各(ge)省、自治(zhi)區、直轄市、新疆生(sheng)產建設兵團交通運輸(shu)廳(ting)(局(ju)、委)、發展改革委、公安廳(ting)(局(ju))、財政廳(ting)(局(ju))、人力資源和社會保(bao)障廳(ting)(局(ju))、自然資源廳(ting)(局(ju))、總工會,國家金(jin)融監管(guan)總局(ju)各(ge)監管(guan)局(ju),中(zhong)國證監會各(ge)派(pai)出機構:
為全面(mian)貫(guan)徹落(luo)實(shi)黨的二十大精神,加快建設(she)交通(tong)強國,深入(ru)實(shi)施(shi)城市公共交通(tong)優先發展戰略,加快推進城市公共交通(tong)健康可(ke)持(chi)續發展,現提出以下(xia)意見。
一、完善城市公(gong)共交通支持政(zheng)策(ce)
(一(yi))落實運營補貼補償政策。各地(di)(di)要(yao)綜合(he)(he)(he)考慮城(cheng)(cheng)(cheng)市(shi)規模、群(qun)眾(zhong)出(chu)(chu)行(xing)(xing)需求等因素,合(he)(he)(he)理(li)確定(ding)城(cheng)(cheng)(cheng)市(shi)公(gong)共(gong)汽電車(che)線路(lu)首末班時(shi)間(jian)、發(fa)車(che)間(jian)隔等服(fu)務(wu)標(biao)(biao)準。壓(ya)緊壓(ya)實(shi)(shi)城(cheng)(cheng)(cheng)市(shi)公(gong)共(gong)交(jiao)通(tong)的(de)(de)(de)(de)地(di)(di)方(fang)主體責任,落實(shi)(shi)好(hao)城(cheng)(cheng)(cheng)市(shi)公(gong)共(gong)交(jiao)通(tong)作為市(shi)縣級財政(zheng)(zheng)事權(quan)的(de)(de)(de)(de)支出(chu)(chu)責任。突出(chu)(chu)城(cheng)(cheng)(cheng)市(shi)公(gong)共(gong)汽電車(che)的(de)(de)(de)(de)基本公(gong)共(gong)服(fu)務(wu)屬性(xing)(xing),各地(di)(di)要(yao)在(zai)確定(ding)服(fu)務(wu)標(biao)(biao)準并開展服(fu)務(wu)質量評價(jia)的(de)(de)(de)(de)基礎上,在(zai)不新增地(di)(di)方(fang)政(zheng)(zheng)府(fu)隱性(xing)(xing)債務(wu)的(de)(de)(de)(de)前(qian)提下,因地(di)(di)制(zhi)宜建立并實(shi)(shi)施城(cheng)(cheng)(cheng)市(shi)公(gong)共(gong)汽電車(che)企業(ye)運(yun)營(ying)成(cheng)本核(he)算和補貼補償制(zhi)度,平等對待不同所有(you)制(zhi)運(yun)營(ying)主體,及時(shi)撥付(fu)相關(guan)資金,鼓(gu)勵先行(xing)(xing)預撥部(bu)分資金。對于因執(zhi)行(xing)(xing)低票(piao)價(jia)、減(jian)免票(piao)、經營(ying)冷僻線路(lu)、保障(zhang)重大(da)活動、搶險(xian)救災(zai)及其他指令性(xing)(xing)任務(wu)等形成(cheng)的(de)(de)(de)(de)政(zheng)(zheng)策(ce)性(xing)(xing)虧損,地(di)(di)方(fang)財政(zheng)(zheng)及時(shi)給(gei)(gei)予適(shi)當補貼補償。各地(di)(di)要(yao)在(zai)落實(shi)(shi)法定(ding)乘車(che)優惠政(zheng)(zheng)策(ce)的(de)(de)(de)(de)基礎上,堅持量力(li)而行(xing)(xing),合(he)(he)(he)理(li)確定(ding)城(cheng)(cheng)(cheng)市(shi)公(gong)共(gong)交(jiao)通(tong)乘車(che)優惠群(qun)體范(fan)圍。鼓(gu)勵有(you)條(tiao)件(jian)的(de)(de)(de)(de)地(di)(di)方(fang)對老年人(ren)按(an)年齡給(gei)(gei)予綜合(he)(he)(he)津貼的(de)(de)(de)(de)方(fang)式替代老年人(ren)優惠乘車(che)政(zheng)(zheng)策(ce)。
