為(wei)冬(dong)(dong)奧(ao)(ao)(ao)會(hui)和(he)冬(dong)(dong)殘奧(ao)(ao)(ao)會(hui)提(ti)供全方(fang)(fang)(fang)位交(jiao)通保(bao)(bao)障(zhang)。有序(xu)推進臨時交(jiao)通場(chang)站(zhan)、冬(dong)(dong)奧(ao)(ao)(ao)保(bao)(bao)障(zhang)酒店周邊道(dao)(dao)(dao)路(lu)等基(ji)礎(chu)設(she)(she)施(shi)按(an)期(qi)完工(gong)。研(yan)究制定冬(dong)(dong)奧(ao)(ao)(ao)會(hui)和(he)冬(dong)(dong)殘奧(ao)(ao)(ao)會(hui)期(qi)間奧(ao)(ao)(ao)運(yun)專用道(dao)(dao)(dao)、公(gong)路(lu)鏟(chan)冰(bing)除雪、服務(wu)車輛(liang)高(gao)速(su)公(gong)路(lu)快速(su)通行等保(bao)(bao)障(zhang)方(fang)(fang)(fang)案。推進勤務(wu)指揮(hui)科(ke)技(ji)建(jian)設(she)(she),加強五棵松、首體等場(chang)館(guan)周邊交(jiao)通組織引導。做好冬(dong)(dong)季鏟(chan)冰(bing)除雪設(she)(she)備(bei)、物(wu)資、隊伍儲(chu)備(bei),完善應急(ji)站(zhan)點(dian)建(jian)設(she)(she),提(ti)升應急(ji)保(bao)(bao)通能力(li)。重點(dian)圍繞(rao)城市交(jiao)通設(she)(she)施(shi)無(wu)障(zhang)礙升級改(gai)造、場(chang)館(guan)周邊道(dao)(dao)(dao)路(lu)綜(zong)合治理、賽(sai)時城市交(jiao)通運(yun)行管(guan)理等方(fang)(fang)(fang)面(mian)做好交(jiao)通保(bao)(bao)障(zhang)工(gong)作。全面(mian)總結冬(dong)(dong)奧(ao)(ao)(ao)會(hui)和(he)冬(dong)(dong)殘奧(ao)(ao)(ao)會(hui)交(jiao)通保(bao)(bao)障(zhang)全流程工(gong)作經驗,為(wei)未來大型(xing)活動交(jiao)通保(bao)(bao)障(zhang)提(ti)供借鑒(jian)和(he)參考。
3.推進國防交通(tong)建(jian)設(she),促進軍(jun)民融合(he)發展(zhan)
加強國(guo)防(fang)交(jiao)通基礎(chu)設(she)施建設(she)。依(yi)托公(gong)路(lu)、城市道路(lu)、綜合交(jiao)通樞(shu)紐建設(she),進一步提(ti)升交(jiao)通基礎(chu)設(she)施的國(guo)防(fang)功能。繼續推進駐京(jing)部隊(dui)特別是重點部隊(dui)進出口道路(lu)建設(she)和養護工作,進一步改善部隊(dui)交(jiao)通出行條件。
提(ti)升(sheng)國防(fang)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)保障能力。完(wan)成國防(fang)動員體系交(jiao)(jiao)(jiao)通(tong)(tong)(tong)戰(zhan)備專(zhuan)項改(gai)革任務,加(jia)強國防(fang)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)專(zhuan)業保障隊伍建(jian)設。調整(zheng)優化國防(fang)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)物資(zi)儲備品種和(he)規模,重(zhong)點加(jia)強對軍(jun)地倉儲、物資(zi)等應(ying)急應(ying)戰(zhan)資(zi)源的(de)統籌。梳理(li)評估(gu)北京(jing)地區交(jiao)(jiao)(jiao)通(tong)(tong)(tong)重(zhong)點目標管理(li)情況,逐步(bu)建(jian)立健全國防(fang)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)保障方案(an)(an)預案(an)(an)體系,進一(yi)步(bu)加(jia)強國防(fang)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)潛力掌控,持續提(ti)升(sheng)軍(jun)事(shi)運輸和(he)國防(fang)科研運輸保障能力。
