3.構建一干(gan)多支城市副中心公交網絡(luo),提供便捷服務
提供與中心(xin)城(cheng)(cheng)(cheng)區之間(jian)快速通勤服務。優化公(gong)交線路(lu)運(yun)營組織,形成“一干多支+接(jie)駁換(huan)乘(cheng)”的(de)(de)高效(xiao)運(yun)營模式。中心(xin)城(cheng)(cheng)(cheng)區和城(cheng)(cheng)(cheng)市副中心(xin)間(jian)依托(tuo)京通、京哈、廣(guang)渠路(lu)等高快速路(lu)實現中間(jian)段快速通行。強化兩端接(jie)駁,依托(tuo)微循環線深入街區、辦公(gong)樓,做好與公(gong)交干線和地鐵站的(de)(de)接(jie)駁換(huan)乘(cheng)。大力發(fa)展點到(dao)點的(de)(de)定制公(gong)交服務模式,縮減公(gong)交全(quan)過(guo)程通勤時(shi)間(jian)。
深化(hua)城(cheng)(cheng)市副中(zhong)心地面公(gong)交(jiao)整(zheng)合,提(ti)升線(xian)(xian)網(wang)(wang)服務(wu)(wu)效率(lv)。進一步(bu)整(zheng)合優(you)化(hua)城(cheng)(cheng)市副中(zhong)心公(gong)交(jiao)線(xian)(xian)網(wang)(wang),以城(cheng)(cheng)市副中(zhong)心為試點(dian),加強(qiang)軌(gui)道和公(gong)交(jiao)兩(liang)網(wang)(wang)融(rong)合,持續優(you)化(hua)公(gong)交(jiao)線(xian)(xian)路,形成軌(gui)道公(gong)交(jiao)一張網(wang)(wang)。發展(zhan)多(duo)樣化(hua)公(gong)交(jiao)和需(xu)求響應式公(gong)交(jiao)服務(wu)(wu),持續增加一批定制公(gong)交(jiao)線(xian)(xian)路。加強(qiang)城(cheng)(cheng)市副中(zhong)心與順義、大興、平谷、亦莊等周邊區域以及(ji)特色小(xiao)鎮的公(gong)交(jiao)聯系(xi)。
加強與北三(san)縣公(gong)交(jiao)聯系,提(ti)供快(kuai)速(su)進京(jing)服務。優化北三(san)縣進京(jing)公(gong)交(jiao)線路,加強與城市(shi)(shi)副中心(xin)區域(yu)(yu)公(gong)交(jiao)接(jie)駁(bo)。利用(yong)市(shi)(shi)場化手段(duan)開行市(shi)(shi)內(nei)與北三(san)縣之間的定(ding)制(zhi)快(kuai)巴,研究(jiu)通行支持政策,實現點(dian)(dian)到點(dian)(dian)快(kuai)速(su)通勤。實施公(gong)交(jiao)車和定(ding)制(zhi)快(kuai)巴集中遠端安檢,減少(shao)檢查站(zhan)滯留時間,實現快(kuai)速(su)進京(jing)。創新(xin)跨區域(yu)(yu)交(jiao)通建設(she)組織模(mo)式,建設(she)區域(yu)(yu)智能(neng)化交(jiao)通管理指揮平臺。
加快配套公(gong)交(jiao)專用(yong)道、道路和場站建(jian)設。完善(shan)公(gong)交(jiao)專用(yong)道系統,全(quan)面提升與中心(xin)城(cheng)區聯系通道公(gong)交(jiao)運行(xing)速度。依托城(cheng)市(shi)副中心(xin)內部公(gong)交(jiao)主(zhu)要通道,規劃施(shi)劃一批(pi)公(gong)交(jiao)專用(yong)道,形成連續(xu)公(gong)交(jiao)專用(yong)道網絡。加快建(jian)設公(gong)交(jiao)場站。
4.完(wan)善公(gong)交(jiao)政策體制,深入(ru)落實公(gong)交(jiao)優先戰(zhan)略