(二)完善價格機制。各地要(yao)(yao)合(he)(he)理界(jie)定(ding)城(cheng)(cheng)(cheng)市(shi)(shi)公共(gong)(gong)(gong)交(jiao)(jiao)(jiao)通(tong)(tong)價(jia)格補償和財政補償范圍,綜合(he)(he)考慮城(cheng)(cheng)(cheng)市(shi)(shi)公共(gong)(gong)(gong)交(jiao)(jiao)(jiao)通(tong)(tong)運(yun)營(ying)成本、公眾承受能力、財政補貼等因素,制定(ding)城(cheng)(cheng)(cheng)市(shi)(shi)公共(gong)(gong)(gong)交(jiao)(jiao)(jiao)通(tong)(tong)價(jia)格并(bing)建立動(dong)態調(diao)整(zheng)(zheng)機制。對城(cheng)(cheng)(cheng)市(shi)(shi)公共(gong)(gong)(gong)交(jiao)(jiao)(jiao)通(tong)(tong)現(xian)有價(jia)格水平開(kai)展評(ping)估并(bing)及時優化調(diao)整(zheng)(zheng)。對城(cheng)(cheng)(cheng)市(shi)(shi)公共(gong)(gong)(gong)交(jiao)(jiao)(jiao)通(tong)(tong)價(jia)格動(dong)態調(diao)整(zheng)(zheng)機制進行(xing)聽證的(de),要(yao)(yao)依法依規履(lv)行(xing)相關程序(xu)。對定(ding)制公交(jiao)(jiao)(jiao)等線路(lu)實行(xing)政府(fu)指導價(jia)或(huo)市(shi)(shi)場調(diao)節價(jia)。對遠郊等長距離城(cheng)(cheng)(cheng)市(shi)(shi)公共(gong)(gong)(gong)汽(qi)電車運(yun)營(ying)線路(lu),可探索采用按里程計(ji)價(jia)方式。
(三)加強政策支持。完(wan)善峰谷(gu)分時(shi)電(dian)(dian)價政(zheng)策,鼓勵(li)各地通(tong)過多種(zhong)形式(shi)對(dui)新(xin)(xin)能源(yuan)(yuan)城市(shi)公(gong)(gong)(gong)(gong)交(jiao)車(che)(che)(che)輛(liang)(liang)充(chong)電(dian)(dian)給(gei)予政(zheng)策支(zhi)(zhi)持。各地在(zai)保障(zhang)新(xin)(xin)能源(yuan)(yuan)城市(shi)公(gong)(gong)(gong)(gong)交(jiao)車(che)(che)(che)輛(liang)(liang)夜(ye)間(jian)充(chong)電(dian)(dian)執(zhi)行(xing)低谷(gu)電(dian)(dian)價的(de)基(ji)礎上,結合新(xin)(xin)能源(yuan)(yuan)城市(shi)公(gong)(gong)(gong)(gong)交(jiao)車(che)(che)(che)輛(liang)(liang)日間(jian)補電(dian)(dian)需求,可在(zai)日間(jian)設(she)(she)置部(bu)分時(shi)段執(zhi)行(xing)低谷(gu)電(dian)(dian)價,以引(yin)導新(xin)(xin)能源(yuan)(yuan)城市(shi)公(gong)(gong)(gong)(gong)交(jiao)車(che)(che)(che)輛(liang)(liang)更多在(zai)低谷(gu)時(shi)段充(chong)電(dian)(dian)。充(chong)分發(fa)揮(hui)省級層(ceng)面對(dui)城市(shi)交(jiao)通(tong)發(fa)展獎勵(li)資(zi)金的(de)統(tong)(tong)籌作用,采用獎勵(li)方式(shi)加強(qiang)對(dui)轄區內城市(shi)公(gong)(gong)(gong)(gong)共(gong)(gong)汽電(dian)(dian)車(che)(che)(che)行(xing)業轉型升級發(fa)展、保障(zhang)城市(shi)公(gong)(gong)(gong)(gong)共(gong)(gong)汽電(dian)(dian)車(che)(che)(che)企業可持續(xu)運(yun)(yun)營、推廣應用新(xin)(xin)能源(yuan)(yuan)城市(shi)公(gong)(gong)(gong)(gong)交(jiao)車(che)(che)(che)輛(liang)(liang)等深化城市(shi)公(gong)(gong)(gong)(gong)共(gong)(gong)交(jiao)通(tong)優(you)先發(fa)展方面的(de)引(yin)導。