(八)重(zhong)點(dian)區(qu)域(yu)(yu)污染(ran)物減排(pai)(pai)工程。持續(xu)推進(jin)(jin)大氣污染(ran)防治(zhi)(zhi)攻堅(jian)行(xing)動(dong),加大重(zhong)點(dian)行(xing)業結構(gou)調(diao)整和(he)(he)污染(ran)治(zhi)(zhi)理(li)(li)(li)力(li)度(du)。深(shen)度(du)參與京津冀協同(tong)發展(zhan)(zhan)生(sheng)態(tai)環境聯建(jian)聯防聯治(zhi)(zhi),深(shen)化(hua)(hua)太原及周邊1+30區(qu)域(yu)(yu)聯防聯控(kong)機(ji)制。深(shen)入推進(jin)(jin)秋(qiu)冬季大氣污染(ran)綜合治(zhi)(zhi)理(li)(li)(li)專項行(xing)動(dong),持續(xu)加大重(zhong)點(dian)區(qu)域(yu)(yu)、重(zhong)點(dian)行(xing)業結構(gou)調(diao)整和(he)(he)治(zhi)(zhi)理(li)(li)(li)力(li)度(du),到(dao)2025年全(quan)(quan)省(sheng)(sheng)重(zhong)度(du)及以(yi)(yi)上(shang)污染(ran)天(tian)數比(bi)率(lv)控(kong)制在0.9%以(yi)(yi)內(nei)。推進(jin)(jin)揮發性有機(ji)物和(he)(he)氮氧化(hua)(hua)物協同(tong)減排(pai)(pai),加強(qiang)細顆粒(li)物和(he)(he)臭(chou)氧協同(tong)控(kong)制,臭(chou)氧濃度(du)增長趨勢得(de)到(dao)有效控(kong)制。著力(li)打好(hao)黃(huang)河(he)生(sheng)態(tai)保護(hu)治(zhi)(zhi)理(li)(li)(li)攻堅(jian)戰,實施深(shen)度(du)節水(shui)控(kong)水(shui)行(xing)動(dong),嚴厲(li)打擊非法取(qu)水(shui)和(he)(he)無序取(qu)水(shui)等(deng)行(xing)為(wei)。深(shen)化(hua)(hua)“七河(he)”流域(yu)(yu)綜合治(zhi)(zhi)理(li)(li)(li),開展(zhan)(zhan)入河(he)排(pai)(pai)污口排(pai)(pai)查(cha)整治(zhi)(zhi),建(jian)立健全(quan)(quan)入河(he)排(pai)(pai)污口的長效監督管(guan)理(li)(li)(li)機(ji)制,有效管(guan)控(kong)入河(he)污染(ran)物排(pai)(pai)放(fang),按(an)月通報入河(he)排(pai)(pai)污口超(chao)標排(pai)(pai)放(fang)情況。系統(tong)推進(jin)(jin)城市(shi)黑(hei)臭(chou)水(shui)體治(zhi)(zhi)理(li)(li)(li),2023年底前全(quan)(quan)面消(xiao)除全(quan)(quan)省(sheng)(sheng)縣(xian)級城市(shi)(縣(xian)改(gai)區(qu))建(jian)成區(qu)黑(hei)臭(chou)水(shui)體。到(dao)2025年,我省(sheng)(sheng)黃(huang)河(he)干流國考(kao)斷面水(shui)質達到(dao)Ⅱ類。(省(sheng)(sheng)生(sheng)態(tai)環境廳、省(sheng)(sheng)發展(zhan)(zhan)改(gai)革委、省(sheng)(sheng)水(shui)利廳、省(sheng)(sheng)工信廳、省(sheng)(sheng)住建(jian)廳、省(sheng)(sheng)交通廳等(deng)按(an)職責分工負(fu)責)

(九)揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)物(wu)(wu)(wu)綜合整治(zhi)工(gong)(gong)程。強化(hua)(hua)化(hua)(hua)工(gong)(gong)、涂(tu)裝、醫藥、包裝印刷(shua)和油(you)品儲(chu)運(yun)銷等(deng)全流程揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)物(wu)(wu)(wu)控(kong)制(zhi),實(shi)施(shi)(shi)低(di)(di)(無(wu))揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)物(wu)(wu)(wu)含量(liang)原(yuan)輔材料(liao)和產品源(yuan)頭替(ti)代,提升揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)物(wu)(wu)(wu)綜合治(zhi)理效(xiao)率。