2.實施節(jie)能降碳重點(dian)工(gong)程。實(shi)(shi)施(shi)城市節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)工程(cheng),開展建(jian)筑、交通、照(zhao)明、供熱等基礎設施(shi)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)升級(ji)改(gai)造(zao),推(tui)(tui)進先進綠(lv)色(se)建(jian)筑技術示范應(ying)用,推(tui)(tui)動(dong)城市綜(zong)合能(neng)(neng)(neng)(neng)(neng)效提升。實(shi)(shi)施(shi)園(yuan)區(qu)(qu)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)工程(cheng),以高(gao)耗能(neng)(neng)(neng)(neng)(neng)高(gao)排放項目集聚度(du)高(gao)的園(yuan)區(qu)(qu)為(wei)重點(dian),推(tui)(tui)動(dong)能(neng)(neng)(neng)(neng)(neng)源(yuan)系統優(you)化和梯級(ji)利(li)用。實(shi)(shi)施(shi)重點(dian)行業節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)降(jiang)碳(tan)工程(cheng),推(tui)(tui)動(dong)電力、鋼鐵(tie)、有色(se)金屬(shu)、建(jian)材、化工等行業加快節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)技術創新和應(ying)用,持續開展節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)減碳(tan)改(gai)造(zao),提升能(neng)(neng)(neng)(neng)(neng)源(yuan)資源(yuan)利(li)用效率。
3.推進重點(dian)用(yong)能設(she)備節能增效(xiao)。以(yi)工(gong)業鍋爐、變壓(ya)器(qi)、電機(ji)、風(feng)機(ji)、泵、壓(ya)縮機(ji)、換(huan)熱器(qi)、電梯等設(she)備為(wei)(wei)重點,全面提升(sheng)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)水平。加(jia)強(qiang)新一代(dai)信息技(ji)術(shu)(shu)、人工(gong)智(zhi)能(neng)(neng)(neng)(neng)(neng)、大數(shu)據等新技(ji)術(shu)(shu)在節(jie)能(neng)(neng)(neng)(neng)(neng)領域的推(tui)(tui)廣(guang)應(ying)用(yong),開(kai)展重點用(yong)能(neng)(neng)(neng)(neng)(neng)設(she)備、工(gong)藝流程(cheng)的智(zhi)能(neng)(neng)(neng)(neng)(neng)化升(sheng)級,利用(yong)數(shu)字技(ji)術(shu)(shu)開(kai)展能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)監(jian)測,推(tui)(tui)動高效(xiao)(xiao)(xiao)用(yong)能(neng)(neng)(neng)(neng)(neng)設(she)備與生產(chan)系統的優化匹配(pei)。建立以(yi)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)為(wei)(wei)導(dao)向的激勵約束機(ji)制(zhi),大力推(tui)(tui)廣(guang)先(xian)進高效(xiao)(xiao)(xiao)產(chan)品設(she)備,加(jia)快淘汰落后低效(xiao)(xiao)(xiao)設(she)備。加(jia)強(qiang)重點用(yong)能(neng)(neng)(neng)(neng)(neng)設(she)備節(jie)能(neng)(neng)(neng)(neng)(neng)監(jian)察和日常監(jian)管(guan),強(qiang)化生產(chan)、經營、銷售、使用(yong)、報(bao)廢全鏈(lian)條管(guan)理,確保(bao)能(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)標(biao)準(zhun)和節(jie)能(neng)(neng)(neng)(neng)(neng)要求全面落地見效(xiao)(xiao)(xiao)。
