交通(tong)系統運行(xing)平(ping)(ping)穩有序、安全(quan)可(ke)靠(kao)。健全(quan)完善交通(tong)行(xing)業(ye)(ye)安全(quan)雙重預(yu)防控制(zhi)(zhi)體(ti)系,制(zhi)(zhi)定本市交通(tong)行(xing)業(ye)(ye)安全(quan)生(sheng)(sheng)產(chan)領域(yu)改(gai)革(ge)發(fa)(fa)展(zhan)實施(shi)方案,交通(tong)行(xing)業(ye)(ye)整體(ti)實現安全(quan)生(sheng)(sheng)產(chan)突發(fa)(fa)事(shi)件數、亡人數、傷(shang)人數逐年下降,未發(fa)(fa)生(sheng)(sheng)較大(da)以上生(sheng)(sheng)產(chan)安全(quan)責任事(shi)故,行(xing)業(ye)(ye)安全(quan)生(sheng)(sheng)產(chan)管理水(shui)平(ping)(ping)顯著提升(sheng)。道(dao)路交通(tong)安全(quan)水(shui)平(ping)(ping)總體(ti)平(ping)(ping)穩,“十(shi)三五”期末萬車死亡率(lv)為1.47,呈(cheng)持續(xu)下降趨勢。

加強交(jiao)通法(fa)(fa)(fa)(fa)治環境(jing)建(jian)設,依法(fa)(fa)(fa)(fa)治理取得(de)新(xin)進(jin)展(zhan)(zhan)。出臺《北(bei)(bei)京市(shi)機(ji)動(dong)車(che)(che)停(ting)車(che)(che)條例》《北(bei)(bei)京市(shi)非機(ji)動(dong)車(che)(che)管理條例》《北(bei)(bei)京市(shi)查處非法(fa)(fa)(fa)(fa)客(ke)運(yun)(yun)(yun)若干(gan)規定(ding)》《北(bei)(bei)京市(shi)小客(ke)車(che)(che)數量調(diao)控暫行(xing)(xing)規定(ding)》等13部交(jiao)通領域地方性法(fa)(fa)(fa)(fa)規、規章(zhang),為打擊違(wei)法(fa)(fa)(fa)(fa)行(xing)(xing)為、推(tui)進(jin)行(xing)(xing)業健(jian)康發(fa)展(zhan)(zhan)提供法(fa)(fa)(fa)(fa)規支(zhi)撐。制(zhi)(zhi)定(ding)網約車(che)(che)管理實(shi)施(shi)細(xi)則(ze)、互聯網租賃(lin)自行(xing)(xing)車(che)(che)指導(dao)意見、私人小客(ke)車(che)(che)合乘意見等336個規范(fan)性文件(jian),為解(jie)決北(bei)(bei)京交(jiao)通發(fa)展(zhan)(zhan)中的熱點(dian)難點(dian)問(wen)題(ti)提供了(le)制(zhi)(zhi)度支(zhi)撐。積極穩慎制(zhi)(zhi)定(ding)深化(hua)改革推(tui)進(jin)出租汽(qi)車(che)(che)行(xing)(xing)業健(jian)康發(fa)展(zhan)(zhan)政(zheng)(zheng)策,促進(jin)巡游(you)車(che)(che)轉型升級,規范(fan)網約車(che)(che)發(fa)展(zhan)(zhan)。落實(shi)新(xin)版《道路旅(lv)客(ke)運(yun)(yun)(yun)輸及客(ke)運(yun)(yun)(yun)站管理規定(ding)》,關停(ting)麗(li)澤(ze)等6個長(chang)途客(ke)運(yun)(yun)(yun)站,緩解(jie)中心(xin)城(cheng)區交(jiao)通壓力。加大交(jiao)通違(wei)法(fa)(fa)(fa)(fa)打擊力度,搭(da)建(jian)“一組(zu)兩辦”組(zu)織架構(gou),建(jian)立“黑(hei)車(che)(che)”治理長(chang)效機(ji)制(zhi)(zhi);印發(fa)“黑(hei)車(che)(che)治理”專項行(xing)(xing)動(dong)方案,推(tui)進(jin)委托執(zhi)(zhi)法(fa)(fa)(fa)(fa)和行(xing)(xing)政(zheng)(zheng)強制(zhi)(zhi)執(zhi)(zhi)行(xing)(xing)工作,形成執(zhi)(zhi)法(fa)(fa)(fa)(fa)閉環。