用好農村客(ke)運(yun)(yun)補貼資(zi)金政(zheng)策,統(tong)(tong)籌用于保障(zhang)農村客(ke)運(yun)(yun)(含(han)服務(wu)農村地區的(de)公(gong)(gong)(gong)(gong)共(gong)(gong)汽電(dian)(dian)車(che)(che)(che))線路車(che)(che)(che)輛(liang)(liang)正(zheng)常運(yun)(yun)營。利(li)用地方政(zheng)府(fu)專項債券(quan)等工(gong)具(ju),支(zhi)(zhi)持符合條(tiao)件的(de)公(gong)(gong)(gong)(gong)共(gong)(gong)汽電(dian)(dian)車(che)(che)(che)場站充(chong)換(huan)電(dian)(dian)基(ji)礎設(she)(she)施建設(she)(she)。支(zhi)(zhi)持符合條(tiao)件的(de)公(gong)(gong)(gong)(gong)交(jiao)票(piao)款(kuan)收益權資(zi)產證券(quan)化,拓(tuo)寬(kuan)企業融(rong)資(zi)渠(qu)道。鼓勵(li)金融(rong)機構在(zai)依法合規(gui)、風險可控的(de)前提(ti)下(xia),以市(shi)場化為導向改(gai)進授信評價機制,為城市(shi)公(gong)(gong)(gong)(gong)共(gong)(gong)交(jiao)通(tong)企業提(ti)供融(rong)資(zi)服務(wu),嚴禁違規(gui)新(xin)(xin)增地方政(zheng)府(fu)隱性債務(wu)。
(四)保障(zhang)公(gong)交優先通(tong)行。積(ji)極推(tui)進在城(cheng)市公(gong)共汽(qi)電(dian)車運(yun)營線路(lu)和班(ban)次較(jiao)為集中(zhong)的道(dao)路(lu)設置公(gong)交(jiao)(jiao)(jiao)專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)道(dao),實(shi)現公(gong)交(jiao)(jiao)(jiao)專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)道(dao)連續成網,推(tui)廣公(gong)交(jiao)(jiao)(jiao)信號優先。修(xiu)訂(ding)完善公(gong)交(jiao)(jiao)(jiao)專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)道(dao)相關技術標準。優化(hua)公(gong)交(jiao)(jiao)(jiao)專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)道(dao)管理(li),科學設定專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)時段,在保障(zhang)公(gong)共汽(qi)電(dian)車運(yun)行速度的前(qian)提下(xia),可以(yi)允許單位班(ban)車、專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)校車、大型營運(yun)客車等大運(yun)力載(zai)客車輛使用(yong)(yong)(yong)(yong)(yong)公(gong)交(jiao)(jiao)(jiao)專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)道(dao),提高(gao)道(dao)路(lu)資源利用(yong)(yong)(yong)(yong)(yong)率。動態(tai)評估公(gong)交(jiao)(jiao)(jiao)專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)道(dao)使用(yong)(yong)(yong)(yong)(yong)情況(kuang)(kuang),根據公(gong)共交(jiao)(jiao)(jiao)通(tong)線網、道(dao)路(lu)交(jiao)(jiao)(jiao)通(tong)流量(liang)變化(hua)情況(kuang)(kuang)合理(li)調(diao)整。強化(hua)公(gong)交(jiao)(jiao)(jiao)專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)道(dao)使用(yong)(yong)(yong)(yong)(yong)監管,完善沿(yan)線交(jiao)(jiao)(jiao)通(tong)技術監控設備(bei),鼓勵在公(gong)交(jiao)(jiao)(jiao)車輛配備(bei)交(jiao)(jiao)(jiao)通(tong)違(wei)法取證記(ji)錄系統,嚴查違(wei)法占用(yong)(yong)(yong)(yong)(yong)公(gong)交(jiao)(jiao)(jiao)專(zhuan)(zhuan)(zhuan)(zhuan)用(yong)(yong)(yong)(yong)(yong)道(dao)行為。
