北京市人民政府關于印發《北京市“十四五”時期交通發展建設規劃》的通知

“十四五”時期,非首都功(gong)能進(jin)一步疏解,首都功(gong)能核心(xin)區(qu)(qu)將逐漸“靜下來”,城市副中心(xin)、多點(dian)新城、環京周邊地(di)區(qu)(qu)的(de)出行(xing)(xing)需(xu)求(qiu)(qiu)將顯(xian)著增加(jia)。人(ren)民群眾(zhong)對交通(tong)出行(xing)(xing)品(pin)質(zhi)的(de)要求(qiu)(qiu)顯(xian)著提(ti)高,交通(tong)需(xu)求(qiu)(qiu)將進(jin)一步呈現多樣化、個性化、差異(yi)化特(te)點(dian)。交通(tong)系統將進(jin)一步深化供給側結構(gou)性改革,實現更加(jia)靈活調(diao)度(du)組織,以滿足不同(tong)區(qu)(qu)域、不同(tong)類型出行(xing)(xing)需(xu)求(qiu)(qiu),提(ti)供便利化服務。

預計2025年中(zhong)(zhong)心城區日均(jun)出行總量(liang)將(jiang)達約4100萬人次,較“十(shi)三五”期末3619萬人次增長約13%。城市(shi)副(fu)中(zhong)(zhong)心與(yu)中(zhong)(zhong)心城區之間(jian)的客(ke)流交換量(liang)顯著增加。隨著“一市(shi)兩(liang)場(chang)”(北京(jing)(jing)首都國際(ji)機場(chang)和北京(jing)(jing)大興(xing)國際(ji)機場(chang))服務能力(li)不(bu)斷提升(sheng)以(yi)及城際(ji)鐵路網不(bu)斷完(wan)善(shan),預計城市(shi)對外客(ke)運(yun)中(zhong)(zhong)民航、鐵路客(ke)運(yun)量(liang)將(jiang)持(chi)續上(shang)升(sheng),公(gong)路客(ke)運(yun)量(liang)將(jiang)呈下降態勢(shi)。

2.貨運(yun)需求

“十四(si)五”時(shi)期,隨著非首都(dou)功(gong)能疏解和(he)運(yun)輸結構調整向縱(zong)深推進,物(wu)(wu)(wu)資(zi)(zi)供需總量將穩(wen)中(zhong)有升,預計2025年將達約3.87億(yi)噸(dun)(“十三五”期末約3.7億(yi)噸(dun)),公路(lu)(lu)、鐵路(lu)(lu)、航(hang)空、管道(dao)運(yun)輸將呈現(xian)差異化(hua)發展(zhan)趨勢(shi),大宗貨物(wu)(wu)(wu)“公轉(zhuan)鐵”持續(xu)推進,公路(lu)(lu)貨運(yun)量有所降低(di),鐵路(lu)(lu)、航(hang)空與管道(dao)貨物(wu)(wu)(wu)運(yun)輸量略有上升;正南、東(dong)南和(he)東(dong)部(bu)物(wu)(wu)(wu)資(zi)(zi)流通(tong)帶將強化(hua),北(bei)京大興國際(ji)機場(chang)及臨空經(jing)濟區、京平公轉(zhuan)鐵綜(zong)合物(wu)(wu)(wu)流樞紐產業(ye)園(yuan)等(deng)將成(cheng)為(wei)新的物(wu)(wu)(wu)資(zi)(zi)流通(tong)區域(yu);郵(you)政快遞業(ye)新模式新業(ye)態不斷涌現(xian),生產性(xing)物(wu)(wu)(wu)資(zi)(zi)品類(lei)將下降,生活類(lei)物(wu)(wu)(wu)資(zi)(zi)等(deng)需求將持續(xu)增(zeng)長。

(三)發(fa)展(zhan)趨勢

在交通發(fa)展外部形勢(shi)要(yao)求(qiu)(qiu)和(he)客(ke)貨運輸需求(qiu)(qiu)特(te)征變(bian)化的基礎(chu)上,未來交通將呈(cheng)現以下主要(yao)發(fa)展趨勢(shi):

一體(ti)(ti)(ti)化。綜(zong)合交通體(ti)(ti)(ti)系整體(ti)(ti)(ti)效能(neng)持(chi)續提(ti)(ti)升,多方式交通網絡融合發展,依托MaaS平臺,跨(kua)(kua)方式、跨(kua)(kua)區域一站式服務能(neng)力(li)顯(xian)著提(ti)(ti)升,實現旅(lv)客聯程聯運、貨物多式聯運。

