建設(she)系統配(pei)套、一體便捷的(de)(de)全(quan)國(guo)鐵(tie)(tie)(tie)路客運(yun)樞(shu)紐。隨新(xin)建鐵(tie)(tie)(tie)路綜合客運(yun)樞(shu)紐同步推進建設(she)配(pei)套城市綜合交(jiao)通(tong)(tong)(tong)樞(shu)紐,實(shi)現各(ge)種交(jiao)通(tong)(tong)(tong)方(fang)式立體或同臺(tai)換乘,推進鐵(tie)(tie)(tie)路和城市軌道交(jiao)通(tong)(tong)(tong)雙向(xiang)安檢互認(ren),為(wei)京(jing)港臺(tai)高(gao)(gao)鐵(tie)(tie)(tie)(豐(feng)雄商段)、京(jing)唐城際(ji)(ji)、京(jing)濱城際(ji)(ji)、京(jing)哈高(gao)(gao)鐵(tie)(tie)(tie)等順(shun)利通(tong)(tong)(tong)車(che)提供保障。優化(hua)既有(you)火車(che)站客運(yun)功(gong)能定(ding)位(wei),結合豐(feng)臺(tai)站、城市副(fu)中心站建設(she),優化(hua)北(bei)京(jing)站、北(bei)京(jing)西站、北(bei)京(jing)北(bei)站等主(zhu)要客站列車(che)開(kai)行(xing)方(fang)案(an)及(ji)協作關系,提升鐵(tie)(tie)(tie)路和城市交(jiao)通(tong)(tong)(tong)融合水平。研(yan)究(jiu)制定(ding)火車(che)站地區客流高(gao)(gao)峰期交(jiao)通(tong)(tong)(tong)接駁保障的(de)(de)常態化(hua)措施,提高(gao)(gao)旅客集疏(shu)散效率。

推(tui)動(dong)打(da)造(zao)現代化綜合交(jiao)通(tong)樞(shu)紐(niu)(niu)(niu)(niu)服務(wu)體(ti)系。不斷提升綜合交(jiao)通(tong)樞(shu)紐(niu)(niu)(niu)(niu)銜接換乘水(shui)平(ping)、集疏(shu)運能(neng)(neng)(neng)力、轉運效率(lv)、運營管理效能(neng)(neng)(neng)、信息(xi)化智能(neng)(neng)(neng)化水(shui)平(ping),推(tui)進樞(shu)紐(niu)(niu)(niu)(niu)系統融合發展。推(tui)動(dong)新建綜合交(jiao)通(tong)樞(shu)紐(niu)(niu)(niu)(niu)各交(jiao)通(tong)方(fang)(fang)式集中布(bu)局,實(shi)現空(kong)間(jian)(jian)共享、服務(wu)協同、立體(ti)或同臺換乘,打(da)造(zao)全天候、一體(ti)化換乘環境(jing)。推(tui)動(dong)既(ji)有綜合交(jiao)通(tong)樞(shu)紐(niu)(niu)(niu)(niu)功(gong)能(neng)(neng)(neng)完善和整合提升,鼓勵不同運輸方(fang)(fang)式共享功(gong)能(neng)(neng)(neng)空(kong)間(jian)(jian)、設施(shi)設備。

推廣以乘(cheng)客(ke)為(wei)中心的(de)“出行(xing)即服(fu)務”理念(nian)。積極發展“旅(lv)客(ke)聯(lian)程運(yun)輸(shu)”“行(xing)李直(zhi)掛”“徒手旅(lv)行(xing)”等服(fu)務。不斷(duan)完善基于智能終(zhong)端的(de)“一站式”出行(xing)服(fu)務。不斷(duan)完善“一卡通用”“手機支(zhi)付”等方便(bian)乘(cheng)客(ke)的(de)支(zhi)付方式。不斷(duan)完善機場、火車站之(zhi)間(jian)的(de)交通設施和運(yun)輸(shu)服(fu)務,增強夜間(jian)旅(lv)客(ke)運(yun)輸(shu)服(fu)務能力。

