圍繞“國際連接高(gao)(gao)標準、區(qu)域協同高(gao)(gao)效率、服務首都高(gao)(gao)水(shui)平(ping)、行業發(fa)展高(gao)(gao)質量(liang)、綜合治理高(gao)(gao)效能”等(deng)五個方面共設置(zhi)22項規劃指標,其中(zhong)3項為約束性指標,19項為預期性指標。

四(si)、主要(yao)任務

(一)推進軌道交通高質量融合發(fa)展

以高質(zhi)量網(wang)(wang)(wang)絡化(hua)(hua)運營服(fu)務為目(mu)標,堅持軌道交通(tong)新線(xian)建(jian)(jian)設和(he)既有線(xian)改造提升并重,著力(li)(li)(li)完善(shan)線(xian)網(wang)(wang)(wang)層級(ji),構建(jian)(jian)“四網(wang)(wang)(wang)融(rong)合”的快線(xian)通(tong)勤(qin)網(wang)(wang)(wang)絡,擴大1小時通(tong)勤(qin)圈;著力(li)(li)(li)突(tu)(tu)破(po)(po)技(ji)術標準障礙,提升城(cheng)市(shi)軌道交通(tong)與市(shi)郊鐵路融(rong)合度,實現“一套體系、一網(wang)(wang)(wang)運營、一票通(tong)行(xing)、一站安(an)檢”;著力(li)(li)(li)突(tu)(tu)破(po)(po)線(xian)網(wang)(wang)(wang)瓶頸(jing),強化(hua)(hua)網(wang)(wang)(wang)絡整體運輸效能,推動全網(wang)(wang)(wang)資源共享、高質(zhi)量網(wang)(wang)(wang)絡化(hua)(hua)運營和(he)降本增(zeng)效;著力(li)(li)(li)強化(hua)(hua)軌道線(xian)網(wang)(wang)(wang)與城(cheng)市(shi)空間、城(cheng)市(shi)功(gong)能、市(shi)民出行(xing)及(ji)由此(ci)延伸的增(zeng)值服(fu)務之間的融(rong)合,健(jian)全“軌道+土地(di)”模(mo)式(shi),構建(jian)(jian)“軌道上的都市(shi)生活(huo)”。

1.全面實施(shi)軌(gui)道(dao)建設規劃,推進多層級(ji)軌(gui)道(dao)網絡(luo)建設

基(ji)本(ben)建成(cheng)“軌道上的(de)京(jing)津冀”。落實(shi)京(jing)津冀核(he)心(xin)區(qu)(qu)鐵(tie)(tie)(tie)路(lu)(lu)樞(shu)紐總圖規劃(hua),以高鐵(tie)(tie)(tie)和(he)(he)城(cheng)(cheng)際(ji)鐵(tie)(tie)(tie)路(lu)(lu)建設為(wei)重(zhong)點,推(tui)進跨(kua)區(qu)(qu)域重(zhong)大軌道交通基(ji)礎設施建設。推(tui)進城(cheng)(cheng)際(ji)鐵(tie)(tie)(tie)路(lu)(lu)聯絡線建設,支撐城(cheng)(cheng)市(shi)(shi)副中心(xin)和(he)(he)“一市(shi)(shi)兩(liang)場(chang)”地(di)區(qu)(qu)發展,提升(sheng)同(tong)城(cheng)(cheng)化效應(ying)。構建方便(bian)快捷的(de)首都市(shi)(shi)郊鐵(tie)(tie)(tie)路(lu)(lu)體系,編(bian)制出臺(tai)市(shi)(shi)郊鐵(tie)(tie)(tie)路(lu)(lu)線網規劃(hua)與五年建設行動計劃(hua)。推(tui)進鐵(tie)(tie)(tie)路(lu)(lu)客貨(huo)運(yun)外(wai)環線建設和(he)(he)大型鐵(tie)(tie)(tie)路(lu)(lu)編(bian)組站外(wai)遷,為(wei)開行市(shi)(shi)郊鐵(tie)(tie)(tie)路(lu)(lu)創造有(you)利條件;立足保障服務本(ben)地(di)的(de)城(cheng)(cheng)市(shi)(shi)物資供應(ying)配送,推(tui)動部分鐵(tie)(tie)(tie)路(lu)(lu)貨(huo)運(yun)場(chang)站擴能(neng)改造及(ji)設施升(sheng)級。到2025年,市(shi)(shi)郊鐵(tie)(tie)(tie)路(lu)(lu)運(yun)營里(li)程力爭達(da)到600公里(li)。

