系統(tong)推(tui)進(jin)(jin)(jin)(jin)“六(liu)水(shui)(shui)(shui)共治”攻堅戰,加(jia)快(kuai)構建集污水(shui)(shui)(shui)、垃圾(ji)、固(gu)體(ti)(ti)(ti)廢物(wu)(wu)、危險廢物(wu)(wu)、醫療廢物(wu)(wu)處(chu)(chu)理處(chu)(chu)置(zhi)設(she)(she)施(shi)(shi)和監(jian)測監(jian)管(guan)能力于一體(ti)(ti)(ti)的基礎(chu)設(she)(she)施(shi)(shi)體(ti)(ti)(ti)系。推(tui)進(jin)(jin)(jin)(jin)污水(shui)(shui)(shui)收集管(guan)網建設(she)(she),持續提升生(sheng)活(huo)污水(shui)(shui)(shui)收集效能。到2023年(nian)(nian),消除城(cheng)(cheng)市黑臭水(shui)(shui)(shui)體(ti)(ti)(ti);到2024年(nian)(nian),剿滅(mie)劣V類(lei)水(shui)(shui)(shui)體(ti)(ti)(ti);到2025年(nian)(nian),新(xin)增(zeng)(zeng)城(cheng)(cheng)鎮污水(shui)(shui)(shui)處(chu)(chu)理能力38.6萬(wan)立方米/日(ri),城(cheng)(cheng)市污水(shui)(shui)(shui)處(chu)(chu)理率(lv)(lv)達(da)(da)98%,城(cheng)(cheng)市污泥無(wu)害(hai)化處(chu)(chu)置(zhi)率(lv)(lv)達(da)(da)到90%。持續推(tui)進(jin)(jin)(jin)(jin)生(sheng)活(huo)垃圾(ji)焚燒處(chu)(chu)理設(she)(she)施(shi)(shi)建設(she)(she),到2025年(nian)(nian),城(cheng)(cheng)鄉(xiang)生(sheng)活(huo)垃圾(ji)無(wu)害(hai)化處(chu)(chu)理率(lv)(lv)達(da)(da)95%,焚燒處(chu)(chu)理能力達(da)(da)11575噸/日(ri),實(shi)現全省(sheng)(sheng)新(xin)增(zeng)(zeng)生(sheng)活(huo)垃圾(ji)全焚燒。加(jia)快(kuai)推(tui)進(jin)(jin)(jin)(jin)在昌江、洋(yang)浦等區域新(xin)建或擴建危險廢物(wu)(wu)處(chu)(chu)置(zhi)、水(shui)(shui)(shui)泥窯協(xie)同處(chu)(chu)置(zhi)設(she)(she)施(shi)(shi)等。加(jia)強固(gu)體(ti)(ti)(ti)廢物(wu)(wu)監(jian)管(guan)和綜合(he)利用,預計(ji)到2025年(nian)(nian),新(xin)增(zeng)(zeng)大宗固(gu)體(ti)(ti)(ti)廢物(wu)(wu)綜合(he)利用率(lv)(lv)達(da)(da) 60%以上(shang)。推(tui)進(jin)(jin)(jin)(jin)塑(su)料污染全鏈條(tiao)治理。(牽頭單(dan)位(wei):省(sheng)(sheng)發展改革委;配合(he)單(dan)位(wei):省(sheng)(sheng)工業和信息化廳(ting)、省(sheng)(sheng)住房城(cheng)(cheng)鄉(xiang)建設(she)(she)廳(ting)、省(sheng)(sheng)水(shui)(shui)(shui)務(wu)廳(ting)、省(sheng)(sheng)生(sheng)態(tai)環境廳(ting)等)
四、健全節(jie)能減排政策機(ji)制
(一)優化完(wan)善能(neng)耗雙控(kong)制度。
