4.推(tui)(tui)動(dong)鋼(gang)鐵行(xing)(xing)業碳達(da)峰。嚴格執行(xing)(xing)產(chan)(chan)能置換,優(you)化存量(liang),淘汰落后產(chan)(chan)能,提高行(xing)(xing)業集中(zhong)度。促進鋼(gang)鐵行(xing)(xing)業結構優(you)化和(he)清潔能源(yuan)替代,大力推(tui)(tui)進非高爐煉鐵技術(shu)示(shi)范,提升廢鋼(gang)資源(yuan)回收(shou)利(li)用水平,推(tui)(tui)行(xing)(xing)全廢鋼(gang)電爐工藝。瞄準(zhun)下游用鋼(gang)產(chan)(chan)業升級與戰略性新興產(chan)(chan)業發展(zhan)方(fang)向(xiang),持續優(you)化產(chan)(chan)品結構,推(tui)(tui)動(dong)鋼(gang)鐵行(xing)(xing)業向(xiang)服務型制造轉型。實(shi)施鋼(gang)鐵行(xing)(xing)業超低排放(fang)改造,深挖節能降(jiang)碳潛力,實(shi)現減污(wu)降(jiang)碳協同推(tui)(tui)進。推(tui)(tui)廣先進適用技術(shu),鼓勵鋼(gang)化聯(lian)產(chan)(chan),探索開展(zhan)氫冶金、二氧化碳捕集利(li)用一體化等試點示(shi)范,推(tui)(tui)動(dong)低品位余熱供暖發展(zhan)。

5.推(tui)動有(you)色(se)金(jin)(jin)屬(shu)(shu)(shu)行業碳達峰。鞏固化解(jie)(jie)電解(jie)(jie)鋁過剩產(chan)能成果,嚴(yan)格(ge)執行產(chan)能置換,嚴(yan)控新增產(chan)能。推(tui)進(jin)清潔能源(yuan)替代(dai),提(ti)(ti)高風電、太陽能發電等應用(yong)(yong)比重。加(jia)(jia)快再生(sheng)有(you)色(se)金(jin)(jin)屬(shu)(shu)(shu)產(chan)業發展(zhan),加(jia)(jia)強(qiang)廢(fei)舊金(jin)(jin)屬(shu)(shu)(shu)回(hui)收市(shi)場建設,完善廢(fei)棄(qi)有(you)色(se)金(jin)(jin)屬(shu)(shu)(shu)資源(yuan)回(hui)收、分選和(he)加(jia)(jia)工網絡(luo),提(ti)(ti)高再生(sheng)有(you)色(se)金(jin)(jin)屬(shu)(shu)(shu)產(chan)量。推(tui)進(jin)全過程智(zhi)能化控制技(ji)術應用(yong)(yong),加(jia)(jia)強(qiang)碳減排與“三(san)廢(fei)”污染物協(xie)同控制,提(ti)(ti)高全生(sheng)命周期冶煉技(ji)術水平。加(jia)(jia)快推(tui)廣應用(yong)(yong)先(xian)進(jin)適(shi)用(yong)(yong)綠(lv)色(se)低碳技(ji)術,提(ti)(ti)升有(you)色(se)金(jin)(jin)屬(shu)(shu)(shu)生(sheng)產(chan)過程余熱回(hui)收水平,推(tui)動單位產(chan)品能耗(hao)持(chi)續下降。

6.推動(dong)建(jian)材(cai)(cai)行(xing)業碳達(da)峰(feng)。嚴格執行(xing)產(chan)能置換(huan),加快低(di)效產(chan)能退出,引導(dao)建(jian)材(cai)(cai)行(xing)業向輕型(xing)(xing)化、集(ji)約化、制(zhi)品化轉型(xing)(xing)。推動(dong)水(shui)泥錯峰(feng)生產(chan)常態(tai)化,合理縮短水(shui)泥熟料裝(zhuang)置運轉時間(jian)。因地制(zhi)宜利(li)用(yong)風能、太陽能等(deng)可再生能源,逐步(bu)提高電(dian)力、天(tian)然氣(qi)及其他清潔能源應(ying)用(yong)比(bi)重。鼓勵建(jian)材(cai)(cai)企業使用(yong)粉(fen)煤灰、工業廢渣、尾礦渣等(deng)作(zuo)為原料或水(shui)泥混(hun)合材(cai)(cai)。加快推進綠色建(jian)材(cai)(cai)產(chan)品認(ren)證和應(ying)用(yong)推廣,加強(qiang)新型(xing)(xing)膠凝(ning)材(cai)(cai)料、低(di)碳混(hun)凝(ning)土、木竹(zhu)建(jian)材(cai)(cai)等(deng)低(di)碳建(jian)材(cai)(cai)產(chan)品研發應(ying)用(yong)。推廣節(jie)能技術(shu)設備(bei),開展能源管(guan)理體系(xi)建(jian)設,實現(xian)節(jie)能增效。