2.完(wan)善貨運交通樞紐節點功能

支(zhi)持“一市(shi)兩場”貨(huo)運(yun)航(hang)線發展,統籌(chou)規劃全(quan)貨(huo)機(ji)業(ye)務,重(zhong)點發展中(zhong)轉(zhuan)、冷(leng)鏈、多(duo)(duo)式聯運(yun)等(deng)特色(se)業(ye)務,滿足對高端消費品和國(guo)際國(guo)內快(kuai)件服(fu)務需(xu)求,服(fu)務建設(she)(she)(she)國(guo)際消費中(zhong)心城市(shi)。加快(kuai)綜(zong)合貨(huo)運(yun)樞紐多(duo)(duo)式聯運(yun)換裝設(she)(she)(she)施與(yu)集疏(shu)運(yun)體(ti)系(xi)建設(she)(she)(she),統籌(chou)轉(zhuan)運(yun)、保稅、郵政快(kuai)遞等(deng)功能,提升(sheng)多(duo)(duo)式聯運(yun)效率與(yu)物(wu)流綜(zong)合服(fu)務水平(ping)。推進北京空港(gang)(gang)(gang)、陸港(gang)(gang)(gang)與(yu)天津港(gang)(gang)(gang)的融合,加強與(yu)唐山港(gang)(gang)(gang)、黃驊港(gang)(gang)(gang)等(deng)港(gang)(gang)(gang)口群對接,用好津冀出海通道,建設(she)(she)(she)安全(quan)綠色(se)、暢通高效的貨(huo)物(wu)運(yun)輸體(ti)系(xi)。發展集裝箱海鐵(tie)聯運(yun),研(yan)究開行(xing)北京-天津港(gang)(gang)(gang)集裝箱鐵(tie)路班列(lie)。

3.促進交(jiao)通與(yu)郵政快(kuai)遞融合發展

促進交通運輸(shu)設施服(fu)務(wu)加載郵(you)政快遞(di)功能(neng)(neng)。在(zai)民航和(he)高(gao)鐵發(fa)展中(zhong)統籌考慮郵(you)政快遞(di)服(fu)務(wu)需求。加強機場(chang)、火(huo)車站、長途汽車站綠色通道(dao)和(he)裝卸(xie)、接(jie)駁、倉(cang)儲功能(neng)(neng)區(qu)建(jian)設,提升交通樞(shu)紐的(de)寄遞(di)配套(tao)能(neng)(neng)力(li)。推動郵(you)政、快遞(di)企業入駐(zhu)區(qu)級客運站,拓(tuo)展鄉(xiang)鎮(zhen)客運站郵(you)政快遞(di)中(zhong)轉及收投服(fu)務(wu)功能(neng)(neng)。

完善城(cheng)市(shi)及農(nong)(nong)村地(di)區末端(duan)配送(song)(song)網(wang)(wang)絡。統(tong)籌規劃集零售、配送(song)(song)和便民服務(wu)(wu)等(deng)多功能(neng)為(wei)一體的末端(duan)配送(song)(song)網(wang)(wang)點(dian),建設(she)(she)(she)共(gong)同配送(song)(song)站(zhan)(zhan)、公共(gong)取送(song)(song)點(dian)、智能(neng)快(kuai)件箱等(deng)末端(duan)設(she)(she)(she)施(shi),打通(tong)城(cheng)市(shi)末端(duan)配送(song)(song)“最后一公里”。推動社區、公共(gong)建筑在紅(hong)線范圍內預留或增(zeng)加快(kuai)遞(di)、貨(huo)運車輛裝卸、分揀區域或設(she)(she)(she)施(shi),減(jian)少(shao)對道路交通(tong)秩序的影響。依托遠郊區綜合(he)運輸服務(wu)(wu)站(zhan)(zhan),推進“區域集散(san)、網(wang)(wang)點(dian)駐鄉、投遞(di)進村”的農(nong)(nong)村快(kuai)遞(di)共(gong)同配送(song)(song)平臺建設(she)(she)(she)。整合(he)各類資源(yuan),分期分批組(zu)織(zhi)建設(she)(she)(she)服務(wu)(wu)“三農(nong)(nong)”和農(nong)(nong)村電商的快(kuai)遞(di)末端(duan)網(wang)(wang)點(dian),進一步完善農(nong)(nong)村三級寄遞(di)物流網(wang)(wang)絡,提(ti)升“村村通(tong)快(kuai)遞(di)”服務(wu)(wu)水(shui)平,提(ti)高(gao)設(she)(she)(she)置(zhi)快(kuai)遞(di)投攬(lan)站(zhan)(zhan)點(dian)行(xing)政村的比例(li)。