人(ren)本(ben)化(hua)(hua)。由車本(ben)位向(xiang)人(ren)本(ben)化(hua)(hua)轉變,更加(jia)注重滿足人(ren)民群眾日益多樣化(hua)(hua)、個性(xing)化(hua)(hua)的出行需求,差異化(hua)(hua)交(jiao)通服(fu)務供(gong)給模式不斷豐富(fu)。

便(bian)利(li)化。快(kuai)速(su)交通(tong)(tong)(tong)網絡(luo)逐(zhu)步完善,實(shi)現交通(tong)(tong)(tong)出行(xing)熱(re)點區域之間大容(rong)量、快(kuai)速(su)化交通(tong)(tong)(tong)通(tong)(tong)(tong)道(dao)覆(fu)蓋,多種方(fang)式(shi)之間換乘便(bian)捷,居民通(tong)(tong)(tong)勤出行(xing)效率大幅(fu)提升。公共交通(tong)(tong)(tong)服務(wu)人口、崗位比(bi)例(li)持續(xu)提升,居民出行(xing)更加便(bian)捷。

綠(lv)色化(hua)(hua)。為(wei)實現碳(tan)(tan)達峰后(hou)穩(wen)中有降,交通領域(yu)節能減排(pai)降碳(tan)(tan)工作將繼續(xu)向縱深推進,綠(lv)色出行比(bi)例持續(xu)提(ti)升,運輸結構持續(xu)優化(hua)(hua),新能源車加(jia)快(kuai)替代傳統燃油(you)車。

智慧(hui)化。交(jiao)通(tong)行(xing)業加速數字化、智慧(hui)化轉型升(sheng)級,科技創(chuang)新水平大幅提升(sheng),實現交(jiao)通(tong)建(jian)設(she)、運行(xing)、服務、管理(li)全鏈條信息(xi)化和智慧(hui)化。

集(ji)約化(hua)。在(zai)資源環境約束背景下,交通系(xi)統更加強化(hua)資源集(ji)約化(hua)高效利用,實現要素(su)市場化(hua)配置,提升交通發展質量效益(yi)。

現代化。交(jiao)通(tong)(tong)體(ti)系更加(jia)綜合(he)、綠色(se)、安(an)全、智能(neng),全社會交(jiao)通(tong)(tong)文明(ming)水(shui)平不斷提升(sheng),交(jiao)通(tong)(tong)秩序和交(jiao)通(tong)(tong)運行狀況持續向好,交(jiao)通(tong)(tong)運輸治(zhi)理體(ti)系和治(zhi)理能(neng)力現代化水(shui)平明(ming)顯提升(sheng)。

堅持以人民為中心。堅持以人為本(ben)、需求導向,落實“慢行(xing)優先、公交優先、綠(lv)色優先”,實現綜合交通(tong)體(ti)系和(he)諧有序運轉,打破(po)區(qu)域和(he)行(xing)業壁壘(lei),優化各種交通(tong)方式之(zhi)間的銜接換乘,滿(man)足出行(xing)者全時程(cheng)出行(xing)服務需求。

堅持(chi)服務大(da)局(ju)。以首都發(fa)(fa)展為統領,牢(lao)牢(lao)把握交通(tong)“先(xian)行官”定位,發(fa)(fa)揮交通(tong)基礎性(xing)、先(xian)導性(xing)、戰略性(xing)和(he)(he)服務性(xing)的“開路(lu)先(xian)鋒”作(zuo)用,堅持(chi)交通(tong)引導城市發(fa)(fa)展模式,支撐城市空間布(bu)局(ju)和(he)(he)功(gong)能(neng)優化調整(zheng),支撐首都“四個中心(xin)”功(gong)能(neng)建(jian)(jian)設、“四個服務”水平提升(sheng),支撐京津冀協同發(fa)(fa)展,支撐加快建(jian)(jian)設現代化經濟體(ti)系(xi)和(he)(he)構建(jian)(jian)新發(fa)(fa)展格局(ju)。