制(zhi)(zhi)定(ding)執(zhi)(zhi)法(fa)(fa)(fa)(fa)工作規則(ze)、執(zhi)(zhi)法(fa)(fa)(fa)(fa)工作協作辦法(fa)(fa)(fa)(fa),推(tui)進(jin)執(zhi)(zhi)法(fa)(fa)(fa)(fa)規范(fan)化(hua)建(jian)設。在(zai)全(quan)國率(lv)先啟動(dong)公(gong)路超(chao)限非現(xian)場執(zhi)(zhi)法(fa)(fa)(fa)(fa)工作,全(quan)路網超(chao)限超(chao)載率(lv)連續10年(nian)維持在(zai)1%以內(nei),處于(yu)全(quan)國領先水平。
總體(ti)來說,“十三五”時期(qi)綜合交(jiao)通(tong)(tong)運(yun)輸體(ti)系(xi)建設成(cheng)效(xiao)顯(xian)著,交(jiao)通(tong)(tong)運(yun)輸治理(li)(li)體(ti)系(xi)和(he)治理(li)(li)能力現(xian)代化邁出新(xin)步伐。與此(ci)同(tong)時,交(jiao)通(tong)(tong)行業正(zheng)處(chu)于轉型發(fa)展(zhan)(zhan)的關鍵時期(qi),交(jiao)通(tong)(tong)發(fa)展(zhan)(zhan)不平衡不充分的矛(mao)盾依然突(tu)出,居民(min)出行仍(reng)面(mian)臨(lin)通(tong)(tong)勤距(ju)離長、出行不便捷和(he)交(jiao)通(tong)(tong)擁(yong)堵等諸多“痛點”,交(jiao)通(tong)(tong)系(xi)統仍(reng)存在一(yi)些薄(bo)弱環節(jie):
一是交(jiao)通(tong)出(chu)(chu)(chu)行結(jie)構(gou)和能源結(jie)構(gou)優化需要加強(qiang)。綠(lv)色出(chu)(chu)(chu)行比例與規劃目標還有較(jiao)大(da)(da)(da)差距(ju),且(qie)出(chu)(chu)(chu)行比例調控難度不斷(duan)增大(da)(da)(da),須進一步強(qiang)化全社會綠(lv)色出(chu)(chu)(chu)行理念(nian),優化綠(lv)色出(chu)(chu)(chu)行供給(gei)和擁(yong)車用(yong)車調控政策(ce)。交(jiao)通(tong)領(ling)域距(ju)離碳達峰碳中和目標差距(ju)較(jiao)大(da)(da)(da),除提高綠(lv)色出(chu)(chu)(chu)行比例外,還需大(da)(da)(da)力推(tui)動交(jiao)通(tong)運輸工具新能源化,不斷(duan)降(jiang)低交(jiao)通(tong)領(ling)域碳排放。
二(er)是交(jiao)通(tong)(tong)設(she)施在(zai)(zai)更高水平(ping)的(de)(de)(de)互聯互通(tong)(tong)需要(yao)加強(qiang)。京(jing)津冀(ji)區域城(cheng)際(ji)(ji)鐵路(lu)互聯互通(tong)(tong)水平(ping)仍需提(ti)升,軌(gui)(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)對京(jing)津冀(ji)協同(tong)發展和“一核兩翼”空間格局的(de)(de)(de)支撐仍然(ran)(ran)不(bu)(bu)足;軌(gui)(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)線網(wang)(wang)層(ceng)級還不(bu)(bu)完(wan)善,已開行(xing)(xing)市(shi)郊鐵路(lu)的(de)(de)(de)通(tong)(tong)勤功能尚(shang)未(wei)充分發揮,軌(gui)(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)“四網(wang)(wang)融(rong)合”(干線鐵路(lu)、城(cheng)際(ji)(ji)鐵路(lu)、市(shi)郊鐵路(lu)、城(cheng)市(shi)軌(gui)(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong))仍在(zai)(zai)起步(bu)(bu)階段,整體網(wang)(wang)絡化(hua)運(yun)營效能仍然(ran)(ran)不(bu)(bu)高。