4.促(cu)進交通與現代物流融合(he)發展

立(li)足空港型國(guo)家物(wu)(wu)流(liu)(liu)樞紐(niu)優(you)勢(shi),加強現(xian)代(dai)物(wu)(wu)流(liu)(liu)體(ti)系(xi)建設,優(you)化(hua)物(wu)(wu)流(liu)(liu)通(tong)(tong)道和樞紐(niu)布局。拓展(zhan)(zhan)延伸國(guo)際物(wu)(wu)流(liu)(liu)快運(yun)網(wang)(wang)絡,力爭實現(xian)“雙樞紐(niu)”貨(huo)運(yun)吞(tun)吐量翻番。完(wan)善航空口岸(an)功能,發(fa)展(zhan)(zhan)“卡車航班(ban)”“空空中(zhong)轉(zhuan)”通(tong)(tong)關(guan)模式,構建高(gao)(gao)價(jia)值商品的快捷物(wu)(wu)流(liu)(liu)服務(wu)網(wang)(wang)絡。適應(ying)京津冀(ji)一(yi)體(ti)化(hua)發(fa)展(zhan)(zhan)需要,構建網(wang)(wang)絡化(hua)鐵路(lu)貨(huo)運(yun)新(xin)體(ti)系(xi),串聯(lian)暢通(tong)(tong)環京公路(lu)運(yun)輸網(wang)(wang)絡通(tong)(tong)道。建設新(xin)型一(yi)體(ti)化(hua)聯(lian)運(yun)轉(zhuan)運(yun)銜接設施(shi),鼓勵(li)發(fa)展(zhan)(zhan)多式聯(lian)運(yun)、甩掛運(yun)輸、統一(yi)配送(song)、夜(ye)間(jian)配送(song)等運(yun)輸組(zu)織模式。在大興、亦莊(zhuang)、房山等南部地區依托(tuo)(tuo)綜合運(yun)輸通(tong)(tong)道和交通(tong)(tong)樞紐(niu)節點(dian)布局產業園區,密切通(tong)(tong)道沿線經濟產業聯(lian)系(xi),高(gao)(gao)效聯(lian)通(tong)(tong)骨干網(wang)(wang)絡和出海口。依托(tuo)(tuo)綜合交通(tong)(tong)樞紐(niu)建設全(quan)球供應(ying)鏈(lian)服務(wu)中(zhong)心,有效融入開(kai)放、安全(quan)、穩定(ding)的全(quan)球物(wu)(wu)流(liu)(liu)供應(ying)鏈(lian)體(ti)系(xi)。

5.促進交通與旅游(you)融合發展

加快旅游(you)風景(jing)道、旅游(you)交(jiao)通(tong)體系規劃建設,打造具有廣泛影響力(li)的自然風景(jing)線(xian)(xian)。實現京杭大(da)運(yun)(yun)河(he)(北京段(duan))全線(xian)(xian)旅游(you)通(tong)航,推進京冀段(duan)大(da)運(yun)(yun)河(he)互聯互通(tong)。完善公路沿(yan)線(xian)(xian)、服務區(qu)、客運(yun)(yun)樞紐、游(you)船碼(ma)頭等旅游(you)服務設施(shi)功能,支持紅(hong)色(se)旅游(you)、鄉村旅游(you)、度假休閑旅游(you)、自駕(jia)游(you)等相關交(jiao)通(tong)基礎設施(shi)建設。健全重點旅游(you)景(jing)區(qu)交(jiao)通(tong)集(ji)散體系,鼓勵發展(zhan)定(ding)制化旅游(you)運(yun)(yun)輸服務,形(xing)成(cheng)交(jiao)通(tong)帶(dai)動旅游(you)、旅游(you)促進交(jiao)通(tong)發展(zhan)的良(liang)性互動格局(ju)。