堅持創(chuang)新(xin)(xin)驅(qu)動。通(tong)過技術創(chuang)新(xin)(xin)、機制創(chuang)新(xin)(xin)實現服務創(chuang)新(xin)(xin)。把(ba)數(shu)字化作為創(chuang)新(xin)(xin)驅(qu)動的主引擎(qing),加快推(tui)動新(xin)(xin)技術與交(jiao)通(tong)運輸深度(du)融合,推(tui)進(jin)裝備技術升級,加速新(xin)(xin)業態新(xin)(xin)模式發(fa)展,全(quan)面推(tui)進(jin)交(jiao)通(tong)運輸數(shu)字化轉(zhuan)型(xing)、智能(neng)化升級。

堅持(chi)綜合(he)治(zhi)理(li)(li)。堅持(chi)“優(you)(you)化(hua)(hua)供(gong)給(gei)、調控需求、強化(hua)(hua)治(zhi)理(li)(li)”,推進交(jiao)通綜合(he)治(zhi)理(li)(li)。以(yi)優(you)(you)化(hua)(hua)供(gong)給(gei)為(wei)(wei)基(ji)礎,持(chi)續推進供(gong)給(gei)側結構(gou)性(xing)改革,打(da)造一(yi)流設施、一(yi)流技術、一(yi)流管理(li)(li)、一(yi)流服務的(de)綠色交(jiao)通系統;以(yi)調控需求為(wei)(wei)目(mu)標,堅持(chi)“限”和“推”雙向發力(li),持(chi)續優(you)(you)化(hua)(hua)擁車(che)用(yong)車(che)管理(li)(li),助推小汽車(che)出(chu)(chu)行更多轉向綠色出(chu)(chu)行,形(xing)成更加(jia)合(he)理(li)(li)的(de)交(jiao)通出(chu)(chu)行結構(gou);以(yi)強化(hua)(hua)治(zhi)理(li)(li)為(wei)(wei)保障,持(chi)續推進交(jiao)通運輸治(zhi)理(li)(li)體系和治(zhi)理(li)(li)能(neng)力(li)現(xian)代化(hua)(hua),為(wei)(wei)實現(xian)交(jiao)通供(gong)需匹配、首都交(jiao)通高(gao)效(xiao)韌性(xing)運行提供(gong)保障。

堅持安(an)(an)全(quan)底線。安(an)(an)全(quan)是(shi)交(jiao)(jiao)通運輸的紅線、底線和生命(ming)(ming)線,保障生命(ming)(ming)安(an)(an)全(quan)是(shi)交(jiao)(jiao)通運輸發(fa)(fa)展的基本前提。統籌發(fa)(fa)展和安(an)(an)全(quan),強化提升人員(yuan)素質、提高(gao)車(che)輛(liang)設備設施質量(liang)、改善運營(ying)環境和管理(li)的安(an)(an)全(quan)基礎,強化隱患(huan)排查治理(li)、實(shi)施動態監測預(yu)警和搶修救(jiu)援能力(li),建設平安(an)(an)交(jiao)(jiao)通。

(三)主要(yao)目標

1.二〇三五年遠景(jing)目標

到(dao)2035年,基本(ben)建成綜合、綠色(se)、安全、智能的(de)立體化(hua)(hua)現(xian)代化(hua)(hua)城市交通(tong)系統,打造一(yi)(yi)流(liu)設施(shi)、一(yi)(yi)流(liu)技術、一(yi)(yi)流(liu)管理、一(yi)(yi)流(liu)服務,建設人(ren)民滿意、保(bao)障有(you)力的(de)首善交通(tong)。

——對外交(jiao)通(tong)(tong)體系。京(jing)(jing)(jing)津(jin)(jin)(jin)冀成為國家(jia)綜合立體交(jiao)通(tong)(tong)網(wang)主(zhu)骨架的重要(yao)(yao)一極,與長三(san)角、粵港澳大灣區、成渝地區雙城(cheng)(cheng)經(jing)濟(ji)圈(quan)之間形(xing)成綜合性(xing)、多(duo)通(tong)(tong)道、立體化(hua)(hua)、大容量(liang)、快(kuai)速(su)化(hua)(hua)的交(jiao)通(tong)(tong)主(zhu)軸(zhou),構建多(duo)方式(shi)、多(duo)通(tong)(tong)道、便捷化(hua)(hua)的京(jing)(jing)(jing)哈(ha)、京(jing)(jing)(jing)藏交(jiao)通(tong)(tong)走廊(lang),并形(xing)成京(jing)(jing)(jing)延通(tong)(tong)道。京(jing)(jing)(jing)津(jin)(jin)(jin)冀城(cheng)(cheng)市(shi)群(qun)率(lv)先建成城(cheng)(cheng)際鐵路網(wang),形(xing)成“軌道上(shang)的京(jing)(jing)(jing)津(jin)(jin)(jin)冀”。率(lv)先實現京(jing)(jing)(jing)津(jin)(jin)(jin)冀城(cheng)(cheng)市(shi)群(qun)內部2小(xiao)時、全國主(zhu)要(yao)(yao)城(cheng)(cheng)市(shi)3小(xiao)時通(tong)(tong)達(da),“全球123快(kuai)貨物流圈(quan)”(國內1天(tian)送達(da)、周邊國家(jia)2天(tian)送達(da)、全球主(zhu)要(yao)(yao)城(cheng)(cheng)市(shi)3天(tian)送達(da))。