7.推動石(shi)化(hua)化(hua)工(gong)(gong)行業碳達峰。優(you)(you)化(hua)產能規(gui)模和布(bu)局,加(jia)大(da)落后產能淘(tao)汰力度(du),依法依規(gui)化(hua)解過剩產能。嚴格項目(mu)準入,合理安排建設時序,嚴控(kong)新(xin)(xin)增煉油和傳(chuan)統煤(mei)化(hua)工(gong)(gong)生產能力。未納(na)入國家(jia)有關領(ling)域產業規(gui)劃的,一律不得新(xin)(xin)建改(gai)擴建煉油和新(xin)(xin)建乙烯、對二甲苯、煤(mei)制烯烴(jing)項目(mu)。推動化(hua)工(gong)(gong)行業園區化(hua)、循(xun)(xun)環化(hua)、綠色化(hua)發展(zhan)(zhan),提升上下(xia)游產業關聯度(du)、耦合度(du)。引(yin)導(dao)企(qi)業轉變用能方(fang)式,促進煤(mei)炭分質分級(ji)(ji)清潔高(gao)效利(li)(li)(li)用,鼓勵以電力、天然氣等(deng)替(ti)代煤(mei)炭。引(yin)導(dao)生物(wu)質制合成氣,調整原(yuan)料結構(gou),拓展(zhan)(zhan)富氫原(yuan)料來源(yuan),推動石(shi)化(hua)化(hua)工(gong)(gong)原(yuan)料輕質化(hua)。優(you)(you)化(hua)產品結構(gou),促進石(shi)化(hua)化(hua)工(gong)(gong)與(yu)煤(mei)炭開采、冶金(jin)、建材、化(hua)纖等(deng)產業協同發展(zhan)(zhan),加(jia)強煉廠干(gan)氣、液化(hua)氣等(deng)副產氣體高(gao)效利(li)(li)(li)用。鼓勵企(qi)業節能升級(ji)(ji)改(gai)造,加(jia)強二氧化(hua)碳資(zi)源(yuan)化(hua)綜合利(li)(li)(li)用技術攻關,推動能量梯(ti)級(ji)(ji)利(li)(li)(li)用、物(wu)料循(xun)(xun)環利(li)(li)(li)用。

(三)城(cheng)鄉建設綠色低(di)碳發(fa)展(zhan)行動(dong)。全面轉變城鄉建(jian)(jian)設模(mo)式(shi),提升綠色建(jian)(jian)筑品質,優化建(jian)(jian)筑用能(neng)結(jie)構,執行綠色建(jian)(jian)筑標準,提高建(jian)(jian)筑能(neng)效水平。