(九)促進交通運輸行業綠(lv)色(se)發展

深入貫徹綠色發展(zhan)理念(nian),以滿足城(cheng)市客貨(huo)運(yun)輸基本需求(qiu)為(wei)前(qian)提,以減少交(jiao)通碳排(pai)放(fang)(fang)、構(gou)(gou)建超低排(pai)放(fang)(fang)區為(wei)目(mu)標,以能源(yuan)(yuan)結構(gou)(gou)調整為(wei)主線,著力優化(hua)(hua)新(xin)(xin)能源(yuan)(yuan)汽車性(xing)價比及(ji)配套新(xin)(xin)能源(yuan)(yuan)補(bu)給網絡,強化(hua)(hua)用戶購買和(he)(he)使用意愿(yuan);著力優化(hua)(hua)調控政策,形成(cheng)“限油推(tui)電(dian)”的政策導向;著力強化(hua)(hua)宣(xuan)傳引導和(he)(he)執法,助推(tui)全社會(hui)形成(cheng)機動車新(xin)(xin)能源(yuan)(yuan)化(hua)(hua)的新(xin)(xin)時尚(shang),加快推(tui)進(jin)交(jiao)通行業碳達峰碳中和(he)(he)進(jin)程,增強交(jiao)通運(yun)輸持續健康發展(zhan)能力。

1.推動交通行業能源消費變革,加速綠色低碳轉型(xing)

推(tui)(tui)廣(guang)低碳新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)運輸工具。堅持(chi)“宜電則(ze)(ze)電、宜氫則(ze)(ze)氫、宜油則(ze)(ze)油”原則(ze)(ze),推(tui)(tui)進公(gong)(gong)交(jiao)(jiao)、出租(含巡游、網約)、旅游、貨(huo)運等(deng)交(jiao)(jiao)通行(xing)業(ye)(ye)車(che)(che)(che)(che)輛“油換(huan)(huan)電”。“十四五”時(shi)期市屬公(gong)(gong)交(jiao)(jiao)車(che)(che)(che)(che)(山區(qu)(qu)線路及應急保(bao)障車(che)(che)(che)(che)輛除外(wai))、巡游出租車(che)(che)(che)(che)(社會保(bao)障和個體車(che)(che)(che)(che)輛除外(wai))實(shi)現100%新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)化,辦理(li)(li)貨(huo)車(che)(che)(che)(che)通行(xing)證的4.5噸以下(xia)物流配(pei)送(song)車(che)(che)(che)(che)輛(不含危險(xian)品運輸車(che)(che)(che)(che)輛、冷鏈運輸車(che)(che)(che)(che)輛)100%為(wei)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)汽車(che)(che)(che)(che),推(tui)(tui)進水運游船行(xing)業(ye)(ye)新(xin)(xin)增及更新(xin)(xin)船舶全(quan)部為(wei)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)船舶。推(tui)(tui)動市級黨(dang)政機關、事業(ye)(ye)單位公(gong)(gong)務(wu)(wu)用車(che)(che)(che)(che),執法(fa)公(gong)(gong)務(wu)(wu)用車(che)(che)(che)(che),區(qu)(qu)級公(gong)(gong)務(wu)(wu)用車(che)(che)(che)(che),國有企業(ye)(ye)用車(che)(che)(che)(che)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)化。引(yin)導小客車(che)(che)(che)(che)進一步向新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)車(che)(che)(che)(che)發展,鼓(gu)勵存量小客車(che)(che)(che)(che)“油換(huan)(huan)電”。加(jia)(jia)快促進新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)智能(neng)(neng)汽車(che)(che)(che)(che)技(ji)術提升和成本下(xia)降,滿(man)足(zu)各場(chang)景(jing)應用需(xu)求。按照共享充電設(she)施(shi)理(li)(li)念,統(tong)籌充換(huan)(huan)電基礎設(she)施(shi)和加(jia)(jia)氫站布局建設(she),滿(man)足(zu)不同區(qu)(qu)域、不同車(che)(che)(che)(che)型(xing)、不同階段的新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)車(che)(che)(che)(che)能(neng)(neng)源(yuan)(yuan)(yuan)補給需(xu)求,為(wei)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)車(che)(che)(che)(che)輛推(tui)(tui)廣(guang)應用提供基礎保(bao)障。推(tui)(tui)動在高速公(gong)(gong)路服務(wu)(wu)區(qu)(qu)等(deng)交(jiao)(jiao)通運輸服務(wu)(wu)場(chang)站增加(jia)(jia)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)車(che)(che)(che)(che)充換(huan)(huan)電基礎設(she)施(shi)。