中(zhong)心城區加密(mi)完善線網(wang)。全面完成北京(jing)市第二期(及(ji)第二期調整)軌(gui)(gui)道(dao)交通(tong)建設規(gui)劃,啟動實(shi)施(shi)第三(san)期軌(gui)(gui)道(dao)交通(tong)建設規(gui)劃,加密(mi)中(zhong)心城區軌(gui)(gui)道(dao)交通(tong)線網(wang)。“十四五(wu)”時期新(xin)增城市軌(gui)(gui)道(dao)交通(tong)運(yun)營里(li)(li)程(cheng)約300公里(li)(li),軌(gui)(gui)道(dao)交通(tong)(含市郊鐵(tie)路)總里(li)(li)程(cheng)力(li)爭達到約1600公里(li)(li)。

城(cheng)(cheng)(cheng)市(shi)(shi)副(fu)中心加(jia)快建(jian)設軌(gui)道(dao)(dao)(dao)網(wang)絡。強化交(jiao)(jiao)(jiao)通(tong)樞(shu)紐功能(neng),建(jian)成站(zhan)城(cheng)(cheng)(cheng)一體的(de)城(cheng)(cheng)(cheng)市(shi)(shi)副(fu)中心站(zhan)綜合交(jiao)(jiao)(jiao)通(tong)樞(shu)紐,推進軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)“四網(wang)融合”,同步(bu)推進城(cheng)(cheng)(cheng)市(shi)(shi)航(hang)站(zhan)功能(neng)建(jian)設。新建(jian)城(cheng)(cheng)(cheng)市(shi)(shi)副(fu)中心軌(gui)道(dao)(dao)(dao)線網(wang),提(ti)升軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)服務能(neng)力(li),初步(bu)形成“一環六橫四縱”的(de)軌(gui)道(dao)(dao)(dao)交(jiao)(jiao)(jiao)通(tong)格局。

2.推(tui)進(jin)“四網(wang)融合”,構建(jian)全域快速(su)軌道網(wang)

構建(jian)全域快(kuai)(kuai)速軌(gui)道(dao)網,加(jia)快(kuai)(kuai)實現1小時通(tong)勤。推進城(cheng)(cheng)市(shi)軌(gui)道(dao)交通(tong)郊區線(xian)提(ti)速改造(zao),通(tong)過增加(jia)越行(xing)線(xian)、增購快(kuai)(kuai)速列車(che)、開(kai)行(xing)大站快(kuai)(kuai)車(che),提(ti)高(gao)平均旅(lv)行(xing)速度。對(dui)城(cheng)(cheng)市(shi)副中心線(xian)、東北環線(xian)等市(shi)郊鐵(tie)路(lu)(lu)增設復線(xian),推動(dong)實現市(shi)郊鐵(tie)路(lu)(lu)高(gao)頻次公(gong)交化服務。按照付(fu)費(fei)區換(huan)乘要求在城(cheng)(cheng)市(shi)軌(gui)道(dao)交通(tong)與市(shi)郊鐵(tie)路(lu)(lu)交匯處增建(jian)換(huan)乘站,對(dui)既有換(huan)乘站實施升級改造(zao),促進兩網融(rong)合。推動(dong)利(li)用(yong)干線(xian)鐵(tie)路(lu)(lu)、城(cheng)(cheng)際鐵(tie)路(lu)(lu)為(wei)城(cheng)(cheng)市(shi)(群(qun))提(ti)供(gong)通(tong)勤服務,增加(jia)外圍(wei)停靠(kao)站,減輕中心城(cheng)(cheng)區交通(tong)壓力。