開展(zhan)焦化(hua)(hua)、化(hua)(hua)工(gong)(gong)等(deng)行(xing)業(ye)(ye)無(wu)組(zu)織(zhi)揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)物(wu)(wu)(wu)監(jian)測監(jian)控(kong),推廣應用(yong)揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)物(wu)(wu)(wu)治(zhi)理技(ji)術,實(shi)施(shi)(shi)揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)物(wu)(wu)(wu)排放總量(liang)控(kong)制(zhi)。深化(hua)(hua)焦化(hua)(hua)、化(hua)(hua)工(gong)(gong)、制(zhi)藥、農藥等(deng)行(xing)業(ye)(ye)揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)物(wu)(wu)(wu)污(wu)染治(zhi)理,重點治(zhi)理揮(hui)(hui)(hui)發(fa)(fa)性(xing)有(you)機(ji)液體儲(chu)罐配件失(shi)效(xiao)、裝載和污(wu)水處(chu)理密閉收集(ji)效(xiao)果差、泄(xie)漏(lou)檢測與(yu)修復(LDAR)不符合標準規范等(deng)問題,全面提升廢氣收集(ji)率、治(zhi)理設施(shi)(shi)同(tong)步運(yun)行(xing)率和去(qu)除率。到2025年,溶(rong)劑型(xing)工(gong)(gong)業(ye)(ye)涂(tu)料(liao)、油(you)墨使用(yong)比例分別降(jiang)低(di)(di)20個百(bai)分點、10個百(bai)分點,溶(rong)劑型(xing)膠粘劑使用(yong)量(liang)降(jiang)低(di)(di)20%。(省工(gong)(gong)信廳、省生態環境廳等(deng)按職責分工(gong)(gong)負責)

(十(shi))環(huan)境(jing)基(ji)礎(chu)設施(shi)水(shui)(shui)(shui)平提升工(gong)程。加(jia)快構建(jian)(jian)集污(wu)(wu)水(shui)(shui)(shui)、垃(la)圾(ji)、固體廢物(wu)、危險(xian)廢物(wu)、醫療廢物(wu)處(chu)(chu)(chu)理處(chu)(chu)(chu)置設施(shi)和(he)(he)監測監管(guan)(guan)能(neng)力于(yu)(yu)一體的(de)(de)環(huan)境(jing)基(ji)礎(chu)設施(shi)體系(xi)(xi),推動形成由城(cheng)(cheng)(cheng)市(shi)向建(jian)(jian)制鎮(zhen)和(he)(he)鄉村延伸(shen)覆蓋的(de)(de)環(huan)境(jing)基(ji)礎(chu)設施(shi)網(wang)絡。推進城(cheng)(cheng)(cheng)市(shi)生(sheng)活(huo)(huo)污(wu)(wu)水(shui)(shui)(shui)管(guan)(guan)網(wang)建(jian)(jian)設和(he)(he)改(gai)(gai)造,實施(shi)混錯接管(guan)(guan)網(wang)改(gai)(gai)造、老舊破損管(guan)(guan)網(wang)更新修復,提升收集效能(neng),補齊城(cheng)(cheng)(cheng)鎮(zhen)污(wu)(wu)水(shui)(shui)(shui)管(guan)(guan)網(wang)短板。加(jia)強再生(sheng)利(li)用(yong)設施(shi)建(jian)(jian)設,在城(cheng)(cheng)(cheng)鎮(zhen)、工(gong)業和(he)(he)農業農村等領域(yu)系(xi)(xi)統(tong)開展(zhan)污(wu)(wu)水(shui)(shui)(shui)資源化(hua)利(li)用(yong),推進污(wu)(wu)泥(ni)(ni)無(wu)害化(hua)處(chu)(chu)(chu)置。