前言(yan)

“十四(si)五”時期是我國全面建(jian)(jian)(jian)成小康社會、實(shi)現第一(yi)(yi)個(ge)(ge)百年奮斗目(mu)標之后,乘勢(shi)而上開(kai)啟全面建(jian)(jian)(jian)設(she)(she)社會主義現代化(hua)(hua)(hua)國家新(xin)征程(cheng)、向(xiang)第二(er)個(ge)(ge)百年奮斗目(mu)標進軍的(de)(de)第一(yi)(yi)個(ge)(ge)五年。交(jiao)通發展將(jiang)向(xiang)更(geng)加注重質量(liang)效(xiao)益轉變(bian)(bian)、向(xiang)更(geng)加注重各種交(jiao)通方式一(yi)(yi)體(ti)化(hua)(hua)(hua)融合發展轉變(bian)(bian)、向(xiang)更(geng)加注重創新(xin)驅動轉變(bian)(bian)。《北(bei)京市(shi)“十四(si)五”時期交(jiao)通發展建(jian)(jian)(jian)設(she)(she)規(gui)劃》是全面落(luo)實(shi)《交(jiao)通強國建(jian)(jian)(jian)設(she)(she)綱要》的(de)(de)第一(yi)(yi)個(ge)(ge)五年規(gui)劃。未來(lai)五年,新(xin)一(yi)(yi)輪技術革(ge)命將(jiang)帶(dai)來(lai)行業的(de)(de)深刻(ke)變(bian)(bian)革(ge),國家系(xi)(xi)統布局“新(xin)基建(jian)(jian)(jian)”,北(bei)京建(jian)(jian)(jian)設(she)(she)全球(qiu)數字經(jing)濟標桿城市(shi),將(jiang)加快交(jiao)通數字化(hua)(hua)(hua)轉型和智能化(hua)(hua)(hua)升級(ji),構建(jian)(jian)(jian)綜合、綠色(se)、安全、智能的(de)(de)立體(ti)化(hua)(hua)(hua)現代化(hua)(hua)(hua)城市(shi)交(jiao)通系(xi)(xi)統。

本規劃依據《京(jing)津(jin)冀(ji)協同發(fa)展(zhan)規劃綱(gang)要(yao)》《北京(jing)城市總體(ti)規劃(2016年(nian)-2035年(nian))》《交通(tong)強國建設綱(gang)要(yao)》《國家綜(zong)合(he)立體(ti)交通(tong)網規劃綱(gang)要(yao)》《“十(shi)四(si)(si)五(wu)”現代綜(zong)合(he)交通(tong)運輸(shu)體(ti)系發(fa)展(zhan)規劃》和(he)《北京(jing)市國民(min)經濟和(he)社會發(fa)展(zhan)第十(shi)四(si)(si)個五(wu)年(nian)規劃和(he)二〇三五(wu)年(nian)遠景目(mu)標(biao)綱(gang)要(yao)》等制定,明確了“十(shi)四(si)(si)五(wu)”時期北京(jing)交通(tong)發(fa)展(zhan)建設的總體(ti)要(yao)求(qiu)、具體(ti)指(zhi)(zhi)標(biao)和(he)主要(yao)任務,是指(zhi)(zhi)導“十(shi)四(si)(si)五(wu)”時期北京(jing)交通(tong)發(fa)展(zhan)建設的行動綱(gang)領。

一、發(fa)展基礎

“十三五”時期(qi)是北京(jing)(jing)(jing)發(fa)(fa)展(zhan)史上具有(you)重要里程碑意義的五年,北京(jing)(jing)(jing)交(jiao)通事業發(fa)(fa)展(zhan)成(cheng)效顯著。京(jing)(jing)(jing)津(jin)冀核心(xin)區1小時交(jiao)通圈、相鄰城(cheng)(cheng)市間1.5小時交(jiao)通圈基本形成(cheng),中(zhong)心(xin)城(cheng)(cheng)區綠色出(chu)行比例提(ti)升至73.1%,高峰時段平(ping)均道路交(jiao)通指(zhi)數降低至5.48(2019年數據(ju)),“慢行優先、公交(jiao)優先、綠色優先”理念深(shen)入人心(xin),道路交(jiao)通擁(yong)堵態(tai)勢(shi)得到有(you)效控制,為實施京(jing)(jing)(jing)津(jin)冀協同發(fa)(fa)展(zhan)戰(zhan)(zhan)略、落實首都(dou)城(cheng)(cheng)市戰(zhan)(zhan)略定位、加(jia)強“四個中(zhong)心(xin)”功能建(jian)設、提(ti)高“四個服務(wu)”水平(ping)奠定了堅實基礎。