突(tu)破技術(shu)標準(zhun)障礙,強化城(cheng)市軌道交(jiao)通與市郊鐵路融(rong)合(he)。統(tong)一(yi)(yi)(yi)(yi)城(cheng)市軌道交(jiao)通各專業(ye)網絡設備(bei)接(jie)口標準(zhun),通過主要設備(bei)統(tong)型、重要系統(tong)制式(shi)統(tong)一(yi)(yi)(yi)(yi)、接(jie)口標準(zhun)規范(fan),建(jian)立統(tong)一(yi)(yi)(yi)(yi)基礎支(zhi)撐(cheng)體系。推進車輛兼容(rong),采用(yong)較小的城(cheng)市軌道車輛限(xian)界(jie)、加(jia)裝雙(shuang)套車載(zai)信號及供電系統(tong)的雙(shuang)流(liu)車,實(shi)現(xian)車輛兼容(rong)、跨線運行。推進票(piao)務系統(tong)兼容(rong),通過票(piao)務APP互聯互通、一(yi)(yi)(yi)(yi)碼通行、付費區(qu)換乘和聯程運輸,實(shi)現(xian)“一(yi)(yi)(yi)(yi)票(piao)通行”。實(shi)施(shi)“信用(yong)+智慧安檢(jian)”新(xin)模式(shi),通過人(ren)檢(jian)標準(zhun)對接(jie)、物檢(jian)標準(zhun)統(tong)一(yi)(yi)(yi)(yi),實(shi)現(xian)“一(yi)(yi)(yi)(yi)站安檢(jian)”。

3.推進(jin)融合發展,提(ti)高軌道交通(tong)出(chu)行占比

構建(jian)(jian)“軌道(dao)(dao)上(shang)的都市(shi)(shi)生活”,提高(gao)軌道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)對小客車(che)(che)競爭(zheng)力。強(qiang)(qiang)化網(wang)(wang)城(cheng)融合(he),通(tong)(tong)(tong)過(guo)增(zeng)加(jia)支線(xian)和聯絡(luo)線(xian),提高(gao)軌道(dao)(dao)網(wang)(wang)與(yu)城(cheng)市(shi)(shi)通(tong)(tong)(tong)勤(qin)需求的匹(pi)配度(du),實現相關重要區域之間(jian)直聯直通(tong)(tong)(tong)。推(tui)(tui)動站(zhan)(zhan)城(cheng)融合(he),推(tui)(tui)進遺留車(che)(che)站(zhan)(zhan)出入(ru)口(kou)(kou)(kou)建(jian)(jian)設(she),實施位置(zhi)不合(he)理出入(ru)口(kou)(kou)(kou)改(gai)移,增(zeng)設(she)車(che)(che)站(zhan)(zhan)出入(ru)口(kou)(kou)(kou),推(tui)(tui)進出入(ru)口(kou)(kou)(kou)與(yu)周邊建(jian)(jian)筑、地(di)(di)(di)下通(tong)(tong)(tong)道(dao)(dao)和街(jie)區相聯通(tong)(tong)(tong),提升城(cheng)市(shi)(shi)軌道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)的服(fu)務水平,增(zeng)加(jia)客流(liu)(liu)吸引(yin)力。推(tui)(tui)進多(duo)網(wang)(wang)融合(he),促進軌道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)與(yu)地(di)(di)(di)面公(gong)(gong)(gong)交(jiao)(jiao)深度(du)融合(he),形(xing)成一張線(xian)網(wang)(wang)圖,統一車(che)(che)站(zhan)(zhan)命名,并縮短地(di)(di)(di)面公(gong)(gong)(gong)交(jiao)(jiao)站(zhan)(zhan)和地(di)(di)(di)鐵(tie)(tie)車(che)(che)站(zhan)(zhan)出入(ru)口(kou)(kou)(kou)的換(huan)(huan)乘距離;在(zai)既有地(di)(di)(di)鐵(tie)(tie)車(che)(che)站(zhan)(zhan)出入(ru)口(kou)(kou)(kou)設(she)置(zhi)非(fei)機動車(che)(che)停放(fang)區;在(zai)市(shi)(shi)郊鐵(tie)(tie)路和地(di)(di)(di)鐵(tie)(tie)遠端車(che)(che)站(zhan)(zhan)出入(ru)口(kou)(kou)(kou)的換(huan)(huan)乘距離;在(zai)既有地(di)(di)(di)鐵(tie)(tie)車(che)(che)站(zhan)(zhan)出入(ru)口(kou)(kou)(kou)設(she)置(zhi)非(fei)機動車(che)(che)停放(fang)區;在(zai)市(shi)(shi)郊鐵(tie)(tie)路和地(di)(di)(di)鐵(tie)(tie)遠端車(che)(che)站(zhan)(zhan)增(zeng)建(jian)(jian)小汽(qi)車(che)(che)駐車(che)(che)換(huan)(huan)乘停車(che)(che)場(P+R)。強(qiang)(qiang)化車(che)(che)站(zhan)(zhan)增(zeng)值服(fu)務,優(you)化站(zhan)(zhan)內公(gong)(gong)(gong)共空間(jian)設(she)備設(she)施布(bu)局(ju)和客流(liu)(liu)組織,增(zeng)設(she)便(bian)民(min)服(fu)務設(she)施,形(xing)成網(wang)(wang)絡(luo)化便(bian)民(min)服(fu)務。