1.推(tui)動(dong)(dong)城(cheng)(cheng)(cheng)鄉建(jian)(jian)(jian)設(she)(she)低(di)碳轉型(xing)。推(tui)動(dong)(dong)城(cheng)(cheng)(cheng)市組團式(shi)(shi)發(fa)展(zhan)(zhan),優化(hua)城(cheng)(cheng)(cheng)鄉空間(jian)布局,倡導綠(lv)(lv)色(se)(se)低(di)碳規(gui)(gui)劃設(she)(she)計(ji)理(li)念,將綠(lv)(lv)色(se)(se)低(di)碳發(fa)展(zhan)(zhan)指標(biao)(biao)體(ti)系(xi)納入(ru)國(guo)土(tu)空間(jian)總(zong)體(ti)規(gui)(gui)劃、詳細規(gui)(gui)劃和(he)專項規(gui)(gui)劃,控制(zhi)新(xin)增建(jian)(jian)(jian)設(she)(she)用(yong)地(di)(di)過快增長,增強城(cheng)(cheng)(cheng)鄉氣候(hou)韌性,建(jian)(jian)(jian)設(she)(she)海(hai)綿城(cheng)(cheng)(cheng)市,積(ji)極參與國(guo)家氣候(hou)標(biao)(biao)志評價。推(tui)動(dong)(dong)城(cheng)(cheng)(cheng)鄉存(cun)量建(jian)(jian)(jian)設(she)(she)用(yong)地(di)(di)盤活利(li)用(yong),建(jian)(jian)(jian)設(she)(she)集約緊湊型(xing)城(cheng)(cheng)(cheng)市。推(tui)廣(guang)綠(lv)(lv)色(se)(se)建(jian)(jian)(jian)造(zao)方式(shi)(shi),加快推(tui)進新(xin)型(xing)建(jian)(jian)(jian)筑(zhu)(zhu)工(gong)業化(hua)發(fa)展(zhan)(zhan),大力(li)發(fa)展(zhan)(zhan)裝(zhuang)(zhuang)配(pei)式(shi)(shi)混凝土(tu)建(jian)(jian)(jian)筑(zhu)(zhu)和(he)鋼結(jie)構建(jian)(jian)(jian)筑(zhu)(zhu),推(tui)動(dong)(dong)裝(zhuang)(zhuang)配(pei)化(hua)裝(zhuang)(zhuang)修,落(luo)實年度(du)建(jian)(jian)(jian)設(she)(she)用(yong)地(di)(di)供(gong)應(ying)面(mian)積(ji)中裝(zhuang)(zhuang)配(pei)式(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)建(jian)(jian)(jian)設(she)(she)面(mian)積(ji)比(bi)(bi)例。到(dao)2025年,全(quan)省新(xin)開工(gong)裝(zhuang)(zhuang)配(pei)式(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)面(mian)積(ji)占新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)面(mian)積(ji)比(bi)(bi)例力(li)爭達到(dao)40%。促進綠(lv)(lv)色(se)(se)建(jian)(jian)(jian)材應(ying)用(yong),不斷(duan)提高(gao)綠(lv)(lv)色(se)(se)建(jian)(jian)(jian)材應(ying)用(yong)比(bi)(bi)例。樹(shu)立建(jian)(jian)(jian)筑(zhu)(zhu)全(quan)壽命(ming)周(zhou)期理(li)念,推(tui)行(xing)建(jian)(jian)(jian)筑(zhu)(zhu)綠(lv)(lv)色(se)(se)規(gui)(gui)劃、綠(lv)(lv)色(se)(se)設(she)(she)計(ji)、綠(lv)(lv)色(se)(se)施(shi)工(gong)、綠(lv)(lv)色(se)(se)運(yun)營、綠(lv)(lv)色(se)(se)維護、綠(lv)(lv)色(se)(se)拆除全(quan)過程管(guan)理(li)制(zhi)度(du),杜(du)絕大拆大建(jian)(jian)(jian)。建(jian)(jian)(jian)設(she)(she)綠(lv)(lv)色(se)(se)城(cheng)(cheng)(cheng)鎮、綠(lv)(lv)色(se)(se)社區。

2.大力發展(zhan)節能(neng)(neng)(neng)(neng)低(di)碳(tan)(tan)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。持(chi)續提升(sheng)綠(lv)色建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)比例,大型公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和國家機關辦公(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、國有資金參與投(tou)資建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)的其(qi)他公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)按照一星(xing)級(ji)以上綠(lv)色建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)標準(zhun)進(jin)行(xing)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)。開(kai)展(zhan)超低(di)能(neng)(neng)(neng)(neng)耗建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)示(shi)范(fan),推(tui)動(dong)超低(di)能(neng)(neng)(neng)(neng)耗建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、低(di)碳(tan)(tan)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)規模化(hua)發展(zhan)。深入推(tui)進(jin)居住建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)(neng)(neng)(neng)節水(shui)改造與功能(neng)(neng)(neng)(neng)提升(sheng),推(tui)動(dong)老舊供熱管網等市(shi)政基礎設(she)施(shi)節能(neng)(neng)(neng)(neng)降碳(tan)(tan)改造。探索(suo)既有建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)(neng)(neng)(neng)改造市(shi)場化(hua)模式,推(tui)進(jin)公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)效提升(sheng)試點城(cheng)市(shi)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設(she)。提升(sheng)城(cheng)鎮建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和基礎設(she)施(shi)運行(xing)管理智能(neng)(neng)(neng)(neng)化(hua)水(shui)平,加(jia)快推(tui)廣供熱計(ji)量收費和合同能(neng)(neng)(neng)(neng)源管理,逐步開(kai)展(zhan)公(gong)共(gong)(gong)(gong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)耗限(xian)額管理。到(dao)2025年,城(cheng)鎮新建(jian)(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)100%執行(xing)綠(lv)色建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)標準(zhun);到(dao)2030年,全省新建(jian)(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)嚴格執行(xing)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)(neng)(neng)(neng)設(she)計(ji)標準(zhun)。