(一)京津(jin)冀交通一體化躍上新臺階(jie)

1.形成航空“雙樞紐”格局

2019年(nian)9月底(di)北(bei)京大興國際機場正(zheng)式投(tou)運(yun),成(cheng)(cheng)為國家(jia)發(fa)展的新(xin)動力源和面(mian)向世界(jie)的新(xin)國門,國際交往(wang)服務功能明(ming)顯提升,“五縱兩橫”外(wai)圍綜合交通體系同(tong)步(bu)實施,京津冀(ji)協同(tong)發(fa)展取得明(ming)顯成(cheng)(cheng)效(xiao)。北(bei)京首(shou)都國際機場航線網絡結構(gou)與綜合交通體系持續完善。航空“雙樞紐”格(ge)局初(chu)步(bu)形(xing)成(cheng)(cheng),年(nian)旅客(ke)吞吐量超過一億人次(ci)。

2.構建(jian)“軌(gui)道上的京(jing)津冀”

京(jing)(jing)(jing)雄城(cheng)際鐵路(lu)全線建(jian)成通(tong)車,北京(jing)(jing)(jing)至(zhi)雄安新區(qu)實現50分鐘快(kuai)速(su)通(tong)達。京(jing)(jing)(jing)張高(gao)(gao)鐵開通(tong)運營,增(zeng)加北京(jing)(jing)(jing)至(zhi)西北方(fang)向高(gao)(gao)鐵通(tong)道。城(cheng)際鐵路(lu)聯絡線一期加快(kuai)建(jian)設,京(jing)(jing)(jing)港臺高(gao)(gao)鐵、京(jing)(jing)(jing)哈高(gao)(gao)鐵、京(jing)(jing)(jing)唐城(cheng)際、京(jing)(jing)(jing)濱城(cheng)際鐵路(lu)建(jian)設全面提速(su),區(qu)域(yu)城(cheng)際鐵路(lu)網正在加速(su)形(xing)成。截(jie)至(zhi)“十三五(wu)”期末,京(jing)(jing)(jing)津(jin)冀范圍內已規劃的(de)7條國(guo)家干(gan)線鐵路(lu)建(jian)設不斷推進,以北京(jing)(jing)(jing)、天津(jin)為核心樞紐,貫通(tong)連接河北各地(di)市(shi)的(de)全國(guo)性鐵路(lu)網已基本形(xing)成。北京(jing)(jing)(jing)市(shi)域(yu)范圍鐵路(lu)運營總(zong)里(li)程達1351公里(li),完成城(cheng)市(shi)總(zong)體(ti)規劃2035年目標(1900公里(li))的(de)71.1%。

3.推進(jin)綜合交通樞紐建(jian)設(she)

建(jian)成(cheng)(cheng)京(jing)(jing)張高鐵(tie)配套清河火車(che)站(zhan)(zhan)、北(bei)京(jing)(jing)朝陽站(zhan)(zhan)等(deng)鐵(tie)路(lu)樞紐,完成(cheng)(cheng)北(bei)京(jing)(jing)北(bei)站(zhan)(zhan)改(gai)造(zao)工程,開工建(jian)設北(bei)京(jing)(jing)城市(shi)副(fu)中心(xin)站(zhan)(zhan)和(he)北(bei)京(jing)(jing)豐臺站(zhan)(zhan)改(gai)建(jian)工程。北(bei)京(jing)(jing)市(shi)域內(nei)規劃8座(zuo)鐵(tie)路(lu)全國(guo)客(ke)運樞紐站(zhan)(zhan)全部進入加速完成(cheng)(cheng)期,有力支撐“軌道(dao)上(shang)的京(jing)(jing)津冀”多(duo)層(ceng)級(ji)鐵(tie)路(lu)網絡(luo)銜接(jie)、融合。路(lu)地聯動(dong)、綜合施策,完成(cheng)(cheng)北(bei)京(jing)(jing)南(nan)站(zhan)(zhan)、北(bei)京(jing)(jing)西站(zhan)(zhan)和(he)北(bei)京(jing)(jing)站(zhan)(zhan)交通綜合治理(li)任務,接(jie)駁交通保障能力和(he)服務品質持續改(gai)善。

