20省市廢舊家電回收經驗及成果匯總

日前,國家(jia)發改(gai)委(wei)等(deng)部門印發的《關(guan)于(yu)完善廢舊(jiu)家(jia)電(dian)(dian)回(hui)收處(chu)理體系推動家(jia)電(dian)(dian)更(geng)(geng)新消費的實施方案》,從完善回(hui)收處(chu)理體系、促(cu)進(jin)家(jia)電(dian)(dian)更(geng)(geng)新消費、開展(zhan)典(dian)型推廣、加大監管執法(fa)、提升管理水平等(deng)方面對構建我國規范的廢舊(jiu)家(jia)電(dian)(dian)回(hui)收處(chu)理體系進(jin)行了頂層設計,對于(yu)建立(li)完善的廢舊(jiu)家(jia)電(dian)(dian)回(hui)收處(chu)理體系,進(jin)一步挖掘內(nei)需潛(qian)力,促(cu)進(jin)資源綜合利用和循環經(jing)(jing)濟發展(zhan),促(cu)進(jin)經(jing)(jing)濟社會(hui)更(geng)(geng)高質量、更(geng)(geng)可(ke)持續發展(zhan),具(ju)有(you)十分重要的推動作用。

重慶以回收體系(xi)建設為(wei)抓手促家電(dian)更新(xin)消費

根據國家(jia)(jia)(jia)發(fa)展改(gai)革委等7個(ge)部(bu)門(men)印(yin)發(fa)《完善(shan)廢(fei)(fei)舊家(jia)(jia)(jia)電(dian)(dian)回(hui)(hui)收處理(li)體(ti)系推(tui)(tui)動家(jia)(jia)(jia)電(dian)(dian)更新消費(fei)的(de)實施方(fang)案》和召開(kai)專題貫徹(che)部(bu)署,重慶市(shi)發(fa)展改(gai)革委牽頭(tou)聯合市(shi)商(shang)務(wu)委等7個(ge)部(bu)門(men)印(yin)發(fa)《關于完善(shan)廢(fei)(fei)舊家(jia)(jia)(jia)電(dian)(dian)回(hui)(hui)收體(ti)系推(tui)(tui)動家(jia)(jia)(jia)電(dian)(dian)更新消費(fei)的(de)通知》(渝發(fa)改(gai)經貿(mao)〔2020〕1037號),提出加(jia)強(qiang)回(hui)(hui)收體(ti)系建(jian)設(she)、提升拆解處理(li)水平、促進家(jia)(jia)(jia)電(dian)(dian)更新消費(fei)、推(tui)(tui)廣行業先進典型(xing)、加(jia)強(qiang)市(shi)場監管執法、加(jia)大資金支(zhi)持力度等方(fang)面(mian)具體(ti)舉(ju)措,并(bing)逐(zhu)項列明任務(wu)分工,細化工作舉(ju)措,高位(wei)推(tui)(tui)進完善(shan)廢(fei)(fei)舊家(jia)(jia)(jia)電(dian)(dian)回(hui)(hui)收處理(li)體(ti)系。同(tong)時,充分發(fa)揮區域資源優勢(shi),開(kai)展促進家(jia)(jia)(jia)電(dian)(dian)更新消費(fei)活(huo)動,增加(jia)百姓獲得感的(de)同(tong)時,為廢(fei)(fei)舊家(jia)(jia)(jia)電(dian)(dian)回(hui)(hui)收體(ti)系建(jian)設(she)注(zhu)入了活(huo)力。