堅持節能(neng)(neng)(neng)優(you)先,強(qiang)(qiang)(qiang)化能(neng)(neng)(neng)耗(hao)強(qiang)(qiang)(qiang)度(du)(du)降(jiang)(jiang)(jiang)低約束性(xing)指標(biao)管(guan)理(li),有(you)效增強(qiang)(qiang)(qiang)能(neng)(neng)(neng)源(yuan)消費總量管(guan)理(li)彈性(xing)。加強(qiang)(qiang)(qiang)能(neng)(neng)(neng)耗(hao)雙控政策與(yu)碳達峰碳中和(he)目(mu)標(biao)任(ren)務(wu)的銜(xian)接(jie),以(yi)能(neng)(neng)(neng)源(yuan)產出率為重(zhong)要依(yi)據合理(li)確(que)定各市縣能(neng)(neng)(neng)耗(hao)強(qiang)(qiang)(qiang)度(du)(du)降(jiang)(jiang)(jiang)低目(mu)標(biao)。制(zhi)定全省(sheng)考核方案,依(yi)照(zhao)有(you)關規定對各市縣節能(neng)(neng)(neng)措(cuo)施和(he)能(neng)(neng)(neng)耗(hao)強(qiang)(qiang)(qiang)度(du)(du)下降(jiang)(jiang)(jiang)目(mu)標(biao)完成情況(kuang)實施年度(du)(du)評價、中期評估和(he)五年考核。各市縣根據本地區生產總值增速目(mu)標(biao)和(he)能(neng)(neng)(neng)耗(hao)強(qiang)(qiang)(qiang)度(du)(du)下降(jiang)(jiang)(jiang)目(mu)標(biao)科學合理(li)安排本地區項目(mu)用(yong)能(neng)(neng)(neng)。原料(liao)用(yong)能(neng)(neng)(neng)不納入(ru)全省(sheng)能(neng)(neng)(neng)耗(hao)雙控考核。(牽頭單位(wei):省(sheng)發展改革委;配合單位(wei):省(sheng)工業(ye)和(he)信息化廳、省(sheng)生態環(huan)境廳、省(sheng)統(tong)計局等)
(二)健全污(wu)染物排放總量控制(zhi)制(zhi)度。
把污染物(wu)排(pai)(pai)放總(zong)量控(kong)制(zhi)(zhi)制(zhi)(zhi)度(du)作為高(gao)質量建設中國特色(se)(se)自由(you)貿易港與國家生(sheng)態(tai)文明試驗區、加快綠(lv)色(se)(se)低碳發(fa)展、提升環境治理水(shui)平的重(zhong)要(yao)抓(zhua)手,推進實施(shi)重(zhong)點減(jian)(jian)排(pai)(pai)工程。將(jiang)重(zhong)點工程減(jian)(jian)排(pai)(pai)量分(fen)解到各市縣,并將(jiang)責任落(luo)實到基層(ceng)和減(jian)(jian)排(pai)(pai)潛力大的重(zhong)點監管(guan)(guan)企(qi)業(ye)。健全(quan)完善污染物(wu)排(pai)(pai)放總(zong)量控(kong)制(zhi)(zhi)制(zhi)(zhi)度(du)與排(pai)(pai)污許可、環境影響評價審批等制(zhi)(zhi)度(du)的銜接,加強總(zong)量減(jian)(jian)排(pai)(pai)核(he)算信息化管(guan)(guan)理。健全(quan)激勵約束機制(zhi)(zhi),堅決杜絕(jue)弄虛作假(jia)。(牽(qian)頭單位(wei)(wei):省(sheng)生(sheng)態(tai)環境廳(ting)、省(sheng)自然(ran)資源和規劃廳(ting);配(pei)合單位(wei)(wei):省(sheng)住房城鄉建設廳(ting)、省(sheng)水(shui)務廳(ting)、省(sheng)農業(ye)農村廳(ting)等)
(三)探(tan)索開展用(yong)能(neng)預(yu)算管理。
推動能(neng)耗預(yu)算引(yin)導各地、重點用(yong)能(neng)單(dan)位(wei)(wei)規范(fan)、有序、合理(li)(li)(li)用(yong)能(neng)。建立(li)省、市(shi)縣(xian)二級(ji)(ji)能(neng)耗雙控(kong)分級(ji)(ji)預(yu)算管理(li)(li)(li)機制(zhi),每年定期對(dui)(dui)全省5000噸(dun)及以上用(yong)能(neng)項(xiang)目(mu)安排(pai)進行調度(du)和排(pai)序,對(dui)(dui)完成目(mu)標(biao)存在(zai)困(kun)難的市(shi)縣(xian)加(jia)強工作指導。編(bian)制(zhi)用(yong)能(neng)預(yu)算管理(li)(li)(li)方案,將能(neng)源要素優(you)先(xian)保障居(ju)民(min)生活、現代服務業、高(gao)新技術產業和先(xian)進制(zhi)造業。