強化軌(gui)道(dao)網(wang)(wang)(wang)整體運(yun)(yun)(yun)(yun)輸(shu)(shu)效能(neng),提高(gao)(gao)軌(gui)道(dao)交通出行占比。通過增設(she)復線(xian)(xian)(xian)(xian)、擴增編組、縮短(duan)行車(che)間隔,提高(gao)(gao)瓶頸線(xian)(xian)(xian)(xian)段(duan)運(yun)(yun)(yun)(yun)輸(shu)(shu)能(neng)力,并釋放相關線(xian)(xian)(xian)(xian)路運(yun)(yun)(yun)(yun)力。通過增建聯(lian)絡(luo)線(xian)(xian)(xian)(xian)、跨線(xian)(xian)(xian)(xian)運(yun)(yun)(yun)(yun)行,改變客(ke)流(liu)流(liu)向,分擔途經線(xian)(xian)(xian)(xian)路客(ke)流(liu)壓力。針對換乘(cheng)(cheng)堵點增設(she)換乘(cheng)(cheng)通道(dao),緩(huan)解換乘(cheng)(cheng)壓力。建設(she)發展車(che)站微中心,均衡軌(gui)道(dao)網(wang)(wang)(wang)絡(luo)客(ke)流(liu),為客(ke)流(liu)低迷(mi)線(xian)(xian)(xian)(xian)段(duan)、方(fang)向和時段(duan)增補客(ke)源,提高(gao)(gao)網(wang)(wang)(wang)絡(luo)總體運(yun)(yun)(yun)(yun)輸(shu)(shu)效能(neng)。與(yu)此同時,逐步形成“一個車(che)站一座城(cheng)(cheng)”“一條線(xian)(xian)(xian)(xian)路一串城(cheng)(cheng)”“一張線(xian)(xian)(xian)(xian)網(wang)(wang)(wang)一群城(cheng)(cheng)”的城(cheng)(cheng)市格局,進一步豐富“軌(gui)道(dao)上的都市生(sheng)活”。

4.完(wan)善軌道網網絡功能,實(shi)現高質量網絡化運營(ying)

按照“中心城區遠端車(che)(che)輛(liang)(liang)段布局(ju)檢(jian)修功能(neng),近(jin)端車(che)(che)輛(liang)(liang)段停(ting)車(che)(che)”思路(lu)(lu),推動(dong)網(wang)(wang)絡化檢(jian)修布局(ju),提高檢(jian)修效率,特(te)別是將近(jin)端車(che)(che)輛(liang)(liang)段騰出(chu)的(de)檢(jian)修基地轉為停(ting)車(che)(che)場地,推動(dong)網(wang)(wang)絡化停(ting)車(che)(che)布局(ju),推進城市(shi)軌道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)通(tong)線(xian)(xian)(xian)網(wang)(wang)跨(kua)線(xian)(xian)(xian)停(ting)車(che)(che),實(shi)現車(che)(che)輛(liang)(liang)基地停(ting)車(che)(che)資源共享(xiang)。利(li)用城市(shi)軌道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)通(tong)線(xian)(xian)(xian)網(wang)(wang)聯絡線(xian)(xian)(xian)和車(che)(che)輛(liang)(liang)段停(ting)車(che)(che)資源,組織(zhi)跨(kua)線(xian)(xian)(xian)運(yun)行與雙(shuang)向(xiang)不平衡運(yun)行,利(li)用中途折返線(xian)(xian)(xian)組織(zhi)多交(jiao)(jiao)(jiao)(jiao)路(lu)(lu)套跑,實(shi)現車(che)(che)流(liu)與客(ke)流(liu)耦合(he),大幅降本增效。組織(zhi)城市(shi)軌道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)通(tong)與市(shi)郊鐵(tie)路(lu)(lu)跨(kua)線(xian)(xian)(xian)運(yun)行,提高市(shi)郊鐵(tie)路(lu)(lu)通(tong)勤服務水平。推進軌道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)通(tong)運(yun)營(ying)業務數字化轉型、智能(neng)化升級,建設(she)下(xia)一代(dai)智慧軌道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)通(tong),全面提升軌道(dao)(dao)交(jiao)(jiao)(jiao)(jiao)通(tong)運(yun)營(ying)安全、服務水平及運(yun)營(ying)效率。