4.加強新型基礎設施節(jie)能降碳。統籌集約(yue)建(jian)設(she)(she)第五代(dai)移動通信技(ji)術(5G)、數(shu)(shu)據中(zhong)心(xin)等(deng)高(gao)耗能(neng)(neng)(neng)信息基(ji)礎(chu)設(she)(she)施(shi),避免低水(shui)(shui)平重(zhong)復建(jian)設(she)(she)。采用(yong)直流供電(dian)、分布式儲(chu)(chu)能(neng)(neng)(neng)、“光伏+儲(chu)(chu)能(neng)(neng)(neng)”等(deng)模式,推進(jin)光儲(chu)(chu)充(chong)一體化(hua)(hua)充(chong)電(dian)站建(jian)設(she)(she)。通過淘汰落后或改造升級,提高(gao)裝備技(ji)術水(shui)(shui)平,提升通信、運算、存儲(chu)(chu)、傳輸等(deng)設(she)(she)備能(neng)(neng)(neng)效,積極(ji)推廣(guang)使用(yong)高(gao)效制冷、先進(jin)通風(feng)、余熱利(li)用(yong)、智能(neng)(neng)(neng)化(hua)(hua)用(yong)能(neng)(neng)(neng)控(kong)制等(deng)綠色(se)技(ji)術,提升數(shu)(shu)據中(zhong)心(xin)等(deng)數(shu)(shu)字信息基(ji)礎(chu)設(she)(she)施(shi)能(neng)(neng)(neng)效水(shui)(shui)平。
(三)聚焦構建(jian)現代工業體系,實(shi)施工業領域碳達峰行動(dong)。加快工業領域綠色低(di)碳轉型,持續淘汰落后(hou)產能(neng),大力推進(jin)綠色制造和清潔(jie)生產,堅決(jue)遏制高(gao)(gao)耗能(neng)高(gao)(gao)排(pai)放低(di)水(shui)平項目盲目發展,實現(xian)節(jie)能(neng)降(jiang)耗、減污降(jiang)碳。
1.推動工業領域綠色低碳發展(zhan)。深(shen)入實(shi)施制(zhi)造(zao)(zao)強省戰略,加快發展(zhan)(zhan)新(xin)一代信息技(ji)術(shu)、生物技(ji)術(shu)、新(xin)能(neng)(neng)源、新(xin)材料、高(gao)端裝(zhuang)備(bei)、新(xin)能(neng)(neng)源車船、綠(lv)(lv)色(se)(se)環保及航空航天等戰略性新(xin)興(xing)產(chan)業(ye)。充(chong)分發揮清(qing)潔能(neng)(neng)源優(you)勢(shi),聚力發展(zhan)(zhan)清(qing)潔能(neng)(neng)源、晶(jing)硅(gui)光伏、動(dong)力電(dian)池、釩鈦(tai)、存(cun)儲(chu)等綠(lv)(lv)色(se)(se)低(di)碳優(you)勢(shi)產(chan)業(ye),支持(chi)宜賓建(jian)設(she)“動(dong)力電(dian)池之都(dou)”、遂寧建(jian)設(she)“鋰(li)電(dian)之都(dou)”,成都(dou)建(jian)設(she)“綠(lv)(lv)氫之都(dou)”,打造(zao)(zao)德陽(yang)“世界(jie)級清(qing)潔能(neng)(neng)源裝(zhuang)備(bei)制(zhi)造(zao)(zao)基地”、樂山“中(zhong)國綠(lv)(lv)色(se)(se)硅(gui)谷(gu)”。深(shen)入推(tui)動(dong)綠(lv)(lv)色(se)(se)工(gong)廠(chang)、綠(lv)(lv)色(se)(se)園區、綠(lv)(lv)色(se)(se)產(chan)品、綠(lv)(lv)色(se)(se)供應(ying)鏈等綠(lv)(lv)色(se)(se)制(zhi)造(zao)(zao)示范單位創建(jian)工(gong)作,支持(chi)打造(zao)(zao)一批綠(lv)(lv)色(se)(se)低(di)碳園區和綠(lv)(lv)色(se)(se)低(di)碳工(gong)廠(chang),推(tui)行綠(lv)(lv)色(se)(se)設(she)計,構建(jian)綠(lv)(lv)色(se)(se)制(zhi)造(zao)(zao)體(ti)系(xi)。推(tui)進工(gong)業(ye)領域(yu)數(shu)字(zi)化(hua)(hua)智能(neng)(neng)化(hua)(hua)綠(lv)(lv)色(se)(se)化(hua)(hua)融合發展(zhan)(zhan),推(tui)動(dong)鋼鐵、電(dian)解鋁、水泥、平(ping)板玻璃、煉油、乙(yi)烯、合成氨、電(dian)石等行業(ye)節(jie)能(neng)(neng)降碳改造(zao)(zao)。