3.加快(kuai)優化(hua)建(jian)筑(zhu)用(yong)能(neng)(neng)結(jie)構。鼓(gu)勵(li)在建(jian)筑(zhu)領域規模化(hua)應用(yong)可再(zai)生(sheng)能(neng)(neng)源(yuan),提(ti)高太(tai)陽能(neng)(neng)、風能(neng)(neng)、地熱(re)能(neng)(neng)、生(sheng)物質能(neng)(neng)等可再(zai)生(sheng)能(neng)(neng)源(yuan)綜合利用(yong)水(shui)平。可再(zai)生(sheng)能(neng)(neng)源(yuan)利用(yong)設(she)(she)(she)(she)施與建(jian)筑(zhu)主體(ti)工(gong)程(cheng)同(tong)(tong)步設(she)(she)(she)(she)計、同(tong)(tong)步施工(gong)、同(tong)(tong)步驗收。開展(zhan)建(jian)筑(zhu)屋頂(ding)光(guang)伏行動,充分(fen)利用(yong)既有建(jian)筑(zhu)屋頂(ding)資源(yuan)建(jian)設(she)(she)(she)(she)光(guang)伏發(fa)電(dian)設(she)(she)(she)(she)施,鼓(gu)勵(li)工(gong)業(ye)廠(chang)(chang)房(fang)屋頂(ding)建(jian)設(she)(she)(she)(she)光(guang)伏發(fa)電(dian)設(she)(she)(she)(she)施,大幅提(ti)高建(jian)筑(zhu)采暖、生(sheng)活(huo)熱(re)水(shui)、炊事等電(dian)氣化(hua)普及率。推(tui)(tui)進(jin)熱(re)電(dian)聯產集中供暖,加快(kuai)推(tui)(tui)動工(gong)業(ye)余(yu)熱(re)供暖規模化(hua)發(fa)展(zhan),因(yin)地制宜推(tui)(tui)行熱(re)泵、生(sheng)物質能(neng)(neng)、地熱(re)能(neng)(neng)等清潔低碳供暖。提(ti)高建(jian)筑(zhu)終(zhong)端電(dian)氣化(hua)水(shui)平,建(jian)設(she)(she)(she)(she)集光(guang)伏發(fa)電(dian)、儲能(neng)(neng)、直流配(pei)電(dian)、柔(rou)性用(yong)電(dian)于(yu)一體(ti)的“光(guang)儲直柔(rou)”建(jian)筑(zhu)。到(dao)2025年,城(cheng)鎮建(jian)筑(zhu)可再(zai)生(sheng)能(neng)(neng)源(yuan)替代率達(da)到(dao)8%,新建(jian)公共機構建(jian)筑(zhu)、新建(jian)廠(chang)(chang)房(fang)屋頂(ding)光(guang)伏覆蓋率力爭達(da)到(dao)50%。

4.推進農(nong)(nong)(nong)(nong)村(cun)(cun)建(jian)(jian)設(she)和(he)用(yong)能(neng)綠(lv)色低碳轉(zhuan)型(xing)。推進綠(lv)色農(nong)(nong)(nong)(nong)房建(jian)(jian)設(she),結合農(nong)(nong)(nong)(nong)村(cun)(cun)人居環境改(gai)(gai)善,提(ti)升農(nong)(nong)(nong)(nong)房設(she)計建(jian)(jian)造(zao)水平(ping),因地制(zhi)宜解決日照(zhao)間距(ju)、保溫采暖(nuan)、通風采光等問(wen)題。推廣使用(yong)綠(lv)色建(jian)(jian)材,鼓勵農(nong)(nong)(nong)(nong)民新(xin)(xin)建(jian)(jian)和(he)改(gai)(gai)建(jian)(jian)農(nong)(nong)(nong)(nong)房執行綠(lv)色建(jian)(jian)筑評(ping)價標準,選用(yong)裝配式鋼(gang)結構等安全可靠的新(xin)(xin)型(xing)建(jian)(jian)造(zao)方式。實施既有農(nong)(nong)(nong)(nong)房節能(neng)改(gai)(gai)造(zao),加快農(nong)(nong)(nong)(nong)村(cun)(cun)電(dian)網建(jian)(jian)設(she),推動農(nong)(nong)(nong)(nong)村(cun)(cun)用(yong)能(neng)電(dian)氣化。深化推廣蘭考縣農(nong)(nong)(nong)(nong)村(cun)(cun)能(neng)源革命試點成(cheng)果。