(二)打造(zao)便(bian)利快捷的(de)地面公交(jiao)系統

持續(xu)優化地面(mian)公(gong)(gong)(gong)交(jiao)線網,促進地面(mian)公(gong)(gong)(gong)交(jiao)與(yu)軌道(dao)交(jiao)通兩網融合,形(xing)成軌道(dao)、公(gong)(gong)(gong)交(jiao)一張網。推動地面(mian)公(gong)(gong)(gong)交(jiao)網絡化運營,強(qiang)化基(ji)礎(chu)能力建設和(he)優先政策保障,提升地面(mian)公(gong)(gong)(gong)交(jiao)服(fu)務能力和(he)水平。

1.優化(hua)地面公(gong)交(jiao)線網,促(cu)進公(gong)交(jiao)與軌道(dao)兩網融合

促(cu)進公(gong)(gong)交(jiao)(jiao)與軌(gui)(gui)道(dao)功能融合。細分(fen)公(gong)(gong)共交(jiao)(jiao)通市(shi)場,發揮軌(gui)(gui)道(dao)和地(di)(di)面(mian)公(gong)(gong)交(jiao)(jiao)各自獨特的(de)優勢,形成(cheng)軌(gui)(gui)道(dao)服務中長距離出行、地(di)(di)面(mian)公(gong)(gong)交(jiao)(jiao)服務中短距離出行的(de)公(gong)(gong)共交(jiao)(jiao)通互補發展模(mo)式。在(zai)軌(gui)(gui)道(dao)線(xian)網密(mi)集地(di)(di)區(qu)(qu),加(jia)強地(di)(di)面(mian)公(gong)(gong)交(jiao)(jiao)接駁和微循環(huan),減少長、大線(xian)和路(lu)由重復(fu)線(xian)路(lu),與軌(gui)(gui)道(dao)局(ju)部(bu)重復(fu)線(xian)路(lu)原則上不超(chao)過5公(gong)(gong)里;在(zai)軌(gui)(gui)道(dao)交(jiao)(jiao)通覆蓋不足的(de)市(shi)郊地(di)(di)區(qu)(qu),適當發展公(gong)(gong)交(jiao)(jiao)長線(xian);針對(dui)軌(gui)(gui)道(dao)換(huan)乘系數(shu)高的(de)斜向出行,增加(jia)直達公(gong)(gong)交(jiao)(jiao)線(xian)路(lu)。

促進公(gong)(gong)交(jiao)(jiao)(jiao)與軌(gui)道(dao)(dao)線網融合(he)。結(jie)合(he)第三(san)期(qi)軌(gui)道(dao)(dao)交(jiao)(jiao)(jiao)通建(jian)設規劃(hua)編制公(gong)(gong)交(jiao)(jiao)(jiao)線網規劃(hua)。發(fa)揮地(di)面公(gong)(gong)交(jiao)(jiao)(jiao)布局靈活的(de)優(you)勢,針對服務軌(gui)道(dao)(dao)線路空(kong)白、軌(gui)道(dao)(dao)站點(dian)接駁不便、軌(gui)道(dao)(dao)換乘系數過高等問題,精(jing)準匹配公(gong)(gong)交(jiao)(jiao)(jiao)出(chu)行(xing)需(xu)求(qiu),持續優(you)化調(diao)整(zheng)公(gong)(gong)交(jiao)(jiao)(jiao)線路。在滿足基本服務需(xu)求(qiu)的(de)基礎上,持續開展需(xu)求(qiu)響應(ying)式公(gong)(gong)交(jiao)(jiao)(jiao)服務;積(ji)極(ji)拓展多種服務方式,為廣大群(qun)眾(zhong)尤其是(shi)偏遠地(di)區群(qun)眾(zhong)出(chu)行(xing)提供更加便利的(de)服務。結(jie)合(he)道(dao)(dao)路條件、線路功能和客流(liu)需(xu)求(qiu)等因素,優(you)化調(diao)整(zheng)公(gong)(gong)交(jiao)(jiao)(jiao)車型結(jie)構(gou)。