研究建立(li)公(gong)交(jiao)(jiao)(jiao)專用道規劃、施(shi)劃、運維和運營管理工作機(ji)(ji)制(zhi),為推動(dong)落(luo)實公(gong)交(jiao)(jiao)(jiao)專用道提供保障(zhang)。研究建立(li)公(gong)共(gong)交(jiao)(jiao)(jiao)通運營服(fu)(fu)務(wu)政(zheng)府財政(zheng)補(bu)貼、運營服(fu)(fu)務(wu)標準(zhun)及考核評價、票制(zhi)票價、公(gong)交(jiao)(jiao)(jiao)優(you)先保障(zhang)措施(shi)之(zhi)間的聯動(dong)機(ji)(ji)制(zhi)。深化地面公(gong)交(jiao)(jiao)(jiao)行(xing)業(ye)改(gai)革,厘(li)清(qing)政(zheng)企(qi)職責(ze),促進企(qi)業(ye)增(zeng)收節支、降本增(zeng)效,推動(dong)地面公(gong)交(jiao)(jiao)(jiao)高質量發(fa)展(zhan)。
(三)建設步行和自行車(che)友好(hao)城市
構建廣(guang)泛覆(fu)蓋、連續安全(quan)、環境友好、彰顯文化(hua)的步(bu)行(xing)和自行(xing)車(che)網絡體系(xi),充(chong)分發揮慢(man)行(xing)交通在(zai)中短(duan)距離出行(xing)和公共交通“最后一公里(li)”接駁中的重要作用。按照完整街(jie)(jie)道(dao)理念,規(gui)劃設(she)計適宜慢(man)行(xing)的街(jie)(jie)道(dao)和街(jie)(jie)區(qu),進一步(bu)提(ti)升步(bu)行(xing)和自行(xing)車(che)出行(xing)吸(xi)引力,使(shi)慢(man)行(xing)交通成為市民健(jian)康(kang)生活的一部分。
1.構建(jian)安全連續慢行(xing)網絡(luo),保障慢行(xing)交通路權
分片區逐(zhu)步完善慢行(xing)(xing)(xing)(xing)基(ji)礎(chu)設(she)施(shi)網(wang)絡。在(zai)首都功能(neng)核心區、城(cheng)市副中心、重點功能(neng)區打造(zao)系(xi)統連續、通達便捷(jie)的慢行(xing)(xing)(xing)(xing)網(wang)絡。制(zhi)定慢行(xing)(xing)(xing)(xing)系(xi)統專項規劃(hua)(hua),隨城(cheng)市道(dao)路(lu)(lu)建設(she)進一步完善步行(xing)(xing)(xing)(xing)、自(zi)(zi)(zi)行(xing)(xing)(xing)(xing)車基(ji)礎(chu)設(she)施(shi)。進一步明確(que)中心城(cheng)區次干路(lu)(lu)及以下等級道(dao)路(lu)(lu)步行(xing)(xing)(xing)(xing)、自(zi)(zi)(zi)行(xing)(xing)(xing)(xing)車通行(xing)(xing)(xing)(xing)路(lu)(lu)權,系(xi)統整(zheng)治步行(xing)(xing)(xing)(xing)、自(zi)(zi)(zi)行(xing)(xing)(xing)(xing)車出行(xing)(xing)(xing)(xing)環(huan)(huan)(huan)境,組織實施(shi)五環(huan)(huan)(huan)內道(dao)路(lu)(lu)局部路(lu)(lu)段缺失人(ren)行(xing)(xing)(xing)(xing)步道(dao)、自(zi)(zi)(zi)行(xing)(xing)(xing)(xing)車道(dao)的增設(she)工(gong)作,實現慢行(xing)(xing)(xing)(xing)系(xi)統連續成網(wang)。到2025年(nian),五環(huan)(huan)(huan)以內路(lu)(lu)幅寬度12米及以上(shang)道(dao)路(lu)(lu)全部施(shi)劃(hua)(hua)非機動車道(dao)分道(dao)線,機非混行(xing)(xing)(xing)(xing)道(dao)路(lu)(lu)全部增設(she)自(zi)(zi)(zi)行(xing)(xing)(xing)(xing)車優先標識(shi)。
改善(shan)城市副中(zhong)心步行(xing)和(he)自(zi)行(xing)車(che)環境。優先(xian)保障步行(xing)和(he)自(zi)行(xing)車(che)路權,打通(tong)(tong)堵點(dian)、斷點(dian),沿(yan)河、沿(yan)綠(lv)、沿(yan)路建成連續(xu)舒適的慢(man)行(xing)大(da)網(wang)絡,實現路網(wang)密、節點(dian)通(tong)(tong)、快慢(man)有(you)序,步行(xing)和(he)自(zi)行(xing)車(che)道(dao)總里(li)程達到約(yue)1500公(gong)里(li)。圍繞軌道(dao)站點(dian)增(zeng)加(jia)自(zi)行(xing)車(che)換乘(B+R)設施。