(四)交通運輸(shu)綠色(se)低碳發展行(xing)動。加(jia)快調整(zheng)優化交通運(yun)輸結(jie)構,提高(gao)交通運(yun)輸工具能效水平,推(tui)進基礎設施(shi)低(di)(di)碳建(jian)設改造,引導形成綠色(se)低(di)(di)碳運(yun)輸方式、出行(xing)方式。

1.構(gou)(gou)建(jian)綠色高(gao)(gao)效交(jiao)通(tong)運(yun)(yun)(yun)(yun)輸體系。推(tui)動不(bu)同運(yun)(yun)(yun)(yun)輸方式合(he)理(li)分工、有效銜接,降低(di)空(kong)載率(lv)和(he)(he)不(bu)合(he)理(li)客(ke)貨(huo)運(yun)(yun)(yun)(yun)周轉(zhuan)量。推(tui)廣高(gao)(gao)效運(yun)(yun)(yun)(yun)輸組織(zhi)模式,加快(kuai)發(fa)展(zhan)多式聯運(yun)(yun)(yun)(yun),推(tui)進鐵(tie)(tie)(tie)路(lu)(lu)場站適(shi)貨(huo)化(hua)改造,創新發(fa)展(zhan)高(gao)(gao)鐵(tie)(tie)(tie)快(kuai)運(yun)(yun)(yun)(yun),建(jian)設(she)空(kong)公鐵(tie)(tie)(tie)、鐵(tie)(tie)(tie)公水等(deng)(deng)(deng)多式聯運(yun)(yun)(yun)(yun)樞紐(niu)。優(you)化(hua)客(ke)運(yun)(yun)(yun)(yun)組織(zhi),構(gou)(gou)建(jian)以高(gao)(gao)鐵(tie)(tie)(tie)、城(cheng)際鐵(tie)(tie)(tie)路(lu)(lu)為主體的大(da)(da)容量快(kuai)速低(di)碳客(ke)運(yun)(yun)(yun)(yun)服務體系。加快(kuai)城(cheng)鄉物(wu)流配(pei)送綠色發(fa)展(zhan),完善郵政和(he)(he)快(kuai)遞服務網絡,大(da)(da)力發(fa)展(zhan)集中配(pei)送、共同配(pei)送、夜(ye)間配(pei)送,提(ti)高(gao)(gao)城(cheng)市物(wu)流配(pei)送效率(lv)。加快(kuai)先進適(shi)用(yong)技術應用(yong),提(ti)升民(min)航運(yun)(yun)(yun)(yun)行(xing)管(guan)理(li)效率(lv),引(yin)導航空(kong)企(qi)業加強(qiang)智慧(hui)運(yun)(yun)(yun)(yun)行(xing),實(shi)(shi)現(xian)系統化(hua)節能降碳。加快(kuai)推(tui)進“公轉(zhuan)鐵(tie)(tie)(tie)”“公轉(zhuan)水”,建(jian)設(she)大(da)(da)型(xing)工礦(kuang)企(qi)業、物(wu)流園區和(he)(he)主要港口(kou)等(deng)(deng)(deng)鐵(tie)(tie)(tie)路(lu)(lu)專(zhuan)用(yong)線,實(shi)(shi)施鐵(tie)(tie)(tie)路(lu)(lu)專(zhuan)用(yong)線進企(qi)入園工程(cheng),“十(shi)四(si)五”期間新增鐵(tie)(tie)(tie)路(lu)(lu)專(zhuan)用(yong)線15條,確保打通(tong)鐵(tie)(tie)(tie)路(lu)(lu)貨(huo)運(yun)(yun)(yun)(yun)“最(zui)后一公里”;實(shi)(shi)施內河水運(yun)(yun)(yun)(yun)暢通(tong)工程(cheng),推(tui)進淮河、沙潁河、唐河等(deng)(deng)(deng)航道及周口(kou)、信陽(yang)(yang)、南陽(yang)(yang)等(deng)(deng)(deng)港口(kou)建(jian)設(she)。