——交通(tong)樞(shu)(shu)(shu)(shu)(shu)紐(niu)體系。北京作(zuo)為國(guo)(guo)(guo)際(ji)(ji)(ji)性(xing)綜合交通(tong)樞(shu)(shu)(shu)(shu)(shu)紐(niu)城(cheng)市,聯動天津(jin)(jin)、雄安、石家莊等(deng)(deng)城(cheng)市,打造(zao)面向世(shi)界的(de)(de)京津(jin)(jin)冀國(guo)(guo)(guo)際(ji)(ji)(ji)性(xing)綜合交通(tong)樞(shu)(shu)(shu)(shu)(shu)紐(niu)集群。圍(wei)繞北京首都國(guo)(guo)(guo)際(ji)(ji)(ji)機場(chang)和北京大興國(guo)(guo)(guo)際(ji)(ji)(ji)機場(chang)2個國(guo)(guo)(guo)際(ji)(ji)(ji)航空樞(shu)(shu)(shu)(shu)(shu)紐(niu)、北京站等(deng)(deng)10個全(quan)國(guo)(guo)(guo)鐵(tie)路客運樞(shu)(shu)(shu)(shu)(shu)紐(niu)、若干個區(qu)域客運樞(shu)(shu)(shu)(shu)(shu)紐(niu)組成的(de)(de)多(duo)層級客運樞(shu)(shu)(shu)(shu)(shu)紐(niu),構建協同融合、銜接高效的(de)(de)綜合交通(tong)樞(shu)(shu)(shu)(shu)(shu)紐(niu)體系。打造(zao)北京天津(jin)(jin)雄安全(quan)球性(xing)國(guo)(guo)(guo)際(ji)(ji)(ji)郵(you)政快(kuai)遞樞(shu)(shu)(shu)(shu)(shu)紐(niu)集群。

——城(cheng)(cheng)市(shi)(shi)綜(zong)合(he)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)體系(xi)。打造(zao)1小時“門(men)到(dao)門(men)”通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)勤(qin)圈,形(xing)成軌道(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)、地面公(gong)交(jiao)(jiao)(jiao)、步行(xing)(xing)和(he)自(zi)行(xing)(xing)車(che)等多網(wang)(wang)融合(he)、便捷(jie)銜接(jie)的(de)城(cheng)(cheng)市(shi)(shi)綜(zong)合(he)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)體系(xi)。推動軌道(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)“四網(wang)(wang)融合(he)”,構成2500公(gong)里以上的(de)軌道(dao)(dao)網(wang)(wang),有(you)效支撐首都圈內5萬人口以上城(cheng)(cheng)鎮組團發(fa)展(zhan)和(he)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)勤(qin)需求。地面公(gong)交(jiao)(jiao)(jiao)、慢(man)行(xing)(xing)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)、出租車(che)(含巡游車(che)和(he)網(wang)(wang)約車(che))和(he)小客車(che)與軌道(dao)(dao)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)高效銜接(jie),實(shi)(shi)現多方式協同發(fa)展(zhan),提(ti)升交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)服務品質(zhi)。建(jian)成步行(xing)(xing)和(he)自(zi)行(xing)(xing)車(che)友好(hao)城(cheng)(cheng)市(shi)(shi),形(xing)成連續安(an)全(quan)的(de)慢(man)行(xing)(xing)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)網(wang)(wang)絡(luo),慢(man)行(xing)(xing)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)成為市(shi)(shi)民(min)健康(kang)生活的(de)一部分。創新服務模式,實(shi)(shi)現對交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)需求的(de)實(shi)(shi)時動態響應,讓人民(min)群眾享受“出行(xing)(xing)即服務”。交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)出行(xing)(xing)安(an)全(quan)有(you)序(xu),交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)系(xi)統(tong)韌性顯著提(ti)升。