回收體(ti)系逐(zhu)步(bu)完(wan)善(shan)。依(yi)托本市(shi)再生(sheng)資源回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)體系(xi)建設(she),推動廢舊家電回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)體系(xi)和生(sheng)活垃(la)圾分類收(shou)(shou)(shou)運共(gong)融(rong)共(gong)建、互促(cu)互進(jin)。一(yi)是(shi)布(bu)局(ju)(ju)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)網絡。堅持(chi)政府引導(dao)和市(shi)場主導(dao)相結合方式(shi),推動城市(shi)、街道、社區、家庭回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)網點(dian)(dian)(dian)一(yi)體化布(bu)局(ju)(ju),聯(lian)動建設(she)市(shi)級—區縣—鄉鎮(zhen)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)網絡體系(xi),全(quan)市(shi)初(chu)步(bu)形成(cheng)了(le)以(yi)社區回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)站(zhan)點(dian)(dian)(dian)為基(ji)(ji)礎、分揀中心(xin)為紐帶、基(ji)(ji)地(di)(集散市(shi)場)為核心(xin)點(dian)(dian)(dian)面的廢舊家電回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)網絡體系(xi)。二(er)是(shi)創新回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)模(mo)(mo)式(shi)。依(yi)托再生(sheng)資源回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)企業(ye)(ye),推動廢舊家電資源回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)逐(zhu)步(bu)由(you)固定(ding)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)模(mo)(mo)式(shi)向流(liu)動回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)、定(ding)時(shi)定(ding)點(dian)(dian)(dian)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)、預約回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)、垃(la)圾分類和再生(sheng)資源回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)“兩網融(rong)合”等新型回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)方式(shi)發展。支持(chi)企業(ye)(ye)通過與社區、各類服(fu)務(wu)(wu)網點(dian)(dian)(dian)定(ding)向合作等方式(shi),逐(zhu)步(bu)提(ti)升線上(shang)線下回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)網絡覆(fu)蓋(gai)和服(fu)務(wu)(wu)便捷度,初(chu)步(bu)形成(cheng)“社區回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)網點(dian)(dian)(dian)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)”“智能回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)點(dian)(dian)(dian)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)”“互聯(lian)網APP預約回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)”“定(ding)時(shi)定(ding)點(dian)(dian)(dian)流(liu)動回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)”等多模(mo)(mo)式(shi)并存的回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)格局(ju)(ju)。三(san)是(shi)培育(yu)二(er)手市(shi)場。積(ji)極引導(dao)二(er)手回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)市(shi)場向集聚化、集約化布(bu)局(ju)(ju),全(quan)市(shi)二(er)手回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)市(shi)場初(chu)具規模(mo)(mo),主要分布(bu)在(zai)渝中區、江北(bei)(bei)區、沙坪壩區、南岸區、渝北(bei)(bei)區、九(jiu)龍坡區等中心(xin)城區,單個市(shi)場營業(ye)(ye)面積(ji)在(zai)500平方米以(yi)上(shang)共(gong)11個,擁有經營二(er)手廢舊電器(qi)(qi)戶超3400戶、從業(ye)(ye)人員近3萬人。初(chu)步(bu)預計,2020年全(quan)市(shi)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)各類廢棄電子電器(qi)(qi)產(chan)品約500萬臺。


拆(chai)解能力持續增強。引導拆解企業(ye)技術改造,建(jian)立(li)長效監管機制,推動(dong)廢(fei)電(dian)器(qi)拆解處理提質增效。

一是推動提檔升級。支持拆解企業延伸拆解處理產業鏈,科學研發拆解產物深加工技術,提高資源化利用上線率,目前重慶市重點拆解企業中天公司已在雙橋郵亭工業園征地135畝,擬建設固體廢棄物綜合利用處置項目,包括電路板、含汞廢物、含鉛廢物資源化利用及回轉窯協同處置、塑料回收綜合利用等。

二是強化規范指導。指導企業構建從廢電器產品進廠、入庫、貯存、領料拆解到拆解產物分類收集、貯存、委托利用處置的全過程規范化管理,初步建立了信息記錄臺賬,確保廢電器回收來源可追溯,安全拆解有保障。