4.路(lu)網通達(da)性進一步(bu)提升

北京市(shi)域(yu)(yu)內國家高速(su)公路(lu)(lu)網“斷頭路(lu)(lu)”清零,冬奧會和(he)冬殘(can)奧會、世園會保(bao)障(zhang)項目、北京大(da)(da)興國際機(ji)場配套道路(lu)(lu)建成通車。“十(shi)三五”時期高速(su)公路(lu)(lu)新(xin)增里程(cheng)191公里,總里程(cheng)達1173公里。大(da)(da)力推(tui)進普(pu)通國市(shi)道建設,區域(yu)(yu)路(lu)(lu)網持續完善,全市(shi)公路(lu)(lu)總里程(cheng)達22264公里,較“十(shi)二五”期末增加379公里,完成城市(shi)總體規(gui)(gui)劃(hua)2035年(nian)目標(23150公里)的96.2%,普(pu)通國市(shi)道二級路(lu)(lu)以上比例(li)達89.4%。完成綜合檢(jian)查(cha)站(zhan)規(gui)(gui)劃(hua)建設和(he)運(yun)維管(guan)理頂層(ceng)設計,建成京禮高速(su)延(yan)崇(chong)站(zhan),實(shi)現異地建站(zhan)新(xin)突(tu)破。

5.促進(jin)京津(jin)冀(ji)運輸服務(wu)一體(ti)化

人(ren)(ren)流(liu)、物(wu)(wu)流(liu)、信(xin)息(xi)流(liu)一體(ti)化加快實(shi)(shi)現(xian)。38條跨(kua)(kua)省(sheng)公(gong)交(jiao)線路(lu)實(shi)(shi)現(xian)常態(tai)化運(yun)營,總(zong)里程達2700公(gong)里,日均客(ke)運(yun)量超過(guo)20萬人(ren)(ren)次。加快省(sheng)際毗鄰地區道路(lu)客(ke)運(yun)班線公(gong)交(jiao)化改(gai)(gai)造,完成平谷至遵化、寶坻、薊縣等(deng)5條客(ke)運(yun)班線的公(gong)交(jiao)化改(gai)(gai)造,“省(sheng)際公(gong)交(jiao)化”成為常態(tai),跨(kua)(kua)區域(yu)出行更(geng)加便捷。推(tui)進交(jiao)通一卡通跨(kua)(kua)區(市(shi))域(yu)、跨(kua)(kua)運(yun)輸方(fang)式互(hu)(hu)通,累計(ji)發(fa)行北京(jing)交(jiao)通互(hu)(hu)聯互(hu)(hu)通卡700余萬張,實(shi)(shi)現(xian)與全國(guo)288個城(cheng)市(shi)互(hu)(hu)聯互(hu)(hu)通。實(shi)(shi)現(xian)京(jing)杭大(da)運(yun)河(he)(通州城(cheng)市(shi)段)游船通航。依托(tuo)京(jing)津(jin)冀綜合交(jiao)通運(yun)輸通道,實(shi)(shi)現(xian)部(bu)分區域(yu)性快遞分撥中心外(wai)遷,跨(kua)(kua)區域(yu)物(wu)(wu)流(liu)體(ti)系更(geng)加完善。推(tui)進京(jing)津(jin)冀交(jiao)通領域(yu)立法協同。

(二)“四個中心”保(bao)障能力增強

1.持續優化交通(tong)出(chu)行結構

截至“十(shi)三(san)五”期(qi)(qi)末,北京市中心(xin)城(cheng)(cheng)區綠色出行比(bi)例(li)達73.1%,較“十(shi)二五”期(qi)(qi)末增長2.4個百分點,進一(yi)步(bu)縮小與城(cheng)(cheng)市總體規劃(hua)2035年(nian)目標(biao)(80%)之間的差距。