加強國(guo)防(fang)(fang)交(jiao)通(tong)信(xin)息(xi)(xi)化建設(she)和科(ke)研工作。推(tui)進北京市(shi)國(guo)防(fang)(fang)交(jiao)通(tong)信(xin)息(xi)(xi)平臺建設(she)與維(wei)護,構建完(wan)善國(guo)防(fang)(fang)交(jiao)通(tong)大數(shu)據(ju)體系,推(tui)動運用大數(shu)據(ju)技術創新國(guo)防(fang)(fang)交(jiao)通(tong)保(bao)障模式。圍(wei)繞(rao)國(guo)防(fang)(fang)交(jiao)通(tong)保(bao)障能力提升,形成(cheng)一批具(ju)有首都(dou)特色(se)的(de)交(jiao)通(tong)戰備科(ke)研成(cheng)果。
(十一(yi))科技賦能提升交通智(zhi)慧化水(shui)平
支(zhi)撐智(zhi)(zhi)慧城市建(jian)設,推(tui)動(dong)5G技(ji)術(shu)、北斗系統、遙(yao)感衛星技(ji)術(shu)與人工(gong)智(zhi)(zhi)能(neng)(neng)(neng)在(zai)交(jiao)通領域的(de)應用(yong),推(tui)動(dong)“標準統一、設施(shi)統建(jian)、數據(ju)統合”三個統籌(chou),建(jian)設“智(zhi)(zhi)慧交(jiao)通基(ji)礎設施(shi)、智(zhi)(zhi)慧交(jiao)通數據(ju)云腦(nao)、智(zhi)(zhi)慧交(jiao)通應用(yong)場景”三大(da)體(ti)系。推(tui)進車聯網(wang)、自(zi)動(dong)駕(jia)駛(shi)等(deng)技(ji)術(shu)的(de)落地實施(shi),在(zai)試點基(ji)礎上,逐步(bu)推(tui)動(dong)傳統交(jiao)通基(ji)礎設施(shi)的(de)智(zhi)(zhi)能(neng)(neng)(neng)網(wang)聯化(hua)(hua)改造,構建(jian)車路一體(ti)的(de)新型交(jiao)通設施(shi),在(zai)保(bao)證安全(quan)前提下,穩妥有(you)序擴大(da)自(zi)動(dong)駕(jia)駛(shi)試點范(fan)圍(wei),推(tui)動(dong)自(zi)動(dong)駕(jia)駛(shi)技(ji)術(shu)在(zai)交(jiao)通運(yun)(yun)輸行(xing)業應用(yong)。實現全(quan)方位、全(quan)角度、全(quan)鏈(lian)條、全(quan)要素數字化(hua)(hua)轉型,培育發展交(jiao)通運(yun)(yun)輸新技(ji)術(shu)、新模式、新業態,形成科技(ji)創新發展新動(dong)能(neng)(neng)(neng),為(wei)市民(min)提供高品質(zhi)出(chu)行(xing)服務。
1.推進交通(tong)新基建,夯實智慧(hui)交通(tong)基礎
推進交通(tong)(tong)(tong)基(ji)礎設(she)施數字轉型和智能升(sheng)級,利(li)用新技術(shu)賦能交通(tong)(tong)(tong)基(ji)礎設(she)施發展,提(ti)升(sheng)交通(tong)(tong)(tong)網(wang)絡效應和運營效率(lv)。
構建交通行業“一套碼(ma)”。按“城市碼(ma)”編(bian)碼(ma)標準(zhun),統一“人、車、路(lu)、設(she)施”的交通編(bian)碼(ma)體系,實(shi)現交通設(she)施數字化管(guan)理一套臺(tai)賬,逐步實(shi)現交通行業“一碼(ma)統管(guan)”。