2.推動鋼鐵行(xing)業碳(tan)達(da)峰。嚴(yan)格執行鋼(gang)(gang)(gang)鐵(tie)產(chan)(chan)能(neng)(neng)(neng)等量(liang)(liang)或(huo)減量(liang)(liang)置換相關規定,依法(fa)依規推動(dong)落后產(chan)(chan)能(neng)(neng)(neng)退出,嚴(yan)防“地條鋼(gang)(gang)(gang)”死灰復燃(ran)和(he)已化(hua)解過(guo)剩產(chan)(chan)能(neng)(neng)(neng)復產(chan)(chan)。對(dui)于確有(you)必(bi)要(yao)新選(xuan)址建設的(de)鋼(gang)(gang)(gang)鐵(tie)冶煉項目,必(bi)須按照(zhao)鋼(gang)(gang)(gang)鐵(tie)行業最(zui)先進(jin)工藝(yi)(yi)(yi)裝(zhuang)備水平(ping)和(he)最(zui)領先指標建設。對(dui)2025年(nian)前達不到(dao)超低排放要(yao)求、競爭力(li)弱的(de)鋼(gang)(gang)(gang)鐵(tie)企(qi)業,采取限(xian)期整改、壓減產(chan)(chan)能(neng)(neng)(neng)等措施,推進(jin)存量(liang)(liang)優化(hua),淘(tao)汰(tai)落后產(chan)(chan)能(neng)(neng)(neng)。建立以(yi)碳排放、污染物排放、能(neng)(neng)(neng)耗強度(du)、產(chan)(chan)能(neng)(neng)(neng)利(li)用率(lv)等要(yao)求為主(zhu)的(de)鋼(gang)(gang)(gang)鐵(tie)企(qi)業產(chan)(chan)量(liang)(liang)約束機制(zhi)。促進(jin)工藝(yi)(yi)(yi)流(liu)程結構轉型和(he)清潔能(neng)(neng)(neng)源替代,優化(hua)原燃(ran)料結構,大力(li)推進(jin)非高爐(lu)(lu)(lu)煉鐵(tie)技術示范,提升廢鋼(gang)(gang)(gang)資源回收利(li)用水平(ping),推進(jin)全廢鋼(gang)(gang)(gang)電爐(lu)(lu)(lu)工藝(yi)(yi)(yi),鼓勵發展(zhan)電爐(lu)(lu)(lu)短流(liu)程煉鋼(gang)(gang)(gang),力(li)爭2030年(nian)電爐(lu)(lu)(lu)鋼(gang)(gang)(gang)比重提升至40%以(yi)上。積極爭取開展(zhan)氫冶金、二氧化(hua)碳捕集利(li)用一體(ti)化(hua)等試點(dian)示范。
3.推動有色金屬行業碳達峰。嚴格執行(xing)電解鋁產(chan)能(neng)置(zhi)換(huan)政策,嚴控(kong)新增產(chan)能(neng)。嚴控(kong)銅、鉛、鋅、鎂等有(you)(you)色(se)金屬(shu)產(chan)能(neng)總(zong)量。加快再(zai)生有(you)(you)色(se)金屬(shu)產(chan)業(ye)(ye)發展,提升再(zai)生有(you)(you)色(se)金屬(shu)行(xing)業(ye)(ye)企業(ye)(ye)規范化(hua)、規模化(hua)發展水平,完善廢(fei)棄(qi)有(you)(you)色(se)金屬(shu)資源回(hui)收、分(fen)選和加工(gong)網絡。加強(qiang)余熱回(hui)收等綜(zong)合節能(neng)技(ji)術創新,提高余熱余能(neng)利(li)用率(lv),推動單(dan)位產(chan)品能(neng)耗(hao)(hao)持(chi)續(xu)下降(jiang)。提升短流程工(gong)藝(yi)行(xing)業(ye)(ye)占比,持(chi)續(xu)優(you)化(hua)工(gong)藝(yi)過(guo)程控(kong)制,進一(yi)步(bu)降(jiang)低能(neng)耗(hao)(hao)、物耗(hao)(hao),降(jiang)低行(xing)業(ye)(ye)碳排放強(qiang)度。
