九、強(qiang)化危(wei)險廢物(wu)環境風險防(fang)控(kong)能力(li)
(三十七)持續(xu)深入開展排查(cha)(cha)整(zheng)治。將危(wei)險(xian)(xian)(xian)廢物(wu)排查(cha)(cha)整(zheng)治納入常態化監(jian)管執(zhi)法(fa)中,以環(huan)評批(pi)復、排污許可、規范(fan)化管理(li)(li)等(deng)為(wei)基(ji)本(ben)依據,綜合企(qi)業(ye)生(sheng)產規模(mo)、工藝路線、原(yuan)輔材料、用(yong)電(dian)量、管理(li)(li)計劃等(deng)因素,客觀分(fen)析研判企(qi)業(ye)危(wei)險(xian)(xian)(xian)廢物(wu)產生(sheng)、轉移、利(li)用(yong)、處置情況(kuang),增(zeng)強重(zhong)(zhong)大(da)問題(ti)發現能(neng)力,切實(shi)把(ba)風(feng)險(xian)(xian)(xian)隱患消(xiao)除在(zai)萌芽狀態,有效遏制企(qi)業(ye)非法(fa)傾倒(dao)處置等(deng)違法(fa)行(xing)為(wei)。把(ba)群(qun)眾舉報(bao)線索作(zuo)為(wei)排查(cha)(cha)整(zheng)治工作(zuo)重(zhong)(zhong)點(dian),專班專案(an)盯辦(ban)核查(cha)(cha),采取明(ming)察暗訪、持續(xu)跟蹤等(deng)措施,核清事實(shi),查(cha)(cha)實(shi)疑(yi)點(dian),堅決(jue)堵塞監(jian)管漏洞。強化掛賬督辦(ban)機(ji)制,定期跟蹤調度(du),及(ji)時(shi)掌(zhang)握企(qi)業(ye)風(feng)險(xian)(xian)(xian)隱患整(zheng)改進(jin)度(du),整(zheng)改一(yi)(yi)項,銷號一(yi)(yi)項,做到善(shan)(shan)始善(shan)(shan)終、善(shan)(shan)作(zuo)善(shan)(shan)成(cheng)。各生(sheng)態環(huan)境(jing)監(jian)察專員辦(ban)將各地危(wei)險(xian)(xian)(xian)廢物(wu)排查(cha)(cha)整(zheng)治作(zuo)為(wei)一(yi)(yi)項重(zhong)(zhong)要(yao)監(jian)察內容,持續(xu)跟進(jin)、適時(shi)督導,促進(jin)形(xing)成(cheng)部門(men)合力。(省生(sheng)態環(huan)境(jing)廳負責(ze))
(三十八)嚴(yan)格(ge)危(wei)(wei)險(xian)廢(fei)物(wu)(wu)超(chao)(chao)期超(chao)(chao)量貯(zhu)存(cun)(cun)管理。危(wei)(wei)險(xian)廢(fei)物(wu)(wu)經營單位危(wei)(wei)廢(fei)貯(zhu)存(cun)(cun)期限(xian)超(chao)(chao)過(guo)1年,或危(wei)(wei)廢(fei)貯(zhu)存(cun)(cun)量超(chao)(chao)過(guo)企(qi)業(ye)(ye)經營規(gui)模(mo)20%,無特殊原(yuan)因的(de),督(du)導企(qi)業(ye)(ye)限(xian)期處(chu)(chu)置;逾期未處(chu)(chu)置完畢的(de),暫停企(qi)業(ye)(ye)接收(shou)危(wei)(wei)險(xian)廢(fei)物(wu)(wu)。危(wei)(wei)險(xian)廢(fei)物(wu)(wu)產(chan)生企(qi)業(ye)(ye)危(wei)(wei)廢(fei)貯(zhu)存(cun)(cun)時(shi)間超(chao)(chao)過(guo)1年、貯(zhu)存(cun)(cun)量超(chao)(chao)過(guo)3噸以(yi)上的(de),指導企(qi)業(ye)(ye)制(zhi)定轉移處(chu)(chu)置計(ji)劃,明(ming)確專(zhuan)人跟蹤盯辦,安全妥善處(chu)(chu)置。(省(sheng)生態環(huan)境(jing)廳負責(ze))