加(jia)強(qiang)城(cheng)(cheng)市(shi)(shi)(shi)道(dao)(dao)路(lu)(lu)慢(man)(man)行(xing)系(xi)(xi)(xi)(xi)統(tong)(tong)與園(yuan)林(lin)(lin)綠(lv)(lv)(lv)道(dao)(dao)、濱水(shui)(shui)道(dao)(dao)路(lu)(lu)三網融(rong)(rong)合(he)(he)。強(qiang)化(hua)城(cheng)(cheng)市(shi)(shi)(shi)道(dao)(dao)路(lu)(lu)、巡(xun)(xun)河(he)(he)(he)路(lu)(lu)與綠(lv)(lv)(lv)道(dao)(dao)系(xi)(xi)(xi)(xi)統(tong)(tong)融(rong)(rong)合(he)(he),研究制(zhi)定三網融(rong)(rong)合(he)(he)規(gui)劃(hua)設計標準(zhun),編制(zhi)典型巡(xun)(xun)河(he)(he)(he)路(lu)(lu)或(huo)綠(lv)(lv)(lv)道(dao)(dao)與城(cheng)(cheng)市(shi)(shi)(shi)道(dao)(dao)路(lu)(lu)融(rong)(rong)合(he)(he)規(gui)劃(hua)概念方案。開(kai)展(zhan)公園(yuan)和綠(lv)(lv)(lv)道(dao)(dao)向城(cheng)(cheng)市(shi)(shi)(shi)慢(man)(man)行(xing)系(xi)(xi)(xi)(xi)統(tong)(tong)開(kai)放的(de)研究工作(zuo),大力推(tui)動(dong)綠(lv)(lv)(lv)道(dao)(dao)與城(cheng)(cheng)市(shi)(shi)(shi)慢(man)(man)行(xing)系(xi)(xi)(xi)(xi)統(tong)(tong)聯通融(rong)(rong)合(he)(he)。充分利用綠(lv)(lv)(lv)道(dao)(dao)資(zi)源,形(xing)成(cheng)以休閑健(jian)(jian)身為(wei)目(mu)的(de)的(de)健(jian)(jian)走(zou)、跑(pao)步、騎行(xing)系(xi)(xi)(xi)(xi)統(tong)(tong),為(wei)市(shi)(shi)(shi)民營造(zao)良好慢(man)(man)行(xing)環境。“十(shi)四五(wu)”時(shi)期,完成(cheng)奧林(lin)(lin)匹克森林(lin)(lin)公園(yuan)至十(shi)三陵水(shui)(shui)庫42公里綠(lv)(lv)(lv)道(dao)(dao)以及永定河(he)(he)(he)、潮白河(he)(he)(he)等(deng)綠(lv)(lv)(lv)道(dao)(dao)建(jian)設,新建(jian)綠(lv)(lv)(lv)道(dao)(dao)350公里。開(kai)展(zhan)既有城(cheng)(cheng)市(shi)(shi)(shi)巡(xun)(xun)河(he)(he)(he)路(lu)(lu)慢(man)(man)行(xing)系(xi)(xi)(xi)(xi)統(tong)(tong)改(gai)造(zao),強(qiang)化(hua)節點融(rong)(rong)合(he)(he),通過工程(cheng)改(gai)造(zao)、優化(hua)指引標志等(deng)方式(shi)保障濱水(shui)(shui)道(dao)(dao)路(lu)(lu)與城(cheng)(cheng)市(shi)(shi)(shi)慢(man)(man)行(xing)系(xi)(xi)(xi)(xi)統(tong)(tong)的(de)有效銜(xian)接(jie)。在(zai)保障巡(xun)(xun)河(he)(he)(he)路(lu)(lu)基本功能基礎上,建(jian)設濱水(shui)(shui)騎行(xing)、步行(xing)系(xi)(xi)(xi)(xi)統(tong)(tong),充分利用現有城(cheng)(cheng)市(shi)(shi)(shi)濱水(shui)(shui)空間資(zi)源,優化(hua)沿(yan)線景觀設計,提升市(shi)(shi)(shi)民親水(shui)(shui)、近水(shui)(shui)體驗。“十(shi)四五(wu)”時(shi)期,全市(shi)(shi)(shi)建(jian)設濱水(shui)(shui)慢(man)(man)行(xing)系(xi)(xi)(xi)(xi)統(tong)(tong)約400公里。