三是嚴格安全監管。嚴格按照《廢棄電器電子產品拆解處理情況審核工作指南》及《廢棄電器電子產品規范拆解處理作業及生產管理指南》對列入國家基金補貼的拆解處理企業嚴格進行審核,督促企業規范拆解,充分回收利用拆解的各類廢料,保障國家補貼資金使用安全。目前重慶市擁有廢棄電器電子產品拆解處理資質有重慶中天電子公司、重慶中加環保公司、重慶順貿再生資源公司3家企業,年處理廢棄電器電子產品能力達380萬臺。初步預計,2020年全市有資質拆解處理企業處置量近200萬臺。


更新(xin)消費加快(kuai)釋放。疫情(qing)爆(bao)發(fa)后(hou),重(zhong)(zhong)慶(qing)(qing)市努力克服(fu)疫情(qing)影響,多(duo)措并舉加(jia)速推動(dong)(dong)(dong)家(jia)(jia)電(dian)(dian)(dian)(dian)更(geng)新(xin)(xin)消(xiao)(xiao)(xiao)費回暖復(fu)蘇(su)。一是加(jia)大(da)(da)政策舉措支持。印發(fa)《關(guan)于開(kai)(kai)展家(jia)(jia)電(dian)(dian)(dian)(dian)以(yi)舊換(huan)(huan)(huan)新(xin)(xin)消(xiao)(xiao)(xiao)費促進(jin)(jin)活(huo)(huo)動(dong)(dong)(dong)的通知》(渝商務(wu)(wu)〔2020〕162號)和《重(zhong)(zhong)慶(qing)(qing)市商務(wu)(wu)委員會關(guan)于鼓勵家(jia)(jia)電(dian)(dian)(dian)(dian)以(yi)舊換(huan)(huan)(huan)新(xin)(xin)消(xiao)(xiao)(xiao)費促進(jin)(jin)活(huo)(huo)動(dong)(dong)(dong)有關(guan)事項的補充(chong)通知》(渝商務(wu)(wu)〔2020〕388號)。二(er)是開(kai)(kai)展以(yi)舊換(huan)(huan)(huan)新(xin)(xin)活(huo)(huo)動(dong)(dong)(dong)。去年(nian)5月以(yi)來,重(zhong)(zhong)慶(qing)(qing)市聯(lian)動(dong)(dong)(dong)重(zhong)(zhong)百(bai)(bai)、蘇(su)寧、國(guo)美211個縣級門(men)(men)店、1347個鄉鎮(zhen)門(men)(men)店,對(dui)廢舊電(dian)(dian)(dian)(dian)子電(dian)(dian)(dian)(dian)器開(kai)(kai)展系列換(huan)(huan)(huan)舊更(geng)新(xin)(xin)活(huo)(huo)動(dong)(dong)(dong),從換(huan)(huan)(huan)新(xin)(xin)的消(xiao)(xiao)(xiao)費數(shu)據來看,智能化、品質化、品牌(pai)化和安全節能等(deng)4類綠色家(jia)(jia)電(dian)(dian)(dian)(dian)產品在更(geng)新(xin)(xin)升級中更(geng)受青睞,其中,電(dian)(dian)(dian)(dian)視系列排在最(zui)前(qian)列、換(huan)(huan)(huan)新(xin)(xin)1.1萬(wan)(wan)余(yu)(yu)臺(tai),空調、廚電(dian)(dian)(dian)(dian)緊跟其后(hou),換(huan)(huan)(huan)新(xin)(xin)梳(shu)理分別(bie)達到(dao)7500余(yu)(yu)臺(tai)、6000余(yu)(yu)臺(tai)。三是突出線(xian)(xian)下線(xian)(xian)上融合(he)(he)。“線(xian)(xian)上消(xiao)(xiao)(xiao)費”成(cheng)為消(xiao)(xiao)(xiao)費者(zhe)選擇(ze)的“新(xin)(xin)寵”,重(zhong)(zhong)百(bai)(bai)電(dian)(dian)(dian)(dian)器創建“重(zhong)(zhong)百(bai)(bai)創客”線(xian)(xian)上平(ping)臺(tai),吸納合(he)(he)伙人及粉絲(si)近10萬(wan)(wan)人,累計實(shi)現線(xian)(xian)上銷(xiao)售(shou)1100多(duo)萬(wan)(wan)元;蘇(su)寧易購APP線(xian)(xian)上銷(xiao)售(shou)合(he)(he)計5094萬(wan)(wan)元,完成(cheng)5126臺(tai)家(jia)(jia)電(dian)(dian)(dian)(dian)以(yi)舊換(huan)(huan)(huan)新(xin)(xin);國(guo)美開(kai)(kai)展“萬(wan)(wan)店上云”“萬(wan)(wan)人直播”等(deng)線(xian)(xian)上營銷(xiao)活(huo)(huo)動(dong)(dong)(dong),國(guo)慶(qing)(qing)中秋(qiu)“雙節”期間(jian)銷(xiao)售(shou)1200余(yu)(yu)臺(tai)家(jia)(jia)電(dian)(dian)(dian)(dian);2020年(nian)5—11月,3家(jia)(jia)大(da)(da)型綜合(he)(he)家(jia)(jia)電(dian)(dian)(dian)(dian)銷(xiao)售(shou)企業(ye)累計實(shi)現線(xian)(xian)上銷(xiao)售(shou)同(tong)比增長59%。截止(zhi)11月底,重(zhong)(zhong)百(bai)(bai)、蘇(su)寧、國(guo)美3家(jia)(jia)大(da)(da)型綜合(he)(he)家(jia)(jia)電(dian)(dian)(dian)(dian)銷(xiao)售(shou)企業(ye)累計換(huan)(huan)(huan)舊家(jia)(jia)電(dian)(dian)(dian)(dian)3.6萬(wan)(wan)余(yu)(yu)臺(tai)、銷(xiao)售(shou)額突破2.1億元,帶(dai)動(dong)(dong)(dong)家(jia)(jia)電(dian)(dian)(dian)(dian)消(xiao)(xiao)(xiao)費超過5.5億元。