2.推(tui)(tui)(tui)動(dong)交通運(yun)(yun)輸(shu)工具低碳(tan)(tan)轉(zhuan)型。積極(ji)擴大電力(li)、氫能(neng)、先進(jin)生物液體燃料等新(xin)能(neng)源(yuan)(yuan)、清潔能(neng)源(yuan)(yuan)在(zai)(zai)交通運(yun)(yun)輸(shu)領(ling)域(yu)應用范(fan)圍。大力(li)推(tui)(tui)(tui)廣新(xin)能(neng)源(yuan)(yuan)汽車(che)(che)(che)(che),逐步(bu)降低傳統燃油汽車(che)(che)(che)(che)在(zai)(zai)新(xin)車(che)(che)(che)(che)產銷和汽車(che)(che)(che)(che)保(bao)有量(liang)中的占比,推(tui)(tui)(tui)動(dong)城市(shi)公(gong)(gong)共(gong)服務(wu)車(che)(che)(che)(che)輛電動(dong)化替代,除保(bao)留必(bi)要應急車(che)(che)(che)(che)輛外(wai),推(tui)(tui)(tui)動(dong)城市(shi)地面(mian)公(gong)(gong)交、城市(shi)物流配送、郵政快遞、出租汽車(che)(che)(che)(che)、公(gong)(gong)務(wu)用車(che)(che)(che)(che)、環衛(wei)車(che)(che)(che)(che)輛新(xin)能(neng)源(yuan)(yuan)替代,推(tui)(tui)(tui)廣電力(li)、氫燃料重型貨運(yun)(yun)車(che)(che)(che)(che)輛。加快老舊(jiu)船(chuan)(chuan)舶更新(xin)改(gai)造,發(fa)展電動(dong)、液化天然氣動(dong)力(li)船(chuan)(chuan)舶,深入推(tui)(tui)(tui)進(jin)船(chuan)(chuan)舶靠港使用岸電,因地制宜開展內河綠(lv)色智能(neng)船(chuan)(chuan)舶示范(fan)應用。提升機場(chang)運(yun)(yun)行電動(dong)化、智能(neng)化水平。持續提升運(yun)(yun)輸(shu)工具能(neng)源(yuan)(yuan)利用效率(lv),健(jian)全交通運(yun)(yun)輸(shu)裝備(bei)能(neng)效標識(shi)制度。加快發(fa)展智能(neng)交通、共(gong)享(xiang)交通。到2025年,城市(shi)地面(mian)公(gong)(gong)交新(xin)能(neng)源(yuan)(yuan)車(che)(che)(che)(che)替代率(lv)達到100%(不含應急保(bao)障車(che)(che)(che)(che)輛),營運(yun)(yun)交通工具單(dan)位換算(suan)周(zhou)轉(zhuan)量(liang)碳(tan)(tan)排(pai)放強(qiang)度比2020年下降4.5%左右。到2030年,營運(yun)(yun)交通工具單(dan)位換算(suan)周(zhou)轉(zhuan)量(liang)碳(tan)(tan)排(pai)放強(qiang)度比2020年下降13%左右,鐵路(lu)綜合能(neng)耗(hao)強(qiang)度較2020年下降9.5%左右。