軌(gui)道交(jiao)通(tong)網絡擴(kuo)大覆蓋(gai)(gai),服務(wu)品質(zhi)全(quan)面提升。“十(shi)(shi)三(san)五(wu)”時期(qi)8號(hao)線(三(san)期(qi)、四期(qi))、6號(hao)線西延、大興機(ji)場線等(deng)軌(gui)道交(jiao)通(tong)線路(lu)(段)通(tong)車,新增運(yun)營(ying)(ying)(ying)里(li)(li)程172.9公(gong)(gong)里(li)(li)、達727公(gong)(gong)里(li)(li),工作日客(ke)運(yun)量最高突(tu)破1377萬(wan)人(ren)次,居全(quan)國(guo)第一(yi)。市(shi)(shi)郊鐵(tie)路(lu)運(yun)營(ying)(ying)(ying)線路(lu)增至(zhi)4條(tiao)、市(shi)(shi)域內運(yun)營(ying)(ying)(ying)里(li)(li)程達364.7公(gong)(gong)里(li)(li)。截(jie)至(zhi)“十(shi)(shi)三(san)五(wu)”期(qi)末,軌(gui)道交(jiao)通(tong)(含(han)市(shi)(shi)郊鐵(tie)路(lu))總里(li)(li)程達1091.7公(gong)(gong)里(li)(li)。軌(gui)道交(jiao)通(tong)運(yun)營(ying)(ying)(ying)組織(zhi)持(chi)續優化(hua),10條(tiao)線路(lu)發車間隔(ge)小于(yu)2分鐘,列車服務(wu)可(ke)靠(kao)度達3051.11萬(wan)車公(gong)(gong)里(li)(li)/次,較“十(shi)(shi)二(er)五(wu)”期(qi)末提升近7倍。適時采取超(chao)常超(chao)強網絡化(hua)運(yun)營(ying)(ying)(ying)措(cuo)施,有效保障了市(shi)(shi)民出(chu)行需求(qiu)。實現全(quan)市(shi)(shi)軌(gui)道“一(yi)碼通(tong)乘(cheng)”和移動(dong)支付全(quan)覆蓋(gai)(gai),發布軌(gui)道列車時刻表,乘(cheng)客(ke)出(chu)行更加便捷(jie)。2020年國(guo)際(ji)地鐵(tie)協會(CoMET)KPI對標中(zhong)北京地鐵(tie)排名第一(yi)。

努力(li)優化(hua)(hua)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)運輸服(fu)(fu)務(wu),服(fu)(fu)務(wu)水平(ping)持續(xu)改善(shan)。完成(cheng)三(san)環(huan)路(lu)、京(jing)藏高速(su)、京(jing)港澳(ao)高速(su)、成(cheng)府(fu)路(lu)等公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)用(yong)道(dao)(dao)施劃(hua),新(xin)增公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)用(yong)道(dao)(dao)里(li)程579.6車(che)道(dao)(dao)公(gong)(gong)(gong)(gong)(gong)里(li),總里(li)程達(da)1005車(che)道(dao)(dao)公(gong)(gong)(gong)(gong)(gong)里(li),完成(cheng)城市(shi)(shi)總體(ti)規劃(hua)2035年(nian)目標(1500車(che)道(dao)(dao)公(gong)(gong)(gong)(gong)(gong)里(li))的67%,公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)專(zhuan)用(yong)道(dao)(dao)基本成(cheng)網,公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)路(lu)權(quan)得(de)到(dao)進(jin)一步保障(zhang)。發布《北(bei)京(jing)市(shi)(shi)地面公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)線(xian)網總體(ti)規劃(hua)》并持續(xu)優化(hua)(hua)地面公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)線(xian)路(lu),實現(xian)(xian)三(san)環(huan)內(nei)24小時(shi)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)全覆(fu)蓋。豐(feng)富多(duo)樣化(hua)(hua)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)服(fu)(fu)務(wu)模式,新(xin)增開行(xing)定制班車(che)線(xian)路(lu)、旅游(you)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)、高鐵快巴(北(bei)京(jing)南站)、醫院專(zhuan)線(xian)等多(duo)樣化(hua)(hua)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)線(xian)路(lu)135條(tiao)(tiao),總數達(da)455條(tiao)(tiao)。截至“十三(san)五”期末(mo),中心城區建成(cheng)區地面公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)站點500米(mi)覆(fu)蓋率達(da)100%,公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)線(xian)網密度達(da)3.35公(gong)(gong)(gong)(gong)(gong)里(li)/平(ping)方公(gong)(gong)(gong)(gong)(gong)里(li)。天通(tong)(tong)(tong)苑北(bei)綜合交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)樞(shu)紐投入運營,清河站配套交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)樞(shu)紐主(zhu)體(ti)完工(gong),望京(jing)西交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)樞(shu)紐實現(xian)(xian)開工(gong),城市(shi)(shi)公(gong)(gong)(gong)(gong)(gong)共交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)銜接(jie)換(huan)乘效率得(de)到(dao)提(ti)升。實現(xian)(xian)北(bei)京(jing)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)APP查詢公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)實時(shi)到(dao)站信息線(xian)路(lu)全覆(fu)蓋,推進(jin)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)二(er)維碼支付,實現(xian)(xian)“一碼通(tong)(tong)(tong)行(xing)、互聯互通(tong)(tong)(tong)”,不斷提(ti)升乘客出行(xing)體(ti)驗,使(shi)乘客出行(xing)可計劃(hua)、可預期。“公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)都市(shi)(shi)”建設通(tong)(tong)(tong)過驗收,榮獲“國(guo)家(jia)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)都市(shi)(shi)建設示范城市(shi)(shi)”稱(cheng)號。