浙江出臺配套政策推動完善廢(fei)舊家電回收處理體(ti)系 推動家電更新消費

為貫徹(che)落實《關于完善廢舊(jiu)家(jia)(jia)電(dian)回(hui)收(shou)處理(li)體系 推(tui)動家(jia)(jia)電(dian)更新消費的實施方案》(發改產業〔2020〕752號)要求,浙江(jiang)省發展改革委聯合相關部門,結合地方實際(ji),制定(ding)出臺(tai)了《浙江(jiang)省完善廢舊(jiu)家(jia)(jia)電(dian)回(hui)收(shou)處理(li)體系 推(tui)動家(jia)(jia)電(dian)更新消費三年行動計劃》。


堅持目標導向,突出浙江特色。立足(zu)浙江數字經濟(ji)領先(xian)(xian)、垃圾(ji)分類先(xian)(xian)進、拆(chai)解技術和能(neng)力強等方面(mian)疊加優(you)勢,通過(guo)政府搭臺企業唱戲,進一步(bu)暢通家(jia)電(dian)生產、消(xiao)費、回收及(ji)處置再(zai)利用(yong)全鏈條,打造全國一流廢舊(jiu)家(jia)電(dian)回收處理體系,形成一套家(jia)電(dian)新型消(xiao)費模式,推廣一批先(xian)(xian)進模式和經驗做(zuo)法。