(五(wu))合理引導(dao)公眾(zhong)出(chu)行。組織(zhi)開(kai)展綠色出(chu)行(xing)宣傳月和(he)公交出(chu)行(xing)宣傳周等主題活動,營造優(you)選(xuan)公交、綠色出(chu)行(xing)的(de)良好氛圍。鼓(gu)勵(li)各地結(jie)合(he)交通運行(xing)狀況研(yan)究出(chu)臺不同區(qu)域(yu)(yu)通行(xing)管理、停(ting)車(che)(che)(che)管理等政策,制定分區(qu)域(yu)(yu)、分路段、分時段、分車(che)(che)(che)型的(de)差異化停(ting)車(che)(che)(che)收費政策,對城市(shi)核心區(qu)、擁堵(du)區(qu)域(yu)(yu)的(de)出(chu)行(xing)停(ting)車(che)(che)(che)服務,可實(shi)行(xing)較高收費標準,降低小汽車(che)(che)(che)在相關區(qu)域(yu)(yu)的(de)使用強度。在城市(shi)外圍周邊軌道交通等站(zhan)點配(pei)套(tao)建(jian)設駐(zhu)車(che)(che)(che)換乘(P+R)停(ting)車(che)(che)(che)場(chang),并對駐(zhu)車(che)(che)(che)換乘實(shi)施(shi)停(ting)車(che)(che)(che)優(you)惠(hui),引導換乘公共交通進入(ru)城市(shi)中心區(qu)域(yu)(yu)。鼓(gu)勵(li)各地建(jian)立綠色出(chu)行(xing)獎(jiang)勵(li)和(he)錯峰出(chu)行(xing)制度。
二、夯(hang)實城(cheng)市公共交通發展基礎
(六)加強規劃引領和用地(di)保障。科學制(zhi)定城(cheng)市公(gong)(gong)(gong)共(gong)交通專項(xiang)規(gui)(gui)劃(hua)(hua),確保(bao)城(cheng)市公(gong)(gong)(gong)共(gong)交通網(wang)絡布(bu)局與(yu)國(guo)(guo)(guo)土(tu)(tu)(tu)空間(jian)(jian)總體(ti)規(gui)(gui)劃(hua)(hua)所(suo)確定的(de)空間(jian)(jian)布(bu)局優化安排相一(yi)致;涉及空間(jian)(jian)利用(yong)的(de)相關內(nei)容統籌(chou)落實(shi)到國(guo)(guo)(guo)土(tu)(tu)(tu)空間(jian)(jian)規(gui)(gui)劃(hua)(hua)“一(yi)張圖(tu)”實(shi)施管控。依(yi)據國(guo)(guo)(guo)土(tu)(tu)(tu)空間(jian)(jian)總體(ti)規(gui)(gui)劃(hua)(hua),在國(guo)(guo)(guo)土(tu)(tu)(tu)空間(jian)(jian)詳細規(gui)(gui)劃(hua)(hua)中統籌(chou)落實(shi)城(cheng)市公(gong)(gong)(gong)共(gong)交通場站用(yong)地需求,提高(gao)節(jie)約集約水平。在國(guo)(guo)(guo)土(tu)(tu)(tu)空間(jian)(jian)規(gui)(gui)劃(hua)(hua)體(ti)檢評(ping)估(gu)中開展(zhan)城(cheng)市公(gong)(gong)(gong)共(gong)交通專項(xiang)評(ping)估(gu),為規(gui)(gui)劃(hua)(hua)編制(zhi)管理提供(gong)
依據。國土空間詳細規劃確定的城市公共交通場(chang)站(zhan)和(he)駐車換乘(P+R)停車場(chang)用(yong)(yong)地優先納入土地利用(yong)(yong)年(nian)度計劃。