城(cheng)市(shi)道(dao)(dao)(dao)路(lu)網(wang)(wang)層(ceng)級結(jie)構有(you)待(dai)(dai)優(you)化(hua),次干路(lu)、支路(lu)等低(di)等級道(dao)(dao)(dao)路(lu)規劃(hua)實施率(lv)低(di),道(dao)(dao)(dao)路(lu)網(wang)(wang)密度(du)(du)距(ju)離(li)發展要(yao)求仍有(you)差距(ju)。依托城(cheng)市(shi)道(dao)(dao)(dao)路(lu)網(wang)(wang)的(de)(de)(de)地面公(gong)交(jiao)線網(wang)(wang)站(zhan)點覆蓋有(you)待(dai)(dai)完(wan)善,公(gong)交(jiao)出行(xing)(xing)效率(lv)及可靠性(xing)有(you)待(dai)(dai)提(ti)高。步(bu)(bu)行(xing)(xing)和自行(xing)(xing)車出行(xing)(xing)環境仍有(you)待(dai)(dai)改(gai)善,安全連續的(de)(de)(de)專用路(lu)權仍有(you)短板。軌(gui)(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)、地面公(gong)交(jiao)、自行(xing)(xing)車、步(bu)(bu)行(xing)(xing)等網(wang)(wang)絡間的(de)(de)(de)“多網(wang)(wang)融(rong)合”有(you)待(dai)(dai)強(qiang)化(hua)。交(jiao)通(tong)(tong)樞(shu)紐建設(she)進度(du)(du)仍然(ran)(ran)滯后,支撐各(ge)交(jiao)通(tong)(tong)方式聯通(tong)(tong)的(de)(de)(de)作用仍然(ran)(ran)不(bu)(bu)強(qiang)。
三是交(jiao)通(tong)運輸治(zhi)(zhi)理(li)體(ti)(ti)(ti)系(xi)和治(zhi)(zhi)理(li)能力現代(dai)化(hua)需要加強。立(li)(li)體(ti)(ti)(ti)化(hua)、現代(dai)化(hua)綜合交(jiao)通(tong)運輸體(ti)(ti)(ti)系(xi)尚未(wei)完(wan)全建立(li)(li),地域間(jian)、行(xing)業間(jian)、部門間(jian)壁壘仍(reng)然存(cun)在,各運輸方式(shi)一體(ti)(ti)(ti)化(hua)融(rong)合發展的(de)體(ti)(ti)(ti)制機制仍(reng)不(bu)健全。過度依賴(lai)行(xing)政手段的(de)粗放(fang)管理(li)模式(shi)沒有得到根(gen)本改變,市場(chang)、經濟(ji)、法(fa)律、技術等手段運用不(bu)足。市場(chang)治(zhi)(zhi)理(li)規則(ze)有待完(wan)善,統一開(kai)放(fang)、競爭有序(xu)的(de)現代(dai)交(jiao)通(tong)市場(chang)體(ti)(ti)(ti)系(xi)仍(reng)未(wei)健全。社會參與交(jiao)通(tong)治(zhi)(zhi)理(li)仍(reng)需進一步擴大,社會組織(zhi)依法(fa)自治(zhi)(zhi)、自發自律以及公眾(zhong)文明出行(xing)、共(gong)建共(gong)治(zhi)(zhi)共(gong)享的(de)意(yi)識有待強化(hua)。