堅持問(wen)題(ti)導向,強(qiang)化關鍵(jian)節點(dian)。針(zhen)對(dui)(dui)調研(yan)發現的(de)(de)(de)廢(fei)舊大家電(dian)拆(chai)裝人(ren)工費用高(gao)、物流成(cheng)本高(gao)、安全(quan)隱患高(gao)的(de)(de)(de)問題,提(ti)(ti)出線(xian)上線(xian)下(xia)融合發展,建設多(duo)元化的(de)(de)(de)回(hui)收(shou)渠道的(de)(de)(de)“互聯網(wang)+回(hui)收(shou)”的(de)(de)(de)模式。針(zhen)對(dui)(dui)包括廢(fei)舊家電(dian)在內的(de)(de)(de)再生資源或大件垃圾臨(lin)時(shi)放(fang)置點不健全(quan)的(de)(de)(de)問題,提(ti)(ti)出推進“兩網(wang)融合”完善回(hui)收(shou)設施(shi)網(wang)絡(luo),提(ti)(ti)升(sheng)正(zheng)規回(hui)收(shou)處理體系(xi)的(de)(de)(de)覆(fu)蓋率。針(zhen)對(dui)(dui)目前回(hui)收(shou)環節以走街串戶的(de)(de)(de)黃牛(niu)為主,廢(fei)舊家電(dian)產品去向(xiang)難以監管(guan)的(de)(de)(de)問題,提(ti)(ti)出提(ti)(ti)高(gao)行業(ye)組織化水(shui)平、加強(qiang)行業(ye)監管(guan)和人(ren)員管(guan)理等(deng)意見(jian)。針(zhen)對(dui)(dui)非法拆(chai)解擠占合規拆(chai)解企業(ye)空間,非法拆(chai)解還會造成(cheng)嚴重環境污染的(de)(de)(de)問題,提(ti)(ti)出鼓勵正(zheng)規拆(chai)解企業(ye)加大研(yan)發投入(ru)和新裝備的(de)(de)(de)應用,推進信息化、智能化建設,提(ti)(ti)升(sheng)企業(ye)回(hui)收(shou)處理的(de)(de)(de)綜合能力。


堅持(chi)效(xiao)果導向,確(que)保落地(di)實施。按(an)照協同聯動、典型(xing)引領(ling)、規范有(you)序的指導(dao)思想,將廢舊(jiu)家電回收處理體系(xi)與現(xian)有(you)再生資源利用(yong)體系(xi)和城市生活(huo)垃圾分類回收體系(xi)有(you)機結合。根據國家相(xiang)關(guan)文件精神,結合浙(zhe)江省實際,制定(ding)共13項重點任(ren)務的清單,進一步明確(que)責任(ren)分工,確(que)保《行動計劃》可落(luo)地、可實施。

上海深(shen)挖“互(hu)聯網+”回(hui)收(shou)優(you)勢(shi) 助力完(wan)善廢舊家電回(hui)收(shou)處理(li)體系(xi)

為深入貫徹落實(shi)(shi)《關(guan)于(yu)完善廢(fei)(fei)(fei)舊(jiu)(jiu)家電(dian)(dian)(dian)回(hui)收處理(li)體系推(tui)動家電(dian)(dian)(dian)更新消費的實(shi)(shi)施方案(an)》精神,上海市大力推(tui)進(jin)可回(hui)收物體系建(jian)設(she),加強(qiang)電(dian)(dian)(dian)子廢(fei)(fei)(fei)棄物、廢(fei)(fei)(fei)舊(jiu)(jiu)家電(dian)(dian)(dian)的回(hui)收和處置利用率,圍(wei)繞搭建(jian)廢(fei)(fei)(fei)舊(jiu)(jiu)家電(dian)(dian)(dian)回(hui)收網點,促進(jin)回(hui)收體系數(shu)字化升級,在帶動廢(fei)(fei)(fei)舊(jiu)(jiu)家電(dian)(dian)(dian)回(hui)收處理(li)體系提檔(dang)升級,推(tui)動家電(dian)(dian)(dian)更新消費方面取得(de)成效。

