倡(chang)導(dao)綠(lv)色(se)(se)(se)低碳(tan)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)理(li)念(nian),提(ti)高(gao)綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)比例(li)(li)。強化綠(lv)色(se)(se)(se)導(dao)向(xiang),推(tui)(tui)(tui)進綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)網絡(luo)(luo)建(jian)設(she)(she)(she),促進道(dao)(dao)(dao)(dao)路(lu)(lu)設(she)(she)(she)施(shi)、軌(gui)(gui)道(dao)(dao)(dao)(dao)交(jiao)(jiao)通(tong)、地面公(gong)(gong)交(jiao)(jiao)、慢(man)行(xing)(xing)(xing)(xing)(xing)(xing)系統(tong)等網絡(luo)(luo)有機(ji)融合(he)(he),鼓勵引(yin)導(dao)市民由(you)小(xiao)客車出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)向(xiang)軌(gui)(gui)道(dao)(dao)(dao)(dao)交(jiao)(jiao)通(tong)、地面公(gong)(gong)交(jiao)(jiao)、步行(xing)(xing)(xing)(xing)(xing)(xing)和自行(xing)(xing)(xing)(xing)(xing)(xing)車等綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)轉變,爭(zheng)創綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)城市。推(tui)(tui)(tui)進軌(gui)(gui)道(dao)(dao)(dao)(dao)交(jiao)(jiao)通(tong)網絡(luo)(luo)化發(fa)展(zhan)(zhan),統(tong)籌利用既有鐵路(lu)(lu),構建(jian)快速聯系城市副中心及多點(dian)新城的(de)軌(gui)(gui)道(dao)(dao)(dao)(dao)網絡(luo)(luo)。基于完整街道(dao)(dao)(dao)(dao)理(li)念(nian)優(you)化道(dao)(dao)(dao)(dao)路(lu)(lu)空間(jian)再分(fen)配,研(yan)究設(she)(she)(she)置復合(he)(he)型專用道(dao)(dao)(dao)(dao)。在綜合(he)(he)交(jiao)(jiao)通(tong)樞紐或公(gong)(gong)共(gong)交(jiao)(jiao)通(tong)站點(dian)規劃設(she)(she)(she)計中,優(you)先考慮公(gong)(gong)交(jiao)(jiao)、慢(man)行(xing)(xing)(xing)(xing)(xing)(xing)等綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)方式的(de)空間(jian)分(fen)配。通(tong)過減少機(ji)動車道(dao)(dao)(dao)(dao)數量(liang)、壓(ya)縮機(ji)動車道(dao)(dao)(dao)(dao)寬度,推(tui)(tui)(tui)動道(dao)(dao)(dao)(dao)路(lu)(lu)空間(jian)向(xiang)綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)方式傾(qing)斜(xie)。引(yin)導(dao)道(dao)(dao)(dao)(dao)路(lu)(lu)停車位減量(liang)化發(fa)展(zhan)(zhan),結合(he)(he)實際需(xu)求動態調整,為綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)提(ti)供更多的(de)通(tong)行(xing)(xing)(xing)(xing)(xing)(xing)空間(jian)。依(yi)托MaaS平臺,通(tong)過碳(tan)交(jiao)(jiao)易等市場化手段,完善面向(xiang)綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)群體(ti)的(de)碳(tan)普惠激勵模式,引(yin)導(dao)市民逐步形成低碳(tan)生活方式和消(xiao)費理(li)念(nian)。研(yan)究完善新形勢下綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)統(tong)計口徑和指(zhi)標測算方法。到(dao)2025年,中心城區綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)比例(li)(li)力(li)爭(zheng)達(da)到(dao)76.5%,城市副中心綠(lv)色(se)(se)(se)出(chu)(chu)行(xing)(xing)(xing)(xing)(xing)(xing)比例(li)(li)達(da)到(dao)80%。