加(jia)快建(jian)(jian)立與(yu)經濟社會發展(zhan)相(xiang)適應的(de)(de)分(fen)(fen)類(lei)投放、分(fen)(fen)類(lei)收集、分(fen)(fen)類(lei)運輸、分(fen)(fen)類(lei)處(chu)(chu)(chu)理的(de)(de)生(sheng)活(huo)(huo)垃(la)圾(ji)處(chu)(chu)(chu)理系(xi)(xi)統(tong),補齊關鍵環(huan)節缺口,推動形成生(sheng)活(huo)(huo)垃(la)圾(ji)分(fen)(fen)類(lei)和(he)(he)處(chu)(chu)(chu)理體系(xi)(xi),推進城(cheng)(cheng)(cheng)市(shi)生(sheng)活(huo)(huo)垃(la)圾(ji)處(chu)(chu)(chu)理工(gong)作。到(dao)2025年,新增和(he)(he)改(gai)(gai)造污(wu)(wu)水(shui)(shui)(shui)收集管(guan)(guan)網(wang)不(bu)(bu)低(di)于(yu)(yu)3900公里,新增污(wu)(wu)水(shui)(shui)(shui)處(chu)(chu)(chu)理能(neng)力不(bu)(bu)低(di)于(yu)(yu)60萬(wan)立方米/日(ri),城(cheng)(cheng)(cheng)市(shi)污(wu)(wu)泥(ni)(ni)無(wu)害化(hua)處(chu)(chu)(chu)置率達到(dao)90%,城(cheng)(cheng)(cheng)鎮(zhen)生(sheng)活(huo)(huo)垃(la)圾(ji)焚(fen)(fen)燒處(chu)(chu)(chu)理能(neng)力不(bu)(bu)低(di)于(yu)(yu)1.9萬(wan)噸/日(ri),城(cheng)(cheng)(cheng)市(shi)生(sheng)活(huo)(huo)垃(la)圾(ji)焚(fen)(fen)燒處(chu)(chu)(chu)理能(neng)力占無(wu)害化(hua)處(chu)(chu)(chu)理能(neng)力比(bi)重達到(dao)75%左右。(省住建(jian)(jian)廳、省發展(zhan)改(gai)(gai)革(ge)委、省生(sheng)態環(huan)境(jing)廳等按職(zhi)責分(fen)(fen)工(gong)負責)

四、健全節能減(jian)排政(zheng)策(ce)機制

(一)優化完(wan)善能(neng)(neng)(neng)(neng)耗(hao)雙(shuang)(shuang)控(kong)制度。堅持節(jie)能(neng)(neng)(neng)(neng)優先,強(qiang)(qiang)化能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費(fei)強(qiang)(qiang)度約束性(xing)(xing)指標(biao)管(guan)控(kong),有效增(zeng)強(qiang)(qiang)總量(liang)管(guan)理彈性(xing)(xing)。根據各市(shi)“十(shi)四五”能(neng)(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度降(jiang)低基本目(mu)標(biao)和(he)完(wan)成情況,按照差(cha)異化原(yuan)則,確(que)定(ding)各市(shi)年度能(neng)(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度降(jiang)低目(mu)標(biao)。各市(shi)可(ke)結合GDP增(zeng)速預(yu)期目(mu)標(biao),自行確(que)定(ding)年度能(neng)(neng)(neng)(neng)耗(hao)總量(liang)目(mu)標(biao);GDP實際增(zeng)速超(chao)過(guo)預(yu)期目(mu)標(biao)時,可(ke)相應調(diao)整能(neng)(neng)(neng)(neng)耗(hao)總量(liang)目(mu)標(biao)。各市(shi)“十(shi)四五”時期新增(zeng)可(ke)再生能(neng)(neng)(neng)(neng)源(yuan)電力消(xiao)費(fei)量(liang)不納(na)(na)入能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費(fei)總量(liang)考核(he),原(yuan)料用能(neng)(neng)(neng)(neng)不納(na)(na)入能(neng)(neng)(neng)(neng)耗(hao)雙(shuang)(shuang)控(kong)考核(he)。實行國家重大項目(mu)能(neng)(neng)(neng)(neng)耗(hao)單(dan)列。(省發展改革委、省能(neng)(neng)(neng)(neng)源(yuan)局(ju)、省統(tong)計局(ju)等(deng)按職責分工負責)