四是(shi)交(jiao)通(tong)(tong)行(xing)業(ye)與(yu)新技術深(shen)度融(rong)合(he)需要加強。“互聯網+交(jiao)通(tong)(tong)”正深(shen)刻改變著居民的出行(xing)方式(shi),傳統行(xing)業(ye)的轉型升級仍(reng)然滯后,新技術與(yu)行(xing)業(ye)管理(li)的深(shen)度融(rong)合(he)仍(reng)顯不足。交(jiao)通(tong)(tong)服(fu)務(wu)模式(shi)、服(fu)務(wu)品(pin)質與(yu)新時代人民對(dui)交(jiao)通(tong)(tong)個性(xing)化、多樣化、品(pin)質化的期待仍(reng)有差距,借助新技術推(tui)進交(jiao)通(tong)(tong)供給側(ce)結(jie)構性(xing)改革仍(reng)處于探(tan)索階段。
二、發展環境
(一)形(xing)勢要求
“十四五(wu)”時期,首(shou)都(dou)交通事業發展面臨一系(xi)列新(xin)機(ji)遇新(xin)挑戰,對(dui)北(bei)京完善綜合交通體系(xi)工作(zuo)提出(chu)新(xin)要(yao)求(qiu)。
2019年9月,習近平總書記出席北京(jing)大興國際機場投(tou)運儀(yi)式(shi)時強調,城市(shi)(shi)軌(gui)道(dao)交(jiao)通(tong)(tong)是現代(dai)大城市(shi)(shi)交(jiao)通(tong)(tong)的(de)(de)發(fa)(fa)展(zhan)(zhan)方向。發(fa)(fa)展(zhan)(zhan)軌(gui)道(dao)交(jiao)通(tong)(tong)是解決大城市(shi)(shi)病的(de)(de)有(you)效(xiao)(xiao)途(tu)徑,也是建設(she)綠色(se)城市(shi)(shi)、智(zhi)能(neng)城市(shi)(shi)的(de)(de)有(you)效(xiao)(xiao)途(tu)徑。北京(jing)要繼續大力發(fa)(fa)展(zhan)(zhan)軌(gui)道(dao)交(jiao)通(tong)(tong),構建綜合(he)、綠色(se)、安全、智(zhi)能(neng)的(de)(de)立體化(hua)現代(dai)化(hua)城市(shi)(shi)交(jiao)通(tong)(tong)系統(tong),始(shi)終(zhong)保持(chi)國際最先進(jin)水平,打造現代(dai)化(hua)國際大都市(shi)(shi)。
建設交通(tong)強國要(yao)求(qiu)交通(tong)發(fa)展實現(xian)“三個(ge)轉(zhuan)(zhuan)變(bian)”,即推(tui)動交通(tong)發(fa)展由追(zhui)求(qiu)速度(du)規(gui)模向更加(jia)注重(zhong)質量效(xiao)益轉(zhuan)(zhuan)變(bian),由各種交通(tong)方式相對獨立發(fa)展向更加(jia)注重(zhong)一體化融(rong)合發(fa)展轉(zhuan)(zhuan)變(bian),由依靠傳(chuan)統要(yao)素驅動向更加(jia)注重(zhong)創新驅動轉(zhuan)(zhuan)變(bian)。
國(guo)家、區(qu)域和城(cheng)市發展(zhan)戰略要(yao)求交通(tong)系統做好支撐(cheng),牢牢把(ba)握(wo)交通(tong)“先行官”定(ding)位,融入構(gou)建新(xin)發展(zhan)格局、打造(zao)國(guo)內(nei)國(guo)際雙循(xun)環核(he)心樞(shu)紐、落實(shi)(shi)京津冀協同發展(zhan)戰略、實(shi)(shi)施城(cheng)市總(zong)體規劃、推(tui)進“兩區(qu)”建設、推(tui)進新(xin)一(yi)輪(lun)城(cheng)市更新(xin),為重(zhong)大戰略落地實(shi)(shi)施提供基礎保障。

實(shi)現碳達峰后穩中有降對交(jiao)通(tong)綠(lv)色發(fa)展提出更高要求,交(jiao)通(tong)領域(yu)碳排放量占(zhan)全社(she)會碳排放量比重(zhong)較高,減排任(ren)務(wu)很重(zhong),必須采取積極(ji)行動,在“十四五”時(shi)期邁出堅實(shi)步伐。