3.推(tui)進(jin)低(di)(di)(di)碳(tan)交通(tong)基礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)建(jian)(jian)設(she)(she)運營(ying)。將綠(lv)色低(di)(di)(di)碳(tan)理(li)念貫穿交通(tong)基礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)規劃(hua)、建(jian)(jian)設(she)(she)、運營(ying)和維護全(quan)過程(cheng),降低(di)(di)(di)全(quan)生命周(zhou)期能耗(hao)和碳(tan)排放(fang)。開(kai)展(zhan)交通(tong)基礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)綠(lv)色化(hua)提升改造,統籌利用(yong)(yong)綜合運輸通(tong)道線(xian)位、土(tu)地(di)(di)、空域等資(zi)源,加大岸(an)線(xian)、錨地(di)(di)等資(zi)源整合力度,提高(gao)(gao)利用(yong)(yong)效率。推(tui)動(dong)在公(gong)(gong)(gong)(gong)路橋隧(sui)邊(bian)坡(po)、服(fu)(fu)務(wu)區(qu)(qu)、軌道交通(tong)兩(liang)側等因地(di)(di)制宜(yi)建(jian)(jian)設(she)(she)光(guang)伏發電(dian)設(she)(she)施(shi)(shi)(shi)。有序(xu)推(tui)進(jin)充(chong)電(dian)樁、配套(tao)電(dian)網、加注(zhu)(氣)站、加氫站等基礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)建(jian)(jian)設(she)(she),提升城市公(gong)(gong)(gong)(gong)共交通(tong)基礎(chu)(chu)設(she)(she)施(shi)(shi)(shi)水平。加快構(gou)建(jian)(jian)布(bu)局(ju)合理(li)、車(che)樁相(xiang)隨(sui)的(de)充(chong)電(dian)網絡,重(zhong)點推(tui)進(jin)居民(min)區(qu)(qu)自(zi)用(yong)(yong)及公(gong)(gong)(gong)(gong)共機(ji)構(gou)等專用(yong)(yong)充(chong)電(dian)樁建(jian)(jian)設(she)(she),加快公(gong)(gong)(gong)(gong)路沿線(xian)服(fu)(fu)務(wu)區(qu)(qu)快速充(chong)電(dian)設(she)(she)施(shi)(shi)(shi)布(bu)局(ju)。到(dao)2025年(nian),全(quan)省(sheng)累計建(jian)(jian)成集(ji)中(zhong)(zhong)式公(gong)(gong)(gong)(gong)共充(chong)換電(dian)站2000座以上,實現(xian)高(gao)(gao)速公(gong)(gong)(gong)(gong)路服(fu)(fu)務(wu)區(qu)(qu)充(chong)電(dian)設(she)(she)施(shi)(shi)(shi)全(quan)覆蓋(gai);公(gong)(gong)(gong)(gong)共服(fu)(fu)務(wu)領域停車(che)場(chang)配建(jian)(jian)充(chong)電(dian)設(she)(she)施(shi)(shi)(shi)的(de)車(che)位比例(li)不低(di)(di)(di)于(yu)25%,示范(fan)性(xing)集(ji)中(zhong)(zhong)式充(chong)電(dian)站實現(xian)縣域全(quan)覆蓋(gai);新建(jian)(jian)大型公(gong)(gong)(gong)(gong)共建(jian)(jian)筑(zhu)停車(che)場(chang)、社會(hui)公(gong)(gong)(gong)(gong)共停車(che)場(chang)、公(gong)(gong)(gong)(gong)共文化(hua)娛樂場(chang)所停車(che)場(chang)配建(jian)(jian)充(chong)電(dian)設(she)(she)施(shi)(shi)(shi)的(de)車(che)位比例(li)不低(di)(di)(di)于(yu)15%,并將其納(na)入整體工程(cheng)驗(yan)收范(fan)疇。到(dao)2030年(nian),形成覆蓋(gai)全(quan)省(sheng)、功能完善、“車(che)—樁—網”互聯的(de)公(gong)(gong)(gong)(gong)共充(chong)電(dian)智能服(fu)(fu)務(wu)網絡,民(min)用(yong)(yong)運輸機(ji)場(chang)場(chang)內車(che)輛(liang)裝備等力爭全(quan)面實現(xian)電(dian)動(dong)化(hua)。