(二(er))健(jian)全(quan)污染(ran)(ran)(ran)物排(pai)(pai)(pai)(pai)(pai)(pai)放總(zong)量(liang)控(kong)制制度(du)。堅持精準、科學、依(yi)法治污,加強(qiang)(qiang)重點排(pai)(pai)(pai)(pai)(pai)(pai)污企業在線監控(kong),推進實施重點減(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)工程,形(xing)成有效(xiao)減(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)能力(li)。制定污染(ran)(ran)(ran)物排(pai)(pai)(pai)(pai)(pai)(pai)放總(zong)量(liang)控(kong)制計劃,優化總(zong)量(liang)減(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)指標分(fen)解(jie)方式,將(jiang)減(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)量(liang)科學合理分(fen)解(jie)到(dao)各市。加強(qiang)(qiang)總(zong)量(liang)減(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)核(he)算(suan)信息化管(guan)理,強(qiang)(qiang)化污染(ran)(ran)(ran)物排(pai)(pai)(pai)(pai)(pai)(pai)放總(zong)量(liang)控(kong)制制度(du)與排(pai)(pai)(pai)(pai)(pai)(pai)污許(xu)可(ke)、環(huan)(huan)境(jing)(jing)影響評(ping)價審批等(deng)制度(du)銜接。完善污染(ran)(ran)(ran)物總(zong)量(liang)減(jian)(jian)排(pai)(pai)(pai)(pai)(pai)(pai)考(kao)核(he)體系,強(qiang)(qiang)化監測(ce)、核(he)查、考(kao)核(he),健(jian)全(quan)激(ji)勵約(yue)束機(ji)制,堅決杜絕(jue)重復(fu)計劃、弄虛作假(jia)特(te)別是不(bu)如實填報削減(jian)(jian)量(liang)和(he)削減(jian)(jian)來源(yuan)等(deng)現象。(省生態環(huan)(huan)境(jing)(jing)廳負責)

(三)堅決遏制(zhi)高(gao)耗(hao)能高(gao)排放低(di)水(shui)(shui)平(ping)(ping)項(xiang)目(mu)(mu)(mu)(mu)盲目(mu)(mu)(mu)(mu)發(fa)(fa)展(zhan)。落實我(wo)省(sheng)堅決遏制(zhi)“兩(liang)(liang)高(gao)”項(xiang)目(mu)(mu)(mu)(mu)盲目(mu)(mu)(mu)(mu)發(fa)(fa)展(zhan)行動方案,嚴(yan)格擬建(jian)“兩(liang)(liang)高(gao)”項(xiang)目(mu)(mu)(mu)(mu)審核,項(xiang)目(mu)(mu)(mu)(mu)主要產品設(she)計能耗(hao)強度需達到能耗(hao)先進水(shui)(shui)平(ping)(ping)、標桿水(shui)(shui)平(ping)(ping)或國際先進水(shui)(shui)平(ping)(ping)的較高(gao)值,嚴(yan)禁對(dui)“兩(liang)(liang)高(gao)”項(xiang)目(mu)(mu)(mu)(mu)實施電(dian)價優(you)惠。完善“兩(liang)(liang)高(gao)”項(xiang)目(mu)(mu)(mu)(mu)融(rong)資政策(ce)(ce),引導、督促金融(rong)機構(gou)分類施策(ce)(ce),有效控制(zhi)“兩(liang)(liang)高(gao)”項(xiang)目(mu)(mu)(mu)(mu)信(xin)貸規(gui)模,對(dui)合規(gui)“兩(liang)(liang)高(gao)”項(xiang)目(mu)(mu)(mu)(mu)綠色(se)轉型(xing)發(fa)(fa)展(zhan)給予必要支持。(省(sheng)發(fa)(fa)展(zhan)改(gai)革委(wei)、省(sheng)工信(xin)廳(ting)、省(sheng)生(sheng)態環境廳(ting)、省(sheng)能源(yuan)局、人行太原中心支行、山西(xi)銀保監局等按職(zhi)責分工負責)