步(bu)行(xing)(xing)(xing)(xing)和(he)自行(xing)(xing)(xing)(xing)車重新回歸城市(shi),慢(man)(man)行(xing)(xing)(xing)(xing)出(chu)行(xing)(xing)(xing)(xing)環(huan)境(jing)(jing)顯(xian)著改(gai)善。編制完(wan)成(cheng)十余項規劃(hua)、標(biao)準和(he)規范(fan),完(wan)成(cheng)《步(bu)行(xing)(xing)(xing)(xing)和(he)自行(xing)(xing)(xing)(xing)車交(jiao)通(tong)設(she)施(shi)改(gai)善技(ji)術指南》修訂,出(chu)臺《步(bu)行(xing)(xing)(xing)(xing)和(he)自行(xing)(xing)(xing)(xing)車交(jiao)通(tong)環(huan)境(jing)(jing)規劃(hua)設(she)計標(biao)準》,推進行(xing)(xing)(xing)(xing)業標(biao)準化(hua)、規范(fan)化(hua)發展。建成(cheng)全國第(di)一條自行(xing)(xing)(xing)(xing)車通(tong)勤(qin)專用路(lu),全長6.5公(gong)里(li),日均通(tong)行(xing)(xing)(xing)(xing)量超4000輛次,有效(xiao)提升回龍觀至上地(di)通(tong)勤(qin)出(chu)行(xing)(xing)(xing)(xing)效(xiao)率(lv)。實施(shi)慢(man)(man)行(xing)(xing)(xing)(xing)系(xi)統品質提升行(xing)(xing)(xing)(xing)動,完(wan)成(cheng)中(zhong)心(xin)城區次干路(lu)及以上3218公(gong)里(li)慢(man)(man)行(xing)(xing)(xing)(xing)系(xi)統治理工作,慢(man)(man)行(xing)(xing)(xing)(xing)系(xi)統逐步(bu)連片成(cheng)網。完(wan)成(cheng)CBD西北區、回龍觀等(deng)9處慢(man)(man)行(xing)(xing)(xing)(xing)系(xi)統示(shi)范(fan)街區建設(she),以點帶(dai)面推動全市(shi)慢(man)(man)行(xing)(xing)(xing)(xing)交(jiao)通(tong)環(huan)境(jing)(jing)整體提升。

2.持續緩(huan)解交通擁堵

中心城區(qu)道(dao)路擁堵狀(zhuang)況逐步緩解(jie),道(dao)路交通(tong)指(zhi)數持續下降(jiang),“十(shi)三(san)五”期末道(dao)路交通(tong)指(zhi)數5.48(2019年數據),較“十(shi)二(er)五”期末5.7下降(jiang)了3.9%。

持續推(tui)進城市道(dao)路(lu)(lu)(lu)(lu)(lu)網建設。建成廣渠路(lu)(lu)(lu)(lu)(lu)二(er)期(qi)(qi)和東(dong)延(yan)(yan)、長安街西延(yan)(yan)、運(yun)河東(dong)大街、林萃路(lu)(lu)(lu)(lu)(lu)、馬家堡西路(lu)(lu)(lu)(lu)(lu)南延(yan)(yan)、金中都南路(lu)(lu)(lu)(lu)(lu)、西三(san)旗(qi)南路(lu)(lu)(lu)(lu)(lu)等城市快速路(lu)(lu)(lu)(lu)(lu)和主干(gan)(gan)路(lu)(lu)(lu)(lu)(lu),建成197條次支路(lu)(lu)(lu)(lu)(lu),城市道(dao)路(lu)(lu)(lu)(lu)(lu)總(zong)里程達6147公(gong)里,較(jiao)“十(shi)(shi)二(er)五(wu)”期(qi)(qi)末(mo)減少276公(gong)里(受片區開發和拆遷因素影響),其(qi)中快速路(lu)(lu)(lu)(lu)(lu)390公(gong)里(較(jiao)“十(shi)(shi)二(er)五(wu)”期(qi)(qi)末(mo)增加6.7公(gong)里)、主干(gan)(gan)路(lu)(lu)(lu)(lu)(lu)1020公(gong)里(較(jiao)“十(shi)(shi)二(er)五(wu)”期(qi)(qi)末(mo)增加50.7公(gong)里)、次干(gan)(gan)路(lu)(lu)(lu)(lu)(lu)682公(gong)里、支路(lu)(lu)(lu)(lu)(lu)及以下(xia)道(dao)路(lu)(lu)(lu)(lu)(lu)4055公(gong)里。

