)(ji)等機(ji)(ji)具(ju)品目或檔次(ci)降低補貼(tie)(tie)標(biao)(biao)準,確(que)保到2023年(nian)將(jiang)其(qi)補貼(tie)(tie)機(ji)(ji)具(ju)補貼(tie)(tie)額測算比例(li)降低至15%及以(yi)下。實(shi)行降標(biao)(biao)的機(ji)(ji)具(ju)品目或檔次(ci)確(que)定后(hou),各(ge)省要(yao)及時向農業農村(cun)部(bu)、財政部(bu)報告,有關情況將(jiang)納入農機(ji)(ji)購置(zhi)補貼(tie)(tie)政策落(luo)實(shi)延(yan)伸績效管(guan)理重(zhong)要(yao)考核指標(biao)(biao)。


四、資金(jin)分配與(yu)使用 

農(nong)(nong)機(ji)購置補(bu)貼(tie)主要用于支持購置先進適用農(nong)(nong)業機(ji)械,以及開展有關試點和(he)農(nong)(nong)機(ji)報廢更新等方面(mian)。各省農(nong)(nong)業農(nong)(nong)村部(bu)門(men)會同財政(zheng)部(bu)門(men)采用因素(su)法(包括(kuo)基礎(chu)性(xing)因素(su)、政(zheng)策性(xing)因素(su)、績效因素(su)、鞏(gong)固拓展脫(tuo)貧(pin)攻堅成果(guo)因素(su)等)測算分配資金(jin)。財政(zheng)部(bu)門(men)會同農(nong)(nong)業農(nong)(nong)村部(bu)門(men)加(jia)強資金(jin)使用情況監測。


在(zai)資金(jin)使(shi)用方面著力(li)探索創(chuang)新方式(shi)。組織開展農(nong)機購(gou)(gou)置綜(zong)合補(bu)(bu)貼(tie)(tie)(tie)試(shi)點(dian),選擇部分有條件、有意(yi)愿的省份(fen)探索創(chuang)新補(bu)(bu)貼(tie)(tie)(tie)資金(jin)使(shi)用與管理方式(shi),實(shi)施作業補(bu)(bu)貼(tie)(tie)(tie)、貸款貼(tie)(tie)(tie)息、融(rong)資租(zu)賃(lin)承(cheng)租(zu)補(bu)(bu)助等補(bu)(bu)貼(tie)(tie)(tie)方式(shi),提升農(nong)民購(gou)(gou)機用機能(neng)力(li)。


五、實施要求

(一)加(jia)強領導,明確分工。各級農(nong)業農(nong)村(cun)、財政(zheng)部(bu)門要建立(li)健全(quan)政(zheng)府領導下的(de)聯合(he)(he)實(shi)施(shi)和監(jian)管(guan)機制,切(qie)(qie)實(shi)加(jia)強(qiang)(qiang)組織協調(diao),密(mi)切(qie)(qie)溝通(tong)配合(he)(he),健全(quan)完善風險(xian)防(fang)控(kong)工(gong)(gong)(gong)作(zuo)制度和內部(bu)控(kong)制規程,明確職(zhi)責分工(gong)(gong)(gong),形成工(gong)(gong)(gong)作(zuo)合(he)(he)力(li)。要組織開展(zhan)業務(wu)培(pei)訓和廉政(zheng)警示(shi)教育(yu),提(ti)高(gao)補貼工(gong)(gong)(gong)作(zuo)人員(yuan)業務(wu)素(su)質(zhi)和風險(xian)防(fang)控(kong)能力(li)。要進一步明確職(zhi)責分工(gong)(gong)(gong),深入落實(shi)縣級及以下農(nong)業農(nong)村(cun)部(bu)門組織實(shi)施(shi)、審核和監(jian)管(guan)責任和財政(zheng)部(bu)門資(zi)金兌付、資(zi)金監(jian)管(guan)責任。要加(jia)強(qiang)(qiang)績效管(guan)理,形成管(guan)理閉環,切(qie)(qie)實(shi)提(ti)升(sheng)政(zheng)策(ce)實(shi)施(shi)管(guan)理工(gong)(gong)(gong)作(zuo)能力(li)水平。


農業農村部農機(ji)(ji)(ji)化總站要(yao)發揮好技(ji)術(shu)支撐和行(xing)業指導(dao)作用,負責指導(dao)各地農機(ji)(ji)(ji)鑒(jian)定(ding)、推廣、監理(li)機(ji)(ji)(ji)構做好農機(ji)(ji)(ji)購置補貼技(ji)術(shu)支撐和管理(li)服務(wu)工作,共同為政策實施提供(gong)有力保障。