2.持(chi)續改善(shan)慢行(xing)空間(jian)品質,提(ti)升慢行(xing)出行(xing)體(ti)驗
實施路(lu)(lu)(lu)(lu)口(kou)(kou)精細(xi)化設(she)計,推動(dong)慢行(xing)(xing)(xing)友好化改造(zao)。合理(li)布(bu)設(she)平面(mian)過(guo)(guo)(guo)街(jie)通道(dao),最大(da)限度(du)縮(suo)小行(xing)(xing)(xing)人(ren)(ren)過(guo)(guo)(guo)街(jie)距離(li)。在(zai)人(ren)(ren)行(xing)(xing)(xing)橫道(dao)較(jiao)長的(de)路(lu)(lu)(lu)(lu)段上,因地制宜設(she)置安(an)全島,保(bao)障行(xing)(xing)(xing)人(ren)(ren)過(guo)(guo)(guo)街(jie)安(an)全;按(an)需求(qiu)設(she)置自(zi)行(xing)(xing)(xing)車和(he)行(xing)(xing)(xing)人(ren)(ren)平面(mian)過(guo)(guo)(guo)街(jie)設(she)施,保(bao)證騎行(xing)(xing)(xing)和(he)步行(xing)(xing)(xing)的(de)連續性(xing)、安(an)全性(xing),減少自(zi)行(xing)(xing)(xing)車繞路(lu)(lu)(lu)(lu)、逆(ni)行(xing)(xing)(xing)等現象。開展異形路(lu)(lu)(lu)(lu)口(kou)(kou)專項排查工作,針對尺度(du)較(jiao)大(da)的(de)路(lu)(lu)(lu)(lu)口(kou)(kou)實施路(lu)(lu)(lu)(lu)口(kou)(kou)縮(suo)窄工程,通過(guo)(guo)(guo)增設(she)安(an)全島、調整路(lu)(lu)(lu)(lu)口(kou)(kou)斷面(mian)結構、優(you)化交通流線組織、加(jia)強交通秩序管(guan)理(li)等措施,保(bao)障路(lu)(lu)(lu)(lu)口(kou)(kou)的(de)自(zi)行(xing)(xing)(xing)車和(he)行(xing)(xing)(xing)人(ren)(ren)過(guo)(guo)(guo)街(jie)的(de)安(an)全性(xing)、舒適性(xing)。打造(zao)自(zi)行(xing)(xing)(xing)車優(you)先示范路(lu)(lu)(lu)(lu)口(kou)(kou),通過(guo)(guo)(guo)設(she)置自(zi)行(xing)(xing)(xing)車專用信號燈、施劃自(zi)行(xing)(xing)(xing)車分道(dao)標(biao)線等方式(shi)提高路(lu)(lu)(lu)(lu)口(kou)(kou)的(de)騎行(xing)(xing)(xing)效(xiao)率和(he)安(an)全性(xing)。
優(you)(you)化(hua)(hua)軌道(dao)(dao)站(zhan)點(dian)周(zhou)邊接駁(bo)環(huan)(huan)境(jing),提升(sheng)市(shi)民綠色出(chu)行體驗。圍(wei)繞軌道(dao)(dao)站(zhan)點(dian)構(gou)建(jian)安(an)全、連續(xu)、便捷(jie)、舒適的慢(man)行接駁(bo)通道(dao)(dao)網絡,鼓勵“騎行+公(gong)共交通”通勤方(fang)式(shi),優(you)(you)化(hua)(hua)非機(ji)(ji)動車停(ting)放設施布局,規范非機(ji)(ji)動車停(ting)車秩序,逐步改善軌道(dao)(dao)站(zhan)點(dian)周(zhou)邊慢(man)行接駁(bo)環(huan)(huan)境(jing)。“十四(si)五”時期完成中心城(cheng)區、城(cheng)市(shi)副中心和亦莊新城(cheng)全部軌道(dao)(dao)站(zhan)點(dian)的慢(man)行接駁(bo)環(huan)(huan)境(jing)優(you)(you)化(hua)(hua)工作。
復合利(li)用街道(dao)空(kong)(kong)間,提供多樣化服務(wu)功(gong)能。打造“完整街道(dao)”,構建功(gong)能與景(jing)觀相協調(diao)、U型空(kong)(kong)間良好的空(kong)(kong)間秩序及慢(man)行(xing)環境。利(li)用街道(dao)空(kong)(kong)間為行(xing)人(ren)提供休憩(qi)座(zuo)椅(yi)、存車設施、城(cheng)市家具和(he)城(cheng)市綜合服務(wu)亭(ting)等,通(tong)過空(kong)(kong)間復合利(li)用,營造市民交往場所。