建設交(jiao)通(tong)行(xing)業時(shi)(shi)空“一(yi)張圖(tu)(tu)”。在(zai)全市時(shi)(shi)空“一(yi)張圖(tu)(tu)”基礎上,針對交(jiao)通(tong)綜合規劃(hua)、精細治理(li)、出(chu)行(xing)服務等特色需求,建立(li)交(jiao)通(tong)地(di)上、地(di)下時(shi)(shi)空基準網和時(shi)(shi)空一(yi)張圖(tu)(tu),實(shi)現與(yu)城市感知數據(ju)的統(tong)管共用和多源感知終端“一(yi)張圖(tu)(tu)”。
建立交通(tong)行業(ye)“一臺(tai)賬”。加強全市感(gan)知(zhi)(zhi)數據(ju)共享共用,重(zhong)點推動(dong)交通(tong)視(shi)頻感(gan)知(zhi)(zhi)智(zhi)能(neng)分析能(neng)力建設,從道路感(gan)知(zhi)(zhi)、車輛感(gan)知(zhi)(zhi)、客流(liu)感(gan)知(zhi)(zhi)三個方(fang)面,實現路、車、人動(dong)態感(gan)知(zhi)(zhi)的全覆蓋和互聯互通(tong),不斷完善交通(tong)行業(ye)感(gan)知(zhi)(zhi)體(ti)系(xi)。
打造交通(tong)行業“一(yi)張網”。充分(fen)運(yun)用全市1.4G寬(kuan)(kuan)帶集群專網、100G帶寬(kuan)(kuan)政務外網,以及4G/5G商業通(tong)信網,著力推(tui)進軌道交通(tong)EUHT-5G綜合業務承載網建設,逐(zhu)步打造有(you)線(xian)無線(xian)、公專結合的高韌(ren)性強(qiang)安全交通(tong)傳(chuan)輸網。
搭建(jian)交(jiao)通(tong)行(xing)業“一朵云”。搭建(jian)北京市交(jiao)通(tong)“1+N”行(xing)業云體系,包括(kuo)1個交(jiao)通(tong)政(zheng)務云和(he)N個交(jiao)通(tong)企(qi)業云,實現政(zheng)務云和(he)企(qi)業云之(zhi)間網絡互聯、資源(yuan)共享。
2.建設智(zhi)慧(hui)信息(xi)平臺,打造“智(zhi)慧(hui)交通大腦”
構建(jian)(jian)交(jiao)通(tong)(tong)(tong)(tong)治理云腦。重構資源(yuan)層(ceng)、中臺(tai)層(ceng)、應用層(ceng)三級(ji)智(zhi)慧(hui)交(jiao)通(tong)(tong)(tong)(tong)建(jian)(jian)設(she)(she)架構,實現系(xi)統建(jian)(jian)設(she)(she)統籌集(ji)約(yue)和統一智(zhi)慧(hui)賦能(neng),建(jian)(jian)設(she)(she)數字化(hua)共(gong)(gong)性支撐平(ping)臺(tai),提升交(jiao)通(tong)(tong)(tong)(tong)數據(ju)(ju)、視頻、地圖(tu)、指揮(hui)調度基礎能(neng)力(li),建(jian)(jian)設(she)(she)綜合協(xie)同調度系(xi)統,升級(ji)自動預警(jing)、綜合指揮(hui)調度能(neng)力(li),完善綜合協(xie)同調度體(ti)系(xi)。進一步(bu)完善交(jiao)通(tong)(tong)(tong)(tong)行(xing)業大(da)(da)數據(ju)(ju)平(ping)臺(tai),依托全市大(da)(da)數據(ju)(ju)平(ping)臺(tai)建(jian)(jian)立交(jiao)通(tong)(tong)(tong)(tong)數據(ju)(ju)專區,推動交(jiao)通(tong)(tong)(tong)(tong)大(da)(da)數據(ju)(ju)共(gong)(gong)享(xiang)開放應用。