落實用(yong)能(neng)精細化管理(li)(li)(li),年綜(zong)合能(neng)源消費量(liang)超過1000噸(dun)標(biao)準煤的用(yong)能(neng)單(dan)位(wei)(wei)和在(zai)建、擬(ni)建固(gu)定資產投資項(xiang)目(mu)納入(ru)預(yu)算管理(li)(li)(li)范(fan)圍。各市(shi)縣(xian)編(bian)制(zhi)本地區“十四(si)五”、年度(du)能(neng)耗總量(liang)平衡預(yu)算表,具體(ti)包括用(yong)能(neng)預(yu)算供給(gei)表、用(yong)能(neng)預(yu)算支出冊等。(牽頭單(dan)位(wei)(wei):省發(fa)展改(gai)革委(wei);配合單(dan)位(wei)(wei):省用(yong)能(neng)專班成員(yuan)單(dan)位(wei)(wei)等)
(四)堅決遏制高耗能高排放(fang)低(di)水(shui)平項目盲目發展(zhan)。
對(dui)在建(jian)、擬建(jian)、建(jian)成的“兩(liang)(liang)(liang)高(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)持續開展評估(gu)檢查,推行(xing)“兩(liang)(liang)(liang)高(gao)(gao)一低(di)”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)動態清(qing)單管理,將(jiang)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)管理要(yao)求(qiu)深度融(rong)入項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)招商、審(shen)(shen)批(pi)環(huan)節,嚴把項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)準入關(guan)口,積極(ji)推動重點行(xing)業建(jian)設項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)碳排放環(huan)境(jing)影響(xiang)評價(jia)試點,明確處置意(yi)見,堅決拿下不(bu)符合要(yao)求(qiu)的“兩(liang)(liang)(liang)高(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)。加(jia)強對(dui)“兩(liang)(liang)(liang)高(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)節能(neng)(neng)審(shen)(shen)查、環(huan)境(jing)影響(xiang)評價(jia)審(shen)(shen)批(pi)程序和結果(guo)執行(xing)的監督(du)評估(gu),對(dui)審(shen)(shen)批(pi)能(neng)(neng)力(li)不(bu)適應(ying)的依法依規調整上收(shou)審(shen)(shen)批(pi)權。對(dui)年綜合能(neng)(neng)耗5000噸標準煤(mei)及以(yi)上的“兩(liang)(liang)(liang)高(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)加(jia)強工(gong)作指導。完善“兩(liang)(liang)(liang)高(gao)(gao)一低(di)”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)融(rong)資政策,對(dui)不(bu)符合國家要(yao)求(qiu)的“兩(liang)(liang)(liang)高(gao)(gao)一低(di)”項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)不(bu)予貸款,已(yi)經貸款的應(ying)及時清(qing)收(shou)。(牽頭(tou)單位:省(sheng)(sheng)發(fa)展改革委;配合單位:省(sheng)(sheng)工(gong)業和信息化(hua)廳(ting)、省(sheng)(sheng)生態環(huan)境(jing)廳(ting)等(deng))