優化調整貨(huo)(huo)物(wu)運(yun)(yun)(yun)輸結構,提(ti)升綠色貨(huo)(huo)運(yun)(yun)(yun)比(bi)例。促進城(cheng)市貨(huo)(huo)運(yun)(yun)(yun)綠色發展。充分發揮鐵(tie)(tie)路在大宗貨(huo)(huo)物(wu)中長距離運(yun)(yun)(yun)輸中的骨(gu)干作用。依據“宜公則(ze)(ze)公、宜鐵(tie)(tie)則(ze)(ze)鐵(tie)(tie)”的原則(ze)(ze),持(chi)續優化貨(huo)(huo)物(wu)運(yun)(yun)(yun)輸結構,到(dao)(dao)2025年(nian),實(shi)現全市貨(huo)(huo)物(wu)到(dao)(dao)發綠色運(yun)(yun)(yun)輸比(bi)例不低(di)于12%。

3.引(yin)導預約彈性出行,從(cong)時間(jian)調控交通需(xu)求

積(ji)極引導錯峰(feng)(feng)和(he)彈(dan)性出行。降低通(tong)勤出行峰(feng)(feng)值強度(du),重點(dian)組織(zhi)企業聚(ju)集區(qu)域、產業園區(qu)實行錯時上下班(ban)、彈(dan)性工作制(zhi)等。研究軌道交通(tong)“高峰(feng)(feng)票(piao)價+通(tong)勤優惠(hui)”,引導旅游出行、生活(huo)出行與通(tong)勤高峰(feng)(feng)錯峰(feng)(feng)。

逐步推廣預(yu)約出行(xing)(xing)(xing)。在(zai)全社會(hui)培(pei)育預(yu)約出行(xing)(xing)(xing)理念,緩解集(ji)中交通(tong)出行(xing)(xing)(xing)壓力。優化社會(hui)活動預(yu)約,完善(shan)醫療機構(gou)預(yu)約就診(zhen)機制,針對景(jing)點、大型文(wen)體(ti)賽事等(deng)研(yan)究總量調控、分(fen)(fen)時預(yu)約等(deng)措施,分(fen)(fen)散客流(liu)。擴大地鐵進(jin)站預(yu)約試(shi)點范(fan)圍(wei),結(jie)合智(zhi)慧安檢,對預(yu)約進(jin)站的“常旅客”提供安檢通(tong)行(xing)(xing)(xing)便利,吸引更(geng)多(duo)乘客選擇(ze)預(yu)約出行(xing)(xing)(xing)。

4.強化區域(yu)出(chu)行管控(kong)(kong),從空間(jian)調控(kong)(kong)交通需求

強(qiang)化首都功能核(he)(he)(he)心區交(jiao)(jiao)通(tong)管控,多措并舉讓(rang)核(he)(he)(he)心區“靜”下來。探索核(he)(he)(he)心區旅(lv)游(you)交(jiao)(jiao)通(tong)組織(zhi)模(mo)式,降低(di)(di)核(he)(he)(he)心區旅(lv)游(you)交(jiao)(jiao)通(tong)密度(du)。加強(qiang)核(he)(he)(he)心區停車治理,控制出行停車需求,降低(di)(di)小客車出行依賴(lai)。

(七)推進(jin)交通運輸(shu)治(zhi)理體(ti)系和(he)治(zhi)理能力現(xian)代化

堅持和(he)完(wan)(wan)善(shan)北京市交(jiao)通綜合治理領導小組(zu)確立(li)的“市區(qu)聯動(dong)、部門協同、社會參與”治理體系(xi)和(he)工作機制,橫向進(jin)一步完(wan)(wan)善(shan)部門協同,縱(zong)向延(yan)伸到(dao)居委會、物業公司和(he)居民,進(jin)一步完(wan)(wan)善(shan)“橫到(dao)邊、縱(zong)到(dao)底”的交(jiao)通治理責任體系(xi)及(ji)監管(guan)評價(jia)機制,促進(jin)精治、共治、法(fa)治,推進(jin)交(jiao)通運輸治理體系(xi)和(he)治理能力現(xian)代化。