各(ge)省(sheng)要(yao)加強(qiang)對農機(ji)(ji)(ji)(ji)鑒(jian)定(ding)工(gong)作(zuo)(zuo)的(de)領(ling)導和監督,加快農機(ji)(ji)(ji)(ji)專項鑒(jian)定(ding)大綱制修訂,組織所屬或(huo)指定(ding)的(de)農機(ji)(ji)(ji)(ji)鑒(jian)定(ding)機(ji)(ji)(ji)(ji)構(gou)公(gong)布(bu)鑒(jian)定(ding)產品種類指南,規范開展鑒(jian)定(ding)及(ji)(ji)其采信工(gong)作(zuo)(zuo),及(ji)(ji)時公(gong)開鑒(jian)定(ding)證(zheng)書(shu)、鑒(jian)定(ding)結(jie)果和產品主(zhu)要(yao)技術規格參數信息。進(jin)一步(bu)加強(qiang)試驗鑒(jian)定(ding)(認證(zheng))證(zheng)書(shu)及(ji)(ji)其采信的(de)檢驗檢測報告(gao)(gao)等(deng)投檔資(zi)料規范性抽查,對多(duo)次或(huo)重復出現問題以及(ji)(ji)管(guan)理水平較低、違規風(feng)險較大的(de)檢測機(ji)(ji)(ji)(ji)構(gou),納入(ru)黑名單管(guan)理,對其發(fa)放(fang)的(de)證(zheng)書(shu)(報告(gao)(gao))不予采信,并建議有(you)關(guan)主(zhu)管(guan)部門暫停或(huo)終(zhong)止(zhi)相關(guan)機(ji)(ji)(ji)(ji)構(gou)檢測資(zi)質,將相關(guan)處理措施予以公(gong)開通報。


(二(er))優(you)化服務,提升效(xiao)能。各(ge)省要依托農(nong)機(ji)(ji)(ji)購置補(bu)(bu)(bu)貼(tie)申請辦(ban)理(li)(li)服務系統(tong)(以下(xia)簡稱“辦(ban)理(li)(li)服務系統(tong)”),動態分析基層(ceng)農(nong)業農(nong)村和(he)財政部門(men)辦(ban)理(li)(li)補(bu)(bu)(bu)貼(tie)申請具(ju)(ju)體(ti)時限,及時預警和(he)定期通(tong)(tong)報超時辦(ban)理(li)(li)行為,督促(cu)各(ge)地切實加快補(bu)(bu)(bu)貼(tie)申請受理(li)(li)、資(zi)(zi)格(ge)審(shen)核(he)、機(ji)(ji)(ji)具(ju)(ju)核(he)驗(yan)(yan)、資(zi)(zi)金兌付等工(gong)(gong)作。暢通(tong)(tong)產業鏈(lian)供應鏈(lian),營(ying)造良好營(ying)商環(huan)境,保障市場主體(ti)合(he)法權益,對(dui)經(jing)司法機(ji)(ji)(ji)關認定為惡意拖(tuo)欠農(nong)機(ji)(ji)(ji)生產經(jing)銷(xiao)企業購機(ji)(ji)(ji)款(kuan)的購機(ji)(ji)(ji)者,取消其享受補(bu)(bu)(bu)貼(tie)資(zi)(zi)格(ge)。提高補(bu)(bu)(bu)貼(tie)機(ji)(ji)(ji)具(ju)(ju)核(he)驗(yan)(yan)信(xin)(xin)(xin)息(xi)化水平,加快農(nong)機(ji)(ji)(ji)試(shi)驗(yan)(yan)鑒(jian)定、補(bu)(bu)(bu)貼(tie)機(ji)(ji)(ji)具(ju)(ju)投檔、牌證管理(li)(li)、補(bu)(bu)(bu)貼(tie)資(zi)(zi)金申領(ling)等環(huan)節(jie)信(xin)(xin)(xin)息(xi)系統(tong)的互聯互通(tong)(tong),推動補(bu)(bu)(bu)貼(tie)機(ji)(ji)(ji)具(ju)(ju)由(you)人工(gong)(gong)核(he)驗(yan)(yan)向信(xin)(xin)(xin)息(xi)化核(he)驗(yan)(yan)轉變。積極探索補(bu)(bu)(bu)貼(tie)申請、核(he)驗(yan)(yan)、兌付全流程線上辦(ban)理(li)(li)新模(mo)式,推進農(nong)機(ji)(ji)(ji)購置補(bu)(bu)(bu)貼(tie)實施(shi)與(yu)監管信(xin)(xin)(xin)息(xi)化技術(shu)集成應用(yong)。