建立廢舊家電的的多元(yuan)化回(hui)收體(ti)系。一是(shi)明確銷售者(zhe)回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)電(dian)(dian)(dian)子(zi)廢(fei)(fei)棄(qi)物(wu)的(de)責(ze)任,積極(ji)(ji)建立(li)(li)(li)以銷售商為(wei)(wei)主體的(de)電(dian)(dian)(dian)子(zi)廢(fei)(fei)棄(qi)物(wu)回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)交(jiao)(jiao)投(tou)(tou)網(wang)點。通(tong)過“銷售+回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)”的(de)回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)模式,在(zai)以舊換新(xin)交(jiao)(jiao)投(tou)(tou)網(wang)點回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)廢(fei)(fei)舊家電(dian)(dian)(dian),確保電(dian)(dian)(dian)子(zi)廢(fei)(fei)棄(qi)物(wu)統一交(jiao)(jiao)給有資質的(de)拆解(jie)企業(ye)。今年4月(yue)以來,為(wei)(wei)提振消費(fei),上(shang)海(hai)蘇寧成立(li)(li)(li)了煥(huan)新(xin)基金,在(zai)上(shang)海(hai)蘇寧線(xian)下所(suo)有門店,家電(dian)(dian)(dian)類以舊換新(xin)至多可以為(wei)(wei)消費(fei)者(zhe)補(bu)貼(tie)1500元(yuan)(不包含收(shou)(shou)(shou)(shou)(shou)(shou)舊機(ji)(ji)),通(tong)訊(xun)以舊換新(xin)最高(gao)補(bu)貼(tie)5000元(yuan)(包含收(shou)(shou)(shou)(shou)(shou)(shou)舊機(ji)(ji))。二是(shi)建立(li)(li)(li)規(gui)范的(de)再生資源回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)公司社(she)(she)區回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)平臺。利(li)用(yong)現(xian)有社(she)(she)區再生資源專(zhuan)業(ye)回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)站點和新(xin)錦華“在(zai)線(xian)收(shou)(shou)(shou)(shou)(shou)(shou)廢(fei)(fei)”平臺等線(xian)上(shang)回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)平臺,為(wei)(wei)居(ju)民(min)、企事(shi)業(ye)單(dan)位交(jiao)(jiao)投(tou)(tou)廢(fei)(fei)棄(qi)電(dian)(dian)(dian)子(zi)產品提供快捷(jie)、便(bian)利(li)、規(gui)范的(de)服務。三是(shi)建立(li)(li)(li)拆解(jie)企業(ye)區域回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)網(wang)絡。在(zai)有資質的(de)拆解(jie)處(chu)理企業(ye)中,選擇5家骨干企業(ye),通(tong)過電(dian)(dian)(dian)話、網(wang)上(shang)交(jiao)(jiao)投(tou)(tou)、集(ji)中收(shou)(shou)(shou)(shou)(shou)(shou)運(yun)和專(zhuan)業(ye)人員上(shang)門收(shou)(shou)(shou)(shou)(shou)(shou)集(ji)轉運(yun)服務的(de)生產責(ze)任延(yan)伸功能,承擔(dan)專(zhuan)門定點集(ji)中回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)個(ge)人和機(ji)(ji)關企事(shi)業(ye)單(dan)位電(dian)(dian)(dian)子(zi)廢(fei)(fei)棄(qi)物(wu),以促進單(dan)位和個(ge)人交(jiao)(jiao)投(tou)(tou)的(de)積極(ji)(ji)性(xing),提高(gao)廢(fei)(fei)棄(qi)電(dian)(dian)(dian)器電(dian)(dian)(dian)子(zi)產品回(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)(shou)(shou)處(chu)理率(lv)。


培育“互聯(lian)網+回(hui)收”龍頭回(hui)收企業(ye)。上(shang)海市自(zi)2012年7月起(qi)啟動家電基(ji)金處理補貼制(zhi)度以來,涌(yong)現出了一批(pi)“互聯網+回收(shou)”創(chuang)新模(mo)式的(de)回收(shou)企業,如愛回收(shou)、新金橋、森(sen)藍等(deng)。