大(da)力推廣節(jie)能減排技術(shu)。不斷提(ti)高國市(shi)干(gan)線公路(lu)廢(fei)(fei)舊(jiu)瀝青(qing)路(lu)面材料(liao)的回(hui)收利用(yong)(yong)率,基本實(shi)現路(lu)面舊(jiu)料(liao)“零(ling)廢(fei)(fei)棄”。積極探索將建(jian)筑垃圾應用(yong)(yong)于城市(shi)道(dao)路(lu)基層填(tian)筑、水(shui)泥磚等(deng)的循(xun)環利用(yong)(yong)技術(shu)。鼓勵(li)道(dao)路(lu)養護(hu)和(he)建(jian)設中利用(yong)(yong)節(jie)能環保材料(liao)、技術(shu)和(he)設備,積極推廣溫(wen)拌瀝青(qing)等(deng)技術(shu)。在橋梁(liang)、隧道(dao)等(deng)交通基礎設施中全(quan)面推廣高效照(zhao)明(ming)產(chan)品、智(zhi)能通風控制(zhi)等(deng)新技術(shu)、新設備。利用(yong)(yong)供(gong)電設備節(jie)能改造等(deng)技術(shu),降低交通基礎設施運營能耗水(shui)平。實(shi)施公交系統節(jie)能計劃,提(ti)升軌道(dao)交通牽引能效。

2.加強交通污染及排放(fang)治理,有效控制移(yi)動源污染

持續推動污染治(zhi)(zhi)理(li)。強化源(yuan)頭管(guan)理(li),聚焦交通行(xing)業(ye)重(zhong)點領域(yu),突(tu)出精準、科學治(zhi)(zhi)污,組織行(xing)業(ye)落實揮(hui)發性有機(ji)物(wu)治(zhi)(zhi)理(li)、運(yun)輸及車(che)輛結構調整、揚塵(chen)精細(xi)化管(guan)控等(deng)(deng)污染防(fang)治(zhi)(zhi)措(cuo)施。研究(jiu)在首都功能核心區、城市(shi)副中(zhong)心等(deng)(deng)區域(yu)分階(jie)段(duan)實施低(di)排放區、超(chao)低(di)排放區、零排放區等(deng)(deng)管(guan)控措(cuo)施。嚴把(ba)規(gui)劃、方(fang)案設計、環評(ping)審(shen)批(pi)和驗(yan)收(shou)關,對未進行(xing)環評(ping)或未完成環評(ping)驗(yan)收(shou)項目(mu),督促(cu)建(jian)(jian)設單位履職盡責,嚴控問題增(zeng)量(liang)(liang)。明確既(ji)有道(dao)路(lu)噪聲(sheng)污染超(chao)標(biao)嚴重(zhong)點位治(zhi)(zhi)理(li)主(zhu)體,分年度推進實施,逐步減少問題存量(liang)(liang)。研究(jiu)建(jian)(jian)立長效機(ji)制(zhi),逐步緩解城市(shi)道(dao)路(lu)、公路(lu)沿線(xian)噪聲(sheng),減緩機(ji)場噪聲(sheng)影響。

落實應對氣候變化(hua)行動(dong)計(ji)劃。積極(ji)部署碳減排措施,抓好(hao)公交、軌道等行業重點用能單位節能管理,提升能效水平,促進(jin)交通行業綠色(se)低碳轉型和生態環境質(zhi)量協(xie)同(tong)改善。

(十)建立(li)穩定可(ke)靠的(de)安(an)全(quan)保障體系(xi)

統籌(chou)發(fa)展和安(an)(an)全(quan)(quan),牢固樹立安(an)(an)全(quan)(quan)發(fa)展理(li)(li)念(nian),建立健全(quan)(quan)由“人(ren)、機、環、管(guan)”四大要素和“治(zhi)、控(kong)、救”三道(dao)防線組成的矩陣式安(an)(an)全(quan)(quan)控(kong)制體(ti)系,以“隱(yin)(yin)患(huan)(huan)治(zhi)理(li)(li)、風(feng)(feng)險防控(kong)、應(ying)急處置”為抓手,加強(qiang)(qiang)隱(yin)(yin)患(huan)(huan)排查治(zhi)理(li)(li),強(qiang)(qiang)化(hua)安(an)(an)全(quan)(quan)基礎(chu),實現本質(zhi)安(an)(an)全(quan)(quan);加強(qiang)(qiang)隱(yin)(yin)患(huan)(huan)風(feng)(feng)險管(guan)控(kong),強(qiang)(qiang)化(hua)實施動態監測,提高(gao)事故預警能力;加強(qiang)(qiang)搶險救援,強(qiang)(qiang)化(hua)突發(fa)事件應(ying)急處置,提高(gao)搶險救援能力。