4.推動建材(cai)行業碳達峰。加強產能(neng)置(zhi)換(huan)監(jian)管,嚴格執行(xing)減(jian)量置(zhi)換(huan)政(zheng)策,嚴禁新(xin)增水(shui)(shui)泥(ni)熟(shu)料(liao)、平板玻璃產能(neng)。加快(kuai)低(di)效產能(neng)退出,加大壓減(jian)傳統產業(ye)(ye)過剩產能(neng)力度。推(tui)動水(shui)(shui)泥(ni)錯(cuo)峰生(sheng)產常態化(hua),合(he)理縮短水(shui)(shui)泥(ni)熟(shu)料(liao)裝(zhuang)置(zhi)運轉時(shi)間。引導(dao)建(jian)材(cai)(cai)(cai)(cai)行(xing)業(ye)(ye)向輕型(xing)化(hua)、集約化(hua)、終端(duan)化(hua)、制(zhi)品化(hua)轉型(xing)。支持建(jian)材(cai)(cai)(cai)(cai)企業(ye)(ye)發展綠色低(di)碳新(xin)業(ye)(ye)態、新(xin)技(ji)(ji)術(shu)、新(xin)裝(zhuang)備、新(xin)產品。鼓勵建(jian)材(cai)(cai)(cai)(cai)企業(ye)(ye)使用粉煤灰、工業(ye)(ye)廢渣(zha)、尾礦渣(zha)、建(jian)筑(zhu)垃(la)圾等作為原料(liao)或水(shui)(shui)泥(ni)混合(he)材(cai)(cai)(cai)(cai)。加快(kuai)推(tui)進綠色建(jian)材(cai)(cai)(cai)(cai)產品認(ren)證和應用推(tui)廣,加強新(xin)型(xing)膠凝材(cai)(cai)(cai)(cai)料(liao)技(ji)(ji)術(shu)、低(di)碳混凝土(tu)技(ji)(ji)術(shu)、吸碳技(ji)(ji)術(shu)研發,開發低(di)碳水(shui)(shui)泥(ni)等低(di)碳建(jian)材(cai)(cai)(cai)(cai)新(xin)產品。
5.推動化(hua)工行業(ye)碳達峰。嚴格項目準入,嚴控(kong)新增煉油、乙烯、合成氨、電(dian)石(shi)(shi)生產能力(li)(li)(li),加(jia)大(da)落后產能淘汰力(li)(li)(li)度。優化(hua)產品(pin)結構,積極開發優質(zhi)耐用(yong)可循環的(de)(de)綠色石(shi)(shi)化(hua)產品(pin)。引導企(qi)業(ye)轉(zhuan)變用(yong)能方(fang)式,鼓(gu)勵以電(dian)力(li)(li)(li)、天然(ran)氣代替煤炭作為燃料。鼓(gu)勵企(qi)業(ye)節能升(sheng)級(ji)改造,推(tui)動(dong)能量梯(ti)級(ji)利用(yong)。推(tui)進(jin)化(hua)工(gong)產業(ye)資源(yuan)利用(yong)循環化(hua),大(da)力(li)(li)(li)實施(shi)低碳或可再生原料替代,推(tui)廣具(ju)備(bei)(bei)能源(yuan)高效利用(yong)、污染物減量化(hua)、廢(fei)棄物資源(yuan)化(hua)利用(yong)和無害化(hua)處理等功能的(de)(de)工(gong)藝技術(shu)和設(she)備(bei)(bei)。到2025年,原油一次(ci)加(jia)工(gong)能力(li)(li)(li)控(kong)制在1500萬噸(dun)以內,主要產品(pin)產能利用(yong)率(lv)力(li)(li)(li)爭提升(sheng)至80%以上。
6.堅決(jue)遏制“兩高一低”項目盲目發展。對(dui)高耗能(neng)(neng)、高排(pai)放、低(di)水平(ping)(ping)(ping)項(xiang)(xiang)目(mu)實行(xing)(xing)清單(dan)管理(li)、分類處置、動態(tai)監控。全面排(pai)查在建(jian)(jian)和存量(liang)“兩高一(yi)低(di)”項(xiang)(xiang)目(mu),堅決拿下不符合要求(qiu)(qiu)的(de)(de)項(xiang)(xiang)目(mu),對(dui)手續不全、達(da)不到能(neng)(neng)耗限額標(biao)準要求(qiu)(qiu)的(de)(de)違(wei)規項(xiang)(xiang)目(mu)按(an)有關規定嚴格整改,整改不到位的(de)(de)不得(de)繼續建(jian)(jian)設或生產(chan)(chan)。科學評估擬建(jian)(jian)項(xiang)(xiang)目(mu),對(dui)于產(chan)(chan)能(neng)(neng)已飽和的(de)(de)行(xing)(xing)業,按(an)照“減量(liang)替代”原則(ze)壓減產(chan)(chan)能(neng)(neng);對(dui)于產(chan)(chan)能(neng)(neng)尚未(wei)飽和的(de)(de)行(xing)(xing)業,按(an)照國家布局(ju)和審批(pi)備案等要求(qiu)(qiu),對(dui)標(biao)國際先進水平(ping)(ping)(ping)提高能(neng)(neng)效準入(ru)門檻;對(dui)于能(neng)(neng)耗量(liang)較(jiao)大(da)的(de)(de)新興產(chan)(chan)業,支持引導企業應用綠(lv)色技術,提高能(neng)(neng)效水平(ping)(ping)(ping)。