4.積(ji)(ji)極(ji)引(yin)導綠色(se)(se)低碳(tan)(tan)出(chu)行(xing)。加快(kuai)城(cheng)(cheng)市(shi)(shi)(shi)軌道交(jiao)(jiao)(jiao)(jiao)通建(jian)設,推廣快(kuai)速(su)公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)系統,打(da)造以(yi)城(cheng)(cheng)市(shi)(shi)(shi)軌道交(jiao)(jiao)(jiao)(jiao)通為骨干、公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)為主體(ti)的(de)低碳(tan)(tan)高效城(cheng)(cheng)市(shi)(shi)(shi)客(ke)運體(ti)系。加強城(cheng)(cheng)市(shi)(shi)(shi)步行(xing)和自行(xing)車等慢行(xing)交(jiao)(jiao)(jiao)(jiao)通系統和配套設施建(jian)設。合理布置城(cheng)(cheng)市(shi)(shi)(shi)功能區,推進(jin)職(zhi)住平衡和產城(cheng)(cheng)融合發展,減少出(chu)行(xing)通勤時間。積(ji)(ji)極(ji)倡導綠色(se)(se)交(jiao)(jiao)(jiao)(jiao)通理念,開展綠色(se)(se)出(chu)行(xing)創建(jian)行(xing)動(dong),引(yin)導公(gong)(gong)眾主動(dong)選擇低碳(tan)(tan)交(jiao)(jiao)(jiao)(jiao)通方(fang)式。到2025年,特大(da)城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)(jiao)通機(ji)(ji)動(dong)化出(chu)行(xing)分(fen)擔率(lv)不(bu)低于(yu)50%,大(da)城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)(jiao)通機(ji)(ji)動(dong)化出(chu)行(xing)分(fen)擔率(lv)不(bu)低于(yu)40%,中小城(cheng)(cheng)市(shi)(shi)(shi)和縣城(cheng)(cheng)綠色(se)(se)出(chu)行(xing)比例不(bu)低于(yu)60%。到2030年,特大(da)城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)(jiao)通機(ji)(ji)動(dong)化出(chu)行(xing)分(fen)擔率(lv)不(bu)低于(yu)60%,大(da)城(cheng)(cheng)市(shi)(shi)(shi)公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)(jiao)通機(ji)(ji)動(dong)化出(chu)行(xing)分(fen)擔率(lv)不(bu)低于(yu)50%,中小城(cheng)(cheng)市(shi)(shi)(shi)和縣城(cheng)(cheng)綠色(se)(se)出(chu)行(xing)比例不(bu)低于(yu)65%。

(五)節能(neng)降碳增效(xiao)行動。貫徹節約(yue)資(zi)源(yuan)基本國策,健全能(neng)源(yuan)消費強(qiang)度和總量雙控制度,實施節能(neng)降碳重點工程,推(tui)動資(zi)源(yuan)循環利用,加快形成(cheng)能(neng)源(yuan)節約(yue)型社會。

1.強(qiang)化(hua)節(jie)(jie)能(neng)(neng)管(guan)(guan)理能(neng)(neng)力(li)(li)。建(jian)立(li)完(wan)善(shan)用(yong)能(neng)(neng)預(yu)算(suan)(suan)管(guan)(guan)理制(zhi)度,建(jian)立(li)能(neng)(neng)源消費預(yu)算(suan)(suan)指(zhi)標核算(suan)(suan)體系,實現用(yong)能(neng)(neng)科學(xue)化(hua)、精細化(hua)、長效化(hua)管(guan)(guan)理。強(qiang)化(hua)固定資(zi)產投資(zi)項(xiang)目節(jie)(jie)能(neng)(neng)審(shen)查,提高能(neng)(neng)耗(hao)準(zhun)入門檻,加強(qiang)事中事后監(jian)(jian)(jian)(jian)管(guan)(guan),新建(jian)項(xiang)目能(neng)(neng)耗(hao)水(shui)平要達到國內(nei)領先(xian)水(shui)平。完(wan)善(shan)重(zhong)點(dian)用(yong)能(neng)(neng)單(dan)位能(neng)(neng)耗(hao)在線監(jian)(jian)(jian)(jian)測(ce)系統,建(jian)設(she)(she)智慧能(neng)(neng)源管(guan)(guan)理平臺,推動重(zhong)點(dian)用(yong)能(neng)(neng)單(dan)位建(jian)設(she)(she)能(neng)(neng)源消費和(he)碳排放管(guan)(guan)理中心。加強(qiang)節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)(jian)察(cha)能(neng)(neng)力(li)(li)建(jian)設(she)(she),健全省(sheng)、市、縣三級節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)(jian)察(cha)體系,加強(qiang)執(zhi)(zhi)法隊伍建(jian)設(she)(she),完(wan)善(shan)節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)(jian)察(cha)制(zhi)度,規范執(zhi)(zhi)法程(cheng)序,建(jian)立(li)跨部(bu)門聯動的(de)節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)(jian)察(cha)機制(zhi),綜(zong)合運用(yong)行政處罰、信用(yong)監(jian)(jian)(jian)(jian)管(guan)(guan)、綠(lv)色電價等手段,增強(qiang)節(jie)(jie)能(neng)(neng)監(jian)(jian)(jian)(jian)察(cha)約束力(li)(li)。