(七)改善設施條件。鼓勵有(you)(you)條件(jian)的(de)地(di)方(fang)采取直接投資(zi)、資(zi)本金注入(ru)、投資(zi)補(bu)助、貸款貼息(xi)等(deng)方(fang)式,支持(chi)城(cheng)市(shi)(shi)公(gong)(gong)共(gong)交(jiao)通場站(zhan)(zhan)(zhan)建設(she)與改造(zao)、車(che)輛(liang)購置(zhi)(zhi)。嚴格落實(shi)城(cheng)市(shi)(shi)公(gong)(gong)共(gong)汽(qi)(qi)電(dian)(dian)(dian)車(che)場站(zhan)(zhan)(zhan)配置(zhi)(zhi)標準,在(zai)大型居住區、商業(ye)區等(deng)附近設(she)置(zhi)(zhi)公(gong)(gong)共(gong)汽(qi)(qi)電(dian)(dian)(dian)車(che)首末站(zhan)(zhan)(zhan)或樞(shu)紐站(zhan)(zhan)(zhan)。支持(chi)在(zai)城(cheng)市(shi)(shi)公(gong)(gong)共(gong)汽(qi)(qi)電(dian)(dian)(dian)車(che)企業(ye)自(zi)有(you)(you)、租賃(lin)場站(zhan)(zhan)(zhan)建設(she)完善新能源(yuan)城(cheng)市(shi)(shi)公(gong)(gong)交(jiao)車(che)輛(liang)充(chong)電(dian)(dian)(dian)設(she)施(shi),保障用電(dian)(dian)(dian)接入(ru)條件(jian),有(you)(you)效(xiao)滿(man)足(zu)車(che)輛(liang)充(chong)電(dian)(dian)(dian)需求。靈活設(she)置(zhi)(zhi)微循環公(gong)(gong)交(jiao)、定制公(gong)(gong)交(jiao)等(deng)停靠站(zhan)(zhan)(zhan)點,提高港灣式公(gong)(gong)交(jiao)站(zhan)(zhan)(zhan)點設(she)置(zhi)(zhi)比(bi)例。加強北(bei)斗衛(wei)星(xing)導航(hang)系統的(de)推廣應(ying)用。因地(di)制宜推進(jin)適宜區域合理(li)布局光伏發電(dian)(dian)(dian)設(she)施(shi)。推動(dong)各地(di)因地(di)制宜、分(fen)類實(shi)施(shi)城(cheng)市(shi)(shi)軌道交(jiao)通既有(you)(you)線(xian)網優化提升(sheng)行動(dong)。
(八)促進公交服(fu)務提質增效。持續(xu)優化城市(shi)(shi)公(gong)(gong)(gong)共(gong)(gong)交(jiao)通(tong)(tong)(tong)(tong)(tong)線(xian)網,促(cu)進城市(shi)(shi)公(gong)(gong)(gong)共(gong)(gong)汽(qi)(qi)電(dian)車(che)與城市(shi)(shi)軌道交(jiao)通(tong)(tong)(tong)(tong)(tong)在線(xian)網、站點(dian)及運營層面(mian)的(de)(de)銜接融合,通(tong)(tong)(tong)(tong)(tong)過(guo)大數據(ju)應(ying)用提(ti)升(sheng)城市(shi)(shi)公(gong)(gong)(gong)共(gong)(gong)汽(qi)(qi)電(dian)車(che)運營效(xiao)率。鼓勵(li)發展微循環公(gong)(gong)(gong)交(jiao)服(fu)務,根據(ju)客流需(xu)求應(ying)用小型化公(gong)(gong)(gong)交(jiao)車(che)輛。支(zhi)(zhi)持城市(shi)(shi)公(gong)(gong)(gong)共(gong)(gong)汽(qi)(qi)電(dian)車(che)企業(ye)(ye)(ye)充分利用運力資(zi)源,開通(tong)(tong)(tong)(tong)(tong)通(tong)(tong)(tong)(tong)(tong)勤、通(tong)(tong)(tong)(tong)(tong)學、就醫等(deng)定制(zhi)(zhi)公(gong)(gong)(gong)交(jiao)線(xian)路。優化定制(zhi)(zhi)公(gong)(gong)(gong)交(jiao)管理流程,提(ti)高(gao)辦理效(xiao)率。支(zhi)(zhi)持發展“公(gong)(gong)(gong)交(jiao)+旅(lv)游”服(fu)務模式,適(shi)度(du)加密(mi)主(zhu)要客運樞紐至城市(shi)(shi)景區景點(dian)的(de)(de)公(gong)(gong)(gong)交(jiao)線(xian)路,支(zhi)(zhi)持城市(shi)(shi)公(gong)(gong)(gong)共(gong)(gong)交(jiao)通(tong)(tong)(tong)(tong)(tong)樞紐場站拓(tuo)展旅(lv)游服(fu)務功(gong)能。