愛(ai)回(hui)收(shou)(shou)是(shi)中(zhong)國最大的(de)(de)二手(shou)電子(zi)產(chan)(chan)品“互聯網(wang)(wang)+”回(hui)收(shou)(shou)及循環利用(yong)平臺,創(chuang)立了一(yi)套C2B的(de)(de)逆(ni)向電商模式,為用(yong)戶(hu)提供專業的(de)(de)二手(shou)電子(zi)產(chan)(chan)品回(hui)收(shou)(shou)服務。總覆(fu)蓋網(wang)(wang)點超過(guo)20萬個,每(mei)天回(hui)收(shou)(shou)電子(zi)產(chan)(chan)品過(guo)6萬臺,單月最高交(jiao)易規(gui)模超過(guo)35億元。現階段(duan),愛(ai)回(hui)收(shou)(shou)已經(jing)不僅(jin)僅(jin)局限(xian)于手(shou)機回(hui)收(shou)(shou),其業務版圖已覆(fu)蓋二手(shou)電子(zi)產(chan)(chan)品交(jiao)易全產(chan)(chan)業鏈(lian)。 


新金橋開發(fa)的平(ping)臺(tai)(tai)承擔了上海(hai)市大(da)家電(dian)“以舊換(huan)新”項目,與(yu)永樂、國(guo)美、大(da)潤發(fa)、百聯、歐尚、海(hai)爾等多(duo)家銷售商(shang)達成合作(zuo)(zuo),整合全市200余個合作(zuo)(zuo)回(hui)收(shou)(shou)(shou)網點(dian),回(hui)收(shou)(shou)(shou)能力遍(bian)及除崇明金山(shan)之外所有上海(hai)地區(qu)。平(ping)臺(tai)(tai)結合400電(dian)話預約(yue)(yue)及微信預約(yue)(yue)的預約(yue)(yue)方式,通過(guo)四分類普通型(xing)及智(zhi)能型(xing)回(hui)收(shou)(shou)(shou)箱(xiang)回(hui)收(shou)(shou)(shou)、流動網點(dian)回(hui)收(shou)(shou)(shou)、定(ding)時定(ding)點(dian)回(hui)收(shou)(shou)(shou)等回(hui)收(shou)(shou)(shou)方式,建(jian)立線(xian)上預約(yue)(yue)、線(xian)下回(hui)收(shou)(shou)(shou)的特色(se)回(hui)收(shou)(shou)(shou)模式。自2018年(nian)(nian)起,平(ping)臺(tai)(tai)開始與(yu)各街鎮合作(zuo)(zuo),截至2020年(nian)(nian)底共設立兩網融合中轉站10個,累計與(yu)20個街鎮簽(qian)約(yue)(yue)合作(zuo)(zuo),回(hui)收(shou)(shou)(shou)網點(dian)1049個, 在浦東新區(qu)36個街鎮的覆蓋率達到55.6%,中轉站可回(hui)收(shou)(shou)(shou)物總回(hui)收(shou)(shou)(shou)量為120682.6噸。2020年(nian)(nian)平(ping)臺(tai)(tai)回(hui)收(shou)(shou)(shou)包括(kuo)彩(cai)色(se)電(dian)視(shi)機(ji)約(yue)(yue)25.5萬(wan)臺(tai)(tai),冰箱(xiang)、空調、洗衣機(ji)合計約(yue)(yue)4.6萬(wan)臺(tai)(tai),微型(xing)計算機(ji)約(yue)(yue)2.7萬(wan)臺(tai)(tai),全年(nian)(nian)共計回(hui)收(shou)(shou)(shou)四機(ji)一腦約(yue)(yue)32.8萬(wan)臺(tai)(tai)。