(五)健全法規(gui)標準體系(xi)。
嚴(yan)格落(luo)實(shi)《中華(hua)人民共和國(guo)海南(nan)自由(you)貿易(yi)港法(fa)》配套生(sheng)態環(huan)(huan)境(jing)保護法(fa)規(gui),加強(qiang)生(sheng)態環(huan)(huan)境(jing)保護領域立法(fa),“十四(si)五”期(qi)間,擬制定土(tu)壤(rang)污(wu)染(ran)防(fang)治、低碳(tan)(tan)(tan)發展(zhan)等方面相關法(fa)規(gui)。完(wan)善并拓(tuo)展(zhan)海南(nan)省(sheng)國(guo)家生(sheng)態文(wen)明(ming)試(shi)驗區生(sheng)態環(huan)(huan)境(jing)標(biao)(biao)準(zhun)體(ti)系(xi),積極構建碳(tan)(tan)(tan)減排(pai)量(liang)評估與績效評價(jia)標(biao)(biao)準(zhun)、重點行業(ye)碳(tan)(tan)(tan)排(pai)放(fang)標(biao)(biao)準(zhun)、低碳(tan)(tan)(tan)試(shi)點示(shi)范建設標(biao)(biao)準(zhun)等。完(wan)善并落(luo)實(shi)能(neng)(neng)效、水(shui)效等“領跑者”制度(du)。貫(guan)徹落(luo)實(shi)國(guo)家節能(neng)(neng)環(huan)(huan)保法(fa)律法(fa)規(gui)規(gui)章,嚴(yan)格執行國(guo)家強(qiang)制性單位(wei)(wei)產品能(neng)(neng)耗限額標(biao)(biao)準(zhun)和污(wu)染(ran)物排(pai)放(fang)標(biao)(biao)準(zhun)。完(wan)善固定資產投資項(xiang)目節能(neng)(neng)審查、電(dian)力需求側管(guan)理、非道路移動機械(xie)污(wu)染(ran)防(fang)治管(guan)理等辦(ban)法(fa)。制修訂地方大氣污(wu)染(ran)物排(pai)放(fang)、取用水(shui)定額標(biao)(biao)準(zhun)。研(yan)究(jiu)制定下一階(jie)段輕型車(che)、重型車(che)排(pai)放(fang)標(biao)(biao)準(zhun)和油(you)品質量(liang)標(biao)(biao)準(zhun)。(牽頭單位(wei)(wei):省(sheng)發展(zhan)改革(ge)委(wei)、省(sheng)生(sheng)態環(huan)(huan)境(jing)廳(ting)、省(sheng)水(shui)務廳(ting);配合單位(wei)(wei):省(sheng)農(nong)業(ye)農(nong)村廳(ting)、省(sheng)市場監(jian)管(guan)局等)
(六)完善經(jing)濟(ji)政策。
1.加大節能(neng)(neng)減排財稅(shui)(shui)支(zhi)持(chi)力度(du)(du)。省(sheng)(sheng)、市(shi)縣、區各級財政統籌安排節能(neng)(neng)減排領域資金(jin),落(luo)(luo)實《海(hai)南省(sheng)(sheng)人民政府辦公廳(ting)關于印發海(hai)南省(sheng)(sheng)促進經濟高質量發展若(ruo)干財政措施(shi)的(de)通知》(瓊府辦〔2021〕65號),支(zhi)持(chi)節能(neng)(neng)降耗、提高資源綜合利(li)用和減少污(wu)染排放等(deng)有(you)關工作。加大政府綠色采購力度(du)(du)。落(luo)(luo)實支(zhi)持(chi)環(huan)境保護(hu)、節能(neng)(neng)節水(shui)、資源綜合利(li)用、新能(neng)(neng)源和清潔(jie)能(neng)(neng)源車船、合同能(neng)(neng)源管理(li)等(deng)稅(shui)(shui)收優惠政策。健全城鎮(zhen)污(wu)水(shui)處(chu)理(li)費征收標準動態調整機制,落(luo)(luo)實農(nong)村生(sheng)活污(wu)水(shui)處(chu)理(li)設施(shi)運行維護(hu)管理(li)制度(du)(du),探索(suo)建立受益農(nong)戶污(wu)水(shui)處(chu)理(li)付費機制。(省(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)稅(shui)(shui)務局、省(sheng)(sheng)發展改革委、省(sheng)(sheng)工業(ye)和信(xin)息化廳(ting)、省(sheng)(sheng)水(shui)務廳(ting)、省(sheng)(sheng)生(sheng)態環(huan)境廳(ting)等(deng)按職責分(fen)工負責)