支(zhi)(zhi)持城市(shi)(shi)公(gong)(gong)(gong)共(gong)(gong)交(jiao)通(tong)(tong)(tong)(tong)(tong)企業(ye)(ye)(ye)拓(tuo)展站臺、車(che)身、車(che)廂內等(deng)廣告業(ye)(ye)(ye)務,在保障(zhang)安全(quan)運營的(de)(de)前提(ti)下,面(mian)向社會(hui)開放加氣、加油(you)、充電(dian)、維修(xiu)等(deng)服(fu)務。鼓勵(li)城市(shi)(shi)公(gong)(gong)(gong)共(gong)(gong)交(jiao)通(tong)(tong)(tong)(tong)(tong)企業(ye)(ye)(ye)持續(xu)提(ti)升(sheng)適(shi)老(lao)化、無(wu)障(zhang)礙(ai)出行服(fu)務。壓實企業(ye)(ye)(ye)安全(quan)生產(chan)主(zhu)體責任,保障(zhang)城市(shi)(shi)公(gong)(gong)(gong)共(gong)(gong)交(jiao)通(tong)(tong)(tong)(tong)(tong)運營安全(quan)。
三(san)、加快落實城市(shi)公共交(jiao)通用地綜(zong)合(he)開(kai)發政策
(九)積(ji)極推動新增(zeng)用(yong)地綜合開發。在(zai)符合(he)國土空(kong)間(jian)詳細(xi)規(gui)劃(hua)、不改變(bian)用(yong)(yong)地(di)(di)性質(zhi)、優(you)先(xian)保障場站交(jiao)(jiao)通(tong)服務基本功能的(de)(de)前提下,允許新增城(cheng)市公共(gong)(gong)汽電車(che)樞紐場站配套(tao)一(yi)定(ding)比例的(de)(de)附屬商業等(deng)面積。利用(yong)(yong)城(cheng)市公共(gong)(gong)交(jiao)(jiao)通(tong)用(yong)(yong)地(di)(di)進行(xing)地(di)(di)上地(di)(di)下空(kong)間(jian)綜合(he)開發(fa)(fa)的(de)(de),應(ying)根據設施(shi)功能分(fen)層設定(ding)建設用(yong)(yong)地(di)(di)使用(yong)(yong)權。實(shi)施(shi)城(cheng)市公共(gong)(gong)交(jiao)(jiao)通(tong)場站綜合(he)開發(fa)(fa)的(de)(de),應(ying)依(yi)據國土空(kong)間(jian)詳細(xi)規(gui)劃(hua),將相關(guan)設施(shi)規(gui)劃(hua)建設需求(qiu)納入(ru)土地(di)(di)供應(ying)條件。
(十)因(yin)地(di)制宜實施(shi)既有用地(di)綜(zong)合開發。支持現有的(de)城市公(gong)共(gong)汽(qi)電車(che)樞紐站(zhan)(zhan)、首末(mo)站(zhan)(zhan)、停保(bao)場和城市軌道交(jiao)通(tong)車(che)站(zhan)(zhan)、車(che)輛基地(di)(di)等(deng),在(zai)(zai)不改變用(yong)(yong)地(di)(di)性(xing)質、優先保(bao)障場站(zhan)(zhan)交(jiao)通(tong)服(fu)務基本功能的(de)前提(ti)下,利用(yong)(yong)場站(zhan)(zhan)內部分閑置設(she)施開展社會化商業服(fu)務。鼓勵有條(tiao)件的(de)存(cun)量城市公(gong)共(gong)交(jiao)通(tong)場站(zhan)(zhan)實施地(di)(di)上(shang)地(di)(di)下空間綜合開發,根據(ju)設(she)施功能分層(ceng)設(she)定建設(she)用(yong)(yong)地(di)(di)使用(yong)(yong)權。符合國土空間詳細規劃的(de),在(zai)(zai)保(bao)障城市公(gong)共(gong)交(jiao)通(tong)服(fu)務基本功能的(de)前提(ti)下,允許適當提(ti)高容積率。