構(gou)建(jian)交(jiao)管(guan)執法云(yun)腦。構(gou)建(jian)新一(yi)代(dai)智(zhi)慧交(jiao)通(tong)管(guan)理體系(xi),推進建(jian)設(she)警務(wu)云(yun)數據中心,完(wan)善(shan)“安全運維、標準(zhun)規(gui)范”保障,搭建(jian)“網絡通(tong)信、感知控制、數據平臺”支撐,加速推進指揮調(diao)度、交(jiao)通(tong)組織、政務(wu)服務(wu)、事故預(yu)防、執法辦案等業務(wu)應用建(jian)設(she),實現交(jiao)通(tong)管(guan)理業務(wu)流(liu)程(cheng)再(zai)造和提質增效。
構建出(chu)(chu)行(xing)(xing)(xing)服務云腦。完(wan)善(shan)綠色出(chu)(chu)行(xing)(xing)(xing)一(yi)體化服務(MaaS)平臺。依托大數據、5G等(deng)新技術(shu),進(jin)一(yi)步(bu)提升(sheng)MaaS平臺一(yi)體化交通服務對引(yin)導(dao)(dao)綠色出(chu)(chu)行(xing)(xing)(xing)的貢獻,重點實現停車誘導(dao)(dao)、接(jie)駁引(yin)導(dao)(dao)、聚合出(chu)(chu)行(xing)(xing)(xing)、綠色出(chu)(chu)行(xing)(xing)(xing)碳激勵等(deng)應用場景。開展一(yi)體化出(chu)(chu)行(xing)(xing)(xing)的頂層設計(ji),建立基于社(she)會視(shi)角的評(ping)價機(ji)制,引(yin)領(ling)北(bei)京MaaS體系(xi)化發展,持續完(wan)善(shan)MaaS產業生態。完(wan)善(shan)以綠色出(chu)(chu)行(xing)(xing)(xing)方式為主的多方式銜接(jie)核心功能,提升(sheng)全程出(chu)(chu)行(xing)(xing)(xing)體驗。

實(shi)(shi)施泛在智(zhi)能(neng)(neng)(neng)的城(cheng)市感知全覆蓋(gai)工程,在交(jiao)(jiao)通(tong)(tong)治理(li)領(ling)域實(shi)(shi)施一批“揭榜掛帥”示范(fan)(fan)(fan)應用,培育一批品(pin)牌(pai)化(hua)示范(fan)(fan)(fan)項目(mu)和領(ling)軍企(qi)業,打造(zao)(zao)“智(zhi)慧軌道(dao)”“智(zhi)慧公交(jiao)(jiao)”“智(zhi)慧道(dao)路(lu)”“智(zhi)慧停(ting)車(che)”示范(fan)(fan)(fan)工程。打造(zao)(zao)覆蓋(gai)全生(sheng)命(ming)周期的智(zhi)慧軌道(dao)建設(she)應用體系,構建高(gao)(gao)(gao)(gao)精度(du)定(ding)位網(wang)(wang)(wang)、高(gao)(gao)(gao)(gao)精度(du)時(shi)間同步(bu)網(wang)(wang)(wang)、高(gao)(gao)(gao)(gao)通(tong)(tong)量通(tong)(tong)信(xin)網(wang)(wang)(wang)和空間數字化(hua)信(xin)息(xi)服務(wu)(wu)(wu)平(ping)(ping)臺(tai)。提升(sheng)公交(jiao)(jiao)運(yun)行(xing)服務(wu)(wu)(wu)智(zhi)能(neng)(neng)(neng)化(hua)、信(xin)息(xi)化(hua)水平(ping)(ping),提高(gao)(gao)(gao)(gao)公交(jiao)(jiao)供需匹(pi)配效(xiao)率,提升(sheng)與(yu)軌道(dao)交(jiao)(jiao)通(tong)(tong)之間協(xie)同運(yun)營(ying)能(neng)(neng)(neng)力(li)。打造(zao)(zao)智(zhi)慧高(gao)(gao)(gao)(gao)速示范(fan)(fan)(fan)工程,探索(suo)實(shi)(shi)現(xian)基礎(chu)設(she)施數字化(hua)、車(che)路(lu)協(xie)同示范(fan)(fan)(fan)應用,推進信(xin)號燈智(zhi)能(neng)(neng)(neng)化(hua)改造(zao)(zao)升(sheng)級,實(shi)(shi)現(xian)路(lu)網(wang)(wang)(wang)管理(li)和服務(wu)(wu)(wu)智(zhi)能(neng)(neng)(neng)化(hua),到2025年(nian),智(zhi)慧道(dao)路(lu)總里(li)程超過300公里(li)。打造(zao)(zao)由數據平(ping)(ping)臺(tai)、服務(wu)(wu)(wu)平(ping)(ping)臺(tai)、聚合平(ping)(ping)臺(tai)構成(cheng)的停(ting)車(che)信(xin)息(xi)管理(li)與(yu)服務(wu)(wu)(wu)體系。