(四)圍繞推進新型(xing)城(cheng)鎮化和鄉村振興,實施城(cheng)鄉建設(she)碳達峰(feng)行動。加快推動城(cheng)鄉建設綠色低碳發展(zhan),在城(cheng)市更新(xin)和鄉村振(zhen)興中嚴格落實綠色低碳要求。
1.推進城(cheng)鄉建設和(he)管理模(mo)式(shi)低碳轉(zhuan)型。合理確(que)定(ding)城(cheng)市開發(fa)(fa)建(jian)(jian)設(she)密度和(he)(he)強(qiang)度,控制新增(zeng)(zeng)建(jian)(jian)設(she)用地過(guo)(guo)快增(zeng)(zeng)長。推(tui)動城(cheng)市組團式發(fa)(fa)展,建(jian)(jian)設(she)城(cheng)市生態(tai)廊道,鼓勵城(cheng)市“留白(bai)增(zeng)(zeng)綠”。積極(ji)開展生態(tai)園林(lin)城(cheng)市建(jian)(jian)設(she),持續(xu)擴大生態(tai)綠量。倡導綠色(se)低碳規劃設(she)計理念,增(zeng)(zeng)強(qiang)城(cheng)鄉氣候韌性(xing),建(jian)(jian)設(she)海綿城(cheng)市。推(tui)動建(jian)(jian)設(she)綠色(se)城(cheng)鎮、綠色(se)社區,實施工程(cheng)建(jian)(jian)設(she)全(quan)過(guo)(guo)程(cheng)綠色(se)建(jian)(jian)造,加(jia)快推(tui)進建(jian)(jian)筑工業化,大力發(fa)(fa)展裝配式建(jian)(jian)筑,推(tui)廣鋼結構住(zhu)宅,全(quan)面推(tui)廣節能門窗、綠色(se)建(jian)(jian)材。加(jia)強(qiang)建(jian)(jian)筑拆(chai)除(chu)管(guan)理,杜絕大拆(chai)大建(jian)(jian),加(jia)強(qiang)建(jian)(jian)筑垃圾管(guan)理和(he)(he)資源化利用。
2.加快提升建筑能(neng)效水(shui)平。加強(qiang)適用于不(bu)同(tong)氣候(hou)區、不(bu)同(tong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)類型的節能(neng)低碳技術研發和(he)(he)推(tui)(tui)廣,全(quan)面推(tui)(tui)進綠(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)創建(jian)(jian)(jian)行(xing)動,推(tui)(tui)動超低能(neng)耗(hao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)、低碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)規模化發展,嚴格管(guan)控高能(neng)耗(hao)公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)建(jian)(jian)(jian)設(she)。加快推(tui)(tui)進既有(you)居住建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)和(he)(he)政府機關、學校、醫(yi)院等公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)節能(neng)降碳改造,加強(qiang)公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)耗(hao)監測(ce)和(he)(he)統計分析,逐步實(shi)施能(neng)耗(hao)限額管(guan)理。推(tui)(tui)行(xing)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)效(xiao)測(ce)評標識,提升城(cheng)鎮(zhen)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)和(he)(he)基礎設(she)施運行(xing)管(guan)理智(zhi)能(neng)化水平。到2025年,城(cheng)鎮(zhen)新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)全(quan)面執行(xing)綠(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)標準。