(十(shi)一)建(jian)立用(yong)地綜合開(kai)發收益反哺(bu)機制。對城(cheng)市公(gong)共(gong)交(jiao)(jiao)通(tong)用(yong)地實施綜合(he)開(kai)(kai)發(fa),城(cheng)市公(gong)共(gong)交(jiao)(jiao)通(tong)企(qi)業單獨開(kai)(kai)發(fa)的(de)(de),相(xiang)關(guan)收益(yi)用(yong)于城(cheng)市公(gong)共(gong)交(jiao)(jiao)通(tong)企(qi)業的(de)(de)可持(chi)(chi)續發(fa)展;城(cheng)市公(gong)共(gong)交(jiao)(jiao)通(tong)企(qi)業與其(qi)他開(kai)(kai)發(fa)主(zhu)體(ti)共(gong)同實施綜合(he)開(kai)(kai)發(fa),或其(qi)他開(kai)(kai)發(fa)主(zhu)體(ti)單獨實施綜合(he)開(kai)(kai)發(fa)的(de)(de),相(xiang)關(guan)收益(yi)反哺城(cheng)市公(gong)共(gong)交(jiao)(jiao)通(tong)可持(chi)(chi)續發(fa)展。
四、加強從業人員權益(yi)保障(zhang)
(十二(er))保障從(cong)業人(ren)員工資(zi)待(dai)遇。督促城(cheng)市公共交(jiao)通企業(ye)(ye)按時(shi)足(zu)額發放(fang)工(gong)資、繳(jiao)納(na)社會(hui)保險,引導企業(ye)(ye)建(jian)立城(cheng)市公共交(jiao)通從(cong)業(ye)(ye)人(ren)員工(gong)資收入(ru)正常(chang)增長機制(zhi),按不(bu)低于當(dang)地在(zai)崗(gang)職(zhi)工(gong)平(ping)均工(gong)資確定駕駛員工(gong)資收入(ru)水平(ping)。鼓勵(li)各地因地制(zhi)宜將城(cheng)市公共汽電(dian)車駕駛員列入(ru)緊缺職(zhi)業(ye)(ye)(工(gong)種)目錄(lu),對符合條件的(de)高技(ji)能人(ren)才(cai)給予崗(gang)位津(jin)貼(tie)。
(十三(san))關(guan)(guan)心關(guan)(guan)愛從業(ye)人員。指導城市公共交通企業(ye)(ye)不(bu)斷改善(shan)從(cong)業(ye)(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)生產環境,推(tui)進職(zhi)工(gong)休(xiu)(xiu)息(xi)(xi)室、愛(ai)心驛站等建(jian)設,妥善(shan)解(jie)決駕(jia)駛(shi)(shi)(shi)員(yuan)(yuan)(yuan)就餐、休(xiu)(xiu)息(xi)(xi)等實際(ji)問題。加(jia)強從(cong)業(ye)(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)勞動(dong)(dong)保護,定期對(dui)從(cong)業(ye)(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)開展體(ti)檢(jian)和(he)心理健康(kang)輔(fu)導,關心關愛(ai)城市公共汽電車(che)駕(jia)駛(shi)(shi)(shi)員(yuan)(yuan)(yuan)身心健康(kang),合(he)理安排作息(xi)(xi)時間(jian),防止(zhi)疲勞駕(jia)駛(shi)(shi)(shi),對(dui)身體(ti)狀況難以適應駕(jia)駛(shi)(shi)(shi)崗位的(de),及時調整到適合(he)崗位。廣泛開展送溫暖活動(dong)(dong),及時足額(e)為(wei)符(fu)合(he)條件的(de)失(shi)業(ye)(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)發放失(shi)業(ye)(ye)保險待遇(yu),加(jia)大對(dui)困難從(cong)業(ye)(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)的(de)幫扶力度。組織(zhi)開展“最美(mei)公交司(si)機”“最美(mei)地鐵人(ren)(ren)(ren)”推(tui)選宣(xuan)傳活動(dong)(dong),大力弘(hong)揚勞模(mo)精神(shen)、勞動(dong)(dong)精神(shen)和(he)工(gong)匠精神(shen),提(ti)升從(cong)業(ye)(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)職(zhi)業(ye)(ye)自豪(hao)感(gan)和(he)歸(gui)屬感(gan),營造尊重關愛(ai)從(cong)業(ye)(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)的(de)良好氛(fen)圍。