1.智(zhi)慧引領加強精治,大力整治交通秩序

建(jian)立科(ke)學合(he)理的行業標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)規(gui)范體系(xi)(xi)。創(chuang)建(jian)全面、系(xi)(xi)統(tong)的交(jiao)通標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)體系(xi)(xi),涵蓋現代化(hua)綜合(he)交(jiao)通體系(xi)(xi)全部領域,進一(yi)(yi)步(bu)明確交(jiao)通領域基礎(chu)設(she)施和服務供給(gei)內容和質量(liang)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun),為(wei)市場主體經營服務、政府(fu)行業監管(guan)提供更加精細化(hua)的參照依據。進一(yi)(yi)步(bu)完善標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)化(hua)管(guan)理體制機制,加強(qiang)地方(fang)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)、團(tuan)體標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)和企業標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)建(jian)設(she),打造(zao)“北京交(jiao)通標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)”品牌。

加(jia)強智(zhi)能化(hua)統(tong)計監管與考核評(ping)價。建立(li)完(wan)善(shan)行業(ye)運(yun)營監測(ce)評(ping)價指(zhi)(zhi)(zhi)標(biao)(biao)(biao)體系,確立(li)各領域評(ping)價指(zhi)(zhi)(zhi)標(biao)(biao)(biao)及目標(biao)(biao)(biao)值。建立(li)完(wan)善(shan)評(ping)價指(zhi)(zhi)(zhi)標(biao)(biao)(biao)統(tong)計分析體系,利用(yong)智(zhi)慧化(hua)、信(xin)息化(hua)手段,提升對(dui)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)的實時動態分析監測(ce)能力。完(wan)善(shan)行業(ye)發展評(ping)價體系,將指(zhi)(zhi)(zhi)標(biao)(biao)(biao)完(wan)成情況作為主要(yao)依據,對(dui)行業(ye)企業(ye)進行信(xin)用(yong)評(ping)價。

2.推動(dong)社(she)會協同共治,提高交通(tong)治理參與(yu)度

完(wan)善多方協(xie)同聯動(dong)機制(zhi)。在交(jiao)(jiao)(jiao)通(tong)綜(zong)合治(zhi)理(li)(li)工作機制(zhi)基礎(chu)上,進(jin)一(yi)步擴(kuo)大完(wan)善“市(shi)區聯動(dong)、部(bu)(bu)門協(xie)同”交(jiao)(jiao)(jiao)通(tong)治(zhi)理(li)(li)體系(xi)。加強市(shi)區兩(liang)級聯動(dong),落實基層管理(li)(li)部(bu)(bu)門和交(jiao)(jiao)(jiao)通(tong)運(yun)輸(shu)企業參(can)與交(jiao)(jiao)(jiao)通(tong)治(zhi)理(li)(li)的(de)責(ze)任。圍(wei)繞規劃、建(jian)設、管理(li)(li)、執法(fa)等交(jiao)(jiao)(jiao)通(tong)治(zhi)理(li)(li)的(de)各相(xiang)關環節,強化部(bu)(bu)門協(xie)同,共(gong)同提高交(jiao)(jiao)(jiao)通(tong)綜(zong)合治(zhi)理(li)(li)效果。加強京(jing)津冀協(xie)同合作,推進(jin)京(jing)津冀交(jiao)(jiao)(jiao)通(tong)一(yi)體化工作。