3.加快(kuai)優(you)化建(jian)筑(zhu)用能(neng)結構。深入推進(jin)太陽能、地(di)熱能、生(sheng)物質(zhi)能、空氣(qi)熱能等(deng)可(ke)再生(sheng)能源在建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)中的(de)應用(yong)(yong),逐步提高(gao)城(cheng)鎮建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)可(ke)再生(sheng)能源替(ti)代(dai)率(lv)。因地(di)制宜(yi)開展建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)屋頂(ding)光(guang)(guang)伏(fu)行動(dong)(dong),推行光(guang)(guang)伏(fu)發(fa)電(dian)(dian)與建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)一體化(hua)(hua),推動(dong)(dong)建(jian)(jian)(jian)設集(ji)光(guang)(guang)伏(fu)發(fa)電(dian)(dian)、儲(chu)能、直流配電(dian)(dian)、柔性用(yong)(yong)電(dian)(dian)為一體的(de)“光(guang)(guang)儲(chu)直柔”建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)。加快推動(dong)(dong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)用(yong)(yong)能電(dian)(dian)氣(qi)化(hua)(hua)和低(di)碳化(hua)(hua),大幅提高(gao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)采暖、采光(guang)(guang)、炊事等(deng)電(dian)(dian)氣(qi)化(hua)(hua)普(pu)及率(lv),提高(gao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)終端電(dian)(dian)氣(qi)化(hua)(hua)水(shui)平(ping)。引導高(gao)寒地(di)區科學取(qu)(qu)暖,因地(di)制宜(yi)采用(yong)(yong)清潔高(gao)效取(qu)(qu)暖方式。到2025年,全省城(cheng)鎮建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)可(ke)再生(sheng)能源替(ti)代(dai)率(lv)達到8%,在太陽能資源豐富(fu)且(qie)具備條(tiao)件的(de)地(di)區新(xin)建(jian)(jian)(jian)公(gong)共機構建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、新(xin)建(jian)(jian)(jian)廠房屋頂(ding)光(guang)(guang)伏(fu)覆(fu)蓋率(lv)力爭達到50%。
4.推進農村建(jian)設和用(yong)能低碳轉(zhuan)型。推進綠(lv)色(se)農(nong)(nong)房建(jian)設(she)(she),加快農(nong)(nong)房節(jie)能(neng)(neng)(neng)改(gai)造。推廣節(jie)能(neng)(neng)(neng)環保(bao)灶具、電(dian)動(dong)農(nong)(nong)用車輛(liang)、節(jie)能(neng)(neng)(neng)環保(bao)農(nong)(nong)機,發(fa)展節(jie)能(neng)(neng)(neng)低碳農(nong)(nong)業(ye)大(da)棚。改(gai)進農(nong)(nong)業(ye)農(nong)(nong)村(cun)用能(neng)(neng)(neng)方式(shi),因地制宜推進生物質能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)等可再(zai)生能(neng)(neng)(neng)源在農(nong)(nong)業(ye)生產和農(nong)(nong)村(cun)生活中的應用。加強農(nong)(nong)村(cun)電(dian)網建(jian)設(she)(she),完善(shan)配電(dian)網及電(dian)力接入設(she)(she)施,提升農(nong)(nong)村(cun)用能(neng)(neng)(neng)電(dian)氣(qi)化水平。
(五)加(jia)快交(jiao)通強省建設(she),實(shi)施交(jiao)通運(yun)輸綠色低碳行(xing)動。加快(kuai)構建現代綜合交通運輸體(ti)系,形成(cheng)綠色(se)低碳(tan)運輸方式,確保(bao)(bao)交通運輸領域碳(tan)排放增(zeng)長(chang)保(bao)(bao)持在合理區間,力爭盡快(kuai)實現碳(tan)達峰。