建設完整林(lin)蔭(yin)道(dao),為行(xing)人(ren)和騎行(xing)者提(ti)供連續樹蔭(yin)。加大各級城市道(dao)路高(gao)大喬木的(de)種植力(li)度,提(ti)高(gao)沿街(jie)綠蔭(yin)覆蓋,交(jiao)叉口(kou)使(shi)用通透式綠化配置,形成連續、完整林(lin)蔭(yin)道(dao),打造愉悅、平(ping)靜的(de)慢行(xing)環境(jing),同(tong)時緩解熱島效應,美化城市。
3.引導(dao)慢行(xing)特色(se)生活方式,打造慢行(xing)文化氛圍
推(tui)進首都功能(neng)核(he)心區(qu)健(jian)步悅騎(qi)城(cheng)區(qu)建設。結合老(lao)城(cheng)歷史文(wen)(wen)化(hua)街區(qu)保護、城(cheng)市更新、交通組織優化(hua)等(deng)工作,打開(kai)城(cheng)市公園、藍網綠道,開(kai)辟健(jian)步悅騎(qi)空(kong)間,塑造場所交往空(kong)間。打造特(te)色文(wen)(wen)旅騎(qi)行(xing)線路,點亮老(lao)城(cheng)文(wen)(wen)化(hua)、激活城(cheng)市經濟(ji),引導鼓勵市民(min)游客“騎(qi)行(xing)逛京城(cheng)”。
打造城(cheng)鄉騎行(xing)旅游線路(lu)。結(jie)合“漫步北京”計劃(hua),打造城(cheng)區(qu)、郊區(qu)特色騎行(xing)路(lu)線,串聯城(cheng)市外圍文化景點,增加(jia)與路(lu)徑特色相(xiang)匹(pi)配的(de)古都風(feng)韻驛站,實現(xian)近距離感受(shou)鄉村風(feng)貌,助力鄉村經濟發(fa)展。
組織(zhi)(zhi)開(kai)展(zhan)慢行(xing)特(te)色(se)活動。組織(zhi)(zhi)開(kai)展(zhan)自行(xing)車賽(sai)事,打造賽(sai)事品牌,提高社(she)會影響力(li)。定(ding)期在首都功能核心區、重點商圈等典型區域組織(zhi)(zhi)“無車日”“綠(lv)色(se)騎行(xing)”活動。
4.改善設施與服務,促進無(wu)障礙化出行
完(wan)善(shan)交通(tong)設(she)(she)(she)(she)施(shi)(shi)設(she)(she)(she)(she)計,實(shi)現(xian)設(she)(she)(she)(she)施(shi)(shi)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)化(hua)。持續推進城(cheng)市道路、公共交通(tong)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)設(she)(she)(she)(she)施(shi)(shi)建(jian)設(she)(she)(she)(she),打造覆(fu)蓋全(quan)(quan)面、無(wu)(wu)(wu)(wu)(wu)縫銜接、安全(quan)(quan)舒適(shi)的(de)(de)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)出(chu)行環(huan)境。開展城(cheng)市道路無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)設(she)(she)(she)(she)施(shi)(shi)排查工(gong)(gong)作,完(wan)善(shan)人(ren)性化(hua)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)設(she)(she)(she)(she)計、加強(qiang)適(shi)老(lao)化(hua)改造,擴大(da)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)設(she)(she)(she)(she)施(shi)(shi)覆(fu)蓋范圍,建(jian)設(she)(she)(she)(she)對兒童(tong)、老(lao)年人(ren)、殘障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)人(ren)士等(deng)群體更(geng)為友好的(de)(de)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)環(huan)境。