多措并舉調(diao)控擁車(che)(che)(che)(che)(che)、用車(che)(che)(che)(che)(che)。實施小客車(che)(che)(che)(che)(che)指(zhi)(zhi)標調(diao)控政策,制(zhi)定(ding)面向“無車(che)(che)(che)(che)(che)家庭”指(zhi)(zhi)標配置方案,2020年面向無車(che)(che)(che)(che)(che)家庭一(yi)次性增發(fa)2萬個(ge)新能(neng)源小客車(che)(che)(che)(che)(che)指(zhi)(zhi)標。截至“十三(san)五”期末,全市(shi)(shi)機動車(che)(che)(che)(che)(che)保有量(liang)為656.95萬輛(其(qi)中小客車(che)(che)(che)(che)(che)527.3萬輛),有效控制(zhi)了(le)小客車(che)(che)(che)(che)(che)過(guo)快、無序增長態(tai)勢。制(zhi)定(ding)實施高排放貨(huo)車(che)(che)(che)(che)(che)通(tong)行管(guan)理措施,外(wai)埠進京貨(huo)車(che)(che)(che)(che)(che)數量(liang)降低26%,國三(san)排放標準柴油(you)貨(huo)車(che)(che)(che)(che)(che)全市(shi)(shi)域(yu)禁行。加強外(wai)埠客車(che)(che)(che)(che)(che)進京通(tong)行證管(guan)理,限制(zhi)辦理次數及有效時(shi)間(jian),長期在京使用的外(wai)埠客車(che)(che)(che)(che)(che)數量(liang)下降56%。持續加大對租售小客車(che)(che)(che)(che)(che)指(zhi)(zhi)標、輕微型貨(huo)車(che)(che)(che)(che)(che)非法改裝和闖禁行等違法行為的打擊力度。

3.智慧交(jiao)通(tong)助(zhu)力便捷出行

一體化出(chu)(chu)(chu)行(xing)服(fu)務(wu)(wu)加(jia)速推(tui)進(jin)。在全國(guo)(guo)率先出(chu)(chu)(chu)臺交(jiao)(jiao)通出(chu)(chu)(chu)行(xing)數(shu)(shu)據開放管理(li)辦法,深化大(da)數(shu)(shu)據在城市(shi)(shi)交(jiao)(jiao)通治(zhi)理(li)中的(de)應用(yong),促進(jin)交(jiao)(jiao)通行(xing)業(ye)和(he)互聯網企業(ye)深度融合(he)。大(da)力發展共(gong)(gong)享交(jiao)(jiao)通,打造基于移(yi)動(dong)智能(neng)終端(duan)技(ji)術的(de)服(fu)務(wu)(wu)系(xi)統,實(shi)現(xian)“出(chu)(chu)(chu)行(xing)即服(fu)務(wu)(wu)”,推(tui)出(chu)(chu)(chu)國(guo)(guo)內首個綠色出(chu)(chu)(chu)行(xing)一體化服(fu)務(wu)(wu)(MaaS)平臺,覆蓋(gai)全市(shi)(shi)95%以上公(gong)(gong)交(jiao)(jiao)線(xian)路(lu),實(shi)時信(xin)息匹配準確(que)率超過97%,用(yong)戶數(shu)(shu)累計達2400余萬人,為(wei)市(shi)(shi)民合(he)理(li)選擇(ze)出(chu)(chu)(chu)行(xing)時間、出(chu)(chu)(chu)行(xing)方式和(he)出(chu)(chu)(chu)行(xing)路(lu)線(xian)提供(gong)高品質(zhi)、精細化服(fu)務(wu)(wu)。實(shi)現(xian)北(bei)京市(shi)(shi)公(gong)(gong)共(gong)(gong)交(jiao)(jiao)通“一碼通乘(cheng)”,累計注(zhu)冊用(yong)戶超過920萬人,跨方式刷(shua)碼比例超過20%,公(gong)(gong)共(gong)(gong)交(jiao)(jiao)通換乘(cheng)更加(jia)便捷。