打造首都交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)文明(ming)品(pin)牌,形(xing)成文明(ming)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)氛(fen)圍。培育(yu)國(guo)際(ji)化大(da)都市先進交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)文化,重點打造首都交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)文明(ming)禮讓、信用出行、志愿服(fu)務三(san)大(da)文明(ming)品(pin)牌,引領全(quan)國(guo)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)文明(ming)。通(tong)(tong)(tong)(tong)(tong)過“治堵大(da)家(jia)談”“@北(bei)京交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)微訪談”等廣播(bo)網(wang)絡互動品(pin)牌欄目,加強(qiang)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)文明(ming)宣傳動員,引導群眾遵守(shou)、踐行規則,提升群眾自治、自我(wo)管理(li)能力,營造全(quan)社會共(gong)(gong)建共(gong)(gong)治共(gong)(gong)享的和(he)諧交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)氛(fen)圍。

深化(hua)(hua)拓展(zhan)“接訴即辦”,暢通市民(min)參(can)與治理渠(qu)道。統籌12328交通運輸服(fu)務(wu)監督電話(hua)、12345市民(min)服(fu)務(wu)熱線(xian)和信訪工作,優化(hua)(hua)工作流(liu)程,加快訴求(qiu)響應,督促提高訴求(qiu)解決率(lv)和滿意率(lv),使市民(min)成為參(can)與交通治理的生力軍。完善(shan)交通違法市民(min)舉報機制,鼓勵(li)市民(min)積極主動參(can)與交通違法治理。

3.改善交通(tong)法治環境,優化交通(tong)運輸營商環境

完(wan)善法(fa)規(gui)政(zheng)(zheng)策,推進(jin)行(xing)業(ye)(ye)(ye)規(gui)范(fan)健康持續發展(zhan)。健全法(fa)規(gui)政(zheng)(zheng)策標準制(zhi)(zhi)定機制(zhi)(zhi),拓寬公(gong)眾參與渠(qu)道,強化(hua)公(gong)平(ping)競爭和(he)合法(fa)性(xing)審(shen)核,提升制(zhi)(zhi)定質量。著力推進(jin)公(gong)共交(jiao)(jiao)通、綠色(se)出(chu)行(xing)、出(chu)租汽車、鐵路安全等重點領域立法(fa)。加強規(gui)范(fan)性(xing)文件管理,細化(hua)行(xing)業(ye)(ye)(ye)要求,動態(tai)調整規(gui)范(fan)性(xing)文件清(qing)單。梳理法(fa)規(gui)政(zheng)(zheng)策標準,規(gui)范(fan)市(shi)場(chang)準入(ru)、退出(chu)條件,健全市(shi)場(chang)經營規(gui)則(ze),明確監管責任,逐步(bu)形成覆蓋交(jiao)(jiao)通運輸全行(xing)業(ye)(ye)(ye)的綜合監管服務(wu)手冊。根(gen)據(ju)不(bu)同領域特點和(he)風險程度(du)確定監管內容、方式和(he)頻次,在交(jiao)(jiao)通全行(xing)業(ye)(ye)(ye)推行(xing)“一(yi)業(ye)(ye)(ye)一(yi)策”“一(yi)業(ye)(ye)(ye)一(yi)查”“一(yi)業(ye)(ye)(ye)一(yi)評”,實現分(fen)級分(fen)類監管。

健全(quan)(quan)依法(fa)(fa)行(xing)(xing)(xing)政制度,加快(kuai)交(jiao)(jiao)通法(fa)(fa)治(zhi)(zhi)化建設。健全(quan)(quan)交(jiao)(jiao)通法(fa)(fa)治(zhi)(zhi)組(zu)織機(ji)構,加強基層法(fa)(fa)治(zhi)(zhi)力量。完善重(zhong)大行(xing)(xing)(xing)政決(jue)策(ce)(ce)程序,全(quan)(quan)面實(shi)行(xing)(xing)(xing)專家論證、風險(xian)評估和合法(fa)(fa)性審核(he),適(shi)時(shi)公(gong)(gong)開決(jue)策(ce)(ce)事項目錄。健全(quan)(quan)行(xing)(xing)(xing)政矛盾預防化解機(ji)制,推動訴源治(zhi)(zhi)理,充(chong)分發揮專業法(fa)(fa)律顧問(wen)、公(gong)(gong)職律師作用,實(shi)現(xian)個(ge)案監督(du)糾錯(cuo)與(yu)倒逼依法(fa)(fa)行(xing)(xing)(xing)政的有機(ji)結(jie)(jie)合。堅持以公(gong)(gong)開為常態、不公(gong)(gong)開為例外,全(quan)(quan)面推進交(jiao)(jiao)通運輸各行(xing)(xing)(xing)業行(xing)(xing)(xing)政決(jue)策(ce)(ce)、政務(wu)(wu)服(fu)務(wu)(wu)、信用和執(zhi)法(fa)(fa)等結(jie)(jie)果適(shi)時(shi)公(gong)(gong)開。