完(wan)善(shan)機(ji)場、火車(che)(che)站、長途(tu)客運站等(deng)客運樞紐無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)設(she)(she)(she)(she)施(shi)(shi),推進軌道交通(tong)既有(you)線車(che)(che)站無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)升降平臺和爬樓(lou)車(che)(che)更(geng)新工(gong)(gong)作,持續加大(da)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)公共汽(電)車(che)(che)等(deng)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)交通(tong)運輸工(gong)(gong)具投入力度,力爭實(shi)現(xian)中心城(cheng)區公共交通(tong)無(wu)(wu)(wu)(wu)(wu)障(zhang)(zhang)(zhang)(zhang)(zhang)(zhang)礙(ai)(ai)運輸工(gong)(gong)具全(quan)(quan)覆(fu)蓋。
推(tui)動(dong)新技術應用(yong),實現(xian)信(xin)息(xi)(xi)無(wu)(wu)障(zhang)(zhang)礙(ai)(ai)化(hua)。探索傳統(tong)無(wu)(wu)障(zhang)(zhang)礙(ai)(ai)設(she)(she)施設(she)(she)備數字(zi)化(hua)和(he)智能(neng)化(hua)升級,加快政府(fu)政務、公共服務、電子商務、電子導(dao)(dao)航等信(xin)息(xi)(xi)無(wu)(wu)障(zhang)(zhang)礙(ai)(ai)建設(she)(she),打造無(wu)(wu)障(zhang)(zhang)礙(ai)(ai)智慧城市。圍(wei)繞老(lao)(lao)(lao)年(nian)人出行(xing)服務場景,加強無(wu)(wu)障(zhang)(zhang)礙(ai)(ai)信(xin)息(xi)(xi)通用(yong)產品、技術的研發與推(tui)廣應用(yong),解決老(lao)(lao)(lao)年(nian)人運用(yong)智能(neng)技術“數字(zi)鴻(hong)溝”問(wen)題。完善站場、樞紐、車輛的通訊系統(tong)、語(yu)音導(dao)(dao)航和(he)導(dao)(dao)盲系統(tong)建設(she)(she),推(tui)廣應用(yong)微信(xin)、微博、手機(ji)APP、便民熱線預約服務等創新方(fang)式,為老(lao)(lao)(lao)年(nian)人、殘障(zhang)(zhang)人士等提供多樣化(hua)、便利化(hua)的無(wu)(wu)障(zhang)(zhang)礙(ai)(ai)信(xin)息(xi)(xi)服務。探索建立(li)無(wu)(wu)障(zhang)(zhang)礙(ai)(ai)信(xin)息(xi)(xi)和(he)交通出行(xing)信(xin)息(xi)(xi)的同步(bu)更新和(he)維護協調(diao)機(ji)制。
提升服(fu)務(wu)(wu)(wu)(wu)環境,實現服(fu)務(wu)(wu)(wu)(wu)無(wu)障(zhang)礙化(hua)。制定城(cheng)市公共(gong)交通無(wu)障(zhang)礙服(fu)務(wu)(wu)(wu)(wu)政策,鼓勵運營企業制定完善(shan)老年人(ren)(ren)(ren)、殘(can)障(zhang)人(ren)(ren)(ren)士等乘(cheng)坐交通運輸(shu)工具的服(fu)務(wu)(wu)(wu)(wu)細則。加(jia)(jia)強(qiang)從業人(ren)(ren)(ren)員教育培訓,提升服(fu)務(wu)(wu)(wu)(wu)標準化(hua)水平,改(gai)善(shan)無(wu)障(zhang)礙出(chu)行(xing)軟環境。建(jian)立無(wu)障(zhang)礙出(chu)行(xing)信息(xi)需求(qiu)反饋(kui)機制,加(jia)(jia)強(qiang)問題巡查(cha)和(he)整(zheng)改(gai)。鼓勵社(she)會力量(liang)參(can)與開展專業化(hua)、多元(yuan)化(hua)無(wu)障(zhang)礙出(chu)行(xing)服(fu)務(wu)(wu)(wu)(wu)。