(三(san))公開(kai)信(xin)息,接受監(jian)督。各級農(nong)(nong)業農(nong)(nong)村部門要(yao)因地制宜、綜合運用宣(xuan)傳掛(gua)圖、報紙雜志、廣播電視、互聯網等(deng)方式,以及村務公開(kai)等(deng)渠道,全方位開(kai)展補(bu)貼(tie)(tie)政策(ce)與實(shi)(shi)施工作宣(xuan)傳解(jie)讀,著力提升政策(ce)知曉(xiao)率(lv),切實(shi)(shi)保障(zhang)購(gou)機者、生產經銷企業和廣大農(nong)(nong)民群眾(zhong)的(de)知情權、監(jian)督(du)權。要(yao)健全完(wan)善(shan)農(nong)(nong)機購(gou)置補(bu)貼(tie)(tie)信(xin)息公開(kai)專欄(lan),按(an)年(nian)度(du)公告近(jin)三年(nian)縣域內補(bu)貼(tie)(tie)受益信(xin)息,公開(kai)違規查處結(jie)果(guo)等(deng)信(xin)息,主動接受社會監(jian)督(du)。


(四)加(jia)強監管,嚴懲違(wei)規。各省要(yao)全面(mian)貫徹本通(tong)(tong)知(zhi)(zhi)和(he)《農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村部辦(ban)(ban)(ban)公(gong)(gong)廳(ting)、財(cai)政(zheng)部辦(ban)(ban)(ban)公(gong)(gong)廳(ting)關(guan)于(yu)(yu)進一(yi)步加強農(nong)(nong)(nong)機(ji)購置(zhi)補貼(tie)政(zheng)策(ce)監管(guan)強化(hua)紀律約(yue)束的(de)(de)通(tong)(tong)知(zhi)(zhi)》(農(nong)(nong)(nong)辦(ban)(ban)(ban)機(ji)〔2019〕6號)和(he)《農(nong)(nong)(nong)業(ye)(ye)部辦(ban)(ban)(ban)公(gong)(gong)廳(ting)、財(cai)政(zheng)部辦(ban)(ban)(ban)公(gong)(gong)廳(ting)關(guan)于(yu)(yu)印發〈農(nong)(nong)(nong)業(ye)(ye)機(ji)械(xie)購置(zhi)補貼(tie)產品違(wei)規(gui)經(jing)營行為(wei)處(chu)理(li)辦(ban)(ban)(ban)法(試行)〉的(de)(de)通(tong)(tong)知(zhi)(zhi)》(農(nong)(nong)(nong)辦(ban)(ban)(ban)財(cai)〔2017〕26號)要(yao)求(qiu),認真(zhen)落實(shi)(shi)風險防(fang)控責任和(he)異常情形(xing)主動報告制度,嚴格(ge)信用管(guan)理(li)和(he)農(nong)(nong)(nong)機(ji)產銷企業(ye)(ye)承(cheng)諾制,充分發揮專業(ye)(ye)機(ji)構的(de)(de)技術優勢(shi)和(he)大數(shu)據的(de)(de)信息優勢(shi),有效開展違(wei)規(gui)行為(wei)全流程(cheng)分析(xi)排查(cha),強化(hua)農(nong)(nong)(nong)財(cai)兩部門聯合查(cha)處(chu)和(he)省際聯動處(chu)理(li),從嚴整治(zhi)突出違(wei)規(gui)行為(wei),有效維(wei)護(hu)政(zheng)策(ce)實(shi)(shi)施良好秩序。


各省農業(ye)(ye)農村、財(cai)政(zheng)部(bu)(bu)門要(yao)根據本指導意見(jian),結合實(shi)際(ji)制定印發本省2021—2023年(nian)實(shi)施方案,并抄報農業(ye)(ye)農村部(bu)(bu)、財(cai)政(zheng)部(bu)(bu)。每年(nian)12月15日前,要(yao)將全(quan)年(nian)中央財(cai)政(zheng)農機購(gou)置補貼政(zheng)策實(shi)施(含試點工作開(kai)展(zhan)情況)總結報告報送農業(ye)(ye)農村部(bu)(bu)、財(cai)政(zheng)部(bu)(bu)。 


2021—2023年(nian)農(nong)機(ji)購置補(bu)貼(tie)實(shi)施(shi)操(cao)作(zuo)要求、補(bu)貼(tie)機(ji)具種類范圍、農(nong)機(ji)專(zhuan)項鑒定產品購置補(bu)貼(tie)實(shi)施(shi)工作(zuo)規范(試行)、農(nong)機(ji)新產品購置補(bu)貼(tie)試點工作(zuo)指(zhi)引(yin)、農(nong)機(ji)購置補(bu)貼(tie)實(shi)施(shi)有關備(bei)案(an)工作(zuo)申(shen)報材料格式要求詳見(jian)附件1-5。