(五)完(wan)善經濟(ji)政(zheng)(zheng)(zheng)策。各級財(cai)政(zheng)(zheng)(zheng)加大(da)節能減(jian)排(pai)(pai)支(zhi)持(chi)(chi)力度,統(tong)籌(chou)安排(pai)(pai)專項(xiang)資(zi)(zi)(zi)金支(zhi)持(chi)(chi)煤電、鋼(gang)鐵、焦化、有色、建(jian)材(cai)、化工(gong)等(deng)(deng)重點(dian)行(xing)(xing)業(ye)(ye)節能改造。鼓勵社會和(he)(he)民(min)間資(zi)(zi)(zi)本(ben)加大(da)對清(qing)潔取暖的(de)投(tou)資(zi)(zi)(zi),探(tan)索(suo)建(jian)立(li)農(nong)(nong)村生活污(wu)(wu)水(shui)處(chu)理(li)(li)設施運維費(fei)用(yong)各級財(cai)政(zheng)(zheng)(zheng)投(tou)入分(fen)(fen)擔機(ji)制。擴(kuo)大(da)政(zheng)(zheng)(zheng)府(fu)綠(lv)色采購覆蓋(gai)范(fan)圍(wei)。大(da)力發(fa)(fa)展綠(lv)色信(xin)(xin)貸(dai),用(yong)好碳(tan)減(jian)排(pai)(pai)支(zhi)持(chi)(chi)工(gong)具和(he)(he)支(zhi)持(chi)(chi)煤炭清(qing)潔高(gao)(gao)效(xiao)利用(yong)專項(xiang)再(zai)貸(dai)款,引(yin)導(dao)(dao)(dao)金融(rong)(rong)機(ji)構創(chuang)新綠(lv)色信(xin)(xin)貸(dai)產品,擴(kuo)大(da)綠(lv)色信(xin)(xin)貸(dai)投(tou)放。探(tan)索(suo)建(jian)立(li)綠(lv)色貸(dai)款財(cai)政(zheng)(zheng)(zheng)貼息、獎補、風險(xian)補償、信(xin)(xin)用(yong)擔保(bao)等(deng)(deng)配套支(zhi)持(chi)(chi)政(zheng)(zheng)(zheng)策。充分(fen)(fen)發(fa)(fa)揮再(zai)貸(dai)款再(zai)貼現引(yin)導(dao)(dao)(dao)撬動作用(yong),積(ji)極(ji)推廣“綠(lv)票通”再(zai)貼現業(ye)(ye)務,引(yin)導(dao)(dao)(dao)更多資(zi)(zi)(zi)金投(tou)向綠(lv)色領域。推動綠(lv)色債(zhai)(zhai)券發(fa)(fa)行(xing)(xing),支(zhi)持(chi)(chi)符合(he)條件的(de)節能減(jian)排(pai)(pai)企業(ye)(ye)上(shang)市(shi)(shi)融(rong)(rong)資(zi)(zi)(zi)和(he)(he)再(zai)融(rong)(rong)資(zi)(zi)(zi),支(zhi)持(chi)(chi)更多的(de)綠(lv)色企業(ye)(ye)通過債(zhai)(zhai)券市(shi)(shi)場融(rong)(rong)資(zi)(zi)(zi),探(tan)索(suo)運用(yong)信(xin)(xin)用(yong)風險(xian)緩(huan)釋憑(ping)證和(he)(he)擔保(bao)增信(xin)(xin)等(deng)(deng)方式降低(di)綠(lv)色債(zhai)(zhai)券發(fa)(fa)行(xing)(xing)成(cheng)本(ben)。積(ji)極(ji)推進環境高(gao)(gao)風險(xian)領域企業(ye)(ye)投(tou)保(bao)環境污(wu)(wu)染責(ze)任保(bao)險(xian)。按(an)照國家統(tong)一部(bu)署,將揮發(fa)(fa)性有機(ji)物納入環境保(bao)護稅(shui)征收范(fan)圍(wei)。落(luo)實高(gao)(gao)耗(hao)能行(xing)(xing)業(ye)(ye)階(jie)梯電價(jia)等(deng)(deng)綠(lv)色電價(jia)機(ji)制,對與高(gao)(gao)耗(hao)能企業(ye)(ye)開(kai)展市(shi)(shi)場交易的(de)燃(ran)煤發(fa)(fa)電上(shang)網電價(jia)不(bu)受(shou)上(shang)浮(fu)20%限制。