深化(hua)“放(fang)(fang)管(guan)服(fu)(fu)”改革,提升(sheng)政(zheng)(zheng)務(wu)服(fu)(fu)務(wu)水平。進(jin)(jin)一步(bu)(bu)深化(hua)“放(fang)(fang)管(guan)服(fu)(fu)”改革,推(tui)動(dong)形(xing)成穩定、公(gong)平、透明、可預期的營(ying)商(shang)環境。全(quan)(quan)面梳理事(shi)(shi)項(xiang)、精簡(jian)申辦(ban)材料、減少(shao)辦(ban)事(shi)(shi)環節、壓縮辦(ban)理時限,實行(xing)(xing)交通(tong)運(yun)輸(shu)全(quan)(quan)行(xing)(xing)業(ye)“線(xian)上線(xian)下(xia)、服(fu)(fu)務(wu)標準(zhun)、服(fu)(fu)務(wu)品質、品牌形(xing)象”統一的政(zheng)(zheng)務(wu)服(fu)(fu)務(wu)標準(zhun)。推(tui)行(xing)(xing)證(zheng)明事(shi)(shi)項(xiang)告(gao)知承(cheng)諾(nuo)(nuo)制(zhi),擴大(da)(da)交通(tong)運(yun)輸(shu)領(ling)域非安(an)(an)全(quan)(quan)事(shi)(shi)項(xiang)的告(gao)知承(cheng)諾(nuo)(nuo)適(shi)用(yong)范圍(wei),大(da)(da)力推(tui)進(jin)(jin)容缺(que)受(shou)理。建立以(yi)市(shi)場(chang)為導向的反壟(long)斷風(feng)險(xian)預警(jing)機制(zhi),大(da)(da)力清除市(shi)場(chang)準(zhun)入隱性壁壘。強(qiang)化(hua)市(shi)交通(tong)部門與市(shi)市(shi)場(chang)監管(guan)、公(gong)安(an)(an)交管(guan)等部門的協(xie)同(tong)聯動(dong),逐步(bu)(bu)實現跨行(xing)(xing)業(ye)事(shi)(shi)項(xiang)的同(tong)步(bu)(bu)辦(ban)理、并聯審批。持續深化(hua)交通(tong)運(yun)輸(shu)政(zheng)(zheng)務(wu)服(fu)(fu)務(wu)平臺建設(she),推(tui)行(xing)(xing)電(dian)(dian)子證(zheng)照、電(dian)(dian)子印章、電(dian)(dian)子檔案,全(quan)(quan)面實現“一網(wang)通(tong)辦(ban)、全(quan)(quan)程網(wang)辦(ban)、跨區(qu)協(xie)辦(ban)、全(quan)(quan)市(shi)可辦(ban)”。