(四)推動道路系統(tong)更高水平成(cheng)網
加大道(dao)路(lu)設施補短板力(li)度,著力(li)打(da)通斷頭、消除瓶頸、優化結構,結合城(cheng)市更新、樞(shu)紐配套(tao)、片區開發(fa)大力(li)建設次支路(lu),加強代征道(dao)路(lu)移交(jiao)管(guan)理,提高(gao)路(lu)網密度,推動道(dao)路(lu)系(xi)統更高(gao)水平(ping)成網。完(wan)善(shan)道(dao)路(lu)養護(hu)機制,強化全壽命(ming)周(zhou)期管(guan)理,提升道(dao)路(lu)服務品質。
1.彌補路網系(xi)統(tong)短板,支(zhi)撐重點區域發展
持續提升(sheng)高(gao)速公(gong)路(lu)輻射能力。提升(sheng)市(shi)(shi)域(yu)內(nei)國(guo)家綜(zong)合立體(ti)交通網(wang)水平,修編公(gong)路(lu)網(wang)規(gui)劃,實施(shi)重點(dian)通道局(ju)部擁堵段改造。強(qiang)(qiang)化(hua)對城市(shi)(shi)副中(zhong)心(xin)、北京(jing)大興國(guo)際機場等重點(dian)區(qu)域(yu)發展支撐(cheng),加(jia)強(qiang)(qiang)北京(jing)市(shi)(shi)與天(tian)津市(shi)(shi)、河北省交通基(ji)礎(chu)設施(shi)銜(xian)接(jie),疏(shu)解北京(jing)地區(qu)過(guo)境交通流量。到2025年,高(gao)速公(gong)路(lu)總里程達到1300公(gong)里。
提(ti)升(sheng)改造重點區(qu)(qu)域普通(tong)(tong)(tong)公(gong)路(lu)。進一(yi)步提(ti)升(sheng)京津冀(ji)區(qu)(qu)域公(gong)路(lu)互聯互通(tong)(tong)(tong)水平,打通(tong)(tong)(tong)交通(tong)(tong)(tong)堵點。圍繞城市副中心、“三城一(yi)區(qu)(qu)”、城南地區(qu)(qu)、大運河(he)文化帶(dai)等重點功能片區(qu)(qu)發展推進公(gong)路(lu)建設。加強干線公(gong)路(lu)與城市道(dao)(dao)路(lu)有效銜接,升(sheng)級(ji)改造重點擁堵路(lu)段。“十四(si)五”時期計劃建設普通(tong)(tong)(tong)國(guo)道(dao)(dao)100公(gong)里,新、改建市道(dao)(dao)190公(gong)里,普通(tong)(tong)(tong)國(guo)市道(dao)(dao)二級(ji)路(lu)以上比例達(da)到90%。
推動“四好農(nong)村(cun)(cun)(cun)路(lu)(lu)”高質量發展。推進鄉村(cun)(cun)(cun)公(gong)(gong)路(lu)(lu)提檔升級,形成路(lu)(lu)網結構(gou)更(geng)加(jia)優化、等級水平逐步提升、沿線設施更(geng)加(jia)完(wan)(wan)善(shan)的(de)鄉村(cun)(cun)(cun)公(gong)(gong)路(lu)(lu)網絡(luo),支撐鄉村(cun)(cun)(cun)振興戰略。進一步完(wan)(wan)善(shan)民俗旅(lv)(lv)(lv)游(you)村(cun)(cun)(cun)、休閑農(nong)業園(yuan)等周邊鄉村(cun)(cun)(cun)旅(lv)(lv)(lv)游(you)道路(lu)(lu)建(jian)(jian)設,促進交通與(yu)旅(lv)(lv)(lv)游(you)融(rong)合發展。實施鄉村(cun)(cun)(cun)公(gong)(gong)路(lu)(lu)“窄路(lu)(lu)加(jia)寬”工程(cheng),進一步提升鄉村(cun)(cun)(cun)公(gong)(gong)路(lu)(lu)服務水平。持續開展“四好農(nong)村(cun)(cun)(cun)路(lu)(lu)”和(he)城(cheng)鄉交通運輸一體化示范(fan)創建(jian)(jian),每年完(wan)(wan)成“美麗(li)鄉村(cun)(cun)(cun)路(lu)(lu)”200公(gong)(gong)里(li)。建(jian)(jian)立區、鄉鎮和(he)村(cun)(cun)(cun)三級鄉村(cun)(cun)(cun)公(gong)(gong)路(lu)(lu)“路(lu)(lu)長制”。