2.推進(jin)綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)改革(ge)。深入(ru)貫徹落實(shi)《海(hai)南省人(ren)民(min)政府辦公廳(ting)(ting)關于印發(fa)進(jin)一(yi)步(bu)完(wan)善(shan)海(hai)南綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)政策(ce)(ce)框(kuang)架和推進(jin)措(cuo)施(shi)的通知(zhi)》(瓊府辦函〔2022〕283號)要(yao)求,加(jia)快(kuai)綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)發(fa)展(zhan),進(jin)一(yi)步(bu)完(wan)善(shan)綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)標準體系和激勵約束機制等政策(ce)(ce)框(kuang)架。推進(jin)各項綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)措(cuo)施(shi),大力發(fa)展(zhan)綠(lv)(lv)(lv)色(se)(se)(se)信貸(dai)和綠(lv)(lv)(lv)色(se)(se)(se)保險,用(yong)好碳減排支持(chi)(chi)工具和支持(chi)(chi)煤(mei)炭清潔高效(xiao)利用(yong)專項再貸(dai)款(kuan),支持(chi)(chi)重(zhong)點行業領(ling)域(yu)節能。鼓(gu)勵有(you)條件的市縣探索建立綠(lv)(lv)(lv)色(se)(se)(se)貸(dai)款(kuan)財(cai)政貼息、獎補(bu)、風險補(bu)償、信用(yong)擔保等配(pei)套支持(chi)(chi)政策(ce)(ce)。支持(chi)(chi)綠(lv)(lv)(lv)色(se)(se)(se)資(zi)產(chan)證券(quan)化,鼓(gu)勵社會(hui)資(zi)本設立各類綠(lv)(lv)(lv)色(se)(se)(se)發(fa)展(zhan)產(chan)業基金(jin)。支持(chi)(chi)綠(lv)(lv)(lv)色(se)(se)(se)債(zhai)券(quan)發(fa)展(zhan),積極培(pei)育(yu)綠(lv)(lv)(lv)色(se)(se)(se)環保企(qi)業,支持(chi)(chi)符合(he)條件的企(qi)業上市融(rong)(rong)資(zi)和再融(rong)(rong)資(zi)。(牽頭單(dan)位:人(ren)民(min)銀行海(hai)口中心支行、省地方金(jin)融(rong)(rong)監(jian)(jian)管局;配(pei)合(he)單(dan)位:銀保監(jian)(jian)會(hui)海(hai)南監(jian)(jian)管局、證監(jian)(jian)會(hui)海(hai)南監(jian)(jian)管局、省財(cai)政廳(ting)(ting)、省發(fa)展(zhan)改革(ge)委等)
3.完善綠色電(dian)(dian)價(jia)政(zheng)策(ce)(ce)。強化電(dian)(dian)價(jia)政(zheng)策(ce)(ce)與節(jie)能降耗政(zheng)策(ce)(ce)協同,健全居民階梯電(dian)(dian)價(jia)制度和分(fen)時電(dian)(dian)價(jia)制度,繼(ji)續實(shi)行我省差(cha)別電(dian)(dian)價(jia)和懲罰性電(dian)(dian)價(jia)政(zheng)策(ce)(ce),落(luo)實(shi)落(luo)后“兩(liang)高(gao)”企(qi)業的電(dian)(dian)價(jia)上浮政(zheng)策(ce)(ce)。(牽頭單位:省發(fa)展改革(ge)委;配合單位:省工業和信(xin)息(xi)化廳,海(hai)南電(dian)(dian)網公司等相關企(qi)業)
(七)完善(shan)市場(chang)化機制(zhi)。