圍繞(rao)實現(xian)客運(yun)“立體(ti)換乘”、貨(huo)運(yun)“無縫銜接”目標(biao),構建多層級一體(ti)化綜合(he)交(jiao)通(tong)(tong)樞(shu)紐(niu)體(ti)系和綜合(he)運(yun)輸(shu)服務(wu)系統,推動各種運(yun)輸(shu)方式(shi)功(gong)能融(rong)合(he)、標(biao)準協同、運(yun)營規(gui)范、銜接便捷(jie)、信息智能、服務(wu)高(gao)效(xiao),不斷(duan)提升綜合(he)交(jiao)通(tong)(tong)運(yun)輸(shu)服務(wu)一體(ti)化發(fa)展(zhan)水平。依托(tuo)綜合(he)交(jiao)通(tong)(tong)樞(shu)紐(niu)體(ti)系,加強(qiang)城(cheng)市內外交(jiao)通(tong)(tong)融(rong)合(he)發(fa)展(zhan),統籌各種交(jiao)通(tong)(tong)方式(shi)協同發(fa)展(zhan)。促進交(jiao)通(tong)(tong)運(yun)輸(shu)與相(xiang)關產(chan)業(ye)深度融(rong)合(he),提高(gao)綜合(he)運(yun)輸(shu)效(xiao)益。

1.構建多層級客運(yun)交通(tong)樞紐體系

提(ti)升航(hang)(hang)空“雙樞(shu)(shu)紐(niu)(niu)”國(guo)際競爭(zheng)力(li)。強化(hua)京(jing)津冀(ji)機場(chang)(chang)群(qun)分工協(xie)同(tong),優化(hua)航(hang)(hang)線網絡(luo)布局(ju),形成分工合作(zuo)、優勢互補(bu)、協(xie)同(tong)發展(zhan)的(de)世界級機場(chang)(chang)群(qun),提(ti)升在全球(qiu)資源配置中(zhong)的(de)樞(shu)(shu)紐(niu)(niu)地位(wei)。優化(hua)航(hang)(hang)路航(hang)(hang)線網絡(luo)結構,打造國(guo)內(nei)快(kuai)線品牌,擴大北(bei)京(jing)“雙樞(shu)(shu)紐(niu)(niu)”國(guo)際航(hang)(hang)線網絡(luo)覆蓋面(mian)和通(tong)(tong)(tong)(tong)達(da)(da)性,初步構建樞(shu)(shu)紐(niu)(niu)航(hang)(hang)班波(bo),優化(hua)國(guo)際航(hang)(hang)班中(zhong)轉銜接流程,到(dao)2025年,國(guo)際航(hang)(hang)線質(zhi)量力(li)爭(zheng)達(da)(da)到(dao)亞洲領(ling)先(xian)水平。提(ti)高機場(chang)(chang)陸側(ce)(ce)綜(zong)合交通(tong)(tong)(tong)(tong)服(fu)務效率,促進空側(ce)(ce)與陸側(ce)(ce)交通(tong)(tong)(tong)(tong)融(rong)合,增強北(bei)京(jing)首都(dou)國(guo)際機場(chang)(chang)對外交通(tong)(tong)(tong)(tong)輻射能力(li),實(shi)現北(bei)京(jing)大興國(guo)際機場(chang)(chang)與中(zhong)心城(cheng)區“1小時(shi)通(tong)(tong)(tong)(tong)達(da)(da)、一站(zhan)式服(fu)務”、與周邊(bian)城(cheng)市(shi)2小時(shi)通(tong)(tong)(tong)(tong)達(da)(da)。結合麗澤(ze)商務區站(zhan)、城(cheng)市(shi)副中(zhong)心站(zhan)綜(zong)合交通(tong)(tong)(tong)(tong)樞(shu)(shu)紐(niu)(niu)建設,同(tong)步推進城(cheng)市(shi)航(hang)(hang)站(zhan)樓建設,實(shi)現機場(chang)(chang)航(hang)(hang)站(zhan)樓服(fu)務向城(cheng)市(shi)端延伸(shen)。研(yan)究(jiu)推進航(hang)(hang)空無托(tuo)運行李旅(lv)客免(mian)安(an)檢(jian)換乘軌道交通(tong)(tong)(tong)(tong)。