促進公(gong)交(jiao)與(yu)軌(gui)(gui)道(dao)站點(dian)融合(he)。結合(he)公(gong)交(jiao)與(yu)軌(gui)(gui)道(dao)的(de)功能定位,統籌(chou)公(gong)交(jiao)和(he)軌(gui)(gui)道(dao)站點(dian)規劃(hua),形成疏密有致、互為(wei)補充(chong)的(de)站點(dian)布(bu)局(ju),確保中心城區集中建設區公(gong)共交(jiao)通(tong)站點(dian)500米半(ban)徑全(quan)覆(fu)蓋,提(ti)高(gao)服務人口和(he)就業崗位的(de)比(bi)例。提(ti)升地面公(gong)交(jiao)和(he)軌(gui)(gui)道(dao)的(de)換乘(cheng)效率,提(ti)高(gao)軌(gui)(gui)道(dao)車站周邊換乘(cheng)距離(li)小(xiao)于50米的(de)公(gong)交(jiao)站點(dian)占比(bi),縮短(duan)換乘(cheng)距離(li)。

提(ti)(ti)升公交(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)道(dao)使用(yong)(yong)(yong)效率。修編(bian)公交(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)道(dao)地方(fang)標準,編(bian)制完成公交(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)道(dao)總體規劃,推(tui)進公交(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)道(dao)連續成網。研(yan)究優化公交(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)道(dao)準入政策,加強精細化管(guan)理(li),充分提(ti)(ti)升道(dao)路資源利用(yong)(yong)(yong)率。加大公交(jiao)(jiao)專(zhuan)(zhuan)用(yong)(yong)(yong)道(dao)執法力度。

提升(sheng)公(gong)(gong)交(jiao)場站(zhan)(zhan)保障能力(li)。推(tui)(tui)進公(gong)(gong)交(jiao)場站(zhan)(zhan)建(jian)設、移交(jiao)和公(gong)(gong)交(jiao)站(zhan)(zhan)臺(tai)提升(sheng)改造(zao)。疏(shu)解首都功能核心(xin)區公(gong)(gong)交(jiao)場站(zhan)(zhan)駐(zhu)車保養(yang)功能,加快落實中(zhong)心(xin)城區外圍公(gong)(gong)交(jiao)場站(zhan)(zhan)規劃(hua),打造(zao)便民(min)、立體、綜合的新型場站(zhan)(zhan)。統籌推(tui)(tui)進公(gong)(gong)交(jiao)智慧場站(zhan)(zhan)建(jian)設,隨公(gong)(gong)交(jiao)場站(zhan)(zhan)建(jian)設同步(bu)完善(shan)配套能源設施。將橋下空(kong)間優先應用于布設公(gong)(gong)交(jiao)場站(zhan)(zhan)。

提(ti)升公(gong)交網(wang)絡化調(diao)度能力。推動三級(ji)調(diao)度向兩(liang)級(ji)調(diao)度指(zhi)揮體系轉變,實施(shi)區域靈活調(diao)度,提(ti)高(gao)供需匹配程(cheng)度和(he)資源(yuan)利用(yong)效率(lv)。研(yan)究打破車輛、停車場、線路、管理之間的界限,完成網(wang)絡化運營(ying)總(zong)體設計,實現客流、車輛耦合并(bing)高(gao)效韌性運行。到2025年,地面公(gong)交干線準點率(lv)達(da)85%,車輛平(ping)均滿載率(lv)達(da)65%。