1.推(tui)動運輸工具裝備低碳(tan)轉(zhuan)型。積極(ji)(ji)擴大(da)電(dian)力(li)(li)(li)、氫能(neng)(neng)、天然氣、先進(jin)生物液體燃料(liao)等新(xin)(xin)能(neng)(neng)源(yuan)(yuan)、清潔(jie)能(neng)(neng)源(yuan)(yuan)在(zai)交通(tong)(tong)領(ling)域應(ying)用(yong)。大(da)力(li)(li)(li)推(tui)廣(guang)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)汽(qi)車(che)(che)(che)(che)(che),逐步(bu)降(jiang)(jiang)低傳統(tong)燃油汽(qi)車(che)(che)(che)(che)(che)在(zai)新(xin)(xin)車(che)(che)(che)(che)(che)產(chan)銷和(he)汽(qi)車(che)(che)(che)(che)(che)保有量(liang)中的(de)占比(bi),推(tui)動(dong)(dong)城(cheng)市公共(gong)服務及貨(huo)(huo)運(yun)(yun)配送車(che)(che)(che)(che)(che)輛(liang)(liang)電(dian)動(dong)(dong)化(hua)(hua)替代。積極(ji)(ji)推(tui)廣(guang)液化(hua)(hua)天然氣動(dong)(dong)力(li)(li)(li)重(zhong)型(xing)貨(huo)(huo)運(yun)(yun)車(che)(che)(che)(che)(che)輛(liang)(liang)和(he)船(chuan)(chuan)舶,加快發展電(dian)動(dong)(dong)船(chuan)(chuan)舶。穩步(bu)推(tui)進(jin)換(huan)(huan)電(dian)模式(shi)和(he)氫燃料(liao)電(dian)池在(zai)重(zhong)型(xing)貨(huo)(huo)運(yun)(yun)車(che)(che)(che)(che)(che)輛(liang)(liang)、營(ying)運(yun)(yun)大(da)客(ke)車(che)(che)(che)(che)(che)領(ling)域的(de)試點應(ying)用(yong)。推(tui)進(jin)主要港口(kou)港作(zuo)機(ji)械、物流樞紐和(he)園區場(chang)內車(che)(che)(che)(che)(che)輛(liang)(liang)裝備電(dian)動(dong)(dong)化(hua)(hua)更新(xin)(xin)改造,到2030年基(ji)本實現電(dian)動(dong)(dong)化(hua)(hua)。提高(gao)(gao)燃油車(che)(che)(che)(che)(che)船(chuan)(chuan)能(neng)(neng)效(xiao)標(biao)準(zhun),健(jian)全交通(tong)(tong)運(yun)(yun)輸(shu)裝備能(neng)(neng)效(xiao)標(biao)識制度,加快淘汰高(gao)(gao)能(neng)(neng)耗高(gao)(gao)排(pai)放老舊(jiu)車(che)(che)(che)(che)(che)船(chuan)(chuan)。推(tui)動(dong)(dong)機(ji)場(chang)橋載設備電(dian)能(neng)(neng)替代改造,提升機(ji)場(chang)運(yun)(yun)行(xing)電(dian)動(dong)(dong)化(hua)(hua)智能(neng)(neng)化(hua)(hua)水平(ping)。到2030年,當年新(xin)(xin)增新(xin)(xin)能(neng)(neng)源(yuan)(yuan)、清潔(jie)能(neng)(neng)源(yuan)(yuan)動(dong)(dong)力(li)(li)(li)的(de)交通(tong)(tong)工(gong)具(ju)比(bi)例(不含(han)摩(mo)托車(che)(che)(che)(che)(che))達到40%左(zuo)右,營(ying)運(yun)(yun)交通(tong)(tong)工(gong)具(ju)單位換(huan)(huan)算周轉量(liang)碳排(pai)放強度比(bi)2020年下(xia)降(jiang)(jiang)9.5%左(zuo)右,省(sheng)內鐵路單位換(huan)(huan)算周轉量(liang)綜合能(neng)(neng)耗比(bi)2020年下(xia)降(jiang)(jiang)10%。陸(lu)路交通(tong)(tong)運(yun)(yun)輸(shu)石(shi)油消(xiao)費力(li)(li)(li)爭“十五五”末進(jin)入峰值平(ping)臺期。