五、實施保(bao)障(zhang)
(一(yi))加(jia)強(qiang)組織(zhi)領(ling)導(dao)

加(jia)強(qiang)北京市交(jiao)通(tong)(tong)綜(zong)合(he)(he)治理(li)領導小組的(de)統(tong)籌協(xie)(xie)調(diao)(diao)作(zuo)(zuo)用。將“十四五”規(gui)(gui)劃(hua)任務逐年(nian)分解,并將重點工(gong)作(zuo)(zuo)納入(ru)交(jiao)通(tong)(tong)綜(zong)合(he)(he)治理(li)工(gong)作(zuo)(zuo)框架推進(jin)實(shi)施。市交(jiao)通(tong)(tong)部(bu)門(men)要聯(lian)合(he)(he)市發展改革、財(cai)政(zheng)、規(gui)(gui)劃(hua)自然(ran)資源(yuan)、住房城鄉建(jian)設、生態環境(jing)等部(bu)門(men)提高(gao)規(gui)(gui)劃(hua)實(shi)施協(xie)(xie)同(tong)(tong)性,完善部(bu)門(men)聯(lian)動(dong)(dong)機制(zhi),加(jia)強(qiang)在(zai)公共財(cai)政(zheng)投入(ru)、土地供應、重大項目建(jian)設時序(xu)上的(de)統(tong)籌協(xie)(xie)調(diao)(diao),合(he)(he)理(li)確定重點任務年(nian)度安排和行動(dong)(dong)計(ji)劃(hua)。加(jia)強(qiang)與鐵路、民(min)航部(bu)門(men)溝(gou)通(tong)(tong)對(dui)接,推動(dong)(dong)相關規(gui)(gui)劃(hua)任務同(tong)(tong)步實(shi)施,促(cu)進(jin)對(dui)外交(jiao)通(tong)(tong)與城市交(jiao)通(tong)(tong)協(xie)(xie)同(tong)(tong)。進(jin)一步健全路市多層次對(dui)接協(xie)(xie)調(diao)(diao)機制(zhi),固(gu)化高(gao)層會(hui)晤機制(zhi),建(jian)立路市聯(lian)席工(gong)作(zuo)(zuo)機制(zhi),共同(tong)(tong)推動(dong)(dong)落實(shi)關于深化鐵路領域(yu)戰略(lve)合(he)(he)作(zuo)(zuo)的(de)框架協(xie)(xie)議(yi)。不斷深化完善交(jiao)郵(you)融合(he)(he)發展體制(zhi)機制(zhi)。
(二)完善政策機制
資金保障(zhang)。探索建立政(zheng)府資金與社會資本合(he)作的(de)資金保障(zhang)機制,加強交(jiao)通(tong)固定資產投資保障(zhang)。加強市區統籌,完善(shan)市區兩級(ji)交(jiao)通(tong)設(she)施建設(she)固定資產投資分擔(dan)機制。探索交(jiao)通(tong)基礎設(she)施領域引(yin)入REITs模式,持續推進PPP模式建設(she)部分軌道交(jiao)通(tong)線路和高速公路,推行績效(xiao)付費(fei)機制,完善(shan)政(zheng)府與社會資本風險共擔(dan)機制。綜(zong)合(he)考(kao)量(liang)規(gui)劃(hua)條件、樞紐(niu)功能、商業需(xu)求、交(jiao)通(tong)條件等因素,深化完善(shan)分類引(yin)導的(de)交(jiao)通(tong)樞紐(niu)建設(she)投融資模式。