完(wan)善城(cheng)鎮供熱(re)價(jia)格機(ji)制。建(jian)立(li)健全城(cheng)鎮污(wu)(wu)水(shui)處(chu)理(li)(li)收費(fei)標準動態調整機(ji)制,已建(jian)成(cheng)污(wu)(wu)水(shui)集(ji)中處(chu)理(li)(li)設施的(de)城(cheng)市(shi)(shi)近(jin)郊(jiao)區探(tan)索(suo)建(jian)立(li)受(shou)益(yi)農(nong)(nong)戶污(wu)(wu)水(shui)處(chu)理(li)(li)付(fu)費(fei)機(ji)制。(省(sheng)財(cai)政(zheng)(zheng)(zheng)廳、人行(xing)(xing)太原(yuan)中心支(zhi)行(xing)(xing)、省(sheng)發(fa)(fa)展改革委、山西銀保(bao)監局(ju)、山西證監局(ju)、省(sheng)工(gong)信(xin)(xin)廳、省(sheng)生態環境廳、省(sheng)住建(jian)廳、省(sheng)稅(shui)務局(ju)、省(sheng)能源局(ju)等(deng)(deng)按(an)職責(ze)分(fen)(fen)工(gong)負責(ze))

(六)完善市(shi)(shi)場(chang)(chang)(chang)化機(ji)制(zhi)。探索建立(li)用(yong)能(neng)(neng)(neng)權(quan)有償使用(yong)和(he)交(jiao)易(yi)配(pei)套制(zhi)度,推(tui)動(dong)(dong)能(neng)(neng)(neng)源要素向(xiang)優質項目(mu)、企業和(he)產業流動(dong)(dong)和(he)集聚。積極(ji)參與全(quan)國(guo)碳排(pai)放權(quan)交(jiao)易(yi)市(shi)(shi)場(chang)(chang)(chang)建設,推(tui)動(dong)(dong)全(quan)國(guo)碳排(pai)放權(quan)注冊登記(ji)機(ji)構(gou)設立(li)山西(xi)省(sheng)(sheng)服(fu)(fu)務中心。加快(kuai)推(tui)進(jin)(jin)排(pai)污權(quan)交(jiao)易(yi)。全(quan)面推(tui)進(jin)(jin)電(dian)力(li)需求(qiu)(qiu)側管理工(gong)作,結(jie)合電(dian)力(li)市(shi)(shi)場(chang)(chang)(chang)化改(gai)革推(tui)進(jin)(jin),以市(shi)(shi)場(chang)(chang)(chang)化機(ji)制(zhi)挖(wa)掘(jue)需求(qiu)(qiu)側調節(jie)資源,引導和(he)促進(jin)(jin)電(dian)力(li)需求(qiu)(qiu)側能(neng)(neng)(neng)效(xiao)、需求(qiu)(qiu)響應能(neng)(neng)(neng)力(li)和(he)負荷管理水平提升。結(jie)合可再生能(neng)(neng)(neng)源配(pei)額制(zhi)消(xiao)納(na)責任(ren)權(quan)重落實,推(tui)動(dong)(dong)用(yong)戶通過承擔(dan)可再生能(neng)(neng)(neng)源消(xiao)納(na)責任(ren)來降低(di)能(neng)(neng)(neng)耗,逐步(bu)實現與綠色(se)電(dian)力(li)證(zheng)書交(jiao)易(yi)銜接,發掘(jue)新能(neng)(neng)(neng)源的環保價值。鼓勵節(jie)能(neng)(neng)(neng)服(fu)(fu)務機(ji)構(gou)發展,積極(ji)推(tui)廣節(jie)能(neng)(neng)(neng)咨詢、診(zhen)斷、設計、融資、改(gai)造、托管等“一(yi)站(zhan)式”綜(zong)合服(fu)(fu)務模式。落實能(neng)(neng)(neng)效(xiao)標(biao)識管理制(zhi)度,推(tui)動(dong)(dong)綠色(se)產品認證(zheng)、節(jie)能(neng)(neng)(neng)低(di)碳環保產品認證(zheng)發展。(省(sheng)(sheng)能(neng)(neng)(neng)源局、省(sheng)(sheng)生態環境廳、省(sheng)(sheng)工(gong)信廳、省(sheng)(sheng)財政廳、省(sheng)(sheng)發展改(gai)革委、省(sheng)(sheng)市(shi)(shi)場(chang)(chang)(chang)監管局等按(an)職責分(fen)工(gong)負責)
